    The Energy Research and Development Administration (ERDA) received appropriations in 1976-77 to construct 22 tanks for storage of high level radioactive wastes generated by its nuclear weapons materials production program. The tanks were to replace older, leaking tanks at the Hanford Reservation in Richland, Washington and the Savannah River Plant in Aiken, South Carolina. The Natural Resources Defense Council (NRDC) had unsuccessfully requested that ERDA obtain a construction permit from the Nuclear Regulatory Commission (NRC). NRDC also petitioned NRC to exercise its licensing authority over the tanks under Section 202(4) of the Energy Reorganization Act of 1974. In response to the NRDC request, ERDA claimed the tanks were only for short-term storage and therefore a license was unnecessary. NRC claimed it lacked jurisdiction over the tanks. NRDC filed suit in United States District Court for the District of Columbia, alleging that ERDA had violated Section 102(2)(C) of the National Environmental Policy Act, and that both ERDA and NRC had violated Section 202(4) of the Energy Reorganization Act. NRDC requested an injunction against further construction of the tanks. Although ERDA did not have to obtain an NRC construction permit for the nuclear waste storage tanks at Hanford Reservation and Savannah River Plant, the programmatic Environmental Impact Statement submitted was insufficient and site-specific statements must be prepared. Injunctive relief pending the statements was denied for the social and economic costs of delaying the tanks project. NRC decisions even remotely connected to its licensing power should be contested in federal courts of appeals, not district courts. The court gave NRDC a hollow victory by ordering a more specific EIS, but denying an injunction.

Fundamentally, command and control is the process of planning, monitoring, and commanding military personnel, weaponry equipment, and combating vehicles to execute military missions. In fact, command and control systems are revolutionizing as war fighting is changing into cyber, technology, information, and unmanned warfare.     Different phoretic driving mechanisms have been proposed for the transport of solid or liquid microscopic inclusions in integrated chemical processes. However, the ability to reversibly address both the flow path, rate, and local reactant concentration has not yet been realized. Here we show that a substrate chemically modified with photosensitive self-assembled monolayers allows to directly command the assembly and transport of large ensembles of micron-size particles and drops dispersed in a thin layer of anisotropic fluid. Our strategy separates particle driving, realized via AC electrophoresis, and steering, achieved by elastic modulation of the host nematic fluid. Inclusions respond individually or in collective modes following arbitrary reconfigurable paths imprinted via UV/blue illumination. Relying solely on generic material properties, the proposed procedure is versatile enough for the development of applications involving either inanimate or living materials.

Such organizations have been compared to schools of fish, flocks of birds, herds of animals, swarms of insects, and military squadrons. While these systems are envisioned as maintaining a high degree of autonomy, it is important to understand the relationship of man with such machines. In moving from research studies to the practical deployment of large-scale numbers of robots, one of critical pieces that must be explored is the command and control architecture for humans to re-task and also inject global knowledge, experience, and intuition into the force. Tele-operation should not be the goal, but rather a level of adjustable autonomy and high-level control. If a herd of sheep is comparable to the collective of robots, then the human element is comparable to the shepherd pulling in strays and guiding the herd in the direction of greener pastures. This report addresses the issues and development of command and control for largescale numbers of autonomous robots deployed as a collective force.

    Inductive energy storage systems can have high energy density, lending to smaller, less expensive systems. The crucial element of an inductive energy storage system is the opening switch. This switch must conduct current while energy is stored in an inductor, then open quickly to transfer this energy to a load. Plasma can perform this function. The Plasma Opening Switch (POS) has been studied for more than two decades. Success with the conventional plasma opening switch has been limited. A system designed to significantly improve the performance of vacuum opening switches is described in this paper. The gap cleared of plasma is a rough figure-of-merit for vacuum opening switches. Typical opened gaps of 3 mm are reported for conventional switches. The goal for the system described in this paper is more than 3 cm. To achieve this, the command-triggered POS adds an active opening mechanism, which allows complete separation of conduction and opening. This separation is advantageous because of the widely different time scales of conduction and opening. The detrimental process of magnetic field penetration into the plasma during conduction is less important in this switch. The opening mechanism duration is much shorter than the conduction time, so penetration during opening is insignificant. Opening is accomplished with a fast magnetic field that pushes plasma out of the switch region. Plasma must be removed from the switch region to allow high voltage. This paper describes some processes important during conduction and opening, and show calculations on the trigger requirements. The design of the switch is shown. This system is designed to demonstrate both improved performance and nanosecond output jitter at levels greater than one terawatt. An amplification mechanism is described which reduces the trigger energy. Particle-in-cell simulations of the system are also shown.

    China has developed a comprehensive program of energy efficiency standards and labels for household appliances. In 1989, China first launched its minimum energy performance standards (MEPS), which are now applied to an extensive list of products. In 1998, China launched a voluntary energy endorsement label, which has grown to cover both energy-saving and water-saving products. And, in 2005, China launched a mandatory energy information label that initially covered two products. CLASP has assisted China in developing 11 minimum energy performance standards (MEPS) for 9 products and endorsement labels for 11 products including: refrigerators; air conditioners; televisions; printers; computers; monitors; fax machines; copiers; DVD/VCD players; external power supplies; and set-top boxes. CLASP has also assisted China in the development of the mandatory energy information label. Increasingly, attention is being placed on maximum energy savings from China's standards and labeling (S&L) efforts in order to meet the recently announced goal of reducing China's energy intensity by 20 percent by 2010 with an interim objective of 4 percent in 2006. China's mandatory standards system is heavily focused on the technical requirements for efficiency performance, but historically, it has lacked administrative and personnel capacity to undertake monitoring and enforcement of these legally binding standards. Similarly, resources for monitoring and enforcement have been quite limited. As a consequence, compliance to both the mandatory standards and the mandatory energy information label is uneven with the potential and likely result of lost energy savings. Thus, a major area for improvement, which could significantly increase overall energy savings, is the creation and implementation of a regularized monitoring system for tracking the compliance to, and enforcement of, mandatory standards and the energy information label in China. CLASP has been working with the China National Institute of Standardization (CNIS), the China Administration for Quality, Supervision, Inspection and Quarantine (AQSIQ) and relevant stakeholders in the industry to develop a stronger system of monitoring and enforcement. In November 2005, CNIS and LBNL (a CLASP implementing partner) with funding from the Energy Foundation jointly organized an international workshop to present the international best practices in S&L monitoring and enforcement. Currently, CNIS is developing a guideline for monitoring and enforcement for appliance standards. With support from METI, CLASP has been able to expand the on-going collaboration with CNIS to include enforcement needs for the mandatory energy information label and to accelerate the progress of the project to develop a more robust monitoring and enforcement for S&L programs in China. This expanded effort has included: (1) Holding an enforcement and monitoring roadmap planning workshop with key S&L stakeholders; (2) Interviews with S&L stakeholders on the need and scope of national compliance tests; (3) Research on past enforcement activities; (4) An analysis of compliance data from the mandatory energy information labeling program; (5) Interviews with stakeholders on the need and scope of testing infrastructure; and (6) Development of a roadmap for future activities. This report summarizes the findings of these activities and identifies the progress that China is making, and can make, toward developing a stronger system of monitoring and enforcement (M&E). In sum, it outlines a vision of moving forward with more vigorous M&E in China.

    Air Force Logistics Command (AFLC), facing decreasing funds and aging utility systems, needed a method to objectively rate its central heating plants. Such a rating system would be used to compare heating plants throughout the command to identify potential problem areas and prioritize major repair projects. This thesis used a Delphi questionnaire to gather opinions from heating plant experts in order to identify and prioritize components considered most critical to overall plant operation. In addition, the experts suggested measurements which could be used to evaluate component conditions. By combining expert opinions and reading from technical literature, component model rating schemes were developed for AFLC's steam and high temperature hot water plants. Based on measurements and observations of critical components in the plant, a score between 0 and 100 is assigned to each component (for example, condensate piping, deaerator, etc.), each plant subsystem (distribution system, water treatment system, etc.), and to the plant as a whole. These component model rating schemes and the resultant overall condition index scores will enable AFLC to focus their management attention and allocate needed resources to the plants in greatest need of repair.

    In accordance with federal legislation, the U.S. Department of Energy (DOE) has conducted a project to demonstrate use of its Energy Conservation Voluntary Performance Standards for Commercial and Multi-Family High-Rise Residential Buildings; Mandatory for New Federal Buildings; Interim Rule (referred to in this report as DOE-1993). A key requisite of the legislation requires DOE to develop commercial building energy standards that are cost effective. During the demonstration project, DOE specifically addressed this issue by assessing the impacts of the standards on (1) construction costs, (2) builders (and especially small builders) of multi-family, high-rise buildings, and (3) the ability of low-to moderate-income persons to purchase or rent units in such buildings.     China`s central political authorities have constructed a system which is designed to enable them to exert their personal influence and control over each level of every organization in the country -- both civil and military. The Communist Party of China (CPC) is represented at all levels of each and every organization, including the People`s Liberation Army (PLA). These Party entities are intended to both provide oversight and to ensure that Party policies, directives and orders are obeyed. This penchant for political control, which may have its roots in China`s imperial past, appears to have been reinforced by the early developmental path chosen by the Party`s leadership. Current attempts aimed at maintaining political control of its resources, especially the military, are embodied in the formal system of {open_quotes}Political Work.{close_quotes} In the PLA, this system of political control results in the involvement of political organs in day-to-day military matters to an extent unheard of in the West.     In March 2011, the USNS Bridge was deployed off northeastern Honshu, Japan with the carrier USS Ronald Reagan to assist with relief efforts after the 2011 T?hoku earthquake and tsunami. During that time, the Bridge was exposed to air-borne radioactive materials leaking from the damaged Fukushima I Nuclear Power Plant. The proximity of the Bridge to the air-borne impacted area resulted in the contamination of the ship’s air-handling systems and the associated components, as well as potential contamination of other ship surfaces due to either direct intake/deposition or inadvertent spread from crew/operational activities. Preliminary surveys in the weeks after the event confirmed low-level contamination within the heating, ventilation, and air conditioning (HVAC) ductwork and systems, and engine and other auxiliary air intake systems. Some partial decontamination was performed at that time. In response to the airborne contamination event, Military Sealift Fleet Support Command (MSFSC) contracted Oak Ridge Associated Universities (ORAU), under provisions of the Oak Ridge Institute for Science and Education (ORISE) contract, to assess the radiological condition of the Bridge. Phase I identified contamination within the CPS filters, ventilation systems, miscellaneous equipment, and other suspect locations that could not accessed at that time (ORAU 2011b). Because the Bridge was underway during the characterization, all the potentially impacted systems/spaces could not be investigated. As a result, MSFSC contracted with ORAU to perform Phase II of the characterization, specifically to survey systems/spaces previously inaccessible. During Phase II of the characterization, the ship was in port to perform routine maintenance operations, allowing access to the previously inaccessible systems/spaces.

    A robotic system for handling radioactive materials has been developed at Los Alamos National Laboratory. Because of safety considerations, the robot must be under the control of a human operator continuously. In this paper we describe the implementation of a voice-recognition system that makes such control possible, yet permits the robot to perform preprogrammed manipulations without the operator's intervention. We also describe the training given both the operator and the voice recognition-system, as well as practical problems encountered during routine operation. A speech synthesis unit connected to the robot's control computer provides audible feedback to the operator. Thus, when a task is completed or if an emergency develops, the computer provides an appropriate spoken message. Implementation and operation of this commercially available hardware are discussed.

    There is no legal mandate for strategic environmental assessment (SEA) in New Zealand. However, a requirement to consider environmental and sustainability issues is a key feature of many statutes, including that relating to regional transport planning. Given this, the research sought to determine whether SEA could be used to improve the incorporation of environmental and sustainability aspects into the regional transport planning process in New Zealand. Existing practice was evaluated, examining what factors currently limiting the consideration of environmental and sustainability issues and to what extent elements of SEA are currently being used. The research culminated in the development of a conceptual model where SEA elements could be incorporated into the existing framework to promote improved consideration of environmental and sustainability issues. The results provide some reassurance about the value of SEA even where its application is not legally mandated. However, it also highlighted some ongoing issues around the integration of SEA in existing frameworks and around the scope of SEA as a decision-aiding tool. -- Highlights: • The research examined whether SEA can provide benefits even where it is not mandated. • The research examined the extent to which SEA elements are currently being used. • A conceptual model was developed to incorporate necessary SEA elements into an existing framework.

    Document describes an onsite workshop and building retuning training conducted in Guam in August 2010. Document reports on issues identified during an audit of several buildings and recommendations to save energy throughout the site. During the workshop, it became apparent that as site personnel maintain the facilities at Guam, the following retuning efforts and strategies should be prioritized: (1) Controlling the mechanical systems operational hours and zone temperature set points appeared to present the best opportunities for savings; (2) Zone temperature set points in some buildings are excessively low, especially at night, when the zone temperatures are so cold that they approached the dewpoint; and (3) Manually-set outside air dampers are providing excessive outside air, especially for spaces that are unoccupied. Two of the larger schools, one on the Naval Base and one on Anderson AFB, are in need of a significant recommissioning effort. These facilities are relatively new, with direct digital controls (DDC) but are significantly out of balance. The pressure in one school is extremely negative, which is pulling humid air through the facility each time a door is opened. The draft can be felt several feet down the halls. The pressure in the other school is extremely positive relative to the outside, and you can stand 20-feet outside and still feel cool drafts of air exiting the building. It is recommended that humidity sensors be installed in all new projects and retrofitted into exist facilities. In this humid climate, control of humidity is very important. There are significant periods of time when the mechanical systems in many buildings can be unloaded and dehumidification is not required. The use of CO{sub 2} sensors should also be considered in representative areas. CO{sub 2} sensors determine whether spaces are occupied so that fresh air is only brought into the space when needed. By reducing the amount of outside air brought into the space, the humidity load is also substantially reduced. CO{sub 2} and humidity sensors, combined with outside air sensors, can be used to predict whether conditions are amenable to mold growth and to automatically adjust systems to help prevent mold without using extra energy. The goal of this training is to give the building operators the knowledge needed to make positive changes in the operation of building systems. As class participants apply this knowledge, building systems will run more efficiently, occupant comfort should improve, while saving energy and reducing greenhouse gas emissions.

    The present invention maintains constant torque in an inverter driven AC induction motor during variations in rotor temperature. It is known that the torque output of a given AC induction motor is dependent upon rotor temperature. At rotor temperatures higher than the nominal operating condition the rotor impedance increases, reducing the rotor current and motor torque. In a similar fashion, the rotor impedance is reduced resulting in increased rotor current and motor torque when the rotor temperature is lower than the nominal operating condition. The present invention monitors the bus current from the DC supply to the inverter and adjusts the slip frequency of the inverter drive to maintain a constant motor torque. This adjustment is based upon whether predetermined conditions implying increased rotor temperature or decreased rotor temperature exist for longer that a predetermined interval of time.

The second chapter describes the commands that users of the VAX systems will use. Each command description includes the format of the command, a list of valid options and parameters and their meanings, and several short examples of command use. The third chapter describes the commands and capabilities for sending general, sequential files from and to VAX VMS nodes. The fourth chapter describes how to transmit data to a VAX from other computer systems on the network. The fifth chapter explains how to exchange electronic mail with IBM CMS users and with users of other VAX VMS systems connected by NJE communications. The sixth chapter describes operator procedures and the additional commands operators may use.

This channel configuration provides effective data communication without a significant increase in the use of network resources.

    A method of controlling a pump supplying a fluid to a transmission includes sensing a requested power and an excess power for a powertrain. The requested power substantially meets the needs of the powertrain, while the excess power is not part of the requested power. The method includes sensing a triggering condition in response to the ability to convert the excess power into heat in the transmission, and determining that an operating temperature of the transmission is below a maximum. The method also includes determining a calibrated baseline and a dissipation command for the pump. The calibrated baseline command is configured to supply the fluid based upon the requested power, and the dissipation command is configured to supply additional fluid and consume the excess power with the pump. The method operates the pump at a combined command, which is equal to the calibrated baseline command plus the dissipation command.

    A federal judge has denied a request for an injunction against the startup of the long-stalled Waste Technologies Industries (WTI) commercial hazardous waste incinerator in East Liverpool, OH. The $140-million plant, owned by a US subsidiary of Swiss engineering group Von Roll Ltd. (Zuerich), will go through a startup stage and a seven-day trial burn during the next two months, according to WTI. In testimony in federal court in Huntington, WV, WTI had said it was losing $115,000/day in fixed costs because of the plant's startup delay. The company also said that long-term contracts with Chemical Waste Management (CWM; Oak Brook, IL), Du Pont (Wilmington, DE), and BASF Corp. (Parsippany, NJ) to use plant services could be jeopardized by the delay. WTI is believed to have 10-year service contracts with the three companies and also will use CWM to dispose of the ash from the incinerator.
