  2. Refiners Switch to RFG Complex Model

    On January 1, 1998, domestic and foreign refineries and importers must stop using the "simple" model and begin using the "complex" model to calculate emissions of volatile organic compounds (VOC), toxic air pollutants (TAP), and nitrogen oxides (NOx) from motor gasoline. The primary differences between application of the two models is that some refineries may have to meet stricter standards for the sulfur and olefin content of the reformulated gasoline (RFG) they produce and all refineries will now be held accountable for NOx emissions. Requirements for calculating emissions from conventional gasoline under the anti-dumping rule similarly change for exhaust TAP and NOx. However, the change to the complex model is not expected to result in an increase in the price premium for RFG or constrain supplies.

    The diminishing fossil energy resources, coupled with heightened interest in the abatement of greenhouse gas emissions and concerns about energy security have motivated Malaysia to produce palm-based biodiesel and it has been started to be exported since 2006. In line with this issue, the government in Malaysia launched the palm-based biodiesel blending mandate of five percent (B5) in the federal administration of Putrajaya on 1{sup st} June 2011. This was then followed by four states: Malacca on July 11, Negeri Sembilan on August 1, Kuala Lumpur on September 1 and Selangor on October 1 of the same year but it is yet to be implemented nationwide. However what is the wise blend mandate to be chosen? Thus, this paper seeks to examine the possible impact of various blend mandates implementation (B2, B7 and B10) on the palm oil industry market variables (stock and price) since the main aim of biodiesel industry in Malaysia is to reduce domestic palm oil stock to below one million tones and provide a floor price to support Crude Palm Oil (CPO) prices at RM2,000 per tonne. A structural econometric model consisting of nine structural equations and three identities was proposed in this study. The model has been estimated by two stage least squares (2SLS) method using annual data for the period 1976-2013. The study indicates that counterfactual simulation of a decrease from B5 to B2 predicts a decrease (11.2 per cent) in CPO domestic consumption for biodiesel usage, 731.02 per cent reduction in CPO stock and an increase of 27.41 percent in domestic price of CPO. However the increase in the blend mandate from B5 to B7 and B10 suggest that domestic consumption of CPO for biodiesel purpose increase 7.40 and 18.55 percent respectively. The interesting findings in this study suggest that no matter whether Malaysian government increase or decrease the blend mandate the increase in the price of CPO are the same with an increase of is 27.41 percent.     As part of the Chemical Stockpile Disposal Program mandated by Public Law 99--145 (Department of Defense Authorization Act), an independent review is presented of the US Army Phase I environmental report for the disposal program at the Umatilla Depot Activity (UMDA) in Hermiston, Oregon. The Phase I report addressed new and additional concerns not incorporated in the final programmatic environmental impact statement (FPEIS). Those concerns were addressed by examining site-specific data for the Umatilla Depot Activity and by recommending the scope and content of a more detailed site-specific study. This independent review evaluates whether the new site-specific data presented in the Phase I report would alter the decision in favor of on-site disposal that was reached in the FPEIS, and whether the recommendations for the scope and content of the site-specific study are adequate. Based on the methods and assumptions presented in the FPEIS, the inclusion of more detailed site-specific data in the Phase I report does not change the decision reached in the FPEIS (which favored on-site disposal at UMDA). It is recommended that alternative assumptions about meteorological conditions be considered and that site-specific data on water, ecological, socioeconomic, and cultural resources; seismicity; and emergency planning and preparedness be considered explicitly in the site-specific EIS decision-making process. 7 refs., 1 fig.

    The Office of Environmental Management (EM) is responsible for cleaning up the legacy of radioactive and chemically hazardous waste at contaminated sites and facilities throughout the U.S. Department of Energy (DOE) nuclear weapons complex, preventing further environmental contamination, and instituting responsible environmental management. Initial efforts to achieve this mission resulted in the establishment of environmental restoration and waste management programs. However, as EM began to execute its responsibilities, decision makers became aware that the complexity and magnitude of this mission could not be achieved efficiently, affordably, safely, or reasonably with existing technology. Once the need for advanced cleanup technologies became evident, EM established an aggressive, innovative program of applied research and technology development. The Office of Technology Development (OTD) was established in November 1989 to advance new and improved environmental restoration and waste management technologies that would reduce risks to workers, the public, and the environment; reduce cleanup costs; and devise methods to correct cleanup problems that currently have no solutions. In 1996, OTD added two new responsibilities - management of a Congressionally mandated environmental science program and development of risk policy, requirements, and guidance. OTD was renamed the Office of Science and Technology (OST). This documents presents information concerning robotics tank waste retrieval overview, robotic chemical analysis automation, robotics decontamination and dismantlement, and robotics crosscutting and advanced technology.

    The Weatherization and Intergovernmental Program (WIP) integrates local needs and interests in order to promote markets for energy efficiency (EE) and renewable energy (RE). Its activities are integrative across disparate technologies and market boundaries. In order to analyze the historical performance and forward-looking potential of this broad program, this report assesses market developments and outlooks at the following aggregated levels: states, cities and communities, Indian tribes, and low-income residential efficiency. The analytical goals of the report are to: identify market drivers for EE and RE, paying attention to subsidies, taxes, targets and mandates, environmental policy, energy security, and economic development; assess efficacy of existing policies; discuss challenges and barriers; evaluate high-impact measures for overcoming challenges and barriers; and forecast future market trends.

    Title 10 Code of Federal Regulations (CFR) Part 835, “Occupational Radiation Protection,” establishes radiation protection standards, limits, and program requirements for protecting individuals from ionizing radiation resulting from the conduct of U.S. Department of Energy (DOE) activities. 10 CFR 835.101(a) mandates that DOE activities be conducted in compliance with a documented Radiation Protection Program (RPP) as approved by DOE. This document promulgates the RPP for the Nevada National Security Site (NNSS), related (on-site or off-site) U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office (NNSA/NFO) operations, and environmental restoration off-site projects. This RPP section consists of general statements that are applicable to the NNSS as a whole. The RPP also includes a series of appendices which provide supporting detail for the associated NNSS Tennant Organizations (TOs). Appendix H, “Compliance Demonstration Table,” contains a cross-walk for the implementation of 10 CFR 835 requirements. This RPP does not contain any exemptions from the established 10 CFR 835 requirements. The RSPC and TOs are fully compliant with 10 CFR 835 and no additional funding is required in order to meet RPP commitments. No new programs or activities are needed to meet 10 CFR 835 requirements and there are no anticipated impacts to programs or activities that are not included in the RPP. There are no known constraints to implementing the RPP. No guides or technical standards are adopted in this RPP as a means to meet the requirements of 10 CFR 835.

    Most states in the US are involved in electric industry restructuring, from considering the pros and cons in regulatory dockets to implementing legislative mandates for full restructuring and retail access for all consumers. Several states and utilities have initiated pilot programs in which multiple suppliers or service providers may compete for business and some utility customers can choose among competing suppliers. The State of New Hampshire has been experimenting with a pilot program, mandated by the State Legislature in 1995 and implemented by the New Hampshire Public Utilities Commission (NHPUC), before it implements full retail access. Green marketing, an attempt to characterize the supplier or service provider as environmentally friendly without referring to the energy resource used to generate electricity, was used by several suppliers or service providers to attract customers. This appeal to environmental consumerism was moderately successful, but it raised a number of consumer protection and public policy issues. This issue brief examines the marketing methods used in New Hampshire and explores what green marketing might mean for the development of renewable energy generation. It also addresses the issues raised and their implications.

    With the move to a more conservative political outlook in the U.S. in 1995, some have voiced the opinion there may be resistance to the Clean Air Act and specifically to reformulated gasoline (RFG). There has been some evidence that substantiates early resistance to RFG, brought about by price hikes as high as 10 cents/gal at the pump. Pennsylvania, Maine, New York and Wisconsin have elected to {open_quotes}opt out{close_quotes} about 200,000 b/d of RFG. Certainly a move of this nature may slow the {open_quotes}opt in{close_quotes} movement in other areas of the U.S. On the other hand, the basic RFG program for nine critical areas in the U.S. will remain in place, and as air-quality limits are exceeded in other regions, they will be forced into the program. The movement toward cleaner air is worldwide, and the U.S. has been a leader in fuel reformulation for the past 25 years. While the movement may falter for various reasons, and fine tuning of regulations is inevitable, the ultimate result will be a U.S. gasoline pool that is largely reformulated - and the presence of oxygenates is fundamental to reformulation.

Supplementation activities in the Lostine River and associated monitoring and evaluation conducted by the Nez Perce Tribe relate directly to the needs addressed in the Columbia River Basin Fish and Wildlife Program (NPPC 1994). Measure 7.4L.1 of the Program mandates that appropriate research accompany any proposed supplementation. In addition, measure 7.3B.2 of the Program stresses the need for evaluating supplementation projects to assess their ability to increase production. Finally, Section 7.4D.3 encourages the study of hatchery rearing and release strategies to improve survival and adaptation of cultured fish. In 1997, Oregon Department of Fisheries and Wildlife (ODFW) requested a modification of Permit 1011 to allow the take of adult spring chinook salmon. In 1998, the Nez Perce Tribe also requested a permit specific to activities on Lostine River. The permit was issued in 2000. A special condition in the permits required the development of a long term management plan for the spring chinook salmon of the Grande Ronde Basin. The Nez Perce Tribe, ODFW, and the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) completed a formal long range plan entitled ''Grande Ronde Basin Endemic Spring Chinook Salmon Supplementation Program''. The program proposes to increase the survival of spring chinook salmon in the Grand Ronde Basin through hatchery intervention. Adult salmon from the Lostine River, Catherine Creek, and the Upper Grande Ronde River are used for a conventional supplementation program in the basin. The Nez Perce program currently operates under the ESA Section 10 Permit 1149.

    Radioisotope Thermoelectric Generators (RTG) convert the heat generated by radioactive decay to electricity using thermocouples. RTGs have a long operating life, are reasonably lightweight, and require little or no maintenance once assembled and tested. These factors make RTGs particularly attractive for use in spacecraft However, because RTGs contain significant quantities of radioactive materials, normally plutonium-238 and its decay products, they must be transported in packages built in accordance with Title 10, Code of Federal Regulations, Part 71. The US Department of Energy assigned the Radioisotope Thermoelectric Generator Transportation System (RTGTS) Program to Westinghouse Hanford Company in 1988 to develop a system meeting the regulatory requirements. The program objective was to develop a transportation system that would fully comply with 10 CFR 71 while protecting RTGs from adverse environmental conditions during normal conditions of transport (e.g., shock and heat). The RTGTS is scheduled for completion in December 1996 and will be available to support the National Aeronautics and Space Administrations Cassini mission to Saturn in October 1997. This paper provides an overview of the RTGTS and discusses the hardware being produced. Additionally, various program management innovations mandated by recent ma or changes in the US Department of Energy structure and resources will be outlined.

This document promulgates the RPP for the Nevada Test Site (NTS), related (on-site or off-site) U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO) operations, and environmental restoration off-site projects. This NTS RPP promulgates the radiation protection standards, limits, and program requirements for occupational exposure to ionizing radiation resulting from NNSA/NSO activities at the NTS and other operational areas as stated in 10 CFR 835.1(a). NNSA/NSO activities (including design, construction, operation, and decommissioning) within the scope of this RPP may result in occupational exposures to radiation or radioactive material. Therefore, a system of control is implemented through specific references to the site-specific NV/YMP RCM. This system of control is intended to ensure that the following criteria are met: (1) occupational exposures are maintained as low as reasonably achievable (ALARA), (2) DOE's limiting values are not exceeded, (3) employees are aware of and are prepared to cope with emergency conditions, and (4) employees are not inadvertently exposed to radiation or radioactive material.

    Lawrence Livermore National Laboratory's (LLNL's) management assigned the responsibility of conducting TSDF audits to the Waste Certification Office in August of 1994. Prior to this date, there was no mandate for LLNL to audit waste facilities, nor was there a structured program in place for conducting the audits Program development took approximately 10 months. This included writing a TSDF Audit Procedure, writing a Quality Assurance (QA) Plan, developing the required audit check lists, and using the documentation on a trial basis. A typical TSDF audit lasted one full day using three hazardous waste specialists The QA Plan is based on the quality assurance and management system requirements of DOE Order 5700.6C (Quality Assurance) and ASME NQA-1 (Quality Assurance Program Requirements for Nuclear Facilities).

Research programs frequently have resources that could help reach regional or national goals for increasing the capacity for responding to climate change. To obtain these resources and target recipients appropriately, research investigators need clear statements of national and regional strategies or priorities as a guide. One such program, the Atmospheric Radiation Measurement (ARM) Program, has a requirement to develop local or regional education enrichment programs at their observational sites in the central US, the tropical western Pacific (TWP), and on the north slope of alaska. ARM's scientific goals will result in a flow of technical data and as well as technical expertise that can assist with regional needs to increase the technical resources needed to address climate change issues.     As a federal agency, the U.S. Department of Energy has been directed by Congress, the U.S. president, and the American public to provide leadership in the preservation of prehistoric, historic, and other cultural resources on the lands it administers. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The Idaho National Engineering and Environmental Laboratory Site is located in southeastern Idaho, and is home to vast numbers and a wide variety of important cultural resources representing at least 13,000-year span of human occupation in the region. These resources are nonrenewable, bear valuable physical and intangible legacies, and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these resources with the management and ongoing operation of an active scientific laboratory, while also cleaning up the waste left by past programs and processes. The Department of Energy Idaho Operations Office has administrative responsibility for most of the Site, excluding lands and resources managed by the Naval Reactors Facility and (in 2004) Argonne National Laboratory-West. The Department of Energy is committed to a cultural resource program that accepts these challenges in a manner reflecting both the spirit and intent of the legislative requirements. This annual report is an overview of Cultural Resource Management Program activities conducted during Fiscal Year 2004 and is intended to be both informative to external stakeholders and to serve as a planning tool for future cultural resource management work to be conducted on the Site.

Development of facilities is motivated by present BNL research programs and anticipated future directions of BNL research. The Division's research efforts also have a significant impact on programs throughout the world that rely on state-of-the-art radiation detectors and readout electronics. Our staff scientists are encouraged to: Become involved in challenging problems in collaborations with other scientists; Offer unique expertise in solving problems; and Develop new devices and instruments when not commercially available. Scientists from other BNL Departments are encouraged to bring problems and ideas directly to the Division staff members with the appropriate expertise. Division staff is encouraged to become involved with research problems in other Departments to advance the application of new ideas in instrumentation. The Division Head integrates these efforts when they evolve into larger projects, within available staff and budget resources, and defines the priorities and direction with concurrence of appropriate Laboratory program leaders. The Division Head also ensures that these efforts are accompanied by strict adherence to all ES and H regulatory mandates and policies of the Laboratory. It comprises a high-level programming language, tools for developing and debugging programs in this language, and interfaces to Fortran and Cthat allow the reuse of existing code in multilingual parallel programs. Programs developed using PCN are portable across many different workstations, networks, and parallel computers. This document provides all the information required to develop parallel programs with the PCN programming system. It includes both tutorial and reference material. It also presents the basic concepts that underlie PCN, particularly where these are likely to be unfamiliar to the reader, and provides pointers to other documentation on the PCN language, programming techniques, and tools.   7. Maryland's efforts to develop regulations creating an air emissions offset trading program

    Under the federal Clean Air Act's New Source Review program, many companies located in or planning to locate in areas that do not meet federal air quality standards or in the Northeast Ozone Transport Region (northern Virginia to Maine) must obtain emission reductions (called offsets) of volatile organic compounds and nitrogen oxides that are greater than the new emissions that will be released. This offset requirement allows growth in industry while protecting air quality against deterioration. Despite the federal offset requirement, a formal banking and trading program is not mandated by the Clean Air Act Amendments of 1990. Still, a mechanism is needed to ensure that emission reduction credits (ERCs) are available for sources to use to meet the offset requirement. Currently, Maryland does not have regulations covering the sale or transfer of ERCs from one facility to another. Maryland works with industry on a case-by-case basis to identify potential sources of ERCs and to assist in obtaining them. Then, the offset requirement and the ERCs used to meet the offsets are incorporated into individual permits using various permitting mechanisms. Desiring certainty and stability in the banking and trading process, Maryland's business community has pressed for regulations to formalize Maryland's procedures. Working over several years through a stakeholder process, Maryland has developed concepts for a trading program and a draft regulation. This paper describes Maryland's current case-by-case banking and trading procedure and traces efforts to develop a regulation to formalize the process. The paper discusses complex policy issues related to establishing a banking and trading program, describes the principal elements of Maryland's draft regulation, and summarizes elements of other states' emissions banking and trading programs.

  8. AISI direct steelmaking program

    AISI with co-funding from DOE has initiated a research and development program aimed at the development of a new process for direct steelmaking, and the program is discussed in this document. The project is expected to cost about $30 million over a three-year period, with the government providing approximately 77 percent of the funds and AISI the balance. In contrast to current steelmaking processes which are largely open and batch, the direct steelmaking process would be closed and continuous. Further, it would use coal directly, thereby avoiding the need for coke ovens. The second year of the Direct Steelmaking Program (November 29, 1989, through November 28, 1990) was a year of significant accomplishment. The various research programs proceeded essentially on schedule and the pilot plant, the centerpiece of the program, was completed about three months behind schedule but began operation in almost a picture-perfect manner. This report presents the last years accomplishments.

    As mandated by the Clean Air Act Amendments of 1990, the Occupational Safety and Health Administration (OSHA) promulgated on February 24, 1992 the Process Management (PSM) rule: 29 CFR 1910.119. Compliance with the PSM requirements is causing a significant impact on both financial resources and manpower for the covered facilities. A major portion of the efforts have been concentrated on developing and compiling a vast amount of data in various formats (i.e., autocad, word processing, and numeric databases). Because of the need to access and revise these data on a continuous basis, many facilities have started to implement computer-based document management systems to store, manage, and maintain these data. This paper provides a plant perspective of the necessary features and characteristics of a computer-based document management system. An electronic document management system can also form the basis for a plant workflow system. Once, all the information related to a plant`s PSM program are inputted into the system, it is possible to control the plant workflow using the management of change system and maintenance work requests. Other key issues that must be included in a computer-based system are redlining capabilities, execution of management of change authorization, and interfacing with existing computer programs (many plants are already using different kinds of software for a variety of objectives). This paper provides a roadmap for the development and implementation of an electronic document management system.

    The requirements of the Government Performance and Results Act (GPRA) of 1993 mandate the reporting of outcomes expected to result from programs of the Federal government. The U.S. Department of Energy’s (DOE’s) Office of Energy Efficiency and Renewable Energy (EERE) develops official metrics for its 11 major programs using its Office of Planning, Budget Formulation, and Analysis (OPBFA). OPBFA conducts an annual integrated modeling analysis to produce estimates of the energy, environmental, and financial benefits expected from EERE’s budget request. Two of EERE’s major programs include the Building Technologies Program (BT) and Office of Weatherization and Intergovernmental Program (WIP). Pacific Northwest National Laboratory (PNNL) supports the OPBFA effort by developing the program characterizations and other market information affecting these programs that is necessary to provide input to the EERE integrated modeling analysis. Throughout the report we refer to these programs as “buildings-related” programs, because the approach is not limited in application to BT or WIP. To adequately support OPBFA in the development of official GPRA metrics, PNNL communicates with the various activities and projects in BT and WIP to determine how best to characterize their activities planned for the upcoming budget request. PNNL then analyzes these projects to determine what the results of the characterizations would imply for energy markets, technology markets, and consumer behavior. This is accomplished by developing nonintegrated estimates of energy, environmental, and financial benefits (i.e., outcomes) of the technologies and practices expected to result from the budget request. These characterizations and nonintegrated modeling results are provided to OPBFA as inputs to the official benefits estimates developed for the Federal Budget.     The oceans are the world's largest solar energy collector and storage system. Covering 71{percent} of the earth's surface, this stored energy is realized as waves, currents, and thermal salinity gradients. The purpose of the federal Ocean Energy Technology (OET) Program is to develop techniques that harness this ocean energy in a cost-effective and environmentally acceptable manner. The OET Program seeks to develop ocean energy technology to a point where the commercial sector can assess whether applications of the technology are viable energy conversion alternatives or supplements to systems. Past studies conducted by the US Department of Energy (DOE) have identified ocean thermal energy conversion (OTEC) as the largest potential contributor to United States energy supplies from the ocean resource. As a result, the OET Program concentrates on research to advance OTEC technology. Current program emphasis has shifted to open-cycle OTEC power system research because the closed-cycle OTEC system is at a more advanced stage of development and has already attracted industrial interest. During FY 1989, the OET Program focused primarily on the technical uncertainties associated with near-shore open-cycle OTEC systems ranging in size from 2 to 15 MW{sub e}. Activities were performed under three major program elements: thermodynamic research and analysis, experimental verification and testing, and materials and structures research. These efforts addressed a variety of technical problems whose resolution is crucial to demonstrating the viability of open-cycle OTEC technology.     CleanFleet is a demonstration of panel vans operating on five alternative motorfuels in commercial package delivery operations in the South Coast Air Basin of California. The five alternative fuels are propane gas, compressed natural gas (CNG), California Phase 2 reformulated gasoline (RFG), methanol (M-85 with 15 percent RFG), and electricity. Data were gathered on in-use emissions, operations, and fleet economics. This volume of the final report summarizes the maintenance required on these vans from the time they were introduced into the demonstration (April through early November 1992) until the end of the demonstration in September 1994. The vans were used successfully in FedEx operations; but, to varying degrees, the alternative fuel vehicles required more maintenance than the unleaded gasoline control vehicles. The maintenance required was generally associated with the development state of the fuel-related systems. During the demonstration, no non-preventive maintenance was required on the highly developed fuel-related systems in any of the unleaded gasoline production vehicles used either as controls or as RFG test vehicles. The maintenance problems encountered with the less developed systems used in this demonstration may persist in the short term with vehicles featuring the same or similar systems. This means that fleet operators planning near-term acquisitions of vehicles incorporating such systems should consider the potential for similar problems when (1) selecting vendors and warranty provisions and (2) planning maintenance programs.

EEAP surveys and identifies high energy users, analyzes and applies conservation technologies, and submits a study report to the Director of Engineering and Housing.     Despite claims that the government is reducing the amount of environmental regulation, the sheer amount of regulatory language has actually increased yearly. Yet based on media reports and citizen claims, pollution appears to go unchecked. Citizens condemn a perceived lack of government regulation of industrial pollution, while industries find themselves mired in increasingly complex regulatory programs that are sometimes far removed from real world situations. US Environmental Protection Agency (EPA) decision-makers have responded to these concerns by designing regulatory programs that abandon traditional command-and-control regulatory schemes as ill-suited to today`s pollution problems and the interests of these stakeholders. This paper analyzes the use of voluntary pollution control programs in place of command-and-control regulation. It is proposed that voluntary programs may serve as carrots to entice regulated entities to reduce pollution, but that there are a number of hurdles to their effective implementation that preclude them from being embraced as effective environmental regulatory tools. This paper reviews why agencies have moved from command-and-control regulation and examines current voluntary pollution control programs. This paper also contemplates the future of such programs.

    Over the past fifteen months, the Systems Chemistry Group of the Reactor Engineering Department has undertaken a comprehensive study of the Department`s moderator chemistry program at Savannah River Site (SRS). An internal review was developed to formalize and document this program. Objectives were as outlined in a mission statement and action plan. In addition to the mission statement and action plan, nine separate task reports have been issued during the course of this study. Each of these task reports is included in this document as a chapter. This document is an organized compilation of the individual reports issued by the Systems Chemistry Group in assessment of SRS moderator chemistry to determine if there were significant gaps in the program as ft existed in October, 1989. While these reviews found no significant gaps in that mode of operation, or any items that adversely affected safety, items were identified that could be improved. Many of the items have already been dear with or are in the process of completion under this Moderator Chemistry Program and other Reactor Restart programs. A complete list of the items of improvement found under this assessment is found in Chapter 9, along with a proposed time table for correcting remaining items that can be improved for the chemistry program of SRS reactors. An additional external review of the moderator chemistry processes, recommendations, and responses to/from the Reactor Corrosion Mitigation Committee is included as Appendix to this compilation.

    This document summarizes the work performed by Pacific Northwest Laboratory (PNL) from January 1 through March 31, 1981, for the Division of Reactor Safety Research within the U.S. Nuclear Regulatory Commission (NRC). Evaluations of nondestructive examination (NDE) techniques and instrumentation are reported; areas of investigation include demonstrating the feasibility of determining the strength of structural graphite, evaluating the feasibility of detecting and analyzing flaw growth in reactor pressure boundary systems, examining NDE reliability and probabilistic fracture mechanics, and assessing the integrity of pressurized water reactor (PWR) steam generator tubes where service-induced degradation has been indicated. Experimental data and analytical models are being provided to aid in decision-making regarding pipeto- pipe impacts following postulated breaks in high-energy fluid system piping. Core thermal models are being developed to provide better digital codes to compute the behavior of full-scale reactor systems under postulated accident conditions. Fuel assemblies and analytical support are being provided for experimental programs at other facilities. These programs include loss-ofcoolant accident (LOCA) simulation tests at the NRU reactor, Chalk River, Canada; fuel rod deformation, severe fuel damage, and postaccident coolability tests for the ESSOR reactor Super Sara Test Program, Ispra, Italy; the instrumented fuel assembly irradiation program at Halden, Norway; and experimental programs at the Power Burst Facility, Idaho National Engineering Laboratory (INEL). These programs will provide data for computer modeling of reactor system and fuel performance during various abnormal operating conditions.

    The Western Area Power Administration (Western) views environmental protection and compliance as a top priority as it manages the construction, operation, and maintenance of its vast network of transmission lines, substations, and other facilities. A recent Department of Energy audit of Western`s environmental management activities recommends that Western adopt a formal environmental risk program. To accomplish this goal, Western, in conjunction with Pacific Northwest Laboratory, is in the process of developing a centrally coordinated environmental risk program. This report presents the results of this design effort, and indicates the direction in which Western`s environmental risk program is heading. Western`s environmental risk program will consist of three main components: risk communication, risk assessment, and risk management/decision making. Risk communication is defined as an exchange of information on the potential for threats to human health, public safety, or the environment. This information exchange provides a mechanism for public involvement, and also for the participation in the risk assessment and management process by diverse groups or offices within Western. The objective of risk assessment is to evaluate and rank the relative magnitude of risks associated with specific environmental issues that are facing Western. The evaluation and ranking is based on the best available scientific information and judgment and serves as input to the risk management process. Risk management takes risk information and combines it with relevant non-risk factors (e.g., legal mandates, public opinion, costs) to generate risk management options. A risk management tool, such as decision analysis, can be used to help make risk management choices.

    This document is a users manual and applications guide for the software package SGA. This package comprises four computer programs, namely SOMIP, SMECC, SGSYS, and TGRND. The first three programs are analysis models which are to be used in the design process of substation grounding systems. The fourth program, TGRND, is an analysis program for determining the transient response of a grounding system. This report, Volume 5, is an applications guide of the three computer programs. SOMIP, SMECC, and SGSYS, for the purpose of designing a safe substation grounding system. The applications guide utilizes four example substation grounding systems for the purpose of illustrating the application of the programs, SOMIP, SMECC, and SGSYS. The examples are based on data provided by four contributing utilities, namely, Houston Lighting and Power Company, Southern Company Services, Puget Sound Power and Light Company, and Arizona Public Service Company. For the purpose of illustrating specific capabilities of the computer programs, the data have been modified. As a result, the final designs of the four systems do not necessarily represent actual grounding system designs by these utilities. The example system 1 is a 138 kV/35 kV distribution substation. The example system 2 is a medium size 230 kV/115 kV transmission substation. The third example system is a generation substation while the last is a large 525 kV/345 kV/230 kV transmission substation. The four examples cover most of the practical problems that a user may encounter in the design of substation grounding systems.

    The Lawrence Berkeley National Laboratory (LBNL) Issues Management Program encompasses the continuous monitoring of work programs, performance and safety to promptly identify issues to determine their risk and significance, their causes, and to identify and effectively implement corrective actions to ensure successful resolution and prevent the same or similar problems from occurring. This document describes the LBNL Issues Management Program and prescribes the process for issues identification, tracking, resolution, closure, validation, and effectiveness of corrective actions. Issues that are governed by this program include program and performance deficiencies or nonconformances that may be identified through employee discovery, internal or external oversight assessment findings, suggested process improvements and associated actions that require formal corrective action. Issues may also be identified in and/or may result in Root Cause Analysis (RCA) reports, Price Anderson Amendment Act (PAAA) reports, Occurrence Reporting and Processing System (ORPS) reports, Accident Investigation reports, assessment reports, and External Oversight reports. The scope of these issues may include issues of both high and low significance as well as adverse conditions that meet the reporting requirements of the University of California (UC) Assurance Plan for LBNL or other reporting entities (e.g., U.S. Environmental Protection Agency, U.S. Department of Energy). Issues that are found as a result of a walk-around or workspace inspection that can be immediately corrected or fixed are exempt from the requirements of this document.

  17. Northeast Regional Biomass Program

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

    This report summarizes the fiscal year (FY) 1992 progress of the subcontracted photovoltaic (PV) research and development (R D) performed under the Photovoltaic Advanced Research and Development Project at the National Renewable Energy Laboratory (NREL)-formerly the Solar Energy Research Institute (SERI). The mission of the national PV program is to develop PV technology for large-scale generation of economically competitive electric power in the United States. The technical sections of the report cover the main areas of the subcontract program: the Crystalline Materials and Advanced Concepts project, the Polycrystalline Thin Films project, Amorphous Silicon Research project, the Photovoltaic Manufacturing Technology (PVMaT) project, PV Module and System Performance and Engineering project, and the PV Analysis and Applications Development project. Technical summaries of each of the subcontracted programs provide a discussion of approaches, major accomplishments in FY 1992, and future research directions.

In doing so, this document articulates the vision and recommendations of the ESnet Steering Committee regarding ESnet`s development and its support of computer networking facilities and associated user services. To afford the reader a perspective from which to evaluate the ever-increasing utility of networking to the Energy Research community, we have also provided a historical overview of Energy Research networking. Networking has become an integral part of the work of DOE principal investigators, and this document is intended to assist the Office of Scientific Computing in ESnet program planning and management, including prioritization and funding. In particular, we identify the new directions that ESnet`s development and implementation will take over the course of the next several years. Our basic goal is to ensure that the networking requirements of the respective scientific programs within Energy Research are addressed fairly. The proliferation of regional networks and additional network-related initiatives by other Federal agencies is changing the process by which we plan our own efforts to serve the DOE community. ESnet provides the Energy Research community with access to many other peer-level networks and to a multitude of other interconnected network facilities. ESnet`s connectivity and relationship to these other networks and facilities are also described in this document. Major Office of Energy Research programs are managed and coordinated by the Office of Basic Energy Sciences, the Office of High Energy and Nuclear Physics, the Office of Magnetic Fusion Energy, the Office of Scientific Computing, and the Office of Health and Environmental Research. Summaries of these programs are presented, along with their functional and technical requirements for wide-area networking.

  7. The HILDA program

    Although this report is called a program document, it is not simply a user's guide to running HILDA nor is it a programmer's guide to maintaining and updating HILDA. It is a guide to HILDA as a program and as a model for designing and costing a heavy ion fusion (HIF) driver. HILDA represents the work and ideas of many people; as does the model upon which it is based. The project was initiated by Denis Keefe, the leader of the LBL HIFAR project. He suggested the name HILDA, which is an acronym for Heavy Ion Linac Driver Analysis. The conventions and style of development of the HILDA program are based on the original goals. It was desired to have a computer program that could estimate the cost and find an optimal design for Heavy Ion Fusion induction linac drivers. This program should model near-term machines as well as fullscale drivers. The code objectives were: (1) A relatively detailed, but easily understood model. (2) Modular, structured code to facilitate making changes in the model, the analysis reports, and the user interface. (3) Documentation that defines, and explains the system model, cost algorithm, program structure, and generated reports. With this tool a knowledgeable user would be able to examine an ensemble of drivers and find the driver that is minimum in cost, subject to stated constraints. This document contains a report section that describes how to use HILDA, some simple illustrative examples, and descriptions of the models used for the beam dynamics and component design. Associated with this document, as files on floppy disks, are the complete HILDA source code, much information that is needed to maintain and update HILDA, and some complete examples. These examples illustrate that the present version of HILDA can generate much useful information about the design of a HIF driver. They also serve as guides to what features would be useful to include in future updates. The HPD represents the current state of development of this project.

  8. TWRS safety program plan

    Management of Nuclear Safety, Industrial Safety, Industrial Hygiene, and Fire Protection programs, functions, and field support resources for Tank Waste Remediation Systems (TWRS) has, until recently, been centralized in TWRS Safety, under the Emergency, Safety, and Quality organization. Industrial hygiene technician services were also provided to support operational needs related to safety basis compliance. Due to WHC decentralization of safety and reengineering efforts in West Tank Farms, staffing and safety responsibilities have been transferred to the facilities. Under the new structure, safety personnel for TWRS are assigned directly to East Tank Farms, West Tank Farms, and a core Safety Group in TWRS Engineering. The Characterization Project Operations (CPO) safety organization will remain in tact as it currently exists. Personnel assigned to East Tank Farms, West Tank Farms, and CPO will perform facility-specific or project-specific duties and provide field implementation of programs. Those assigned to the core group will focus on activities having a TWRS-wide or programmatic focus. Hanford-wide activities will be the responsibility of the Safety Center of Expertise. In order to ensure an effective and consistent safety program for TWRS under the new organization program functions, goals, organizational structure, roles, responsibilities, and path forward must be clearly established. The purpose of the TWRS Safety Program Plan is to define the overall safety program, responsibilities, relationships, and communication linkages for safety personnel under the new structure. In addition, issues associated with reorganization transition are addressed, including training, project ownership, records management, and dissemination of equipment. For the purpose of this document ``TWRS Safety`` refers to all safety professionals and technicians (Industrial Safety, Industrial Hygiene, Fire Protection, and Nuclear Safety) within the TWRS organization, regardless of their
