  1. Managing Carbon Regulatory Risk in Utility Resource Planning: Current Practices in the Western United States

    Concerns about global climate change have substantially increased the likelihood that future policy will seek to minimize carbon dioxide emissions. As such, even today, electric utilities are making resource planning and investment decisions that consider the possible implications of these future carbon regulations. In this article, we examine the manner in which utilities assess the financial risks associated with future carbon regulations within their long-term resource plans. We base our analysis on a review of the most recent resource plans filed by fifteen electric utilities in the Western United States. Virtually all of these utilities made some effort to quantitatively evaluate the potential cost of future carbon regulations when analyzing alternate supply- and demand-side resource options for meeting customer load. Even without Federal climate regulation in the U.S., the prospect of that regulation is already having an impact on utility decision-making and resource choices. That said, the methods and assumptions used by utilities to analyze carbon regulatory risk, and the impact of that analysis on their choice of a particular resource strategy, vary considerably, revealing a number of opportunities for analytic improvement. Though our review focuses on a subset of U.S. electric utilities, this work holds implications for all electric utilities and energy policymakers who are seeking to minimize the compliance costs associated with future carbon regulations.

  3. Reading the Tea Leaves: How Utilities in the West Are Managing Carbon Regulatory Risk in their Resource Plans

    The long economic lifetime and development lead-time of many electric infrastructure investments requires that utility resource planning consider potential costs and risks over a lengthy time horizon. One long-term -- and potentially far-reaching -- risk currently facing the electricity industry is the uncertain cost of future carbon dioxide (CO2) regulations. Recognizing the importance of this issue, many utilities (sometimes spurred by state regulatory requirements) are beginning to actively assess carbon regulatory risk within their resource planning processes, and to evaluate options for mitigating that risk. However, given the relatively recent emergence of this issue and the rapidly changing political landscape, methods and assumptions used to analyze carbon regulatory risk, and the impact of this analysis on the selection of a preferred resource portfolio, vary considerably across utilities. In this study, we examine the treatment of carbon regulatory risk in utility resource planning, through a comparison of the most-recent resource plans filed by fifteen investor-owned and publicly-owned utilities in the Western U.S. Together, these utilities account for approximately 60percent of retail electricity sales in the West, and cover nine of eleven Western states. This report has two related elements. First, we compare and assess utilities' approaches to addressing key analytical issues that arise when considering the risk of future carbon regulations. Second, we summarize the composition and carbon intensity of the preferred resource portfolios selected by these fifteen utilities and compare them to potential CO2 emission benchmark levels.

Long-term resource planning provides a potential framework within which utilities can assess carbon regulatory risk and evaluate options for mitigating exposure to this risk through investments in energy efficiency and other low-carbon resources. In this paper, we examine current resource planning practices related to managing carbon regulatory risk, based on a comparative analysis of the most-recent long-term resource plans filed by fifteen major utilities in the Western U.S. First, we compare the assumptions and methods used by utilities to assess carbon regulatory risk and to evaluate energy efficiency as a risk mitigation option. Although most utilities have made important strides in beginning to address carbon regulatory risk within their resource plan, we also identify a number of opportunities for improvement and offer recommendations for resource planners and state regulators to consider. We also summarize the composition and carbon intensity of the preferred resource portfolios selected by the fifteen Western utilities, highlighting the contribution of energy efficiency and its impact on the carbon intensity of utilities' proposed resource strategies. Energy efficiency and renewables are the dominant low-carbon resources included in utilities' preferred portfolios. Across the fifteen utilities, energy efficiency constitutes anywhere from 6percent to almost 50percent of the preferred portfolio energy resources, and represents 22percent of all incremental resources in aggregate.

    Though a potentially significant climate change mitigation strategy, carbon capture and sequestration (CCS) remains mired in demonstration and development rather than proceeding to full-scale commercialization. Prior studies have suggested numerous reasons for this stagnation. This Report seeks to empirically assess those claims. Using an anonymous opinion survey completed by over 200 individuals involved in CCS, it concludes that there are four primary barriers to CCS commercialization: (1) cost, (2) lack of a carbon price, (3) liability risks, and (4) lack of a comprehensive regulatory regime. These results largely confirm previous work. They also, however, expose a key barrier that prior studies have overlooked: the need for comprehensive, rather than piecemeal, CCS regulation. The survey data clearly show that the CCS community sees this as one of the most needed incentives for CCS deployment. The community also has a relatively clear idea of what that regulation should entail: a cooperative federalism approach that directly addresses liability concerns and that generally does not upset traditional lines of federal-state authority.

  17. Managing Commercial Tree Species for Timber Production and Carbon Sequestration: Management Guidelines and Financial Returns

    A carbon credit market is developing in the United States. Information is needed by buyers and sellers of carbon credits so that the market functions equitably and efficiently. Analyses have been conducted to determine the optimal forest management regime to employ for each of the major commercial tree species so that profitability of timber production only or the combination of timber production and carbon sequestration is maximized. Because the potential of a forest ecosystem to sequester carbon depends on the tree species, site quality and management regimes utilized, analyses have determined how to optimize carbon sequestration by determining how to optimally manage each species, given a range of site qualities, discount rates, prices of carbon credits and other economic variables. The effects of a carbon credit market on the method and profitability of forest management, the cost of sequestering carbon, the amount of carbon that can be sequestered, and the amount of timber products produced has been determined.

  20. Waste management activities and carbon emissions in Africa

    This paper summarizes research into waste management activities and carbon emissions from territories in sub-Saharan Africa with the main objective of quantifying emission reductions (ERs) that can be gained through viable improvements to waste management in Africa. It demonstrates that data on waste and carbon emissions is poor and generally inadequate for prediction models. The paper shows that the amount of waste produced and its composition are linked to national Gross Domestic Product (GDP). Waste production per person is around half that in developed countries with a mean around 230 kg/hd/yr. Sub-Saharan territories produce waste with a biogenic carbon content of around 56% (+/-25%), which is approximately 40% greater than developed countries. This waste is disposed in uncontrolled dumps that produce large amounts of methane gas. Greenhouse gas (GHG) emissions from waste will rise with increasing urbanization and can only be controlled through funding mechanisms from developed countries.

    The U.S. Nuclear Regulatory Commission (NRC) was established in 1974 with the mission to license and regulate the civilian use of nuclear materials for commercial, industrial, academic, and medical uses in order to protect public health and safety, and the environment, and promote the common defense and security. Currently, approximately half (∼49%) of the workforce at the NRC has been with the Agency for less than six years. As part of the Agency's mission, the NRC has partial responsibility for the oversight of the transportation and storage of radioactive materials. The NRC has experienced a significant level of expertise leaving the Agency due to staff attrition. Factors that contribute to this attrition include retirement of the experienced nuclear workforce and mobility of staff within or outside the Agency. Several knowledge management (KM) initiatives have been implemented within the Agency, with one of them including the formation of a Division of Spent Fuel Storage and Transportation (SFST) KM team. The team, which was formed in the fall of 2008, facilitates capturing, transferring, and documenting regulatory knowledge for staff to effectively perform their safety oversight of transportation and storage of radioactive materials, regulated under Title 10 of the Code of Federal Regulations (10 CFR) Part 71 and Part 72. In terms of KM, the SFST goal is to share critical information among the staff to reduce the impact from staff's mobility and attrition. KM strategies in place to achieve this goal are: (1) development of communities of practice (CoP) (SFST Qualification Journal and the Packaging and Storing Radioactive Material) in the on-line NRC Knowledge Center (NKC); (2) implementation of a SFST seminar program where the seminars are recorded and placed in the Agency's repository, Agency-wide Documents Access and Management System (ADAMS); (3) meeting of technical discipline group programs to share knowledge within specialty areas; (4) development of

  2. The U.S. regulatory framework for long-term management of uranium mill tailings

    The US established the regulatory structure for the management, disposal, and long-term care of uranium mill tailings in 1978 with the passage of the Uranium Mill Tailings Radiation Control Act (UMTRCA) (Pub. L. 95-604). This legislation has governed the cleanup and disposal of uranium tailings at both inactive and active sites. The passage of the UMTRCA established a federal regulatory program for the cleanup and disposal of uranium mill tailings in the US. This program involves the DOE, the NRC, the EPA, various states and tribal governments, private licensees, and the general public. The DOE has completed surface remediation at 14 sites, with the remaining sites either under construction or in planning. The DOE`s UMTRA Project has been very successful in dealing with public and agency demands, particularly regarding disposal site selection and transportation issues. The active sites are also being cleaned up, but at a slower pace than the inactive sites, with the first site tentatively scheduled for completion in 1996.

    The basic CCSI objective of accelerating technology development and commercial deployment of carbon capture technologies through the extensive use of numerical simulation introduces a degree of unfamiliarity and novelty that potentially increases both of the traditional risk elements. In order to secure investor confidence and successfully accelerate the marketability of carbon capture technologies, it is critical that risk management decision tools be developed in parallel with numerical simulation capabilities and uncertainty quantification efforts. The focus of this paper is on the development of a technical risk model that incorporates the specific technology maturity development (level).

  4. Management Opportunities for Enhancing Terrestrial Carbon Dioxide Sinks

    The potential for mitigating increasing atmospheric carbon dioxide concentrations through the use of terrestrial biological carbon (C) sequestration is substantial. Here, we estimate the amount of C being sequestered by natural processes at global, North American, and national US scales. We present and quantify, where possible, the potential for deliberate human actions – through forestry, agriculture, and use of biomass-based fuels – to augment these natural sinks. Carbon sequestration may potentially be achieved through some of these activities but at the expense of substantial changes in land-use management. Some practices (eg reduced tillage, improved silviculture, woody bioenergy crops) are already being implemented because of their economic benefits and associated ecosystem services. Given their cumulative greenhouse-gas impacts, other strategies (eg the use of biochar and cellulosic bioenergy crops) require further evaluation to determine whether widespread implementation is warranted.

  5. Integrating hazardous waste management into a multimedia pollution prevention paradigm. A protoype regulatory program for petroleum refinesments

    An emerging trend in environmental regulatory management promises enhanced environmental protection and more flexibility for regulated entities. This trend reflects three concepts. First, regulations designed to reduce one type of environmental pollution (e.g., air pollution) should not increase other types of pollution (e.g. hazardous waste). Second, pollution prevention is an important alternative to end-of-pipe control requirements. Third, offering polluting entities the flexibility of meeting certain performance criteria may produce better environmental results than prescribing specific technologies or approaches. A significant body of literature supports the need to develop regulatory programs that incorporate these concepts. However, there is little evidence that these concepts have been integrated into actual multimedia regulatory programs. Argonne National Laboratory and the U.S. Department of Energy are developing a prototype regulatory program for petroleum refineries that embraces these concepts. The development approach in this case study comprises several steps: (1) identifying and evaluating existing regulations governing petroleum refineries (if any); (2) characterizing expected future operating conditions of refineries; (3) setting goals for the regulatory program; (4) identifying and evaluating options for the program; (5) developing a prototype based on selected options; (6) identifying and addressing implementation issues; and (7) testing the prototype on a pilot basis. The approach being used in the U.S. effort is flexible and can be used in environmental management efforts throughout the Pacific Basin--in both developing and developed countries.

  6. Understanding Carbon Sequestration Options in the United States: Capabilities of a Carbon Management Geographic Information System

    While one can discuss various sequestration options at a national or global level, the actual carbon management approach is highly site specific. In response to the need for a better understanding of carbon management options, Battelle in collaboration with Mitsubishi Corporation, has developed a state-of-the-art Geographic Information System (GIS) focused on carbon capture and sequestration opportunities in the United States. The GIS system contains information (e.g., fuel type, location, vintage, ownership, rated capacity) on all fossil-fired generation capacity in the Untied States with a rated capacity of at least 100 MW. There are also data on other CO2 sources (i.e., natural domes, gas processing plants, etc.) and associated pipelines currently serving enhanced oil recovery (EOR) projects. Data on current and prospective CO2 EOR projects include location, operator, reservoir and oil characteristics, production, and CO2 source. The system also contains information on priority deep saline aquifers and coal bed methane basins with potential for sequestering CO2. The GIS application not only enables data storage, flexible map making, and visualization capabilities, but also facilitates the spatial analyses required to solve complex linking of CO2 sources with appropriate and cost-effective sinks. A variety of screening criteria (spatial, geophysical, and economic) can be employed to identify sources and sinks most likely amenable to deployment of carbon capture and sequestration systems. The system is easily updateable, allowing it to stay on the leading edge of capture and sequestration technology as well as the ever-changing business landscape. Our paper and presentation will describe the development of this GIS and demonstrate its uses for carbon management analysis.

  7. STRATEGIES AND TECHNOLOGY FOR MANAGING HIGH-CARBON ASH

    The overall objective of the present project is to identify and assess strategies and solutions for the management of industry problems related to carbon in ash. Specific research issues to be addressed include: (1) the effect of parent fuel selection on ash properties and adsorptivity, including a first ever examination of the air entrainment behavior of ashes from alternative (non-coal) fuels; (2) the effect of various low-NOx firing modes on ash properties and adsorptivity; and (3) the kinetics and mechanism of ash ozonation. This data will provide scientific and engineering support of the ongoing process development activities. During this fourth project period we completed the characterization of ozone-treated carbon surfaces and wrote a comprehensive report on the mechanism through which ozone suppresses the adsorption of concrete surfactants.

    Monitoring of the intrinsic temperature and the thermal management is discussed for the carbon nanotube nano-circuits. The experimental results concerning fabricating and testing of a thermometer able to monitor the intrinsic temperature on nanoscale are reported. We also suggest a model which describes a bi-metal multilayer system able to filter the heat flow, based on separating the electron and phonon components one from another. The bi-metal multilayer structure minimizes the phonon component of the heat flow, while retaining the electronic part.   10. Management of water extracted from carbon sequestration projects

    Throughout the past decade, frequent discussions and debates have centered on the geological sequestration of carbon dioxide (CO{sub 2}). For sequestration to have a reasonably positive impact on atmospheric carbon levels, the anticipated volume of CO{sub 2} that would need to be injected is very large (many millions of tons per year). Many stakeholders have expressed concern about elevated formation pressure following the extended injection of CO{sub 2}. The injected CO{sub 2} plume could potentially extend for many kilometers from the injection well. If not properly managed and monitored, the increased formation pressure could stimulate new fractures or enlarge existing natural cracks or faults, so the CO{sub 2} or the brine pushed ahead of the plume could migrate vertically. One possible tool for management of formation pressure would be to extract water already residing in the formation where CO{sub 2} is being stored. The concept is that by removing water from the receiving formations (referred to as 'extracted water' to distinguish it from 'oil and gas produced water'), the pressure gradients caused by injection could be reduced, and additional pore space could be freed up to sequester CO{sub 2}. Such water extraction would occur away from the CO{sub 2} plume to avoid extracting a portion of the sequestered CO{sub 2} along with the formation water. While water extraction would not be a mandatory component of large-scale carbon storage programs, it could provide many benefits, such as reduction of pressure, increased space for CO{sub 2} storage, and potentially, 'plume steering.' Argonne National Laboratory is developing information for the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL) to evaluate management of extracted water. If water is extracted from geological formations designated to receive injected CO{sub 2} for sequestration, the project operator will need to identify methods for managing very large volumes of water

    Upon successful completion of Phase 1, the Phase 2 activities were initiated in July 1994 to define the stack design and system requirements for a commercial-scale burnerless carbonate fuel cell stack with an integrated carbon dioxide management system. The major goals of this program are to define the stack design and the system requirements of the integrated design. The approach taken was to maximize the similarities of this stack with ERC`s proven baseline stack design and power plant system. Recent accomplishments include a detailed stack design which retains all the essential elements of the baseline stack as well as the power plant system designs. All the auxiliary hardware and external flow patterns remain unchanged, only the internal flow configurations are modified.

    Under this three year project, the condition of legacy oil and gas wells in the Midwest United States was evaluated through analysis of well records, well plugging information, CBL evaluation, sustained casing pressure (SCP) field testing, and analysis of hypothetical CO2 test areas to provide a realistic description of wellbore integrity factors. The research included a state-wide review of oil and gas well records for Ohio and Michigan, along with more detailed testing of wells in Ohio. Results concluded that oil and gas wells are clustered along fields in areas. Well records vary in quality, and there may be wells that have not been identified in records, but there are options for surveying unknown wells. Many of the deep saline formations being considered for CO2 storage have few wells that penetrate the storage zone or confining layers. Research suggests that a variety of well construction and plugging approaches have been used over time in the region. The project concluded that wellbore integrity is an important issue for CO2 storage applications in the Midwest United States. Realistic CO2 storage projects may cover an area in the subsurface with several hundred legacy oil and gas wells. However, closer inspection may often establish that most of the wells do not penetrate the confining layers or storage zone. Therefore, addressing well integrity may be manageable. Field monitoring of SCP also indicated that tested wells provided zonal isolation of the reservoirs they were designed to isolate. Most of these wells appeared to exhibit gas pressure originating from intermediate zones. Based on these results, more flexibility in terms of cementing wells to surface, allowing well testing, and monitoring wells may aid operators in completing CO2 storage project.     The Savannah River Technology Center created a second instance of its ORACLE based PEN LIMS to support site Environmental Restoration projects. The first instance of the database had been optimized for R&D support and did not implement rigorous sample tracking, verification, and holding times needed to support regulatory commitments. Much of the R&D instance was transferable such as the work control functions for backlog reports, work assignment sheets, and hazard communication support. A major enhancement of the regulatory LIMS was the addition of features to support a {open_quotes}standardized{close_quotes} electronic data format for environmental data reporting. The electronic format, called {open_quotes}AN92{close_quotes}, was developed by the site environmental monitoring organization and applies to both onsite and offsite environmental analytical contracts. This format incorporates EPA CLP data validation codes as well as details holding time and analytical result reporting requirements. The authors support this format by using special SQL queries to the database. The data is then automatically transferred to the environmental databases for trending and geological mapping.

Black-Right-Pointing-Pointer Using hydrochar as an energy source may be beneficial. - Abstract: Hydrothermal carbonization (HTC) is a novel thermal conversion process that may be a viable means for managing solid waste streams while minimizing greenhouse gas production and producing residual material with intrinsic value. HTC is a wet, relatively low temperature (180-350 Degree-Sign C) thermal conversion process that has been shown to convert biomass to a carbonaceous residue referred to as hydrochar. Results from batch experiments indicate HTC of representative waste materials is feasible, and results in the majority of carbon (45-75% of the initially present carbon) remaining within the hydrochar. Gas production during the batch experiments suggests that longer reaction periods may be desirable to maximize the production of energy-favorable products. If using the hydrochar for applications in which the carbon will remain stored, results suggest that the gaseous products from HTC result in fewer g CO{sub 2}-equivalent emissions than the gases associated with landfilling, composting, and incineration. When considering the use of hydrochar as a solid fuel, more energy can be derived from the hydrochar than from the gases resulting from waste degradation during landfilling and anaerobic digestion, and from incineration of food waste. Carbon emissions resulting from the use of the hydrochar as a fuel source are smaller than those associated with incineration, suggesting HTC may serve as an environmentally beneficial alternative to incineration. The Community Land Model (CLM) provides a useful tool to explore how land use and management impact the soil carbon pool at regional to global scales. CLM was recently updated to include representation of managed lands growing maize, soybean, and spring wheat. In this study, CLM-Crop is used to investigate the impacts of various management practices, including fertilizer use and differential rates of crop residue removal, on the soil organic carbon (SOC) storage of croplands in the continental Unitedmore » States over approximately a 170 year period. Results indicate that total US SOC stocks have already lost over 8 Pg C (10%) due to land cultivation practices (e.g., fertilizer application, cultivar choice, and residue removal), compared to a land surface composed of native vegetation (i.e., grasslands). After long periods of cultivation, individual plots growing maize and soybean lost up to 65% of the carbon stored, compared to a grassland site. Crop residue management showed the greatest effect on soil carbon storage, with low and medium residue returns resulting in additional losses of 5% and 3.5%, respectively, in US carbon storage, while plots with high residue returns stored 2% more carbon. Nitrogenous fertilizer can alter the amount of soil carbon stocks significantly. Under current levels of crop residue return, not applying fertilizer resulted in a 5% loss of soil carbon. Our simulations indicate that disturbance through cultivation will always result in a loss of soil carbon, and management practices will have a large influence on the magnitude of SOC loss.« less

    The paper summarises a literature review into waste management practices across Africa as part of a study to assess methods to reduce carbon emissions. Research shows that the average organic content for urban Municipal Solid Waste in Africa is around 56% and its degradation is a major contributor to greenhouse gas emissions. The paper concludes that the most practical and economic way to manage waste in the majority of urban communities in Africa and therefore reduce carbon emissions is to separate waste at collection points to remove dry recyclables by door to door collection, compost the remaining biogenic carbon waste in windrows, using the maturated compost as a substitute fertilizer and dispose the remaining fossil carbon waste in controlled landfills.

    This grant project was a major step toward completion of the Risk Based Data Management System (RBDMS) project. Additionally the project addresses the needs identified during the projects initial phases. By implementing this project, the following outcomes were sought: (1) State regulatory agencies implemented more formalized environmental risk management practices as they pertain to the production of oil and gas, and injection via Class II wells. (2) Enhancement of oil and gas production by implementing a management system supporting the saving of abandoned or idle wells located in areas with a relatively low environmental risk of endangering underground sources of drinking water (USDWs) in a particular state. (3) Verification that protection of USDWs is adequate and additional restrictions of requirements are not necessary in areas with a relatively low environmental risk. (4) Standardization of data and information maintained by state regulatory agencies and decrease the regulatory cost burden on producers operating in multiple states, and (5) Development of a system for electronic data transfer among operators and state regulatory agencies and reduction of overall operator reporting burdens.

    CO{sub 2} capture and storage (CCS) is gaining widespread interest as a potential method to control greenhouse gas emissions from fossil fuel sources, especially electric power plants. Commercial applications of CO{sub 2} separation and capture technologies are found in a number of industrial process operations worldwide. Many of these capture technologies also are applicable to fossil fuel power plants, although applications to large-scale power generation remain to be demonstrated. This report describes the development of a generalized modeling framework to assess alternative CO{sub 2} capture and storage options in the context of multi-pollutant control requirements for fossil fuel power plants. The focus of the report is on post-combustion CO{sub 2} capture using amine-based absorption systems at pulverized coal-fired plants, which are the most prevalent technology used for power generation today. The modeling framework builds on the previously developed Integrated Environmental Control Model (IECM). The expanded version with carbon sequestration is designated as IECM-cs. The expanded modeling capability also includes natural gas combined cycle (NGCC) power plants and integrated coal gasification combined cycle (IGCC) systems as well as pulverized coal (PC) plants. This report presents details of the performance and cost models developed for an amine-based CO{sub 2} capture system, representing the baseline of current commercial technology. The key uncertainties and variability in process design, performance and cost parameters which influence the overall cost of carbon mitigation also are characterized. The new performance and cost models for CO{sub 2} capture systems have been integrated into the IECM-cs, along with models to estimate CO{sub 2} transport and storage costs. The CO{sub 2} control system also interacts with other emission control technologies such as flue gas desulfurization (FGD) systems for SO{sub 2} control. The integrated model is applied to

    As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), Terralog Technologies USA, Inc., reviewed current state and federal regulations related to carbon dioxide capture and storage within geologic formations and enhanced carbon uptake in terrestrial ecosystems. We have evaluated and summarized the current and possible future permitting requirements for the six states that comprise the West Coast Regional Partnership. Four options exist for CO{sub 2} injection into appropriate geologic formations, including storage in: (1) oil and gas reservoirs, (2) saline formations, (3) unmineable coal beds, and (4) salt caverns. Terrestrial CO{sub 2} sequestration involves improved carbon conservation management (e.g. reduction of deforestation), carbon substitution (e.g., substitution for fossil fuel-based products, energy conservation through urban forestry, biomass for energy generation), and improved carbon storage management (e.g., expanding the storage of carbon in forest ecosystems). The primary terrestrial options for the West Coast Region include: (1) reforestation of under-producing lands (including streamside forest restoration), (2) improved forest management, (3) forest protection and conservation, and (4) fuel treatments for the reduction of risk of uncharacteristically severe fires (potentially with associated biomass energy generation). The permits and/or contracts required for any land-use changes/disturbances and biomass energy generation that may occur as part of WESTCARB's activities have been summarized for each state.

  14. Managing the cost of emissions for durable, carbon-containing products

    We recognize that carbon-containing products do not decay and release CO2 to the atmosphere instantaneously, but release that carbon over extended periods of time. For an initial production of a stock of carbon-containing product, we can treat the release as a probability distribution covering the time over which that release occurs. The probability distribution that models the carbon release predicts the amount of carbon that is released as a function of time. The use of a probability distribution in accounting for the release of carbon to the atmosphere realizes a fundamental shift from the idea that all carbon-containing products contribute to a single pool that decays in proportion to the size of the stock. Viewing the release of carbon as a continuous probabilistic process introduces some theoretical opportunities not available in the former paradigm by taking advantage of other fields where the use of probability distributions has been prevalent for many decades. In particular, theories developed in the life insurance industry can guide the development of pricing and payment structures for dealing with the costs associated with the oxidation and release of carbon. These costs can arise from a number of proposed policies (cap and trade, carbon tax, social cost of carbon, etc), but in the end they all result in there being a cost to releasing carbon to the atmosphere. If there is a cost to the emitter for CO2 emissions, payment for that cost will depend on both when the emissions actually occur and how payment is made. Here we outline some of the pricing and payment structures that are possible which result from analogous theories in the life insurance industry. This development not only provides useful constructs for valuing sequestered carbon, but highlights additional motivations for employing a probability distribution approach to unify accounting methodologies for stocks of carbon containing products.

    More than 40 years after receiving a Ph.D. in physics, I am still working on problems where conservation laws matter. In particular, for the problems I work on now, the conservation of the carbon atom matters. I will tell the saga of an annual flow of 8 billion tons of carbon associated with the global extraction of fossil fuels from underground. Until recently, it was taken for granted that virtually all of this carbon will move within weeks through engines of various kinds and then into the atmosphere. For compelling environmental reasons, I and many others are challenging this complacent view, asking whether the carbon might wisely be directed elsewhere. To frame this and similar discussions, Steve Pacala and I introduced the 'stabilization wedge' in 2004 as a useful unit for discussing climate stabilization. Updating the definition, a wedge is the reduction of CO2 emissions by one billion tons of carbon per year in 2057, achieved by any strategy generated as a result of deliberate attention to global carbon. Each strategy uses already commercialized technology, generally at much larger scale than today. Implementing seven wedges should enable the world to achieve the interim goal of emitting no more CO2 globally in 2057 than today. This would place humanity, approximately, on a path to stabilizing CO2 at less than double the pre-industrial concentration, and it would put those at the helm in the following 50 years in a position to drive CO2 emissions to a net of zero in the following 50 years. Arguably, the tasks of the two half-centuries are comparably difficult.

    Land management and land-use change can either release carbon (as CO{sub 2}) to the atmosphere, for example when forests are converted to agricultural lands, or withdraw carbon from the atmosphere as forests grow on cleared lands or as management practices sequester carbon in soil. The purpose of this work was to calculate the annual sources and sinks of carbon from changes in land use and management, globally and for nine world regions, over the period 1850 to 2000. The approach had three components. First, rates of land-use change were reconstructed from historical information on the areas of croplands, pastures, forests, and other lands and from data on wood harvests. In most regions, land-use change included the conversion of natural ecosystems to cultivated lands and pastures, including shifting cultivation, harvest of wood (for timber and fuel), and the establishment of tree plantations. In the U.S., woody encroachment and woodland thickening as a result of fire suppression were also included. Second, the amount of carbon per hectare in vegetation and soils and changes in that carbon as a result of land-use change were determined from data obtained in the ecological and forestry literature. These data on land-use change and carbon stocks were then used in a bookkeeping model (third component) to calculate regional and global changes in terrestrial carbon. The results indicate that for the period 1850-2000 the net flux of carbon from changes in land use was 156 PgC. For comparison, emissions of carbon from combustion of fossil fuels were approximately 280 PgC during the same interval. Annual emissions from land-use change exceeded emissions from fossil fuels before about 1920. Somewhat more that half (60%) of the long-term flux was from the tropics. Average annual fluxes during the 1980s and 1990s were 2.0 and 2.2 ({+-}0.8) PgC yr{sup -1} (30-40% of fossil fuel emissions), respectively.     The disclosure provides methods of operating a slagging gasifier using a carbon feedstock having a relatively high V.sub.2O.sub.5 to SiO.sub.2 ratio, such as petcoke. The disclosure generates a combined chemical composition in the feed mixture having less than 25 wt. % SiO.sub.2, greater than 20 wt. % V.sub.2O.sub.5, and greater than 20 wt. % CaO. The method takes advantage of a novel recognition that increased levels of SiO.sub.2 tend to decrease dissolution of the V.sub.2O.sub.3 which forms under the reducing conditions of the gasifier, and utilizes the CaO additive to establish a chemical phase equilibria comprised of lower melting compounds. The method further provides for control based on the presence of Al.sub.2O.sub.3 and FeO, and provides for a total combined chemical composition of greater than about 5 wt. % MgO for use with refractory linings comprised of MgO based refractory brick.

    Waste material buried in drums in the shallow subsurface at the Radioactive Waste Management Facility (RWMC) of the Idaho National Engineering and Environmental Laboratory (INEEL) contained significant amounts of organic compounds including lubricating oils and chlorinated solvents. CO{sub 2} concentrations in pore gas samples from monitoring wells in the vicinity of the disposal pits are 3 to 5 times higher than the concentrations in nearby background wells. The stable carbon isotope ratios ({delta}{sup 13}C values) of CO{sub 2} from the disposal pits averaged 2.4. less than CO{sub 2} from the background wells, indicating that the elevated CO{sub 2} concentrations around the pits were derived from source materials with {delta}{sup 13}C values in the range of -24{per_thousand} to -29{per_thousand}. These {delta}{sup 13}C values are typical of lubricating oils, but higher than most solvents. The radiocarbon ({sup 14}C) contents of CO{sub 2} across most of the site were significantly elevated above modern concentrations due to reactor blocks buried in a subsurface vault at the site. However, several samples collected from the high-CO{sub 2} zone on the far side of the RWMC from the reactor blocks had very low {sup 14}C contents (less than 0.13 times modern), confirming production from lubricating oils manufactured from fossil hydrocarbons. The magnitude of the CO{sub 2} anomaly observed at the site is consistent with intrinsic biodegradation rates on the order of 0.5 to 3.0 metric tons of carbon per year.

    Climate change is a driving force behind some recent environmental legislation around the world. Greenhouse gas emission reduction targets have been set in many industrialised countries. A change in current practices of almost all greenhouse-emitting industrial sectors is unavoidable, if the set targets is to be achieved. Although, waste disposal contributes around 3% of the total greenhouse gas emissions in Australia (mainly due to fugitive methane emissions from landfills), the carbon credit and trading scheme set to start in 2010 presents significant challenges and opportunities to municipal solid waste practitioners. Technological advances in waste management, if adopted properly, allow the municipal solid waste sector to act as carbon sink, hence earning tradable carbon credits. However, due to the complexity of the system and its inherent uncertainties, optimizing it for carbon credits may worsen its performance under other criteria. We use an integrated, stochastic multi-criteria decision-making tool that we developed earlier to analyse the carbon credit potential of Sydney municipal solid waste under eleven possible future strategies. We find that the changing legislative environment is likely to make current practices highly non-optimal and increase pressures for a change of waste management strategy.

    Understanding long-term changes in forest ecosystem carbon stocks under forest management practices such as timber harvesting is important for assessing the contribution of forests to the global carbon cycle. Harvesting effects are complicated by the amount, type, and condition of residue left on-site, the decomposition rate of this residue, the incorporation of residue into soil organic matter and the rate of new detritus input to the forest floor from regrowing vegetation. In an attempt to address these complexities, the forest succession model LINKAGES was used to assess the production of aboveground biomass, detritus, and soil carbon stocks in native Eucalyptus forests as influenced by five harvest management practices in New South Wales, Australia. The original decomposition sub-routines of LINKAGES were modified by adding components of the Rothamsted (RothC) soil organic matter turnover model. Simulation results using the new model were compared to data from long-term forest inventory plots. Good agreement was observed between simulated and measured above-ground biomass, but mixed results were obtained for basal area. Harvesting operations examined included removing trees for quota sawlogs (QSL, DBH >80 cm), integrated sawlogs (ISL, DBH >20 cm) and whole-tree harvesting in integrated sawlogs (WTH). We also examined the impact of different cutting cycles (20, 50 or 80 years) and intensities (removing 20, 50 or 80 m{sup 3}). Generally medium and high intensities of shorter cutting cycles in sawlog harvesting systems produced considerably higher soil carbon values compared to no harvesting. On average, soil carbon was 2-9% lower in whole-tree harvest simulations whereas in sawlog harvest simulations soil carbon was 5-17% higher than in no harvesting.

    Despite the growing inevitability of climate change and the attendant need for mitigation strategies, carbon capture and sequestration (CCS) has yet to gain much traction in the United States. Recent regulatory proposals by the U.S. Environmental Protection Agency (EPA), limited in scope to new-build power plants, represent the only significant policy initiative intended to mandate diffusion of CCS technology. Phase I of this Project assessed barriers to CCS deployment as prioritized by the CCS community. That research concluded that there were four primary barriers: (1) cost, (2) lack of a carbon price, (3) liability, and (4) lack of a comprehensive regulatory regime. Phase II of this Project, as presented in this Report, assesses potential regulatory models for CCS and examines where those models address the hurdles to diffusing CCS technology identified in Phase I. It concludes (1) that a CCS-specific but flexible standard, such as a technology performance standard or a very particular type of market-based regulation, likely will promote CCS diffusion, and (2) that these policies cannot work alone, but rather, should be combined with other measures, such as liability limits and a comprehensive CCS regulatory regime.

    Land management practices such as cover crop adoption or manure application that can increase soil organic carbon (SOC) may provide a way to counter SOC loss upon removal of stover from corn fields for use as a biofuel feedstock. This report documents the data, methodology, and assumptions behind the incorporation of land management practices into corn-soybean systems that dominate U.S. grain production using varying levels of stover removal in the GREETTM (Greenhouse gases, Regulated Emissions, and Energy use in Transportation) model and its CCLUB (Carbon Calculator for Land Use change from Biofuels production) module. Tillage (i.e., conventional, reduced and no tillage), corn stover removal (i.e., at 0, 30% and 60% removal rate), and organic matter input techniques (i.e., cover crop and manure application) are included in the analysis as major land management practices. Soil carbon changes associated with land management changes were modeled with a surrogate CENTURY model. The resulting SOC changes were incorporated into CCLUB while GREET was expanded to include energy and material consumption associated with cover crop adoption and manure application. Life-cycle greenhouse gas (GHG) emissions of stover ethanol were estimated using a marginal approach (all burdens and benefits assigned to corn stover ethanol) and an energy allocation approach (burdens and benefits divided between grain and stover ethanol). In the latter case, we considered corn grain and corn stover ethanol to be produced at an integrated facility. Life-cycle GHG emissions of corn stover ethanol are dependent upon the analysis approach selected (marginal versus allocation) and the land management techniques applied. The expansion of CCLUB and GREET to accommodate land management techniques can produce a wide range of results because users can select from multiple scenario options such as choosing tillage levels, stover removal rates, and whether crop yields increase annually or remain constant

    The US Department of Energy (DOE) is charged with responsibly managing the largest volume of mixed waste in the United States. This responsibility includes managing waste in compliance with all applicable Federal and State laws and regulations, and in a cost-effective, environmentally responsible manner. Managing certain treated mixed wastes in Resource Conservation and Recovery Act (RCRA) permitted storage and disposal units (specifically those mixed wastes that pose low risks from the hazardous component) is unlikely to provide additional protection to human health and the environment beyond that afforded by managing these wastes in storage and disposal units subject to requirements for radiological control. In October, 1995, the DOE submitted a regulatory reform proposal to the Environmental Protection Agency (EPA) relating to vitrified mixed waste forms. The technical proposal supports a regulatory strategy that would allow vitrified mixed waste forms treated through a permit or other environmental compliance mechanism to be granted an exemption from RCRA hazardous waste regulation, after treatment, based upon the inherent destruction and immobilization capabilities of vitrification technology. The vitrified waste form will meet, or exceed the performance criteria of the Environmental Assessment (EA) glass that has been accepted as an international standard for immobilizing radioactive waste components and the LDR treatment standards for inorganics and metals for controlling hazardous constituents. The proposal further provides that vitrified mixed waste would be responsibly managed under the Atomic Energy Act (AEA) while reducing overall costs. Full regulatory authority by the EPA or a State would be maintained until an acceptable vitrified mixed waste form, protective of human health and the environment, is produced.

    As a result of recent changes throughout the world, a substantial inventory of excess separated plutonium is expected to result from dismantlement of US nuclear weapons. The safe and secure management and eventual disposition of this plutonium, and of a similar inventory in Russia, is a high priority. A variety of options (both interim and permanent) are under consideration to manage this material. The permanent solutions can be categorized into two broad groups: direct disposal and utilization. The deep borehole disposition concept involves placing excess plutonium deep into old stable rock formations with little free water present. Issues of concern include the regulatory, statutory and policy status of such a facility, the availability of sites with desirable characteristics and the technologies required for drilling deep holes, characterizing them, emplacing excess plutonium and sealing the holes. This white paper discusses the regulatory issues. Regulatory issues concerning construction, operation and decommissioning of the surface facility do not appear to be controversial, with existing regulations providing adequate coverage. It is in the areas of siting, licensing and long term environmental protection that current regulations may be inappropriate. This is because many current regulations are by intent or by default specific to waste forms, facilities or missions significantly different from deep borehole disposition of excess weapons usable fissile material. It is expected that custom regulations can be evolved in the context of this mission.

    The Interstate Oil and Gas Compact Commission (IOGCC) engaged in numerous projects outlined under the scope of work discussed in the United States Department of Energy (DOE) grant number DE-FC26-04NT15456 awarded to the IOGCC. Numerous projects were completed that were extremely valuable to state oil and gas agencies as a result of work performed utilizing resources provided by the grant. There are numerous areas in which state agencies still need assistance. This additional assistance will need to be addressed under future scopes of work submitted annually to DOE's Project Officer for this grant. This report discusses the progress of the projects outlined under the grant scope of work for the 2005-2006 areas of interest, which are as follows: Area of Interest No. 1--Regulatory Streamlining and Improvement: This area of interest continues to support IOGCC's regulatory streamlining efforts that include the identification and elimination of unnecessary duplications of efforts between and among state and federal programs dealing with exploration and production on public lands. Area of Interest No. 2--Technology: This area of interest seeks to improve efficiency in states through the identification of technologies that can reduce costs. Area of Interest No. 3--Training and Education: This area of interest is vital to upgrading the skills of regulators and industry alike. Within the National Energy Policy, there are many appropriate training and education opportunities. Education was strongly endorsed by the President's National Energy Policy Development group. Acting through the governors offices, states are very effective conduits for the dissemination of energy education information. While the IOGCC favors the development of a comprehensive, long-term energy education plan, states are also supportive of immediate action on important concerns, such as energy prices, availability and conservation.     Carbon capture and sequestration (CCS) is a key technology pathway to substantial reduction of greenhouse gas emissions for the state of California and the western region. Current estimates suggest that the sequestration resource of the state is large, and could safely and effectively accept all of the emissions from large CO2 point sources for many decades and store them indefinitely. This process requires suitable sites to sequester large volumes of CO2 for long periods of time. Site characterization is the first step in this process, and the state will ultimately face regulatory, legal, and technical questions as commercial CCS projects develop and commence operations. The most important aspects of site characterizations are injectivity, capacity, and effectiveness. A site can accept at a high rate a large volume of CO2 and store it for a long time is likely to serve as a good site for geological carbon sequestration. At present, there are many conventional technologies and approaches that can be used to estimate, quantify, calculate, and assess the viability of a sequestration site. Any regulatory framework would need to rely on conventional, easily executed, repeatable methods to inform the site selection and permitting process. The most important targets for long-term storage are deep saline formations and depleted oil and gas fields. The primary CO2 storage mechanisms for these targets are well understood enough to plan operations and simulate injection and long-term fate of CO2. There is also a strong understanding of potential geological and engineering hazards for CCS. These hazards are potential pathway to CO2 leakage, which could conceivably result in negative consequences to health and the environmental. The risks of these effects are difficult to quantify; however, the hazards themselves are sufficiently well understood to identify, delineate, and manage those risks effectively.     The Southwest Partnership Region includes five states (Arizona, Colorado, New Mexico, Oklahoma, Utah) and contiguous areas from three adjacent states (west Texas, south Wyoming, and west Kansas). This energy-rich region exhibits some of the largest growth rates in the nation, and it contains two major CO{sub 2} pipeline networks that presently tap natural subsurface CO{sub 2} reservoirs for enhanced oil recovery at a rate of 30 million tons per year. The ten largest coal-fired power plants in the region produce 50% (140 million tons CO{sub 2}/y) of the total CO{sub 2} from power-plant fossil fuel combustion, with power plant emissions close to half the total CO{sub 2} emissions. The Southwest Regional Partnership comprises a large, diverse group of expert organizations and individuals specializing in carbon sequestration science and engineering, as well as public policy and outreach. These partners include 21 state government agencies and universities, the five major electric utility industries, seven oil, gas and coal companies, three federal agencies, the Navajo Nation, several NGOs including the Western Governors Association, and data sharing agreements with four other surrounding states. The Partnership is developing action plans for possible Phase II carbon sequestration pilot tests in the region, as well as the non-technical aspects necessary for developing and carrying out these pilot tests. The establishment of a website network to facilitate data storage and information sharing, decision-making, and future management of carbon sequestration in the region is a priority. The Southwest Partnership's approach includes (1) dissemination of existing regulatory/permitting requirements, (2) assessing and initiating public acceptance of possible sequestration approaches, and (3) evaluation and ranking of the most appropriate sequestration technologies for capture and storage of CO{sub 2} in the Southwest Region.     The West Coast Regional Carbon Sequestration Partnership (known as WESTCARB) was established in Fall 2003. It is one of seven research partnerships co-funded by DOE to characterize regional carbon sequestration opportunities and conduct pilot-scale validation tests. The California Energy Commission manages WESTCARB and is a major co-funder. WESTCARB is characterizing the extent and capacity of geologic formations capable of storing CO2, known as sinks. Results are entered into a geographic information system (GIS) database, along with the location of major CO2-emitting point sources in each of the six WESTCARB states, enabling researchers and the public to gauge the proximity of candidate CO2 storage sites to emission sources and the feasibility of linking them via pipelines. Specifically, the WESTCARB GIS database (also known as the carbon atlas) stores layers of geologic information about potential underground storage sites, such as porosity and nearby fault-lines and aquifers. Researchers use these data, along with interpreted geophysical data and available oil and gas well logs to estimate the region's potential geologic storage capacity. The database also depicts existing pipeline routes and rights-of-way and lands that could be off-limits, which can aid the development of a regional carbon management strategy. The WESTCARB Carbon Atlas, which is accessible to the public, provides a resource for public discourse on practical solutions for regional CO2 management. A key WESTCARB partner, the Utah Automated Geographic Reference Center, has developed data serving procedures to enable the WESTCARB Carbon Atlas to be integrated with those from other regional partnerships, thereby supporting the U.S. Department of Energy's national carbon atlas, NATCARB

    Research efforts for effectively and consistently monitoring terrestrial carbon are increasing in number. As such, there is a need to define carbon monitoring and how it relates to carbon cycle science and carbon management. There is also a need to identify intended capabilities of a carbon monitoring system and what system components are needed to develop the capabilities. This paper is intended to promote discussion on what capabilities are needed in a carbon monitoring system based on requirements for different areas of carbon-related research and, ultimately, for carbon management. While many methods exist to quantify different components of the carbon cycle, research is needed on how these methods can be coupled or integrated to obtain carbon stock and flux estimates regularly and at a resolution that enables attribution of carbon dynamics to respective sources. As society faces sustainability and climate change conerns, carbon management activities implemented to reduce carbon emissions or increase carbon stocks will become increasingly important. Carbon management requires moderate to high resolution monitoring. Therefore, if monitoring is intended to help inform management decisions, management priorities should be considered prior to development of a monitoring system.

    Carbon emissions and atmospheric concentrations are expected to continue to increase through the next century unless major changes are made in the way carbon is managed. Managing carbon has emerged as a pressing national energy and environmental need that will drive national policies and treaties through the coming decades. Addressing carbon management is now a major priority for DOE and the nation. One way to manage carbon is to use energy more efficiently to reduce our need for major energy and carbon source-fossil fuel combustion. Another way is to increase our use of low-carbon and carbon free fuels and technologies. A third way, and the focus of this proposal, is carbon sequestration, in which carbon is captured and stored thereby mitigating carbon emissions. Sequestration of carbon in the terrestrial biosphere has emerged as the principle means by which the US will meet its near-term international and economic requirements for reducing net carbon emissions (DOE Carbon Sequestration: State of the Science. 1999; IGBP 1998). Terrestrial carbon sequestration provides three major advantages. First, terrestrial carbon pools and fluxes are of sufficient magnitude to effectively mitigate national and even global carbon emissions. The terrestrial biosphere stores {approximately}2060 GigaTons of carbon and transfers approximately 120 GigaTons of carbon per year between the atmosphere and the earth's surface, whereas the current global annual emissions are about 6 GigaTons. Second, we can rapidly and readily modify existing management practices to increase carbon sequestration in our extensive forest, range, and croplands. Third, increasing soil carbon is without negative environment consequences and indeed positively impacts land productivity. The terrestrial carbon cycle is dependent on several interrelationships between plants and soils.     Low dissolved oxygen (DO) concentrations are a common water quality problem downstream of hydropower facilities. At some facilities, structural improvements (e.g. installation of weir dams or aerating turbines) or operational changes (e.g., spilling water over the dam) can be made to improve DO levels. In other cases, structural and operational approaches are too costly for the project to implement or are likely to be of limited effectiveness. Despite improvements in overall water quality below dams in recent years, many hydropower projects are unable to meet state water quality standards for DO. Regulatory agencies in the U.S. are considering or implementing dramatic changes in their approach to protecting the quality of the Nation’s waters. New policies and initiatives have emphasized flexibility, increased collaboration and shared responsibility among all parties, and market-based, economic incentives. The use of new regulatory approaches may now be a viable option for addressing the DO problem at some hydropower facilities. This report summarizes some of the regulatory-related options available to hydropower projects, including negotiation of site-specific water quality criteria, use of biological monitoring, watershed-based strategies for the management of water quality, and watershed-based trading. Key decision points center on the health of the local biological communities and whether there are contributing impacts (i.e., other sources of low DO effluents) in the watershed. If the biological communities downstream of the hydropower project are healthy, negotiation for site-specific water quality standards or biocriteria (discharge performance criteria based on characteristics of the aquatic biota) might be pursued. If there are other effluent dischargers in the watershed that contribute to low DO problems, watershed-scale strategies and effluent trading may be effective.     Among the concerns expressed by the Defense Nuclear Facility Safety Board (DNFSB) in its Recommendation 94-2 was the lack of a clearly defined and effective internal Department of Energy (DOE) regulatory oversight and enforcement process for ensuring that low-level radioactive waste management health, safety, and environmental requirements are met. Therefore, part of the response to the DNFSB concern is a task to clarify and strengthen the low-level waste management regulatory structure. This task is being conducted in two steps. First, consistent with the requirements of the current DOE waste management order and within the framework of the current organizational structure, interim clarification of a review process and the associated organizational responsibilities has been issued. Second, in coordination with the revision of the waste management order and consistent with the organizational responsibilities resulting from the strategic alignment of DOE, a rigorous, more independent regulatory oversight structure will be developed.

    The purpose of this Handbook is to provide guidance to the regulatory analyst to promote preparation of quality regulatory analysis documents and to implement the policies of the Regulatory Analysis Guidelines of the US Nuclear Regulatory Commission (NUREG/BR-0058 Rev. 2). This Handbook expands upon policy concepts included in the NRC Guidelines and translates the six steps in preparing regulatory analyses into implementable methodologies for the analyst. It provides standardized methods of preparation and presentation of regulatory analyses, with the inclusion of input that will satisfy all backfit requirements and requirements of NRC`s Committee to Review Generic Requirements. Information on the objectives of the safety goal evaluation process and potential data sources for preparing a safety goal evaluation is also included. Consistent application of the methods provided here will result in more directly comparable analyses, thus aiding decision-makers in evaluating and comparing various regulatory actions. The handbook is being issued in loose-leaf format to facilitate revisions. NRC intends to periodically revise the handbook as new and improved guidance, data, and methods become available.
