    This document is a limited Proceedings, documenting the presentations given at the symposia conducted by the US Department of Energy's (DOE) Solar Industrial Program and Solar Thermal Electrical Program at SOLTECH92. The SOLTECH92 national solar energy conference was held in Albuquerque, New Mexico during the period February 17--20, 1992. The National Renewable Energy Laboratory manages the Solar Industrial Program; Sandia National Laboratories (Albuquerque) manages the Solar Thermal Electric Program. The symposia sessions were as follows: (1) Solar Industrial Program and Solar Thermal Electric Program Overviews, (2) Solar Process Heat Applications, (3) Solar Decontamination of Water and Soil; (4) Solar Building Technologies, (5) Solar Thermal Electric Systems, (6) PV Applications and Technologies.     The Lawrence Berkeley National Laboratory (LBNL) Issues Management Program encompasses the continuous monitoring of work programs, performance and safety to promptly identify issues to determine their risk and significance, their causes, and to identify and effectively implement corrective actions to ensure successful resolution and prevent the same or similar problems from occurring. This document describes the LBNL Issues Management Program and prescribes the process for issues identification, tracking, resolution, closure, validation, and effectiveness of corrective actions. Issues that are governed by this program include program and performance deficiencies or nonconformances that may be identified through employee discovery, internal or external oversight assessment findings, suggested process improvements and associated actions that require formal corrective action. Issues may also be identified in and/or may result in Root Cause Analysis (RCA) reports, Price Anderson Amendment Act (PAAA) reports, Occurrence Reporting and Processing System (ORPS) reports, Accident Investigation reports, assessment reports, and External Oversight reports. The scope of these issues may include issues of both high and low significance as well as adverse conditions that meet the reporting requirements of the University of California (UC) Assurance Plan for LBNL or other reporting entities (e.g., U.S. Environmental Protection Agency, U.S. Department of Energy). Issues that are found as a result of a walk-around or workspace inspection that can be immediately corrected or fixed are exempt from the requirements of this document.

Concentrated sunlight from solar furnaces can produce intensities that approach those on the surface of the sun and can generate temperatures well over 2000{degrees}C. Very thin layers of illuminated surfaces can be driven to remarkably high temperatures in a fraction of a second. Concentrated solar energy can be delivered over large areas, allowing for rapid processing and high production rates. By using this technology, researchers are transforming low-cost raw materials into high-performance products. Solar synthesis of advanced materials uses bulk materials and energy more efficiently, lowers processing costs, and reduces the need for strategic materials -- all with a technology that does not harm the environment. The Solar Industrial Program has built a unique, world class solar furnace at NREL to help meet the growing need for applied research in advanced materials. Many new advanced materials processes have been successfully demonstrated in this facility, including the following: Metalorganic deposition, ceramic powders, diamond-like carbon materials, rapid heat treating, and cladding (hard coating).

The task development has involved researchers from Germany, France, Switzerland, Spain, Portugal, Italy, Canada, the U.S. that have been engaged in the use of satellite imagery to develop solar resource maps and datasets around the world. These areas would include natural resource areas, such as wetlands, spawning areas, coastal sand dunes, barrier islands, and special wildlife management areas. Natural hazard areas would include areas vulnerable to erosion and areas subject to damage from wind, tides, and storm-related events. Geographic areas of special concern would include those with particular conservation, recreational, ecological, and aesthetic values. Waterfront development areas would include ports, commercial fishing piers, and community waterfronts. Shorefront access planning would provide access to the shoreline and water for recreational activities. Each year, two additional boat ramps would be planned for construction. Energy facility planning would focus on facilities involved in the production of electricity and petroleum, and in the export of coal. Shoreline erosion mitigation planning would identify, control, and mitigate erosion.

    As government funding grows scarce, competition between the national laboratories is increasing dramatically. In this era of tougher competition, there is no for resistance to change. There must instead be a uniform commitment to improving the overall quality of our products (research and technology) and an increased focus on our customers` needs. There has been an ongoing effort to bring the principles of total quality management (TQM) to all Energy Systems employees to help them better prepare for future changes while responding to the pressures on federal budgets. The need exists for instituting a vigorous program of education and training to an understanding of the techniques needed to improve and initiate a change in organizational culture. The TQM facilitator is responsible for educating the work force on the benefits of self-managed work teams, designing a program of instruction for implementation, and thus getting TQM off the ground at the worker and first-line supervisory levels so that the benefits can flow back up. This program plan presents a conceptual model for TQM in the form of a hot air balloon. In this model, there are numerous factors which can individually and collectively impede the progress of TQM within the division and the Laboratory. When these factors are addressed and corrected, the benefits of TQM become more visible. As this occurs, it is hoped that workers and management alike will grasp the ``total quality`` concept as an acceptable agent for change and continual improvement. TQM can then rise to the occasion and take its rightful place as an integral and valid step in the Laboratory`s formula for survival.

    This appendix provides detailed information on the assumptions and methods employed to estimate the benefits of EEREs Solar Energy Technologies Program. The benefits analysis for the Solar Program utilized both NEMS and MARKAL as the analytical tools for estimating the Programs benefits. As will be discussed below, a number of assumptions and structural modifications to the models were made in order to represent the suite of solar technologies funded by the program as accurately as possible (Photovoltaics, Concentrating Solar Power and Solar Water Heating). Many of the assumptions used in the FY06 analysis are the same as or similar to those employed in the FY05 analysis; however, two key changes are important to highlight up-front. First, the AEO2004 analysis used a new set of reference case assumptions with respect to photovoltaic technology cost reductions. The new sets of reference case assumptions are very similar to the Solar Programs targets for PV. This shift in assumptions necessitated developing a new approach for estimating the baseline (i.e., no program) input assumptions for PV. Second, the FY06 analysis included CSP technology benefits CSP benefits were not included in the FY05 analysis.

    This report describes the results of a six-year, $6.3 million project to reduce operation and maintenance (O&M) costs at power plants employing concentrating solar power (CSP) technology. Sandia National Laboratories teamed with KJC Operating Company to implement the O&M Improvement Program. O&M technologies developed during the course of the program were demonstrated at the 150-MW Kramer Junction solar power park located in Boron, California. Improvements were made in the following areas: (a) efficiency of solar energy collection, (b) O&M information management, (c) reliability of solar field flow loop hardware, (d) plant operating strategy, and (e) cost reduction associated with environmental issues. A 37% reduction in annual O&M costs was achieved. Based on the lessons learned, an optimum solar- field O&M plan for future CSP plants is presented. Parabolic trough solar technology is employed at Kramer Junction. However, many of the O&M improvements described in the report are also applicable to CSP plants based on solar power tower or dish/engine concepts.

    The Advanced Components Test Facility (ACTF) is a 325 kW /SUB th/ central receiver solar thermal test facility that has as its primary purpose the encouragement of research and development in the area of high temperature solar technology. Five major test programs were undertaken and completed at the ACTF in the 1980-1981 time frame. The objective of each program was to evaluate the technical viability of the concept of converting concentrated solar energy into some other useful form such as high pressure steam, hot compressed air, chemical feedstock, grid connected electrical power, etc. Each program involved the operation of a high temperature central receiver heat exchanger device at or near the facility focus. Specific test programs were undertaken to evaluate a directly heated fluidized bed solar receiver; a high pressure, single-pass-to superheat steam generator; a liquid sodium heat pipe receiver; a flash pyrolysis biomass gasifier; and a Stirling engine/electrical generator. This paper provides a description of the test facility, its capabilities, and the results of the 1980-1981 solar receiver test program.

    Given current economic and regulatory challenges, utilities are facing the need to manage inventories more efficiently, lower spare parts costs, and reduce the downtime associated with equipment failure. Two programs helping utilities achieve these goals are the Joint Procurement Corporation (JPC) for multicompany purchase of common equipment and services and the pooled inventory management (PIM) program for joint purchase and storage of nuclear generating unit spare parts. Both of these are cooperative programs that decrease the probability of extended plant outages and reduce duplication of effort and/or inventory among participating utilities.

    Here, we present an analysis that assesses the potential market type that might form in the United States under a VOS rate, given current national average solar costs and various incentive scenarios, for the most populous city in each state. Three hypothetical VOS tariffs were developed, based on assumptions of avoided fuel costs, avoided capacity, environmental benefits, and line losses, to represent a of range of possible VOS rates. The levelized cost of solar in 50 locations is calculated using NREL’s System Advisor Model (SAM) using input assumptions regarding system size, resource quality, avoided capacity (aka capacity factor) and a variety of incentives. Comparing the solar costs with the hypothetical VOS rates illustrates the various market types that may form under a VOS program, in different locations.

    Today's insurance industry strongly emphasizes developing cost-effective hazard mitigation programs, increasing and retaining commercial and residential customers through better service, educating customers on their exposure and vulnerabilities to natural disasters, collaborating with government agencies and emergency management organizations, and exploring the use of new technologies to reduce the financial impact of disasters. In June of 1998, the National Renewable Energy Laboratory (NREL) and the National Association of Independent Insurers (NAII) sponsored a seminar titled, ''Solar Technology and the Insurance Industry.'' Presentations were made by insurance company representatives, insurance trade groups, government and state emergency management organizations, and technology specialists. The meeting was attended by insurers, brokers, emergency managers, and consultants from more than 25 US companies. Leading insurers from the personal line and commercial carriers were shown how solar technology can be used in underwriting, claims, catastrophe response, loss control, and risk management. Attendees requested a follow-up report on solar technology, cost, and applications in disasters, including suggestions on how to collaborate with the utility industry and how to develop educational programs for business and consumers. This report will address these issues, with an emphasis on pre-disaster planning and mitigation alternatives. It will also discuss how energy efficiency and renewable technologies can contribute to reducing insurance losses.

    This report is a resource document of the methods and procedures used currently in the Data Management Program of the Marshall Islands Dose Assessment and Radioecology Project. Since 1973, over 60,000 environmental samples have been collected. Our program includes relational database design, programming and maintenance; sample and information management; sample tracking; quality control; and data entry, evaluation and reduction. The usefulness of scientific databases involves careful planning in order to fulfill the requirements of any large research program. Compilation of scientific results requires consolidation of information from several databases, and incorporation of new information as it is generated. The success in combining and organizing all radionuclide analysis, sample information and statistical results into a readily accessible form, is critical to our project.
