    The potential impacts associated with the transportation of hazardous materials are important to shippers, carriers, and the general public. This is particularly true for shipments of radioactive material. The shippers are primarily concerned with safety, security, efficiency, and equipment requirements. The carriers are concerned with the potential impact that radioactive shipments may have on their operations--particularly if such materials are involved in an accident. The general public has also expressed concerns regarding the safety of transporting radioactive and other hazardous materials through their communities. Because transportation routes are a central concern in hazardous material transport, the prediction of likely routes is the first step toward resolution of these issues. In response to these routing needs, several models have been developed over the past fifteen years at Oak Ridge National Laboratory (ORNL). The HIGHWAY routing model is used to predict routes for truck transportation, the INTERLINE routing model is used to predict both rail and barge routes, and the AIRPORT locator model is used to determine airports with specified criteria near a specific location. As part of the ongoing improvement of the US Department of Energy`s (DOE) Environmental Management Transportation Management Division`s (EM-261) computer systems and development efforts, a Baseline Requirements Assessment Session on the HIGHWAY, INTERLINE, and AIRPORT models was held at ORNL on April 27, 1994. The purpose of this meeting was to discuss the existing capabilities of the models and data bases and to review enhancements of the models and data bases to expand their usefulness. The results of the Baseline Requirements Assessment Section will be discussed in this report. The discussions pertaining to the different models are contained in separate sections.

    Since signing the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) in 1989, the parties to the agreement have recognized the need to modify the approach to conducting investigations, studies, and cleanup actions at Hanford. To implement this approach, the parties have jointly developed the Hanford Past-Practice Strategy. The strategy defines a non-time-critical expedited response action (ERA) as a response action ``needed to abate a threat to human health or welfare or the environment where sufficient time exists for formal planning prior to initiation of response. In accordance with the past-practice strategy, DOE proposes to conduct an ERA at the N Springs, located in the Hanford 100 N Area, to substantially reduce the strontium-90 transport into the river through the groundwater pathway. The purpose of this ERA proposal is to provide sufficient information to select a preferred alternative at N Springs. The nature of an ERA requires that alternatives developed for the ERA be field ready; therefore, all the technologies proposed for the ERA should be capable of addressing the circumstances at N Springs. A comparison of these alternatives is made based on protectiveness, cost, technical feasibility, and institutional considerations to arrive at a preferred alternative. Following the selection of an alternative, a design phase will be conducted; the design phase will include a detailed look at design parameters, performance specifications, and costs of the selected alternative. Testing will be conducted as required to generate design data.

    The National Environmental Policy Act (NEPA) requires Federal agencies to include a detailed statement'' in every recommendation or report on proposals'' for major Federal actions significantly affecting the quality of the human environment.'' Unless the three elements of a proposal are present (major, federal, and action), preparation of a detailed statement is not required. This paper addresses the practical decision-making dilemma that attends determinations of what types of Federal activities meet the NEPA threshold test under what kinds of varying circumstances. The authors' experience with the US Dept. of Energy (DOE) NEPA documentation is used to discuss how decisions may be made to determine whether a proposed action qualifies for a categorical exclusion'' or whether it requires preparation of an environmental assessment (EA) or an environmental impact statement (EIS). The concept of new'' actions versus continuing'' actions which may be bounded'' by previous NEPA documentation is also discussed. A dichotomous key for separating or combining Federal action'' candidates for different levels of NEPA documentation is provided. Leading court opinions on the threshold question and related issues are discussed in lay terms.

    The purpose of this Corrective Action Plan (CAP) is to specify U.S. Department of Energy (DOE) actions for addressing Office of Environmental Management (EM) Headquarters (HQ) issues identified in the Accident Investigation Report for the Phase 1: Radiological Release Event at the Waste Isolation Pilot Plant (WIPP) on February 14, 2014. The report identified 31 Conclusions and 47 Judgments of Need (JON). Twelve of the Conclusions and ten of the JONs were determined to be associated with DOE HQ oversight of the operations. As such, EM HQ has taken the action to develop the CAP for those JONs specific to HQ (i.e., JONs 11, 13, 23, 25, 26, 32, 44-47). This report documents those corrective actions, along with the responsible office and due dates for completing the actions. The overall approval process for the CAPs associated with this event will involve both the Carlsbad Field Office (CBFO) and EM HQ offices. Specifically, CBFO will approve the NWP CAP (with EM HQ concurrence); EM HQ Office of Safety, Security, and Quality Programs (EM-40) will approve the CBFO CAP; and the Assistant Secretary for the Office of Environmental Management (EM-1) will approve the EM HQ CAP.

    The South Tank Farm Plume (STFP) is listed under the 'Remediation of Other Contamination Sources' Interim Response Action (IRA) sites under the Final Technical Program Plan FY88-FY92 and the Federal Facility Agreement. The process and guidelines used to assess alternatives, produce this Proposed Decision Document, and implement this IRA are specified in and conducted in accordance with the Federal Facility Agreement.     Title 1 of the UMTRCA authorized the DOE to undertake remedial actions at these designed sites and associated vicinity properties (VP), which contain uranium mill tailings and other residual radioactive materials (RRM) derived from the processing sites. Title 2 of the UMTRCA addresses uranium mill sites that were licensed at the time the UMTRCA was enacted. Cleanup of these Title 2 sites is the responsibility of the licensees. The cleanup of the Title 1 sites has been split into two separate projects: the Surface Project, which deals with the mill buildings, tailings, and contaminated soils at the sites and VPs; and the Ground Water Project, which is limited to the contaminated ground water at the sites. This management action process (MAP) document discusses the Uranium Mill Tailings Remedial Action (UMTRA) Surface Project. Since its inception through March 1996, the Surface Project (hereinafter called the Project) has cleaned up 16 of the 24 designated processing sites and approximately 5,000 VPs, reducing the risk to human health and the environment posed by the uranium mill tailings. Two of the 24 sites, Belfield and Bowman, North Dakota, will not be remediated at the request of the state, reducing the total number of sites to 22. By the start of FY1998, the remaining 6 processing sites and associated VPs will be cleaned up. The remedial action activities to be funded in FY1998 by the FY1998 budget request are remediation of the remaining Grand Junction, Colorado, VPs; closure of the Cheney disposal cell in Grand Junction, Colorado; and preparation of the completion reports for 4 completed sites.

    On October 20, 1993, the US Environmental Protection Agency (EPA) published in the Federal Register the proposed rule entitled Risk Management Programs for Chemical Accidental Release Prevention (40 CFR 68). Subsequently, on January 31, 1994, EPA published in the Federal Register the finalized list of 77 regulated toxic substances and 63 regulated flammable substances that are to be covered under the rule along with the associated threshold quantities for each substance. This list of substances will dictate which stationary sources will have to comply with the requirements of the proposed risk management program rule. The risk management program rule will most likely be finalized sometime after mid-1995. Covered facilities will then have a total of three years to achieve complete compliance with the requirements of the rule. This paper presents an approach for corporations with multiple sites to develop action plans for implementation of the risk management program rule. The process starts with a determination of which facilities are potentially covered, development of a matrix of requirements that each facility must comply with, and finally, common strategies that may be used in achieving compliance. Thus, a multi-facility corporation can develop a baseline compliance guideline document that individual plants can use in developing and implementing their risk management programs.

The 99-acre STAR Center is located in Largo, Florida. The Northeast Site is located in the northeast corner of the STAR Center. The Northeast Site meets all the requirements for an RMO II closure—No Further Action with Controls. DOE is nearing completion of a restrictive covenant for the Northeast Site. DOE has completed post-active-remediation monitoring at the Northeast Site as of September 2012. No additional monitoring will be conducted.

    Remedial Actions, including Interim Remedial Activities, often require the use of treatment facilities or stabilization techniques using on-site chemical processes. As such, the 29 CFR 1910.119 Process Safety Management (PSM) of Highly Hazardous Chemicals (PSM Standard) and the USEPA regulations for Risk Management Planning require that these chemicals and their attendant potential hazards be identified. A Hazard and Operation (HAZOP) study, Failure Mode and Effect Analysis (FMEA), Fault Tree Analysis, or equivalent graphic presentation of processes must be completed. These studies form a segment of the Process Hazard Analysis (PHA). HAZOP addresses each system and each element of a system that could deviate from normal operations and thus cause a hazard. A full assessment of each process is produced by looking at the hazards, consequences, causes and personnel protection needed. Many variables must be considered when choosing the appropriate PHA technique including the size of the plant, the number of processes, the types of processes, and the types of chemicals used. A mixture of these techniques may be required to adequately transmit information about the process being evaluated.

The Court instructed the EPA to compile general groundwater standards for all sites. On September 24, 1987, the EPA published proposed standards in response to the remand. This Summary Report includes an evaluation of the potential effects of the proposed EPA groundwater standards on the UMTRA Project as well as a discussion of the DOE's position on the proposed standards. This report is accompanied by a detailed Technical Report and Appendices which provide supporting information and analyses. This Summary Report results from a study undertaken to: determine the impact of the proposed standards on the UMTRA Project; and recommend provisions for the implementation of the final standards that will minimize adverse impact to the conduct of the UMTRA Project while ensuring protection of human health and the environment. Specifically, the following were considered: the flexibility of the proposed standards; interpretations of the proposed standards; the extent of aquifer restoration that may be required to implement the proposed standards at each site; the costs of aquifer restoration; and design changes necessary to meet the standards.

    The US Department of Energy, under its Surplus Facilities Management Program (SFMP), is responsible for cleanup activities at the Weldon-Spring site, located near Weldon Spring, Missouri. The site consists of two noncontiguous areas: (1) a raffinate pits and chemical plant area and (2) a quarry. This engineering evaluation/cost analysis (EE/CA) report has been prepared to support a proposed removal action to manage 15 nonprocess buildings, identified as the 15 Series buildings, at the chemical plant on the Weldon Spring site. These buildings have been nonoperational for more than 20 years, and the deterioration that has occurred during this time has resulted in a potential threat to site workers, the general public, and the environment. The EE/CA documentation of this proposed action is consistent with guidance from the US Environmental Protection Agency (EPA) that addresses removal actions at sites subject to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980, as amended by the Superfund Amendments and Reauthorization Act of 1986. Actions at the Weldon Spring site are subject to CERCLA requirements because the site is on the EPA`s National Priorities List. The objectives of this report are to (1) identify alternatives for management of the nonprocess buildings; (2) document the selection of response activities that will mitigate the potential threat to workers, the public, and the environment associated with these buildings; and (3) address environmental impacts associated with the proposed action.

    The Department of Energy (DOE) has prepared an environmental assessment (EA), DOE/EA-0854, for an interim action under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The proposed action would be conducted at Pit 9, Operable Unit 7--10, located at the Subsurface Disposal Area (SDA) of the Radioactive Waste Management Complex (RWMC) at the Idaho National Engineering Laboratory (INEL). The proposed action consists of construction of retrieval and processing buildings, excavation and retrieval of wastes from Pit 9, selective physical separation and chemical extraction, and stabilization of wastes either through thermal processing or by forming a stabilized concentrate. The proposed action would involve limited waste treatment process testing and full-scale waste treatment processing for cleaning up pre-1970 Transuranic (TRU) wastes in Pit 9. The purpose of this interim action is to expedite the overall cleanup at the RWMC and to reduce the risks associated with potential migration of Pit 9 wastes to the Snake River Plain Aquifer.

    DOE needs to continue the safe and efficient management of SNF on ORR, based on the requirement for future SNF storage capacity and implementation of the ROD for the PEIS. DOE is proposing to implement the ROD through proper management of SNF on ORR, including the possible construction and operation of a dry cask storage facility. This report describes the potentially affected environment and analyzes impacts on various resources due to the proposed action. The information provided in this report is intended to support the Environmental Assessment being prepared for the proposed activities. Construction of the dry cask storage facility would result in minimal or no impacts on groundwater, surface water, and ecological resources. Contaminated soils excavated during construction would result in negligible risk to human health and to biota. Except for noise from trucks and equipment, operation of the dry cask storage facility would not be expected to have any impact on vegetation, wildlife, or rare plants or animals. Noise impacts would be minimal. Operation exposures to the average SNF storage facility worker would not exceed approximately 0.40 mSv/year (40 mrem/year). The off-site population dose within an 80-km (50-mile) radius of ORR from SNF operations would be less than 0.052 person-Sv/year (5.2 person-rem/year). Impacts from incident-free transportation on ORR would be less than 1.36 X 10{sup -4} occupational fatal cancers and 4.28 X 10{sup -6} public fatal cancers. Credible accident scenarios that would result in the greatest probable risks would cause less than one in a million cancer fatalities to workers and the public.

    A critical mission of the US Department of Energy (DOE) is the planning, implementation, and completion of environmental restoration (ER) programs at facilities that were operated by or in support of the former Atomic Energy Commission (AEC) from the late 1940s into the 1970s. Among these facilities are the 24 former uranium mill sites designed in the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978 (42 USC {section} 7901 et seq.) Title 1 of the UMTRCA authorized the DOE to undertake remedial actions at these designated sites and associated vicinity properties (VP), which contain uranium mill tailings and other residual radioactive materials (RRM) derived from the processing sites. Title 2 of the UMTRCA addresses uranium mill sites that were licensed at the time the UMTRCA was enacted. Cleanup of these Title 2 sites is the responsibility of the licensees. The cleanup of the Title 1 sites has been split into two separate projects: the Surface Project, which deals with the mill buildings, tailings, and contaminated soils at the sites and VPs; and the Ground Water Project, which is limited to the contaminated ground water at the sites. This management action process (MAP) document discusses the Uranium Mill Tailings Remedial Action (UMTRA) Surface Project only; a separate MAP document has been prepared for the UMTRA Ground Water Project.

    Where public environmental funds support development of wastewater infrastructure, funding institutions ensure the economic use of funds, while the beneficiaries minimize their own costs. In rural areas, there is often a choice between decentralized or centralized (multi-village) systems: if the centralized system is most economic, then only this system is eligible for public funding. However, its implementation requires a voluntary cooperation of the concerned communities, who need to organize themselves to develop and run the infrastructure. The paper analyzes the social determinants of collaboration in a generic case study, using the following variables: method of (economic) assessment, modeled by the social discount rate, funding policy, modeled by the funding rate, and users' self-organization, modeled by cost sharing. In a borderline situation, where the centralized system turns out to be most economic, but this assessment is contingent on the assessment method, collective action may fail: the advantages of collective action from funding are too small to outweigh organizational deficiencies. Considering in this situation sanitation as a human right, authors recommend using innovative forms of organization and, if these fail, reassessing either the amount of funding or the eligibility for funding of more acceptable alternatives. - Highlights: Black-Right-Pointing-Pointer A generic case study models collective action and funding in wastewater management.     Alternatives for disposal or stabilization of the wastes generated by the US Department of Energy's Formerly Utilized Sites Remedial Action Program (FUSRAP) are identified and compared, with emphasis on the long-term aspects. These wastes consist of soil material and rubble containing trace amounts of radionuclides. A detailed pathway analysis for the dose to the maximally exposed individual is carried out using an adaptation of the natural analogue method. Comparisons of the different alternatives, based on the results of the pathway analysis and qualitative cost considerations, indicate that, if the hazard is such that the wastes must be removed and disposed of rather than stabilized in place, disposal by immediate dispersal is preferable to containment, and containment followed by slow planned dispersal is preferable to containment without dispersal. The Supplement presents refinements of work that was reported at the 1982 International Decommissioning Symposium. The new material consists of revisions of the estimates of the predicted potential dose to the maximally exposed individual and a more detailed comparative assessment of the radiological impacts of alternatives for management of wastes generated by the US Department of Energy's Formerly Utilized Sites Remedial Action Program (FUSRAP).

    Utility load management programs, including direct load control and interruptible load programs, constitute a large installed base of controllable loads that are employed by utilities as system reliability resources. In response to energy supply shortfalls expected during the summer of 2001, the California Public Utilities Commission in spring 2001 authorized new utility load management programs as well as revisions to existing programs. This report provides an independent review of the designs of these new programs for a large utility (Southern California Edison) and suggests possible improvements to enhance the price responsiveness of the customer actions influenced by these programs. The report also proposes a new program to elicit a mass-market demand response to utility price signals.

    The Oak Ridge National Laboratory (ORNL) Remedial Action Program (RAP) was established in 1985 in response to state and federal regulations requiring comprehensive control over facility discharges and cleanup of contaminated sites. A computerized Data and Information Management System (DIMS) was developed for RAP to (1) provide a centralized repository for data pertinent to RAP and (2) provide support for the investigations and assessments leading to the long-term remediation of contaminated facilities and sites. The current status of DIMS and its role in supporting RAP during 1989 are described. The DIMS consists of three components: (1) the Numeric Data Base, (2) the Bibliographic Data Base, and (3) the Records Control Data Base. This report addresses all three data bases, but focuses on the contents of the Numeric Data Base. Significant progress was made last year with the geographic information system (GIS) and ARC/INFO, which can be interfaced with SAS/GRAPH to provide combined mapping and statistical graphic products. Several thematic layers of GIS data for the Oak Ridge Reservation are now available. 18 refs., 8 figs., 19 tabs.

    The Manhattan Engineer District (MED) and U.S. Atomic Energy Commission (AEC) contracted for support work through private and academic parties through the early 1960's. The work often involved radioactive materials. Residual radioactive contamination was left at some of more than 600 potentially contaminated (candidate) sites, and worker health and safety concerns remain from the site operations and subsequent remediation activities. The U.S. Department of Energy (DOE) initiated a program to identify and protect records of MED/AEC activities and of remediation work conducted under the Formerly Utilized Sites Remedial Action Program (FUSRAP) to aid in resolving questions about site conditions, liability, and worker health and safety and to ensure ongoing protectiveness of human health and the environment. This paper discusses DOE activities undertaken to locate records collections, confirm retention schedules and access requirements, and document information about the collections for use by future stewards. In conclusion: DOE-LM recognizes that records and information management is a critical component of effective LTS and M. Records are needed to answer questions about site conditions and demonstrate to the public in the future that the sites are safe. DOE-LM is working to satisfy present needs and anticipate future uses for FUSRAP records, and compile a collection of site and program information from which future stewards can readily locate and retrieve needed information.   20. Proposed plan for remedial action for the Groundwater Operable Unit at the Chemical Plant Area of the Weldon Spring Site, Weldon Spring, Missouri

    This Proposed Plan addresses the remediation of groundwater contamination at the chemical plant area of the Weldon Spring site in Weldon Spring, Missouri. The site is located approximately 48 km (30 mi) west of St. Louis in St. Charles County . Remedial activities at the site will be conducted in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The U.S. Department of Energy (DOE), in conjunction with the U.S. Department of the Army (DA), conducted a joint remedial investigation/feasibility study (RI/FS) to allow for a comprehensive evaluation of groundwater conditions at the Weldon Spring chemical plant area and the Weldon Spring ordnance works area, which is an Army site adjacent to the chemical plant area. Consistent with DOE policy, National Environmental Policy Act (NEPA) values have been incorporated into the CERCLA process. That is, the analysis conducted and presented in the RVFS reports included an evaluation of environmental impacts that is comparable to that performed under NEPA. This Proposed Plan summarizes information about chemical plant area groundwater that is presented in the following documents: (1) The Remedial Investigation (RI), which presents information on the nature and extent of contamination; (2) The Baseline Risk Assessment (BRA), which evaluates impacts to human health and the environment that could occur if no cleanup action of the groundwater were taken (DOE and DA 1997a); and (3) The Feasibility Study (FS) and the Supplemental FS, which develop and evaluate remedial action alternatives for groundwater remediation.

  1. Corrective action management unit application for the Environmental Restoration Disposal Facility

    The Environmental Restoration Disposal Facility (ERDF) is to accept both CERCLA (EPA-regulated) and RCRA (Ecology-regulated) remediation waste. The ERDF is considered part of the overall remediation strategy on the Hanford Site, and as such, determination of ERDF viability has followed both RCRA and CERCLA decision making processes. Typically, determination of the viability of a unit, such as the ERDF, would occur as part of record of decision (ROD) or permit modification for each remediation site before construction of the ERDF. However, because construction of the ERDF may take a significant amount of time, it is necessary to begin design and construction of the ERDF before final RODs/permit modifications for the remediation sites. This will allow movement of waste to occur quickly once the final remediation strategy for the RCRA and CERCLA past-practice units is determined. Construction of the ERDF is a unique situation relative to Hanford Facility cleanup, requiring a Hanford Facility specific process be developed for implementing the ERDF that would satisfy both RCRA and CERCLA requirements. While the ERDF will play a significant role in the remediation process, initiation of the ERDF does not preclude the evaluation of remedial alternatives at each remediation site. To facilitate this, the January 1994 amendment to the Tri-Party Agreement recognizes the necessity for the ERDF, and the Tri-Party Agreement states: ``Ecology, EPA, and DOE agree to proceed with the steps necessary to design, approve, construct, and operate such a ... facility.`` The Tri-Party Agreement requires the DOE-RL to prepare a comprehensive ``package`` for the EPA and Ecology to consider in evaluating the ERDF. The package is to address the criteria listed in 40 CFR 264.552(c) for corrective action management unit (CAMU) designation and a CERCLA ROD. This CAMU application is submitted as part of the Tri-Party Agreement-required information package.

    The Western Area Power Administration (Western) views environmental protection and compliance as a top priority as it manages the construction, operation, and maintenance of its vast network of transmission lines, substations, and other facilities. A recent Department of Energy audit of Western`s environmental management activities recommends that Western adopt a formal environmental risk program. To accomplish this goal, Western, in conjunction with Pacific Northwest Laboratory, is in the process of developing a centrally coordinated environmental risk program. This report presents the results of this design effort, and indicates the direction in which Western`s environmental risk program is heading. Western`s environmental risk program will consist of three main components: risk communication, risk assessment, and risk management/decision making. Risk communication is defined as an exchange of information on the potential for threats to human health, public safety, or the environment. This information exchange provides a mechanism for public involvement, and also for the participation in the risk assessment and management process by diverse groups or offices within Western. The objective of risk assessment is to evaluate and rank the relative magnitude of risks associated with specific environmental issues that are facing Western. The evaluation and ranking is based on the best available scientific information and judgment and serves as input to the risk management process. Risk management takes risk information and combines it with relevant non-risk factors (e.g., legal mandates, public opinion, costs) to generate risk management options. A risk management tool, such as decision analysis, can be used to help make risk management choices.

    On July 27, 1990, the U.S. Environmental Protection Agency (EPA) proposed a regulatory framework (55 FR 30798) for responding to releases of hazardous waste and hazardous constituents from solid waste management units (SWMUs) at facilities seeking permits or permitted under the Resource Conservation and Recovery Act (RCRA). The proposed rule, `Corrective Action for Solid Waste Management Units at Hazardous Waste Facilities`, would create a new Subpart S under the 40 CFR 264 regulations, and outlines requirements for conducting RCRA Facility Investigations, evaluating potential remedies, and selecting and implementing remedies (i.e., corrective measures) at RCRA facilities. EPA anticipates instances where releases or suspected releases of hazardous wastes or constituents from SWMUs identified in a RCRA Facility Assessment, and subsequently addressed as part of required RCRA Facility Investigations, will be found to be non-existent or non-threatening to human health or the environment. Such releases may require no further action. For such situations, EPA proposed a mechanism for making a determination that no further corrective action is needed. This mechanism is known as a Determination of No Further Action (DNFA) (55 FR 30875). This information Brief describes what a DNFA is and discusses the mechanism for making a DNFA. Analyses of radiation therapy incidents find that they are most often caused by flaws in the overall therapy process, from initial consult through final treatment, than by isolated hardware or computer failures detectable by traditional physics QA. This challenge is shared by many intrinsically hazardous industries. Risk assessment tools and analysis techniques have been developed to define, identify, and eliminate known and/or potential failures, problems, or errors, from a system, process and/or service before they reach the customer. These include, but are not limited to, process mapping, failure modes and effects analysis (FMEA), fault tree analysis (FTA), and establishment of a quality management program that best avoids the faults and risks that have been identified in the overall process. These tools can be easily adapted to radiation therapy practices because of their simplicity and effectiveness to provide efficient ways to enhance the safety and quality of treatment processes. Task group 100 (TG100) of AAPM has developed a risk-based quality management program that uses these tools. This session will be devoted to a discussion of these tools and how these tools can be used in a given radiotherapy clinic to develop a risk based QM program.     The US Department of Energy (DOE) is responsible for compliance with an increasingly complex spectrum of environmental regulations. One of the most complex programs is the corrective action program proposed by the US Environmental Protection Agency (EPA) under the authority of the Resource Conservation and Recovery Act (RCRA) as amended by the Hazardous and Solid Waste Amendments (HSWA). The proposed regulations were published on July 27, 1990. The proposed Subpart S rule creates a comprehensive program for investigating and remediating releases of hazardous wastes and hazardous waste constituents from solid waste management units (SWMUs) at facilities permitted to treat, store, or dispose of hazardous wastes. This proposed rule directly impacts many DOE facilities which conduct such activities. This guidance document explains the entire RCRA Corrective Action process as outlined by the proposed Subpart S rule, and provides guidance intended to assist those persons responsible for implementing RCRA Corrective Action at DOE facilities.

    The activity of Phase I of the Waste Management Working Group under the United States - Japan Joint Nuclear Energy Action Plan started in 2007. The US-Japan JNEAP is a bilateral collaborative framework to support the global implementation of safe, secure, and sustainable, nuclear fuel cycles (referred to in this document as fuel cycles). The Waste Management Working Group was established by strong interest of both parties, which arise from the recognition that development and optimization of waste management and disposal system(s) are central issues of the present and future nuclear fuel cycles. This report summarizes the activity of the Waste Management Working Group that focused on consolidation of the existing technical basis between the U.S. and Japan and the joint development of a plan for future collaborative activities. Firstly, the political/regulatory frameworks related to nuclear fuel cycles in both countries were reviewed. The various advanced fuel cycle scenarios that have been considered in both countries were then surveyed and summarized. The working group established the working reference scenario for the future cooperative activity that corresponds to a fuel cycle scenario being considered both in Japan and the U.S. This working scenario involves transitioning from a once-through fuel cycle utilizing light water reactors to a one-pass uranium-plutonium fuel recycle in light water reactors to a combination of light water reactors and fast reactors with plutonium, uranium, and minor actinide recycle, ultimately concluding with multiple recycle passes primarily using fast reactors. Considering the scenario, current and future expected waste streams, treatment and inventory were discussed, and the relevant information was summarized.     Okanagan River sockeye salmon, which spawn near the town of Oliver, B.C., have their farther upstream migration limited by several water control and diversion dams. Stock numbers have been declining for many years and the Okanagan Native Alliance Fisheries Department (ONAFD) has been the principal advocate of a program to restore their numbers and range by reintroducing them into upstream waters where they may once have occurred in substantial numbers Some investigators have warned that without effective intervention Okanagan sockeye are at considerable risk of extinction. Among a host of threats, the quality of water in the single nursery areas in Osoyoos Lake. is deteriorating and a sanctuary such as that afforded in larger lakes higher in the system could be essential. Because the proposed reintroduction upstream has implications for other fish species, (particularly kokanee, the so-called ''landlocked sockeye'' which reside in many Okanagan lakes), the proponents undertook a three-year investigation, with funding from the Bonneville Power Administration and the Confederated Tribes of the Colville Reservation, to identify possible problem areas, and they committed to an interim experimental reintroduction to Skaha Lake where any problems could be worked out before a more ambitious reintroduction, (e.g. to Okanagan Lake) could be formally considered. The three-year investigation was completed in the spring of 2003. It included an assessment of risks from disease or the possible introduction of unwanted exotic species. It also considered the present quality and quantity of sockeye habitat, and opportunities for expanding or improving it. Finally ecological complexity encouraged the development of a life history model to examine interactions of sockeye with other fishes and their food organisms. While some problem areas were exposed in the course of these studies, they appeared to be manageable and the concept of an experimental reintroduction was largely supported

    This report documents the development of major energy-related programs at the Los Alamos Scientific Laboratory between 1945 and 1979. Although the Laboratory`s primary mission during that era was the design and development of nuclear weapons and most of the Laboratory`s funding came from a single source, a number of factors were at work that led to the development of these other programs. Some of those factors were affected by the Laboratory`s internal management structure and organization; others were the result of increasing environmental awareness within the general population and the political consequences of that awareness; still others were related to the increasing demand for energy and the increasing turmoil in the energy-rich Middle East. This report also describes the various activities in Los Alamos, in Washington, and in other areas of the world that contributed to the development of major energy-related programs at Los Alamos. The author has a unique historical perspective because of his involvement as a scientist and manager at the Los Alamos Scientific Laboratory during the time period described within the report. In addition, in numerous footnotes and references, he cites a large body of documents that include the opinions and perspectives of many others who were involved at one time or another in these programs.     The problems of spent reactor graphite are being shown, the options of its disposal is considered. Burning method is selected as the most efficient and waste-free. It is made a comparison of amounts of {sup 14}C that entering the environment in a natural way during the operation of nuclear power plants (NPPs) and as a result of the proposed burning of spent reactor graphite. It is shown the possibility of burning graphite with the arrival of {sup 14}C into the atmosphere within the maximum allowable emissions. This paper analyzes the different ways of spent reactor graphite treatment. It is shown the possibility of its reprocessing by burning method in the air flow. It is estimated the effect of this technology to the overall radiation environment and compared its contribution to the general background radiation due to cosmic radiation and NPPs emission. It is estimated the maximum permissible speeds of burning reactor graphite (for example, RBMK graphite) for areas with different conditions of agricultural activities. (authors)

    The Oak Ridge K-25 Technology Logic Diagram (TLD), a decision support tool for the K-25 Site, was developed to provide a planning document that relates environmental restoration (ER) and waste management (WN) problems at the Oak Ridge K-25 Site. The TLD technique identifies the research necessary to develop these technologies to a state that allows for technology transfer and application to waste management, remediation, decontamination, and decommissioning activities. The TLD consists of four separate volumes-Vol. 1, Vol. 2, Vol. 3A, and Vol. 3B. Volume 1 provides introductory and overview information about the TLD. Volume 2 contains logic diagrams. Volume 3 has been divided into two separate volumes to facilitate handling and use. This volume 3 B provides the Technology Evaluation Data Sheets (TEDS) for ER/WM activities (Remedial Action Robotics and Automation, Waste Management) that are referenced by a TEDS code number in Vol. 2 of the TLD. Each of these sheets represents a single logic trace across the TLD. These sheets contain more detail than each technology in Vol. 2. The TEDS are arranged alphanumerically by the TEDS code number in the upper right corner of each data sheet. Volume 3 can be used in two ways: (1) technologies that are identified from Vol. 2 can be referenced directly in Vol. 3 by using the TEDS codes, and (2) technologies and general technology areas (alternatives) can be located in the index in the front of this volume.

    The Department of Energy (DOE) has prepared an Environmental Assessment evaluating proposed environmental remediation activity at Argonne National Laboratory-East (ANL-E), Argonne, Illinois. The environmental remediation work would (1) reduce, eliminate, or prevent the release of contaminants from a number of Resource Conservation and Recovery Act (RCRA) Solid Waste Management Units (SWMUs) and two radiologically contaminated sites located in areas contiguous with SWMUs, and (2) decrease the potential for exposure of the public, ANL-E employees, and wildlife to such contaminants. The actions proposed for SWMUs are required to comply with the RCRA corrective action process and corrective action requirements of the Illinois Environmental Protection Agency; the actions proposed are also required to reduce the potential for continued contaminant release. Based on the analysis in the EA, the DOE has determined that the proposed action does not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA). Therefore, the preparation of an Environmental Impact Statement is not required.

    The project site was identified as an abandoned Underground Storage Tank (UST) to be closed under the Department of Energy/Nevada Operations Office (DOE/NV) Environmental Restoration Division (ERD) Program during Fiscal Year 1993. The United States Environmental Protection Agency (EPA) requires that before permanent closure is completed an assessment of the site must take place. The Nevada Division of Environmental Protection (NDEP) requires assessment and corrective actions for a petroleum substance in the soil which exceeds 100 milligrams per kilogram (mg/kg). Subsequent to the tank removal, a hydrocarbon release was identified at the site. The release was reported to the NDEP by DOE/NV on November 30, 1993. Nevada Division of Environmental Management (NDEM) Case Number H931130E was assigned. This final closure report documents the assessment and corrective actions taken for the hydrocarbon release identified at the site. The Notification of Closure, EPA Form 7530-1 dated March 22, 1994, is provided in Appendix A. A 45-day report documenting the notification for a hydrocarbon release was submitted to NDEP on April 6, 1994.

    The proposed Mixed Waste Storage Unit (MWSU) will be located within the Area 5 Radioactive Waste Management Complex (RWMC). Existing facilities at the RWMC will be used to store low-level mixed waste (LLMW). Storage is required to accommodate offsite-generated LLMW shipped to the Nevada Test Site (NTS) for disposal in the new Mixed Waste Disposal Unit (MWDU) currently in the design/build stage. LLMW generated at the NTS (onsite) is currently stored on the Transuranic (TRU) Pad (TP) in Area 5 under a Mutual Consent Agreement (MCA) with the Nevada Division of Environmental Protection, Bureau of Federal Facilities (NDEP/BFF). When the proposed MWSU is permitted, the U.S. Department of Energy (DOE) will ask that NDEP revoke the MCA and onsite-generated LLMW will fall under the MWSU permit terms and conditions. The unit will also store polychlorinated biphenyl (PCB) waste and friable and non-friable asbestos waste that meets the acceptance criteria in the Waste Analysis Plan (Exhibit 2) for disposal in the MWDU. In addition to Resource Conservation and Recovery Act (RCRA) requirements, the proposed MWSU will also be subject to Department of Energy (DOE) orders and other applicable state and federal regulations. Table 1 provides the metric conversion factors used in this application. Table 2 provides a list of existing permits. Table 3 lists operational RCRA units at the NTS and their respective regulatory status.

    The U. S. Department of Energy (DOE) is currently developing a Proposed Plan (PP) for remediation of designated sources of chlorinated solvents that contribute contamination to the Southwest (SW) Groundwater Plume at the Paducah Gaseous Diffusion Plant (PGDP), in Paducah, KY. The principal contaminants in the SW Plume are trichloroethene (TCE) and other volatile organic compounds (VOCs); these industrial solvents were used and disposed in various facilities and locations at PGDP. In the SW plume area, residual TCE sources are primarily in the fine-grained sediments of the Upper Continental Recharge System (UCRS), a partially saturated zone that delivers contaminants downward into the coarse-grained Regional Gravel Aquifer (RGA). The RGA serves as the significant lateral groundwater transport pathway for the plume. In the SW Plume area, the four main contributing TCE source units are: (1) Solid Waste Management Unit (SWMU) 1 / Oil Landfarm; (2) C-720 Building TCE Northeast Spill Site (SWMU 211A); (3) C-720 Building TCE Southeast Spill Site (SWMU 211B); and (4) C-747 Contaminated Burial Yard (SWMU 4). The PP presents the Preferred Alternatives for remediation of VOCs in the UCRS at the Oil Landfarm and the C-720 Building spill sites. The basis for the PP is documented in a Focused Feasibility Study (FFS) (DOE, 2011) and a Site Investigation Report (SI) (DOE, 2007). The SW plume is currently within the boundaries of PGDP (i.e., does not extend off-site). Nonetheless, reasonable mitigation of the multiple contaminant sources contributing to the SW plume is one of the necessary components identified in the PGDP End State Vision (DOE, 2005). Because of the importance of the proposed actions DOE assembled an Independent Technical Review (ITR) team to provide input and assistance in finalizing the PP.

    This Corrective Action Plan provides methods for implementing the approved corrective action alternative as provided in the Corrective Action Decision Document for the Central Nevada Test Area (CNTA), Corrective Action Unit (CAU) 417 (DOE/NV, 1999). The CNTA is located in the Hot Creek Valley in Nye County, Nevada, approximately 137 kilometers (85 miles) northeast of Tonopah, Nevada. The CNTA consists of three separate land withdrawal areas commonly referred to as UC-1, UC-3, and UC-4, all of which are accessible to the public. CAU 417 consists of 34 Corrective Action Sites (CASs). Results of the investigation activities completed in 1998 are presented in Appendix D of the Corrective Action Decision Document (DOE/NV, 1999). According to the results, the only Constituent of Concern at the CNTA is total petroleum hydrocarbons (TPH). Of the 34 CASs, corrective action was proposed for 16 sites in 13 CASs. In fiscal year 1999, a Phase I Work Plan was prepared for the construction of a cover on the UC-4 Mud Pit C to gather information on cover constructibility and to perform site management activities. With Nevada Division of Environmental Protection concurrence, the Phase I field activities began in August 1999. A multi-layered cover using a Geosynthetic Clay Liner as an infiltration barrier was constructed over the UC-4 Mud Pit. Some TPH impacted material was relocated, concrete monuments were installed at nine sites, signs warning of site conditions were posted at seven sites, and subsidence markers were installed on the UC-4 Mud Pit C cover. Results from the field activities indicated that the UC-4 Mud Pit C cover design was constructable and could be used at the UC-1 Central Mud Pit (CMP). However, because of the size of the UC-1 CMP this design would be extremely costly. An alternative cover design, a vegetated cover, is proposed for the UC-1 CMP.

    This document contains planned actions to correct the deficiencies identified in the Pre-Tiger Team Self-Assessment (PTTSA), January 1991, of Sandia National Laboratories (SNL -- Albuquerque, New Mexico; Tonopah, Nevada; and Kauai, Hawaii). The Self-Assessment was conducted by a Self-Assessment Working Group consisting of 19 department managers, with support from Environment, Safety, and Health (ES H) professionals, from October through December 1990. Findings from other past audits, dating back to 1985, were reviewed and compared with the PTTSA findings to determine if additional findings, key findings, or root causes were warranted. The resulting ES H Action Plan and individual planned actions were prepared by the ES H Action Plan Project Group with assistance from the Program owners/authors during February and March 1991. The plan was reviewed by SNL Management in April 1991. This document serves as a planning instrument for the Laboratories to aid in the scoping and sizing of activities related to ES H compliance for the coming five years. It will be modified as required to ensure a workload/funding balance and to address the findings resulting from the Tiger Team assessment at SNL, Albuquerque.     This Mitigation Action Plan (MAP) focuses on mitigation commitments stated in the Supplemental Environmental Impact Statement (SEIS) and the Record of Decision (ROD) for the Naval Petroleum Reserve No. 1 (NPR-1). Specific commitments and mitigation implementation actions are listed in Appendix A-Mitigation Actions, and form the central focus of this MAP. They will be updated as needed to allow for organizational, regulatory, or policy changes. It is the intent of DOE to comply with all applicable federal, state, and local environmental, safety, and health laws and regulations. Eighty-six specific commitments were identified in the SEIS and associated ROD which pertain to continued operation of NPR-1 with petroleum production at the Maximum Efficient Rate (MER).     The Great Midwest Flood of 1993 focused the attention of the Nation on the human and environmental costs associated with decades of efforts to control flooding, unwise land-use decisions, and the loss and degradation of the natural resources and functions of floodplains. The disaster can also be attributed to the single purpose decision-making process and fragmented planning at all levels of government, inconsistent statutory madates, and conflicting jurisdictional responsibilities. The Executive Office of the President established a Floodplain Management Review Committee to determine the major causes and consequences of the flood and to evaluate the performance of existing floodplain management and related watershed programs. The report, Sharing the Challenge: Floodplain Management into the 21st Century, included 90 recommendations to improve floodplain management and water resources planning including the need for a more comprehensive, coordinated approach to floodplain and watershed management. Preparation of the 1994 document A Unified National Program for Floodplain Management commenced prior to the Midwest Flood of 1993 and was completed, coincidentally, concurrently with the Review Committee`s report Sharing the Challenge. Both reports urge the formulation of a more comprehensive, watershed approach to managing human activities and protecting natural systems to ensure the long term viability of riparian ecosystems and the sustainable development of riverine communities. Both reports recognize that effective floodplain management will reduce the financial burdens placed upon all levels of government to compensate property owners and governments for flood losses caused by unwise land use decisions by individuals, as well as governments. This paper focuses on the fundamental changes in Federal floodplain management policies and programs that are emerging that will affect how as a Nation manage and use our floodplain resources into the 21st Century.

    Environmental professionals today must address many issues that might not have been foreseen by developers of the National Environmental Policy Act of 1969 (NEPA) or the President`s Council on Environmental Quality (CEQ) regulations for implementing NEPA. One issue is the definition of the no action alternative for NEPA documentation of continuing actions. The CEQ regulations do not define the no action alternative, but merely state that NEPA analyses shall {open_quotes}include the alternative of no action{close_quotes}. For NEPA analyses of newly proposed actions, the practical definition of the no action alternative is clear (i.e., the agency will not implement the proposed action or alternative actions). However, the practical definition for NEPA analyses of continuing actions is not so clear. To clarify the definition of the no action alternative for continuing actions, particularly those that involve agency decisions about relicensing existing projects or continuing to operate existing programs or facilities. In trying to clarify the definition of the no action alternative for continuing actions, this paper examines the function of the no action alternative for NEPA analyses in general. Pertinent issues include how the definition of the no action alternative affects the selection of the baseline for environmental analysis and whether inclusion of the no action alternative really forces agencies to consider no action as a realistic alternative. To address these issues, this paper begins with a discussion of relevant legal decisions involving the no action alternative in NEPA analyses. The paper then examines some agency NEPA regulations and recent NEPA documents to provide examples of how some agencies address the no action alternative for continuing actions. Finally, the paper suggests definitions of the no action alternative for continuing actions and methods for addressing no action as a realistic alternative.

A congressionally mandated energy and water conservation audit program is one component of this growing DOE program.     The Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978, Public Law (PL) 95-604, authorized the US Department of Energy (DOE) to perform remedial action at the Naturita, Colorado, uranium processing site to reduce the potential health effects from the radioactive materials at the site and at vicinity properties associated with the site. The US Environmental Protection Agency (EPA) promulgated standards for the UMTRCA that contain measures to control the contaminated materials and to protect groundwater quality. Remedial action at the Naturita site must be performed in accordance with these standards and with the concurrence of the US Nuclear Regulatory Commission (NRC) and the state of Colorado. The final disposal site would cover approximately 57 ac (23 ha), which would be permanently transferred from the BLM to the DOE and restricted from future uses.     To maintain the reliability of its electrical system, BPA, in cooperation with the U.S. Forest Service, needs to expand the range of vegetation management options used to clear unwanted vegetation on about 20 miles of BPA transmission line right-of-way between Bonneville Dam and Hood River; Oregon, within the Columbia Gorge National Scenic Area (NSA). We propose to continue controlling undesirable vegetation using a program of Integrated Vegetation Management (IVM) which includes manual, biological and chemical treatment methods.     The Council on Environmental Quality (CEQ) regulations for implementing the National Environmental Policy Act of 1969 (NEPA) do not define the no-action alternative, stating only that EPA analyses shall include the alternative of no action. The definition of the no-action alternative for newly proposed actions seems clear. However, for continuing actions, the meaning of the no-action alternative is ambiguous. This article examines the overall function of the no-action alternative for NEPA analyses of continuing actions. It begins with a discussion of the conflicting definitions of the no-action alternative for continuing activities, including CEQ regulations and guidelines related to the no-action alternative and legal decisions that have helped establish precedence for defining no action. A review of NEPA regulations and guidelines of 10 federal agencies shows how different agencies define no-action for continuing actions. Review of six recent NEPA documents on continuing actions reveals how their definition of the no-action alternative promote or impede informed decision-making.

    The report summarizes results of an oil spill risk analysis (OSRA) conducted for the proposed Navarin Basin OCS Lease Sale 107. The objective of the analysis was to estimate relative risks associated with oil and gas production from proposed leasing alternatives for the proposed lease sale. The analysis will be considered in the environmental impact statement (EIS) prepared for the lease area by the Minerals Management Service (MMS). The proposed action (Alternative I) is to offer for lease OCS lands in the Navarin Basin. The leasing proposal consists of nearly 5,036 blocks (11.4 million hectares) located in the Bering Sea approximately 30 to 225 miles (48 to 360 km) off St. Matthew Island. The area lies in waters that are from 70 to 2,400 meters deep. The 41 hypothetical spill locations, which are used to represent platform and transportation risks for the risk analysis.

    The proposed remedial action for the Naturita processing site is relocation of the contaminated materials and debris to the Dry Flats disposal site, 6 road miles (mi) [ 1 0 kilometers (km)] to the southeast. At the disposal site, the contaminated materials would be stabilized and covered with layers of earth and rock. The proposed disposal site is on land administered by the Bureau of Land Management (BLM) and used primarily for livestock grazing. The final disposal site would cover approximately 57 ac (23 ha), which would be permanently transferred from the BLM to the DOE and restricted from future uses. The remedial action activities would be conducted by the DOE`s Uranium Mill Tailings Remedial Action (UMTRA) Project. The remedial action would result in the loss of approximately 164 ac (66 ha) of soils, but 132 ac (53 ha) of these soils are contaminated and cannot be used for other purposes. Another 154 ac (62 ha) of soils would be temporarily disturbed. Approximately 57 ac (23 ha) of open range land would be permanently removed from livestock grazing and wildlife use. The removal of the contaminated materials would affect the 1 00-year floodplain of the San Miguel River and would result in the loss of riparian habitat along the river. The southwestern willow flycatcher, a Federal candidate species, may be affected by the remedial action, and the use of water from the San Miguel River ``may affect`` the Colorado squawfish, humpback chub, bonytail chub, and razorback sucker. Traffic levels on State Highways 90 and 141 would be increased during the remedial action, as would the noise levels along these transportation routes. Measures for mitigating the adverse environmental impacts of the proposed remedial action are discussed in Section 6.0 of this environmental assessment (EA).

    Oak Ridge National Laboratory (ORNL) has operated with a balanced matrix organization for over sixteen years. Much of the work at the Laboratory is accomplished with good customer satisfaction through programs, projects, and matrix management. During the past several years concerns about program and project management at ORNL have been expressed by both the Department of Energy and ORNL staff. In May 1993 the ORNL Division/Program/Office Directors Caucus chartered a ``fox team`` to identity and to recommend improvements to matrix management that would lead to resolution of these concerns. Nine experienced ORNL staff members served on this Matrix Management Upgrade Solutions Team (MMUST). The MMUST adopted a four-phase approach in which they first gathered information and then developed and proposed recommended actions. In the fourth phase the team was available to support implementation of the recommendations. They began work in June 1993, gathering and evaluating information in biweekly meetings for six months. Recommendations developed in October and November 1993 were presented to ORNL management in December. The MMUST issued three principal recommendations based on their evaluation of the information gathered. They are: Renew and enhance the ORNL management commitment to matrix management, program managers, and project managers; Implement actions to ensure career path parity between the program/project manager family of positions and the technical line manager family of positions across all directorates and divisions; and Clarify and document program/project manager roles, responsibilities, and authorities.
