    The present disclosure provides systems and methods for remote device management. According to various embodiments, a local intelligent electronic device (IED) may be in communication with a remote IED via a limited bandwidth communication link, such as a serial link. The limited bandwidth communication link may not support traditional remote management interfaces. According to one embodiment, a local IED may present an operator with a management interface for a remote IED by rendering locally stored templates. The local IED may render the locally stored templates using sparse data obtained from the remote IED. According to various embodiments, the management interface may be a web client interface and/or an HTML interface. The bandwidth required to present a remote management interface may be significantly reduced by rendering locally stored templates rather than requesting an entire management interface from the remote IED. According to various embodiments, an IED may comprise an encryption transceiver.

These schemes are, in general, designed at a national or regional level, whereas local conditions and constraints are sometimes neglected. When national WM top-down policies, in addition to setting goals, also dictate the methods by which they are to be achieved, local authorities lose their freedom to optimize their operational WM schemes according to their specific characteristics. There are a myriad of implementation options at the local level, and by carrying out a bottom-up approach the overall national WM system will be optimal on economic and environmental scales. This paper presents a model for optimizing waste strategies at a local level and evaluates this effect at a national level. This is achieved by using a waste assessment model which enables us to compare both the economic viability of several WM options at the local (single municipal authority) level, and aggregated results for regional or national levels. A test case based on various WM approaches in Israel (several implementations of mixed and separated waste) shows that local characteristics significantly influence WM costs, and therefore the optimal scheme is one under which each local authority is able to implement its best-fitting mechanism, given that national guidelines are kept. The main result is that strict national/regional WM policies may be less efficient, unless some type of local flexibility is implemented. Our model is designed both for top-down and bottom-up assessment, and can be easily adapted for a wide range of WM option comparisons at different levels.

    The guidebook defines the barriers to geothermal energy development at all levels of government and proposes ways to overcome these various barriers. In recognition that wholesale development of the region's geothermal resources could create a series of environmental problems and possible conflicts between groundwater users, resource management options are identified as possible ways to ensure the quality and quantity of the resource for future generations. It is important for local governments to get beyond the discussion of the merits of geothermal energy and take positive actions to develop or to encourage the development of the resource. To this end, several sources of technical and financial assistance are described. These sources of assistance can enable local governments and others to take action should they choose to do so. Even though the Yakima Valley is the setting for the analysis of local issues that could hamper geothermal development, this guidebook could be used by any locale with geothermal energy resources. The guidebook is not a scientific manual, but rather a policy document written especially for local government staff and officials who do not have technical backgrounds in geology or hydrology.

The bystander response is a non-targeted effect which might impact such guidelines. These studies while clearly affirming a bystander response for high LET radiations, do not provide such affirmation for environmentally relevant low dose, low LET radiations. Caution and further study are necessary before making judgements that could impact on current standards.

    The retrofit or conversion of automotive engines to operate on liquid petroleum gas (LPG) or propane fuel is one of many potentially cost-effective strategies for reducing a local government's annual fleet operating and maintenance costs. The cost effectiveness of an LPG conversion decision is highly dependent on the initial conversion cost, vehicle type, current and projected fuel costs, vehicle fuel economy (miles per gallon), and yearly average mileage. A series of plots have been developed which indicate simple paybacks for the conversion of several vehicle types (passenger car, small and standard pickups, and two and three ton trucks) over a wide range of fuel economies and annual usage patterns. A simple payback of less than three years can be achieved for vehicles with poor fuel economy and high annual use. The figures provided in this report may be used by fleet management personnel as a screening tool to identify those passenger cars, small or standard pickups, or light duty trucks which are candidates for LPG conversion. In addition to examining the benefits of an LPG conversion, local governments should also consider the competing energy management strategies of downsizing, and the acquisition of fuel efficient, diesel powered vehicles.

    During the past decade the U.S. Department of Homeland Security (DHS) was instrumental in enhancing the nation’s ability to detect and prevent a radiological or nuclear attack in the highest risk cities. Under the DHS Securing the Cities initiative, nearly 13,000 personnel in the New York City region have been trained in preventive radiological and nuclear detection operations, and nearly 8,500 pieces of radiological detection equipment have been funded. As part of the preventive radiological/nuclear detection (PRND) mission, several cities have received funding to purchase commercial aerial radiation detection systems. In 2008, the U.S. Department of Energy, National Nuclear Security Administration Aerial Measuring System (AMS) program started providing Mobile Aerial Radiological Surveillance (MARS) training to such assets, resulting in over 150 HAZMAT teams’ officers and pilots from 10 law enforcement organizations and fire departments being trained in the aerial radiation detection. From the beginning, the MARS training course covered both the PRND and consequence management (CM) missions. Even if the law enforcement main focus is PRND, their aerial assets can be utilized in the collection of initial radiation data for post-event radiological CM response. Based on over 50 years of AMS operational experience and information collected during MARS training, this presentation will focus on the concepts of CM response using aerial assets as well as utilizing law enforcement/fire department aerial assets in CM. Also discussed will be the need for establishing closer relationships between local jurisdictions’ aerial radiation detection capabilities and state and local radiation control program directors, radiological health department managers, etc. During radiological events these individuals may become primary experts/advisers to Incident Commanders for radiological emergency response, especially in the early stages of a response. The knowledge of the existence, specific capabilities, and use of local aerial radiation detection systems would be critical in planning the response, even before federal assets arrive on the scene. The relationship between local and federal aerial assets and the potential role for the further use of the MARS training and expanded AMS Reachback capabilities in facilitating such interactions will be discussed.

    A program was developed to coordinate governmental, research, utility, and business energy savings efforts, and to evaluate future potential actions, based on actual field data obtained during the implementation of Phase I of the State Resource Plan. This has lead to the establishment of a state conservation and energy efficiency fund for the purpose of establishing a DSM Program. By taking a state wide perspective on resource planning, additional savings, including environmental benefits, can be achieved through further conservation and demand management. This effort has already blossomed into a state directive for DSM programs for the natural gas industry.

    Planning for long-duration manned lunar and interplanetary missions requires an understanding of radiation-induced cataractogenesis. Previously, it was demonstrated that low-linear energy transfer (LET) irradiation with 10 Gy of {sup 60}Co {gamma} rays resulted in an increased incidence of cataracts in male rats compared to female rats. This gender difference was not due to differences in estrogen, since male rats treated with the major secreted estrogen 17-{beta}-estradiol (E2) showed an identical increase compared to untreated males. We now compare the incidence and rate of progression of cataracts induced by high-LET radiation in male and female Sprague-Dawley rats. Rats received a single dose of 1 Gy of 600 MeV {sup 56}Fe ions. Lens opacification was measured at 2-4 week intervals with a slit lamp. The incidence and rate of progression of radiation-induced cataracts was significantly increased in the animals in which estrogen was available from endogenous or exogenous sources. Male rats with E2 capsules implanted had significantly higher rates of progression compared to male rats with empty capsules implanted (P = 0.025) but not compared to the intact female rats. These results contrast with data obtained after low-LET irradiation and suggest the possibility that the different types of damage caused by high- and low-LET radiation may be influenced differentially by steroid sex hormones.

    Purpose: Develop and benchmark an inverse treatment planning system (TPS) for proton radiotherapy integrating fast analytical dose and LET calculations in patient geometries and a dual objective function with both dose and LET components, enabling us to apply optimization techniques to improve the predicted outcome of treatments based on radiobiological models. Methods: The software package was developed in MATLAB and implements a fluence-dose calculation technique based on a pencil beam model for dose calculations and a 3D LET model based on the extension of the LET in the radial direction as a function of the predicted radiological pathway. Both models were benchmarked against commissioning data from our institution, dose calculations performed with a commercial treatment planning system and Monte Carlo simulations. The optimization is based on the adaptive simulated annealing approach . Results: The dose and LET calculations were tested in a water phantom and several real patient treatments. The pass rate for the gamma index analysis (3%/3mm) test was above 90% for all test cases analyzed, and the calculation time was of the order of seconds. The inverse planning module produced plans with a significantly higher mean LET in the target compared to traditional plans, without any loss of target coverage. The clinical relevance of this improvement is under consideration . Conclusion: The developed treatment planning system is a valuable clinical and research tool that enables us to incorporate LET effects into proton radiotherapy planning in a streamlined fashion.

    The former Rocky Flats Plant in Colorado began operations as part of the nation's nuclear weapons complex in the early 1950's. By the 1980's the associated heavily industrialized area covered approximately 1.2 km{sup 2} (300 acres) and was surrounded by an approximately 25.3 km{sup 2} (6,245 acre) security buffer zone. The federally owned property and adjacent offsite areas were placed on the CERCLA National Priority List in 1989. To complete closure, all buildings and other structures that composed the Rocky Flats industrial complex were removed from the surface, but remnants remain in the subsurface. Contouring and grading to return the surface to approximate conditions that were present prior to the plant's construction was completed in 2005. A goal of the final land configuration was to provide long-term surface and subsurface land stability. Several instances of localized surface subsidence or instability have occurred since the final configuration. The localized nature and the relatively small areas of observed subsidence and instability indicate that, overall, the final configuration is performing well, but responses to these occurrences and the observations that followed may be useful in planning for the closure and designing the final land configuration and post-closure monitoring at other sites.     Purpose: Use the ratio of the two high temperature peaks (HTR) in TLD 700 glow curves to investigate spatial dependence of the linear energy transfer (LET) in proton beams. Studies show that the relative biological effectiveness (RBE) depends upon the physical dose as well as its spatial distribution. Although proton therapy uses a spatially invariant RBE of 1.1, studies suggest that the RBE increases in the distal edge of a spread out Bragg peak (SOBP) due to the increased LET. Methods: Glow curve studies in TLD 700 show that the 280 C temperature peak is more sensitive to LET radiation than the 210 C temperature peak. Therefore, the areas under the individual temperature peaks for TLDs irradiated in a proton beam normalized to the peak ratio for 6 MV photons are used to determine the HTR to obtain information on its LET. TLD 700 chips with dimensions 0.31×0.31×0.038 cc are irradiated with 90 MeV protons at varying depths in a specially designed blue wax phantom to investigate LET spatial dependence. Results: Five TLDs were placed at five different depths of the percent depth dose curve (PDD) of range 16.2 cm: center of the SOPB and approximately at the 99% distal edge, 90%, 75% and 25% of the PDD, respectively. HTR was 1.3 at the center of the SOBP and varied from 2.2 to 3.9 which can be related to an LET variation from 0.5 to 18 KeV/? via calibration with radiation beams of varying LET. Conclusion: HTR data show a spatially invariant LET slightly greater than the 6 MV radiations in the SOBP, but a rapidly increasing LET at the end of the proton range. These results indicate a spatial variation in RBE with potential treatment consequences when selecting treatment margins to minimize the uncertainties in proton RBE.

    Robert Griffiths has recently addressed, within the framework of a ‘consistent quantum theory’ (CQT) that he has developed, the issue of whether, as is often claimed, quantum mechanics entails a need for faster-than-light transfers of information over long distances. He argues, on the basis of his examination of certain arguments that claim to demonstrate the existence of such nonlocal influences, that such influences do not exist. However, his examination was restricted mainly to hidden-variable-based arguments that include in their premises some essentially classical-physics-type assumptions that are fundamentally incompatible with the precepts of quantum physics. One cannot logically prove properties of a system by attributing to the system properties alien to that system. Hence Griffiths’ rejection of hidden-variable-based proofs is logically warranted. Griffiths mentions the existence of a certain alternative proof that does not involve hidden variables, and that uses only macroscopically described observable properties. He notes that he had examined in his book proofs of this general kind, and concluded that they provide no evidence for nonlocal influences. But he did not examine the particular proof that he cites. An examination of that particular proof by the method specified by his ‘consistent quantum theory’ shows that the cited proof is valid within that restrictive framework. This necessary existence, within the ‘consistent’ framework, of long range essentially instantaneous influences refutes the claim made by Griffiths that his ‘consistent’ framework is superior to the orthodox quantum theory of von Neumann because it does not entail instantaneous influences. An added section responds to Griffiths’ reply, which cites a litany of ambiguities that seem to restrict, devastatingly, the scope of his CQT formalism, apparently to buttress his claim that my use of that formalism to validate the nonlocality theorem is flawed. But the vagaries that he cites do not upset the proof in question. It is show here in detail why the precise statement of this theorem justifies the specified application of CQT. It is also shown, in response to his challenge, why a putative proof of locality that he has proposed is not valid.

  14. MOLECULAR MECHANISM OF SUPPRESSION OF NEOPLASTIC TRANSFORMATION BY LOW DOSES OF LOW LET RADIATION

    We are currently funded (9/01-8/04) by the DOE Low Dose Radiation Research Program to examine mechanisms underlying the suppression of neoplastic transformation in vitro by low doses of low LET radiation. For the new studies proposed under Notice 04-21, we intend to follow up on our observation that upregulation of DNA repair may be an important factor and that its importance is dose-dependent. The experimental system will be the human hybrid cell neoplastic transformation assay that we are currently using. We propose to test the following hypothesis: Down-regulation of DNA dsb repair will abrogate the low dose suppression of neoplastic transformation. Using the technique of RNA silencing, it is proposed to test the effect of down-regulation of the two major DNA dsb repair pathways, homologous recombination (HR) and non-homologous end-joining (NHEJ), on the dose response relationship for neoplastic transformation. Based on prior studies, we predict that this will result in abrogation of the suppressive effect at doses in the range 1 to 10 cGy, but not at lower doses. The proposed experiments will also help address the question as to which of the two DNA repair pathways may be the most important in causing suppression of transformation. HR is a pathway that is predominant in S and G2 phase cells and is known to be less error-prone than the NHEJ pathway that is predominant in G1 phase. We hypothesize that down-regulation of HR will result in the most effective abrogation of suppression. An important component of this study will be the determination of the how abrogation of DNA dsb repair impacts the spontaneous transformation frequency, presumably a consequence of endogeneous DNA damage. Experiments will be carried out using partially synchronized populations of cells enriched for G1 and S/G2 respectively. In addition to the endpoint of neoplastic transformation the impact of down-regulation of HR and NHEJ on the formation and disappearance of the DNA dsb marker, gamma-H2AX, will be studied.

    We performed in vivo and in vitro experiments to accomplish the following specific aims of this project: 1) determine if low dose, low LET radiation affects skeletal remodeling at structural, cellular and molecular levels and 2) determine if low dose, low LET radiation modulates skeletal health during aging via oxidative mechanisms. A third aim is supported by NASA supplement to this DOE grant focusing on the influence of high LET radiation on bone. A series of experiments were conducted at the NASA Space Radiation Laboratory at Brookhaven, NSRL-BNL, using iron (56Fe) or a sequential exposure to protons / iron / protons, and separate experiments at NASA Ames Research Center (ARC) using 137Cs. The following provides a summary of key findings. (1) Exposure of nine-week old female mice to priming doses of gamma radiation (10cGy x 5) did not significantly affect bone volume/total volume (BV/TV) or microarchitecture as analyzed by 3D microcomputed tomography. As expected, exposure to the challenge dose of 2 Gy gamma irradiation resulted in significant decreases in BV/TV. The priming dose combined with the 2Gy challenge dose had no further effect on BV/TV compared to challenge dose alone, with the sole exception of the Structural Model Index (SMI). SMI reflects the ratio of rods-to-plates in cancellous bone tissue, such that higher SMI values indicate a tendency toward a weaker structure compared to lower SMI values. Mice treated with both priming and challenge dose had 25% higher SMI values compared to sham-irradiated controls and 7% higher values compared to mice treated with the challenge dose alone. Thus, although this priming regimen had relatively modest effects on cancellous tissue, the difference in SMI suggests this fractionated priming doses have adverse, rather than beneficial, effects on bone structure. (2) In 10-week old male mice, a single exposure to 100cGy of 137Cs reduces trabecular bone number and connectivity density by 20% and 36% respectively one month after irradiation (IR). At four months post-IR, these animals were comparable to sham-treated controls with regards to the abovementioned structural parameters. Irradation at 1 or 10 cGy did not result in any significant changes in bone structural parameters. (3) Irradiation of 16-wk old male mice with high doses of 56Fe or proton (50 or 200cGy), but not at low doses (5 or 10cGy), showed a similar loss of cancellous BV/TV and trabecular number at five weeks post-IR. (4) Age-related bone loss overtook acute radiation-induced decrements in bone structure within four months post-IR with 100 cGy gamma and 12 months post-IR with 200 cGy iron. Transgenic mice globally overexpressing human catalase gene in mitochondria did not exhibit cancellous bone loss as assessed at four month post-IR with 10 cGy proton, 50 cGy iron, or in combination. (5) The cellular and molecular mechanisms responsible for loss of bone with radiation are mediated primarily through increased osteoclastogenesis. Our data provide evidence that there are increases in gene expression of TNF alpha and MCP1 in the bone marrow cells 24 hours post-IR and of osteoclastogenic differentiation factor RANKL by day 3. These cytokines in the marrow may stimulate mature osteoclasts or drive osteoclastogenesis from precursors. (6) Osteoblastogenesis from marrow progenitors evaluated ex vivo decreased following whole body 56Fe irradiation at a dose threshold between 20 and 50 cGy whereas osteoclastogenesis ex vivo increased with doses as low as 10cGy two days post-IR of mice. However, the latter finding was not observed in more than a single experiment. (7) Gamma irradiation of cells in vitro requires relatively high doses (200cGy) to disturb normal osteoblastogenesis and osteoclastogenesis as evidenced by decrements in mineralized nodule formation, osteoclast counts, and expression of osteoblast related genes such as runx2, col1a1. (8) We also investigated the effect of antioxidants on osteoblastogenesis following low dose in vitro gamma irradiation (15cGy) on day four bone marrow stromal cell cultures. Super

    Local tomography is enhanced to determine the location and value of a discontinuity between a first internal density of an object and a second density of a region within the object. A beam of radiation is directed in a predetermined pattern through the region of the object containing the discontinuity. Relative attenuation data of the beam is determined within the predetermined pattern having a first data component that includes attenuation data through the region. In a first method for evaluating the value of the discontinuity, the relative attenuation data is inputted to a local tomography function .function..sub..LAMBDA. to define the location S of the density discontinuity. The asymptotic behavior of .function..sub..LAMBDA. is determined in a neighborhood of S, and the value for the discontinuity is estimated from the asymptotic behavior of .function..sub..LAMBDA..     Following graduation from a college or university with a technical degree, or through years of experience, an individual's training and career development activities typically focus on enhancing technical problem-solving skills. However, as these technical professionals, herein referred to as 'Techies', advance throughout their careers, they may be required to accept and adapt to the role of being a manager, and must undergo a transition to learn and rely on new problem-solving skills. However, unless a company has a specific manager-trainee class to address this subject and develop talent from within, an employee's management style is learned and developed 'on the job'. Both positive and negative styles are nurtured by those managers having similar qualities. Unfortunately, a negative style often contributes to the deterioration of employee morale and ultimate closing of a department or company. This paper provides the core elements of an effective management training program for 'Teaching Managers How to Manage' derived from the Department of Energy's Integrated Safety Management System and the Occupational Safety and Health Administration 's Voluntary Protection Program. Discussion topics and real-life examples concentrate on transitioning an employee from a 'Techie' to a manager; common characteristics of being a manager; the history and academic study of management; competition, change and the business of waste management; what to do after taking over a department by applying Hylko's Star of Success; command media; the formal and informal organizational charts; chain of command; hiring and developing high-degree, autonomous employees through effective communication and delegation; periodic status checks; and determining if the program is working successfully. These common characteristics of a strong management/leadership culture and practical career tips discussed herein provide a solid foundation for any company or department that is serious about developing an effective management training program for its employees. In turn, any employee in any work environment can begin using this information immediately if they want to become a better manager. (authors)

      In this study two novel approaches are proposed to investigate precisely the low dose low LET radiation damage and its effect on bystander cells in real time. First, a flow shear model system, which would provide us a near in vivo situation where endothelial cells in the presence of extra cellular matrix experiencing continuous flow shear stress, will be used. Endothelial cells on matri-gel (simulated extra cellular matrix) will be subjected to physiological flow shear (that occurs in normal blood vessels). Second, a unique tool (Single nano particle/single live cell/single molecule microscopy and spectroscopy; Figure A) will be used to track the molecular trafficking by single live cell imaging. Single molecule chemical microscopy allows one to single out and study rare events that otherwise might be lost in assembled average measurement, and monitor many target single molecules simultaneously in real-time. Multi color single novel metal nanoparticle probes allow one to prepare multicolor probes (Figure B) to monitor many single components (events) simultaneously and perform multi-complex analysis in real-time. These nano-particles resist to photo bleaching and hence serve as probes for unlimited timeframe of analysis. Single live cell microscopy allows one to image many single cells simultaneously in real-time. With the combination of these unique tools, we will be able to study under near-physiological conditions the cellular and sub-cellular responses (even subtle changes at one molecule level) to low and very low doses of low LET radiation in real time (milli-second or nano-second) at sub-10 nanometer spatial resolution. This would allow us to precisely identify, at least in part, the molecular mediators that are responsible of radiation damage in the irradiated cells and the mediators that are responsible for initiating the signaling in the neighboring cells. Endothelial cells subjected to flow shear (2 dynes/cm2 or 16 dynes/cm2) and exposed to 0.1, 1 and 10 cGy on coverslips will be examined for (a) low LET radiation-induced alterations of cellular function and its physiological relevance in real time; and (b) radiation damage triggered bystander effect on the neighboring unirradiated cells. First, to determine the low LET radiation induced alteration of cellular function we will examine: (i) the real time transformation of single membrane transporters in single living cells; (ii) the pump efficiency of membrane efflux pump of live cells in real time at the molecular level; (iii) the kinetics of single-ligand receptor interaction on single live cell surface (Figure C); and (iv) alteration in chromosome replication in living cell. Second, to study the radiation triggered bystander responses, we will examine one of the key signaling pathway i.e. TNF- alpha/NF-kappa B mediated signaling. TNF-alpha specific nano particle sensors (green) will be developed to detect the releasing dynamics, transport mechanisms and ligand-receptor binding on live cell surface in real time. A second sensor (blue) will be developed to simultaneously monitor the track of NF-kB inside the cell. The proposed nano-particle optics approach would complement our DOE funded study on biochemical mechanisms of TNF-alpha- NF-kappa B-mediated bystander effect.

    An examination is made of the incentives which influence the decisions by local governments to adopt energy-efficiency programs, either unilaterally or in partnership with the Federal government. It is found that there is significant potential for improved energy efficiency in urban residential, commercial, and industrial buildings and that exploiting these opportunities is in the interest of both Federal and local governments. Unless there is a unique combination of strong local leadership, a tradition of resource management, and external energy shocks, communities are unlikely to realize this potential. Conflicting demands, traditional perceptions, and lack of funding pose a major barrier to a strong unilateral commitment by local governments. A Federal-local partnership built upon and complementary to existing efforts in areas such as housing, social welfare, and economic development offers an excellent opportunity to realize the inherent potential of local energy-efficiency programs. At the local level, energy is not perceived as an isolated issue, but one which is part of a number of problems arising from the continuing increase in energy prices.

Xcpu2 allows programs running on the cluster to work in environment identical to the user's desktop, using the same versions of the libraries and tools the user installed locally, and accessing the configuration file in the same places they are located on the desktop. Xcpu2 builds on our earlier work with the Xcpu system. Like Xcpu, Xcpu2's process management interface is represented as a set of files exported by a 9P file server. It supports heterogeneous clusters and multiple head nodes. Unlike Xcpu, it uses pull instead of push model. In this paper we describe the Xcpu2 clustering model, its operation and how the per-job filesystem configuration can be used to solve some of the common problems when running a cluster.

    Purpose: Chyle leaks are rare entities infrequently encountered by most physicians. However, large centers providing advanced surgical care are inevitably confronted with chyle leaks as a complication of surgery, an extension of disease, or as a primary disorder. Regardless of the etiology, proper diagnosis and localization are paramount in the management of any chyle leak. Materials and Methods: Here we present 16 patients with 17 chyle leaks (5 chyluria, 8 chylothorax, and 4 chylous ascites) who underwent bipedal lymphangiography (LAG) and postprocedure computed tomography (CT) imaging. Results: In each case, the source of the chyle leak was identified and properly localized to guide further treatment. Of the 16 patients who underwent LAG and postprocedure CT imaging, the initial LAG alone provided the diagnosis and localized the chyle leak in 4 patients (25%); the postprocedure CT imaging provided the diagnosis and localized the chyle leak in 6 patients (37.5%); and the two modalities were equal in the diagnosing and localizing the chyle leak in the remaining 6 patients (37.5%)ConclusionThese cases highlight the unparalleled abilities of LAG and the added benefit of post-LAG CT imaging in the diagnosis and fine anatomic localization of chyle leaks. In addition, these cases demonstrate the retained utility of LAG in these investigations despite the development of alternative tests involving CT, magnetic resonance imaging, and nuclear medicine imaging.

    One important factor frustrating optimal management of Department of Energy (DOE)-complex wastes is the inability to use licensed and permitted facilities systematically. Achieving the goal of optimal use of DOE`s waste management facilities is politically problematic for two reasons. First, no locale wants to bear a disproportionate burden from DOE wastes. Second, the burden imposed by additional wastes transported from one site to another is difficult to characterize. To develop a viable framework for equitably distributing these burdens while achieving efficient use of all DOE waste management facilities, several implementation and equity issues must be addressed and resolved. This paper discusses stakeholder and equity issues and proposes a framework for joint research and action that could facilitate equity negotiations among stakeholder and move toward a more optimal use of DOE`s waste management capabilities.

    Four issues commonly form the framework for debates about the acceptability of proposed projects or technologies--the substantive decision or technological choice; the treatment of the community by the proponent organization; the way the decision-making process has been structured and managed; and the status of institutional safeguards and protection. One of the clear messages of cultural theory is that differences in perspectives are a normal and inevitable part of society, and that attempts to resolve differences by persuasion are not likely to work. These findings are useful when considering the goals and possibilities of public involvement as a decision-making tool, and when designing or evaluating public involvement training programs for managers. The research reported here examines the viewpoints and concerns of managers and decision-makers about the four issues identified above, with particular emphasis on their perspectives and concerns about opening decision-making processes to the public and about managers` roles and responsibilities for structuring and managing open decision-making processes. Implications of these findings for public involvement training for managers is also discussed. The data presented in this paper were obtained from face-to-face interviews with managers and decision-makers with experience managing a variety of hazardous waste management decision-making processes. We conducted these interviews in the course of four separate research projects: needs assessments to support the design and development of a public involvement training program for managers; a study of community residents` and managers` perspectives on the chemical stockpile disposal program; an evaluation of the effectiveness of public involvement training for managers in the Department of Energy; and a study to develop indicators of the benefits and costs of public involvement.

    Purpose: This study examines the management and outcomes of muscle-invasive bladder cancer in the United States. Methods and Materials: Patients with muscle-invasive bladder cancer diagnosed between 1988 and 2006 were identified in the Surveillance, Epidemiology, and End Results (SEER) database. Overall survival was assessed with Kaplan-Meier analysis and Cox models based on multiple factors including treatment utilization patterns. Results: The study population consisted of 26,851 patients. Age, sex, race, tumor grade, histology, and geographic location were associated with differences in treatment (all p < 0.01). Patients receiving definitive radiotherapy tended to be older and have less differentiated tumors than patients undergoing surgery (RT, median age 78 years old and 90.6% grade 3/4 tumors; surgery, median age 71 years old and 77.1% grade 3/4 tumors). No large shifts in treatment were seen over time, with most patients managed with surgical resection (86.3% for overall study population). Significant survival differences were observed according to initial treatment: median survival, 14 months with no definitive local treatment; 17 months with radiotherapy; and 43 months for surgery. On multivariate analysis, differences in local utilization rates of definitive radiotherapy did not demonstrate a significant effect on overall survival (hazard ratio, 1.002; 95% confidence interval, 0.999-1.005). Conclusions: Multiple factors influence the initial treatment strategy for muscle-invasive bladder cancer, but definitive radiotherapy continues to be used infrequently. Although patients who undergo surgery fare better, a multivariable model that accounted for patient and tumor characteristics found no survival detriment to the utilization of definitive radiotherapy. These results support continued research into bladder preservation strategies and suggest that definitive radiotherapy represents a viable initial treatment strategy for those who wish to attempt to preserve their native bladder.

State level risk management programs, in New Jersey, California, and Delaware have been in effect for over six years.     Recovery from process loss during the execution of a distributed memory parallel application is presently achieved by restarting the program, typically from a checkpoint file. Future computer system trends indicate that the size of data to checkpoint, the lack of improvement in parallel file system performance and the increase in process failure rates will lead to situations where checkpoint restart becomes infeasible. In this report we describe and prototype the use of a new application level resilient computing model that manages persistent storage of local state for each process such that, if a process fails, recovery can be performed locally without requiring access to a global checkpoint file. LFLR provides application developers with an ability to recover locally and continue application execution when a process is lost. This report discusses what features are required from the hardware, OS and runtime layers, and what approaches application developers might use in the design of future codes, including a demonstration of LFLR-enabled MiniFE code from the Matenvo mini-application suite.

Competition for customer premises is aspiring upward toward the competition that is spiraling downward from the long-distance market. The competitive-access market is growing rapidly. MCI Metro, MCI/Nextel, and AT T/McCaw are poised to reach down into the traditionally [open quotes]local[close quotes] markets through wires and airwaves alike. Even the electric utilities are building persuasive business cases and regulatory arguments to transform their erstwhile internal communications systems, conduits, and rights-of-way into commercial networks offering cable TV, multimedia, Personal Communications Service (PCS), and alternative telephony services.     Risk Management Programs for Chemical Accidental Release Prevention is the name of the proposed rule for the RMP Risk Management Program. The RMP was written in response to several catastrophic releases of hazardous substances. The rule is applicable to facilities that store, process or use greater than threshold quantities of 62 listed flammable chemicals and another 100 listed toxic substances. Additionally, a Risk Management Plan is registered with the EPA, Chemical Safety and Hazardous Investigation Board, state governments and the local emergency planning commission. The Clean Air Act Amendments of 1990 (specifically Section 112r) required the EPA to develop a three phase Risk Management Plan for industry: prevention program; hazard assessment; and emergency response program. The Prevention Program closely follows the OSHA`s Process Safety Management Standard. The Hazard Assessment section requires facilities to develop plans for a worst case scenario. The Emergency Response section defines the steps the facility and each employee will take if a release occurs. This section also needs to be coordinated with the Local Emergency Planning Commission. These regulations are described using Clairton Works as an example of compliance.

    The Urban Consortium Energy Task Force pioneers energy and environmental solutions for US cities and counties. When local officials participate in the task force, they open the door to many resources for their communities. The US is entering a period of renewed interest in energy management. Improvements in municipal energy management allow communities to free up energy operating funds to meet other needs. These improvements can even keep energy dollars in the community through the purchase of services and products used to save energy. With this idea in mind, the US Department of Energy Municipal Energy Management Program has funded more than 250 projects that demonstrate innovative energy technologies and management tools in cities and counties through the Urban Consortium Energy Task Force (UCETF).     In 1990, the Lower Savannah Council of Governments (LSCOG) began dialogue with the United States Department of Energy (DOE) regarding possibilities for cooperation and coordination of solid waste management practices among the local governments and the Savannah River Site. The Department of Energy eventually awarded a grant to the Lower Savannah Council of Governments for the development of a study, which was initiated on March 5, 1992. After careful analysis of the region`s solid waste needs, this study indicates a network approach to solid waste management to be the most viable.     We propose a "locally-smeared Operator Product Expansion" (sOPE) to decompose non-local operators in terms of a basis of locally-smeared operators. The sOPE formally connects nonperturbative matrix elements of smeared degrees of freedom, determined numerically using the gradient flow, to non-local operators in the continuum. The nonperturbative matrix elements do not suffer from power-divergent mixing on the lattice, provided the smearing scale is kept fixed in the continuum limit. The presence of this smearing scale prevents a simple connection to the standard operator product expansion and therefore requires the construction of a two-scale formalism. We demonstrate the feasibility of our approach using the example of real scalar field theory.

    We study Anderson localization and propagation of partially spatially incoherent wavepackets in linear disordered potentials, motivated by the insight that interference phenomena resulting from multiple scattering are affected by the coherence of the waves. We find that localization is delayed by incoherence: the more incoherent the waves are, the longer they diffusively spread while propagating in the medium. However, if all the eigenmodes of the system are exponentially localized (as in one- and two-dimensional disordered systems), any partially incoherent wavepacket eventually exhibits localization with exponentially decaying tails, after sufficiently long propagation distances. Interestingly, we find that the asymptotic behavior of the incoherent beam is similar to that of a single instantaneous coherent realization of the beam.

    Rapid economic development and population growth, inadequate infrastructure and expertise, and land scarcity make the management of municipal solid waste become one of Malaysia's most critical environmental issues. The study is aimed at evaluating the generation, characteristics, and management of solid waste in Malaysia based on published information. In general, the per capita generation rate is about 0.5-0.8 kg/person/day in which domestic waste is the primary source. Currently, solid waste is managed by the Ministry of Housing and Local Government, with the participation of the private sector. A new institutional and legislation framework has been structured with the objectives to establish a holistic, integrated, and cost-effective solid waste management system, with an emphasis on environmental protection and public health. Therefore, the hierarchy of solid waste management has given the highest priority to source reduction through 3R, intermediate treatment and final disposal.

    Invariance under local unitary operations is a fundamental property that must be obeyed by every proper measure of quantum entanglement. However, this is not the only aspect of entanglement theory where local unitary operations play a relevant role. In the present work we show that the application of suitable local unitary operations defines a family of bipartite entanglement monotones, collectively referred to as ''mirror entanglement.'' They are constructed by first considering the (squared) Hilbert-Schmidt distance of the state from the set of states obtained by applying to it a given local unitary operator. To the action of each different local unitary operator there corresponds a different distance. We then minimize these distances over the sets of local unitary operations with different spectra, obtaining an entire family of different entanglement monotones. We show that these mirror-entanglement monotones are organized in a hierarchical structure, and we establish the conditions that need to be imposed on the spectrum of a local unitary operator for the associated mirror entanglement to be faithful, i.e., to vanish in and only in separable pure states. We analyze in detail the properties of one particularly relevant member of the family, the ''stellar mirror entanglement'' associated with the traceless local unitary operations with nondegenerate spectra and equispaced eigenvalues in the complex plane. This particular measure generalizes the original analysis of S. M. Giampaolo and F. Illuminati [Phys. Rev. A 76, 042301 (2007)], valid for qubits and qutrits.     The relationship between explosive yield and seismic magnitude has been extensively studied for underground nuclear tests larger than about 1 kt. For monitoring smaller tests over local ranges (within 200 km), we need to know whether the available formulas can be extrapolated to much lower yields. Here, we review published information on amplitude decay with distance, and on the seismic magnitudes of industrial blasts and refraction explosions in the western U. S. Next we measure the magnitudes of some similar shots in the northeast. We find that local magnitudes ML of small, contained explosions are reasonably consistent with the magnitude-yield formulas developed for nuclear tests.     One of the last open problems concerning two qubits in a pure state is to find the exact local content of their correlation, in the sense of Elitzur, Popescu, and Rohrlich (EPR2) [A. C. Elitzur, S. Popescu, and D. Rohrlich, Phys. Lett. A162, 25 (1992)]. We propose an EPR2 decomposition that allows us to prove, for a wide range of states |{psi}({theta})>=cos{theta}|00>+sin{theta}|11>, that their local content is p{sub L}({theta})=cos2{theta}. We also share reflections on how to possibly extend this result to all two-qubit pure states.

    On-site energy production, known as distributed energy resources (DER), offers consumers many benefits, such as bill savings and predictability, improved system efficiency, improved reliability, control over power quality, and in many cases, greener electricity. Additionally, DER systems can benefit electric utilities by reducing congestion on the grid, reducing the need for new generation and transmission capacity, and offering ancillary services such as voltage support and emergency demand response. Local aggregations of distributed energy resources (DER) that may include active control of on-site end-use energy devices can be called microgrids. Microgrids require control to ensure safe operation and to make dispatch decisions that achieve system objectives such as cost minimization, reliability, efficiency and emissions requirements, while abiding by system constraints and regulatory rules. This control is performed by an energy manager (EM). Preferably, an EM will achieve operation reasonably close to the attainable optimum, it will do this by means robust to deviations from expected conditions, and it will not itself incur insupportable capital or operation and maintenance costs. Also, microgrids can include supervision over end-uses, such as curtailing or rescheduling certain loads. By viewing a unified microgrid as a system of supply and demand, rather than simply a system of on-site generation devices, the benefits of integrated supply and demand control can be exploited, such as economic savings and improved system energy efficiency.

    Many public power systems have initiated home energy audit programs in response to the requests of their consumers. The manual provides smaller public power systems with the information and specific skills needed to design and develop a program of residential energy audits. The program is based on the following precepts: locally owned public systems are the best, and in many cases the only agencies available to organize and coordinate energy conservation programs in many smaller communities; consumers' rights to energy conservation information and assistance should not hinge on the size of the utility that serves them; in the short run, public power systems of all sizes should offer residential energy conservation assistance to their consumers, because such assistance is desirable, necessary, and in the public interest; and in the long run, such programs will complement national energy goals and will produce economic benefits for both consumers and the public power system. A detailed description of home audit program planning, organization, and management are given. (MCW)

    Analytical Services Management System (ASMS) provides sample management services. Sample management includes sample planning for analytical requests, sample tracking for shipping and receiving by the laboratory, receipt of the analytical data deliverable, processing the deliverable and payment of the laboratory conducting the analyses. ASMS is a web based application that provides the ability to manage these activities at multiple locations for different customers. ASMS provides for the assignment of single to multiple samples for standardmore »chemical and radiochemical analyses. ASMS is a flexible system which allows the users to request analyses by line item code. Line item codes are selected based on the Basic Ordering Agreement (BOA) format for contracting with participating laboratories. ASMS also allows contracting with non-BOA laboratories using a similar line item code contracting format for their services. ASMS allows sample and analysis tracking from sample planning and collection in the field through sample shipment, laboratory sample receipt, laboratory analysis and submittal of the requested analyses, electronic data transfer, and payment of the laboratories for the completed analyses. The software when in operation contains business sensitive material that is used as a principal portion of the Kaiser Analytical Management Services business model. The software version provided is the most recent version, however the copy of the application does not contain business sensitive data from the associated Oracle tables such as contract information or price per line item code.« less
