    The objective of the bureau of Land Management's (BLM) drainage program is to prevent loss of oil and gas by drainage from jurisdictional lands. When such loss is not prevented, the BLM must ensure that the federal and Indian lessors are fully compensated. These objectives may be met by several alternatives, including drilling a protective well, leasing unleased parcels with drainage stipulations, paying compensatory royalties, or entering into an agreement. Relinquishment of the lease is an extreme solution but is allowed by regulation. Detailed geologic and engineering studies result in technical review, showing whether drainage is or has occurred. The authors then notify the lessee and allow them to submit data showing drainage is not occurring. If they concur, the case is closed. If they still believe drainage is occurring or the lessee does not respond, a decision letter is sent. The decision letter may be reviewed by the BLM state director for technical and procedural quality assurance. If the decision is upheld, the lessee may appeal to the Interior Board of Land Appeals (IBLA). The lessee must submit a statement of reasons, clearly outlining his objections to the bureau's decision. The BLM technical staff must answer the statement or request that the case be remanded from IBLA. Posters illustrate a typical case study, illustrating the discovery of drainage, geology and engineering reports, the decision letter, state director review, and IBLA appeal.

    The increased attention for radioactive waste management is one of the most peculiar aspects of the nuclear sector considering both reactors and not power sources. The aim of this paper is to present the state-of-art of treatments for radioactive waste management all over the world in order to derive guidelines for the radioactive waste management in the Italian scenario. Starting with an overview on the international situation, it analyses the different sources, amounts, treatments, social and economic impacts looking at countries with different industrial backgrounds, energetic policies, geography and population. It lists all these treatments and selects the most reasonable according to technical, economic and social criteria. In particular, a double scenario is discussed (to be considered in case of few quantities of nuclear waste): the use of regional, centralized, off site processing facilities, which accept waste from many nuclear plants, and the use of mobile systems, which can be transported among multiple nuclear sites for processing campaigns. At the end the treatments suitable for the Italian scenario are presented providing simplified work-flows and guidelines. (authors)

    The purpose of this document is to provide information to state representatives and developers of low level radioactive waste (LLW) management facilities about the radiological, chemical, and physical characteristics of selected radionuclides and their behavior in the environment. Extensive surveys of available literature provided information for this report. Certain radionuclides may contribute significantly to the dose estimated during a radiological performance assessment analysis of an LLW disposal facility. Among these are the radionuclides listed in Title 10 of the Code of Federal Regulations Part 61.55, Tables 1 and 2 (including alpha emitting transuranics with half-lives greater than 5 years). This report discusses these radionuclides and other radionuclides that may be significant during a radiological performance assessment analysis of an LLW disposal facility. This report not only includes essential information on each radionuclide, but also incorporates waste and disposal information on the radionuclide, and behavior of the radionuclide in the environment and in the human body. Radionuclides addressed in this document include technetium-99, carbon-14, iodine-129, tritium, cesium-137, strontium-90, nickel-59, plutonium-241, nickel-63, niobium-94, cobalt-60, curium -42, americium-241, uranium-238, and neptunium-237.

    This paper presents insights gained from a study of the outage management practices at a number of U.S. nuclear plants. The objective of the study was to conduct an in-depth review of the current practices of outage management at these selected plants and identify important factors that have contributed to the recent success of their outage performance. Two BWR-4, three BWR-6, and two 3-loop Westinghouse PWR plants were selected for this survey. The results of this study can be used to formulate outage improvement efforts for nuclear plants in other countries. (author)

    The objective of the U.S. Department of Energy Office of Nuclear Energy Advanced Modeling and Simulation Nuclear Waste Management Integrated Performance and Safety Codes (NEAMS Nuclear Waste Management IPSC) is to provide an integrated suite of computational modeling and simulation (M&S) capabilities to quantitatively assess the long-term performance of waste forms in the engineered and geologic environments of a radioactive-waste storage facility or disposal repository. These M&S capabilities are to be managed, verified, and validated within the NEAMS Nuclear Waste Management IPSC quality environment. M&S capabilities and the supporting analysis workflow and simulation data management tools will be distributed to end-users from this same quality environment. The same analysis workflow and simulation data management tools that are to be distributed to end-users will be used for verification and validation (V&V) activities within the quality environment. This strategic decision reduces the number of tools to be supported, and increases the quality of tools distributed to end users due to rigorous use by V&V activities. This report documents an evaluation of the needs, options, and tools selected for the NEAMS Nuclear Waste Management IPSC quality environment.     This report describes the major parameters for management of spent nuclear fuel and high-level radioactive wastes in selected foreign countries as of December 1989 and compares them with those in the United States. The foreign countries included in this study are Belgium, Canada, France, the Federal Republic of Germany, Japan, Sweden, Switzerland, and the United Kingdom. All the countries are planning for disposal of spent fuel and/or high-level wastes in deep geologic repositories. Most countries (except Canada and Sweden) plan to reprocess their spent fuel and vitrify the resultant high-level liquid wastes; in comparison, the US plans direct disposal of spent fuel. The US is planning to use a container for spent fuel as the primary engineered barrier. The US has the most developed repository concept and has one of the earliest scheduled repository startup dates. The repository environment presently being considered in the US is unique, being located in tuff above the water table. The US also has the most prescriptive regulations and performance requirements for the repository system and its components. 135 refs., 8 tabs.

European countries are therefore incorporating it into their current municipal solid waste management (MSWM) systems. However, this incorporation involves changes in the current waste management habits of households. In this paper, the attitude of the public towards the incorporation of selective collection of biowaste into an existing MSWM system in a Spanish municipality is analysed. A semi-structured telephone interview was used to obtain information regarding aspects such as: level of participation in current waste collection systems, willingness to participate in selective collection of biowaste, reasons and barriers that affect participation, willingness to pay for the incorporation of the selective collection of biowaste and the socioeconomic characteristics of citizens who are willing to participate and pay for selective collection of biowaste. The results showed that approximately 81% of the respondents were willing to participate in selective collection of biowaste. This percentage would increase until 89% if the Town Council provided specific waste bins and bags, since the main barrier to participate in the new selective collection system is the need to use specific waste bin and bags for the separation of biowaste. A logit response model was applied to estimate the average willingness to pay, obtaining an estimated mean of 7.5% on top of the current waste management annual tax.   8. Tables of co-located geothermal-resource sites and BLM Wilderness Study Areas

    Matched pairs of known geothermal wells and springs with BLM proposed Wilderness Study Areas (WSAs) were identified by inspection of WSA and Geothermal resource maps for the states of Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington and Wyoming. A total of 3952 matches, for geothermal sites within 25 miles of a WSA, were identified. Of these, only 71 (1.8%) of the geothermal sites are within one mile of a WSA, and only an additional 100 (2.5%) are within one to three miles. Approximately three-fourths of the matches are at distances greater than ten miles. Only 12 of the geothermal sites within one mile of a WSA have surface temperatures reported above 50/sup 0/C. It thus appears that the geothermal potential of WSAs overall is minimal, but that evaluation of geothermal resources should be considered in more detail for some areas prior to their designation as Wilderness.

    Switchgrass ( Panicum virgatum L.), a perennial warm-season grass indigenous to the eastern USA, has potential as a biofuels feedstock. The objective of this study was to investigate the performance of upland and lowland switchgrass cultivars under different environments and management treatments. Four cultivars of switchgrass were evaluated from 2000 to 2001 under two management regimes in plots established in 1992 at eight locations in the upper southeastern USA. Two management treatments included 1) a single annual harvest (in late October to early November) and a single application of 50 kg N/ha/yr and 2) two annual harvests (in midsummer andmore » November) and a split application of 100 kg N/ha/yr. Biomass yields averaged 15 Mg/ha/yr and ranged from 10 to 22 Mg/ha/yr across cultivars, managements, locations, and years. There was no yield advantage in taking two harvests of the lowland cultivars (Alamo and Kanlow). When harvested twice, upland cultivars (Cave-in-Rock and Shelter) provided yields equivalent to the lowland ecotypes. Tiller density was 36% lower in stands cutting only once per year, but the stands appeared vigorous after nine years of such management. Lowland cultivars and a one-cutting management (after the tops have senesced) using low rates of applied N (50 kg/ha) are recommended.« less

  10. Farm operator perceptions of water quality protective pest management practices: Selected survey findings

    The use of pesticides in agriculture often poses a tension between water quality and environmental protection goals on the one hand and the viability of food supplies on the other hand. Pesticides used for field crops (e.g., corn, soy beans and wheat) have been detected in waterbodies, and according to some studies, are apparently finding their way into water supplies. A considerable amount of discretion is allowed in farm operator`s choice of pest management practices, and voluntary behavior becomes an important factor in promoting environmentally protective practices. Thus, it is important to know the attitudes of farmers who make pest management decisions including pesticide choices, toward the use of various water quality protective pest management practices. A number of studies show that more general environmental attitudes reflect a general world view that shapes attitudes toward particular environmental issues. This paper addresses the relationship between the more general environmental attitudes of farmers to their attitudes toward water quality issues and pest management practices which are protective of water quality. Some of the personal tradeoffs farmers are willing to make to enhance environmental controls on pesticides are also explored. Results are based on preliminary findings from a survey of farm operators who grow corn, soybeans and other field crops in three eastern states. The survey was conducted via a mail questionnaire to 2,700 farmers with telephone follow-up during the Fall of 1994. Implications of the findings for pest management in general are discussed.

    The Bureau of Land Management (BLM) has developed a {open_quotes}Blueprint for the Future{close_quotes} changing its organizational structure to better manage nearly 270 million acres of public lands and 540 million acres of subsurface mineral resources. Both efforts focus on ecosystem management and better business practices. The mission identified in the {open_quotes}Blueprint{close_quotes} is {open_quotes}to sustain the health, diversity and productivity of the public lands for the use and enjoyment of present and future generations.{close_quotes} Within this mission goals include maintaining healthy ecosystems and improving customer service and business practices. In conjunction with the Blueprint, the BLM developed strategies to streamline its headquarters and field organizational structures and to accommodate an ecosystem management approach. The new headquarters structure uses flexible interdisciplinary work teams in place of the programmatic hierarchical approach. These teams may be established on either a permanent or temporary basis. For example, one team is responsible for reporting on the condition of the public lands as an essential part of maintaining healthy ecosystems. Although it is too early to judge the success of the BLM`s reinvention efforts, insights can be gained from a review of these efforts. One insight is that most people are so used to thinking about the public lands on a statute by statute, resource by resource, project by project basis, that is difficult for them to adjust to the ecosystem management or streamlining paradigms.

  12. Audit Report on "Management Controls over the Department's Excess Weapons Inventories and Selected Sensitive Equipment used by Protective Forces"

    Since September 11, 2001, the Department of Energy has, on several occasions, revised its security posture based on identified threats and adversaries. These revisions in security posture have driven Departmental sites to upgrade their defensive and tactical equipment. Subsequent changes in the perceived threats have, in some cases, led to a reduction in the need for certain types of weapons, thus creating a pool of surplus equipment. These surplus weapons could potentially be used by other Department sites and Federal law enforcement agencies. Recent Office of Inspector General reports have raised concerns with the adequacy of controls related to defensive and tactical equipment. For example, our report on Management Controls Over Defense Related High Risk Property (OAS-M-08-06, April 2008) found that administrative controls over certain defense related high risk property were not sufficient for providing accountability over these items. Because of prior reported weaknesses in controls over defensive and tactical equipment, we initiated this audit to determine whether the Department and its contractors were properly managing excess weapons inventories and selected sensitive equipment used by protective forces. Our review disclosed that the Department was not always properly managing its inventories of excess weapons and selected sensitive equipment. We identified issues with the retention of unneeded weapons at many locations and with the identification and tracking of sensitive items. More specifically: Sites maintained large inventories of weapons that were no longer needed but had not been made available for use by either other Departmental sites or other Federal law enforcement agencies. For instance, at six of the locations included in our review we identified a total of 2,635 unneeded weapons with a total acquisition value of over $2.8 million that had not been officially declared as excess - an action that would have made them available for others to use

    Two important environmental problems at the USDOE Fernald Environmental Management Project (FEMP) facility in Fernald, Ohio were studied in this human health risk assessment. The problems studied were radon emissions from the K-65 waste silos, and offsite contamination of ground water with uranium. Waste from the processing of pitchblende ore is stored in the K-65 silos at the FEMP. Radium-226 in the waste decays to radon gas which escapes to the outside atmosphere. The concern is for an increase in lung cancer risk for nearby residents associated with radon exposure. Monitoring data and a gaussian plume transport model were used to develop a source term and predict exposure and risk to fenceline residents, residents within 1 and 5 miles of the silos, and residents of Hamilton and Cincinnati, Ohio. Two release scenarios were studied: the routine release of radon from the silos and an accidental loss of one silo dome integrity. Exposure parameters and risk factors were described as distributions. Risks associated with natural background radon concentrations were also estimated.

    In October, 1986, the US Bureau of Land Management, White River Resource Area, issued the Final Environmental Impact Statement concerning Rio Blanco Oil Shale Company's request to lease an offtract site for disposal of overburden and spent shale from Tract C-a. A major issue which pitted Rio Blanco Oil Shale Company against many other members of the oil shale community was the covering up of oil shale resources on 84 Mesa. The oil shale resource under 84 Mesa may contain as much oil in place as Tract C-a itself. Some of the significant points concerning this issue are discussed. A summary of environmental consequences is given. 5 figures.

    The U.S. Department of Energy (DOE) Office of Legacy Management is responsible for administering the DOE Uranium Leasing Program (ULP) and its 31 uranium lease tracts located in the Uravan Mineral Belt of southwestern Colorado (see Figure 1). In addition to administering the ULP for the last six decades, DOE has also undertaken the significant task of reclaiming a large number of abandoned uranium (legacy) mine sites and associated features located throughout the Uravan Mineral Belt. In 1995, DOE initiated a 3-year reconnaissance program to locate and delineate (through extensive on-the-ground mapping) the legacy mine sites and associated features contained within the historically defined boundaries of its uranium lease tracts. During that same time frame, DOE recognized the lack of regulations pertaining to the reclamation of legacy mine sites and contacted the U.S. Bureau of Land Management (BLM) concerning the reclamation of legacy mine sites. In November 1995, The BLM Colorado State Office formally issued the United States Department of the Interior, Colorado Bureau of Land Management, Closure/Reclamation Guidelines, Abandoned Uranium Mine Sites as a supplement to its Solid Minerals Reclamation Handbook (H-3042-1). Over the next five-and-one-half years, DOE reclaimed the 161 legacy mine sites that had been identified on DOE withdrawn lands. By the late 1990's, the various BLM field offices in southwestern Colorado began to recognize DOE's experience and expertise in reclaiming legacy mine sites. During the ensuing 8 years, BLM funded DOE (through a series of task orders) to perform reclamation activities at 182 BLM mine sites. To date, DOE has reclaimed 372 separate and distinct legacy mine sites. During this process, DOE has learned many lessons and is willing to share those lessons with others in the reclamation industry because there are still many legacy mine sites not yet reclaimed. DOE currently administers 31 lease tracts (11,017 ha) that collectively

    This report contains the environmental setting information developed for 25 U.S. Department of Energy (DOE) installations in support of the DOE`s Programmatic Environmental Impact Study (PEIS) and the Baseline Environmental Management Report (BEMR). The common objective of the PEIS and the BEMR is to provide the public with information about the environmental contamination problems associated with major DOE facilities across the country, and to assess the relative risks that radiological and hazardous contaminants pose to the public, onsite workers, and the environment. Environmental setting information consists of the site-specific data required to model (using the Multimedia Environmental Pollutant Assessment System) the atmospheric, groundwater, and surface water transport of contaminants within and near the boundaries of the installations. The environmental settings data describes the climate, atmospheric dispersion, hydrogeology, and surface water characteristics of the installations. The number of discrete environmental settings established for each installation was governed by two competing requirements: (1) the risks posed by contaminants released from numerous waste sites were to be modeled as accurately as possible, and (2) the modeling required for numerous release sites and a large number of contaminants had to be completed within the limits imposed by the PEIS and BEMR schedule. The final product is the result of attempts to balance these competing concerns in a way that minimizes the number of settings per installation in order to meet the project schedule while at the same, time providing adequate, if sometimes highly simplified, representations of the different areas within an installation. Environmental settings were developed in conjunction with installation experts in the fields of meteorology, geology, hydrology, and geochemistry.

    The purpose of this analysis is to provide the U.S. Department of the Interior (DOI) and the Bureau of Land Management (BLM) with an overview of renewable energy (RE) generation markets, transmission planning efforts, and the ongoing role of the BLM RE projects in the electricity markets of the 11 states (Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming) that comprise the Western Electricity Coordinating Council (WECC) Region. This analysis focuses on the status of, and projections for, likely development of non-hydroelectric renewable electricity from solar (including photovoltaic [PV] and concentrating solar power [CSP]), wind, biomass and geothermal resources in these states. Absent new policy drivers and without the extension of the DOE loan guarantee program and Treasury's 1603 program, state RPS requirements are likely to remain a primary driver for new RE deployment in the western United States. Assuming no additional policy incentives are implemented, projected RE demand for the WECC states by 2020 is 134,000 GWh. Installed capacity to meet that demand will need to be within the range of 28,000-46,000 MW.

    Secretarial Order 3310, Protecting Wilderness Characteristics on Lands Managed by the Bureau of Land Management. Supporters argue that the Order merely provides guidance regarding implementation of existing legal obligations without creating new rights or duties. Opponents describe Order 3310 as subverting congressional authority to designate Wilderness Areas and as closing millions of acres of public lands to energy development and commodity production. While opponents succeeded in temporarily defunding the Order’s implementation and forcing the Bureau of Land Management (BLM) to adopt a more collaborative approach, the fundamental questions remain: Which federal public lands possess wilderness characteristics and how should those lands be managed? The closely related question is: How might management of such resources impact unconventional fuel development within Utah? These questions remain pressing independent of the Order because the BLM, which manages the majority of federal land in Utah, is statutorily obligated to maintain an up-to-date inventory of federal public lands and the resources they contain, including lands with wilderness characteristics. The BLM is also legally obligated to develop and periodically update land use plans, relying on information obtained in its public lands inventory. The BLM cannot sidestep these hard choices, and failure to consider wilderness characteristics during the planning process will derail the planning effort. Based on an analysis of the most recent inventory data, lands with wilderness characteristics — whether already subject to mandatory protection under the Wilderness Act, subject to discretionary protections as part of BLM Resource Management Plan revisions, or potentially subject to new protections under Order 3310 — are unlikely to profoundly impact oil shale development within Utah’s Uinta Basin. This Act transferred the responsibility for the management of the WIPP Land Withdrawal Area (WILWA) from the Secretary of the Interior to the Secretary of Energy.     Utilizing nuclear fuel to produce power in commercial reactors results in the production of hundreds of fission product and transuranic isotopes in the spent nuclear fuel (SNF). When the SNF is disposed of in a repository, the criticality analyses could consider all of the isotopes, some principal isotopes affecting criticality, or none of the isotopes, other than the initial loading. The selected set of principal isotopes will be the ones used in criticality analyses of the SNF to evaluate the reactivity of the fuel/waste package composition and configuration. This technical document discusses the process used to select the principal isotopes and the possible affect that these isotopes could have on criticality in the SNF. The objective of this technical document is to discuss the process used to select the principal isotopes for disposal criticality evaluations with commercial SNF. The principal isotopes will be used as supporting information in the ''Disposal Criticality Analysis Methodology Topical Report'' which will be presented to the United States Nuclear Regulatory Commission (NRC) when approved by the United States Department of Energy (DOE) Office of Civilian Radioactive Waste Management (OCRWM).

But the {open_quotes}land{close_quotes} in the broadest sense is a vast collection of natural components, events, and interconnections. It is complex, only partially understood, and ever-changing. Our ultimate challenge at this time is to SEE, as we look into the mirror of time. Regardless of the shadows of uncertainty, we must peer hopefully into the mirror to make meaningful connections between the past, the present, and the future. This is not easy. Traditional resource planning has been based on the short-term focus of today and tomorrow. That focus is beginning to change through a concept now popularized as {open_quotes}ecosystem management.{close_quotes} BLM recently has begun applying this concept in the formulation of the Eastern Utah Ecosystem Planning Initiative that is intended to give expanded dimensions to the planning and management of public land resources. These dimensions will give more attention to spatial (regional) and temporal (long-term) expectations. This paper investigates the theoretical and practical problems in linking the past to the future, using as the example the new planning initiative for Eastern Utah.     Since the 1960`s, ground-water flow models have been used for analysis of water resources problems. In the 1970`s, emphasis began to shift to analysis of waste management problems. This shift in emphasis was largely brought about by site selection activities for geologic repositories for disposal of high-level radioactive wastes. Model development during the 1970`s and well into the 1980`s focused primarily on saturated ground-water flow because geologic repositories in salt, basalt, granite, shale, and tuff were envisioned to be below the water table. Selection of the unsaturated zone at Yucca Mountain, Nevada, for potential disposal of waste began to shift model development toward unsaturated flow models. Under the US Department of Energy (DOE), the Civilian Radioactive Waste Management System Management and Operating Contractor (CRWMS M&O) has the responsibility to review, evaluate, and document existing computer models; to conduct performance assessments; and to develop performance assessment models, where necessary. This document describes the CRWMS M&O approach to model review and evaluation (Chapter 2), and the requirements for unsaturated flow models which are the bases for selection from among the current models (Chapter 3). Chapter 4 identifies existing models, and their characteristics. Through a detailed examination of characteristics, Chapter 5 presents the selection of models for testing. Chapter 6 discusses the testing and verification of selected models. Chapters 7 and 8 give conclusions and make recommendations, respectively. Chapter 9 records the major references for each of the models reviewed. Appendix A, a collection of technical reviews for each model, contains a more complete list of references. Finally, Appendix B characterizes the problems used for model testing.

    Project Objective: The objectives of this project are as follows: (1) Examine the physical and chemical characteristics of a partner mill pre- and post-oxygen delignified pulp and compare them to lab generated oxygen delignified pulps; (2) Apply the chemical selectivity enhancement system to the partner pre-oxygen delignified pulps under mill conditions (with and without any predetermined amounts of carryover) to determine how efficiently viscosity is preserved, how well selectivity is enhanced, if strength is improved, measure any yield differences and/or bleachability differences; and (3) Initiate a mill scale oxygen delignification run using the selectivity enhancement agent, collect the mill data, analyze it, and propose any future plans for implementation.

    A method for assessing management systems for low-level radioactive waste is being developed for US Department of Energy. The method is based on benefit-cost-risk analysis. Waste management is broken down into its component steps, which are generation, treatment, packaging, storage, transportation, and disposal. Several different alternatives available for each waste management step are described. A particular waste management system consists of a feasible combination of alternatives for each step. Selecting an optimal waste management system would generally proceed as follows: (1) qualitative considerations are used to narrow down the choice of waste management system alternatives to a manageable number; (2) the costs and risks for each of these system alternatives are evaluated; (3) the number of alternatives is further reduced by eliminating alternatives with similar risks but higher costs, or those with similar costs but higher risks; (4) a trade-off factor between cost and risk is chosen and used to compute the objective function (sum of the cost and risk); and (5) the selection of the optimal waste management system among the remaining alternatives is made by choosing the alternative with the smallest value for the objective function. The authors propose that the REGINALT software system, developed by EG and G Idaho, Inc., as an acid for managers of low-level commerical waste, be augmented for application to the managment of DOE-generated waste. Specific recommendations for modification of the REGINALT system are made. 51 refs., 3 figs., 2 tabs.

    A valve designed to selectively sample fluids from a number of sources is described. The valve comprises a rotatable operating lever connected through a bellows seal to a rotatable assembly containing a needle valve, bearings, and a rotational lock. The needle valve is connected through a flexible tube to the sample fluid outlet. By rotating the lever the needle valve is placed over . one of several fluid sources and locked in position so that the fluid is traasferred through the flexible tubing and outlet to a remote sampling system. The fluids from the nonselected sources are exhausted to a waste line. This valve constitutes a simple, dependable means of selecting a sample from one of several scurces.

    In 2014, the United States Department of Defense started tra nsitioning the way it performs risk management and accreditation of informatio n systems to a process entitled Risk Management Framework for DoD Information Technology or RMF for DoD IT. There are many more security and privacy contro ls (and control enhancements) from which to select in RMF, than there w ere in the previous Information Assurance process. This report is an attempt t o clarify the way security controls and enhancements are selected. After a brief overview and comparison of RMF for DoD I T with the previously used process, this report looks at the determination of systems as National Security Systems (NSS). Once deemed to be an NSS, this report addr esses the categorization of the information system with respect to impact level s of the various security objectives and the selection of an initial baseline o f controls. Next, the report describes tailoring the controls through the use of overl ays and scoping considerations. Finally, the report discusses organizatio n-defined values for tuning the security controls to the needs of the information system.

In one embodiment, the electrons are generated in a plasma cathode chamber immediately adjacent to the plasma chamber. A small extractor draws the electrons from the plasma cathode chamber into the relatively positive plasma chamber. The energy of the electrons extracted in this manner is easily controlled. The invention is particularly useful for doping silicon with P{sup +}, As{sup +}, and B{sup +} without the problematic presence of hydrogen, helium, water, or carbon oxide ions.     In support of the US Nuclear Regulatory Commission (NRC) Accident Management Research Program, a methodology has been developed for identifying the plant information needs necessary for personnel involved in the management of an accident to diagnose that an accident is in progress, select and implement strategies to prevent or mitigate the accident, and monitor the effectiveness of these strategies. This report describes the methodology and presents an application of this methodology to a Pressurized Water Reactor (PWR) with a large dry containment. A risk-important severe accident sequence for a PWR is used to examine the capability of the existing measurements to supply the necessary information. The method includes an assessment of the effects of the sequence on the measurement availability including the effects of environmental conditions. The information needs and capabilities identified using this approach are also intended to form the basis for more comprehensive information needs assessment performed during the analyses and development of specific strategies for use in accident management prevention and mitigation. 3 refs., 16 figs., 7 tabs.

    Another key aspect of the NNSS mission is Environmental Management program, which addresses the environmental legacy from historic nuclear weapons related activities while also ensuring the health and safety of present day workers, the public, and the environment as current and future missions are completed. The Area 5 Radioactive Waste Management site receives low-level and mixed low-level waste from some 28 different generators from across the DOE complex in support of the legacy clean-up DOE Environmental Management project. Without this capability, the DOE would not be able to complete the clean up and proper disposition of these wastes. The program includes environmental protection, compliance, and monitoring of the air, water, plants, animals, and cultural resources at the NNSS. Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

    Flexibility in residuum hydroprocessing becomes a requirement as fuel oil demand weakens, crude slates tend to be heavier, and variability in crude oil cost and supply become the norm. One means of providing flexibility is to incorporate residuum hydrotreating ahead of a heavy oil catalytic cracking unit which converts heavier components into lighter, more valuable products. Alternatively, significant conversion of the residuum to lighter products can be achieved by the operation of the residuum hydrotreater at a higher severity to facilitate hydrocracking reactions. This paper focuses on the design and selection of catalytic systems in the framework of a unified reactor modeling scheme for such residuum hydroprocessing applications.

  12. Disaster waste management: A review article

    Depending on their nature and severity, disasters can create large volumes of debris and waste. The waste can overwhelm existing solid waste management facilities and impact on other emergency response and recovery activities. If poorly managed, the waste can have significant environmental and public health impacts and can affect the overall recovery process. This paper presents a system overview of disaster waste management based on existing literature. The main literature available to date comprises disaster waste management plans or guidelines and isolated case studies. There is ample discussion on technical management options such as temporary storage sites, recycling, disposal, etc.; however, there is little or no guidance on how these various management options are selected post-disaster. The literature does not specifically address the impact or appropriateness of existing legislation, organisational structures and funding mechanisms on disaster waste management programmes, nor does it satisfactorily cover the social impact of disaster waste management programmes. It is envisaged that the discussion presented in this paper, and the literature gaps identified, will form a basis for future comprehensive and cohesive research on disaster waste management. In turn, research will lead to better preparedness and response to disaster waste management problems.

    Under the Materials-in-Inventory (MIN) initiative, US DOE intends to develop policies to ensure that materials are managed and use efficiently, cost-effectively, and safely throughout DOE. The MIN initiative covers depleted uranium, scrap metals, chemicals, explosives, spent nuclear fuel, lead, alkali metals, etc.; by far the largest component is depleted uranium hexafluoride (DUF6). A technically defensible approach has been developed and is being used to select a long-term management strategy for DOE`s DUF6 inventory. The same approach can be adapted to management of other materials in inventory that have the potential to be reutilized.

    The objective of the Solid Waste Management Program Plan (SWMPP) is to provide a summary level comprehensive approach for the storage, treatment, and disposal of current and future solid waste received at the Hanford Site (from onsite and offsite generators) in a manner compliant with current and evolving regulations and orders (federal, state, and Westinghouse Hanford Company (Westinghouse Hanford)). The Plan also presents activities required for disposal of selected wastes currently in retrievable storage. The SWMPP provides a central focus for the description and control of cost, scope, and schedule of Hanford Site solid waste activities, and provides a vehicle for ready communication of the scope of those activities to onsite and offsite organizations. This Plan represents the most complete description available of Hanford Site Solid Waste Management (SWM) activities and the interfaces between those activities.   6. Uranium Metal Analysis via Selective Dissolution

    Uranium metal, which is present in sludge held in the Hanford Site K West Basin, can create hazardous hydrogen atmospheres during sludge handling, immobilization, or subsequent transport and storage operations by its oxidation/corrosion in water. A thorough knowledge of the uranium metal concentration in sludge therefore is essential to successful sludge management and waste process design. The goal of this work was to establish a rapid routine analytical method to determine uranium metal concentrations as low as 0.03 wt% in sludge even in the presence of up to 1000-fold higher total uranium concentrations (i.e., up to 30 wt% and more uranium) for samples to be taken during the upcoming sludge characterization campaign and in future analyses for sludge handling and processing. This report describes the experiments and results obtained in developing the selective dissolution technique to determine uranium metal concentration in K Basin sludge.

    This Configuration Management Plan (CMP) describes the technical and administrative management process for controlling the National Ignition Facility (NIF) Project configuration. The complexity of the NIF Project (i.e., participation by multiple national laboratories and subcontractors involved in the development, fabrication, installation, and testing of NIF hardware and software, as well as construction and testing of Project facilities) requires implementation of the comprehensive configuration management program defined in this plan. A logical schematic illustrating how the plan functions is provided in Figure 1. A summary of the process is provided in Section 4.0, Configuration Change Control. Detailed procedures that make up the overall process are referenced. This CMP is consistent with guidance for managing a project's configuration provided in Department of Energy (DOE) Order 430.1, Guide PMG 10, ''Project Execution and Engineering Management Planning''. Configuration management is a formal discipline comprised of the following four elements: (1) Identification--defines the functional and physical characteristics of a Project and uniquely identifies the defining requirements. This includes selection of components of the end product(s) subject to control and selection of the documents that define the project and components. (2) Change management--provides a systematic method for managing changes to the project and its physical and functional configuration to ensure that all changes are properly identified, assessed, reviewed, approved, implemented, tested, and documented. (3) Data management--ensures that necessary information on the project and its end product(s) is systematically recorded and disseminated for decision-making and other uses.   8. Reaction Selectivity in Heterogeneous Catalysis

    The understanding of selectivity in heterogeneous catalysis is of paramount importance to our society today. In this review we outline the current state of the art in research on selectivity in heterogeneous catalysis. Current in-situ surface science techniques have revealed several important features of catalytic selectivity. Sum frequency generation vibrational spectroscopy has shown us the importance of understanding the reaction intermediates and mechanism of a heterogeneous reaction, and can readily yield information as to the effect of temperature, pressure, catalyst geometry, surface promoters, and catalyst composition on the reaction mechanism. DFT calculations are quickly approaching the ability to assist in the interpretation of observed surface spectra, thereby making surface spectroscopy an even more powerful tool. HP-STM has revealed three vitally important parameters in heterogeneous selectivity: adsorbate mobility, catalyst mobility, and selective site-blocking. The development of size controlled nanoparticles from 0.8 to 10 nm, of controlled shape, and of controlled bimetallic composition has revealed several important variables for catalytic selectivity. Lastly, DFT calculations may be paving the way to guiding the composition choice for multi-metallic heterogeneous catalysis for the intelligent design of catalysts incorporating the many factors of selectivity we have learned.

Due to its atomic thinness combined with its mechanical strength, porous graphene may be particularly well-suited for electrodialysis desalination, in which ions are removed under an electric field via ion-selective pores. Here, we show that single graphene nanopores preferentially permit the passage of K+ cations over Cl- anions with selectivity ratios of over 100 and conduct monovalent cations up to 5 times more rapidly than divalent cations.more » Furthermore, the observed K+/Cl- selectivity persists in pores even as large as about 20 nm in diameter, suggesting that high throughput, highly selective graphene electrodialysis membranes can be fabricated without the need for subnanometer control over pore size.« less

    Four issues commonly form the framework for debates about the acceptability of proposed projects or technologies--the substantive decision or technological choice; the treatment of the community by the proponent organization; the way the decision-making process has been structured and managed; and the status of institutional safeguards and protection. One of the clear messages of cultural theory is that differences in perspectives are a normal and inevitable part of society, and that attempts to resolve differences by persuasion are not likely to work. These findings are useful when considering the goals and possibilities of public involvement as a decision-making tool, and when designing or evaluating public involvement training programs for managers. The research reported here examines the viewpoints and concerns of managers and decision-makers about the four issues identified above, with particular emphasis on their perspectives and concerns about opening decision-making processes to the public and about managers` roles and responsibilities for structuring and managing open decision-making processes. Implications of these findings for public involvement training for managers is also discussed. The data presented in this paper were obtained from face-to-face interviews with managers and decision-makers with experience managing a variety of hazardous waste management decision-making processes. We conducted these interviews in the course of four separate research projects: needs assessments to support the design and development of a public involvement training program for managers; a study of community residents` and managers` perspectives on the chemical stockpile disposal program; an evaluation of the effectiveness of public involvement training for managers in the Department of Energy; and a study to develop indicators of the benefits and costs of public involvement.
