    This 2001 Facility Work Plan (FWP) has been prepared as required by Module VII, Section VII.M.1 of the Waste Isolation Pilot Plant (WIPP) Hazardous Waste Facility Permit, NM4890139088-TSDF (the Permit); (NMED, 1999a), and incorporates comments from the New Mexico Environment Department (NMED) received on December 6, 2000 (NMED, 2000a). This February 2001 FWP describes the programmatic facility-wide approach to future investigations at Solid Waste Management Units (SWMUs) and Areas of Concern (AOCs) specified in the Permit. The permittees are evaluating data from previous investigations of the SWMUs and AOCs against the newest guidance proposed by the NMED. Based on these data, the permittees expect that no further sampling will be required and that a request for No Further Action (NFA) at the SWMUs and AOCs will be submitted to the NMED. This FWP addresses the current Permit requirements. It uses the results of previous investigations performed at WIPP and expands the investigations as required by the Permit. As an alternative to the Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) specified in Module VII of the Permit, current NMED guidance identifies an Accelerated Corrective Action Approach (ACAA) that may be used for any SWMU or AOC (NMED, 1998). This accelerated approach is used to replace the standard RFI Work Plan and Report sequence with a more flexible decision-making approach. The ACAA process allows a Facility to exit the schedule of compliance contained in the Facilitys Hazardous and Solid Waste Amendments (HSWA) permit module and proceed on an accelerated time frame. Thus, the ACAA process can be entered either before or after an RFI Work Plan. According to the NMED's guidance, a facility can prepare an RFI Work Plan or Sampling and Analysis Plan (SAP) for any SWMU or AOC (NMED, 1998). Based on this guidance, a SAP constitutes an acceptable alternative to the RFI Work Plan specified in the Permit.

    This phase report summarizes the results of field investigations conducted in 1992 at Technical Area 21 of Los Alamos National Laboratory, as prescribed by the RCRA Facility Investigation work plan for the Technical Area 21 operable unit (also known as OU 1106). This phase report is the last part of a three-part phase report describing the results of field work conducted in 1992 at this operable unit. Phase Report lA, issued on l4 June l993, summarized site geologic characterization activities. Phase report 1B, issued on 28 January 1994, included an assessment of site-wide surface soil background, airborne emissions deposition, and contamination in the locations of two former air filtration buildings. The investigations assessed in Phase Report 1C include field radiation surveys and surface and near-surface sampling to characterize potential contamination at 25 outfalls and septic systems listed as SWMUs in the RFI work plan. Based on the RFI data, it is recommended that no further action is warranted for 8 SWMUs and further action is recommended for 3 SWMUs addressed in this phase report. For 14 SWMUs which represent no immediate threat to human health or environment, deferral of further action/no further action decisions is recommended until outstanding analytical data are received, sampling of adjacent SWMUs is completed, or decisions are made about the baseline risk assessment approach.

    This GFSI Risk Management Plan (RMP) describes the strategy for assessing and managing project risks for the Integrated Waste Treatment Unit (IWTU) that are specifically within the control and purview of the U.S. Department of Energy (DOE), and identifies the risks that formed the basis for the DOE contingency included in the performance baseline. DOE-held contingency is required to cover cost and schedule impacts of DOE activities. Prior to approval of the performance baseline (Critical Decision-2) project cost contingency was evaluated during a joint meeting of the Contractor Management Team and the Integrated Project Team for both contractor and DOE risks to schedule and cost. At that time, the contractor cost and schedule risk value was $41.3M and the DOE cost and schedule risk contingency value is $39.0M. The contractor cost and schedule risk value of $41.3M was retained in the performance baseline as the contractor's management reserve for risk contingency. The DOE cost and schedule risk value of $39.0M has been retained in the performance baseline as the DOE Contingency. The performance baseline for the project was approved in December 2006 (Garman 2006). The project will continue to manage to the performance baseline and change control thresholds identified in PLN-1963, ''Idaho Cleanup Project Sodium-Bearing Waste Treatment Project Execution Plan'' (PEP).

    Produced water volume generation and management in the United States are not well characterized at a national level. The U.S. Department of Energy (DOE) asked Argonne National Laboratory to compile data on produced water associated with oil and gas production to better understand the production volumes and management of this water. The purpose of this report is to improve understanding of produced water by providing detailed information on the volume of produced water generated in the United States and the ways in which produced water is disposed or reused. As the demand for fresh water resources increases, with no concomitant increase in surface or ground water supplies, alternate water sources, like produced water, may play an important role. Produced water is water from underground formations that is brought to the surface during oil or gas production. Because the water has been in contact with hydrocarbon-bearing formations, it contains some of the chemical characteristics of the formations and the hydrocarbons. It may include water from the reservoir, water previously injected into the formation, and any chemicals added during the production processes. The physical and chemical properties of produced water vary considerably depending on the geographic location of the field, the geologic formation, and the type of hydrocarbon product being produced. Produced water properties and volume also vary throughout the lifetime of a reservoir. Produced water is the largest volume by-product or waste stream associated with oil and gas exploration and production. Previous national produced water volume estimates are in the range of 15 to 20 billion barrels (bbl; 1 bbl = 42 U.S. gallons) generated each year in the United States (API 1988, 2000; Veil et al. 2004). However, the details on generation and management of produced water are not well understood on a national scale.   19. A perimeter-based groundwater protection strategy for waste management units at a petroleum refinery

    This article presents a groundwater management strategy and its application to regulatory compliance for the Shell Oil Company Martinez Manufacturing Complex, a refinery located within northern California. The purpose of the strategy is to protect the beneficial uses of groundwater which are present beyond the facility boundary while recognizing the occurrence of limited degradation of groundwater upgradient of the perimeter. The strategy applies perimeter-based groundwater monitoring and control to two general sources of groundwater quality degradation: historic spill and leak sites and inactive waste management units. To regulate the groundwater contaminant plumes originating form historic spill and leak sites the California Regional Water Quality Control Board (Regional Board) has issued Site Cleanup Requirements (SCR). To satisfy the SCR Shell developed in 1989 a Basin Boundary Control Plan as the first implementation of the groundwater strategy. To regulate groundwater quality impacts from solid waste management units, the Regional Board issues Waste Discharge Requirements (WDR). In 1995 the Regional Board issued revised WDR that established consistency between waste management unit regulation and the facility groundwater management strategy. The Regional Board made two findings that allowed this consistency. The first finding was that the Points of Compliance for all 23 solid waste management units are at the down-gradient perimeter of the facility. The second finding was that all waste management units were within corrective action, regardless of whether a known release of waste constituents occurred from a given waste unit.

    During the process of finding and producing oil and gas in the offshore environment operators generate a variety of liquid and solid wastes. Some of these wastes are directly related to exploration and production activities (e.g., drilling wastes, produced water, treatment workover, and completion fluids) while other types of wastes are associated with human occupation of the offshore platforms (e.g., sanitary and domestic wastes, trash). Still other types of wastes can be considered generic industrial wastes (e.g., scrap metal and wood, wastes paints and chemicals, sand blasting residues). Finally, the offshore platforms themselves can be considered waste materials when their useful life span has been reached. Generally, offshore wastes are managed in one of three ways--onsite discharge, injection, or transportation to shore. This paper describes the regulatory requirements imposed by the government and the approaches used by offshore operators to manage and dispose of wastes in the US.

  13. Corrective action management unit application for the Environmental Restoration Disposal Facility

    The Environmental Restoration Disposal Facility (ERDF) is to accept both CERCLA (EPA-regulated) and RCRA (Ecology-regulated) remediation waste. The ERDF is considered part of the overall remediation strategy on the Hanford Site, and as such, determination of ERDF viability has followed both RCRA and CERCLA decision making processes. Typically, determination of the viability of a unit, such as the ERDF, would occur as part of record of decision (ROD) or permit modification for each remediation site before construction of the ERDF. However, because construction of the ERDF may take a significant amount of time, it is necessary to begin design and construction of the ERDF before final RODs/permit modifications for the remediation sites. This will allow movement of waste to occur quickly once the final remediation strategy for the RCRA and CERCLA past-practice units is determined. Construction of the ERDF is a unique situation relative to Hanford Facility cleanup, requiring a Hanford Facility specific process be developed for implementing the ERDF that would satisfy both RCRA and CERCLA requirements. While the ERDF will play a significant role in the remediation process, initiation of the ERDF does not preclude the evaluation of remedial alternatives at each remediation site. To facilitate this, the January 1994 amendment to the Tri-Party Agreement recognizes the necessity for the ERDF, and the Tri-Party Agreement states: ``Ecology, EPA, and DOE agree to proceed with the steps necessary to design, approve, construct, and operate such a ... facility.`` The Tri-Party Agreement requires the DOE-RL to prepare a comprehensive ``package`` for the EPA and Ecology to consider in evaluating the ERDF. The package is to address the criteria listed in 40 CFR 264.552(c) for corrective action management unit (CAMU) designation and a CERCLA ROD. This CAMU application is submitted as part of the Tri-Party Agreement-required information package.

  15. Understanding Carbon Sequestration Options in the United States: Capabilities of a Carbon Management Geographic Information System

    While one can discuss various sequestration options at a national or global level, the actual carbon management approach is highly site specific. In response to the need for a better understanding of carbon management options, Battelle in collaboration with Mitsubishi Corporation, has developed a state-of-the-art Geographic Information System (GIS) focused on carbon capture and sequestration opportunities in the United States. The GIS system contains information (e.g., fuel type, location, vintage, ownership, rated capacity) on all fossil-fired generation capacity in the Untied States with a rated capacity of at least 100 MW. There are also data on other CO2 sources (i.e., natural domes, gas processing plants, etc.) and associated pipelines currently serving enhanced oil recovery (EOR) projects. Data on current and prospective CO2 EOR projects include location, operator, reservoir and oil characteristics, production, and CO2 source. The system also contains information on priority deep saline aquifers and coal bed methane basins with potential for sequestering CO2. The GIS application not only enables data storage, flexible map making, and visualization capabilities, but also facilitates the spatial analyses required to solve complex linking of CO2 sources with appropriate and cost-effective sinks. A variety of screening criteria (spatial, geophysical, and economic) can be employed to identify sources and sinks most likely amenable to deployment of carbon capture and sequestration systems. The system is easily updateable, allowing it to stay on the leading edge of capture and sequestration technology as well as the ever-changing business landscape. Our paper and presentation will describe the development of this GIS and demonstrate its uses for carbon management analysis.

    The Nuclear Decommissioning Authority (NDA) is a UK non-departmental public body with a remit to clean up the civil public sector nuclear legacy. Much work has been done to date on developing contractor competition for the management of NDA-owned sites, including the UK's principal disposal facility: the Low Level Waste Repository (LLWR) in Cumbria. The competition goals and principles are integrated with the framework for the development of a UK Low Level Waste (LLW) management plan, through which the NDA will deliver its commitments to UK Government and stakeholders. Nexia Solutions has undertaken work for the NDA in assessing strategic options and scenarios for the management and disposal of current UK LLW. The volumetric, radiological and strategic limitations of existing disposition routes have been assessed against the inventories and characteristics of LLW forecast to arise. A number of potential alternative scenarios and variants for future LLW management have been modelled and assessed. (authors)

The GIS will store, integrate, and manipulate information relating to the components of carbon management systems. Additionally, the GIS can be used to interpret and analyze the effect of developing these systems. In the first year of this three year project, we focused on two tasks: (1) specifying the system design--defining in detail the GIS data requirements, the types of analyses that can be conducted, and the forms of output we will produce, as well as designing the computer architecture of the GIS and (2) creating the ''core'' datasets--identifying data sources and converting them into a form accessible by the GIS.

    The US Department of Interior`s Minerals Management Service (MMS) has the responsibility of regulating exploration and development by the oil and gas industry on the US Outer Continental Shelf (OCS). There is an area of active leases approximately 45 miles east-northeast of Cape Hatteras, North Carolina, referred to as the Manteo Unit. Chevron U.S.A. may propose to drill a single exploratory well in either Block 467 or 510 of the Manteo Unit with a specially outfitted drilling rig. To review environmental and socioeconomic information known, and needed, on the Manteo Unit, a workshop was conducted of February 4--5, 1998, with the North Carolina Department of Environment and Natural Resources (DENR). The objectives of the workshop were to review the state of knowledge for drilling a single exploratory well in either Block 467 or 510; share scientific information obtained since 1990; distinguish between exploration and development activities; share information on drilling technology and industry experience operating in similar physical environments; address scientific concerns regarding the potential impacts of OCS drilling on biological resources; and address concerns regarding onshore (social and economic) impacts from OCS drilling.

    The U.S. Department of Energy (DOE) is currently evaluating the water management procedures at the Separations Process Research Unit (SPRU). The facility has three issues related to water management that require technical assistance: (1) due to a excessive rainfall event in October, 2010, contaminated water collected in basements of G2 and H2 buildings. As a result of this event, the contractor has had to collect and dispose of water offsite; (2) The failure of a sump pump at a KAPL outfall resulted in a Notice of Violation issued by the New York State Department of Environment and Conservation (NYSDEC) and subsequent Consent Order. On-site water now requires treatment and off-site disposition; and (3) stormwater infiltration has resulted in Strontium-90 levels discharged to the storm drains that exceed NR standards. The contractor has indicated that water management at SPRU requires major staff resources (at least 50 persons). The purpose of this review is to determine if the contractor's technical approach warrants the large number of staff resources and to ensure that the technical approach is compliant and in accordance with federal, state and NR requirements.

    The Office of Waste Processing identifies and reduces engineering and technical risks and uncertainties of the waste processing programs and projects of the Department of Energy's Environmental Management (EM) mission through the timely development of solutions to technical issues. The risks, and actions taken to mitigate those risks, are determined through technology readiness assessments, program reviews, technology information exchanges, external technical reviews, technical assistance, and targeted technology development and deployment. The Office of Waste Processing works with other DOE Headquarters offices and project and field organizations to proactively evaluate technical needs, identify multi-site solutions, and improve the technology and engineering associated with project and contract management. Participants in this program are empowered with the authority, resources, and training to implement their defined priorities, roles, and responsibilities. The Office of Waste Processing Multi-Year Program Plan (MYPP) supports the goals and objectives of the U.S. Department of Energy (DOE) - Office of Environmental Management Engineering and Technology Roadmap by providing direction for technology enhancement, development, and demonstration that will lead to a reduction of technical risks and uncertainties in EM waste processing activities. We base our analysis on a review of the most recent resource plans filed by fifteen electric utilities in the Western United States. Virtually all of these utilities made some effort to quantitatively evaluate the potential cost of future carbon regulations when analyzing alternate supply- and demand-side resource options for meeting customer load. Even without Federal climate regulation in the U.S., the prospect of that regulation is already having an impact on utility decision-making and resource choices.   11. Management of Male Breast Cancer in the United States: A Surveillance, Epidemiology and End Results Analysis

    Purpose: To analyze the stage-specific management of male breast cancer (MBC) with surgery and radiation therapy (RT) and relate them to outcomes and to female breast cancer (FBC). Methods and Materials: The Surveillance, Epidemiology, and End Results database was queried for all primary invasive MBC and FBC diagnosed from 1973 to 2008. Analyzable data included age, race, registry, grade, stage, estrogen and progesterone receptor status, type of surgery, and use of RT. Stage was defined as localized (LocD): confined to the breast; regional (RegD): involving skin, chest wall, and/or regional lymph nodes; and distant: M1. The primary endpoint was cause-specific survival (CSS). Results: A total of 4276 cases of MBC and 718,587 cases of FBC were identified. Male breast cancer constituted 0.6% of all breast cancer. Comparing MBC with FBC, mastectomy (M) was used in 87.4% versus 38.3%, and breast-conserving surgery in 12.6% versus 52.6% (P<10{sup ?4}). For males with LocD, CSS was not significantly different for the 4.6% treated with lumpectomy/RT versus the 70% treated with M alone (hazard ratio [HR] 1.33; 95% confidence interval [CI] 0.49-3.61; P=.57). Postmastectomy RT was delivered in 33% of males with RegD and was not associated with an improvement in CSS (HR 1.11; 95% CI 0.88-1.41; P=.37). There was a significant increase in the use of postmastectomy RT in MBC over time: 24.3%, 27.2%, and 36.8% for 1973-1987, 1988-1997, and 1998-2008, respectively (P<.0001). Cause-specific survival for MBC has improved: the largest significant change was identified for men diagnosed in 1998-2008 compared with 1973-1987 (HR 0.73; 95% CI 0.60-0.88; P=.0004). Conclusions: Surgical management of MBC is dramatically different than for FBC. The majority of males with LocD receive M despite equivalent CSS with lumpectomy/RT. Postmastectomy RT is greatly underutilized in MBC with RegD, although a CSS benefit was not demonstrated. Outcomes for MBC are improving, attributable to improved

    The mission of the Department of Energy's (DOE's) Office of Environmental Management (EM) is to clean up the environmental legacy of nuclear weapons research and production during the Cold War. That mission includes cleaning up nuclear waste, contaminated groundwater and soil, nuclear materials, and contaminated facilities covering two million acres of land in thirty-five states. EM's principal program goals include timely completion of tank waste treatment facilities, reduction of the life-cycle costs and acceleration of the cleanup of the Cold War legacy, and reduction of the EM footprint. The mission of the EM Technology Innovation and Development program is to transform science and innovation into practical solutions to achieve the EM mission. During fiscal year 2010 (October 2009-September 2010), EM focused upon accelerating environmental cleanup by expeditiously filling identified gaps in available knowledge and technology in the EM program areas. This report describes some of the approaches and transformational technologies in tank waste processing, groundwater and soil remediation, nuclear materials disposition, and facility deactivation and decommissioning developed during fiscal year 2010 that will enable EM to meet its most pressing program goals.

    The DOE-EM Office of Engineering and Technology is responsible for implementing EM's international cooperative program. The Office of Engineering and Technology's international efforts are aimed at supporting EM's mission of risk reduction and accelerated cleanup of the environmental legacy of the nation's nuclear weapons program and government-sponsored nuclear energy research. To do this, EM pursues collaborations with government organizations, educational institutions, and private industry to identify and develop technologies that can address the site cleanup needs of DOE. The Office of Engineering and Technology has developed a Technology Roadmap and a Multi-year Program Plan to identify technology needs and identify areas for focused research and development to support DOE-EM's environmental cleanup and waste management objectives. The international cooperative program is an important element of the technology development roadmap, leveraging of world-wide expertise in the advancement and deployment of remediation and treatment technologies. Introductory briefings aimed at furthering familiarity with the DOE-EM mission, and the vital role that technology development plays within it, were presented at two international meetings. The Office of Engineering and Technology currently works with the Khlopin Radium Institute (KRI) and SIA Radon Institute in Russia, the International Radioecology Laboratory (IRL) in Ukraine and the Nuclear Engineering and Technology Institute (NETEC) in South Korea through cooperative bilateral arrangements to support EM's accelerated cleanup and closure mission.

    Recent political initiatives and increased willingness in the United States of America (U.S. or USA) to consider federal storage and recycling of used nuclear fuel (UNF), augmented by expressed private interest in developing 31 new nuclear power plants, strongly suggest that the U.S. is on the brink of a nuclear-energy renaissance. Unfortunately, the related UNF-management and -disposition research, technology, and facility developments have been virtually dormant for 25 years. Fortunately, other countries have pursued safe UNF-management and -disposition solutions during this period that the U.S. now can take advantage of to develop the required UNF-management technologies and facilities in a timely and cost-effective manner. The following criteria/concepts for the timely and cost-effective development of safe and secure nuclear facilities were applied to current and planned UNF-management in the U.S. to formulate a potential, holistic, 'rapid-deployment' UNF-management solution at the Nevada Test Site (NTS), referred to as the Nevada National Nuclear Fuel Management Center (3NFMC): - Locate pending UNF-storage and -recycling facilities on the NTS in the vicinity of the Nation's candidate deep geological disposal system (repository) for UNF and other high level radioactive waste (HLW) at the Yucca Mountain (YM) site; - Locate all main UNF-management facilities underground; and - Use best-available technology to site, design, and construct the pending facilities.     Climate change impacts on water resources in the U.S. are likely to be far-reaching and substantial, because the water sector spans many parts of the economy, from supply and demand for agriculture, industry, energy production, transportation and municipal use to damages from natural hazards. This paper provides impact and damage estimates from five water resource-related models in the CIRA frame work, addressing drought risk, flooding damages, water supply and demand, and global water scarcity. The four models differ in the water system assessed, their spatial scale, and the units of assessment, but together they provide a quantitative and descriptive richness in characterizing water resource sector effects of climate change that no single model can capture. The results also address the sensitivity of these estimates to greenhouse gas emission scenarios, climate sensitivity alternatives, and global climate model selection. While calculating the net impact of climate change on the water sector as a whole may be impractical, because each of the models applied here uses a consistent set of climate scenarios, broad conclusions can be drawn regarding the patterns of change and the benefits of GHG mitigation policies for the water sector. Two key findings emerge: 1) climate mitigation policy substantially reduces the impact of climate change on the water sector across multiple dimensions; and 2) the more managed the water resources system, the more tempered the climate change impacts and the resulting reduction of impacts from climate mitigation policies.

    The Area 5 Hazardous Waste Storage Unit (HWSU) was established to support testing, research, and remediation activities at the Nevada Test Site (NTS), a large-quantity generator of hazardous waste. The HWSU, located adjacent to the Area 5 Radioactive Waste Management Site (RWMS), is a prefabricated, rigid steel-framed, roofed shelter used to store hazardous nonradioactive waste generated on the NTS. No offsite generated wastes are managed at the HWSU. Waste managed at the HWSU includes the following categories: Flammables/Combustibles; Acid Corrosives; Alkali Corrosives; Oxidizers/Reactives; Toxics/Poisons; and Other Regulated Materials (ORMs). A list of the regulated waste codes accepted for storage at the HWSU is provided in Section B.2. Hazardous wastes stored at the HWSU are stored in U.S. Department of Transportation (DOT) compliant containers, compatible with the stored waste. Waste transfer (between containers) is not allowed at the HWSU and containers remain closed at all times. Containers are stored on secondary containment pallets and the unit is inspected monthly. Table 1 provides the metric conversion factors used in this application. Table 2 provides a list of existing permits.     Several fossil power plants are upgrading their current analog control with a modern distributed control system (DCS). A unit-specific DCS-based simulator for a fossil plant can offer several advantages if acquired early in the upgrade process. Three basic types of DCS-based simulators are discussed below. The experience of the Illinois Power`s (IP) Hennepin Unit 2 is summarized. The Hennepin simulator was developed in parallel with the new DCS-based control system and ready for use three months prior to the actual unit startup. The advantages gained by IP include an opportunity to test/tune the control systems and time to properly train the operations staff. These activities minimized the number of unit trips following the controls retrofit.

    The proposed Mixed Waste Storage Unit (MWSU) will be located within the Area 5 Radioactive Waste Management Complex (RWMC). Existing facilities at the RWMC will be used to store low-level mixed waste (LLMW). Storage is required to accommodate offsite-generated LLMW shipped to the Nevada Test Site (NTS) for disposal in the new Mixed Waste Disposal Unit (MWDU) currently in the design/build stage. LLMW generated at the NTS (onsite) is currently stored on the Transuranic (TRU) Pad (TP) in Area 5 under a Mutual Consent Agreement (MCA) with the Nevada Division of Environmental Protection, Bureau of Federal Facilities (NDEP/BFF). When the proposed MWSU is permitted, the U.S. Department of Energy (DOE) will ask that NDEP revoke the MCA and onsite-generated LLMW will fall under the MWSU permit terms and conditions. The unit will also store polychlorinated biphenyl (PCB) waste and friable and non-friable asbestos waste that meets the acceptance criteria in the Waste Analysis Plan (Exhibit 2) for disposal in the MWDU. In addition to Resource Conservation and Recovery Act (RCRA) requirements, the proposed MWSU will also be subject to Department of Energy (DOE) orders and other applicable state and federal regulations.     Purpose: To present a strategy to integrate the imaging database of a VERO unit with a treatment management system (TMS) to improve clinical workflow and consolidate image data to facilitate clinical quality control and documentation. Methods: A VERO unit is equipped with both kV and MV imaging capabilities for IGRT treatments. It has its own imaging database behind a firewall. It has been a challenge to transfer images on this unit to a TMS in a radiation therapy clinic so that registered images can be reviewed remotely with an approval or rejection record. In this study, a software system, iPump-VERO, was developed to connect VERO and a TMS in our clinic. The patient database folder on the VERO unit was mapped to a read-only folder on a file server outside VERO firewall. The application runs on a regular computer with the read access to the patient database folder. It finds the latest registered images and fuses them in one of six predefined patterns before sends them via DICOM connection to the TMS. The residual image registration errors will be overlaid on the fused image to facilitate image review. Results: The fused images of either registered kV planar images or CBCT images are fully DICOM compatible. A sentinel module is built to sense new registered images with negligible computing resources from the VERO ExacTrac imaging computer. It takes a few seconds to fuse registered images and send them to the TMS. The whole process is automated without any human intervention. Conclusion: Transferring images in DICOM connection is the easiest way to consolidate images of various sources in your TMS. Technically the attending does not have to go to the VERO treatment console to review image registration prior delivery. It is a useful tool for a busy clinic with a VERO unit.

    As part of the ongoing remedial investigations (RI) at the Navy`s fleet and Industrial Supply Center, Oakland (FISCO)-Alameda Facility/Alameda Annex (the facility), FISC Oakland, and NAS Alameda, the presence of widespread historic chemical contaminants along the interface between the fill material and the former marshland deposits has been discovered. The historic contaminants are believed to have accumulated within the marshland areas prior to the filling activities along the Oakland Inner Harbor. The historic contaminants consist of heavy petroleum hydrocarbons, aromatic hydrocarbons, and polynuclear aromatic hydrocarbons (PAH), apparently generated by the former industries in the area. Three solid waste management units (SWMUs) and eight areas of concern ( AOCs) were identified at the facility. Three SWMUs and 1 AOC were recommended for site investigations as high-priority.

    This paper briefly reviews seven cement-based waste form development programs at six of the US Department of Energy (DOE) sites. These sites have developed a variety of processes that range from producing 25 mm (1 in.) diameter pellets in a glove box to producing 240 m (800 ft.) diameter grout sheets within the bedding planes of a deep shale formation. These successful applications of cement-based waste forms to the many radioactive waste streams from nuclear facilities bear witness to the flexibility and reliability of this class of materials. This paper also discusses the major issues regarding the application of cement-based waste forms to radioactive waste management problems. These issues are (1) leachability, (2) radiation stability, (3) thermal stability, (4) phase complexity of the matrix, and (5) effects of the waste stream composition. A cursory review of current research in each of these areas is given This paper also discusses future trends in cement-based waste form development and applications. 31 references, 11 figures.

    The project site was identified as an abandoned Underground Storage Tank (UST) to be closed under the Department of Energy/Nevada Operations Office (DOE/NV) Environmental Restoration Division (ERD) Program during Fiscal Year 1993. The United States Environmental Protection Agency (EPA) requires that before permanent closure is completed an assessment of the site must take place. The Nevada Division of Environmental Protection (NDEP) requires assessment and corrective actions for a petroleum substance in the soil which exceeds 100 milligrams per kilogram (mg/kg). Subsequent to the tank removal, a hydrocarbon release was identified at the site. The release was reported to the NDEP by DOE/NV on November 30, 1993. Nevada Division of Environmental Management (NDEM) Case Number H931130E was assigned. This final closure report documents the assessment and corrective actions taken for the hydrocarbon release identified at the site. The Notification of Closure, EPA Form 7530-1 dated March 22, 1994, is provided in Appendix A. A 45-day report documenting the notification for a hydrocarbon release was submitted to NDEP on April 6, 1994.

    The Department of Energy (DOE) has prepared an Environmental Assessment evaluating proposed environmental remediation activity at Argonne National Laboratory-East (ANL-E), Argonne, Illinois. The environmental remediation work would (1) reduce, eliminate, or prevent the release of contaminants from a number of Resource Conservation and Recovery Act (RCRA) Solid Waste Management Units (SWMUs) and two radiologically contaminated sites located in areas contiguous with SWMUs, and (2) decrease the potential for exposure of the public, ANL-E employees, and wildlife to such contaminants. The actions proposed for SWMUs are required to comply with the RCRA corrective action process and corrective action requirements of the Illinois Environmental Protection Agency; the actions proposed are also required to reduce the potential for continued contaminant release. Based on the analysis in the EA, the DOE has determined that the proposed action does not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA). Therefore, the preparation of an Environmental Impact Statement is not required.

    The primary goal of this project was to demonstrate a new and novel approach for high resolution, 3D reservoir characterization that can enable better management of CO{sub 2} enhanced oil recovery (EOR) projects and, looking to the future, carbon sequestration projects. The approach adopted has been the subject of previous research by the DOE and others, and relies primarily upon data-mining and advanced pattern recognition approaches. This approach honors all reservoir characterization data collected, but accepts that our understanding of how these measurements relate to the information of most interest, such as how porosity and permeability vary over a reservoir volume, is imperfect. Ideally the data needed for such an approach includes surface seismic to provide the greatest amount of data over the entire reservoir volume of interest, crosswell seismic to fill the resolution gap between surface seismic and wellbore-scale measurements, geophysical well logs to provide the vertical resolution sought, and core data to provide the tie to the information of most interest. These data are combined via a series of one or more relational models to enable, in its most successful application, the prediction of porosity and permeability on a vertical resolution similar to logs at each surface seismic trace location. In this project, the procedure was applied to the giant (and highly complex) SACROC unit of the Permian basin in West Texas, one of the world's largest CO{sub 2}-EOR projects and a potentially world-class geologic sequestration site. Due to operational scheduling considerations on the part of the operator of the field, the crosswell data was not obtained during the period of project performance (it is currently being collected however as part of another DOE project). This compromised the utility of the surface seismic data for the project due to the resolution gap between it and the geophysical well logs. An alternative approach was adopted that utilized a

    In 1979, radioactive waste disposal was an important national issue. State governors were closing the gates on the existing low-level radioactive waste disposal sites and the ultimate disposition of spent fuel was undecided. A few years later, the United States Congress thought they had solved both problems by passing the Low-Level Radioactive Waste Policy Act of 1981, which established a network of regional compacts for low-level radioactive waste disposal, and by passing the Nuclear Waste Policy Act of 1982 to set out how a final resting place for high-level waste would be determined. Upon passage of the acts, State, Regional and Federal officials went to work. Here we are some 30 years later with little to show for our combined effort. The envisioned national repository for high-level radioactive waste has not materialized. Efforts to develop the Yucca Mountain high-level radioactive waste disposal facility were abandoned after spending $13 billion on the failed project. Recently, the Blue Ribbon Commission on America's Nuclear Future issued its draft report that correctly concludes the existing policy toward high-level nuclear waste is 'all but completely broken down'. A couple of new low-level waste disposal facilities have opened since 1981, but neither were the result of efforts under the act. What the Act has done is interject a system of interstate compacts with a byzantine interstate import and export system to complicate the handling of low-level radioactive waste, with attendant costs. As this paper is being written in the fourth-quarter of 2011, after 30 years of political and bureaucratic turmoil, a new comprehensive low-level waste disposal facility at Andrews Texas is approaching its initial operating date. The Yucca Mountain project might be completed or it might not. The US Nuclear Regulatory Commission is commencing a review of their 1981 volume reduction policy statement. The Department of Energy after 26 years has yet to figure out how to

The analysis suggests that unbundling prior to introduction of full competition in generation is particularly successful in stimulating industrial cogeneration; simultaneous introduction of competition and unbundling mainly stimulates non-cogeneration gas-based capacity; and introduction of competition in itself is likely to impede the development of district-heating cogeneration. Furthermore, it is argued that development of wind energy and demand-side management are primarily dependent on the kind of support system set up by policy makers rather than on the liberalization process. Negative impacts of introduction of competition on integrated resource planning and commercial energy services could nevertheless be expected.

    In a multiprocessor system with at least two levels of cache, a speculative thread may run on a core processor in parallel with other threads. When the thread seeks to do a write to main memory, this access is to be written through the first level cache to the second level cache. After the write though, the corresponding line is deleted from the first level cache and/or prefetch unit, so that any further accesses to the same location in main memory have to be retrieved from the second level cache. The second level cache keeps track of multiple versions of data, where more than one speculative thread is running in parallel, while the first level cache does not have any of the versions during speculation. A switch allows choosing between modes of operation of a speculation blind first level cache.

    In FY 1982, DOE and DOE contractor personnel attended 40 international symposia and conferences on fuel reprocessing and waste management subjects. The treatment of high-level waste was the topic most often covered in the visits, with geologic disposal and general waste management also being covered in numerous visits. Topics discussed less frequently inlcude TRU/LLW treatment, airborne waste treatment, D and D, spent fuel handling, and transportation. The benefits accuring to the US from technology exchange activities with other countries are both tangible, e.g., design of equipment, and intangible, e.g., improved foreign relations. New concepts initiated in other countries, particularly those with sizable nuclear programs, are beginning to appear in US efforts in growing numbers. The spent fuel dry storage concept originating in the FRG is being considered at numerous sites. Similarly, the German handling and draining concepts for the joule-heated ceramic melter used to vitrify wastes are being incorporated in US designs. Other foreigh technologies applicable in the US include the slagging incinerator (Belgium), the SYNROC waste form (Australia), the decontamination experience gained in decommissioning the Eurochemic reprocessing plant (Belgium), the engineered surface storage of low- and intermediate-level waste (Belgium, FRG, France), the air-cooled storage of vitrified high-level waste (France, UK), waste packaging (Canada, FRG, Sweden), disposal in salt (FRG), disposal in granite (Canada, Sweden), and sea dumping (UK, Belgium, The Netherlands, Switzerland). These technologies did not necessarily originated or have been tried in the US but for various reasons are now being applied and extended in other countries. This growing nuclear technological base in other countires reduces the number of technology avenues the US need follow to develop a solid nuclear power program.

    On July 27, 1990, the U.S. Environmental Protection Agency (EPA) proposed a regulatory framework (55 FR 30798) for responding to releases of hazardous waste and hazardous constituents from solid waste management units (SWMUs) at facilities seeking permits or permitted under the Resource Conservation and Recovery Act (RCRA). The proposed rule, `Corrective Action for Solid Waste Management Units at Hazardous Waste Facilities`, would create a new Subpart S under the 40 CFR 264 regulations, and outlines requirements for conducting RCRA Facility Investigations, evaluating potential remedies, and selecting and implementing remedies (i.e., corrective measures) at RCRA facilities. EPA anticipates instances where releases or suspected releases of hazardous wastes or constituents from SWMUs identified in a RCRA Facility Assessment, and subsequently addressed as part of required RCRA Facility Investigations, will be found to be non-existent or non-threatening to human health or the environment. Such releases may require no further action. For such situations, EPA proposed a mechanism for making a determination that no further corrective action is needed. This mechanism is known as a Determination of No Further Action (DNFA) (55 FR 30875). This information Brief describes what a DNFA is and discusses the mechanism for making a DNFA.     The U. S. Department of Energy (DOE) is currently developing a Proposed Plan (PP) for remediation of designated sources of chlorinated solvents that contribute contamination to the Southwest (SW) Groundwater Plume at the Paducah Gaseous Diffusion Plant (PGDP), in Paducah, KY. The principal contaminants in the SW Plume are trichloroethene (TCE) and other volatile organic compounds (VOCs); these industrial solvents were used and disposed in various facilities and locations at PGDP. In the SW plume area, residual TCE sources are primarily in the fine-grained sediments of the Upper Continental Recharge System (UCRS), a partially saturated zone that delivers contaminants downward into the coarse-grained Regional Gravel Aquifer (RGA). The RGA serves as the significant lateral groundwater transport pathway for the plume. In the SW Plume area, the four main contributing TCE source units are: (1) Solid Waste Management Unit (SWMU) 1 / Oil Landfarm; (2) C-720 Building TCE Northeast Spill Site (SWMU 211A); (3) C-720 Building TCE Southeast Spill Site (SWMU 211B); and (4) C-747 Contaminated Burial Yard (SWMU 4). The PP presents the Preferred Alternatives for remediation of VOCs in the UCRS at the Oil Landfarm and the C-720 Building spill sites. The basis for the PP is documented in a Focused Feasibility Study (FFS) (DOE, 2011) and a Site Investigation Report (SI) (DOE, 2007). The SW plume is currently within the boundaries of PGDP (i.e., does not extend off-site). Nonetheless, reasonable mitigation of the multiple contaminant sources contributing to the SW plume is one of the necessary components identified in the PGDP End State Vision (DOE, 2005). Because of the importance of the proposed actions DOE assembled an Independent Technical Review (ITR) team to provide input and assistance in finalizing the PP.

These include methods for handling plutonium contaminated equipment, including size reduction, decontamination, and waste packaging, as well as management improvements to streamline planning and work control. These improvements resulted in a safer working environment and reduced project cost, as demonstrated in the overall project efficiency. The topic of this paper is the analysis of how this improved efficiency is reflected in recent unit costs for activities specific to the decommissioning of plutonium facilities. This analysis will allow the Site to quantify the impacts on future Rocky Flats decommissioning activities, and to develop data for planning and cost estimating the decommissioning of future facilities. The paper discusses the methods used to collect and arrange the project data from the individual work areas within Building 771. Regression and data correlation techniques were used to quantify values for different types of decommissioning activities. The discussion includes the approach to identify and allocate overall project support, waste management, and Site support costs based on the overall Site and project costs to provide a ''burdened'' unit cost.     This Environmental Restoration Operations (ER) Consolidated Quarterly Report (ER Quarterly Report) provides the status of ongoing corrective action activities being implemented by Sandia National Laboratories, New Mexico (SNL/NM) for the July, August, and September 2015 quarterly reporting period. The Solid Waste Management Units (SWMUs) and Areas of Concern (AOCs) identified for corrective action at SNL/NM are listed in Table I-1. The work completed during this quarter is reported below in Sections I.2.1 and I.2.2. Section I.2.1 summarizes the quarterly activities at sites undergoing corrective action field activities (SWMUs 8 and 58, 68, 149, 154, and 502, and three groundwater AOCs). Section I.2.2 summarizes quarterly activities at sites where the New Mexico Environment Department (NMED) has issued a certificate of completion and the site is in the corrective action complete (CAC) regulatory process. Currently, the Mixed Waste Landfill (MWL, SWMU 76) is the only site in the CAC regulatory process. Corrective action activities have been deferred at the Long Sled Track (SWMU 83), the Gun Facilities (SWMU 84), and the Short Sled Track (SWMU 240) because these are active mission facilities.

    Rockwell, International, Rocky Flats Plants, is committed to remediating within the scope of RCRA/CERCLA, Solid Waste Managements Units (SWMUs) at Rocky Flats found to be contaminated with hazardous substances. SWMUs fund to have radionuclide (uranium, plutonium, and/or americium) concentrations in the soils and/or groundwater that exceed background levels or regulatory limits will also be included in this remediation effort. This paper briefly summarizes past and present efforts by Rockwell International, Rocky Flats Plant, to identify treatment technologies appropriate for remediating actinide contaminated soils. Many of the promising soil treatments evaluated in Rocky Flats' laboratories during the late 1970's and early 1980's are currently being revisited. These technologies are generally directed toward substantially reducing the volume of contaminated soils, with the subsequent intention of disposing of a small remaining concentrated fraction of contaminated soil in a facility approved to receive radioactive wastes. Treatment processes currently will be treated to remove actinides, and recycled back to the process. Past investigations have included evaluations of dry screening, wet screening, scrubbing, ultrasonics, chemical oxidation, calcination, desliming, flotation, and heavy-liquid density separation. 8 refs., 2 figs.

  14. Using the National Environmental Policy Act to facilitate the transfer of federal lands for economic development

    In order to evaluate the transfer of certain Federal lands at Los Alamos National Laboratory (LANL), the US Department of Energy (DOE) determined that the proposed action had the potential to result in environmental impacts and required the preparation of an Environmental Assessment under the National Environmental Policy Act (NEPA). The specific proposed action evaluated by DOE with support from LANL was the transfer of approximately 28 contiguous acres of underutilized Federal land to the County. This tract was locally referred to as the DP Road tract. Although the land was underutilized, it functioned as part of a larger buffer area between potentially hazardous operations at LANL and the general public. The tract was covered with scrub vegetation. There were no government buildings located on the site. The tract of land had two Resource Conservation and Recovery Act (RCRA) Solid Waste Management Units (SWMUs) located within the tract boundary as well as a buried but active liquid radioactive waste pipeline that crossed the site. The tract of land was adjacent to several other DOE SWMUs as well as a public road. In addition, there were ownership issues pertaining to the transfer of the land to persons and agencies other than the County. This particular tract of land was being considered for transfer to the County at the same time DOE and LANL began evaluating another large Federal land tract for lease to the County to be developed as a private research park.

    The US Department of Energy (DOE) is responsible for compliance with an increasingly complex spectrum of environmental regulations. One of the most complex programs is the corrective action program proposed by the US Environmental Protection Agency (EPA) under the authority of the Resource Conservation and Recovery Act (RCRA) as amended by the Hazardous and Solid Waste Amendments (HSWA). The proposed regulations were published on July 27, 1990. The proposed Subpart S rule creates a comprehensive program for investigating and remediating releases of hazardous wastes and hazardous waste constituents from solid waste management units (SWMUs) at facilities permitted to treat, store, or dispose of hazardous wastes. This proposed rule directly impacts many DOE facilities which conduct such activities. This guidance document explains the entire RCRA Corrective Action process as outlined by the proposed Subpart S rule, and provides guidance intended to assist those persons responsible for implementing RCRA Corrective Action at DOE facilities.
