    Strategic environmental assessment (SEA) focuses primarily on assessing how policies, plans, and programs (PPPs) influence the sustainability of the involved regions. However, the processes of assessing policies and developing management strategies for pollution load and resource use are usually separate in the current SEA system. This study developed a policy management methodology to overcome the defects generated during the above processes. This work first devised a dynamic management framework using the methods of systems thinking, system dynamics, and Managing for Results (MFRs). Furthermore, a driving force-pressure-state-impact-response (DPSIR) indicator system was developed. The golf course installation policy was applied as a case study. Taiwan, counties of Taiwan, and the golf courses within those individual counties were identified as a system, subsystems, and objects, respectively. This study identified an object-linked double-layer framework with multi-stage-option to simultaneously to quantify golf courses in each subsystem and determine ratios of abatement and allocation for pollution load and resource use of each golf course. The DPSIR indicator values for each item of each golf course in each subsystem are calculated based on the options taken in the two decision layers. The summation of indicator values for all items of all golf courses in all subsystems according to various options is defined as the sustainability value of the policy. An optimization model and a system (IDPMS) were developed to obtain the greatest sustainability value of the policy, while golf course quantity, human activity intensity, total quantities of pollution load and resource use are simultaneously obtained. The solution method based on enumeration of multiple bounds for objectives and constraints (EMBOC) was developed for the problem with 1.95 x 10{sup 128} combinations of possible options to solve the optimal solution in ten minutes using a personal computer with 3.0 GHz

    Personnel safety management (PSM) ensures that employee's work conditions are healthy and safe by various proactive and reactive approaches. Nowadays it is a complex phenomenon because of increasing dynamic nature of organisations which results in an increase of accidents. An important part of accident prevention is to understand the existing system properly and make safety strategies for that system. System dynamics modelling appears to be an appropriate methodology to explore and make strategy for PSM. Many system dynamics models of industrial systems have been built entirely for specific host firms. This thesis illustrates an alternative approach. The generic system dynamics model of Personnel safety management was developed and tested in a host firm. The model was undergone various structural, behavioural and policy tests. The utility and effectiveness of model was further explored through modelling a safety scenario. In order to create effective safety policy under resource constraint, DOE (Design of experiment) was used. DOE uses classic designs, namely, fractional factorials and central composite designs. It used to make second order regression equation which serve as an objective function. That function was optimized under budget constraint and optimum value used for safety policy which shown greatest improvement in overall PSM. The outcome of this research indicates that personnel safety management model has the capability for acting as instruction tool to improve understanding of safety management and also as an aid to policy making.

    In this study, to foster the transition to more sustainable energy systems, policymakers have been approving measures to improve energy efficiency as well as promoting smart grids. In this setting, building managers are encouraged to adapt their energy operations to real-time market and weather conditions. Yet, most fail to do so as they rely on conventional building energy management systems (BEMS) that have static temperature set points for heating and cooling equipment. In this paper, we investigate how effective policy measures are at improving building-level energy efficiency compared to a smart BEMS with dynamic temperature set points. To this end, we present an integrated optimisation model mimicking the smart BEMS that combines decisions on heating and cooling systems operations with decisions on energy sourcing. Using data from an Austrian and a Spanish building, we find that the smart BEMS results in greater reduction in energy consumption than a conventional BEMS with policy measures.

    Under the Materials-in-Inventory (MIN) initiative, US DOE intends to develop policies to ensure that materials are managed and use efficiently, cost-effectively, and safely throughout DOE. The MIN initiative covers depleted uranium, scrap metals, chemicals, explosives, spent nuclear fuel, lead, alkali metals, etc.; by far the largest component is depleted uranium hexafluoride (DUF6). A technically defensible approach has been developed and is being used to select a long-term management strategy for DOE`s DUF6 inventory. The same approach can be adapted to management of other materials in inventory that have the potential to be reutilized.

    Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management establishes the policy that Federal agencies conduct their environmental, transportation, and energy-related activities in a manner that is environmentally, economically and fiscally sound, integrated, continually improving, efficient, and sustainable. The Department of Energy (DOE) has approved DOE Order 450.1A, Environmental Protection Program and DOE Order 430.2B, Departmental Energy, Renewable Energy and Transportation Management as the means of achieving the provisions of this Executive Order. DOE Order 450.1A mandates the development of Environmental Management Systems (EMS) to implement sustainable environmental stewardship practices that: (1) Protect the air, water, land, and other natural and cultural resources potentially impacted by facility operations; (2) Meet or exceed applicable environmental, public health, and resource protection laws and regulations; and (3) Implement cost-effective business practices. In addition, the DOE Order 450.1A mandates that the EMS must be integrated with a facility's Integrated Safety Management System (ISMS) established pursuant to DOE P 450.4, 'Safety Management System Policy'. DOE Order 430.2B mandates an energy management program that considers energy use and renewable energy, water, new and renovated buildings, and vehicle fleet activities. The Order incorporates the provisions of the Energy Policy Act of 2005 and Energy Independence and Security Act of 2007. The Order also includes the DOE's Transformational Energy Action Management initiative, which assures compliance is achieved through an Executable Plan that is prepared and updated annually by Lawrence Berkeley National Laboratory (LBNL, Berkeley Lab, or the Laboratory) and then approved by the DOE Berkeley Site Office. At the time of this revision to the EMS plan, the 'FY2009 LBNL Sustainability Executable Plan' represented the most current Executable Plan. These

This paper details the emergence of Social Impact Management Plans (SIMPs) and undertakes an analysis of innovations in corporate and public policy that have put in place ongoing processes – assessment, management and monitoring – to better identify the nature and scope of the social impacts that might occur during implementation and to proactively respond to change across the lifecycle of developments. Four leading practice examples are analyzed. The International Finance Corporation (IFC) Performance Standards require the preparation of Environmental and Social Management Plans for all projects financed by the IFC identified as having significant environmental and social risks. Anglo American, a major resources company, has introduced a Socio-Economic Assessment Toolbox, which requires mine sites to undertake regular assessments and link these assessments with their internal management systems, monitoring activities and a Social Management Plan. In South Africa, Social and Labour Plans are submitted with an application for a mining or production right. In Queensland, Australia, Social Impact Management Plans were developed as part of an Environmental Impact Statement, which included assessment of social impacts. Collectively these initiatives, and others, are a practical realization of theoretical conceptions of SIA that include management and monitoring as core components of SIA. The paper concludes with an analysis of the implications for the practice of impact assessment including a summary of key criteria for the design and implementation of effective SIMPs. -- Highlights: • Social impact management plans are effective strategies to manage social issues. • They are developed in partnership with regulatory agencies, investors and community.

    This report provides a chronological history of policies and practices relating to the management of radioactive waste for which the US Atomic Energy Commission and its successor agencies, the Energy Research and Development Administration and the Department of Energy, have been responsible since the enactment of the Atomic Energy Act in 1946. The defense programs and capabilities that the Commission inherited in 1947 are briefly described. The Commission undertook a dramatic expansion nationwide of its physical facilities and program capabilities over the five years beginning in 1947. While the nuclear defense activities continued to be a major portion of the Atomic Energy Commission`s program, there was added in 1955 the Atoms for Peace program that spawned a multiplicity of peaceful use applications for nuclear energy, e.g., the civilian nuclear power program and its associated nuclear fuel cycle; a variety of industrial applications; and medical research, diagnostic, and therapeutic applications. All of these nuclear programs and activities generated large volumes of radioactive waste that had to be managed in a manner that was safe for the workers, the public, and the environment. The management of these materials, which varied significantly in their physical, chemical, and radiological characteristics, involved to varying degrees the following phases of the waste management system life cycle: waste characterization, storage, treatment, and disposal, with appropriate transportation linkages. One of the benefits of reviewing the history of the waste management program policies and practices if the opportunity it provides for identifying the lessons learned over the years. Examples are summarized at the end of the report and are listed in no particular order of importance.

The system includes a differential pressure flow meter which samples pressure readings at various points of interest throughout the system and uses pressure differentials derived from the pressure readings to determine gas and liquid phase mass flow rates of the high void fraction multiphase flow. One or both of the gas and liquid phase mass flow rates are then compared with predetermined criteria. In the event such mass flow rates satisfy the predetermined criteria, a well control system implements a correlating adjustment action respecting the multiphase flow. In this way, various parameters regarding the high void fraction multiphase flow are used as control inputs to the well control system and thus facilitate management of well operations.

    Climate change is a driving force behind some recent environmental legislation around the world. Greenhouse gas emission reduction targets have been set in many industrialised countries. A change in current practices of almost all greenhouse-emitting industrial sectors is unavoidable, if the set targets is to be achieved. Although, waste disposal contributes around 3% of the total greenhouse gas emissions in Australia (mainly due to fugitive methane emissions from landfills), the carbon credit and trading scheme set to start in 2010 presents significant challenges and opportunities to municipal solid waste practitioners. Technological advances in waste management, if adopted properly, allow the municipal solid waste sector to act as carbon sink, hence earning tradable carbon credits. However, due to the complexity of the system and its inherent uncertainties, optimizing it for carbon credits may worsen its performance under other criteria. We use an integrated, stochastic multi-criteria decision-making tool that we developed earlier to analyse the carbon credit potential of Sydney municipal solid waste under eleven possible future strategies. We find that the changing legislative environment is likely to make current practices highly non-optimal and increase pressures for a change of waste management strategy.

The Manager, Richland Operations Office (RL), initiated a combined Phase 1 and Phase 2 Integrated Safety Management Verification review to confirm that PNNL had successfully submitted a description of their ISMS and had implemented ISMS within the laboratory facilities and processes. A combined review was directed by the Manager, RL, based upon the progress PNNL had made in the implementation of ISM. This report documents the results of the review conducted to verify: (1) that the PNNL integrated safety management system description and enabling documents and processes conform to the guidance provided by the Manager, RL; (2) that corporate policy is implemented by line managers; (3) that PNNL has provided tailored direction to the facility management; and (4) the Manager, RL, has documented processes that integrate their safety activities and oversight with those of PNNL. The general conduct of the review was consistent with the direction provided by the Under Secretary`s Draft Safety Management System Review and Approval Protocol. The purpose of this review was to provide the Manager, RL, with a recommendation to the adequacy of the ISMS description of the Pacific Northwest Laboratory based upon compliance with the requirements of 49 CFR 970.5204(-2 and -78); and, to provide an evaluation of the extent and maturity of ISMS implementation within the Laboratory.     Forests will continue to disappear rapidly, the authors contend, until they are recognized as a valuable economic resource. This paper examines the causes of deforestation in Asia and suggests practical ways to achieve sustainable forest management. The report focuses on commercial logging, demand for firewood and fodder, and clearing forest land for farming. Economic policies and forest institutions have failed to protect natural forests. The authors point out technical problems that hinder forest management, such as improper tree harvesting. They describe conflicting goals among forest users and government investments that deplete forests. The authors argue that sustainable forest management calls for sound pricing policies and strong institutions to enforce them. They discuss benefit-sharing schemes that give local people incentives to protect forests and new ways to manage tree plantations to serve many different users. Detailed case studies look at effective forest management programs in Indonesia, Malaysia, Papua New Guinea, and the Philippines. The paper examines profitable opportunities for trade in environmental services. Such trade would involve industrial countries paying developing nations not to clear their natural forests.     This technical paper provides a broad analysis of forestry policy in Zimbabwe. Some two dozen contributors look at forestry as a provider of livelihood, homes and workplaces, and industrial commodities. The first section of the paper concentrates on the social and macroeconomic goals of forestry in Zimbabwe and on its place in rural agriculture. Contributors examine the issues of land tenure and the culture of common property, the practice of woodland management, and control of and participation in management and policy development. The second section focuses on the status of the forest industry in Zimbabwe and on its capacity to manage and expand existing commercial plantations. The paper explores the main issues the sector faces, including growing concentration of ownership versus the government`s objective of wider participation in the industry. They discuss the effects of trade liberalization on its competitive position, both among other agricultural sectors within Zimbabwe and with competitors outside the country. Included is a color map of Zimbabwe`s woodlands. Many forestry programs worldwide face the issues discussed in this work. It will be of interest to planners, policymakers, teachers, and students of rural development and forestry.

    Low level radioactive waste (LLW) is generated from various nuclear applications in Bangladesh. The major sources of radioactive waste in the country are at present: (a) the 3 MW TRIGA Mark-II research reactor; (b) the radioisotope production facility; (c) the medical, industrial and research facilities that use radionuclides; and (d) the industrial facility for processing monazite sands. Radioactive waste needs to be safely managed because it is potentially hazardous to human health and the environment. According to Nuclear Safety and Radiation Control Act-93, the Bangladesh Atomic Energy Commission (BAEC) is the governmental body responsible for the receipt and final disposal of radioactive wastes in the whole country. Waste management policy has become an important environmental, social, and economical issue for LLW in Bangladesh. Policy and strategies will serve as a basic guide for radioactive waste management in Bangladesh. The waste generator is responsible for on-site collection, conditioning and temporary storage of the waste arising from his practice. The Central Waste Processing and Storage Unit (CWPSU) of BAEC is the designated national facility with the requisite facility for the treatment, conditioning and storage of radioactive waste until a final disposal facility is established and becomes operational. The Regulatory Authority is responsible for the enforcement of compliance with provisions of the waste management regulation and other relevant requirements by the waste generator and the CWPSU. The objective of this paper is to present, in a concise form, basic information about the radioactive waste management infrastructure, regulations, policies and strategies including the total inventory of low level radioactive waste in the country.     n this paper we address the problem of online optimization of the supervisory power management control in parallel hybrid electric vehicles (HEVs). We model HEV opera- tion as a controlled Markov chain using the long-run expected average cost per unit time criterion, and we show that the control policy yielding the Pareto optimal solution minimizes the average cost criterion online. The effectiveness of the proposed solution is validated through simulation and compared to the solution derived with dynamic programming using the average cost criterion.

    This report summarizes the outcome of U.S. Department of Energy (DOE) contract DE-OE0000543, requesting the design of a Cryptographic Key Management System (CKMS) for the secure management of cryptographic keys for the energy sector infrastructure. Prime contractor Sypris Electronics, in collaboration with Oak Ridge National Laboratories (ORNL), Electric Power Research Institute (EPRI), Valicore Technologies, and Purdue University's Center for Education and Research in Information Assurance and Security (CERIAS) and Smart Meter Integration Laboratory (SMIL), has designed, developed and evaluated the CKMS solution. We provide an overview of the project in Section 3, review the core contributions of all contractors in Section 4, and discuss bene ts to the DOE in Section 5. In Section 6 we describe the technical construction of the CKMS solution, and review its key contributions in Section 6.9. Section 7 describes the evaluation and demonstration of the CKMS solution in different environments. We summarize the key project objectives in Section 8, list publications resulting from the project in Section 9, and conclude with a discussion on commercialization in Section 10 and future work in Section 11.

    The goals for plutonium management have changed dramatically over the past few years. Today, the challenge is focused on isolating plutonium from the environment and preparing it for permanent disposition. In parallel, the requirements for managing plutonium are rapidly changing. For example, there is a significant increase in public awareness on how facilities operate, increased attention to environmental safety and health (ES and H) concerns, greater interest in minimizing waste, more emphasis on protecting material from theft, providing materials for international inspection, and a resurgence of interest in using plutonium as an energy source. Of highest concern, in the immediate future, is protecting plutonium from theft or diversion, while the national policy on disposition is debated. These expanded requirements are causing a broadening of responsibilities within the Department of Energy (DOE) to include at least seven organizations. An unavoidable consequence is the divergence in approach and short-term goals for managing similar materials within each organization. The technology base does exist, properly, safely, and cost effectively to extract plutonium from excess weapons, residues, waste, and contaminated equipment and facilities, and to properly stabilize it. Extracting the plutonium enables it to be easily inventoried, packaged, and managed to minimize the risk of theft and diversion. Discarding excess plutonium does not sufficiently reduce the risk of diversion, and as a result, long-term containment of plutonium from the environment may not be able to be proven to the satisfaction of the public.

    The goal of this 3-year project was to facilitate a more productive dynamic matching between resource providers and resource consumers in Grid environments by explicitly specifying policies. There were broadly two problems being addressed by this project. First, there was a lack of an Open Grid Services Architecture (OGSA)-compliant mechanism for expressing, storing and retrieving user policies and Virtual Organization (VO) policies. Second, there was a lack of tools to resolve and enforce policies in the Open Services Grid Architecture. To address these problems, our overall approach in this project was to make all policies explicit (e.g., virtual organization policies, resource provider policies, resource consumer policies), thereby facilitating policy matching and policy negotiation. Policies defined on a per-user basis were created, held, and updated in MyPolMan, thereby providing a Grid user to centralize (where appropriate) and manage his/her policies. Organizationally, the corresponding service was VOPolMan, in which the policies of the Virtual Organization are expressed, managed, and dynamically consulted. Overall, we successfully defined, prototyped, and evaluated policy-based resource management and access control for OGSA-based Grids. This DOE project partially supported 17 peer-reviewed publications on a number of different topics: General security for Grids, credential management, Web services/OGSA/OGSI, policy-based grid authorization (for remote execution and for access to information), policy-directed Grid data movement/placement, policies for large-scale virtual organizations, and large-scale policy-aware grid architectures. In addition to supporting the PI, this project partially supported the training of 5 PhD students.

The market has several existing software products for outage management. How does a utility judge whether these products satisfy their specific needs?     Xcpu2 is a new process management system that allows the users to specify custom file system for a running job. Most cluster management systems enforce single software distribution running on all nodes. Xcpu2 allows programs running on the cluster to work in environment identical to the user's desktop, using the same versions of the libraries and tools the user installed locally, and accessing the configuration file in the same places they are located on the desktop. Xcpu2 builds on our earlier work with the Xcpu system. Like Xcpu, Xcpu2's process management interface is represented as a set of files exported by a 9P file server.     A thermal management system for a vehicle includes a heat exchanger having a thermal energy storage material provided therein, a first coolant loop thermally coupled to an electrochemical storage device located within the first coolant loop and to the heat exchanger, and a second coolant loop thermally coupled to the heat exchanger. The first and second coolant loops are configured to carry distinct thermal energy transfer media. The thermal management system also includes an interface configured to facilitate transfer of heat generated by an internal combustion engine to the heat exchanger via the second coolant loop in order to selectively deliver the heat to the electrochemical storage device. Thermal management methods are also provided.

    There are as many unique and disparate manifestations of border systems as there are borders to protect. Border Security is a highly complex system analysis problem with global, regional, national, sector, and border element dimensions for land, water, and air domains. The complexity increases with the multiple, and sometimes conflicting, missions for regulating the flow of people and goods across borders, while securing them for national security. These systems include frontier border surveillance, immigration management and customs functions that must operate in a variety of weather, terrain, operational conditions, cultural constraints, and geopolitical contexts. As part of a Laboratory Directed Research and Development Project 08-684 (Year 1), the team developed a reference framework to decompose this complex system into international/regional, national, and border elements levels covering customs, immigration, and border policing functions. This generalized architecture is relevant to both domestic and international borders. As part of year two of this project (09-1204), the team determined relevant relative measures to better understand border management performance. This paper describes those relative metrics and how they can be used to improve border management systems.

    The CRD addresses the requirements of Department of Energy (DOE) Order 413.3-Change 1, ''Program and Project Management for the Acquisition of Capital Assets'', by providing the Secretarial Acquisition Executive (Level 0) scope baseline and the Program-level (Level 1) technical baseline. The Secretarial Acquisition Executive approves the Office of Civilian Radioactive Waste Management's (OCRWM) critical decisions and changes against the Level 0 baseline; and in turn, the OCRWM Director approves all changes against the Level 1 baseline. This baseline establishes the top-level technical scope of the CRMWS and its three system elements, as described in section 1.3.2. The organizations responsible for design, development, and operation of system elements described in this document must therefore prepare subordinate project-level documents that are consistent with the CRD. Changes to requirements will be managed in accordance with established change and configuration control procedures. The CRD establishes requirements for the design, development, and operation of the CRWMS. It specifically addresses the top-level governing laws and regulations (e.g., ''Nuclear Waste Policy Act'' (NWPA), 10 Code of Federal Regulations (CFR) Part 63, 10 CFR Part 71, etc.) along with specific policy, performance requirements, interface requirements, and system architecture. The CRD shall be used as a vehicle to incorporate specific changes in technical scope or performance requirements that may have significant program implications. Featuring an open-platform, cloud- hosted application suite and an intuitive user experience, this solution simplifies a traditionally very complex process by collecting data from disparate building systems and creating a single, integrated view of building and system performance. The Fault Detection and Diagnostics algorithms developed within the IBMS have been designed and tested as an integrated component of the control algorithms running the equipment being monitored. The algorithms identify the normal control behaviors of the equipment without interfering with the equipment control sequences. The algorithms also work without interfering with any cooperative control sequences operating between different pieces of equipment or building systems. In this manner the FDD algorithms create an integrated building management system.

    From 1978 to 1981, the Department of Energy (DOE) awarded more than 2200 small grants worth more than $25 million to individuals, organizations and small businesses across the nation for the purposes of researching, developing and demonstrating appropriate technologies. Grants were given in the full range of technology areas, including conservation, solar, biomass, wind, geothermal, and hydro power. The final report from each DOE grantee was reviewed in an effort to extract information about new ideas and proven concepts that could be of value to the public. To manage the growing wealth of information from the grant reports, and to monitor the report review process, the Appropriate Technology Management Information System (ATMIS), a computer data base, was developed.     The configuration management program for the Tank Waste Remediation System (TWRS) Project Mission supports management of the project baseline by providing the mechanisms to identify, document, and control the functional and physical characteristics of the products. This document is one of the tools used to develop and control the mission and work. It is an integrated approach for control of technical, cost, schedule, and administrative information necessary to manage the configurations for the TWRS Project Mission. Configuration management focuses on five principal activities: configuration management system management, configuration identification, configuration status accounting, change control, and configuration management assessments. TWRS Project personnel must execute work in a controlled fashion. Work must be performed by verbatim use of authorized and released technical information and documentation. Application of configuration management will be consistently applied across all TWRS Project activities and assessed accordingly. The Project Hanford Management Contract (PHMC) configuration management requirements are prescribed in HNF-MP-013, Configuration Management Plan (FDH 1997a). This TWRS Configuration Management Plan (CMP) implements those requirements and supersedes the Tank Waste Remediation System Configuration Management Program Plan described in Vann, 1996. HNF-SD-WM-CM-014, Tank Waste Remediation System Configuration Management Implementation Plan (Vann, 1997) will be revised to implement the requirements of this plan. This plan provides the responsibilities, actions and tools necessary to implement the requirements as defined in the above referenced documents.

Systems thinking needed for multi-scale, self-organizing eco-social waste systems. - Abstract: Solid waste management (SWM) has become an issue of increasing global concern as urban populations continue to rise and consumption patterns change. The health and environmental implications associated with SWM are mounting in urgency, particularly in the context of developing countries. While systems analyses largely targeting well-defined, engineered systems have been used to help SWM agencies in industrialized countries since the 1960s, collection and removal dominate the SWM sector in developing countries. This review contrasts the history and current paradigms of SWM practices and policies in industrialized countries with the current challenges and complexities faced in developing country SWM. In industrialized countries, public health, environment, resource scarcity, climate change, and public awareness and participation have acted as SWM drivers towards the current paradigm of integrated SWM. However, urbanization, inequality, and economic growth; cultural and socio-economic aspects; policy, governance, and institutional issues; and international influences have complicated SWM in developing countries. This has limited the applicability of approaches that were successful along the SWM development trajectories of industrialized countries. This review demonstrates the importance of founding new SWM approaches for developing country contexts in post-normal science and complex, adaptive systems thinking.

    A method for assessing management systems for low-level radioactive waste is being developed for US Department of Energy. The method is based on benefit-cost-risk analysis. Waste management is broken down into its component steps, which are generation, treatment, packaging, storage, transportation, and disposal. Several different alternatives available for each waste management step are described. A particular waste management system consists of a feasible combination of alternatives for each step. Selecting an optimal waste management system would generally proceed as follows: (1) qualitative considerations are used to narrow down the choice of waste management system alternatives to a manageable number; (2) the costs and risks for each of these system alternatives are evaluated; (3) the number of alternatives is further reduced by eliminating alternatives with similar risks but higher costs, or those with similar costs but higher risks; (4) a trade-off factor between cost and risk is chosen and used to compute the objective function (sum of the cost and risk); and (5) the selection of the optimal waste management system among the remaining alternatives is made by choosing the alternative with the smallest value for the objective function. The authors propose that the REGINALT software system, developed by EG and G Idaho, Inc., as an acid for managers of low-level commerical waste, be augmented for application to the managment of DOE-generated waste. Specific recommendations for modification of the REGINALT system are made. 51 refs., 3 figs., 2 tabs.

    To systematically manage the energy consumption of existing buildings, the government has to enforce greenhouse gas reduction policies. However, most of the policies are not properly executed because they do not consider various factors from the urban level perspective. Therefore, this study aimed to conduct a dynamic analysis of an urban-based low-carbon policy using system dynamics, with a specific focus on housing and green space. This study was conducted in the following steps: (i) establishing the variables of urban-based greenhouse gases (GHGs) emissions; (ii) creating a stock/flow diagram of urban-based GHGs emissions; (iii) conducting an information analysis using the system dynamics; and (iv) proposing the urban-based low-carbon policy. If a combined energy policy that uses the housing sector (30%) and the green space sector (30%) at the same time is implemented, 2020 CO{sub 2} emissions will be 7.23 million tons (i.e., 30.48% below 2020 business-as-usual), achieving the national carbon emissions reduction target (26.9%). The results of this study could contribute to managing and improving the fundamentals of the urban-based low-carbon policies to reduce greenhouse gas emissions.

    A thermal management system for a vehicle includes a heat exchanger having a thermal energy storage material provided therein, a first coolant loop thermally coupled to an electrochemical storage device located within the first coolant loop and to the heat exchanger, and a second coolant loop thermally coupled to the heat exchanger. The first and second coolant loops are configured to carry distinct thermal energy transfer media. The thermal management system also includes an interface configured to facilitate transfer of heat generated by an internal combustion engine to the heat exchanger via the second coolant loop in order to selectively deliver the heat to the electrochemical storage device. Thermal management methods are also provided.

    This final report details the components, functionality, costs, schedule and benefits of developing an Integrated Distribution Management System (IDMS) for power distribution system operation. The Distribution Automation (DA) and Supervisory Control and Data Acquisition (SCADA) systems used by electric power companies to manage the distribution of electric power to retail energy consumers are vital components of the Nation’s critical infrastructure. Providing electricity is an essential public service and a disruption in that service, if not quickly restored, could threaten the public safety and the Nation’s economic security. Our Nation’s economic prosperity and quality of life have long depended on the essential services that utilities provide; therefore, it is necessary to ensure that electric utilities are able to conduct their operations safely and efficiently. A fully integrated technology of applications is needed to link various remote sensing, communications and control devices with other information tools that help guide Power Distribution Operations personnel. A fully implemented IDMS will provide this, a seamlessly integrated set of applications to raise electric system operating intelligence. IDMS will enhance DA and SCADA through integration of applications such as Geographic Information Systems, Outage Management Systems, Switching Management and Analysis, Operator Training Simulator, and other Advanced Applications, including unbalanced load flow and fault isolation/service restoration. These apps are capable of utilizing and obtaining information from appropriately installed DER, and by integrating disparate systems, the Distribution Operators will benefit from advanced capabilities when analyzing, controlling and operating the electric system.

    The transport of municipal solid waste through legal means is commonly known as waste flow control. Flow control ordinances prohibit the export of locally generated solid waste to disposal sites outside of a jurisdiction, requiring delivery to a locally designated facility for disposal or processing. Local governments use flow control to support public facilities and to comply with federal and state mandates. A decision by Supreme Court in May, 1994 invalidated the use of flow control by local governments raising important policy questions concerning balances between providing low-cost service to rate-payers, the value of conserving disposal capacity be developing expensive waste management programs, and the protection of the environment from the dangers of poor solid waste management. Since Congress is currently considering passage of federal legislation which would restore flow control authority to local government, there is a need to evaluate waste flow control from economic, environmental, political and social perspectives. This analysis attempts to evaluate flow control policies within an interdisciplinary framework. It examines not only the economic consequences of flow control policies, but also the social and environmental objectives that local governments claim are achieved via use of flow control. The analysis reveals that flow control introduces economic distortions into a highly competitive market for solid waste services, a market which consistently produces lower costs than flow-controlled, publicly-sponsored facilities. Important questions are raised concerning the allocation of risk in capital investments made by municipalities that use flow control to insulate investors and themselves from financial liability. Controlling waste flow helps local governments fulfill regulatory responsibilities that may not be met by reliance on competitive market forces.

    A system for monitoring parameters of an energy storage system having a multiplicity of individual energy storage cells. A radio frequency identification and sensor unit is connected to each of the individual energy storage cells. The radio frequency identification and sensor unit operates to sense the parameter of each individual energy storage cell and provides radio frequency transmission of the parameters of each individual energy storage cell. A management system monitors the radio frequency transmissions from the radio frequency identification and sensor units for monitoring the parameters of the energy storage system.

    A Data Management System for Organic Soil (DMSOS) has been developed that enables the acquisition, management and analysis of organic soil data as well as the presentation of results to be conducted effectively through a common interface. This development was in response to the data management needs of research investigating the engineering properties of organic soil and its extension to the stabilization of organic soil through dynamic replacement (DR). It is shown how the above functions are implemented efficiently using Windows-based software to perform comprehensive data management and analysis of data gathered from both laboratory and field tests. When the engineering properties of a given organic soil deposit are needed, a build-in Computer Advisor for Organic Soil Projects (CAOSP) predicts the properties from DMSOS based correlations. A unique and useful feature of the CAOSP is its ability to estimate the anticipated ultimate settlement of an organic soil deposit given the loading conditions and the moisture or organic content. Also incorporated in the DMSOS is a quality control system that utilizes computerized data acquisition/data management techniques in order to evaluate the degree of improvement of an organic soil layer at a given stage of treatment using DR.

    The purpose of this paper is to document a few of the many environmental information systems that currently exist worldwide. The paper is not meant to be a comprehensive list; merely a discussion of a few of the more technical environmental database systems that are available. Regulatory databases such as US Environmental Protection Agency`s (EPA`s) RODS (Records of Decision System) database [EPA, 1993] and cost databases such as EPA`s CORA (Cost of Remedial Action) database [EPA, 1993] are not included in this paper. Section 2 describes several US Department of Energy (DOE) Environmental Restoration and Waste Management (EM) information systems and databases. Section 3 discusses several US EPA information systems on waste sites and technologies. Section 4 summarizes a few of the European Community environmental information systems, networks, and clearinghouses. And finally, Section 5 provides a brief overview of Geographical Information Systems. Section 6 contains the references, and the Appendices contain supporting information.

    An electric system including at least a pair of battery strings and an AC source minimizes the use and maximizes the efficiency of the AC source by using the AC source only to charge all battery strings at the same time. Then one or more battery strings is used to power the load while management, such as application of a finish charge, is provided to one battery string. After another charge cycle, the roles of the battery strings are reversed so that each battery string receives regular management.

    Approximately one-third of the land surface of the Earth is considered to be arid or semi-arid with an annual average of less than 12-14 inches of rainfall. The availability of water in such regions is of course, particularly sensitive to climate variability while the demand for water is experiencing explosive population growth. The competition for available water is exerting considerable pressure on the water resources management. Policy and decision makers in the southwestern U.S. increasingly have to cope with over-stressed rivers and aquifers as population and water demands grow. Other factors such as endangered species and Native American water rights further complicate the management problems. Further, as groundwater tables are drawn down due to pumping in excess of natural recharge, considerable (potentially irreversible) environmental impacts begin to be felt as, for example, rivers run dry for significant portions of the year, riparian habitats disappear (with consequent effects on the bio-diversity of the region), aquifers compact resulting in large scale subsidence, and water quality begins to suffer. The current drought (1999-2002) in the southwestern U.S. is raising new concerns about how to sustain the combination of agricultural, urban and in-stream uses of water that underlie the socio-economic and ecological structure in the region. The water stressed nature of arid and semi-arid environments means that competing water uses of various kinds vie for access to a highly limited resource. If basin-scale water sustainability is to be achieved, managers must somehow achieve a balance between supply and demand throughout the basin, not just for the surface water or stream. The need to move water around a basin such as the Rio Grande or Colorado River to achieve this balance has created the stimulus for water transfers and water markets, and for accurate hydrologic information to sustain such institutions [Matthews et al. 2002; Brookshire et al 2003

    This paper describes the Nuclear Materials Management and Safeguards System (NMMSS) which is sponsored by the Department of Energy and the Nuclear Regulatory Commission. The system serves national security and program management interests, and international interests in the programs for the peaceful application of nuclear energy and non-proliferation of nuclear weapons. Within the scope of the NMMSS are found all nuclear materials applied and controlled under United States law and related international agreements, including U.S. nuclear materials production programs and U.S. private nuclear industrial activities. In addition, its national and international scope enables it to provide services to other organizations such as the Arms Control and Disarmament Agency, the Department of State, and the U.S. Congress.

    Sandia National Laboratories/New Mexicos (SNL/NM) Environmental Management System is the integrated approach for members of the workforce to identify and manage environmental risks. Each Fiscal Year (FY) SNL/NM performs an analysis to identify environmental aspects, and the environmental programs associated with them are charged with the task of routinely monitoring and measuring the objectives and targets that are established to mitigate potential impacts of SNL/NMs operations on the environment. An annual summary of the results achieved towards meeting established Sandia Corporation and SNL/NM Site-specific objectives and targets provides a connection to, and rational for, annually revised environmental aspects. The purpose of this document is to summarize the results achieved and documented in FY2013.
