    To meet the DOE`s commitment to operate its facilities in a safe, economic, and environmentally sound manner, and to comply with all applicable federal, state, and local rules, regulations, and agreements, DOE created the Office of Environmental Restoration and Waste Management (EM) in 1989 to focus efforts on controlling waste management and cleaning up contaminated sites. In the first few years of its existence, the Office of Waste Management (EM-30) has concentrated on operational and corrective activities at the sites. In 1992, the Office of Waste Management began to apply an integrated approach to managing its various waste types. Consequently, DOE established the Low-Level Waste Management Program (LLWMP) to properly manage its complex-wide LLW in a consistent manner. The objective of the LLWMP is to build and operate an integrated, safe, and cost-effective program to meet the needs of waste generators. The program will be based on acceptable risk and sound planning, resulting in public confidence and support. Strategic planning of the program is under way and is expected to take two to three years before implementation of the integrated waste management approach.

    The proposed COPS (Coastal Ocean Prediction Systems) program is concerned with combining numerical models with observations (through data assimilation) to improve our predictive knowledge of the coastal ocean. It is oriented toward applied research and development and depends upon the continued pursuit of basic research in programs like COOP (Coastal Ocean Processes); i.e., to a significant degree it is involved with ``technology transfer`` from basic knowledge to operational and management applications. This predictive knowledge is intended to address a variety of societal problems: (1) ship routing, (2) trajectories for search and rescue operations, (3) oil spill trajectory simulations, (4) pollution assessments, (5) fisheries management guidance, (6) simulation of the coastal ocean`s response to climate variability, (7) calculation of sediment transport, (8) calculation of forces on structures, and so forth. The initial concern is with physical models and observations in order to provide a capability for the estimation of physical forces and transports in the coastal ocean. For all these applications, there are common needs for physical field estimates: waves, tides, currents, temperature, and salinity, including mixed layers, thermoclines, fronts, jets, etc. However, the intent is to work with biologists, chemists, and geologists in developing integrated multidisciplinary prediction systems as it becomes feasible to do so. From another perspective, by combining observations with models through data assimilation, a modern approach to monitoring is provided through whole-field estimation.

    The Institute for Defense Analyses (IDA) has collected and analyzed information on battle management algorithm technology that is relevant to Battle Management/Command, Control and Communications (BM/C3). This Memorandum Report represents a program plan that will provide the BM/C3 Directorate of the Strategic Defense Initiative Organization (SDIO) with administrative and technical insight into algorithm technology. This program plan focuses on current activity in algorithm development and provides information and analysis to the SDIO to be used in formulating budget requirements for FY 1988 and beyond. Based upon analysis of algorithm requirements and ongoing programs, recommendations have been made for research areas that should be pursued, including both the continuation of current work and the initiation of new tasks. This final report includes all relevant material from interim reports as well as new results.

    The Strategic Defense Initiative Organization (SDIO) and its proponents (U.S. Army and U.S. Air Force) plan to conduct Demonstration/Validation tests of the BM/C3 technology. These tests will demonstrate the ability of the technology to perform the required tasks, and will validate a future decision on whether to proceed with Full-Scale Development. Demonstration/Validation tests would be conducted at the Advanced Research Center, Electronic Systems Division, National Test Facility, Rome Air Development Center, Nevada Test Site, Harry Diamond Laboratories, and at contractor facilities. Tests would include analyses, simulations, and component/assembly tests. This document addresses the potential environmental consequences of the Demonstration/Validation testing of the BM/C3 technology.

    This strategic plan addresses information management for the Environmental Restoration (ER) Program at the Hanford Site. This Program leads the cleanup of the Hanford Site`s soil, groundwater, buried waste, and the decontamination and decommissioning of facilities. The vision that drives this strategic plan is to ensure that quality information is available to the people who need it, when they need it, at a convenient location, in a usable form, and at an acceptable cost. Although investments are being made in managing the vast amounts of information, which include data, records and documents associated with the Hanford Site`s production history and new cleanup mission, it is widely recognized that efforts to date have not accomplished the vision. Effective information management involves more than the compilation of massive amounts of electronic and non-electronic information. It also involves integrating information management into business processes that support user`s needs and decisionmaking. Only then can information management complement and enable environmental restoration priorities and practices, help identify environmental restoration requirements, and enable communication within the Environmental Restoration Program and between the Program and its stakeholders. Successfully accomplishing the Hanford Site mission requires an integrated approach to information management that crosses organizational boundaries, streamlines existing systems, and builds new systems that support the needs of the future. This plan outlines that approach.

    This document reports findings and recommendations as a result of a design assistance project with Fort Buchanan with the goals of developing a Strategic Energy Management Plan for the Site. A strategy has been developed with three major elements in mind: 1) development of a strong foundation from which to build, 2) understanding technologies that are available, and 3) exploring financing options to fund the implementation of improvements. The objective of this report is to outline a strategy that can be used by Fort Buchanan to further establish an effective energy management program. Once a strategy is accepted, the next step is to take action. Some of the strategies defined in this Plan may be implemented directly. Other strategies may require the development of a more sophisticated tactical, or operational, plan to detail a roadmap that will lead to successful realization of the goal. Similarly, some strategies are not single events. Rather, some strategies will require continuous efforts to maintain diligence or to change the culture of the Base occupants and their efforts to conserve energy resources.

    Federal agencies are under pressure to do more with less--to improve the services they provide to the public, with greater accountability for achieving results, more quickly and at lower cost. In a 1994 study of leading organizations, the General Accounting Office (GAO) identified 11 strategic information management (SIM) practices, which became the foundation of the Clinger-Cohen Act of 1996. In 1997, the Federal Chief Information Officers (CIO) Council and the Industry Advisory Council prepared 20 case studies demonstrating the use of information technology to achieve a positive return on investment within the federal government. Focusing on these 20 case studies, this research first looked for evidence that supported or refuted each of GAO's SIM practices. Second, the research looked for best practices that may be unique to a federal environment. Third, the study identified other best practices.

    The Lawrence Berkeley National Laboratory (LBNL) Issues Management Program encompasses the continuous monitoring of work programs, performance and safety to promptly identify issues to determine their risk and significance, their causes, and to identify and effectively implement corrective actions to ensure successful resolution and prevent the same or similar problems from occurring. This document describes the LBNL Issues Management Program and prescribes the process for issues identification, tracking, resolution, closure, validation, and effectiveness of corrective actions. Issues that are governed by this program include program and performance deficiencies or nonconformances that may be identified through employee discovery, internal or external oversight assessment findings, suggested process improvements and associated actions that require formal corrective action. Issues may also be identified in and/or may result in Root Cause Analysis (RCA) reports, Price Anderson Amendment Act (PAAA) reports, Occurrence Reporting and Processing System (ORPS) reports, Accident Investigation reports, assessment reports, and External Oversight reports. The scope of these issues may include issues of both high and low significance as well as adverse conditions that meet the reporting requirements of the University of California (UC) Assurance Plan for LBNL or other reporting entities (e.g., U.S. Environmental Protection Agency, U.S. Department of Energy). Issues that are found as a result of a walk-around or workspace inspection that can be immediately corrected or fixed are exempt from the requirements of this document.

    Program fact sheet highlighting federal requirements for GHG emissions management, FEMP services to help agencies reduce emissions, and additional resources. The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) assists Federal agencies with managing their greenhouse gas (GHG) emissions. GHG management entails measuring emissions and understanding their sources, setting a goal for reducing emissions, developing a plan to meet this goal, and implementing the plan to achieve reductions in emissions. FEMP provides the following services to help Federal agencies meet the requirements of inventorying and reducing their GHG emissions: (1) FEMP offers one-on-one technical assistance to help agencies understand and implement the Federal Greenhouse Gas Accounting and Reporting Guidance and fulfill their inventory reporting requirements. (2) FEMP provides training, tools, and resources on FedCenter to help agencies complete their annual inventories. (3) FEMP serves a leadership role in the interagency Federal Working Group on Greenhouse Gas Accounting and Reporting that develops recommendations to the Council on Environmental Quality (CEQ) for the Federal Greenhouse Gas Accounting and Reporting Guidance. (4) As the focus continues to shift from measuring emissions (completing inventories) to mitigating emissions (achieving reductions), FEMP is developing a strategic planning framework and resources for agencies to prioritize among a variety of options for mitigating their GHG emissions, so that they achieve their reduction goals in the most cost-effective manner. These resources will help agencies analyze their high-quality inventories to make strategic decisions about where to use limited resources to have the greatest impact on reducing emissions.     Approval of a coastal management plan for coastal land and water use activities on the coast of Virginia is proposed. The coastal management area would embrace all of Tidewater Virginia, approximately 5000 miles long, and would extend to the three-mile outer limit of the United States territorial sea. The core regulatory program would include fisheries management, subaqueous lands management, wetland management, dunes management, nonpoint source pollution control, point source pollution control, shoreline sanitation, and air pollution control. Geographic areas of particular concern would be designated as worthy of special consideration in any planning or management process. These areas would include natural resource areas, such as wetlands, spawning areas, coastal sand dunes, barrier islands, and special wildlife management areas. Natural hazard areas would include areas vulnerable to erosion and areas subject to damage from wind, tides, and storm-related events. Geographic areas of special concern would include those with particular conservation, recreational, ecological, and aesthetic values. Waterfront development areas would include ports, commercial fishing piers, and community waterfronts. Shorefront access planning would provide access to the shoreline and water for recreational activities. Each year, two additional boat ramps would be planned for construction. Energy facility planning would focus on facilities involved in the production of electricity and petroleum, and in the export of coal. Shoreline erosion mitigation planning would identify, control, and mitigate erosion.

The manual provides smaller public power systems with the information and specific skills needed to design and develop a program of residential energy audits. The program is based on the following precepts: locally owned public systems are the best, and in many cases the only agencies available to organize and coordinate energy conservation programs in many smaller communities; consumers' rights to energy conservation information and assistance should not hinge on the size of the utility that serves them; in the short run, public power systems of all sizes should offer residential energy conservation assistance to their consumers, because such assistance is desirable, necessary, and in the public interest; and in the long run, such programs will complement national energy goals and will produce economic benefits for both consumers and the public power system.     As government funding grows scarce, competition between the national laboratories is increasing dramatically. In this era of tougher competition, there is no for resistance to change. There must instead be a uniform commitment to improving the overall quality of our products (research and technology) and an increased focus on our customers` needs. There has been an ongoing effort to bring the principles of total quality management (TQM) to all Energy Systems employees to help them better prepare for future changes while responding to the pressures on federal budgets. The need exists for instituting a vigorous program of education and training to an understanding of the techniques needed to improve and initiate a change in organizational culture. The TQM facilitator is responsible for educating the work force on the benefits of self-managed work teams, designing a program of instruction for implementation, and thus getting TQM off the ground at the worker and first-line supervisory levels so that the benefits can flow back up. This program plan presents a conceptual model for TQM in the form of a hot air balloon. In this model, there are numerous factors which can individually and collectively impede the progress of TQM within the division and the Laboratory. When these factors are addressed and corrected, the benefits of TQM become more visible. As this occurs, it is hoped that workers and management alike will grasp the ``total quality`` concept as an acceptable agent for change and continual improvement. TQM can then rise to the occasion and take its rightful place as an integral and valid step in the Laboratory`s formula for survival.

    This report documents work done between FY91 and FY95 for the lower atmospheric portion of the joint Department of Defense (DoD) and Department of Energy (DOE) Atmospheric Remote Sensing and Assessment Program (ARSAP) within the Strategic Environmental Research and Development Program (SERDP). The work focused on (1) developing new measurement capabilities and (2) measuring atmospheric heating in a well-defined layer and then relating it to cloud properties an water vapor content. Seven new instruments were develop3ed for use with Unmanned Aerospace Vehicles (UAVs) as the host platform for flux, radiance, cloud, and water vapor measurements. Four major field campaigns were undertaken to use these new as well as existing instruments to make critically needed atmospheric measurements. Scientific results include the profiling of clear sky fluxes from near surface to 14 km and the strong indication of cloudy atmosphere absorption of solar radiation considerably greater than predicted by extant models.

    This August 15, 1991, Strategic Petroleum Reserve Quarterly Report describes activities related to the site development, oil acquisition, budget and cost of the Reserve during the period April 1, 1991, through June 30, 1991. The Strategic Petroleum Reserve storage facilities development program is proceeding on schedule. The Reserve's capacity is currently 726 million barrels. A total of 5.5 million barrels of new gross cavern volume was developed at Big Hill and Bayou Choctaw during the quarter. There were no crude oil deliveries to the Strategic Petroleum Reserve during the calendar quarter ending June 30, 1991. Acquisition of crude oil for the Reserve has been suspended since August 2, 1990, following the invasion of Kuwait by Iraq. As of June 30, 1991, the Strategic Petroleum Reserve inventory was 568.5 million barrels. The reorganization of the Office of the Strategic Petroleum Reserve became effective June 28, 1991.     The efficiency of providing a waste management system in the coastal part of Croatia consisting of four Dalmatian counties has been modelled. Two multi-criteria decision-making (MCDM) methods, PROMETHEE and GAIA, were applied to assist with the systematic analysis and evaluation of the alternatives. The analysis covered two levels; first, the potential number of waste management centres resulting from possible inter-county cooperation; and second, the relative merits of siting of waste management centres in the coastal or hinterland zone was evaluated. The problem was analysed according to several criteria; and ecological, economic, social and functional criteria sets were identified as relevant to the decision-making process. The PROMETHEE and GAIA methods were shown to be efficient tools for analysing the problem considered. Such an approach provided new insights to waste management planning at the strategic level, and gave a reason for rethinking some of the existing strategic waste management documents in Croatia.

    On March 10, 1980, the Department of Energy's Strategic Petroleum Reserve Program began leaching the Bryan Mound salt dome and discharging the resulting brine into the coastal waters off Freeport, Texas. During the months of March and April, a team of scientists and engineers from Texas A and M University conducted an intensive environmental study of the area surrounding the diffuser site. A pipeline has been laid from the Bryan Mound site to a location 12.5 statute miles (20 km) offshore. The last 3060 ft (933 m) of this pipeline is a 52-port diffuser through which brine can be discharged at a maximum rate of 680,000 barrels per day. Initially, 16 ports were open which permitted a maximum discharge rate of 350,000 barrels per day and a continuous brine discharge was achieved on March 13, 1980. The purpose of this report is to describe the findings of the project team during the intensive postdisposal study period of March and April, 1980. The major areas of investigation are physical oceanography, analysis of the discharge plume, water and sediment quality, nekton, benthos, phytoplankton, zooplankton, and data management.

    Knowledge management (KM) has been a high priority for the Department of Energy (DOE) Office of Nuclear Energy (NE) for the past several years. NE Programs are moving toward well-established knowledge management practices and a formal knowledge management program has been established. Knowledge management is being practiced to some level within each of the NE programs. Although it continues to evolve as NE programs evolve, a formal strategic plan that guides the implementation of KM has been developed. Despite the acceptance of KM within DOE NE, more work is necessary before the NE KM program can be considered fully successful. Per Dr. David J. Skyrme[1], an organization typically moves through the following evolutionary phases: (1) Ad-hoc - KM is being practiced to some level in some parts of the organization; (2) Formal - KM is established as a formal project or program; (3) Expanding - the use of KM as a discipline grows in practice across different parts of the organization; (4) Cohesive - there is a degree of coordination of KM; (5) Integrated - there are formal standards and approaches that give every individual access to most organizational knowledge through common interfaces; and (6) Embedded - KM is part-and-parcel of everyday tasks; it blends seamlessly into the background. According to the evolutionary phases, the NE KM program is operating at the two lower levels, Ad-hoc and Formal. Although KM is being practiced to some level, it is not being practiced in a consistent manner across the NE programs. To be fully successful, more emphasis must be placed on establishing KM standards and processes for collecting, organizing, sharing and accessing NE knowledge. Existing knowledge needs to be prioritized and gathered on a routine basis, its existence formally recorded in a knowledge inventory. Governance to ensure the quality of the knowledge being used must also be considered. For easy retrieval, knowledge must be organized according to a taxonomy that

    Strategic environmental assessment (SEA) focuses primarily on assessing how policies, plans, and programs (PPPs) influence the sustainability of the involved regions. However, the processes of assessing policies and developing management strategies for pollution load and resource use are usually separate in the current SEA system. This study developed a policy management methodology to overcome the defects generated during the above processes. This work first devised a dynamic management framework using the methods of systems thinking, system dynamics, and Managing for Results (MFRs). Furthermore, a driving force-pressure-state-impact-response (DPSIR) indicator system was developed. The golf course installation policy was applied as a case study. Taiwan, counties of Taiwan, and the golf courses within those individual counties were identified as a system, subsystems, and objects, respectively. This study identified an object-linked double-layer framework with multi-stage-option to simultaneously to quantify golf courses in each subsystem and determine ratios of abatement and allocation for pollution load and resource use of each golf course. The DPSIR indicator values for each item of each golf course in each subsystem are calculated based on the options taken in the two decision layers. The summation of indicator values for all items of all golf courses in all subsystems according to various options is defined as the sustainability value of the policy. An optimization model and a system (IDPMS) were developed to obtain the greatest sustainability value of the policy, while golf course quantity, human activity intensity, total quantities of pollution load and resource use are simultaneously obtained. The solution method based on enumeration of multiple bounds for objectives and constraints (EMBOC) was developed for the problem with 1.95 x 10{sup 128} combinations of possible options to solve the optimal solution in ten minutes using a personal computer with 3.0 GHz

    This report is a resource document of the methods and procedures used currently in the Data Management Program of the Marshall Islands Dose Assessment and Radioecology Project. Since 1973, over 60,000 environmental samples have been collected. Our program includes relational database design, programming and maintenance; sample and information management; sample tracking; quality control; and data entry, evaluation and reduction. The usefulness of scientific databases involves careful planning in order to fulfill the requirements of any large research program. Compilation of scientific results requires consolidation of information from several databases, and incorporation of new information as it is generated. The success in combining and organizing all radionuclide analysis, sample information and statistical results into a readily accessible form, is critical to our project.

    The Electric Power Generation Sector Issue Table was formed to assess the management of toxic substances released from that sector, and more specifically, to develop (where warranted) goals, targets, and effective and efficient options for managing toxic releases in order to reduce potential risks to human health and the environment. This strategic options report sets out the recommendations of Issue Table members for the management of toxic substances. The introduction includes an industry profile and a review of the provincial management of electric power sector strategic options priority (SOP) substances. Chapter 2 discusses what substances are toxic, estimates releases of SOP substances from the sector, and reviews Issue Table approaches to risk assessment. Chapter 3 outlines Issue Table activities. Chapter 4 screens toxic substance management options, with evaluation of options against 13 groups of criteria. Chapter 5 presents toxic substances management proposals made to the Issue Table by the electric power generation industry, environmental groups, and Environment Canada.
