    The Bureau of Land Management (BLM) has developed a {open_quotes}Blueprint for the Future{close_quotes} changing its organizational structure to better manage nearly 270 million acres of public lands and 540 million acres of subsurface mineral resources. Both efforts focus on ecosystem management and better business practices. The mission identified in the {open_quotes}Blueprint{close_quotes} is {open_quotes}to sustain the health, diversity and productivity of the public lands for the use and enjoyment of present and future generations.{close_quotes} Within this mission goals include maintaining healthy ecosystems and improving customer service and business practices. In conjunction with the Blueprint, the BLM developed strategies to streamline its headquarters and field organizational structures and to accommodate an ecosystem management approach. The new headquarters structure uses flexible interdisciplinary work teams in place of the programmatic hierarchical approach. These teams may be established on either a permanent or temporary basis. For example, one team is responsible for reporting on the condition of the public lands as an essential part of maintaining healthy ecosystems. Although it is too early to judge the success of the BLM`s reinvention efforts, insights can be gained from a review of these efforts. One insight is that most people are so used to thinking about the public lands on a statute by statute, resource by resource, project by project basis, that is difficult for them to adjust to the ecosystem management or streamlining paradigms.

    This is Volume 1 of an operations manual designed to facilitate the development of biomonitoring strategies for U.S. Fish and Wildlife Service Lands. It is one component of the U.S. Fish and Wildlife Service Lands Biomonitoring Operations Manual. The Volume contains the Introduction to the Manual, background information on monitoring, and procedures for developing a biomonitoring strategy for Service lands. The purpose of the Biomonitoring Operations Manual is to provide an approach to develop and implement biomonitoring activities to assess the status and trends of U.S. Fish and Wildlife Service trust resources. It also provides field sampline methods and documentation protocols for contaminant monitoring activities. The strategy described in the Manual has been designed as a stand alone process to characterize the presence of contaminants on lands managed by the Service. This process can be sued to develop a monitoring program for any tract of real estate with potential threats from on- or off-site contaminants. Because the process was designed to address concerns for Service lands that span the United States from Alaska to the Tropical Islands, it has a generic format that can be used in al types of ecosystems, however, significant site specific informtion is required to complete the Workbook and make the process work successfully.

    The Land Information System (LIS) was developed to use advanced flexible land surface modeling and data assimilation frameworks to integrate extremely large satellite- and ground-based observations with advanced land surface models to produce continuous high-resolution fields of land surface states and fluxes. The resulting fields are extremely useful for drought and flood assessment, agricultural planning, disaster management, weather and climate forecasting, water resources assessment, and the like. We envisioned transforming the LIS modeling system into a scientific cloud computing-aware web and data service that would allow clients to easily setup and configure for use in addressing large water management issues. The focus of this Phase 1 project was to determine the scientific, technical, commercial merit and feasibility of the proposed LIS-cloud innovations that are currently barriers to broad LIS applicability. We (a) quantified the barriers to broad LIS utility and commercialization (high performance computing, big data, user interface, and licensing issues); (b) designed the proposed LIS-cloud web service, model-data interface, database services, and user interfaces; (c) constructed a prototype LIS user interface including abstractions for simulation control, visualization, and data interaction, (d) used the prototype to conduct a market analysis and survey to determine potential market size and competition, (e) identified LIS software licensing and copyright limitations and developed solutions, and (f) developed a business plan for development and marketing of the LIS-cloud innovation. While some significant feasibility issues were found in the LIS licensing, overall a high degree of LIS-cloud technical feasibility was found.

    The Arid Lands Ecology (ALE) facility is a 312-sq-km tract of land that lies on the western side of the Hanford Site in southcentral Washington. The US Atomic Energy Commission officially set aside this land area in 1967 to preserve shrub-steppe habitat and vegetation. The ALE facility is managed by Pacific Northwest Laboratory (PNL) for the US Department of Energy (DOE) for ecological research and education purposes. In 1971, the ALE facility was designated the Rattlesnake Hills Research Natural Area (RNA) as a result of an interagency federal cooperative agreement, and remains the largest RNA in Washington. it is also one of the few remaining large tracts of shrub-steppe vegetation in the state retaining a predominant preeuropean settlement character. This management plan provides policy and implementation methods for management of the ALE facilities consistent with both US Department of Energy Headquarters and the Richland Field Office decision (US Congress 1977) to designate and manage ALE lands as an RNA and as a component of the DOE National Environmental Research Park System.

    Remote sensing data from satellites have provided valuable information on the state of the earth for several decades. Since March 2000, the Moderate Resolution Imaging Spectroradiometer (MODIS) sensor on board NASA s Terra and Aqua satellites have been providing estimates of several land parameters useful in understanding earth system processes at global, continental, and regional scales. However, the HDF-EOS file format, specialized software needed to process the HDF-EOS files, data volume, and the high spatial and temporal resolution of MODIS data make it difficult for users wanting to extract small but valuable amounts of information from the MODIS record. To overcome this usability issue, the NASA-funded Distributed Active Archive Center (DAAC) for Biogeochemical Dynamics at Oak Ridge National Laboratory (ORNL) developed a Web service that provides subsets of MODIS land products using Simple Object Access Protocol (SOAP). The ORNL DAAC MODIS subsetting Web service is a unique way of serving satellite data that exploits a fairly established and popular Internet protocol to allow users access to massive amounts of remote sensing data. The Web service provides MODIS land product subsets up to 201 x 201 km in a non-proprietary comma delimited text file format. Users can programmatically query the Web service to extract MODIS land parameters for real time data integration into models, decision support tools or connect to workflow software. Information regarding the MODIS SOAP subsetting Web service is available on the World Wide Web (WWW) at http://daac.ornl.gov/modiswebservice.

    The many ways that people have used and managed land throughout history has emerged as a primary cause of land-cover change around the world. Thus, land use and land management increasingly represent a fundamental source of change in the global environment. Despite their global importance, however, many decisions about the management and use of land are made with scant attention to ecological impacts. Thus, ecologists' knowledge of the functioning of Earth's ecosystems is needed to broaden the scientific basis of decisions on land use and management. In response to this need, the Ecological Society of America established a committee to examine the ways that land-use decisions are made and the ways that ecologists could help inform those decisions. This paper reports the scientific findings of that committee. Five principles of ecological science have particular implications for land use and can assure that fundamental processes of Earth's ecosystems are sustained. These ecological principles deal with time, species, place, dis- turbance, and the landscape. The recognition that ecological processes occur within a temporal setting and change over time is fundamental to analyzing the effects of land use. In addition, individual species and networks of interacting species have strong and far-reaching effects on ecological processes. Furthermore, each site or region has a unique set of organisms and abiotic conditions influencing and constraining ecological processes. Distur- bances are important and ubiquitous ecological events whose effects may strongly influence population, com- munity, and ecosystem dynamics. Finally, the size, shape, and spatial relationships of habitat patches on the landscape affect the structure and function of ecosystems. The responses of the land to changes in use and management by people depend on expressions of these fundamental principles in nature. These principles dictate several guidelines for land use.     With rising concern about the increase of the CO{sub 2} concentration in the earth`s atmosphere there is considerable interest in various land-use based mitigation options, like afforestation of surplus agricultural land with or without subsequent harvest; improved forest management; strategies that rely on wood plantations managed in short rotation or agricultural crops with high yields to produce bioenergy, timber and other biomass products. In the first step of this study, the net carbon benefits of such strategies will be calculated per unit of land, i.e., per hectare, because it is assumed that land is the limiting resource for such strategies in the future, and thus, the benefits per unit land need to be optimized. For these calculations a computer model has been developed. The results take into account the time dependence of carbon storage in the biosphere and are shown graphically both for land and for plantation systems with constant output of biomass over time. In the second step, these results will be combined with data on available land for Austria. The potential contribution of each of the above strategies towards mitigating the Austrian CO{sub 2} emissions will be demonstrated. A comparison to other renewable mitigation options, like solar thermal or photovoltaics, will be drawn in terms of available land resources and overall CO{sub 2} reductions.

    The basic features of the Priority Service approach for unbundling the equality attributes of electric power service is described. This paper pointed out how this unbundling of service provides an effective tool for managing the risks faced by electric utilities in the next decade. It is also interesting to compare the features of Priority Service to those that result from deregulation of supply in other industries. In the transportation and communications industries, a primary result of deregulation has been a substantial increase in product differentiation and the tailoring of products to specific customer needs. Thus Priority Service, as a means of product differentiation, offers an opportunity to capture some of the benefits of deregulation without the associated uncertainties and instabilities that are often introduced by deregulating markets. 2 figures, 5 tables.

    This report provides information on surface water and groundwater management for use in the mined-land reclamation planning process in California. Mined-land reclamation, as defined by the California Surface Mining and Reclamation Act, is the combination of land treatments which prevent or minimize water degradation, air pollution, damage to aquatic or wildlife habitat, and erosion resulting from a surface mining operation. Surface water and groundwater management play an integral role in nearly every reclamation plan. Groundwater and surface water runoff (both onto and off of the site) must often be evaluated (1) to design flooding and erosion protection measures such as drainage channels, levees, culverts, or riprap; (2) to prepare and carry out a successful revegetation program; (3) to design stable final slopes; (4) to maximize potential available water for the operation and reclamation stages; (5) to prevent the discharge of contaminants from mine processes or from mined areas; and (6) to limit long-term leachate formation and movement from tailings, pit, or waste rock disposal areas. This report is a guide for mine operators, local government, planners, and plan reviewers.

    Marginal land provides an alternative potential for food and bioenergy production in the face of limited land resources; however, effective assessment of marginal lands is not well addressed. Concerns over environmental risks, ecosystem services and sustainability for marginal land have been widely raised. The objective of this study was to develop a hierarchical marginal land assessment framework for land use planning and management. We first identified major land functions linking production, environment, ecosystem services and economics, and then classified land resources into four categories of marginal land using suitability and limitations associated with major management goals, including physically marginal land, biologically marginal land, environmental-ecological marginal land, and economically marginal land. We tested this assessment framework in south-western Michigan, USA. Our results indicated that this marginal land assessment framework can be potentially feasible on land use planning for food and bioenergy production, and balancing multiple goals of land use management. We also compared our results with marginal land assessment from the Conservation Reserve Program (CRP) and land capability classes (LCC) that are used in the US. The hierarchical assessment framework has advantages of quantitatively reflecting land functions and multiple concerns. This provides a foundation upon which focused studies can be identified in order to improve the assessment framework by quantifying high-resolution land functions associated with environment and ecosystem services as well as their criteria are needed to improve the assessment framework.

    Utah is rich in oil shale and oil sands resources. Chief among the challenges facing prospective unconventional fuel developers is the ability to access these resources. Access is heavily dependent upon land ownership and applicable management requirements. Understanding constraints on resource access and the prospect of consolidating resource holdings across a fragmented management landscape is critical to understanding the role Utah’s unconventional fuel resources may play in our nation’s energy policy. This Topical Report explains the historic roots of the “crazy quilt” of western land ownership, how current controversies over management of federal public land with wilderness character could impact access to unconventional fuels resources, and how land exchanges could improve management efficiency. Upon admission to the Union, the State of Utah received the right to title to more than one-ninth of all land within the newly formed state. This land is held in trust to support public schools and institutions, and is managed to generate revenue for trust beneficiaries. State trust lands are scattered across the state in mostly discontinuous 640-acre parcels, many of which are surrounded by federal land and too small to develop on their own. Where state trust lands are developable but surrounded by federal land, federal land management objectives can complicate state trust land development. The difficulty generating revenue from state trust lands can frustrate state and local government officials as well as citizens advocating for economic development. Likewise, the prospect of industrial development of inholdings within prized conservation landscapes creates management challenges for federal agencies. One major tension involves whether certain federal public lands possess wilderness character, and if so, whether management of those lands should emphasize wilderness values over other uses.     Livestock grazing is the post-mining use for reclaimed land at Navajo Mine, a large surface coal mine on the Navajo Nation in northwest New Mexico. The Navajo Mine Grazing Management Program (GMP) uses holistic management on approximately 2,083 ha of reclaimed land to plan for final liability release and return of the land to the Navajo Nation, and to minimize the potential for post-release liability. The GMP began in 1991 to establish that livestock grazing on the reclaimed land is sustainable. Assuming that sustainability requires alternatives to conventional land management practices, the GMP created a Management Team consisting of company staff, local, Navajo Nation, and Federal government officials, and technical advisors. Community members contributed to the formation of a holistic goal for the GMP that articulates their values and their desire for sustainable grazing. Major decisions (e.g., artificial insemination, water supply, supplemental feed) are tested against the goal. Biological changes in the land and the grazing animals are monitored daily to provide early feedback to managers, and annually to document the results of grazing. To date, the land has shown resilience to grazing and the animals have generally prospered. Community participation in the GMP and public statements of support by local officials indicate that the GMP`s strategy is likely to succeed.

    The Nez Perce Tribe (NPT) currently manages a 15,325 acre parcel of land known as the Precious Lands Wildlife Management Area that was purchased as mitigation for losses incurred by construction of the four lower Snake River dams. The Management Area is located in northern Wallowa County, Oregon and southern Asotin County, Washington (Figure 1). It is divided into three management parcels--the Buford parcel is located on Buford Creek and straddles the WA-OR state line, and the Tamarack and Basin parcels are contiguous to each other and located between the Joseph Creek and Cottonwood Creek drainages in Wallowa County, OR. The project was developed under the Pacific Northwest Electric Power Planning and Conservation Act of 1980 (P.L. 96-501), with funding from the Bonneville Power Administration (BPA). The acreage protected under this contract will be credited to BPA as habitat permanently dedicated to wildlife and wildlife mitigation. A modeling strategy known as Habitat Evaluation Procedure (HEP) was developed by the U.S. Fish and Wildlife Service and adopted by BPA as a habitat equivalency accounting system. Nine wildlife species models were used to evaluate distinct cover type features and provide a measure of habitat quality. Models measure a wide range of life requisite variables for each species and monitor overall trends in vegetation community health and diversity. One product of HEP is an evaluation of habitat quality expressed in Habitat Units (HUs). This HU accounting system is used to determine the amount of credit BPA receives for mitigation lands. After construction of the four lower Snake River dams, a HEP loss assessment was conducted to determine how many Habitat Units were inundated behind the dams. Twelve target species were used in that evaluation: Canada goose, mallard, river otter, downy woodpecker, song sparrow, yellow warbler, marsh wren, western meadowlark, chukar, ring-necked pheasant, California quail, and mule deer.     Livestock responses dining grazing of reclaimed land were monitored at the Navajo Mine since 1994. The Navajo Mine Grazing Management Program (GNP) began in 1991 to prepare for bond release and return of reclaimed land to the Navajo Nation by demonstrating the ability of the land to sustain the post-mining land use of livestock grazing. Local Navajos, whose livestock are used in the GMP, are interested in the ability of the land to sustain their livestock. Sustainable livestock grazing implies the ability of animals to thrive, successfully reproduce and maintain the health of the land. Daily care and monitoring of livestock health was carried out by herders hired by the mining company. General animal health parameters including blood selenium levels were monitored quarterly. Livestock responses to grazing reclaimed land have been largely positive. Cows have produced healthy offspring and owners indicate satisfaction with calf size, and overall performance of the cows. Selenium and other blood testing parameters indicate no adverse effect on animal health to date. Hazards associated with reclamation and ongoing mining activities are important considerations for lands being reclaimed for livestock grazing as a post-mining land use and must be monitored carefully during any grazing program. Preliminary results indicate that planned grazing by cattle on reclaimed land at Navajo Mine is feasible and does not adversely affect animal health.

The Community Land Model (CLM) provides a useful tool to explore how land use and management impact the soil carbon pool at regional to global scales. CLM was recently updated to include representation of managed lands growing maize, soybean, and spring wheat. In this study, CLM-Crop is used to investigate the impacts of various management practices, including fertilizer use and differential rates of crop residue removal, on the soil organic carbon (SOC) storage of croplands in the continental Unitedmore » States over approximately a 170 year period. Results indicate that total US SOC stocks have already lost over 8 Pg C (10%) due to land cultivation practices (e.g., fertilizer application, cultivar choice, and residue removal), compared to a land surface composed of native vegetation (i.e., grasslands). After long periods of cultivation, individual plots growing maize and soybean lost up to 65% of the carbon stored, compared to a grassland site. Crop residue management showed the greatest effect on soil carbon storage, with low and medium residue returns resulting in additional losses of 5% and 3.5%, respectively, in US carbon storage, while plots with high residue returns stored 2% more carbon. Nitrogenous fertilizer can alter the amount of soil carbon stocks significantly. Under current levels of crop residue return, not applying fertilizer resulted in a 5% loss of soil carbon. Our simulations indicate that disturbance through cultivation will always result in a loss of soil carbon, and management practices will have a large influence on the magnitude of SOC loss.« less

But the {open_quotes}land{close_quotes} in the broadest sense is a vast collection of natural components, events, and interconnections. It is complex, only partially understood, and ever-changing. Our ultimate challenge at this time is to SEE, as we look into the mirror of time. Regardless of the shadows of uncertainty, we must peer hopefully into the mirror to make meaningful connections between the past, the present, and the future. This is not easy. Traditional resource planning has been based on the short-term focus of today and tomorrow. That focus is beginning to change through a concept now popularized as {open_quotes}ecosystem management.{close_quotes} BLM recently has begun applying this concept in the formulation of the Eastern Utah Ecosystem Planning Initiative that is intended to give expanded dimensions to the planning and management of public land resources. These dimensions will give more attention to spatial (regional) and temporal (long-term) expectations. This paper investigates the theoretical and practical problems in linking the past to the future, using as the example the new planning initiative for Eastern Utah. It provides insights which may be applied to land-use planning and management, through new perspectives regarding changing climate and ecosystem patterns.

    The Surface Mining Control and Reclamation Act of 1977 promotes the reclamation of areas severely damaged in the past by coal mining operations. GAO reviewed the reclamation programs in Colorado, Kentucky, Pennsylvania, West Virginia, and Wyoming and found that they implemented financial control procedures and practices to ensure that the expenditures of reclamation funds are proper. Only one state, however, is complying with all related grant payment, audit, and inventory requirements. The states are generally reclaiming eligible, high priority projects as required under the act and are managing their reclamation projects in compliance with federal requirements.

    The objective of this project, called DAMASC for “Data Management in Scientific Computing”, is to coalesce data management with parallel file system management to present a declarative interface to scientists for managing, querying, and analyzing extremely large data sets efficiently and predictably. Managing extremely large data sets is a key challenge of exascale computing. The overhead, energy, and cost of moving massive volumes of data demand designs where computation is close to storage. In current architectures, compute/analysis clusters access data in a physically separate parallel file system and largely leave it scientist to reduce data movement. Over the past decades the high-end computing community has adopted middleware with multiple layers of abstractions and specialized file formats such as NetCDF-4 and HDF5. These abstractions provide a limited set of high-level data processing functions, but have inherent functionality and performance limitations: middleware that provides access to the highly structured contents of scientific data files stored in the (unstructured) file systems can only optimize to the extent that file system interfaces permit; the highly structured formats of these files often impedes native file system performance optimizations. We are developing Damasc, an enhanced high-performance file system with native rich data management services. Damasc will enable efficient queries and updates over files stored in their native byte-stream format while retaining the inherent performance of file system data storage via declarative queries and updates over views of underlying files. Damasc has four key benefits for the development of data-intensive scientific code: (1) applications can use important data-management services, such as declarative queries, views, and provenance tracking, that are currently available only within database systems; (2) the use of these services becomes easier, as they are provided within a familiar file

    Land stewardship is one of nine sustainability programs in the U.S. Department of Energy's Environmental Management System. Land stewardship includes maintaining and improving ecosystem health. At the Rocky Flats Site near Westminster, Colorado, land stewardship is an integral component of the Office of Legacy Management's post-closure monitoring and management at the site. Nearly 263 hectares (650 acres) were disturbed and re-vegetated during site cleanup and closure operations. Proactive management of revegetation areas is critical to the successful reestablishment of native grasslands, wetlands, and riparian communities. The undisturbed native plant communities that occur at the site also require active management to maintain the high-quality wetlands and other habitats that are home to numerous species of birds and other wildlife such as elk and deer, rare plant communities, and the federally listed threatened Preble's meadow jumping mouse. Over the past several decades, an increase of Noxious weeds has impacted much of Colorado's Front Range. As a result, weed control is a key component of the land stewardship program at Rocky Flats. Thirty-three species of state-listed Noxious weeds are known to occur in the Central and Peripheral Operable Units at Rocky Flats, along with another five species that are considered invasive at the site. Early detection and rapid response to control new invasive species is crucial to the program. An integrated weed control/vegetation management approach is key to maintaining healthy, sustainable plant communities that are able to resist Noxious weed invasions. Weed mapping, field surveys, and field-staff training sessions (to learn how to identify new potential problem species) are conducted to help detect and prevent new weed problems. We are currently estimating the acreage of lands in Virginia, West Virginia, Kentucky, Ohio, and Pennsylvania mined under SMCRA and reclaimed to non-forested post-mining land uses that are not currently under active management, and therefore can be considered as available for carbon sequestration. To determine actual sequestration under different forest management scenarios, a field study was installed as a 3 x 3 factorial in a random complete block design with three replications at each of three locations, one each in Ohio, West Virginia, and Virginia. The treatments included three forest types (white pine, hybrid poplar, mixed hardwood) and three silvicultural regimes (competition control, competition control plus tillage, competition control plus tillage plus fertilization). Each individual treatment plot is 0.5 acres. Each block of nine plots is 4.5 acres, and the complete installation at each site is 13.5 acres. Regression models of chemical and physical soil properties were created in order to estimate the SOC content down the soil profile. Soil organic carbon concentration and volumetric percent of the fines decreased exponentially down the soil profile. The results indicated that one-third of the total SOC content on mined lands was found in the surface 0-13 cm soil layer, and more than two-thirds of it was located in the 0-53 cm soil profile. A relative estimate of soil density may be best in broad-scale mine soil mapping since actual D{sub b} values are often inaccurate and difficult to obtain in rocky mine soils. Statistical analysis of the properties was conducted, and first year survival and growth of white pine, hybrid poplars, and native hardwoods was assessed. Hardwood species survived better at all sites than white pine or hybrid poplar. Hardwood survival across treatments was 80%, 85%, and 50% for sites in Virginia, West Virginia, and Ohio, respectively, while white pine survival was 27%, 41%, and 58%, and hybrid poplar survival was 37%, 41%, and 72% for the same sites, respectively. Hybrid poplar height and diameter growth were superior to those of the other species tested, with the height growth of this species reaching 126.6cm after one year in the most intensive treatment at the site in Virginia.     technology and/or knowledge of reforestation practices in these situations may provide opportunities to reduce the costs of converting many of these sites as research continues into these practices. It also appears that in many cases substantial payments, non-revenue values, or carbon values are required to reach profitability under the present circumstances. It is unclear when, or in what form, markets will develop to support any of these add-on values to supplement commercial forestry revenues. However, as these markets do develop, they will only enhance the viability of forestry on reclaimed mined lands, although as we demonstrate in our analysis of carbon payments, the form of the revenue source may itself influence management, potentially mitigating some of the benefits of reforestation. For a representative mined-land resource base, reforestation of mined lands with mixed pine-hardwood species would result in an average estimated C accumulation in forms that can be harvested for use as wood products or are likely to remain in the soil C pool at ~250 Mg C ha{sup -1} over a 60 year period following reforestation. The additionality of this potential C sequestration was estimated considering data in scientific literature that defines C accumulation in mined-land grasslands over the long term. Given assumptions detailed in the text, these lands have the potential to sequester ~180 Mg C ha{sup -1}, a total of 53.5 x 10{sup 6} Mg C, over 60 years, an average of ~900,000 Mg C / yr, an amount equivalent to about 0.04% of projected US C emissions at the midpoint of a 60-year period (circa 2040) following assumed reforestation. Although potential sequestration quantities are not great relative to potential national needs should an energy-related C emissions offset requirement be developed at some future date, these lands are available and unused for other economically valued purposes and many possess soil and site properties that are well-suited to reforestation.     Federal regulations require the United States Forest Service (USFS) to integrate public input and values into decisions concerning land and resource management planning. The USFS has typically relied on traditional methods of involving the public, whereby public access and input to policy development are unilaterally controlled by the agency. Because of the highly political nature of land and resource management planning, such technocratic forms of public involvement and decision-making appear to be proving ineffective. This paper describes and evaluates two public involvement programs associated with the Ouachita National Forest`s (ONF) lengthy forest planning process. The research consisted of personal interviews with key program leaders and knowledgeable citizen participants, collection of secondary data, and a survey of citizen participants. Because of controversial planning decisions made during an initial planning process, the ONF was forced to re-enter the planning process in order to address unresolved planning issues and to conduct a more effective public involvement program. The supplemental planning process also resulted in a considerable degree of public contention. The survey revealed that although citizen participants were somewhat more satisfied with the supplemental public involvement program relative to the initial program, neither program was viewed as satisfactory. The findings of the study suggest that in order to be more effective, USFS public involvement programs should be more responsive to public concerns and conducted in adherence to principles of collaborative planning.

In the second phase of the carbon sequestration project, we focused our attention on determining the sample size required for carbon accounting on grassland mined fields in order to achieve a desired accuracy and precision of the final soil organic carbon (SOC) estimate.   12. Western Region Renewable Energy Markets: Implications for the Bureau of Land Management

    The purpose of this analysis is to provide the U.S. Department of the Interior (DOI) and the Bureau of Land Management (BLM) with an overview of renewable energy (RE) generation markets, transmission planning efforts, and the ongoing role of the BLM RE projects in the electricity markets of the 11 states (Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming) that comprise the Western Electricity Coordinating Council (WECC) Region. This analysis focuses on the status of, and projections for, likely development of non-hydroelectric renewable electricity from solar (including photovoltaic [PV] and concentrating solar power [CSP]), wind, biomass and geothermal resources in these states. Absent new policy drivers and without the extension of the DOE loan guarantee program and Treasury's 1603 program, state RPS requirements are likely to remain a primary driver for new RE deployment in the western United States. Assuming no additional policy incentives are implemented, projected RE demand for the WECC states by 2020 is 134,000 GWh. Installed capacity to meet that demand will need to be within the range of 28,000-46,000 MW.

  13. Post-Closure Land Jurisdiction Transfer to the US Fish and Wildlife Service at Rocky Flats: Surviving the Safari Through Old Records and Other Lessons Learned

    The U.S. Department of Energy's (DOE's) Rocky Flats Site (Rocky Flats), located near Denver, Colorado, was listed on the Comprehensive Environmental Response, Compensation, and Liability Act National Priorities List (NPL) in 1989. Subsequent cleanup and closure activities were completed in October 2005 and the final remedy was selected in September 2006. The remedy is 'no further action' for the generally un-impacted Peripheral Operable Unit (OU), formerly known as the Buffer Zone, and institutional and physical controls with continued monitoring for the Central OU, formerly the industrialized area. The Peripheral OU has been deleted from the NPL and jurisdiction over the majority of land in that OU (3,953 acres) was transferred to the U.S. Fish and Wildlife Service (USFWS) on July 12, 2007, to establish the Rocky Flats National Wildlife Refuge. The remaining approximately 929 acres in the Peripheral OU were retained by DOE's Office of Legacy Management where outstanding mineral leases and mining operations exist. As mineral rights are purchased or mining operations and mineral leases are completed and fully reclaimed, jurisdiction of portions of the 929 acres will also be transferred to USFWS for inclusion into the refuge. During the almost 2 years since cleanup and closure work was completed at Rocky Flats, DOE and USFWS have worked the specific legal parameters, timing, and constraints of the 3,953-acre transfer. Many lessons have been learned, based on these early experiences. (authors)

  14. Livestock impacts for management of reclaimed land at Navajo Mine: Vegetation responses

    The post-mining land use for Navajo Mine, a large surface coal mine in northwest New Mexico, is livestock grazing. Reclamation began in the early 1970`s and has been primarily directed toward the development of a grassland with shrubs. However, none of these lands were grazed before 1994 and none have been released back to the Navajo Nation. Therefore, it is not known how these reclaimed lands will respond to livestock impacts once the lands are released. Livestock impacts include grazing, trampling, and adding feces and urine. Cattle impacts were applied in 1994 to a land that had been reclaimed in 1978, 1991 and 1992. Vegetation monitoring procedures were implemented to detect and document successful and unsuccessful impact practices for both impacted areas and areas excluded from cattle. After three impact seasons, there were similar levels of perennial plant cover, production, and density on impacted lands compared to excluded lands. Based on age structure analysis, there is a trend that establishment of seedlings is stimulated by cattle. Cattle also decrease the amount of previous years` growth of standing phytomass with a trend to stimulate new growth. It is possible that some of the previous year`s growth was reduced by cattle trampling as much as by grazing because cattle generally prefer to eat the current year`s growth before it cures. No differences in number of seedheads per plant, animal sign, plant pedestals, and soil rills could be detected after three seasons of impacting.

In this segment of work, our goal was to review methods for estimating tree survival, growth, yield and value of forests growing on surface mined land in the eastern coalfields of the USA, and to determine the extent to which carbon sequestration is influenced by these factors. Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977 (SMCRA), mandates that mined land be reclaimed in a fashion that renders the land at least as productive after mining as it was before mining. In the central Appalachian region, where prime farmland and economic development opportunities for mined land are scarce, the most practical land use choices are hayland/pasture, wildlife habitat, or forest land. Since 1977, the majority of mined land has been reclaimed as hayland/pasture or wildlife habitat, which is less expensive to reclaim than forest land, since there are no tree planting costs. As a result, there are now hundreds of thousands of hectares of grasslands and scrublands in various stages of natural succession located throughout otherwise forested mountains in the U.S. A literature review was done to develop the basis for an economic feasibility study of a range of land-use conversion scenarios. Procedures were developed for both mixed hardwoods and white pine under a set of low product prices and under a set of high product prices. Economic feasibility is based on land expectation values. Further, our review shows that three types of incentive schemes might be important: (1) lump sum payment at planting (and equivalent series of annual payments); (2) revenue incentive at harvest; and (3) benefit based on carbon volume.

    Land management and land-use change can either release carbon (as CO{sub 2}) to the atmosphere, for example when forests are converted to agricultural lands, or withdraw carbon from the atmosphere as forests grow on cleared lands or as management practices sequester carbon in soil. The purpose of this work was to calculate the annual sources and sinks of carbon from changes in land use and management, globally and for nine world regions, over the period 1850 to 2000. The approach had three components. First, rates of land-use change were reconstructed from historical information on the areas of croplands, pastures, forests, and other lands and from data on wood harvests. In most regions, land-use change included the conversion of natural ecosystems to cultivated lands and pastures, including shifting cultivation, harvest of wood (for timber and fuel), and the establishment of tree plantations. In the U.S., woody encroachment and woodland thickening as a result of fire suppression were also included. Second, the amount of carbon per hectare in vegetation and soils and changes in that carbon as a result of land-use change were determined from data obtained in the ecological and forestry literature. These data on land-use change and carbon stocks were then used in a bookkeeping model (third component) to calculate regional and global changes in terrestrial carbon. The results indicate that for the period 1850-2000 the net flux of carbon from changes in land use was 156 PgC. For comparison, emissions of carbon from combustion of fossil fuels were approximately 280 PgC during the same interval. Annual emissions from land-use change exceeded emissions from fossil fuels before about 1920. Somewhat more that half (60%) of the long-term flux was from the tropics. Average annual fluxes during the 1980s and 1990s were 2.0 and 2.2 ({+-}0.8) PgC yr{sup -1} (30-40% of fossil fuel emissions), respectively.     The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. In this quarterly report, we present a preliminary comparison of the carbon sequestration potential of forests growing on 14 mined sites in a seven-state region in the Midwestern and Eastern Coalfields. Carbon contents of these forests were compared to adjacent forests on non-mined land. The study was installed as a 3 x 3 factorial in a random complete block design with three replications at each location. The treatments include three forest types (white pine, hybrid poplar, mixed hardwood) and three silvicultural regimes (competition control, competition control plus tillage, competition control plus tillage plus fertilization). Each individual treatment plot is 0.5 acres. Each block of nine plots requires 4.5 acres, and the complete installation at each site requires 13.5 acres. The plots at all three locations have been installed and the plot corners marked with PVC stakes. GPS coordinates of each plot have been collected. Soil samples were collected from each plot to characterize the sites prior to treatment. Analysis of soil samples was completed and these data are being used to prepare fertilizer prescriptions. Fertilizer prescripts will be developed for each site. Fertilizer will be applied during the second quarter 2004. Data are included as appendices in this report. As part of our economic analysis of mined land reforestation, we focused on the implications of a shift in reforestation burden from the landowner to the mine operator. Results suggest that the reforestation of mined lands as part of the mining operation creates a viable and profitable forest enterprise for landowners with greater potential for carbon sequestration.

    Increasing computing power and the growing role of simulation in Earth systems science have led to an increase in the number and complexity of processes in modern simulators. We present a multiphysics framework that specifies interfaces for coupled processes and automates weak and strong coupling strategies to manage this complexity. Process management is enabled by viewing the system of equations as a tree, where individual equations are associated with leaf nodes and coupling strategies with internal nodes. A dynamically generated dependency graph connects a variable to its dependencies, streamlining and automating model evaluation, easing model development, and ensuring models aremore » modular and flexible. Additionally, the dependency graph is used to ensure that data requirements are consistent between all processes in a given simulation.   10. Developing Effective Continuous On-Line Monitoring Technologies to Manage Service Degradation of Nuclear Power Plants

    Recently, there has been increased interest in using prognostics (i.e, remaining useful life (RUL) prediction) for managing and mitigating aging effects in service-degraded passive nuclear power reactor components. A vital part of this philosophy is the development of tools for detecting and monitoring service-induced degradation. Experience with in-service degradation has shown that rapidly-growing cracks, including several varieties of stress corrosion cracks (SCCs), can grow through a pipe in less than one fuel outage cycle after they initiate. Periodic inspection has limited effectiveness at detecting and managing such degradation requiring a more versatile monitoring philosophy. Acoustic emission testing (AET) and guided wave ultrasonic testing (GUT) are related technologies with potential for on-line monitoring applications. However, harsh operating conditions within NPPs inhibit the widespread implementation of both technologies. For AET, another hurdle is the attenuation of passive degradation signals as they travel though large components, relegating AET to targeted applications. GUT is further hindered by the complexity of GUT signatures limiting its application to the inspection of simple components. The development of sensors that are robust and inexpensive is key to expanding the use of AET and GUT for degradation monitoring in NPPs and improving overall effectiveness. Meanwhile, the effectiveness of AET and GUT in NPPs can be enhanced through thoughtful application of tandem AET-GUT techniques.

    The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. In this quarterly report, we present a preliminary comparison of the carbon sequestration benefits for two forest types used to convert abandoned grasslands for carbon sequestration. Annual mixed hardwood benefits, based on total stand carbon volume present at the end of a given year, range from a minimum of $0/ton of carbon to a maximum of $5.26/ton of carbon (low prices). White pine benefits based on carbon volume range from a minimum of $0/ton of carbon to a maximum of $18.61/ton of carbon (high prices). The higher maximum white pine carbon payment can primarily be attributed to the fact that the shorter rotation means that payments for white pine carbon are being made on far less cumulative carbon tonnage than for that of the long-rotation hardwoods. Therefore, the payment per ton of white pine carbon needs to be higher than that of the hardwoods in order to render the conversion to white pine profitable by the end of a rotation. These carbon payments may seem appealingly low to the incentive provider. However, payments (not discounted) made over a full rotation may add up to approximately $17,493/ha for white pine (30-year rotation), and $18,820/ha for mixed hardwoods (60-year rotation). The literature suggests a range of carbon sequestration costs, from $0/ton of carbon to $120/ton of carbon, although the majority of studies suggest a cost below $50/ ton of carbon, with van Kooten et al. (2000) suggesting a cutoff cost of $20/ton of carbon sequestered. Thus, the ranges of carbon payments estimated for this study fall well within the ranges of carbon sequestration costs estimated in previous studies.

    This paper describes a study of the application of energy management including electric demand limit control in a 6656 ft/sup 2/ table service restaurant located in Minneapolis, which contained 30 tons of rooftop air conditioning, a 74 kW electric dishwasher, and natural gas space heating. Strategies were developed for applying demand-limit and time-of-day controls on rooftop air-conditioning units, refrigeration equipment, ventilation equipment, and a dishwasher electric booster heater. This study was conducted over a one-year period using a week-on/week-off test procedure in which the energy management controls were in operation alternately for one week and then manually disconnected for the following week. This testing method was chosen to reduce the effects of changes in the business operating procedures, changes in the connected electrical loads and irregularities in the climate that tend to distort results based on a year-to-year comparison. Extensive instrumentation was installed to monitor the operation of controlled loads, the impact on the space temperature, the operation of overrides and limit controls on critical loads, peak electric demand, and total energy consumption. The study demonstrated that electric demand charges were reduced 19.7% and that electric energy usage charges were reduced 8.7%. The total annual savings was $2440 which represented a 13% savings on the total energy bill and a 48% return-on-investment on a system installed cost of $5083.

    The DOE, Naval Petroleum reserves in California (NPRC), proposes to sign an Amendment to the Cooperative Agreement and Supplement with the California Department of Food and Agriculture (CDFA) to extend the term of the Curly Top Virus Control Program (CTVCP) in California. This program involves Malathion spraying on NPRC lands to control the beet leafhopper, over a five year period from 1997 through 2001. It is expected that approximately 330 acres on Naval Petroleum Reserve Number 1 (NPR-1) and approximately 9,603 acres on Naval Petroleum Reserve Number 2 (NPR-2) will be treated with Malathion annually by CDFA during the course of this program. The actual acreage subject to treatment can vary from year to year. Pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as amended, the potential impacts of the proposed action were analyzed in a Joint Environmental Assessment (DOE/EA-1011) with the US Department of Interior, Bureau of Land Management (BLM) acting as lead agency, in consultation with the CDFA, and the DOE acting as a cooperating agency. Based on the analysis in the EA, DOE has determined that the conduct of the Curly Top Virus Control Program in California is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the NEPA. Therefore, the preparation of an Environmental Impact Statement is not required and DOE is consequently issuing a FONSI.

    The Department of Energy's (Department) Office of River Protection (ORP) is responsible for the storage, treatment, and disposal of over 53 million gallons of highly radioactive waste from over 40 years of plutonium production at the Hanford Site. Because of the diversity, complexity, and large scope of its mission, coupled with its small staff, ORP told us that it has found it necessary to engage in service contracts to obtain consulting services, technical expertise, and support staff. Federal policy generally permits contractors to perform a wide range of support service activities, including, in most situations, the drafting of Government documents subject to the review and approval of Federal employees. Federal policy issued by the Office of Management and Budget, however, prohibits contractors from drafting agency responses to Congressional inquiries and reports issued by the Office of Inspector General and Government Accountability Office (GAO) because they are so closely related to the public interest and provide the appearance of private influence. To provide a majority of its needed services, ORP issued a Blanket Purchase Agreement to Project Assistance Corporation (PAC) in 2003. Through the Blanket Purchase Agreement, ORP acquired services in the areas of project management, risk assessment, program assessment, quality assurance, safety, cost and schedule estimating, budgeting and finance, and engineering. PAC has, in turn, subcontracted with various other firms to obtain some of the services needed by ORP. From 2005 to 2008, the total annual cost for the contract with PAC had grown from $4.7 million to $9.2 million. Because of the extent of the services provided and growing costs of the contract, we conducted this review to determine whether ORP appropriately administered its contract with the Project Assistance Corporation.     The US Department of Energy`s (DOE) changing mission, coupled with the need to apply appropriate cleanup standards for current and future environmental restoration, prompted the need for a process to determine preferred Future Land Uses for DOE-owned sites. DOE began the ``Future Land Use`` initiative in 1994 to ensure that its cleanup efforts reflect the surrounding communities` interests in future land use. This plan presents the results of a study of stakeholder-preferred future land uses for the Brookhaven National Laboratory (BNL), located in central Long Island, New York. The plan gives the Laboratory`s view of its future development over the next 20 years, as well as land uses preferred by the community were BNL ever to cease operations as a national laboratory (the post-BNL scenario). The plan provides an overview of the physical features of the site including its history, topography, geology/hydrogeology, biological inventory, floodplains, wetlands, climate, and atmosphere. Utility systems and current environmental operations are described including waste management, waste water treatment, hazardous waste management, refuse disposal and ground water management. To complement the physical descriptions of the site, demographics are discussed, including overviews of the surrounding areas, laboratory population, and economic and non-economic impacts.

    Cameco Corporation is a world leader in uranium production. Headquartered in Saskatoon, Saskatchewan our operations provide 16% of the world uranium mine production and we have approximately 435 million pounds of proven and probable uranium reserves. Cameco mining operations are located in Saskatchewan, Wyoming, Nebraska and Kazakhstan. Cameco is also a major supplier of uranium processing services required to produce fuel for the generation of clean energy. These operations are based in Blind River, Cobourg and Port Hope, Ontario and are collectively referred to as the Fuel Services Division. The Fuel Services Division produces uranium trioxide from uranium ore concentrate at the Blind River Refinery. Cameco produces uranium hexafluoride and uranium dioxide at the Port Hope Conversion Facility. Cameco operates a fuel manufacturing facility in Port Hope, Ontario and a metal fabrication facility located in Cobourg, Ontario. The company manufactures fuel bundles utilized in the Candu reactors. Cameco's Fuel Services Division produces several types of low-level radioactively contaminated wastes. Internal processing capabilities at both the Blind River Refinery and Port Hope Conversion Facility are extensive and allow for the recycling of several types of waste. Notwithstanding these capabilities there are certain wastes that are not amenable to the internal processing capabilities and must be disposed of appropriately. Disposal options for low-level radioactively contaminated wastes in Canada are limited primarily due to cost considerations. In recent years, Cameco has started to ship marginally contaminated wastes (<500 ppm uranium) to the United States for disposal in an appropriate landfill. The landfill is owned by US Ecology Incorporated and is located near Grand View, Idaho 70 miles southeast of Boise in the Owyhee Desert.     The Environmental Management Advisory Board (EMAB or Board) was chartered under the Federal Advisory Committee Act (FACA) in 1992 to provide the Assistant Secretary for Environmental Management (EM) with independent and external advice, information, and recommendations on corporate issues relating to accelerated site clean-up and risk reduction throughout the EM complex. Over the course of the past 20 years, the composition and focus of the Board have varied widely to address the changing needs of the program. EMAB began as the Environmental Restoration and Waste Management Advisory Committee, formed to provide advice on an EM Programmatic Environmental Impact Statement. In 1994, the Board was restructured to function more as an executive-level, limited member advisory board whose membership provides insight of leading industry experts and the viewpoints of representatives from critical stakeholder constituencies. Throughout the 20 years of its existence, EMAB has covered a wide variety of topics and produced nearly 200 recommendations. These recommendations have resulted in several policy changes and improvements within EM. Most recently, EMAB has been credited for its contribution to the EM Energy Park Initiative, forerunner of the DOE Asset Revitalization Initiative; creation of the EM Offices of Communications and External Affairs; improvement of acquisition and project management strategies and culture; and several recommendations related to the Waste Treatment Plant and the tank waste programs at Hanford and the Savannah River Site. The wealth of experience and knowledge the Assistant Secretary can leverage through utilization of the Board continues to support fulfillment of EM's mission. In commemoration of EMAB's 20. anniversary, this paper will provide further context for the evolution of the Board, the role FACA plays in its administration, and a look at the members' current objectives and EM's expectations for the future.   18. The US Geological Survey-Bureau of Land Management cultural resources program in the National Petroleum Reserve in Alaska, 1977-1981

    Utilization of northern Alaska's riches long predates the recent oil exploration program in the National Petroleum Reserve in Alaska (NPRA). Though the earliest known archaeological site in the reserve dates back only 7600 yr, most archaeologists believe human groups first occupied the area at least 4000 yr earlier. The as-yet-undiscovered physical remains left behind by these first inhabitants of the area, as well as the known and unknown traces of the peoples who succeeded them through time, constitute the cultural resources of the NPRA. First among the laws protecting cultural resources is the Antiquities Act of 1906, which provides for the establishment of national monuments by Presidential proclamation, sets up a permit system for the scientific investigation of cultural resources on Federal land, and details penalities for unauthorized disturbance of archaeological remains. The Archaeological and Historic Preservation Act of 1974, which extended the earlier Reservoir Salvage Act of 1960, authorizes funds for the preservation of historical and archaeological data that otherwise might be lost through any Federal construction project or federally licensed or assisted activity or program. The National Historic Preservation Act of 1966 established the National Register of Historic Places and a National Advisory Council to assist all Federal agencies in evaluating the effects of their actions on properties included, or eligible for inclusion, in the National Register. Finally, Executive Order 11593 of May 13, 1971, requires all Federal agencies to inventory cultural resources on lands they manage or affect in order to determine eligibility for the National Register, and to use due caution in regard to those resources until the inventory, evaluation, and nomination processes are completed. The oil exploration program in the NPRA is subject to this body of law for cultural resource protection.

    The energy service company (ESCO) business model could become significantly more effective by integrating the energy-efficiency purveyor and their capital into the underlying building ownership and operation partnership, rather than the current model in which the ESCO remains an outsider with higher transaction costs and limited interest and participation in the value created by the cost savings. Resource conservation advocates rarely use the language of real estate to articulate the cost effectiveness of capital improvements aimed at reducing utility costs in commercial and residential income properties. Conventional methods that rely on rarefied academic notions of simple payback time or a narrow definition of return on investment fail to capture a significant component of the true market value created by virtue of reduced operating expenses. Improvements in energy and water efficiency can increase the fundamental profitability of real estate investments by raising Net Operating Income (NOI), and hence returns during the holding period, and, ultimately, proceeds at time of sale. We introduce the concept of an Energy Services Partner, who takes an equity interest in a real estate partnership in exchange for providing the expertise and capital required to reduce utility operating costs. Profit to all partners increases considerably as a result. This approach would also help to address a crisis facing ESCOs today stemming from their considerable liabilities (through guaranteed savings) and negligible offsetting assets.

  1. Land-Use History and Contemporary Management Inform an Ecological Reference Model for Longleaf Pine Woodland Understory Plant Communities.

    Ecological restoration is frequently guided by reference conditions describing a successfully restored ecosystem; however, the causes and magnitude of ecosystem degradation vary, making simple knowledge of reference conditions insufficient for prioritizing and guiding restoration. Ecological reference models provide further guidance by quantifying reference conditions, as well as conditions at degraded states that deviate from reference conditions. Many reference models remain qualitative, however, limiting their utility. We quantified and evaluated a reference model for southeastern U.S. longleaf pine woodland understory plant communities. We used regression trees to classify 232 longleaf pine woodland sites at three locations along the Atlantic coastal plain based on relationships between understory plant community composition, soils lol(which broadly structure these communities), and factors associated with understory degradation, including fire frequency, agricultural history, and tree basal area. To understand the spatial generality of this model, we classified all sites together. and for each of three study locations separately. Both the regional and location-specific models produced quantifiable degradation gradients–i.e., progressive deviation from conditions at 38 reference sites, based on understory species composition, diversity and total cover, litter depth, and other attributes. Regionally, fire suppression was the most important degrading factor, followed by agricultural history, but at individual locations, agricultural history or tree basal area was most important. At one location, the influence of a degrading factor depended on soil attributes. We suggest that our regional model can help prioritize longleaf pine woodland restoration across our study region; however, due to substantial landscape-to-landscape variation, local management decisions should take into account additional factors (e.g., soil attributes).     This report provides estimates of the amount of land required by past and future energy development in the United States and examines major federal legislation that regulates the impact of energy facilities on land use. An example of one land use issue associated with energy development - the potential conflict between surface mining and agriculture - is illustrated by describing the actual and projected changes in land use caused by coal mining in western Indiana. Energy activities addressed in the report include extraction of coal, oil, natural gas, uranium, oil shale, and geothermal steam; uranium processing; preparation of synfuels from coal; oil refineries; fossil-fuel, nuclear, and hydro-electric power plants; biomass energy farms; and disposal of solid wastes generated during combustion of fossil fuels. Approximately 1.1 to 3.3 x 10/sup 6/ acres were devoted to these activities in the United States in 1975. As much as 1.8 to 2.0 x 10/sup 6/ additional acres could be required by 1990 for new, nonbiomass energy development. The production of grain for fuel ethanol could require an additional 16.9 to 55.7 x 10/sup 6/ acres by 1990. Federal laws that directly or indirectly regulate the land-use impacts of energy facilities include the National Environmental Protection Act, Clean Air Act, Federal Water Pollution Control Act, Surface Mining Control and Reclamation Act, and Coastal Zone Management Act. The major provisions of these acts, other relevant federal regulations, and similar state and local regulatons are described in this report. Federal legislation relating to air quality, water quality, and the management of public lands has the greatest potential to influence the location and timing of future energy development in the United States.

    The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy (RE) on potentially contaminated land and mine sites. EPA is collaborating with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to evaluate RE options at Naval Station (NAVSTA) Newport in Newport, Rhode Island where multiple contaminated areas pose a threat to human health and the environment. Designated a superfund site on the National Priorities List in 1989, the base is committed to working toward reducing the its dependency on fossil fuels, decreasing its carbon footprint, and implementing RE projects where feasible. The Naval Facilities Engineering Service Center (NFESC) partnered with NREL in February 2009 to investigate the potential for wind energy generation at a number of Naval and Marine bases on the East Coast. NAVSTA Newport was one of several bases chosen for a detailed, site-specific wind resource investigation. NAVSTA Newport, in conjunction with NREL and NFESC, has been actively engaged in assessing the wind resource through several ongoing efforts. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and a survey of potential wind turbine options based upon the site-specific wind resource.

    The US Department of Interior`s Minerals Management Service (MMS) has the responsibility of regulating exploration and development by the oil and gas industry on the US Outer Continental Shelf (OCS). There is an area of active leases approximately 45 miles east-northeast of Cape Hatteras, North Carolina, referred to as the Manteo Unit. Chevron U.S.A. may propose to drill a single exploratory well in either Block 467 or 510 of the Manteo Unit with a specially outfitted drilling rig. To review environmental and socioeconomic information known, and needed, on the Manteo Unit, a workshop was conducted of February 4--5, 1998, with the North Carolina Department of Environment and Natural Resources (DENR). The objectives of the workshop were to review the state of knowledge for drilling a single exploratory well in either Block 467 or 510; share scientific information obtained since 1990; distinguish between exploration and development activities; share information on drilling technology and industry experience operating in similar physical environments; address scientific concerns regarding the potential impacts of OCS drilling on biological resources; and address concerns regarding onshore (social and economic) impacts from OCS drilling.

  12. Interruptible service system: A demand-side management application for the City of Los Angeles Department of Water & Power

    The Los Angeles Department of Water & Power (LADWP) instituted an electric rate schedule, A3-B, for its largest industrial power consumers in 1985. The A3 rate provides these LADWP customers (2000 Kilowatts or more users) a significant savings on their electric service rate. LADWP benefits by having the capability to interrupt the industrial customer`s load after giving them a 10 minute warning notice of interruption. The Interruptible Service System (ISS) automates this formerly manual process and allows for continuous monitoring of the power used of the power system`s largest power consumers. An ISS remote terminal unit (RTU) is installed at each customer`s site. This RTU communicates with a master computer (desktop PC) at LADWP`s Energy Control Center (ECC). The ECC initiates control, monitoring, and interrupt operations involving all customers on the ISS rate. Communication between the master computer and the various ISS customer RTUs will be accomplished via Pacific Bell Telephone`s advanced digital network (ADN). Future Plans include expansion to monitoring and control of co-generation facilities and monitoring of other large industrial customer power consumption.

Management of tenants and leases is discussed concerning evaluation of crop share leases, cash renting, custom farming, and tenant selection. Factors involving subsidence due to underground mining by longwall or room and pillar extraction are discussed. Issues related to planning for and management of taxes, long-term improvements, and other land costs are presented.

Discussion of management implications includes pocket gopher populations, success of planted and natural tree seedlings, big-game and livestock forage preferences, and responses of major shrub and herb layer species to disturbances.

    The Carbon Dioxide Information Analysis Center (CDIAC) at Oak Ridge National Laboratory (ORNL), USA has provided scientific data management support for the U.S. Department of Energy and international climate change science since 1982. Over this period, climate change science has expanded from research focusing on basic understanding of geochemical cycles, particularly the carbon cycle, to integrated research addressing climate change impacts, vulnerability, adaptation, and mitigation. Interests in climate change data and information worldwide have grown remarkably and, as a result, so have demands and expectations for CDIAC s data systems. To meet the growing demands, CDIAC s strategy has been to design flexible data systems using proven technologies blended with new, evolving technologies and standards. CDIAC development teams are multidisciplinary and include computer science and information technology expertise, but also scientific expertise necessary to address data quality and documentation issues and to identify data products and system capabilities needed by climate change scientists. CDIAC has learned there is rarely a single commercial tool or product readily available to satisfy long-term scientific data system requirements (i.e., one size does not fit all and the breadth and diversity of environmental data are often too complex for easy use with commercial products) and typically deploys a variety of tools and data products in an effort to provide credible data freely to users worldwide. Like many scientific data management applications, CDIAC s data systems are highly customized to satisfy specific scientific usage requirements (e.g., developing data products specific for model use) but are also designed to be flexible and interoperable to take advantage of new software engineering techniques, standards (e.g., metadata standards) and tools and to support future Earth system data efforts (e.g., ocean acidification). To successfully identify a treatment method, at least a proof-of-principle level of understanding must be obtained: that is, the candidate processes must be demonstrated as effective in treating the wastes to the LDR; however, an optimized process is not required. Where applicable and deemed necessary and where the budgets will support them, pilot-scale demonstrations will be pursued.     This report addresses the land use impacts of past and future energy development and summarizes the major federal and state legislation which influences the potential land use impacts of energy facilities and can thus influence the locations and timing of energy development. In addition, this report describes and presents the data which are used to measure, and in some cases, predict the potential conflicts between energy development and alternative uses of the nation's land resources. The topics section of this report is divided into three parts. The first part describes the myriad of federal, state and local legislation which have a direct or indirect impact upon the use of land for energy development. The second part addresses the potential land use impacts associated with the extraction, conversion and combustion of energy resources, as well as the disposal of wastes generated by these processes. The third part discusses the conflicts that might arise between agriculture and energy development as projected under a number of DOE mid-term (1990) energy supply and demand scenarios.

    Leakage occurs whenever actions to mitigate greenhouse gas emissions in one part of the world unleash countervailing forces elsewhere in the world so that reductions in global emissions are less than emissions mitigation in the mitigating region. While many researchers have examined the concept of industrial leakage, land-use policies can also result in leakage. We show that land-use leakage is potentially as large as or larger than industrial leakage. We identify two potential land-use leakage drivers, land-use policies and bioenergy. We distinguish between these two pathways and run numerical experiments for each. We also show that the land-use policy environment exerts a powerful influence on leakage and that under some policy designs leakage can be negative. International offsets are a potential mechanism to communicate emissions mitigation beyond the borders of emissions mitigating regions, but in a stabilization regime designed to limit radiative forcing to 3.7 2/m2, this also implies greater emissions mitigation commitments on the part of mitigating regions.
