    As a result of the destruction caused by the Loma Prieta Earthquake, which occurred in the San Francisco Bay Area in 1989, and the passage of Hurricane Andrew through the Central Gulf of Mexico (GOM) oil and gas fields in August 1002, the Minerals Management Service (MMS) has been actively developing a policy over the past few years that will comprehensively address the reassessment of existing Outer Continental Shelf (OCS) oil and gas structures. Central to the development of such policy has been the need to develop a procedure by which reassessment can be carried out. This paper discusses the history of MMS involvement in the area of reassessment, their concerns, and how they view the reassessment procedures found in the Draft Section 17, Assessment of Existing Platforms, proposed for inclusion in future API RP 2A Editions. Minerals Management Service procedures for review and approval of proposals to remove and reuse existing structures in OCS waters are also discussed.

    This paper reports that two more months could be needed to restore Gulf of Mexico oil and gas production shut in because of Hurricane Andrew, Minerals Management Service estimates. Hurricane Andrew swept west across South Florida into the gulf, then turned north and struck the Louisiana coast Aug. 25. Operators last week continued filing with MMS district offices in the New Orleans region reports of newly discovered damage to offshore oil and gas structures. By midweek, MMS listed more that 241 platforms, well satellites, and other offshore structures and 135 pipelines damaged by the storm.

    The Los Alamos National Laboratory (LANL) Environmental Restoration Technical Support Office (ERTSO) contracted Project Time & Cost, Inc. (PT&C) on 16 November 1992 to provide support services to the US Department of Energy (DOE). ERTSO had traditionally supported the DOE Albuquerque office in the Environmental Restoration and Waste Management Programs and had also supported the Office of Waste Management (EM-30) at DOE Headquarters in Germantown, Maryland. PT&C was requested to provide project management and support services for the DOE as well as liaison and coordination of responses and efforts between various agencies. The primary objective of this work was to continue LANL`s technical support role to EM-30 and assist in the development of the COE Cost and Schedule Estimating (CASE) Guide for EM-30. PT&C`s objectives, as specified in Section B of the contract, were well met during the duration of the project through the review and comment of various draft documents, trips to DOE sites providing program management support and participating in the training for the EM-30 Cost and Schedule Estimating Guide, drafting memos and scheduling future projects, attending numerous meetings with LANL, DOE and other subcontractors, and providing written observations and recommendations.he results obtained were determined to be satisfactory by both the LANL ERTSO and DOE EM-30 organizations. The objective to further the support from LANL and their associated subcontractor (PT&C) was met. The contract concluded with no outstanding issues.

    Protein acetylation modification has been implicated in many cellular processes but the direct evidence for the involvement of protein acetylation in signal transduction is very limited. In the present study, we found that an alkylating agent methyl methanesulfonate (MMS) induces a robust and reversible hyperacetylation of both cytoplasmic and nuclear proteins during the early phase of the cellular response to MMS. Notably, the acetylation level upon MMS treatment was strongly correlated with the susceptibility of cancer cells, and the enhancement of MMS-induced acetylation by histone deacetylase (HDAC) inhibitors was shown to increase the cellular susceptibility. These results suggest protein acetylation is important for the cell death signal transduction pathway and indicate that the use of HDAC inhibitors for the treatment of cancer is relevant.

    Designing a database system for both efficient data management and data services has been one of the enduring challenges in the healthcare domain. In many healthcare systems, data services and data management are often viewed as two orthogonal tasks; data services refer to retrieval and analytic queries such as search, joins, statistical data extraction, and simple data mining algorithms, while data management refers to building error-tolerant and non-redundant database systems. The gap between service and management has resulted in rigid database systems and schemas that do not support effective analytics. We compose a rich graph structure from an abstracted healthcare RDBMS to illustrate how we can fill this gap in practice. We show how a healthcare graph can be automatically constructed from a normalized relational database using the proposed 3NF Equivalent Graph (3EG) transformation.We discuss a set of real world graph queries such as finding self-referrals, shared providers, and collaborative filtering, and evaluate their performance over a relational database and its 3EG-transformed graph. Experimental results show that the graph representation serves as multiple de-normalized tables, thus reducing complexity in a database and enhancing data accessibility of users. Based on this finding, we propose an ensemble framework of databases for healthcare applications.

    Here we report structural and functional studies of Mms6, a biomineralization protein that can promote the formation in vitro of magnetic nanoparticles with sizes and morphologies similar to the magnetites synthesized by magnetotactic bacteria. We found the binding pattern of Mms6 to ferric ion to be two-phase and multivalent. We quantatively determined that Mms6 binds one Fe{sup 3+} with a very high affinity (K{sub d} = 10{sup -16} M). The second phase of iron binding is multivalent and cooperative with respect to iron with a K{sub d} in the {mu}M range and a stoichiometry of about 20 ferric ion per protein molecule. We found that Mms6 exists in large particles of two sizes, one consisting of 20-40 monomeric units and the other of 200 units. From proteolytic digestion, ultracentrifugation and liposome fusion studies, we found that Mms6 forms a large micellar quaternary structure with the N-terminal domain self-assembling into a uniformly sized micelle and the C-terminal domain on the surface. The two-phase iron-binding pattern may be relevant to iron crystal formation. We propose that the first high affinity phase may stabilize a new conformation of the C-terminal domain that allows interaction with other C-terminal domains leading to a structural change in the multimeric protein complex that enables the second low affinity iron binding phase to organize iron and initiate crystal formation. We also observed a dimeric apparent molecular mass of the Mms6 C-terminal peptide (C21Mms6). We speculate that the C-terminal domain may form higher order quaternary arrangements on the surface of the micelle or when anchored to a membrane by the N-terminal domain. The change in fluorescence quenching in the N-terminal domain with iron binding suggests a structural integrity between the C- and N-terminal domains. The slow change in trp fluorescence as a function of time after adding iron suggests a very slow conformational change in the protein that involves both N- and C-terminal domains. We interpret these results to mean that there is a coordinated global change in Mms6 structure that involves multiple Mms6 monomers. Based on our observations, we propose a mechanism by which Mms6 can promote the formation of crystalline nanoparticles. Upon binding ferric iron at very high affinity with a molar ratio of 1, the C-terminal domains undergo a conformational change, coordinated with the N-terminal domain that initiates a slow rearrangement of the multiprotein complex to create a surface on which many iron atoms can organize. This slow rearrangement allows the initiation of a crystal that is propagated on the protein surface to form a crystal seed. We also observed that Mms6 undergoes a periodical structural change with increasing molar ratios of iron to protein. The observed structural change occurs in the N-terminal domain, but reflects iron binding by the C-terminal domain. A mutant Mms6 that does not promote the formation of superparamagnetic magnetite also does not undergo the periodic structural change. The correlation between the ability to form magnetic nanoparticles and the ability to undergo the periodic structural change suggests that this structural change might participate in the mechanism of magnetite formation. Analysis of the quaternary structure of Mms6 protein and its C-terminal domain reveals that the C-terminal domain contributes to the overall stability of the quaternary structure of Mms6. The C-terminal domain of Mms6 displays ferric reductase activity that is diminished in the mutant C-terminus. Although it does not play a role in the in vitro formation of magnetite during which both ferrous and ferric forms of iron are provided, this reductase activity may participate in magnetite formation in vivo. Our results suggest that the iron binding properties and quaternary structure of Mms6 is responsible for formation of magnetic nanoparticles.   17. Audit Report on Management Controls over the Use of Service Contracts at the Office of River Protection

    The Department of Energy's (Department) Office of River Protection (ORP) is responsible for the storage, treatment, and disposal of over 53 million gallons of highly radioactive waste from over 40 years of plutonium production at the Hanford Site. Because of the diversity, complexity, and large scope of its mission, coupled with its small staff, ORP told us that it has found it necessary to engage in service contracts to obtain consulting services, technical expertise, and support staff. Federal policy generally permits contractors to perform a wide range of support service activities, including, in most situations, the drafting of Government documents subject to the review and approval of Federal employees. Federal policy issued by the Office of Management and Budget, however, prohibits contractors from drafting agency responses to Congressional inquiries and reports issued by the Office of Inspector General and Government Accountability Office (GAO) because they are so closely related to the public interest and provide the appearance of private influence. To provide a majority of its needed services, ORP issued a Blanket Purchase Agreement to Project Assistance Corporation (PAC) in 2003. Through the Blanket Purchase Agreement, ORP acquired services in the areas of project management, risk assessment, program assessment, quality assurance, safety, cost and schedule estimating, budgeting and finance, and engineering. PAC has, in turn, subcontracted with various other firms to obtain some of the services needed by ORP. From 2005 to 2008, the total annual cost for the contract with PAC had grown from $4.7 million to $9.2 million. Because of the extent of the services provided and growing costs of the contract, we conducted this review to determine whether ORP appropriately administered its contract with the Project Assistance Corporation. Our review disclosed that, in some instances, ORP had not appropriately administered all work performed under the PAC contract. Specifically, ORP allowed PAC employees to perform work that was inherently governmental and created situations where a potential conflict of interest occurred. Specifically: (1) ORP assigned PAC employees responsibility for providing information and responses to Congressional inquiries and reports issued by the GAO and the Department of Energy's Office of Inspector General (OIG); and (2) PAC employees were also allowed to perform functions that created potential conflicts of interest. ORP permitted PAC employees, for example, to develop statements of work and approve funding of work to be performed under PAC's own contract. We concluded that these problems occurred, at least in part, because ORP had not established controls necessary to effectively administer the PAC contract. Federal procurement regulations recommended that agencies provide additional management controls over contractors whose work has the potential to influence the action of government officials. ORP, however, had not implemented the controls specifically recommended in Federal policy guidance for administering contracts, including: (1) Performing conflict of interest reviews; and (2) Separating contractor and Department employees either physically or organizationally. By not effectively administering its contract with PAC, ORP increased the risk that decisions based on work performed by the contractor may not have been made in the best interests of the Department. For example, ORP increased the risk that approved work would be unnecessary or too costly. As we also recently noted in our report on 'Management Challenges at the Department of Energy' (DOE/IG-0808, December 2008), contract administration issues such as those discussed in this report remain a significant vulnerability. Continued efforts to improve this area are vitally important since the risk that contractors receive payments for unallowable costs could also increase as the Department expands its contracting activities under the American Recovery and Reinvestment Act.     Cameco Corporation is a world leader in uranium production. Headquartered in Saskatoon, Saskatchewan our operations provide 16% of the world uranium mine production and we have approximately 435 million pounds of proven and probable uranium reserves. Cameco mining operations are located in Saskatchewan, Wyoming, Nebraska and Kazakhstan. Cameco is also a major supplier of uranium processing services required to produce fuel for the generation of clean energy. These operations are based in Blind River, Cobourg and Port Hope, Ontario and are collectively referred to as the Fuel Services Division. The Fuel Services Division produces uranium trioxide from uranium ore concentrate at the Blind River Refinery. Cameco produces uranium hexafluoride and uranium dioxide at the Port Hope Conversion Facility. Cameco operates a fuel manufacturing facility in Port Hope, Ontario and a metal fabrication facility located in Cobourg, Ontario. The company manufactures fuel bundles utilized in the Candu reactors. Cameco's Fuel Services Division produces several types of low-level radioactively contaminated wastes. Internal processing capabilities at both the Blind River Refinery and Port Hope Conversion Facility are extensive and allow for the recycling of several types of waste. Notwithstanding these capabilities there are certain wastes that are not amenable to the internal processing capabilities and must be disposed of appropriately. Disposal options for low-level radioactively contaminated wastes in Canada are limited primarily due to cost considerations. In recent years, Cameco has started to ship marginally contaminated wastes (<500 ppm uranium) to the United States for disposal in an appropriate landfill. The landfill is owned by US Ecology Incorporated and is located near Grand View, Idaho 70 miles southeast of Boise in the Owyhee Desert. The facility treats and disposes hazardous waste, non-hazardous industrial waste and low-activity radioactive material. The site's arid climate, deep groundwater and favourable geology help ensure permanent waste isolation. Combined with a state of the art multi-layer landfill liner system, the Grand View facility represents an ideal choice to minimize environmental liability. Marginally contaminated wastes from operations within the Fuel Services Division are typically loaded into PacTec IP-2 rated Intermediary Bulk Containers and then transported by road to a nearby rail siding. The Intermediary Bulk Containers are then loaded in US Ecology owned gondola rail-cars. The gondolas are then transported via Canadian Pacific and Union Pacific railroads to the US Ecology Rail Transfer facility located in Mayfield, Idaho. The Intermediary Bulk Containers are unloaded into trucks for transport to the disposal facility located approximately 32 miles away. (authors)

    The energy service company (ESCO) business model could become significantly more effective by integrating the energy-efficiency purveyor and their capital into the underlying building ownership and operation partnership, rather than the current model in which the ESCO remains an outsider with higher transaction costs and limited interest and participation in the value created by the cost savings. Resource conservation advocates rarely use the language of real estate to articulate the cost effectiveness of capital improvements aimed at reducing utility costs in commercial and residential income properties. Conventional methods that rely on rarefied academic notions of simple payback time or a narrow definition of return on investment fail to capture a significant component of the true market value created by virtue of reduced operating expenses. Improvements in energy and water efficiency can increase the fundamental profitability of real estate investments by raising Net Operating Income (NOI), and hence returns during the holding period, and, ultimately, proceeds at time of sale. We introduce the concept of an Energy Services Partner, who takes an equity interest in a real estate partnership in exchange for providing the expertise and capital required to reduce utility operating costs. Profit to all partners increases considerably as a result. This approach would also help to address a crisis facing ESCOs today stemming from their considerable liabilities (through guaranteed savings) and negligible offsetting assets.

    Sand pine is a very important species in Florida, producing significant quantities of fiber. The purpose of this study was to develop the site index and stand-level growth and yield equations managers need to make informed decisions. Data were collected from 35 seeded plots of Ocala sand pine covering a range of site indexes, ages, and densities in 1982-83. These plots were remeasured 5 and 10 years later and the data used to develop growth and yield equations by tree component. Equations for both current and future yields in volume and weight measures are given. These equations gave very good results when tested by comparing actual yields with predicted yields for a second set of 22 sand pine plantations measured in the panhandle area of Florida.

    Exposure to asbestos during the servicing of brakes on state-owned vehicles at the Bureau of Vehicle Management Maintenance Division, Harrisburg, Pennsylvania, was investigated as part of a study of control technologies. Brakes had been serviced at this garage facility for the previous year using a BCE-1000 Clayton brake-cleaning unit, sized for cars, vans, and pickups. The brake-cleaning unit consisted of a transparent enclosure hood and a HEPA vacuum filter dust collector, designed to contain and collect all brake-lining dust during vehicular brake maintenance and replacement. The authors conclude that the Clayton BCE-1000 dust-control unit appeared to be effective in containing and collecting brake dust during all vehicular brake maintenance and replacement jobs in this situation.

    This paper details the use of the IT Infrastructure Library Framework (ITIL) for optimising process workflows in the IT Service Centre of Harz University in Wernigerode, Germany, exemplified by the Release Management Process. It is described, how, during the course of a special ITIL project, the As-Is-Status of the various original processes was documented as part of the process life cycle and then transformed in the To-Be-Status, according to the ITIL Best Practice Framework. It is also shown, how the ITIL framework fits into the four-layered-process model, that could be derived from interviews with the universities IT support staff, and how the various modified processes interconnect with each other to form a value chain.     A method for developing thinning schedules using a density-management diagram is presented. A density-management diagram is a form of stocking chart based on patterns of natural stand development. The diagram allows rotation diameter and the upper and lower limits of growing stock to be easily transformed into before and after thinning densities. Site height lines on the diagram together with site index curves then allow the timing of thinnings to be specified. Intermediate and final harvest volumes are calculated with a growth and yield simulator capable of recovering the diameter distribution within the plantation. The development of thinning schedules by this method is illustrated for loblolly pine (Pinus taeda L.) plantations.

    The Carbon Dioxide Information Analysis Center (CDIAC) at Oak Ridge National Laboratory (ORNL), USA has provided scientific data management support for the U.S. Department of Energy and international climate change science since 1982. Over this period, climate change science has expanded from research focusing on basic understanding of geochemical cycles, particularly the carbon cycle, to integrated research addressing climate change impacts, vulnerability, adaptation, and mitigation. Interests in climate change data and information worldwide have grown remarkably and, as a result, so have demands and expectations for CDIAC s data systems. To meet the growing demands, CDIAC s strategy has been to design flexible data systems using proven technologies blended with new, evolving technologies and standards. CDIAC development teams are multidisciplinary and include computer science and information technology expertise, but also scientific expertise necessary to address data quality and documentation issues and to identify data products and system capabilities needed by climate change scientists. CDIAC has learned there is rarely a single commercial tool or product readily available to satisfy long-term scientific data system requirements (i.e., one size does not fit all and the breadth and diversity of environmental data are often too complex for easy use with commercial products) and typically deploys a variety of tools and data products in an effort to provide credible data freely to users worldwide. Like many scientific data management applications, CDIAC s data systems are highly customized to satisfy specific scientific usage requirements (e.g., developing data products specific for model use) but are also designed to be flexible and interoperable to take advantage of new software engineering techniques, standards (e.g., metadata standards) and tools and to support future Earth system data efforts (e.g., ocean acidification). CDIAC has provided data management support for numerous long-term measurement projects crucial to climate change science. One current example is the AmeriFlux measurement network. AmeriFlux provides continuous measurements from forests, grasslands, wetlands, and croplands in North, Central, and South America and offers important insight about carbon cycling in terrestrial ecosystems. We share our approaches in satisfying the challenges of delivering AmeriFlux data worldwide to benefit others with similar challenges handling climate change data, further heighten awareness and use of an outstanding ecological data resource, and highlight expanded software engineering applications being used for climate change measurement data.

    Recurring waste management noncompliance problems have spurred a fundamental site-wide process revision to characterize and disposition wastes at the Idaho National Engineering and Environmental Laboratory. The reengineered method, termed Waste Generator Services, will streamline the waste acceptance process and provide waste generators comprehensive waste management services through a single, accountable organization to manage and disposition wastes in a timely, cost-effective, and compliant manner. This report outlines the strategy for implementing Waste Generator Services across the INEEL. It documents the culmination of efforts worked by the LMITCO Environmental Management Compliance Reengineering project team since October 1997. These efforts have included defining problems associated with the INEEL waste management process; identifying commercial best management practices; completing a review of DOE Complex-wide waste management training requirements; and involving others through an Integrated Process Team approach to provide recommendations on process flow, funding/charging mechanisms, and WGS organization. The report defines the work that will be performed by Waste Generator Services, the organization and resources, the waste acceptance process flow, the funding approach, methods for measuring performance, and the implementation schedule and approach. Field deployment will occur first at the Idaho Chemical Processing Plant in June 1998. Beginning in Fiscal Year 1999, Waste Generator Services will be deployed at the other major INEEL facilities in a phased approach, with implementation completed by March 1999.

    The Maui Smart Grid Project (MSGP) is under the leadership of the Hawaii Natural Energy Institute (HNEI) of the University of Hawaii at Manoa. The project team includes Maui Electric Company, Ltd. (MECO), Hawaiian Electric Company, Inc. (HECO), Sentech (a division of SRA International, Inc.), Silver Spring Networks (SSN), Alstom Grid, Maui Economic Development Board (MEDB), University of Hawaii-Maui College (UHMC), and the County of Maui. MSGP was supported by the U.S. Department of Energy (DOE) under Cooperative Agreement Number DE-FC26-08NT02871, with approximately 50% co-funding supplied by MECO. The project was designed to develop and demonstrate an integrated monitoring, communications, database, applications, and decision support solution that aggregates renewable energy (RE), other distributed generation (DG), energy storage, and demand response technologies in a distribution system to achieve both distribution and transmission-level benefits. The application of these new technologies and procedures will increase MECO’s visibility into system conditions, with the expected benefits of enabling more renewable energy resources to be integrated into the grid, improving service quality, increasing overall reliability of the power system, and ultimately reducing costs to both MECO and its customers.

Accountability for computing resources is expanding beyond just the data processing (DP) or management information systems (MIS) manager to include senior organization management and user management. Management`s goal for office automation is being refocused from saving money to improving productivity. A model developed by Richard Nolan (1982) illustrates the basic evolution of computer use in organizations. Computer Era: (1) Initiation (computer acquisition), (2) Contagion (intense system development), (3) Control (proliferation of management controls). Data Resource Era: (4) Integration (user service orientation), (5) Data Administration (corporate value of information), (6) Maturity (strategic approach to information technology). The first three stages mark the growth of traditional data processing and management information systems departments. The development of the IRM philosophy in an organization involves the restructuring of the DP organization and new management techniques. The three stages of the Data Resource Era represent the evolution of IRM. This paper examines each of them in greater detail.

    The term ESCO has a different meaning to different people. Increasingly, the term is used in its broadest sense to describe any company providing services related to a customer's energy acquisition and use. Previously, the term ESCO was synonymous with contractors who installed new equipment that was paid for by the energy cost savings that resulted. As a result of competition, restructuring and de-regulation of the electricity and gas sectors, the range of firms offering energy services now includes: local utilities using services to retain customers, remote utilities offering services to customers outside their franchise as a door opener to future commodity sales, local and remote utilities who see services as a more lucrative growth opportunity than commodities or transportation of the commodity, facility managers taking advantage of outsourcing trends and using energy management to reduce costs, power marketers, power brokers, aggregators combining energy analysis to segment their customers with processes to identify potential conservation and load management opportunities, cogeneration developers, and agents who help their customers navigate the uncharted waters of the deregulated energy business. This paper will review the impact of the broader definition of ESCOs with a view toward forecasting future trends in the industry including consideration of the fact that the term, energy service, may, itself, be too narrow a definition for a successful business of industry.

    An option of growing interest to utilities and their customers is the energy service company or ESCO. It typically provides or coordinates several energy services including performing energy audits or analyses, designing and engineering of retrofit projects, managing the installation of more efficient equipment, and maintaining systems for optimal performance. Perhaps the key distinguishing feature of an ESCO is financing that allows the customer to avoid or reduce first costs and pay for the energy services through savings on electric and fuel bills. By paying for the energy services through savings on energy bills, the arrangement becomes a performance contract. It is difficult to find a major utility in North America that is not considering establishing or working with an ESCO. Many have made that commitment and many more are likely to do so. From the perspective of the facility owner, the increased presence of ESCOs will present some challenges in determining the best option, but the rewards for selecting an ESCO of high quality and reliability should be worth it. A facility manager considering a contract with an ESCO that is not a utility subsidiary should call their local utility for comparative information.     State and federal regulators, private and public utilities, large and small customers, power brokers and marketers, and others are engaged in major debates about the future structure of the electric industry. Although the outcomes are far from certain, it seems clear that customers will have much greater choices about the electric services they purchase and from whom they buy these services. This report examines the ``ancillary`` services that are today buried within the typical vertically integrated utility. These ancillary services support and make possible the provision of the basic services of generating capacity, energy supply, and power delivery. These ancillary services include: Management of generating units; reserve generating capacity to follow variations in customer loads, to provide capacity and energy when generating units or transmission lines suddenly fall, to maintain electric-system stability, and to provide local-area security; transmission-system monitoring and control; replacement of real power and energy losses; reactive-power management and voltage regulation; transmission reserves; repair and maintenance of the transmission network; metering, billing, and communications; and assurance of appropriate levels of power quality. Our focus in this report, the first output from a larger Oak Ridge National Laboratory project, is on identification and definition of these services. Later work in this project will examine more closely the costs and pricing options for each service.

Deep Web services provide access to real-time information, like entertainment event listings, or present a Web interface to large databases or other data repositories. Recent studies suggest that the size and growth rate of the dynamic Web greatly exceed that of the static Web, yet dynamic content is often ignored by existing search engine indexers owing to the technical challenges that arise when attempting to search the Deep Web. To address these challenges, we present DynaBot, a service-centric crawler for discovering and clustering Deep Web sources offering dynamic content. DynaBot has three unique characteristics. First, DynaBot utilizes a service class model of the Web implemented through the construction of service class descriptions (SCDs). Second, DynaBot employs a modular, self-tuning system architecture for focused crawling of the DeepWeb using service class descriptions. Third, DynaBot incorporates methods and algorithms for efficient probing of the Deep Web and for discovering and clustering Deep Web sources and services through SCD-based service matching analysis. Our experimental results demonstrate the effectiveness of the service class discovery, probing, and matching algorithms and suggest techniques for efficiently managing service discovery in the face of the immense scale of the Deep Web.

    This paper reports that reports of damage caused by Hurricane Andrew were leveling off last week at the U.S. Minerals Management Service as Gulf of Mexico operators pressed ahead with repairs. The hurricane struck South Florida Aug. 4, churned west into the gulf, then swung north and hit the South Louisiana coast Aug. 5. By the close of business Sept. 8 MMS had received damage reports covering 83 pipeline segments and 193 platforms and satellite installations. MMS last week estimated about 500 MMcfd of gas production had been restored in the gulf and 100,000-150,000 b/d of oil. Production still lost as a result of Andrew was estimated at 2-2.5 bcfd of gas and 90,000-120 b/d of oil. MMS estimates Gulf of Mexico wells before the storm were producing about 12.5-13 bcfd of gas and 750,000 b/d of oil.

    Any upgrade to utility service provides an opportunity to revisit a Federal building's electrical loads and costs, but it also may provide an economic way to bundle the upgrade with an onsite renewable electricity project during renovation. Upgrading utility service to the site may involve improving or adding a transformer, upgrading utility meters, or otherwise modifying the interconnection equipment or services with the utility. In some cases, the upgrade may change the tariff structure for the facility and may qualify the property for a different structure with lower overall costs. In all cases, the implementation of renewable energy technologies should be identified during the design phase.
