    In accordance with the Department of Energy`s National Environmental Policy Act implementing procedures in Volume 10 of the Code of Federal Regulations, Section 1021,312, the Environmental Restoration and Waste Management Programmatic Environmental Impact Statement Implementation Plan has two primary purposes: to provide guidance for the preparation of the Programmatic Environmental Impact Statement and to record the issues resulting from the scoping and the extended public participation process. The Implementation Plan identifies and discusses the following: background of Environmental Restoration and Waste Management activities, the purpose of the Programmatic Environmental Impact Statement, and the relationship of the Programmatic Environmental Impact Statement to other Departmental initiatives (Chapter 1); need and purposes for action (Chapter 2); scoping process and results of the public participation program in defining the scope of the Programmatic Environmental Impact Statement, including a summary of the comments received and their disposition (Chapter 3); planned scope and content of the Programmatic Environmental Impact Statement (Chapter 4); consultations with other agencies and the role of cooperating agencies (Chapter 5); planned schedule of major Programmatic Environmental Impact Statement milestones (Chapter 6); and responsibilities for preparation of the Programmatic Environmental Impact Statement (Chapter 7).

    The US Department of Energy (DOE) has produced large quantities of radioactive and hazardous waste during years of nuclear weapons production. As a result, a large number of sites across the DOE Complex have become chemically and/or radiologically contaminated. In 1990, the Secretary of Energy charged the DOE Office of Environmental Restoration and Waste management (EM) with the task of preparing a Programmatic Environmental Impact Statement (PEIS). The PEIS should identify and assess the potential environmental impacts of implementing several integrated Environmental Restoration (ER) and Waste Management (WM) alternatives. The determination and integration of appropriate remediation activities and sound waste management practices is vital for ensuring the diminution of adverse human health impacts during site cleanup and waste management programs. This report documents the PEIS risk assessment methodology used to evaluate human health risks posed by WM activities. The methodology presents a programmatic cradle to grave risk assessment for EM program activities. A unit dose approach is used to estimate risks posed by WM activities and is the subject of this document.

    The US Department of Energy (DOE) committed in the Tank Waste Remediation System (TWRS) Record of Decision (ROD) (62 FR 8692) to perform future National Environmental Policy Act (NEPA) analysis at key points in the Hanford Site tank waste treatment and disposal process. These evaluations are designed to address potential implications of new information on the impacts presented in the Environmental Impact Statement (EIS). In addition the evaluations will support an assessment of DOE's plans for treating and disposing of Hanford Site tank waste to determine if the project plans are still appropriate or need adjustments. To support these reevaluations, DOE prepared a Supplement Analysis DOEEIS-0189-SA3. In addition, DOE sponsored several initiatives to seek viable technical regulatory and operational alternatives to complete the Office of River Protection (ORP) mission such that expedited schedule, improved cost benefits and improved programmatic safety, environmental and technical task can be achieved. This report was completed to fulfill the TWRS EIS/ROD commitment to perform scientific, regulatory and/or financial review of the Hanford Site tank waste remediation program.

    The Department of Energy is preparing a Programmatic Environmental Impact Statement (PEIS) for the Environmental Restoration and Waste Management Program. The PEIS has been divided into an Environmental Restoration section and a Waste Management section. Each section has a unique set of alternatives. This paper will focus on the waste management alternatives and analysis. The set of alternatives for waste management has been divided into waste categories. These categories are: high-level waste, transuranic waste, low-level waste, low-level mixed waste, greater-than-class C and low-level waste from commercial sources, hazardous waste, and spent nuclear fuel. This paper will discuss the alternatives and analytical approach that will be used to evaluate these alternatives for the low-level waste section. Although the same alternatives will be considered for all waste types, the analysis will be performed separately for each waste type. In the sections that follow, information will be provided on waste management configurations, the analysis of waste management alternatives, waste types and locations, facility and transportation activities, the facility and transportation impacts assessment, and the compilation of impacts.

    This report contains the environmental setting information developed for 25 U.S. Department of Energy (DOE) installations in support of the DOE`s Programmatic Environmental Impact Study (PEIS) and the Baseline Environmental Management Report (BEMR). The common objective of the PEIS and the BEMR is to provide the public with information about the environmental contamination problems associated with major DOE facilities across the country, and to assess the relative risks that radiological and hazardous contaminants pose to the public, onsite workers, and the environment. Environmental setting information consists of the site-specific data required to model (using the Multimedia Environmental Pollutant Assessment System) the atmospheric, groundwater, and surface water transport of contaminants within and near the boundaries of the installations. The environmental settings data describes the climate, atmospheric dispersion, hydrogeology, and surface water characteristics of the installations. The number of discrete environmental settings established for each installation was governed by two competing requirements: (1) the risks posed by contaminants released from numerous waste sites were to be modeled as accurately as possible, and (2) the modeling required for numerous release sites and a large number of contaminants had to be completed within the limits imposed by the PEIS and BEMR schedule. The final product is the result of attempts to balance these competing concerns in a way that minimizes the number of settings per installation in order to meet the project schedule while at the same, time providing adequate, if sometimes highly simplified, representations of the different areas within an installation. Environmental settings were developed in conjunction with installation experts in the fields of meteorology, geology, hydrology, and geochemistry.

    The US Department of Energy (DOE) has prepared this report to assist its management in making two decisions. The first decision, which is programmatic, is to determine the management program for DOE spent nuclear fuel. The second decision is on the future direction of environmental restoration, waste management, and spent nuclear fuel management activities at the Idaho National Engineering Laboratory. Volume 1 of the EIS, which supports the programmatic decision, considers the effects of spent nuclear fuel management on the quality of the human and natural environment for planning years 1995 through 2035. DOE has derived the information and analysis results in Volume 1 from several site-specific appendixes. Volume 2 of the EIS, which supports the INEL-specific decision, describes environmental impacts for various environmental restoration, waste management, and spent nuclear fuel management alternatives for planning years 1995 through 2005. This Appendix B to Volume 1 considers the impacts on the INEL environment of the implementation of various DOE-wide spent nuclear fuel management alternatives. The Naval Nuclear Propulsion Program, which is a joint Navy/DOE program, is responsible for spent naval nuclear fuel examination at the INEL. For this appendix, naval fuel that has been examined at the Naval Reactors Facility and turned over to DOE for storage is termed naval-type fuel. This appendix evaluates the management of DOE spent nuclear fuel including naval-type fuel.

    Programmatic environmental impact statements (EISs) are comprehensive documents that integrate environmental considerations into planning and operational decisions at the concept level, avoiding the need for repetitive environmental documentation of specific actions. Procedures developed in the programmatic EIS provide a process for incorporating environmental considerations into the planning phase of future actions and assist in determining the type of environmental considerations into the planning phase of future actions and assist in determining the type of environmental documentation necessary. The programmatic EIS project area is divided into recognizable geographic zones. These zones are mapped and an evaluation zone summary sheet is developed for each area that contains an inventory of pertinent information for analysis of environmental issues. On each map and summary sheet, sensitive zones that are adversely affected and/or require mitigation for implementation of proposed actions are easily recognizable. Accompanying narrative provides both insight for mitigating potential impacts within the sensitive areas and how such impacts should be addressed. Additional assistance in evaluating the effects of planned actions is provided by identifying thresholds of significance at which the effect of a proposed action may prompt the need for environmental documentation.

    This report assesses the ecological risks of the Department of Energy`s (DOE) Environmental Restoration Program. The assessment is programmatic in that it is directed at evaluation of the broad programmatic alternatives outlined in the DOE Implementation Plan. It attempts to (1) characterize the ecological resources present on DOE facilities, (2) describe the occurrence and importance of ecologically significant contamination at major DOE facilities, (3) evaluate the adverse ecological impacts of habitat disturbance caused by remedial activities, and (4) determine whether one or another of the programmatic alternatives is clearly ecologically superior to the others.     This ''Site-wide Environmental Impact Statement for Continued Operation of Lawrence Livermore National Laboratory and Supplemental Stockpile Stewardship and Management Programmatic Environmental Impact Statement'' (LLNL SW/SPEIS) describes the purpose and need for agency action for the continued operation of LLNL and analyzes the environmental impacts of these operations. The primary purpose of continuing operation of LLNL is to provide support for the National Nuclear Security Administration's (NNSA's) nuclear weapons stockpile stewardship missions. LLNL, located about 40 miles east of San Francisco, California, is also needed to support other U.S. Department of Energy (DOE) programs and Federal agencies such as the U.S. Department of Defense, Nuclear Regulatory Commission, U.S. Environmental Protection Agency (EPA), and the newly established U.S. Department of Homeland Security. This LLNL SW/SPEIS analyzes the environmental impacts of reasonable alternatives for ongoing and foreseeable future operations, facilities, and activities at LLNL. The reasonable alternatives include the No Action Alternative, Proposed Action, and the Reduced Operation Alternative. The major decision to be made by DOE/NNSA is to select one of the alternatives for the continued operation of the LLNL. These locations are not currently involved in management of large quantities of SNF; NTS has none, and ORR has only small quantities. However, several areas within the OTEC program require further investigation in order to assess the potential for environmental impacts from OTEC operation, particularly in large-scale deployments and in defining alternatives to closed-cycle biofouling control: (1) Larger-scale deployments of OTEC clusters or parks require further investigations in order to assess optimal platform siting distances necessary to minimize adverse environmental impacts. (2) The deployment and operation of the preoperational platform (OTEC-1) and future demonstration platforms must be carefully monitored to refine environmental assessment predictions, and to provide design modifications which may mitigate or reduce environmental impacts for larger-scale operations. These platforms will provide a valuable opportunity to fully evaluate the intake and discharge configurations, biofouling control methods, and both short-term and long-term environmental effects associated with platform operations. (3) Successful development of OTEC technology to use the maximal resource capabilities and to minimize environmental effects will require a concerted environmental management program, encompassing many different disciplines and environmental specialties.

    This report provides data and information needed to support the risk and impact assessments of high-level waste (HLW) management alternatives in the U.S. Department of Energy Waste Management (WM) Programmatic Environmental Impact Statement (PEIS). Available data on the physical form, chemical and isotopic composition, storage locations, and other waste characteristics of interest are presented. High-level waste management follows six implementation phases: current storage, retrieval, pretreatment, treatment, interim canister storage, and geologic repository disposal; pretreatment, treatment, and repository disposal are outside the scope of the WM PEIS. Brief descriptions of current and planned HLW management facilities are provided, including information on the type of waste managed in the facility, costs, product form, resource requirements, emissions, and current and future status. Data sources and technical and regulatory assumptions are identified. The range of HLW management alternatives (including decentralized, regionalized, and centralized approaches) is described. The required waste management facilities include expanded interim storage facilities under the various alternatives. Resource requirements for construction (e.g., land and materials) and operation (e.g., energy and process chemicals), work force, costs, effluents, design capacities, and emissions are presented for each alternative.

    Transuranic waste (TRUW) loads and potential contaminant releases at and en route to treatment, storage, and disposal sites in the US Department of Energy (DOE) complex are important considerations in DOE`s Waste Management Programmatic Environmental Impact Statement (WM PEIS). Waste loads are determined in part by the level of treatment the waste has undergone and the complex-wide configuration of origination, treatment, storage, and disposal sites selected for TRUW management. Other elements that impact waste loads are treatment volumes, waste characteristics, and the unit operation parameters of the treatment technologies. Treatment levels and site configurations have been combined into six TRUW management alternatives for study in the WM PEIS. This supplemental report to the WM PEIS gives the projected waste loads and contaminant release profiles for DOE treatment sites under each of the six TRUW management alternatives. It gives TRUW characteristics and inventories for current DOE generation and storage sites, describes the treatment technologies for three proposed levels of TRUW treatment, and presents the representative unit operation parameters of the treatment technologies. The data presented are primary inputs to developing the costs, health risks, and socioeconomic and environmental impacts of treating, packaging, and shipping TRUW for disposal.

    This report was prepared to support the analysis of risks and costs associated with the proposed treatment of low-level mixed waste (LLMW) under management of the US Department of Energy (DOE). The various waste management alternatives for treatment of LLMW have been defined in the DOE`s Office of Waste Management Programmatic Environmental Impact Statement. This technical memorandum estimates the waste material throughput expected at each proposed LLMW treatment facility and analyzes potential radiological and chemical releases at each DOE site resulting from treatment of these wastes. Models have been developed to generate site-dependent radiological profiles and waste-stream-dependent chemical profiles for these wastes. Current site-dependent inventories and estimates for future generation of LLMW have been obtained from DOE`s 1994 Mixed Waste Inventory Report (MWIR-2). Using treatment procedures developed by the Mixed Waste Treatment Project, the MWIR-2 database was analyzed to provide waste throughput and emission estimates for each of the different waste types assessed in this report. Uncertainties in the estimates at each site are discussed for waste material throughputs and radiological and chemical releases.

    The US Department of Energy (DOE) committed in the Tank Waste Remediation System (TWRS) Environmental Impact Statement (EIS) Record of Decision (ROD) to perform future National Environmental Policy Act (NEPA) analysis at key points in the Program. Each review will address the potential impacts that new information may have on the environmental impacts presented in the TWRS EIS and support an assessment of whether DOE`s plans for remediating the tank waste are still pursuing the appropriate plan for remediation or whether adjustments to the program are needed. In response to this commitment, DOE prepared a Supplement Analysis (SA) to support the first of these reevaluations. Subsequent to the completion of the SA, the Phase IB negotiations process with private contractors resulted in several changes to the planned approach. These changes along with other new information regarding the TWRS Program have potential implications for Phase 1 and Phase 2 of tank waste retrieval and waste storage and/or disposal that may influence the environmental impacts of the Phased Implementation alternative. This report focuses on identifying those potential environmental impacts that may require NEPA analysis prior to authorization to begin facility construction and operations.

    Abstract: The proposed Global Nuclear Energy Partnership (GNEP) Program, which is part of the President’s Advanced Energy Initiative, is intended to support a safe, secure, and sustainable expansion of nuclear energy, both domestically and internationally. Domestically, the GNEP Program would promote technologies that support economic, sustained production of nuclear-generated electricity, while reducing the impacts associated with spent nuclear fuel disposal and reducing proliferation risks. The Department of Energy (DOE) proposed action envisions changing the United States nuclear energy fuel cycle from an open (or once-through) fuel cycle—in which nuclear fuel is used in a power plant one time and the resulting spent nuclear fuel is stored for eventual disposal in a geologic repository—to a closed fuel cycle in which spent nuclear fuel would be recycled to recover energy-bearing components for use in new nuclear fuel. At this time, DOE has no specific proposed actions for the international component of the GNEP Program. Rather, the United States, through the GNEP Program, is considering various initiatives to work cooperatively with other nations. Such initiatives include the development of grid-appropriate reactors and the development of reliable fuel services (to provide an assured supply of fresh nuclear fuel and assist with the management of the used fuel) for nations who agree to employ nuclear energy only for peaceful purposes, such as electricity generation.

    This report presents supplemental information for the document Analysis of Accident Sequences and Source Terms at Waste Treatment, Storage, and Disposal Facilities for Waste Generated by US Department of Energy Waste Management Operations. Additional technical support information is supplied concerning treatment of transuranic waste by incineration and considering the Alternative Organic Treatment option for low-level mixed waste. The latest respirable airborne release fraction values published by the US Department of Energy for use in accident analysis have been used and are included as Appendix D, where respirable airborne release fraction is defined as the fraction of material exposed to accident stresses that could become airborne as a result of the accident. A set of dominant waste treatment processes and accident scenarios was selected for a screening-process analysis. A subset of results (release source terms) from this analysis is presented.

    This report documents the results of the environmental management assessment performed at the National Renewable Energy Laboratory (NREL) in Golden, Colorado. The onsite portion of the assessment was conducted from September 14 through September 27, 1993, by DOE`s Office of Environmental Audit (EH-24) located within the Office of the Assistant Secretary for Environment, Safety, and Health (EH-1). During this assessment, the activities conducted by the assessment team included reviews of internal documents and reports from previous audits and assessments; interviews with US Department of Energy (DOE) and NREL contractor personnel; and inspections and observations of selected facilities and operations. The environmental management assessment of NREL focused on the adequacy of environmental management systems and assessed the formality of programs employing an approach that recognizes the level of formality implementing environmental programs may vary commensurate with non-nuclear research and development operations. The Assessment Team evaluated environmental monitoring, waste management and National Environmental Policy Act (NEPA) activities at NREL, from a programmatic standpoint. The results of the evaluation of these areas are contained in the Environmental Protection Programs section of this report. The scope of the NREL Environmental Management Assessment was comprehensive and included all areas of environmental management. At the same time, environmental monitoring, waste management, and NEPA activities were evaluated to develop a programmatic understanding of these environmental disciplines, building upon the results of previous appraisals, audits, and reviews performed at the NREL.

    This book explores and supports the argument that effective environmental management must be based on a multimedia approach, which focuses simultaneously on air, water, and waste and enables managers to assess the resulting financial, operation, and management benefits. The multimedia approach, which can be used to design an effective compliance program, includes proper waste and material handling management, systematic monitoring, and record keeping requirements. This approach integrates a wide array of environmental requirements and decision processes, which the authors examine in sixteen chapters, organized into four parts: the role of environmental management; environmental aspects of business operation, environmental processes; and environmental management trends. Within these parts, the authors highlight the development of modern environmental management and provide an overview of federal laws pertinent to multimedia environmental management. They examine such issues as chemical storage and transportation, tank system operations and requirements, waste determination, spill response procedures, and employee training. Environmental processes addressed in the book include the management of solid and hazardous waste, wastewater treatment systems, stormwater management, air emission control, and site remediation. The authors also briefly discuss significant initiatives in US environmental management and look toward corporate sustainable development.

    Bonneville Power Administration (BPA) proposes to fund the portion of the Washington Wildlife Mitigation Agreement (Agreement) pertaining to wildlife habitat mitigation projects to be undertaken in a cooperative effort with the Washington Department of Fish and Wildlife (WDFW). This Agreement serves to establish a monetary budget funded by BPA for projects proposed by Washington Wildlife Coalition members and approved by BPA to protect, mitigate, and improve wildlife and/or wildlife habitat within the State of Washington that has been affected by the construction of Federal dams along the Columbia River. This Environmental Assessment examines the potential environmental effects of acquiring and/or improving wildlife habitat within five different project areas. These project areas are located throughout Grant County and in parts of Okanogan, Douglas, Adams, Franklin, Kittias, Yakima, and Benton Counties. The multiple projects would involve varying combinations of five proposed site-specific activities (habitat improvement, operation and maintenance, monitoring and evaluation, access and recreation management, and cultural resource management). All required Federal, State, and tribal coordination, permits and/or approvals would be obtained prior to ground-disturbing activities.

    CH2M HILL Plateau Remediation Company (CH2M HILL) is the U.S. Department of Energy (DOE) prime contractor responsible for the environmental cleanup of the Hanford Site Central Plateau. As part of this responsibility, the CH2M HILL is faced with the task of complying with thousands of environmental requirements which originate from over 200 federal, state, and local laws and regulations, DOE Orders, waste management and effluent discharge permits, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) response and Resource Conservation and Recovery Act (RCRA) corrective action documents, and official regulatory agency correspondence. The challenge is to manage this vast number of requirements to ensure they are appropriately and effectively integrated into CH2M HILL operations. Ensuring compliance with a large number of environmental requirements relies on an organization’s ability to identify, evaluate, communicate, and verify those requirements. To ensure that compliance is maintained, all changes need to be tracked. The CH2M HILL identified that the existing system used to manage environmental requirements was difficult to maintain and that improvements should be made to increase functionality. CH2M HILL established an environmental requirements management procedure and tools to assure that all environmental requirements are effectively and efficiently managed. The U.S. Department of Energy's (DOE) response to each comment is provided after each comment. If the comment resulted in a change to the PElS, the affected section number of the PElS is provided in the response. Comments 1 through 259 were received at public hearings.   2. Implementation plan for the programmatic environmental impact statement for the Department of Energy UMTRA Ground Water Project

    Under the Uranium Mill Tailings Remedial Action (UMTRA) Project, the U.S. Department of Energy (DOE) is cleaning up contamination to protect human health and the environment at 24 inactive uranium processing sites located in 10 states. Five of the sites are either on or near Native American lands. The UMTRA Project is divided into two projects: Surface and Ground Water. On November 18, 1992, the DOE issued a notice of intent (57 FR 54374, 1992) to prepare a programmatic environmental impact statement (PEIS) for the UMTRA Ground Water Project. The PEIS will result in a record of decision that will determine how the UMTRA Ground Water Project will address ground water contamination resulting from milling operations at the UMTRA Project processing sites. DOE regulations (10 CFR {section} 1021.312) require that an implementation plan be prepared to provide guidance for preparing a PEIS and to record the results of the scoping process. This implementation plan describes and records the results of the PEIS scoping process; summarizes comments received and their disposition; describes the purpose of and need for agency action, the proposed action, and alternatives; lists alternatives considered and eliminated from review; identifies cooperating agencies, their roles, and responsibilities; provides a draft PEIS outline, which includes the planned PEIS scope and content (Attachment A); and provides a schedule for the PEIS process. This plan will be placed in the UMTRA Project libraries listed in Attachment B. The PEIS will identify and evaluate the potential impacts associated with alternatives for conducting the UMTRA Ground Water Project. The PEIS will not assess site-specific impacts; site-specific impacts must be analyzed in separate National Environmental Policy Act (NEPA) documents that will tier off the PEIS. This tiering process will streamline the preparation of site-specific NEPA documents.

    Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management establishes the policy that Federal agencies conduct their environmental, transportation, and energy-related activities in a manner that is environmentally, economically and fiscally sound, integrated, continually improving, efficient, and sustainable. The Department of Energy (DOE) has approved DOE Order 450.1A, Environmental Protection Program and DOE Order 430.2B, Departmental Energy, Renewable Energy and Transportation Management as the means of achieving the provisions of this Executive Order. DOE Order 450.1A mandates the development of Environmental Management Systems (EMS) to implement sustainable environmental stewardship practices that: (1) Protect the air, water, land, and other natural and cultural resources potentially impacted by facility operations; (2) Meet or exceed applicable environmental, public health, and resource protection laws and regulations; and (3) Implement cost-effective business practices. In addition, the DOE Order 450.1A mandates that the EMS must be integrated with a facility's Integrated Safety Management System (ISMS) established pursuant to DOE P 450.4, 'Safety Management System Policy'. DOE Order 430.2B mandates an energy management program that considers energy use and renewable energy, water, new and renovated buildings, and vehicle fleet activities. The Order incorporates the provisions of the Energy Policy Act of 2005 and Energy Independence and Security Act of 2007. The Order also includes the DOE's Transformational Energy Action Management initiative, which assures compliance is achieved through an Executable Plan that is prepared and updated annually by Lawrence Berkeley National Laboratory (LBNL, Berkeley Lab, or the Laboratory) and then approved by the DOE Berkeley Site Office. At the time of this revision to the EMS plan, the 'FY2009 LBNL Sustainability Executable Plan' represented the most current Executable Plan. These

Within the United States, operational DOE facilities, as well as the decontamination and decommissioning of inactive facilities, have produced significant amounts of radioactive, hazardous, and mixed wastes. In order to ensure worker safety and the protection of the public, DOE must: (1) assess, remediate, and monitor sites and facilities; (2) store, treat, and dispose of wastes from past and current operations; and (3) develop and implement innovative technologies for environmental restoration and waste management. The EM directive necessitates looking beyond domestic capabilities to technological solutions found outside US borders. Following the collapse of the Soviet regime, formerly restricted elite Soviet scientific expertise became available to the West. EM has established a cooperative technology development program with Russian scientific institutes that meets domestic cleanup objectives by: (1) identifying and accessing Russian EM-related technologies, thereby leveraging investments and providing cost-savings; (2) improving access to technical information, scientific expertise, and technologies applicable to EM needs; and (3) increasing US private sector opportunities in Russian in EM-related areas.

    National standards organizations around the world are developing an environmental management standard to help organizations address significant environmental aspects of their activities. This standard, designated ISO 14000, will provide guidance for environmental management systems: environmental audits: Environmental performance evaluation: Environmental labeling and life-cycle assessment. The environmental management system specification, the lynch-pin of ISO 14000, will be published as an international standard in early 1996. Audit documents will follow shortly thereafter. Although conformance to ISO 14000 will be voluntary, US multinational companies are likely to discover that failure to participate creates trade barriers in Europe. The Environmental Commission created by NAFTA also is considering whether to make adherence to ISO 14000 a condition of trade. This presentation will provide an understanding of the ISO process to create the standard, key elements of ISO 14000, and implications for US companies. Such an understanding will enable organizations to determine whether adoption of ISO 14000 is strategically sound.

    The US Department of Energy (DOE) has prepared a programmatic environmental assessment (EA) of the proposed action to continue leasing withdrawn lands and DOE-owned patented claims for the exploration and production of uranium and vanadium ores. The Domestic Uranium Program regulation, codified at Title 10, Part 760.1, of the US Code of Federal Regulations (CFR), gives DOE the flexibility to continue leasing these lands under the Uranium Lease Management Program (ULMP) if the agency determines that it is in its best interest to do so. A key element in determining what is in DOE`s ``best interest`` is the assessment of the environmental impacts that may be attributable to lease tract operations and associated activities. On the basis of the information and analyses presented in the EA for the ULMP, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment, as defined in the National Environmental Policy Act (NEPA) of 1969 (42 United States Code 4321 et seq.), as amended.Therefore, preparation of an environmental impact statement is not required for the ULMP,and DOE is issuing this Finding, of No Significant Impact (FONSI).

    The US Department of Energy, Richland Operations Office (RL) uses this Hanford Site Environmental Management Specification (Specification) to document top-level mission requirements and planning assumptions for the prime contractors involved in Hanford Site cleanup and infrastructure activities under the responsibility of the US Department of Energy, Office of Environmental Management. This Specification describes at a top level the activities, facilities, and infrastructure necessary to accomplish the cleanup of the Hanford Site and assigns this scope to Site contractors and their respective projects. This Specification also references the key National Environmental Policy Act of 1969 (NEPA), Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), and safety documentation necessary to accurately describe the cleanup at a summary level. The information contained in this document reflects RL`s application of values, priorities, and critical success factors expressed by those involved with and affected by the Hanford Site project. The prime contractors and their projects develop complete baselines and work plans to implement this Specification. These lower-level documents and the data that support them, together with this Specification, represent the full set of requirements applicable to the contractors and their projects. Figure 1-1 shows the relationship of this Specification to the other basic Site documents. Similarly, the documents, orders, and laws referenced in this specification represent only the most salient sources of requirements. Current and contractual reference data contain a complete set of source documents.

    DOE has issued the Draft Uranium Leasing Program Programmatic Environmental Impact Statement (ULP PEIS)(DOE/EIS-0472D) for public review and comment. The public comment period ends May 16, 2013. Under the Uranium Leasing Program, the DOE Office of Legacy Management administers 31 tracts of land in Mesa, Montrose, and San Miguel counties that are leased to private entities to mine uranium and vanadium. The program covers an area of approximately 25,000 acres. No mining operations are active on the ULP lands at this time. DOE is preparing the ULP PEIS to analyze the reasonably foreseeable potential environmental impacts, including the site-specific and cumulative impacts, of the range of selected alternatives for managing the program.

    The US Department of Energy, Richland Operations Office (RL) has established a document hierarchy as part of its integrated management system. The Strategic Plan defines the vision, values, missions, strategic goals, high-level outcomes, and the basic strategies in achieving those outcomes. As shown in Figure 1-1, the Site Specification derives requirements from the Strategic Plan and documents the top-level mission technical requirements for the work involved in the RL Hanford Site cleanup and infrastructure activities under the responsibility of the U.S. Department of Energy, Office of Environmental Management (EM). It also provides the basis for all contract technical requirements. Since this is limited to the EM work, neither the Fast Flux Test Facility (FFTF) nor the Pacific Northwest National Laboratory (PNNL) non-EM science activities are included. Figure 1-1 also shows the relationship between this Site Specification and the other Site management and planning documents. Similarly, the documents, orders, and laws referenced in this document represent only the most salient sources of requirements. Current and contractual reference data contain a complete set of source documents.
