    BPA proposes to partially fund the acquisition of 7,630 acres of shrub-steppe, riparian, and wetland habitat in northern Franklin County, Washington. Title to the land will be transferred initially to The Conservation Fund and ultimately for inclusion as part of the National Wildlife Refuge System. Passive management practices will take place on the land until an official management plan is developed and approved for the property. Some short-term control of invasive, exotic plant species may occur as necessary prior to the approval of a management plan. The compliance checklist for this project was completed by Randy Hill with the U.S. Fish and Wildlife Service, Columbia National Wildlife Refuge and meets the standards and guidelines for the Wildlife Mitigation Program Environmental Impact Statement (EIS) and Record of Decision (ROD). A comprehensive management plan will be prepared for the property after it is acquired and will follow the guidelines and mitigation measures detailed in the Wildlife Mitigation Program EIS and ROD. No plant or animal species listed under the Endangered Species Act (ESA) will be affected by the fee-title purchase of the subject property. Mark Miller with the Eastern Washington Ecological Services Office of USFWS concurred with this finding on August 3, 2001. Section 7 consultation will be conducted by BPA and USFWS, as necessary, prior to the implementation of any restoration or enhancement activities on the site. In accordance with the National Historic Preservation Act of 1966 (NHPA) and USFWS policy, the addition of the Eagle Lakes property to the National Wildlife Refuge System does not constitute an undertaking as defined by the NHPA, or require compliance with Section 106 of the NHPA. Anan Raymond, Regional Archaeologist with USFWS Region 1 Cultural Resource Team, concurred with this finding on May 4, 2001.     The Bonneville Power Administration (BPA) is proposing to fund the John Day Watershed Restoration Program, which includes projects to improve watershed conditions, resulting in improved fish and wildlife habitat. The project was planned and coordinated by the Confederated Tribes of the Warm Springs through the John Day Basin Office in Prairie City, Oregon. A variety of activities will be implemented, described below. The project will involve the installation of four permanent lay flat diversions (structures) to replace temporary diversions. Two structures would be constructed in Beech Creek, one in Little Beech Creek and one in the John Day River. The structures will replace temporary pushup dams, which were constructed annually of various materials. Installation of the permanent diversion structures eliminates the stream-disturbing activities associated with annual installation of temporary structures. They also will enable fish passage in all flow conditions, an improvement over the temporary structures which can obstruct fish passage under some conditions. Five scour chains will be installed in six sites within the John Day River. The chains will be 3 feet long and consist of 1/4 inch chain. They will be buried within the streambed to monitor the movement of material in the streambed. Other activities that will be implemented include: Installation of off-site water systems in areas where fencing and revegetation projects are implemented, in order to restrict livestock access to waterways; construction of facilities to return irrigation flows to the Johns Day River, including the installation of pipe to replace failing drains or return ditches; installation of pumps to replace temporary diversions; and removal of junipers from approximately 500 acres per year by hand felling.

This amount of time may be required to make and implement a decision on the ultimate disposition of spent nuclear fuel. DOE's spent nuclear fuel responsibilities include fuel generated by DOE production, research, and development reactors; naval reactors; university and foreign research reactors; domestic non-DOE reactors such as those at the National Institute of Standards and Technology and the Armed Forces Radiobiology Research Institute; and special-case commercial reactors such as Fort St. Vrain and the Lynchburg Technology Center.

    BPA proposes to clear unwanted vegetation in the rights-of-ways and around tower structures that may impede the operation and maintenance of the subject transmission lines. Work also includes clearing of a small (<1/4 mile) section of access road. All work will be in accordance with the National Electrical Safety Code and BPA standards. See Section 1.1 of the attached checklist for detailed information on each section of the referenced transmission lines. BPA will conduct the vegetation control with the goal of removing tall-growing vegetation that is currently or will soon be a hazard to the transmission lines and where possible to promote low-growing plant communities in the right-of-way. This project meets the standards and guidelines for the Transmission System Vegetation Management Program Final Environmental Impact Statement (FEIS) and Record of Decision (ROD). The vegetation needing control is mainly Douglas Fir, Alder, and blackberries as indicated in Section 1.2 of the attached checklist. The work involved in the ROW includes: clearing tall growing vegetation that is currently or will soon pose a hazard to the lines; treating the associated stumps and re-sprouts with herbicide to ensure that the roots are killed preventing new sprouts; and selectively eliminating tall growing vegetation before it reaches a height or density to begin competing with low-growing vegetation. All work will take place in existing rights-of-ways and around transmission structures. All work will be accomplished by selective vegetation control methods to assure that there is little potential harm to non-target vegetation and to low-growing plants. The work will provide system reliability and fire protection. Also, all off right-of-way trees that are potentially unstable and will fall within a minimum distance or into the zone where the conductors swing will be removed. Access roads will be treated using mowing and herbicide applications. The work will provide system reliability

    DOE has issued the Draft Uranium Leasing Program Programmatic Environmental Impact Statement (ULP PEIS)(DOE/EIS-0472D) for public review and comment. The public comment period ends May 16, 2013. Under the Uranium Leasing Program, the DOE Office of Legacy Management administers 31 tracts of land in Mesa, Montrose, and San Miguel counties that are leased to private entities to mine uranium and vanadium. The program covers an area of approximately 25,000 acres. No mining operations are active on the ULP lands at this time.     "The Bonneville Power Administration (BPA) prepared this environmental impact statement (EIS) to analyze the environmental impacts of implementing a Resource Contingency Program near Hermiston, Oregon, one of three proposed locations to carry out this program, which allows BPA to acquire power to supply to its customers if and when needed. In September 1993, BPA published a Notice of Intent to prepare an EIS on projects at three sites and in October 1993 held public scoping meetings at each site. In February 1994, BPA released an Implementation Plan on the proposed scope of the EIS. A draft EIS on the three proposed projects was published in February 1995. BPA concluded that publication of the final EIS should be separated into two documents, and presented the final analysis of the impacts of the other two sites in another document.     BPA funds the Albeni Falls Wildlife Mitigation Program, which is tasked with the acquisition and restoration of key habitats within the Pend Oreille Watershed. This mitigation program purchases private land to be owned and managed by program participants for the protection, mitigation, and enhancement of wildlife affected by the construction and operation of the Federal hydroelectric facilities on the Columbia River. BPA is currently working with the Kalispel Tribe of Indians to acquire and manage three parcels that total approximately 890 acres of land within Pend Oreille County, Washington. The properties proposed for acquisition contain habitats or potential habitats that will provide BPA with credits for partial mitigation of wildlife habitat losses due to the construction of Albeni Falls Dam. The current proposal includes only the fee title acquisition of these parcels; habitat enhancement activities will likely be carried out by the Kalispel Tribe of Indians in the future following the development of a management plan(s) for the lands.

    BPA proposes to fund the acquisition of two parcels in Benewah County, Idaho with the Coeur d'Alene Tribe. These parcels encompass approximately 475 acres of riparian and potential riparian habitat along Hangman Creek on the Coeur d'Alene Indian Reservation. The goal of this project is to protect, mitigate, and enhance wildlife affected by the construction and operation of the Federal hydroelectric facilities on the Columbia River. The current proposal includes only the fee title acquisition of these parcels; habitat enhancement activities will likely be carried out by the Coeur d'Alene Tribe in the future following the development of a management plan(s) for the lands.

The following comments deals only with the electric power planning aspects of the study in general and the demand-side management estimates in particular. Most of the material in the report Power System Impacts of Potential Changes in Glen Canyon Power Plant Operations'' is outside the area of DSM/C RE, but appears reasonable. In particular, the input assumptions relating to the potential costs of power plants for capacity expansion planning are not unlike the costs Argonne is using in its studies and those which are used by others when comparison are made to DSM program choices. Statement of Major Concerns. The central concerns of the DSM/C RE results shown in the Glen Canyon study are as follows: (1) The assumption that DSM will penetrate the systems of Western's customers to a level which would reduce peak demand by 10 percent in the baseline alternative is overly optimistic given (a) the current reductions from the C RE programs, (b) the economic incentives faced by Western's customers, and (c) the current manner in which Western's power is used by its customers. (2) The result that DSM will reduce load by the same amount in each alternative is suspicious and unlikely.

    The Lawrence Berkeley National Laboratory (LBNL) Issues Management Program encompasses the continuous monitoring of work programs, performance and safety to promptly identify issues to determine their risk and significance, their causes, and to identify and effectively implement corrective actions to ensure successful resolution and prevent the same or similar problems from occurring. This document describes the LBNL Issues Management Program and prescribes the process for issues identification, tracking, resolution, closure, validation, and effectiveness of corrective actions. Issues that are governed by this program include program and performance deficiencies or nonconformances that may be identified through employee discovery, internal or external oversight assessment findings, suggested process improvements and associated actions that require formal corrective action. Issues may also be identified in and/or may result in Root Cause Analysis (RCA) reports, Price Anderson Amendment Act (PAAA) reports, Occurrence Reporting and Processing System (ORPS) reports, Accident Investigation reports, assessment reports, and External Oversight reports. The scope of these issues may include issues of both high and low significance as well as adverse conditions that meet the reporting requirements of the University of California (UC) Assurance Plan for LBNL or other reporting entities (e.g., U.S. Environmental Protection Agency, U.S. Department of Energy). Issues that are found as a result of a walk-around or workspace inspection that can be immediately corrected or fixed are exempt from the requirements of this document.

    BPA proposes to purchase the conservation easements on the Sanders (307 acres) and Seabaugh (449 acres) parcels of the Weaver Slough to ensure that current fisheries and natural resource values remain protected, and that no development or human encroachment would occur on these parcels, in perpetuity. No planned construction or improvements are currently proposed and the project does not involve fee title land acquisition. Protection will sustain quality aquatic habitats, water quality, and fish and wildlife habitat. Wetlands protected by this easement are priority wetlands in the basin, according to the Flathead Lakers Critical Lands Study. A ''Grant of Agricultural Conservation Easement'' has been prepared for both the Sanders parcel (Nov. 21, 2003) and Seabaugh parcel (December 4, 2003) which provide the parameters, rights and responsibilities, prohibitions, contingencies, and other provisions for the granting these properties for the above purpose and intent. In addition, a Memorandum of Agreement (among the Montana Department of Fish, Wildlife and Parks; Flathead Land Trust; and BPA) has also been established to protect and conserve the Sanders and Seabaugh parcels.

    Approval of a coastal management plan for coastal land and water use activities on the coast of Virginia is proposed. The coastal management area would embrace all of Tidewater Virginia, approximately 5000 miles long, and would extend to the three-mile outer limit of the United States territorial sea. The core regulatory program would include fisheries management, subaqueous lands management, wetland management, dunes management, nonpoint source pollution control, point source pollution control, shoreline sanitation, and air pollution control. Geographic areas of particular concern would be designated as worthy of special consideration in any planning or management process. These areas would include natural resource areas, such as wetlands, spawning areas, coastal sand dunes, barrier islands, and special wildlife management areas. Natural hazard areas would include areas vulnerable to erosion and areas subject to damage from wind, tides, and storm-related events. Geographic areas of special concern would include those with particular conservation, recreational, ecological, and aesthetic values. Waterfront development areas would include ports, commercial fishing piers, and community waterfronts. Shorefront access planning would provide access to the shoreline and water for recreational activities. Each year, two additional boat ramps would be planned for construction. Energy facility planning would focus on facilities involved in the production of electricity and petroleum, and in the export of coal. Shoreline erosion mitigation planning would identify, control, and mitigate erosion.

The manual provides smaller public power systems with the information and specific skills needed to design and develop a program of residential energy audits. The program is based on the following precepts: locally owned public systems are the best, and in many cases the only agencies available to organize and coordinate energy conservation programs in many smaller communities; consumers' rights to energy conservation information and assistance should not hinge on the size of the utility that serves them; in the short run, public power systems of all sizes should offer residential energy conservation assistance to their consumers, because such assistance is desirable, necessary, and in the public interest; and in the long run, such programs will complement national energy goals and will produce economic benefits for both consumers and the public power system.     The objective of the Solid Waste Management Program Plan (SWMPP) is to provide a summary level comprehensive approach for the storage, treatment, and disposal of current and future solid waste received at the Hanford Site (from onsite and offsite generators) in a manner compliant with current and evolving regulations and orders (federal, state, and Westinghouse Hanford Company (Westinghouse Hanford)). The Plan also presents activities required for disposal of selected wastes currently in retrievable storage. The SWMPP provides a central focus for the description and control of cost, scope, and schedule of Hanford Site solid waste activities, and provides a vehicle for ready communication of the scope of those activities to onsite and offsite organizations.     As government funding grows scarce, competition between the national laboratories is increasing dramatically. In this era of tougher competition, there is no for resistance to change. There must instead be a uniform commitment to improving the overall quality of our products (research and technology) and an increased focus on our customers` needs. There has been an ongoing effort to bring the principles of total quality management (TQM) to all Energy Systems employees to help them better prepare for future changes while responding to the pressures on federal budgets. The need exists for instituting a vigorous program of education and training to an understanding of the techniques needed to improve and initiate a change in organizational culture. The TQM facilitator is responsible for educating the work force on the benefits of self-managed work teams, designing a program of instruction for implementation, and thus getting TQM off the ground at the worker and first-line supervisory levels so that the benefits can flow back up. This program plan presents a conceptual model for TQM in the form of a hot air balloon. In this model, there are numerous factors which can individually and collectively impede the progress of TQM within the division and the Laboratory. When these factors are addressed and corrected, the benefits of TQM become more visible. As this occurs, it is hoped that workers and management alike will grasp the ``total quality`` concept as an acceptable agent for change and continual improvement. TQM can then rise to the occasion and take its rightful place as an integral and valid step in the Laboratory`s formula for survival.

    The US Department of Energy (DOE) has prepared this report to assist its management in making two decisions. The first decision, which is programmatic, is to determine the management program for DOE spent nuclear fuel. The second decision is on the future direction of environmental restoration, waste management, and spent nuclear fuel management activities at the Idaho National Engineering Laboratory. Volume 1 of the EIS, which supports the programmatic decision, considers the effects of spent nuclear fuel management on the quality of the human and natural environment for planning years 1995 through 2035. DOE has derived the information and analysis results in Volume 1 from several site-specific appendixes. Volume 2 of the EIS, which supports the INEL-specific decision, describes environmental impacts for various environmental restoration, waste management, and spent nuclear fuel management alternatives for planning years 1995 through 2005. This Appendix B to Volume 1 considers the impacts on the INEL environment of the implementation of various DOE-wide spent nuclear fuel management alternatives. The Naval Nuclear Propulsion Program, which is a joint Navy/DOE program, is responsible for spent naval nuclear fuel examination at the INEL. For this appendix, naval fuel that has been examined at the Naval Reactors Facility and turned over to DOE for storage is termed naval-type fuel. This appendix evaluates the management of DOE spent nuclear fuel including naval-type fuel.

    The Office of the Associate Laboratory Director for Energy and Environmental Technology has established the OTEC Program Management Office to be responsible for the ANL-assigned tasks of the OTEC Program under DOE's Chicago Operations and Regional Office (DOE/CORO). The ANL OTEC Program Management Plan is essentially a management-by-objective plan. The principal objective of the program is to provide lead technical support to CORO in its capacity as manager of the DOE power-system program. The Argonne OTEC Program is divided into three components: the first deals with development of heat exchangers and other components of OTEC power systems, the second with development of biofouling counter-measures and corrosion-resistant materials for these components in seawater service, and the third with environmental and climatic impacts of OTEC power-system operation. The essential points of the Management Plan are summarized, and the OTEC Program is described. The organization of the OTEC Program at ANL is described including the functions, responsibilities, and authorities of the organizational groupings. The system and policies necessary for the support and control functions within the organization are discussed. These functions cross organizational lines, in that they are common to all of the organization groups. Also included are requirements for internal and external reports.

    Volume 1 to the Department of Energy`s Programmatic Spent Nuclear Fuel Management and Idaho National Engineering Laboratory Environmental Management Programs Environmental Impact Statement evaluates a range of alternatives for managing naval spent nuclear fuel expected to be removed from US Navy nuclear-powered vessels and prototype reactors through the year 2035. The Environmental Impact Statement (EIS) considers a range of alternatives for examining and storing naval spent nuclear fuel, including alternatives that terminate examination and involve storage close to the refueling or defueling site. The EIS covers the potential environmental impacts of each alternative, as well as cost impacts and impacts to the Naval Nuclear Propulsion Program mission. This Appendix covers aspects of the alternatives that involve managing naval spent nuclear fuel at four naval shipyards and the Naval Nuclear Propulsion Program Kesselring Site in West Milton, New York. This Appendix also covers the impacts of alternatives that involve examining naval spent nuclear fuel at the Expended Core Facility in Idaho and the potential impacts of constructing and operating an inspection facility at any of the Department of Energy (DOE) facilities considered in the EIS. This Appendix also considers the impacts of the alternative involving limited spent nuclear fuel examinations at Puget Sound Naval Shipyard. This Appendix does not address the impacts associated with storing naval spent nuclear fuel after it has been inspected and transferred to DOE facilities.     Given current economic and regulatory challenges, utilities are facing the need to manage inventories more efficiently, lower spare parts costs, and reduce the downtime associated with equipment failure. Two programs helping utilities achieve these goals are the Joint Procurement Corporation (JPC) for multicompany purchase of common equipment and services and the pooled inventory management (PIM) program for joint purchase and storage of nuclear generating unit spare parts. Both of these are cooperative programs that decrease the probability of extended plant outages and reduce duplication of effort and/or inventory among participating utilities.

    This report is a resource document of the methods and procedures used currently in the Data Management Program of the Marshall Islands Dose Assessment and Radioecology Project. Since 1973, over 60,000 environmental samples have been collected. Our program includes relational database design, programming and maintenance; sample and information management; sample tracking; quality control; and data entry, evaluation and reduction. The usefulness of scientific databases involves careful planning in order to fulfill the requirements of any large research program. Compilation of scientific results requires consolidation of information from several databases, and incorporation of new information as it is generated. The success in combining and organizing all radionuclide analysis, sample information and statistical results into a readily accessible form, is critical to our project.

    Human health risk assessment is playing an increasing role in the characterization of the nature and extent of human health threats posed by Superfund hazardous waste sites, and the prioritization of these sites for remediation activities. Risk assessment also plays a central role in initiatives to measure and evaluate the program`s progress in remediating these sites, and in efforts to communicate that progress to a diverse audience. This paper examines the current role of risk assessment in Superfund`s program management, implementation, and evaluation activities, and advocates the need for a comprehensive plan to enhance and systematically apply risk assessment information across all of these activities. Specifically, this paper examines the role of risk assessment at three levels: (1) the current role of risk information in Superfund`s program management activities; (2) the current role of risk information in the implementation of site cleanup; (3) profile of Superfund`s approach to measuring, evaluating, and communicating site remediation progress via Environmental Indicators (EIs). Building on this three-level examination, this paper calls for the development of a comprehensive plan for the enhanced and systematic application of risk assessment information in Superfund`s program management, implementation, and evaluation activities. This paper also draws upon the current literature on risk assessment and measurement, risk-based planning and decision-making, and risk communication.

    The Emergency Management Performance Grant (EMPG) Program provides federal funds to assist state, local, tribal and territorial governments in preparing for all hazards, as authorized by Section 662 of the Post Katrina Emergency Management Reform Act (6 U.S.C. sect. 762) and the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (42 U.S.C. sect. 5121 et seq.). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the federal government and the states and their political subdivisions. The FY 2015 EMPG will provide federal funds to assist state, local, tribal and territorial emergency management agencies to obtain the resources required to support the National Preparedness Goal's (NPG's) associated mission areas and core capabilities. The federal government, through the EMPG Program, provides necessary direction, coordination, and guidance, and provides necessary assistance, as authorized in this title, to support a comprehensive all hazards emergency preparedness system.

    This plan describes the program management principles and functions to be implemented in the Mixed Waste Focus Area (MWFA). The mission of the MWFA is to provide acceptable technologies that enable implementation of mixed waste treatment systems developed in partnership with end-users, stakeholders, tribal governments and regulators. The MWFA will develop, demonstrate and deliver implementable technologies for treatment of mixed waste within the DOE Complex.     The economic implications of Federal Government programs for responding to an energy emergency (i.e., a sudden, temporary reduction in energy supply) are analyzed. Section 1 considers both the effects of the limited duration of an emergency and of the expectations of an emergency occurring; Section 2 describes the Government energy emergency programs and discusses their economic implications; and Section 3 sets forth the framework for an analysis of the costs and benefits resulting from enactment of the Government programs. The energy emergency programs discussed were developed in response to the 1973 Arab oil embargo. They include: use of the Strategic Petroleum Reserve, enactment of price controls on crude oil and refined products, mandatory allocation of crude oil and refined products, mandatory yield controls, gasoline rationing, mandatory conservation, mandatory fuel shifts, and supply enhancement programs. Thirty-seven references are appended in a bibliography. This is the fifth volume in the Energy Information Administration's Energy Policy Study papers. 3 figures.

The vision is “To be the most admired team within the NNSA [National Nuclear Security Administration] for our relentless drive to convert ideas into the highest quality products and services for National Security by applying the right technology, outstanding program management and best commercial practices.” The challenge to provide outstanding program management was taken up by the Program Management division and the Program Integration Office (PIO) of the company. This article describes how Honeywell developed and deployed a program management maturity model to drive toward excellence.

The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) assists Federal agencies with managing their greenhouse gas (GHG) emissions. GHG management entails measuring emissions and understanding their sources, setting a goal for reducing emissions, developing a plan to meet this goal, and implementing the plan to achieve reductions in emissions. FEMP provides the following services to help Federal agencies meet the requirements of inventorying and reducing their GHG emissions: (1) FEMP offers one-on-one technical assistance to help agencies understand and implement the Federal Greenhouse Gas Accounting and Reporting Guidance and fulfill their inventory reporting requirements. (2) FEMP provides training, tools, and resources on FedCenter to help agencies complete their annual inventories. (3) FEMP serves a leadership role in the interagency Federal Working Group on Greenhouse Gas Accounting and Reporting that develops recommendations to the Council on Environmental Quality (CEQ) for the Federal Greenhouse Gas Accounting and Reporting Guidance. (4) As the focus continues to shift from measuring emissions (completing inventories) to mitigating emissions (achieving reductions), FEMP is developing a strategic planning framework and resources for agencies to prioritize among a variety of options for mitigating their GHG emissions, so that they achieve their reduction goals in the most cost-effective manner. These resources will help agencies analyze their high-quality inventories to make strategic decisions about where to use limited resources to have the greatest impact on reducing emissions. Greenhouse gases trap heat in the lower atmosphere, warming the earth's surface temperature in a natural process known as the 'greenhouse effect.'     Oak Ridge National Laboratory (ORNL) has operated with a balanced matrix organization for over sixteen years. Much of the work at the Laboratory is accomplished with good customer satisfaction through programs, projects, and matrix management. During the past several years concerns about program and project management at ORNL have been expressed by both the Department of Energy and ORNL staff. In May 1993 the ORNL Division/Program/Office Directors Caucus chartered a ``fox team`` to identity and to recommend improvements to matrix management that would lead to resolution of these concerns. Nine experienced ORNL staff members served on this Matrix Management Upgrade Solutions Team (MMUST). The MMUST adopted a four-phase approach in which they first gathered information and then developed and proposed recommended actions. In the fourth phase the team was available to support implementation of the recommendations. They began work in June 1993, gathering and evaluating information in biweekly meetings for six months. Recommendations developed in October and November 1993 were presented to ORNL management in December. The MMUST issued three principal recommendations based on their evaluation of the information gathered. They are: Renew and enhance the ORNL management commitment to matrix management, program managers, and project managers; Implement actions to ensure career path parity between the program/project manager family of positions and the technical line manager family of positions across all directorates and divisions; and Clarify and document program/project manager roles, responsibilities, and authorities.

    Bonneville Power Administration (BPA) proposes to decrease the number of northern squawfish (Ptychocheilus oregonensis) in reservoirs in the Columbia River system. The goal of the Squawfish Management Program is to reduce losses of outmigrating juvenile salmon and steelhead (salmonids) to northern squawfish predation. The objective is to reduce the number of northern squawfish that feed on juvenile salmonids (smolts) by 10 to 20 percent to alter the age and size structure of the northern squawfish population. The hypothesis, based on computer modeling, indicates that sustained northern squawfish harvest (5 to 10 years) and the resultant population restructuring may reduce losses of juvenile salmonids to predation by up to 50 percent or more within 10 years. The proposed action would target northern squawfish 11 inches and longer, the size in which northern squawfish being preying significantly on juvenile salmonids. BPA proposes to fund three types of fisheries to harvest northern squawfish. BPA also proposes to fund monitoring activities of these fisheries to determine whether desired or other results occur. The three fisheries methods proposed are: (1) commercial Tribal fishing; (2) sport reward fishing; and (3) fishing from restricted areas of each dam ( dam angling''). These fisheries were tested in 1990 and 1991.

    The annual program report provides detailed information about all aspects of the Sandia National Laboratories, California (SNL/CA) Chemical Management Program. It functions as supporting documentation to the SNL/CA Environmental Management System Program Manual. This program annual report describes the activities undertaken during the calender past year, and activities planned in future years to implement the Chemical Management Program, one of six programs that supports environmental management at SNL/CA. SNL/CA is responsible for tracking chemicals (chemical and biological materials), providing Material Safety Data Sheets (MSDS) and for regulatory compliance reporting according to a variety of chemical regulations. The principal regulations for chemical tracking are the Emergency Planning Community Right-to-Know Act (EPCRA) and the California Right-to-Know regulations. The regulations, the Hazard Communication/Lab Standard of the Occupational Safety and Health Administration (OSHA) are also key to the CM Program. The CM Program is also responsible for supporting chemical safety and information requirements for a variety of Integrated Enabling Services (IMS) programs primarily the Industrial Hygiene, Waste Management, Fire Protection, Air Quality, Emergency Management, Environmental Monitoring and Pollution Prevention programs. The principal program tool is the Chemical Information System (CIS). The system contains two key elements: the MSDS library and the chemical container-tracking database that is readily accessible to all Members of the Sandia Workforce. The primary goal of the CM Program is to ensure safe and effective chemical management at Sandia/CA. This is done by efficiently collecting and managing chemical information for our customers who include Line, regulators, DOE and ES and H programs to ensure compliance with regulations and to streamline customer business processes that require chemical information.

    This Current Year Work Plan presents in detail a description of the activities to be performed by the Joint Integration Office Rockwell International (JIO/RI) during FY86. It breaks down the activities into two major work areas: Program Management and Program Analysis. Program Management is performed by the JIO/RI by providing technical planning and guidance for the development of advanced TRU waste management capabilities. This includes equipment/facility design, engineering, construction, and operations. These functions are integrated to allow transition from interim storage to final disposition. JIO/RI tasks include program requirements identification, long-range technical planning, budget development, program planning document preparation, task guidance development, task monitoring, task progress information gathering and reporting to DOE, interfacing with other agencies and DOE lead programs, integrating public involvement with program efforts, and preparation of reports for DOE detailing program status. Program Analysis is performed by the JIO/RI to support identification and assessment of alternatives, and development of long-term TRU waste program capabilities. These analyses include short-term analyses in response to DOE information requests, along with performing an RH Cost/Schedule Optimization report. Systems models will be developed, updated, and upgraded as needed to enhance JIO/RI's capability to evaluate the adequacy of program efforts in various fields. A TRU program data base will be maintained and updated to provide DOE with timely responses to inventory related questions.

    The UPAFC Records Management Plan is based on the life cycle of a record - the evolution of a record from creation until final disposition. There are three major phases in the life cycle of a record: (1) creation and receipt, (2) maintenance and use, and (3) disposition. Accordingly, the Records Management Plan is structured to follow each of those phases. During each of the three phases, some kind of control is mandatory. The Records Management Plan establishes appropriate standards, policies, and procedures to ensure adequate control is always maintained. It includes a plan for records management, a plan for records management training activities, and a plan for auditing and appraising the program.
