    The Institute of Certified Records Managers (ICRM) is a non-profit, certifying organization of professional records managers and administrators. ICRM members are experienced in information requirements, records and information systems, and the related office systems and technologies. All members have met certification requirements and have received the Certified Records Manager (CRM) designation. As the field of information and records management moves toward standardization, and as the application of new technologies and technicalities complicate the measurement and demonstration of professional competence, the need for a means of identifying persons who have basic competency increases. The ICRM is providing such a means by testing and certifying basic knowledge. More and more job announcements are requiring this evidence of competency. Unfortunately, as an organization, NIRMA has a relatively small number of CRMs. The goal of the ICRM Development Group is two-fold; (1) to encourage NIRMA members to obtain their certification by providing basic information and support and; (2) to develop the Nuclear Specialist test module which will demonstrate that bearers have demonstrated expertise in nuclear records management as well as basic competencies. This report covers the examination process.

    The U.S. Department of Energy (DOE) is responsible for managing vast amounts of information documenting historical and current operations. This information is critical to the operations of the DOE Office of Legacy Management. Managing legacy records and information is challenging in terms of accessibility and changing technology. The Office of Legacy Management is meeting these challenges by making records and information management an organizational priority. The Office of Legacy Management mission is to manage DOE post-closure responsibilities at former Cold War weapons sites to ensure the future protection of human health and the environment. These responsibilities include environmental stewardship and long-term preservation and management of operational and environmental cleanup records associated with each site. A primary organizational goal for the Office of Legacy Management is to 'Preserve, Protect, and Share Records and Information'. Managing records for long-term preservation is an important responsibility. Adequate and dedicated resources and management support are required to perform this responsibility successfully. Records tell the story of an organization and may be required to defend an organization in court, provide historical information, identify lessons learned, or provide valuable information for researchers. Loss of records or the inability to retrieve records because of poor records management processes can have serious consequences and even lead to an organisation's downfall. Organizations must invest time and resources to establish a good records management program because of its significance to the organization as a whole. The Office of Legacy Management will continue to research and apply innovative ways of doing business to ensure that the organization stays at the forefront of effective records and information management. DOE is committed to preserving records that document our nation's Cold War legacy, and the Office of Legacy Management will keep records management as a high priority. (authors)

    The Office of Legacy Management (LM) is an integral part of the U.S. Department of Energy’s (DOE’s) strategy to ensure that legacy liabilities of former nuclear weapons production sites are properly managed following the completion of environmental cleanup activities. LM will work with each site using an integrated team approach to ensure a successful transition. Part of this process will include transition of Government records and information. The Office of Legacy Management Information and Records Management Transition Guidance focuses on LM’s goal to preserve and protect legacy records and information. This guidance document establishes a framework for the transfer of records management responsibilities for sites transferring to LM. It describes the requirements, responsibilities, and procedures for the efficient and cost-effective transfer of custody, ownership, and management of records and other information products from the transfer site to LM. Records management practices are critical to the functions of Federal agencies because records provide information about, or evidence of, the organization, functions, policies, decisions, procedures, operations, or other activities. Therefore, the information generated by an agency is created, maintained, and dispositioned through records management processes that ensure the appropriate preservation and retrieval of essential information. Because of their intrinsic value, best practices to preserve information and records should be utilized when records are transferred from one organization to another. As the transfer program completes cleanup activities at closure sites, a transitional process will facilitate the transparent shift in the management of site records activities to LM. The roles and responsibilities of the transfer site and/or program and LM described in this document are a necessary foundation for cooperation and coordination and are essential to the successful transition of records and information responsibilities. The DOE Office of the Chief Information Officer (OCIO) has a central role in DOE records management by providing guidance, expertise, and coordination to all DOE offices and organizations and coordination with the National Archives and Records Administration (NARA). LM and the transfer site will complete an integrated transition plan which will integrate all transition elements including information and records. As part of the overall transition plan, an Information and Records Transition Plan will be developed consistent with the integrated transition plan for the site transfer and included as an attachment. The Information and Records Management Transition Plan will be developed to assist both organizations in organizing the tasks; establishing a timetable and milestones for their completion; and identifying manpower, funding and other resources that will be needed to complete the ownership transfer. In addition, the plan will provide a valuable exchange of institutional knowledge that will assist LM in meeting the obligations of responsibly managing legacy records. Guidance for the development of the plan is included in this document. Records management concerns that may arise during site closure, such as management support, contract language and agreements, interactions with the OCIO and NARA, resource and budget considerations, and procedures to safeguard records are addressed. Guidelines and criteria for records management transition activities are also provided. These include LM expectations for the inventory, scheduling, and disposition of records; the management and transfer of electronic files, including databases and software; records finding aids, indices, and recordkeeping systems; and the process for the transfer of hard copy and electronic records to LM.

    The Privacy Coach is an application running on a mobile phone that supports customers in making privacy decisions when confronted with RFID tags. The approach we take to increase customer privacy is a radical departure from the mainstream research efforts that focus on implementing privacy enhancing technologies on the RFID tags themselves. Instead the Privacy Coach functions as a mediator between customer privacy preferences and corporate privacy policies, trying to find a match between the two, and informing the user of the outcome. In this paper we report on the architecture of the Privacy Coach, and show how it enables users to make informed privacy decisions in a user-friendly manner. We also spend considerable time to discuss lessons learnt and to describe future plans to further improve on the Privacy Coach concept.

    The primary purpose of this guide is to help the DOE locate and make available information relating to the 1957 Rocky Flats fire. The records are arranged into six categories: administrative and general; facilities and equipment; production and materials handling; waste management; workplace and environmental monitoring; and employee occupational exposure and health. A brief explanation of each category follows. The administrative and general section pertains to the administration of individual contractor organizations and DOE divisions at Rocky Flats. It also contains records which encompass several different subject areas and therefore can not be placed in a single category. The facilities and equipment category relates to the routine construction and maintenance of plant buildings as well as the purchase and installation of equipment. The production and materials handling records relate primarily to the inventory and production of nuclear materials and weapons components. The waste management records series found under this heading relate to the storage, handling, treatment, and disposal of radioactive, chemical or mixed materials produced or used at Rocky Flats. The records consist mostly of waste sampling and shipment records. The workplace and environmental monitoring records series found in this section pertain to monitoring of the workplace. The section also includes records that document efforts to monitor the environment outside of buildings, either onsite or offsite. Records in this category consist of sampling data and environmental impact reports. The employee occupational exposure and health section pertains to documentation relating to the health and occupational exposures of employees and visitors at Rocky Flats. Records series consist generally of dosimeter data, radiation exposure records, and medical records. Many of the records contain personal data pertaining to individual employees and may therefore be Privacy Act systems and records.

    In two-party quantum communication complexity, Alice and Bob receive some classical inputs and wish to compute some function that depends on both these inputs, while minimizing the communication. This model has found numerous applications in many areas of computer science. One question that has received a lot of attention recently is whether it is possible to perform such protocols in a private way. We show that defining privacy for quantum protocols is not so straightforward and it depends on whether we assume that the registers where Alice and Bob receive their classical inputs are in fact classical registers (and hence unentangled with the rest of the protocol) or quantum registers (and hence can be entangled with the rest of the protocol or the environment). We provide new quantum protocols for the Inner Product function and for Private Information Retrieval, and show that the privacy assuming classical input registers can be exponentially smaller than the privacy assuming quantum input registers. We also argue that the right notion of privacy of a communication protocol is the one assuming classical input registers, since otherwise the players can deviate considerably from the protocol.

    Implantable medical devices are becoming more pervasive as new technologies increase their reliability and safety. Furthermore, these devices are becoming increasingly reliant on wireless communication for interaction with the device. Such technologies have the potential to leak information that could be utilized by an attacker to threaten the lives of patients. Privacy of patient information is essential; however, this information is not the only privacy issue that must be considered. In this paper, we discuss why information privacy is insufficient for protecting patients from some attacks and how information regarding the presence of individual devices can leak vulnerabilities. Furthermore, we examine existing privacy enhancing algorithms and discuss their applicability to implantable medical devices.

    On projects that require Earned Value Management (EVMS) Certification, it is critical to quickly prepare for and then successfully obtain certification. This is especially true for government contracts. Projects that do poorly during the review are subject to financial penalties to their company and they lose creditability with their customer creating problems with the project at the outset. At East Tennessee Technology Park (ETTP), we began preparing for Department of Energy (DOE) certification early during proposal development. Once the contract was awarded, while still in transition phase from the previous contractor to our new company, we immediately began reviewing the project controls systems that were in place on the project and determined if any replacements needed to be made immediately. The ETTP contract required the scheduling software to be upgraded to Primavera P6 and we determined that no other software changes would be done prior to certification. Next, preparation of the Project Controls System Description (PCSD) and associated procedures began using corporate standards as related to the project controls systems. During the transition phase, development was started on the Performance Measurement Baseline which is the resource loaded schedule used to measure our performance on the project and which is critical to good Earned Value Management of the project. Early on, and throughout the baseline review, there was positive feedback from the Department of Energy that the quality of the new baseline was good. Having this superior baseline also contributed to our success in EVMS certification. The combined companies of URS and CH2M Hill had recent experience with certifications at other Department of Energy sites and we were able to capitalize on that knowledge and experience. Generic PCSD and procedures consistent with our co-operations approach to Earned Value Management were available to us and were easily tailorable to the specifics of our contract and site. We also had corporate EVMS experts available to us so as to draw upon their recent certification experiences with lessons learned. This knowledge was especially helpful for training of personnel that were involved in the certification which included Project Controls, Project Management and Control Account Managers. We were also able to bring in these corporate experts to assist with our training efforts. To assure our readiness for the review, we conducted a 'White Hat' review. The 'White Hat' team consisted of corporate experts in EVMS along with an industry expert in EVMS from Humphrey and Associates. This review identified early any weaknesses that we had so corrections could be enacted prior to the EVMS Certification Readiness Review. It also helped give the evaluators confidence that we had done proper due diligence prior to their arrival. Also critical to our success, was early communication with our evaluators. It is important to start the communications early to ensure you understand the expectations of the certification team and the process that will be used during the certification. Communication through the entire process is critical to understand expectations and issues along the way. Very important to the overall process was management commitment, support and reinforcement. Management made sure that all personnel involved knew the importance and made preparations a priority. This was noted as a key strength by the evaluators during the out-brief. As a result of our preparation, our review yielded one Corrective Action Report (CAR) and two Continuous Improvement Opportunities (CIOs). The Certification team in their out-brief explained that this was the lowest number of CARs and CIOs in the history of EVMS certifications in the DOE Complex. (authors)

    In a number of cities and states, building owners are required to disclose and/or benchmark their building energy use. This requires the building owner to possess monthly whole-building energy usage information, which can be challenging for buildings in which individual tenants have their own utility meters and accounts with the utility. Some utilities and utility regulators have turned to aggregation of customer data as a way to give building owners the whole-building energy usage data while protecting customer privacy. However, no utilities or regulators appear to have conducted a concerted statistical, cybersecurity, and privacy analysis to justify the level of aggregation selected. Therefore, the Tennant Data Aggregation Task was established to help utilities address these issues and provide recommendations as well as a theoretical justification of the aggregation threshold. This study is focused on the use case of submitting data for ENERGY STAR Portfolio Manager (ESPM), but it also looks at other potential use cases for monthly energy consumption data.

    This report is a compilation of submitted abstracts of papers presented at the DOE-supported workshop on medical information and the right to privacy held at the National Academy of Sciences in Washington, DC, on June 9 and 10, 1994. The aim of this meeting is to provide a forum to discuss the legal, ethical and practical issues related to the computerization and use of medical data, as well as the potential impact the use of these data may have on an individual`s privacy. Topical areas include an overview of the Federal and legal requirements to collect medical data, historical experiences with worker screening programs, currently available medical surveillance technologies (both biomedical and computer technologies) and their limitations. In addition, an-depth assessment of the needs and interests of a wide spectrum of parties as they relate to the use of medical data from both a legal and privacy perspective is provided. The needs of the individual, the public (e.g., blood and tissue banks), private enterprises (e.g., industry and insurance carriers), and the government (e.g., FBI) are discussed. Finally, the practical and legal issues relating to the use of computers to carry, store and transmit this information are also examined. The abstracts are presented in the intended order of presentation as indicated in the agenda for the meeting.

The major goal of the Human Genome Project is to decipher this code so that the information it contains is accessible. The privacy question is, accessible to whom? The highly personal nature of the information contained in DNA can be illustrated by thinking of DNA as containing an individual`s {open_quotes}future diary.{close_quotes} A diary is perhaps the most personal and private document a person can create. It contains a person`s innermost thoughts and perceptions, and is usually hidden and locked to assure its secrecy. Diaries describe the past. The information in one`s genetic code can be thought of as a coded probabilistic future diary because it describes an important part of a unique and personal future. This document presents an introduction to the proposal for federal legislation `the Genetic Privacy Act`; a copy of the proposed act; and comment.

    This paper discusses a project performed to recover wet records discovered in January 1995 at the Fernald Environmental Management Project (FEMP). This paper discusses the emergency and record recovery phases of the project, the technical options considered for records recovery, and special measures which were required due to radiological contamination of the records. Also, the root causes and lessons learned from the incident, and path forward for future records management operations at Fernald, are discussed.

The approved records disposition schedules specify the appropriate duration of retention and the final disposition for records created or maintained by the NRC. NUREG-0910, Rev. 3, contains ``NRC`s Comprehensive Records Disposition Schedule,`` and the original authorized approved citation numbers issued by NARA. Rev. 3 incorporates NARA approved changes and additions to the NRC schedules that have been implemented since the last revision dated March, 1992, reflects recent organizational changes implemented at the NRC, and includes the latest version of NARA`s General Records Schedule (dated August 1995).

    Objective . Ensuring privacy of research subjects when epidemiologic data are shared with outside collaborators involves masking (modifying) the data, but overmasking can compromise utility (analysis potential). Methods of statistical disclosure control for protecting privacy may be impractical for individual researchers involved in small-scale collaborations. Methods . We investigated a simple approach based on measures of disclosure risk and analytical utility that are straightforward for epidemiologic researchers to derive. The method is illustrated using data from the Japanese Atomic-bomb Survivor population. Results . Masking by modest rounding did not adequately enhance security but rounding to remove several digits ofmore »relative accuracy effectively reduced the risk of identification without substantially reducing utility. Grouping or adding random noise led to noticeable bias. Conclusions . When sharing epidemiologic data, it is recommended that masking be performed using rounding. Specific treatment should be determined separately in individual situations after consideration of the disclosure risks and analysis needs. « less

    A robotic optical sedimentation recorder is described for the recordation of carbon flux in the oceans wherein both POC and PIC particles are captured at the open end of a submersible sampling platform, the captured particles allowed to drift down onto a collection plate where they can be imaged over time. The particles are imaged using three separate light sources, activated in sequence, one source being a back light, a second source being a side light to provide dark field illumination, and a third source comprising a cross polarized light source to illuminate birefringent particles. The recorder in one embodiment is attached to a buoyancy unit which is capable upon command for bringing the sedimentation recorder to a programmed depth below the ocean surface during recordation mode, and on command returning the unit to the ocean surface for transmission of recorded data and receipt of new instructions. The combined unit is provided with its own power source and is designed to operate autonomously in the ocean for extended periods of time.

    A growing number of building owners are benchmarking their building energy use. This requires the building owner to acquire monthly whole-building energy usage information, which can be challenging for buildings in which individual tenants have their own utility meters and accounts with the utility. Some utilities and utility regulators have turned to aggregation of customer energy use data (CEUD) as a way to give building owners whole-building energy usage data while protecting customer privacy. Meter profile aggregation adds a layer of protection that decreases the risk of revealing CEUD as the number of meters aggregated increases. The report statistically characterizes the similarity between individual energy usage patterns and whole-building totals at various levels of meter aggregation.

    The U.S. Department of Energy (DOE) Office of Legacy Management (LM) is an integral part of DOE's strategy to ensure that legacy liabilities of former nuclear weapons production sites are properly managed following the completion of environmental cleanup activities. In the area of environmental legacy management, records management is crucial to the protection of health, environmental, and legal interests of the Department and the public. LM is responsible for maintaining long-term surveillance and maintenance (LTS and M) records in performance of its mission. Maintaining access to the knowledge contained in these record collections is one of LM's primary responsibilities. To fulfill this responsibility, LM established a consolidated records management facility, the LM Business Center (LMBC), to house physical media records and electronic records. A new electronic record keeping system (ERKS) was needed to replace an obsolete system while helping to ensure LM is able to meet ongoing responsibilities to maintain access to knowledge and control the life cycle management of records.     This decision document presents the selected interim remedial action for Solid Waste Management Units (SWMUs) 2 and 3 of Waste Area Group (WAG) 22 at the Paducah Gaseous Diffusion Plant (PGDP) near Paducah, Kentucky. The primary objective of this interim remedial action, or corrective measure, is to reduce the infiltration of precipitation into buried waste and mitigate any leaching of chemicals of concern from the wastes while the DOE collects additional data to support evaluation of a final remedial action. The prinicipal threat associated with SWMU 2 is the potential for transport of contaminants to the ground water operable unit and subsequent threats associated with the potential contamination of an aquifer and transport of contaminants beyond DOE property.

    Privacy amplification is a necessary step in all quantum key distribution protocols, and error correction is needed in each except when signals of many photons are used in the key communication in quantum noise approach. No security analysis of error correcting code information leak to the attacker has ever been provided, while an ad hoc formula is currently employed to account for such leak in the key generation rate. It is also commonly believed that privacy amplification allows the users to at least establish a short key of arbitrarily close to perfect security. In this paper we show how the lack of rigorous error correction analysis makes the otherwise valid privacy amplification results invalid, and that there exists a limit on how close to perfect a generated key can be obtained from privacy amplification. In addition, there is a necessary tradeoff between key rate and security, and the best theoretical values from current theories would not generate enough near-uniform key bits to cover the message authentication key cost in disturbance-information tradeoff protocols of the BB84 variety.

    Advances in sensing and communication capabilities as well as power industry deregulation are driving the need for distributed state estimation in the smart grid at the level of the regional transmission organizations (RTOs). This leads to a new competitive privacy problem amongst the RTOs since there is a tension between sharing data to ensure network reliability (utility/benefit to all RTOs) and withholding data for profitability and privacy reasons. The resulting tradeoff between utility, quantified via fidelity of its state estimate at each RTO, and privacy, quantified via the leakage of the state of one RTO at other RTOs, is captured precisely using a lossy source coding problem formulation for a two RTO network. For a two-RTO model, it is shown that the set of all feasible utility-privacy pairs can be achieved via a single round of communication when each RTO communicates taking into account the correlation between the measured data at both RTOs.     This paper presents the first practical construction for privacy-preserving evaluation of sample set similarity, based on the well-known Jaccard index measure. In this problem, two mutually distrustful entities determine how similar their sets are, without disclosing their content to each other. We propose two efficient protocols: the first securely computes the Jaccard index of two sets; the second approximates it using MinHash techniques, at a significantly lower cost and with same privacy guarantees. This building block is attractive in many relevant applications, including document similarity, biometric authentication, multimedia file retrieval, and genetic tests. We demonstrate, both analytically and experimentally, that our constructions -- while not bounded to any specific application -- are appreciably more efficient than prior specialized techniques.

    The Training Management Information System (TMIS) is an integrated information system for all training related activities. TMIS is at the leading edge of training information systems used in the nuclear industry. The database contains all the necessary records to confirm the department's adherence to accreditation criteria and houses all test questions, student records and information needed to evaluate the training process. The key to the TMIS system is that the impact of any change (i.e., procedure change, new equipment, safety incident in the commercial nuclear industry, etc.) can be tracked throughout the training process. This ensures the best training can be performed that meets the needs of the employees. TMIS is comprised of six functional areas: Job and Task Analysis, Training Materials Design and Development, Exam Management, Student Records/Scheduling, Evaluation, and Commitment Tracking. The system consists of a VAX 6320 Cluster with IBM and MacIntosh computers tied into an ethernet with the VAX. Other peripherals are also tied into the system: Exam Generation Stations to include mark sense readers for test grading, Production PC's for Desk-Top Publishing of Training Material, and PC Image Workstations. 5 figs.

    This document is the distribution integrity management plan (Plan) for the Los Alamos National Laboratory (LANL) Natural Gas Distribution System. This Plan meets the requirements of 49 CFR Part 192, Subpart P Distribution Integrity Management Programs (DIMP) for the LANL Natural Gas Distribution System. This Plan was developed by reviewing records and interviewing LANL personnel. The records consist of the design, construction, operation and maintenance for the LANL Natural Gas Distribution System. The records system for the LANL Natural Gas Distribution System is limited, so the majority of information is based on the judgment of LANL employees; the maintenance crew, the Corrosion Specialist and the Utilities and Infrastructure (UI) Civil Team Leader. The records used in this report are: Pipeline and Hazardous Materials Safety Administration (PHMSA) 7100.1-1, Report of Main and Service Line Inspection, Natural Gas Leak Survey, Gas Leak Response Report, Gas Leak and Repair Report, and Pipe-to-Soil Recordings. The specific elements of knowledge of the infrastructure used to evaluate each threat and prioritize risks are listed in Sections 6 and 7, Threat Evaluation and Risk Prioritization respectively. This Plan addresses additional information needed and a method for gaining that data over time through normal activities. The processes used for the initial assessment of Threat Evaluation and Risk Prioritization are the methods found in the Simple, Handy Risk-based Integrity Management Plan (SHRIMP{trademark}) software package developed by the American Pipeline and Gas Agency (APGA) Security and Integrity Foundation (SIF). SHRIMP{trademark} uses an index model developed by the consultants and advisors of the SIF. Threat assessment is performed using questions developed by the Gas Piping Technology Company (GPTC) as modified and added to by the SHRIMP{trademark} advisors. This Plan is required to be reviewed every 5 years to be continually refined and improved. Records for all piping system installed after the effective date of this Plan will be captured and retained in the UI records documentation system. Primary Utility Asbuilts are maintained by Utilities Mapping (UMAP) and additional records are maintained on the N drive. Engineering Change Notices (ECNs) are stored on the N drive under configuration management and kept up by Utilities and Infrastructure Division Office (UI-DO). Records include, at a minimum, the location where new piping and appurtenances are installed and the material of which they are constructed.

    The Human Genome Project is a large, internationally coordinated effort in biological research directed at creating a detailed map of human DNA. This report describes the access of information, management, and regulation of the project. The project led to the development of an instructional module titled The Human Genome Project: Biology, Computers, and Privacy, designed for use in high school biology classes. The module consists of print materials and both Macintosh and Windows versions of related computer software-Appendix A contains a copy of the print materials and discs containing the two versions of the software.

Birds were recorded in a variety of habitats, including wetlands, interior forests, grasslands, ponds, corridors, forest edges, and more. Most of the information was gathered from waterfowl surveys conducted from 1990 to 2008, from Partners in Flight (PIF) breeding bird surveys conducted from 1995 to 2013, and from past publications and research on Reservation birds. We have also included our own observations and, in a few instances, credible observations of ORR birds of which we have been made aware through eBird or discussions with area ornithologists and bird watchers. For the period 1950–2014, we were able to document 228 species of birds on the ORR. Several of these species are known from historic records only, while others were not known to have ever occurred on the Reservation until recently. This report does not include PIF breeding bird data from the 2014 season or any records after July 2014. Twenty-two species—approximately 10% of the total number of species observed—have state-listed status in Tennessee as endangered, threatened, or in need of management. Of the 228 species we documented, 120 are believed to be breeding birds on the ORR.

    The Internet of Things and Services is a rapidly growing concept that illustrates that the ever increasing amount of physical items of our daily life which become addressable through a network could be made more easily manageable and usable through the use of Services. This surge of exposed resources along with the level of privacy and value of the information they hold, together with the increase of their usage make for an augmentation in the number of the security threats and violation attempts that existing security systems do not appear robust enough to address. In this paper, the authors underline this increase in risk and identify the requirements for resources to be more resilient in this type of environment while keeping an important level of flexibility. In addition, the authors propose an architectural model of Self Managed Security Cell, which leverages on current knowledge in large scale security systems, information management and autonomous systems.
