  12. Safety and performance enhancement circuit for primary explosive detonators

    A safety and performance enhancement arrangement for primary explosive detonators. This arrangement involves a circuit containing an energy storage capacitor and preset self-trigger to protect the primary explosive detonator from electrostatic discharge (ESD). The circuit does not discharge into the detonator until a sufficient level of charge is acquired on the capacitor. The circuit parameters are designed so that normal ESD environments cannot charge the protection circuit to a level to achieve discharge. When functioned, the performance of the detonator is also improved because of the close coupling of the stored energy.

    This section provides an executive level summary of the performance information covered in this report and is intended to bring to Management's attention that information considered to be most noteworthy. All cost, schedule, milestone commitments, performance measures. and safety data is current as of August 31. Accomplishments, Issues and Integration items are current as of September 18 unless otherwise noted. The section begins with a description of notable accomplishments that have occurred since the last report and are considered to have made the greatest contribution toward safe, timely, and cost-effective clean up. Following the accomplishment section is an overall fiscal year-to-date summary analysis addressing cost, schedule, and milestone performance. Overviews of safety ensue. The next segment of the Executive Summary, entitled Critical Issues, is designed to identify the high-level challenges to achieving cleanup progress. The next section includes FY 2000 EM Management Commitment High Visibility Project Milestones and Critical Few Performance Measures. The Key Integration Activities section follows next, highlighting PHMC activities that cross contractor boundaries and demonstrate the shared value of partnering with other Site entities to accomplish the work.   15. Radioactive Waste Management Complex performance assessment: Draft

    A radiological performance assessment of the Radioactive Waste Management Complex at the Idaho National Engineering Laboratory was conducted to demonstrate compliance with appropriate radiological criteria of the US Department of Energy and the US Environmental Protection Agency for protection of the general public. The calculations involved modeling the transport of radionuclides from buried waste, to surface soil and subsurface media, and eventually to members of the general public via air, ground water, and food chain pathways. Projections of doses were made for both offsite receptors and individuals intruding onto the site after closure. In addition, uncertainty analyses were performed. Results of calculations made using nominal data indicate that the radiological doses will be below appropriate radiological criteria throughout operations and after closure of the facility. Recommendations were made for future performance assessment calculations.

  16. FEMA Emergency Management Performance Grant Program

    The Emergency Management Performance Grant (EMPG) Program provides federal funds to assist state, local, tribal and territorial governments in preparing for all hazards, as authorized by Section 662 of the Post Katrina Emergency Management Reform Act (6 U.S.C. sect. 762) and the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (42 U.S.C. sect. 5121 et seq.). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the federal government and the states and their political subdivisions. The FY 2015 EMPG will provide federal funds to assist state, local, tribal and territorial emergency management agencies to obtain the resources required to support the National Preparedness Goal's (NPG's) associated mission areas and core capabilities. The federal government, through the EMPG Program, provides necessary direction, coordination, and guidance, and provides necessary assistance, as authorized in this title, to support a comprehensive all hazards emergency preparedness system.

  17. Performance metrics and life-cycle information management for building performance assurance

    Commercial buildings account for over $85 billion per year in energy costs, which is far more energy than technically necessary. One of the primary reasons buildings do not perform as well as intended is that critical information is lost, through ineffective documentation and communication, leading to building systems that are often improperly installed and operated. A life-cycle perspective on the management of building information provides a framework for improving commercial building energy performance. This paper describes a project to develop strategies and techniques to provide decision-makers with information needed to assure the desired building performance across the complete life cycle of a building project. A key element in this effort is the development of explicit performance metrics that quantitatively represent performance objectives of interest to various building stakeholders. The paper begins with a discussion of key problems identified in current building industry practice, and ongoing work to address these problems. The paper then focuses on the concept of performance metrics and their use in improving building performance during design, commissioning, and on-going operations. The design of a Building Life-cycle Information System (BLISS) is presented. BLISS is intended to provide an information infrastructure capable of integrating a variety of building information technologies that support performance assurance. The use of performance metrics in case study building projects is explored to illustrate current best practice. The application of integrated information technology for improving current practice is discussed.

    After the electromagnetic design * and the mechanical design ** of a β=0.6, 2-cell elliptical SRF cavity, the cavity has been fabricated. Then both 2-cell and 7-cell cavities have been bench tuned to the target values of frequency, coupling external Q and field flatness. After buffer chemistry polishing (BCP) and high pressure rinses (HPR), Vertical 2K cavity test results have been satisfied the specifications and ready for the string assembly. We will report the cavity performance including Lorenz Force Detuning (LFD) and Higher Order Modes (HOM) damping data. Its integration with cavity tuners to the cryomodule design will be reported.

Black-Right-Pointing-Pointer The method applied could be useful for similar establishments. - Abstract: According to the Brazilian law, implementation of a Medical Waste Management Plan (MWMP) in health-care units is mandatory, but as far as we know evaluation of such implementation has not taken place yet. The purpose of the present study is to evaluate the improvements deriving from the implementation of a MWMP in a Primary Health-care Center (PHC) located in the city of Sao Paulo, Brazil. The method proposed for evaluation compares the first situation prevailing at this PHC with the situation 1 year after implementation of the MWMP, thus allowing verification of the evolution of the PHC performance. For prior and post-diagnosis, the method was based on: (1) application of a tool (check list) which considered all legal requirements in force; (2) quantification of solid waste subdivided into three categories: infectious waste and sharp devices, recyclable materials and non-recyclable waste; and (3) identification of non-conformity practices. Lack of knowledge on the pertinent legislation by health workers has contributed to non-conformity instances. The legal requirements in force in Brazil today gave origin to a tool (check list) which was utilized in the management of medical waste at the health-care unit studied. This tool resulted into an adequate and simple instrument, required a low investment, allowed collecting data to feed indicators and also conquered the participation of the unit whole staff. Several non-conformities identified in the first diagnosis could be corrected by the instrument utilized

    Transmission congestion occurs when there is insufficient transmission capacity to simultaneously accommodate all requests for transmission service within a region. Historically, vertically integrated utilities managed this condition by constraining the economic dispatch of generators with the objective of ensuring security and reliability of their own and/or neighboring systems. Electric power industry restructuring has moved generation investment and operations decisions into the competitive market but has left transmission as a communal resource in the regulated environment. This mixing of competitive generation and regulated transmission makes congestion management difficult. The difficulty is compounded by increases in the amount of congestion resulting from increased commercial transactions and the relative decline in the amount of transmission. Transmission capacity, relative to peak load, has been declining in all regions of the U.S. for over a decade. This decline is expected to continue. Congestion management schemes used today have negative impacts on energy markets, such as disruptions and monetary penalties, under some conditions. To mitigate these concerns various congestion management methods have been proposed, including redispatch and curtailment of scheduled energy transmission. In the restructured electric energy industry environment, new congestion management approaches are being developed that strive to achieve the desired degree of reliability while supporting competition in the bulk power market. This report first presents an overview and background on key issues and emerging approaches to congestion management. It goes on to identify and describe policies affecting congestion management that are favored and/or are now being considered by FERC, NERC, and one of the regional reliability councils (WSCC). It reviews the operational procedures in use or proposed by three of the leading independent system operators (ISOs) including ERCOT

    Management has evolved a long way from its original meaning of 'governing a horse'. The industrial revolution fostered 'scientific management'; 1930's Hawthorne studies discovered that people's social interactions could alter productivity; and the dawn of the computer age in the post-war 1950's brought general systems theory into management thinking. Today, mobile wireless connectivity aims to transform ever-changing networks of players, mandates, and markets into something that can be 'managed'. So why is there no clear and simple recipe for how to practice management? We talk about financial management, safety management, and operations management, but surely the 'management' part of those endeavors will share the same set of practices. Instead, we are still arguing for 'management' to include everything from developing people to negotiating contracts. A manager's job may include many things, but one of them, the job of management, needs to be nailed down. Three standard practices for managing in a network are developed: (a) support the dialogues that connect people vital to accomplishing a goal or objective; (b) develop and sustain the scoreboards that serve as a road-map to reach the goal; and (c) control the feedback to 'govern the horse'. These three practices are useful for more than reaching goals, as they also support coordinating across boundaries and running productive meetings. The dialogues for productive relationships, scoreboards for goals and deliverables, and feedback for performance together constitute a recipe for managing in a networked world. (authors)

    Sandia National Laboratories has recently been involved in the development of a 60-minute, 28 volt, primary thermal battery with a volume of 400 cm/sup 3/. The feasibility of Li(Si)/LiCl.KCl/FeS/sub 2/ battery was previously demonstrated at a current of 0.5 A. In this paper, the effects of various environmental tests on battery performance are reported. In order to simulate possible nuclear ordnance environments, batteries have been subjected to shock, rhythmic and random vibration, and longitudinal and lateral acceleration in the unactivated and activated state. The level and duration of these tests varied, but the performance remained good. The effects of variation in current density from open circuit to 1 A/cm/sup 2/, as well as various pulse loads, have been examined. Also presented are results of stabilizing the batteries at temperatures in the range of -54/sup 0/C to +70/sup 0/C as reflected in various performance parameters. The Li(Si)/LiCl.KCl/FeS/sub 2/ electrochemical system has also been applied to two new Sandia-designed batteries requiring rugged, medium-life performance, i.e., activated lives of 2.5 and 4 minutes. Encouraging initial results of this application are included here.

    A description is provided of the software algorithms developed for the CMS tracker both for reconstructing charged-particle trajectories in proton-proton interactions and for using the resulting tracks to estimate the positions of the LHC luminous region and individual primary-interaction vertices. Despite the very hostile environment at the LHC, the performance obtained with these algorithms is found to be excellent. For tbar t events under typical 2011 pileup conditions, the average track-reconstruction efficiency for promptly-produced charged particles with transverse momenta of pT > 0.9GeV is 94% for pseudorapidities of |?| < 0.9 and 85% for 0.9 < |?| < 2.5. The inefficiency is caused mainly by hadrons that undergo nuclear interactions in the tracker material. For isolated muons, the corresponding efficiencies are essentially 100%. For isolated muons of pT = 100GeV emitted at |?| < 1.4, the resolutions are approximately 2.8% in pT, and respectively, 10?m and 30?m in the transverse and longitudinal impact parameters. The position resolution achieved for reconstructed primary vertices that correspond to interesting pp collisions is 1012?m in each of the three spatial dimensions. The tracking and vertexing software is fast and flexible, and easily adaptable to other functions, such as fast tracking for the trigger, or dedicated tracking for electrons that takes into account bremsstrahlung.

    The objective of the paper is to present a framework for the application of {open_quotes}Performance Parameters{close_quotes} for the long-term management of existing AAR-affected dams and hydroelectric plants as a basis for discussion in the workshop on dam safety issues. In this paper, references are made to various cases and the reader is referred to the companion paper for supporting information. The concept of {open_quotes}Performance Parameters{close_quotes} is being introduced by USBR as part of their dam safety program development. The focus is on dam safety related issues and parameter development starts with identification of failure modes of a dam, key performance parameters, and then progresses into definition of instrumentation and monitoring systems and potential action plans. Dam safety deficiencies and powerplant operational problems have been identified in several dams around the world and structural modifications either implemented or planned. In others, where slow (ASSR) or indefinitely continuing reactions (with {open_quotes}auto-generation{close_quotes} of alkalis) are occurring, it is necessary to plan a suitable monitoring and long management program which addresses the apparently {open_quotes}mild{close_quotes} degree of the problem but addresses the future potential in a realistic but not overly pessimistic manner. {open_quotes}Generic{close_quotes} performance parameters to address AAR effects based on a review of cases are proposed here as a possible guide to site specific development in actual cases. These are extended from the USBR scope in two respects: firstly, to include dam, spillway and plant operational issues, and secondly, into two levels of detail and effort. This discussion will be primarily a review of failure modes and key parameters. Techniques for forecasting and monitoring these parameters in an AAR environment are briefly reviewed.

    A real-time performance monitoring system for monitoring an electric power grid. The electric power grid has a plurality of grid portions, each grid portion corresponding to one of a plurality of control areas. The real-time performance monitoring system includes a monitor computer for monitoring at least one of reliability metrics, generation metrics, transmission metrics, suppliers metrics, grid infrastructure security metrics, and markets metrics for the electric power grid. The data for metrics being monitored by the monitor computer are stored in a data base, and a visualization of the metrics is displayed on at least one display computer having a monitor. The at least one display computer in one said control area enables an operator to monitor the grid portion corresponding to a different said control area.

    Low-level radioactive waste from cleanup activities at the Nevada Test Site and from multiple sites across the U.S. Department of Energy (DOE) complex is disposed at two active Radioactive Waste Management Sites (RWMS) on the Nevada Test Site. These facilities, which are managed by the DOE National Nuclear Security Administration Nevada Site Office, were recently designated as one of two regional disposal centers and yearly volumes of disposed waste now exceed 50,000 m3 (> 2 million ft3). To safely and cost-effectively manage the disposal facilities, the Waste Management Division of Environmental Management has implemented decision-based management practices using flexible and problem-oriented probabilistic performance assessment modeling. Deterministic performance assessments and composite analyses were completed originally for the Area 5 and Area 3 RWMSs located in, respectively, Frenchman Flat and Yucca Flat on the Nevada Test Site. These documents provide the technical bases for issuance of disposal authorization statements for continuing operation of the disposal facilities. Both facilities are now in a maintenance phase that requires testing of conceptual models, reduction of uncertainty, and site monitoring all leading to eventual closure of the facilities and transition to long-term stewardship.

    This paper begins by raising the issue of whether the theoretical model of customer-suppliers-products-services usefully describes the activities of laboratory life, using a case study from Fermilab. After describing scientific activities as work, not volunteerism, I present a model that has four performance parameters that can be used to evaluate DOE-funded research laboratories: (1) Do they have a well-defined management system? (2) Are they doing good science? (3) Are they managing their resources effectively? (4) Are they responsive to their customers? From these four parameters I describe how to metrify performance objectives, then use them to evaluate research organizations. I describe these performance objectives within the context of views I have published elsewhere, and according to Stephen R. Covey`s metaphor of production/production capability (P/PC) balance in his book The 7 Habits of Highly Effective People.

    This report documents the projected radiological dose impacts associated with the disposal of radioactive low-level waste at the Radioactive Waste Management Complex at the Idaho National Engineering Laboratory. This radiological performance assessment was conducted to evaluate compliance with applicable radiological criteria of the US Department of Energy and the US Environmental Protection Agency for protection of the public and the environment. The calculations involved modeling the transport of radionuclides from buried waste, to surface soil and subsurface media, and eventually to members of the public via air, groundwater, and food chain pathways. Projections of doses were made for both offsite receptors and individuals inadvertently intruding onto the site after closure. In addition, uncertainty and sensitivity analyses were performed. The results of the analyses indicate compliance with established radiological criteria and provide reasonable assurance that public health and safety will be protected.

    The ubiquitous use of raw pointers in higher-level code is the primary cause of all memory usage problems and memory leaks in C++ programs. This paper describes what might be considered a radical approach to the problem which is to encapsulate the use of all raw pointers and all raw calls to new and delete in higher-level C++ code. Instead, a set of cooperating template classes developed in the Trilinos package Teuchos are used to encapsulate every use of raw C++ pointers in every use case where it appears in high-level code. Included in the set of memory management classes is the typical reference-counted smart pointer class similar to boost::shared ptr (and therefore C++0x std::shared ptr). However, what is missing in boost and the new standard library are non-reference counted classes for remaining use cases where raw C++ pointers would need to be used. These classes have a debug build mode where nearly all programmer errors are caught and gracefully reported at runtime. The default optimized build mode strips all runtime checks and allows the code to perform as efficiently as raw C++ pointers with reasonable usage. Also included is a novel approach for dealing with the circular references problem that imparts little extra overhead and is almost completely invisible to most of the code (unlike the boost and therefore C++0x approach). Rather than being a radical approach, encapsulating all raw C++ pointers is simply the logical progression of a trend in the C++ development and standards community that started with std::auto ptr and is continued (but not finished) with std::shared ptr in C++0x. Using the Teuchos reference-counted memory management classes allows one to remove unnecessary constraints in the use of objects by removing arbitrary lifetime ordering constraints which are a type of unnecessary coupling [23]. The code one writes with these classes will be more likely to be correct on first writing, will be less likely to contain silent (but deadly) memory

  13. Performance Measures for Evaluating Public Participation Activities in the Office of Environmental Management (DOE)

    Public participation in Office of Environmental Management (EM) activities throughout the DOE complex is a critical component of the overall success of remediation and waste management efforts. The challenges facing EM and its stakeholders over the next decade or more are daunting (Nuclear Waste News 1996). Achieving a mission composed of such challenges will require innovation, dedication, and a significant degree of good will among all stakeholders. EM's efforts to date, including obtaining and using inputs offered by EM stakeholders, have been notable. Public participation specialists have accepted and met challenges and have consistently tried to improve their performance. They have reported their experiences both formally and informally (e.g., at professional conferences and EM Public Participation Network Workshops, other internal meetings of DOE and contractor public participation specialists, and one-on-one consultations) in order to advance the state of their practice. Our research, and our field research in particular (including our interactions with many representatives of numerous stakeholder groups at nine DOE sites with diverse EM problems), have shown that it, is possible to develop coherent results even in a problem domain as complex as that of EM. We conclude that performance-based evaluations of public participation appear possible, and we have recommended an approach, based on combined and integrated multi-stakeholder views on the attributes of successful public participation and associated performance indicators, that seems workable and should be acceptable to diverse stakeholders. Of course, as an untested recommendation, our approach needs the validation that can only be achieved by application (perhaps at a few DOE sites with ongoing EM activities). Such an application would serve to refine the proposed approach in terms of its clarity, its workability, and its potential for full-scale use by EM and, potentially, other government agencies and

    Microgrids are a focus of localized energy production that support resiliency, security, local con- trol, and increased access to renewable resources (among other potential benefits). The Smart Power Infrastructure Demonstration for Energy Reliability and Security (SPIDERS) Joint Capa- bility Technology Demonstration (JCTD) program between the Department of Defense (DOD), Department of Energy (DOE), and Department of Homeland Security (DHS) resulted in the pre- liminary design and deployment of three microgrids at military installations. This paper is focused on the analysis process and supporting software used to determine optimal designs for energy surety microgrids (ESMs) in the SPIDERS project. There are two key pieces of software, an ex- isting software application developed by Sandia National Laboratories (SNL) called Technology Management Optimization (TMO) and a new simulation developed for SPIDERS called the per- formance reliability model (PRM). TMO is a decision support tool that performs multi-objective optimization over a mixed discrete/continuous search space for which the performance measures are unrestricted in form. The PRM is able to statistically quantify the performance and reliability of a microgrid operating in islanded mode (disconnected from any utility power source). Together, these two software applications were used as part of the ESM process to generate the preliminary designs presented by SNL-led DOE team to the DOD.     Recently, staff at Oak Ridge National Laboratory performed a study for the Office of Intergovernmental and Public Accountability within the U.S. Department of Energy`s (DOE) Office of Environmental Management (EM), examining how to measure the success of public participation programs. While the study began with a thorough literature review, the primary emphasis of this research effort was on getting key stakeholders to help identify attributes of successful public participation in EM activities and to suggest how those attributes might be measured. Interviews were conducted at nine DOE sites that provided substantial variety in terms of geographic location, types of environmental management activities undertaken, the current life-cycle stage of those EM efforts, and the public participation mechanisms utilized. Approximately 12 to 15 oral interviews were conducted at each site, and each respondent also was asked to complete a written survey. Those interviewed included: non-regulatory state and local government officials; project managers and public participation staff for DOE and its management and operations contractors; non-government groups concerned with environmental protection, public safety, and health issues; federal and state environmental regulators; business organizations; civic groups; and other interested parties. While this study examined only those public participation programs sponsored by DOE, the resulting findings also have applicability to the public involvement efforts sponsored by many other public and private sector organizations.

The project when complete will provide housing for students, faculty, and staff with a vision to minimize the community's impact on energy use by reducing building energy use, providing on-site generation, and encouraging alternative forms of transportation. This focus of this research is on the 192 student apartments that were completed in 2011 under Phase I of the West Village multi-year project. The numerous aggressive energy efficiency measures implemented result in estimated source energy savings of 37% over the B10 Benchmark. There are two primary objectives of this research. The first is to evaluate performance and efficiency of the central heat pump water heaters as a strategy to provide efficient electric water heating for net-zero all-electric buildings and where natural gas is not available on site. In addition, effectiveness of the quality assurance and quality control processes implemented to ensure proper system commissioning and to meet program participation requirements is evaluated. Recommendations for improvements that could improve successful implementation for large-scale, high performance communities are identified.

    The end of the Cold War has left a legacy of approximately 37 million gallons of radioactive waste in the aging waste tanks at the Department of Energy's Savannah River Site (SRS). A robust program is in place to remove waste from these tanks, treat the waste to separate into a relatively small volume of high level waste and a large volume of low-level waste, and to actively dispose of the low-level waste on-site and close the cleaned waste tanks and associated ancillary structures. To support performance-based, risk-informed decision making, performance assessments have been developed for the low-level waste disposal facility and for the SRS Tank Farms. Although these performance assessments share many similar features, the nature of the hazards and associated containments differ. As a management team, we are challenged to effectively communicate both the similarities and differences of these performance assessments, how they should be used to support sound decision making for treatment, disposal and waste tank cleaning decisions, and in defending their respective assumptions to the regulatory community and the public but, equally important, to our own corporate decision makers and operations personnel. Effective development and defense of these performance assessments, and effective interpretation and communication of the results are key to making cost-effective, pragmatic decisions for the safe disposal of the low-level waste and stabilization and operational closure of the cleaned tanks and associated structures. This paper will focus on the importance and challenges in communicating key attributes, conclusions and operational implications within a company. (authors)

    The purpose of this DOE guide is to facilitate the use of consistent procedures to document cost and performance information for projects involving the remediation of media contaminated with hazardous and radioactive wastes. It provides remedial action project managers with a standardized set of data to document completed remediation projects. Standardized reporting of data will broaden the utility of the information, increase confidence in the effectiveness of future remedial technologies, and enhance the organization, storage and retrieval of relevant information for future cleanup projects. The foundation for this guide was laid down by the Federal Remediation Technologies Roundtable (FRTR) in their publication, Guide to Documenting Cost and Performance for Remediation Projects, EPA-542-B- 95-002. Member agencies of the FRTR include the US EPA, the US DOD, the US DOE, and the US DOI. All the member agencies are involved in site remediation projects and anticipate following the guidance provided in the above reference. Therefore, there is much to be gained for DOE to be consistent with the other member agencies as it will be easier to compare projects across different agencies and also to learn from the experiences of a wider spectrum of prior completed projects.

  2. The use of energy management and control systems to monitor the energy performance of commercial buildings

    Monitored data play a very important part in the implementation and evaluation of energy conservation technologies and programs. However, these data can be expensive to collect, so there is a need for lower-cost alternatives. In many situations, using the computerized Energy Management and Control Systems (EMCSs)--already installed in many buildings--to collect these commercial building performance data has advantages over more conventional methods. This method provides data without installing incremental hardware, and the large amounts of available operational data can be a very rich resource for understanding building performance. This dissertation addresses several of these issues. One specific objective is to describe a monitoring-project planning process that includes definition of objectives, constraints, resources and approaches for the monitoring. The choice of tools is an important part of this process. The dissertation goes on to demonstrate, through eight case studies, that EMCS monitoring is possible, and to identify and categorize the problems and issues that can be encountered. These issues lead to the creation, use, and testing of a set of methods for evaluation of EMCS monitoring, in the form of guidelines. Finally, EMCS monitoring is demonstrated and compared with conventional monitoring more methodically in a detailed case study.

The resulting protocols will describe aprocess or framework for conducting an energy savings assessment andverifying the results that will be transparent to policymakers, managers,and the financial community, and validated by a third-party organization.Additionally, a global dialogue is being initiated by the United NationsIndustrial Development Organization (UNIDO) concerning the development ofan international industrial energy management standard that would be ISOcompatible. The proposed scenario will combine the resulting standardwith the best practice protocols for specific energy systems (i.e.,steam, process heating, compressed air, pumping systems, etc.) to formthe foundation of a third party, performance-based certification programfor the overall industrial facility that is compatible with existingmanagement systems, including ISO 9001:2000, 14001:2004 and 6 Sigma. Thelong term goal of this voluntary, industry designed certification programis to develop a transparent, globally accepted system for validatingenergy efficiency projects and management practices.   6. Preliminary Performance Assessment for the Waste Management Area C at the Hanford Site in Southeast Washington

    A performance assessment (PA) of Single-Shell Tank (SST) Waste Management Area C (WMA C) located at the U.S. Department of Energy's (DOE) Hanford Site in southeastern Washington is being conducted to satisfy the requirements of the Hanford Federal Facility Agreement and Consent Order (HFFACO), as well as other Federal requirements and State-approved closure plans and permits. The WMP C PA assesses the fate, transport, and impacts of radionuclides and hazardous chemicals within residual wastes left in tanks and ancillary equipment and facilities in their assumed closed configuration and the subsequent risks to humans into the far future. The part of the PA focused on radiological impacts is being developed to meet the requirements for a closure authorization under DOE Order 435.1 that includes a waste incidental to reprocessing determination for residual wastes remaining in tanks, ancillary equipment, and facilities. An additional part of the PA will evaluate human health and environmental impacts from hazardous chemical inventories in residual wastes remaining in WMA C tanks, ancillary equipment, and facilities needed to meet the requirements for permitted closure under RCRA.

To demonstrate the effectiveness of this feature, a demo system using substation data alone was set up to compare the minutes saved over a period of 22 months for two feeders where the real-time notification system has been deployed. The metric used for performance assessment is the time difference between the actual outage time from the OMS versus the time the notification email was received on the operators desk. Over the period of 22 months, we have accumulated over 7600 minutes (32 hours) ahead of actual outage time compared to the OMS timestamps. The significance of this analysis is that it shows the potential to reduce the SAIDI minutes and directly impact utility performance in terms of outage duration. If deployed at scale, it would have a significant impact on system reliability. To put this number in perspective, it would be helpful to assign a dollar figure to the potential savings that could be realized. According to the host utility, the average cost for each customer-minute-out (CMO) is approximately $0.30 across the operating company. This includes both direct and indirect costs such as bad press. The outage data over the previous 4 years show that the average customer count on primary/tap level outages is about 56. Accordingly, the total minutes saved amounts to 425,600 CMOs on the average. This would in turn result in a potential cost savings figure of $127,680 for two feeders alone over the period of performance. This empirical evidence validates the strong value proposition of the project that was contemplated at the onset and its potential impact to reduce outage duration in support of DOE’s goal of 20%

  15. Measured energy savings and performance of power-managed personal computers and monitors

    Personal computers and monitors are estimated to use 14 billion kWh/year of electricity, with power management potentially saving $600 million/year by the year 2000. The effort to capture these savings is lead by the US Environmental Protection Agency`s Energy Star program, which specifies a 30W maximum demand for the computer and for the monitor when in a {open_quote}sleep{close_quote} or idle mode. In this paper the authors discuss measured energy use and estimated savings for power-managed (Energy Star compliant) PCs and monitors. They collected electricity use measurements of six power-managed PCs and monitors in their office and five from two other research projects. The devices are diverse in machine type, use patterns, and context. The analysis method estimates the time spent in each system operating mode (off, low-, and full-power) and combines these with real power measurements to derive hours of use per mode, energy use, and energy savings. Three schedules are explored in the {open_quotes}As-operated,{close_quotes} {open_quotes}Standardized,{close_quotes} and `Maximum` savings estimates. Energy savings are established by comparing the measurements to a baseline with power management disabled. As-operated energy savings for the eleven PCs and monitors ranged from zero to 75 kWh/year. Under the standard operating schedule (on 20% of nights and weekends), the savings are about 200 kWh/year. An audit of power management features and configurations for several dozen Energy Star machines found only 11% of CPU`s fully enabled and about two thirds of monitors were successfully power managed. The highest priority for greater power management savings is to enable monitors, as opposed to CPU`s, since they are generally easier to configure, less likely to interfere with system operation, and have greater savings. The difficulties in properly configuring PCs and monitors is the largest current barrier to achieving the savings potential from power management.

    Public participation in decision-making in the United States has become a dominant theme throughout the public sector and is increasingly used in the private sector. Recent reports by the National Research Council and the Commission on Risk Assessment and Risk Management, set up jointly by the White House and Congress, conclude that risk decisions must increasingly be structured in such a manner as to involve stakeholders meaningfully in the processes and activities leading to decisions and, perhaps, through decision implementation. Both of these reports indicate that decisions may take longer but be better if officials: (1) bring all interested and affected parties to the table at the beginning of the risk-discussion process; (2) identify relevant concerns, losses, exposures and other information the parties have; (3) address significant concerns through appropriate research; and (4) present findings in an understandable, accessible way. This report is intended to facilitate subsequent evaluations of public participation activities and programs.

    The cryogenic system for the Mirror Fusion Test Facility (MFTF) is a 14-kW, 4.35-K helium refrigeration system that proved to be highly successful and cost-effective. All operating objectives were met, while remaining within a few percent of initial cost and schedule plans. The management approach used in MFTF allowed decisions to be made quickly and effectively, and it helped keep costs down. Manpower levels, extent and type of industrial participation, key aspects of subcontractor specifications, and subcontractor interactions are reviewed, as well as highlights of the system tests, operation, and present equipment status. Organizations planning large, high-technology systems may benefit from this experience with the MFTF cryogenic system.

  10. A Lightweight, High-performance I/O Management Package for Data-intensive Computing

    Our group has been working with ANL collaborators on the topic ??bridging the gap between parallel file system and local file system? during the course of this project period. We visited Argonne National Lab -- Dr. Robert Ross??s group for one week in the past summer 2007. We looked over our current project progress and planned the activities for the incoming years 2008-09. The PI met Dr. Robert Ross several times such as HEC FSIO workshop 08, SC??08 and SC??10. We explored the opportunities to develop a production system by leveraging our current prototype to (SOGP+PVFS) a new PVFS version. We delivered SOGP+PVFS codes to ANL PVFS2 group in 2008.We also talked about exploring a potential project on developing new parallel programming models and runtime systems for data-intensive scalable computing (DISC). The methodology is to evolve MPI towards DISC by incorporating some functions of Google MapReduce parallel programming model. More recently, we are together exploring how to leverage existing works to perform (1) coordination/aggregation of local I/O operations prior to movement over the WAN, (2) efficient bulk data movement over the WAN, (3) latency hiding techniques for latency-intensive operations. Since 2009, we start applying Hadoop/MapReduce to some HEC applications with LANL scientists John Bent and Salman Habib. Another on-going work is to improve checkpoint performance at I/O forwarding Layer for the Road Runner super computer with James Nuetz and Gary Gridder at LANL. Two senior undergraduates from our research group did summer internships about high-performance file and storage system projects in LANL since 2008 for consecutive three years. Both of them are now pursuing Ph.D. degree in our group and will be 4th year in the PhD program in Fall 2011 and go to LANL to advance two above-mentioned works during this winter break.   11. Radiation Therapy in the Management of Head-and-Neck Cancer of Unknown Primary Origin: How Does the Addition of Concurrent Chemotherapy Affect the Therapeutic Ratio?

    Purpose: To determine how the addition of cisplatin-based concurrent chemotherapy to radiation therapy influences outcomes among a cohort of patients treated for head-and-neck cancer of unknown primary origin. Methods and Materials: The medical records of 60 consecutive patients treated by radiation therapy for squamous cell carcinoma of the head and neck presenting as cervical lymph node metastasis of occult primary origin were reviewed. Thirty-two patients (53%) were treated by concurrent chemoradiation, and 28 patients (47%) were treated by radiation therapy alone. Forty-five patients (75%) received radiation therapy after surgical resection, and 15 patients (25%) received primary radiation therapy. Thirty-five patients (58%) were treated by intensity-modulated radiotherapy. Results: The 2-year estimates of overall survival, local-regional control, and progression-free survival were 89%, 89%, and 79%, respectively, among patients treated by chemoradiation, compared to 90%, 92%, and 83%, respectively, among patients treated by radiation therapy alone (p > 0.05, for all). Exploratory analysis failed to identify any subset of patients who benefited from the addition of concurrent chemotherapy to radiation therapy. The use of concurrent chemotherapy was associated with a significantly increased incidence of Grade 3+ acute and late toxicity (p < 0.001, for both). Conclusions: Concurrent chemoradiation is associated with significant toxicity without a clear advantage to overall survival, local-regional control, and progression-free survival in the treatment of head-and-neck cancer of unknown primary origin. Although selection bias cannot be ignored, prospective data are needed to further address this question.

    Sandia National Laboratories (SNL) is the world leader in the development of the detailed science underpinning the application of a probabilistic risk assessment methodology, referred to in this report as performance assessment (PA), for (1) understanding and forecasting the long-term behavior of a radioactive waste disposal system, (2) estimating the ability of the disposal system and its various components to isolate the waste, (3) developing regulations, (4) implementing programs to estimate the safety that the system can afford to individuals and to the environment, and (5) demonstrating compliance with the attendant regulatory requirements. This report documents the evolution of the SNL PA methodology from inception in the mid-1970s, summarizing major SNL PA applications including: the Subseabed Disposal Project PAs for high-level radioactive waste; the Waste Isolation Pilot Plant PAs for disposal of defense transuranic waste; the Yucca Mountain Project total system PAs for deep geologic disposal of spent nuclear fuel and high-level radioactive waste; PAs for the Greater Confinement Borehole Disposal boreholes at the Nevada National Security Site; and PA evaluations for disposal of high-level wastes and Department of Energy spent nuclear fuels stored at Idaho National Laboratory. In addition, the report summarizes smaller PA programs for long-term cover systems implemented for the Monticello, Utah, mill-tailings repository; a PA for the SNL Mixed Waste Landfill in support of environmental restoration; PA support for radioactive waste management efforts in Egypt, Iraq, and Taiwan; and, most recently, PAs for analysis of alternative high-level radioactive waste disposal strategies including repositories deep borehole disposal and geologic repositories in shale and granite. Finally, this report summarizes the extension of the PA methodology for radioactive waste disposal toward development of an enhanced PA system for carbon sequestration and storage systems

    Current proposed regulatory agreements (Consent Decree) at the Hanford Site call for closure of the Single-Shell Tank (SST) Waste Management Area (WMA) C in the year 2019. WMA C is part of the SST system in 200 East area ofthe Hanford Site and is one of the first tank farm areas built in mid-1940s. In order to close WMA C, both tank and facility closure activities and corrective actions associated with existing soil and groundwater contamination must be performed. Remedial activities for WMA C and corrective actions for soils and groundwater within that system will be supported by various types of risk assessments and interim performance assessments (PA). The U.S. Department of Energy, Office of River Protection (DOE-ORP) and the State ofWashington Department of Ecology (Ecology) are sponsoring a series of working sessions with regulators and stakeholders to solicit input and to obtain a common understanding concerning the scope, methods, and data to be used in the planned risk assessments and PAs to support closure of WMA C. In addition to DOE-ORP and Ecology staff and contractors, working session members include representatives from the U.S. Enviromnental Protection Agency, the U.S. Nuclear Regulatory Commission (NRC), interested tribal nations, other stakeholders groups, and members of the interested public. NRC staff involvement in the working sessions is as a technical resource to assess whether required waste determinations by DOE for waste incidental to reprocessing are based on sound technical assumptions, analyses, and conclusions relative to applicable incidental waste criteria.

  15. UK and Italian EIA systems: A comparative study on management practice and performance in the construction industry

    This study evaluates and contrasts the management practice and the performance that characterise Environmental Impact Assessments (EIA) in Italy and in the UK. The methodology relies on the investigation of six carefully selected case studies, critically reviewed by referring to EIA and project design information, as well as collecting the opinion of key project participants. The study focuses on the construction industry and on specific key sectors like infrastructure for transport and renewable energy and commercial and tourism development. A main term of reference for the analyses has been established by critically reviewing international literature so as to outline common good practice, requirements for the enhancement of sustainability principles and typically incurred drawbacks. The proposed approach enhances transfer of knowledge and of experiences between the analyzed contexts and allows the provision of guidelines for practitioners. Distinctive differences between the UK and the Italian EIA systems have been detected for pivotal phases and elements of EIA, like screening, scoping, analysis of alternatives and of potential impacts, definition of mitigation strategies, review, decision making, public participation and follow up. - Highlights: Black-Right-Pointing-Pointer The Italian and the UK Environmental Impact Assessment systems are compared.     Landfilling is nowadays the most common practice of waste management in Italy in spite of enforced regulations aimed at increasing waste pre-sorting as well as energy and material recovery. In this work we analyse selected alternative scenarios aimed at minimizing the unused material fraction to be delivered to the landfill. The methodological framework of the analysis is the life cycle assessment, in a multi-method form developed by our research team. The approach was applied to the case of municipal solid waste (MSW) management in Rome, with a special focus on energy and material balance, including global and local scale airborne emissions. Results, provided in the form of indices and indicators of efficiency, effectiveness and environmental impacts, point out landfill activities as the worst waste management strategy at a global scale. This plan describes the activities performed to maintain the PA and the CA for the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) at the Nevada Test Site (NTS). This plan supersedes the Maintenance Plan for the Performance Assessments and Composite Analyses for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada Test Site (DOE/NV/11718--491-REV 1, dated September 2002).     The INL has carried out a demonstration of the RISMC approach for the purpose of configuration risk management. We have shown how improved accuracy and realism can be achieved by simulating changes in risk as a function of different configurations in order to determine safety margins as the plant is modified. We described the various technical issues that play a role in these configuration-based calculations with the intent that future applications can take advantage of the analysis benefits while avoiding some of the technical pitfalls that are found for these types of calculations. Specific recommendations have been provided on a variety of topics aimed at improving the safety margin analysis and strengthening the technical basis behind the analysis process.

These responsibilities include environmental stewardship and long-term preservation and management of operational and environmental cleanup records associated with each site. A primary organizational goal for the Office of Legacy Management is to 'Preserve, Protect, and Share Records and Information'. Managing records for long-term preservation is an important responsibility. Adequate and dedicated resources and management support are required to perform this responsibility successfully. Records tell the story of an organization and may be required to defend an organization in court, provide historical information, identify lessons learned, or provide valuable information for researchers.     This document presents the results of an assessment of the performance of a build-out of the Environmental Management Waste Management Facility (EMWMF). The EMWMF configuration that was assessed includes the as-constructed Cells 1 through 4, with a groundwater underdrain that was installed beneath Cell 3 during the winter of 2003-2004, and Cell 5, whose proposed design is an Addendum to Remedial Design Report for the Disposal of Oak Ridge Reservation Comprehensive Environmental Response, Compensation, and Liability Act of 1980 Waste, Oak Ridge, Tennessee, DOE/OR/01-1873&D2/A5/R1. The total capacity of the EMWMF with 5 cells is about 1.7 million cubic yards. This assessment was conducted to determine the conditions under which the approved Waste Acceptance Criteria (WAC) for the EMWMF found in the Attainment Plan for Risk/Toxicity-Based Waste Acceptance Criteria at the Oak Ridge Reservation, Oak Ridge, Tennessee [U.S. Department of Energy (DOE) 2001a], as revised for constituents added up to October 2008, would remain protective of public health and safety for a five-cell disposal facility. For consistency, the methods of analyses and the exposure scenario used to predict the performance of a five-cell disposal facility were identical to those used in the Remedial Investigation and Feasibility Study (RI/FS) and its addendum (DOE 1998a, DOE 1998b) to develop the approved WAC. To take advantage of new information and design changes departing from the conceptual design, the modeling domain and model calibration were upaded from those used in the RI/FS and its addendum. It should be noted that this analysis is not intended to justify or propose a change in the approved WAC.

    The present study examines how climatic conditions and pond design affect the growth performance of microalgae. From January to April of 2011, outdoor batch cultures of Nannochloropsis salina were grown in three replicate 780 L conventional raceways, as well as in an experimental 7500 L ARID (Algae Raceway Integrated Design) pond. The ARID culture system utilizes a series of 8 to 20 cm deep basins and a 1.5 m deep canal to enhance light exposure and mitigate temperature variations and extremes. The ARID culture reached the stationary phase 27 days earlier than the conventional raceways, which can be attributed to its superior temperature management and shallower basins. On a night when the air temperature dropped to -9 C, the water temperature was 18 C higher in the ARID pond than in the conventional raceways. Lipid and fatty acid content ranged from 16 - 25 % and 5 - 15 %, respectively, as a percentage of AFDW. Palmitic, palmitoleic, and eicosapentaenoic acid comprised the majority of fatty acids. While the ARID culture system achieved nearly double the volumetric productivity relative to the conventional raceways (0.023 vs 0.013 g L-1day-1), areal biomass productivities were of similar magnitude in both pond systems (3.34 vs. 3.47 g m-2day-1), suggesting that the ARID pond design has to be further optimized, most likely by increasing the culture depth or operating at higher cell densities while maintaining adequate mixing.

    This Heat Management Trade Study was performed in 2008-2009 to expand on prior studies in continued efforts to analyze and evaluate options for cost-effectively managing SNF reprocessing wastes. The primary objective was to develop a simplified cost/benefit evaluation for spent nuclear fuel (SNF) reprocessing that combines the characteristics of the waste generated through reprocessing with the impacts of the waste on heating the repository. Under consideration were age of the SNF prior to reprocessing, plutonium and minor actinide (MA) separation from the spent fuel for recycle, fuel value of the recycled Pu and MA, age of the remaining spent fuel waste prior to emplacement in the repository, length of time that active ventilation is employed in the repository, and elemental concentration and heat limits for acceptable glass waste form durability. A secondary objective was to identify and qualitatively analyze remaining issues such as (a) impacts of aging SNF prior to reprocessing on the fuel value of the recovered fissile materials, and (b) impact of reprocessing on the dose risk as developed in the Yucca Mountain Total System Performance Assessment (TSPA). Results of this study can be used to evaluate different options for managing decay heat in waste streams from spent nuclear fuel.

    An outsourced cooling water treatment automated control and data acquisition package, has been designed, installed, and commissioned in over 70 sites in North America and offshore. The standard package consists of a controller, sensors, human-machine interface software, data acquisition and management software, communications, and reporting. Significant challenges to applying this standard package in multiple sites arose from variations in cooling system design and makeup water quality as well as operations, environmental considerations, metrics, and language. A standard approach has met these challenges and overcome effects of downsizing through significant reduction in non-value-added, manual activities. Overall system reliability has been improved by migration to best practice throughout the organizations involved and immediate proactive response to out-of-specification conditions. This paper documents the evolution of a standard cooling water automation and data management package from its inception to current practice.

    This environmental assessment (EA) reviews the environmental consequences of ongoing natural resource management activities on the Savannah River Site (SRS). Appendix A contains the Natural Resources Management Plant (NRMP). While several SRS organizations have primary responsibilities for different elements of the plan, the United States Department of Agriculture (USDA), Forest Service, Savannah River Forest Station (SRFS) is responsible for most elements. Of the river scenarios defined in 1985, the High-Intensity Management alternative established the upper bound of environmental consequences; it represents a more intense level of resource management than that being performed under current resource management activities. This alternative established compliance mechanisms for several natural resource-related requirements and maximum practical timber harvesting. Similarly, the Low-Intensity Management alternative established the lower bound of environmental consequences and represents a less intense level of resource management than that being performed under current resource management activities. This alternative also established compliance mechanisms, but defined a passively managed natural area. The Proposed Action of this EA describes the current level of multiple-natural resource management. This EA reviews the proposed action, and the high and low intensity alternative scenarios.

    The U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office performed an annual review of the Area 3 and Area 5 Radioactive Wate Management Site (RWMS) Performance Assessments (PAs) and Composite Analyses (CAs) in fiscal year (FY) 2009. This annual summary report presents data and conclusions from the FY 2009 review, and determines the adequacy of the PAs and CAs. Operational factors (e.g., waste forms and containers, facility design, and waste receipts), closure plans, monitoring results, and research and development (R&D) activities were reviewed to determine the adequacy of the PAs. Likewise, the environmental restoration activities at the Nevada Test Site relevant to the sources of residual radioactive material that are considered in the CAs, the land-use planning, and the results of the environmental monitoring and R&D activities were reviewed to determine the adequacy of the CAs.

    Symmetric end-to-end encryption requires separate keys for each pair of communicating confidants. This is a problem of Order N{sup 2}. Other factors, such as multiple sessions per pair of confidants and multiple encryption points in the ISO Reference Model complicate key management by linear factors. Public-key encryption can reduce the number of keys managed to a linear problem which is good for scaleability of key management, but comes with complicating issues and performance penalties. Authenticity is the primary ingredient of key management. If each potential pair of communicating confidants can authenticate data from each other, then any number of public encryption keys of any type can be communicated with requisite integrity. These public encryption keys can be used with the corresponding private keys to exchange symmetric cryptovariables for high data rate privacy protection. The Digital Signature Standard (DSS), which has been adopted by the United States Government, has both public and private components, similar to a public-key cryptosystem. The Digital Signature Algorithm of the DSS is intended for authenticity but not for secrecy. In this paper, the authors will show how the use of the Digital Signature Algorithm combined with both symmetric and asymmetric (public-key) encryption techniques can provide a practical solution to key management scaleability problems, by reducing the key management complexity to a problem of order N, without sacrificing the encryption speed necessary to operate in high performance networks.

    The Chemical Management System (CMS), currently under development at Hanford, was used as the ''test program'' for pilot testing the value added aspects of the Chemical Manufacturers Association's (CMA) Management Systems Verification (MSV) process. The MSV process, which was developed by CMA's member chemical companies specifically as a tool to assist in the continuous improvement of environment, safety and health (ESH) performance, represents a commercial sector ''best practice'' for evaluating ESH management systems. The primary purpose of Hanford's MSV Pilot was to evaluate the applicability and utility of the MSV process in the Department of Energy (DOE) environment. However, because the Integrated Safety Management System (ISMS) is the framework for ESH management at Hanford and at all DOE sites, the pilot specifically considered the MSV process in the context of a possible future adjunct to Integrated Safety Management System Verification (ISMSV) efforts at Hanford and elsewhere within the DOE complex. The pilot involved the conduct of two-hour interviews with four separate panels of individuals with functional responsibilities related to the CMS including the Department of Energy Richland Operations (DOE-RL), Fluor Daniel Hanford (FDH) and FDH's major subcontractors (MSCS). A semi-structured interview process was employed by the team of three ''verifiers'' who directed open-ended questions to the panels regarding the development, integration and effectiveness of management systems necessary to ensure the sustainability of the CMS effort. An ''MSV Pilot Effectiveness Survey'' also was completed by each panel participant immediately following the interview.

    The Maintenance Plan for the Performance Assessments and Composite Analyses for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada Test Site (National Security Technologies, LLC 2007a) requires an annual review to assess the adequacy of the performance assessments (PAs) and composite analyses (CAs), with the results submitted to the U.S. Department of Energy (DOE) Office of Environmental Management. The Disposal Authorization Statements for the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) also require that such reviews be made and that secondary or minor unresolved issues be tracked and addressed as part of the maintenance plan (DOE 1999a, 2000). The U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office performed an annual review of the Area 3 and Area 5 RWMS PAs and CAs for fiscal year (FY) 2013. This annual summary report presents data and conclusions from the FY 2013 review, and determines the adequacy of the PAs and CAs. Operational factors (e.g., waste forms and containers, facility design, and waste receipts), closure plans, monitoring results, and research and development (R&D) activities were reviewed to determine the adequacy of the PAs. Likewise, the environmental restoration activities at the Nevada National Security Site (NNSS) relevant to the sources of residual radioactive material that are considered in the CAs, the land-use planning, and the results of the environmental monitoring and R&D activities were reviewed to determine the adequacy of the CAs. Important developments in FY 2013 include the following: • Development of a new Area 5 RWMS closure inventory estimate based on disposals through FY 2013 • Evaluation of new or revised waste streams by special analysis • Development of version 4.115 of the Area 5 RWMS GoldSim PA/CA model The Area 3 RWMS has been in inactive status since July 1, 2006, with the last shipment received in April 2006.
