    Knowledge management (KM) has been a high priority for the Department of Energy (DOE) Office of Nuclear Energy (NE) for the past several years. NE Programs are moving toward well-established knowledge management practices and a formal knowledge management program has been established. Knowledge management is being practiced to some level within each of the NE programs. Although it continues to evolve as NE programs evolve, a formal strategic plan that guides the implementation of KM has been developed. Despite the acceptance of KM within DOE NE, more work is necessary before the NE KM program can be considered fully successful. Per Dr. David J. Skyrme[1], an organization typically moves through the following evolutionary phases: (1) Ad-hoc - KM is being practiced to some level in some parts of the organization; (2) Formal - KM is established as a formal project or program; (3) Expanding - the use of KM as a discipline grows in practice across different parts of the organization; (4) Cohesive - there is a degree of coordination of KM; (5) Integrated - there are formal standards and approaches that give every individual access to most organizational knowledge through common interfaces; and (6) Embedded - KM is part-and-parcel of everyday tasks; it blends seamlessly into the background. According to the evolutionary phases, the NE KM program is operating at the two lower levels, Ad-hoc and Formal. Although KM is being practiced to some level, it is not being practiced in a consistent manner across the NE programs. To be fully successful, more emphasis must be placed on establishing KM standards and processes for collecting, organizing, sharing and accessing NE knowledge. Existing knowledge needs to be prioritized and gathered on a routine basis, its existence formally recorded in a knowledge inventory. Governance to ensure the quality of the knowledge being used must also be considered. For easy retrieval, knowledge must be organized according to a taxonomy that mimics nuclear energy programs. Technologies need to be established to make accessing the knowledge easier for the user. Finally, knowledge needs to be used as part of a well defined work process.

    In light of the changing Defense Complex mission, the high cost to storing and protecting nuclear materials, and in consideration of scarcity of resources, it is imperative that the U.S. Department of Energy (DOE) owned nuclear materials are managed effectively. The U.S. Department of Energy, National Nuclear Security Administration (NNSA) Strategic Action Plan outlines the strategy for continuing to meet America’s nuclear security goals, meeting the overall mission challenges of DOE and NNSA as well as giving focus to local missions. The mission of the NNSA/NSO Nuclear Materials Management (NMM) Program is to ensure that nuclear material inventories are accurately assessed and reported, future material needs are adequately planned, and that existing Nevada Test Site (NTS) inventories are efficiently utilized, staged, or dispositioned. The NNSA/NSO understands that the NTS has unique characteristics to serve and benefit the nation with innovative solutions to the complex problems involving Special Nuclear Materials, hazardous materials, and multi-agency, integrated operations. The NNSA/NSO is defining infrastructure requirements for known future missions, developing footprint consolidation strategic action plans, and continuing in the path of facility modernization and improvements. The NNSA/NSO is striving for the NTS to be acknowledged as an ideal location towards mission expansion and growth. The NTS has the capability of providing isolated, large scale construction and development locations for nuclear power or alternate energy source facilities, expanded nuclear material storage sites, and for new development in “green” technology.

    The primary purpose of the Department of Energy (DOE), Office of Nuclear Energy (NE) Knowledge Management (KM) Program is to capture, share, disseminate, and ensure the ability to apply the knowledge created by the major nuclear energy Research and Development (R&D) programs. In support of the KM program, the Implementation Plan for the Office of NE KM Program outlines the knowledge management and distributed data environment that is required for its success. In addition to enumerating some strategic goals and objectives, this document characterizes the initial program and identifies computer-based areas of investment required for increased knowledge sharing and collaboration. It identifies and addresses investments already in existence and describes how these investments can be further enhanced and implemented to support a distributed KM program. The Idaho National Laboratory (INL) is leading the effort to identify and address these investments through the implementation of a distributed KM program that includes participants from ten of the major DOE national laboratories.

    The US Department of Energy (DOE) has prepared this report to assist its management in making two decisions. The first decision, which is programmatic, is to determine the management program for DOE spent nuclear fuel. The second decision is on the future direction of environmental restoration, waste management, and spent nuclear fuel management activities at the Idaho National Engineering Laboratory. Volume 1 of the EIS, which supports the programmatic decision, considers the effects of spent nuclear fuel management on the quality of the human and natural environment for planning years 1995 through 2035. DOE has derived the information and analysis results in Volume 1 from several site-specific appendixes. Volume 2 of the EIS, which supports the INEL-specific decision, describes environmental impacts for various environmental restoration, waste management, and spent nuclear fuel management alternatives for planning years 1995 through 2005. This Appendix B to Volume 1 considers the impacts on the INEL environment of the implementation of various DOE-wide spent nuclear fuel management alternatives. The Naval Nuclear Propulsion Program, which is a joint Navy/DOE program, is responsible for spent naval nuclear fuel examination at the INEL. For this appendix, naval fuel that has been examined at the Naval Reactors Facility and turned over to DOE for storage is termed naval-type fuel. This appendix evaluates the management of DOE spent nuclear fuel including naval-type fuel.

    Volume 1 to the Department of Energy`s Programmatic Spent Nuclear Fuel Management and Idaho National Engineering Laboratory Environmental Management Programs Environmental Impact Statement evaluates a range of alternatives for managing naval spent nuclear fuel expected to be removed from US Navy nuclear-powered vessels and prototype reactors through the year 2035. The Environmental Impact Statement (EIS) considers a range of alternatives for examining and storing naval spent nuclear fuel, including alternatives that terminate examination and involve storage close to the refueling or defueling site. The EIS covers the potential environmental impacts of each alternative, as well as cost impacts and impacts to the Naval Nuclear Propulsion Program mission. This Appendix covers aspects of the alternatives that involve managing naval spent nuclear fuel at four naval shipyards and the Naval Nuclear Propulsion Program Kesselring Site in West Milton, New York. This Appendix also covers the impacts of alternatives that involve examining naval spent nuclear fuel at the Expended Core Facility in Idaho and the potential impacts of constructing and operating an inspection facility at any of the Department of Energy (DOE) facilities considered in the EIS. This Appendix also considers the impacts of the alternative involving limited spent nuclear fuel examinations at Puget Sound Naval Shipyard. This Appendix does not address the impacts associated with storing naval spent nuclear fuel after it has been inspected and transferred to DOE facilities. These impacts are addressed in separate appendices for each DOE site.

    This paper presents the key results of an assessment of waste management costs undertaken by a group of international experts on behalf of the IAEA, Vienna. The objective of this work is to provide an assessment and comparison of the impact of waste management on the cost of electricity production from nuclear and other energy sources. The study focuses on the cost of managing wastes arising from the production of electricity from a PWR, with and without reprocessing, a coal-fueled conventional steam cycle, and a gas-fueled combined cycle; using data available in the open literature. This study has only assessed the impact of those waste management costs which are typically internalized by an electric utility and passed on as part of the price charged to customers. The data utilized in the study is typically in range form, reflecting worldwide experience with such factors as technology, regulatory requirements and economic parameters. To the extent that estimates can be identified in the literature the study has attempted to include costs associated with waste management from all stages of the fuel cycles. This paper also includes a discussion of future developments which may influence the results of this work including the effect of technology advances and changes in regulatory requirements.

    Two types of projects in the spent nuclear fuel and environmental restoration and waste management activities at the Idaho National Engineering Laboratory (INEL) are described. These are: foreseeable proposed projects where some funding for preliminary planning and/or conceptual design may already be authorized, but detailed design or planning will not begin until the Department of Energy (DOE) has determined that the requirements of the National Environmental Policy Act process for the project have been completed; planned or ongoing projects not yet completed but whose National Environmental Policy Act documentation is already completed or is expected to be completed before the Record of Decision for this Envirorunental Impact Statement (EIS) is issued. The section on project summaries describe the projects (both foreseeable proposed and ongoing).They provide specific information necessary to analyze the environmental impacts of these projects. Chapter 3 describes which alternative(s) each project supports.     The activity of Phase I of the Waste Management Working Group under the United States - Japan Joint Nuclear Energy Action Plan started in 2007. The US-Japan JNEAP is a bilateral collaborative framework to support the global implementation of safe, secure, and sustainable, nuclear fuel cycles (referred to in this document as fuel cycles). The Waste Management Working Group was established by strong interest of both parties, which arise from the recognition that development and optimization of waste management and disposal system(s) are central issues of the present and future nuclear fuel cycles. This report summarizes the activity of the Waste Management Working Group that focused on consolidation of the existing technical basis between the U.S. and Japan and the joint development of a plan for future collaborative activities. Firstly, the political/regulatory frameworks related to nuclear fuel cycles in both countries were reviewed. The various advanced fuel cycle scenarios that have been considered in both countries were then surveyed and summarized. The working group established the working reference scenario for the future cooperative activity that corresponds to a fuel cycle scenario being considered both in Japan and the U.S. This working scenario involves transitioning from a once-through fuel cycle utilizing light water reactors to a one-pass uranium-plutonium fuel recycle in light water reactors to a combination of light water reactors and fast reactors with plutonium, uranium, and minor actinide recycle, ultimately concluding with multiple recycle passes primarily using fast reactors. Considering the scenario, current and future expected waste streams, treatment and inventory were discussed, and the relevant information was summarized. Second, the waste management/disposal system optimization was discussed. Repository system concepts were reviewed, repository design concepts for the various classifications of nuclear waste were summarized, and the factors to consider in repository design and optimization were then discussed. Japan is considering various alternatives and options for the geologic disposal facility and the framework for future analysis of repository concepts was discussed. Regarding the advanced waste and storage form development, waste form technologies developed in both countries were surveyed and compared. Potential collaboration areas and activities were next identified. Disposal system optimization processes and techniques were reviewed, and factors to consider in future repository design optimization activities were also discussed. Then the potential collaboration areas and activities related to the optimization problem were extracted.

    This volume addresses the interim storage of spent nuclear fuel (SNF) at two US Department of Energy sites, the Nevada Test Site (NTS) and the Oak Ridge Reservation (ORR). These sites are being considered to provide a reasonable range of alternative settings at which future SNF management activities could be conducted. These locations are not currently involved in management of large quantities of SNF; NTS has none, and ORR has only small quantities. But NTS and ORR do offer experience and infrastructure for the handling, processing and storage of radioactive materials, and they do exemplify a broad spectrum of environmental parameters. This broad spectrum of environmental parameters will provide, a perspective on whether and how such location attributes may relate to potential environmental impacts. Consideration of these two sites will permit a programmatic decision to be based upon an assessment of the feasible options without bias, to the current storage sites. This volume is divided into four parts. Part One is the volume introduction. Part Two contains chapters one through five for the NTS, as well as references contained in chapter six. Part Three contains chapters one through five for the ORR, as well as references contained in chapter six. Part Four is summary information including the list of preparers, organizations contacted, acronyms, and abbreviations for both the NTS and the ORR. A Table of Contents, List of Figures, and List of Tables are included in parts Two, Three, and Four. This approach permitted the inclusion of both sites in one volume while maintaining consistent chapter numbering.

    The nuclear hybrid energy concept is becoming a reality for the US energy infrastructure where combinations of the various potential energy sources (nuclear, wind, solar, biomass, and so on) are integrated in a hybrid energy system. This paper focuses on challenges facing a hybrid system with a Small Modular Reactor at its core. The core of the paper will discuss efforts required to develop supervisory control center that collects data, supports decision-making, and serves as an information hub for supervisory control center. Such a center will also be a model for integrating future technologies and controls. In addition, advanced operations research, thermal cycle analysis, energy conversion analysis, control engineering, and human factors engineering will be part of the supervisory control center. Nuclear hybrid energy infrastructure would allow operators to optimize the cost of energy production by providing appropriate means of integrating different energy sources. The data needs to be stored, processed, analyzed, trended, and projected at right time to right operator to integrate different energy sources.

    The world is at a turning point, moving away from the Cold War nuclear legacy towards a future global nuclear enterprise; and this presents a transformational challenge for nuclear materials management. Achieving safety and security during this transition is complicated by the diversified spectrum of threat 'players' that has greatly impacted nonproliferation, counterterrorism, and homeland security requirements. Rogue states and non-state actors no longer need self-contained national nuclear expertise, materials, and equipment due to availability from various sources in the nuclear market, thereby reducing the time, effort and cost for acquiring a nuclear weapon (i.e., manifestations of latency). The terrorist threat has changed the nature of military and national security requirements to protect these materials. An Integrated Global Nuclear Materials Management (IGNMM) approach would address the existing legacy nuclear materials and the evolution towards a nuclear energy future, while strengthening a regime to prevent nuclear weapon proliferation. In this paper, some preliminary concepts and studies of IGNMM will be presented. A systematic analysis of nuclear materials, activities, and controls can lead to a tractable, integrated global nuclear materials management architecture that can help remediate the past and manage the future. A systems approach is best suited to achieve multi-dimensional and interdependent solutions, including comprehensive, end-to-end capabilities; coordinated diverse elements for enhanced functionality with economy; and translation of goals/objectives or standards into locally optimized solutions. A risk-informed basis is excellent for evaluating system alternatives and performances, and it is especially appropriate for the security arena. Risk management strategies--such as defense-in-depth, diversity, and control quality--help to weave together various technologies and practices into a strong and robust security fabric. Effective policy, science/technology, and intelligence elements are all crucial and must be harmonized. It is envisioned that integrated solutions will include reducing and securing nuclear/radiological materials at their source; improved monitoring and tracking; and enhancing detection, interdiction, and response. An active architecture, artfully combined of many synergistic elements, would support national actions and international collaboration in nuclear materials management, and it would help navigate a transition toward global nuclear sustainability.

    Global energy consumption will at least double over the next fifty years due to population growth, increased consumption, and an urgent need to improve the standard of living in under-developed countries. Thirty percent of this growth will be for electricity. At the same time, carbon emissions must be significantly reduced to respond to concerns regarding global warming. The use of nuclear energy to meet this growing electricity demand without carbon emissions is an obvious solution to many observers, however real concerns over economics, safety, waste and proliferation must be adequately addressed. The issue is further complicated by the fact that developing countries, which have the most pressing need for additional electricity generation, have the least capability and infrastructure to deploy nuclear energy. Nevertheless, if the specific needs of developing countries are appropriately considered now as new generation reactors are being developed, and institutional arrangements based upon the fundamental principles of President Eisenhower's 1953 Atoms For Peace speech are followed, nuclear energy could be deployed in any country. From a technical perspective, reactor safety and accessibility of special nuclear material are primary concerns. Institutionally, plant and fuel ownership and waste management issues must be addressed. International safety and safeguards authority are prerequisites. While the IAEA's IMPRO program and the United States' Generation IV programs are focusing on technical solutions, institutional issues, particularly with regard to deployment in developing countries, are not receiving corresponding attention. Full-service, cradle-to-grave, nuclear electricity companies that retain custody and responsibility for the plant and materials, including waste, are one possible solution. Small modular reactors such as the Pebble Bed Modular Reactor could be ideal for such an arrangement. While waste disposal remains a major obstacle, this is already true for numerous nuclear programs even in developed countries with limited geologically suitable formations. Fortunately, several organizations are currently pursuing international solutions to the nuclear waste disposal problem. While the capability to deploy nuclear energy in a specific country may not be desirable for a number of reasons, we should not develop nuclear hardware that can only benefit and serve technically and economically advanced countries. The potential benefits of nuclear energy are global, and we should not unduly limit that potential by inattention today to the requirements necessary for global deployment. (authors)

    The Nuclear Waste Policy Act requires the Secretary of Energy to inform Congress before 2010 on the need for a second geologic repository for spent nuclear fuel. By that time, the spent fuel discharged from current commercial reactors will exceed the statutory limit of the first repository.     Abstract: The proposed Global Nuclear Energy Partnership (GNEP) Program, which is part of the President’s Advanced Energy Initiative, is intended to support a safe, secure, and sustainable expansion of nuclear energy, both domestically and internationally. Domestically, the GNEP Program would promote technologies that support economic, sustained production of nuclear-generated electricity, while reducing the impacts associated with spent nuclear fuel disposal and reducing proliferation risks. The Department of Energy (DOE) proposed action envisions changing the United States nuclear energy fuel cycle from an open (or once-through) fuel cycle—in which nuclear fuel is used in a power plant one time and the resulting spent nuclear fuel is stored for eventual disposal in a geologic repository—to a closed fuel cycle in which spent nuclear fuel would be recycled to recover energy-bearing components for use in new nuclear fuel. At this time, DOE has no specific proposed actions for the international component of the GNEP Program. Rather, the United States, through the GNEP Program, is considering various initiatives to work cooperatively with other nations. Such initiatives include the development of grid-appropriate reactors and the development of reliable fuel services (to provide an assured supply of fresh nuclear fuel and assist with the management of the used fuel) for nations who agree to employ nuclear energy only for peaceful purposes, such as electricity generation.

This National Briefing Summaries is a printout of an electronic database that has been compiled and is maintained by the IPSO staff. The database contains current information concerning the radioactive waste management programs (with supporting information on nuclear power and the nuclear fuel cycle) of most of the nations (except eastern European countries) that now have or are contemplating nuclear power, and of the multinational agencies that are active in radioactive waste management. Information in this document is included for three additional countries (China, Mexico, and USSR) compared to the prior issue.     Passage of the Nuclear Waste Policy Act in 1982, and subsequent 1987 amendments, allowed Congress to establish the plan to manage the nation`s spent nuclear fuel and other high-level radioactive waste. The principal elements in the waste management system include waste acceptance, storage, disposal, and transportation. Interim storage of spent fuel is proposed to be in a Monitored Retrievable Storage facility. The Department has been relying on a voluntary siting processes for the temporary storage of spent fuel. A potential repository site is located at Yucca Mountain, Nevada. Site characterizations are currently being conducted. Underground construction has started for the Exploratory Studies Facility; surface based activities, including drilling and trenching, are currently under way to acquire additional data. The United States is involved in cooperative studies with other countries. Most of these studies emphasize assessment of long-term performance. By participating in international activities, the United States has been involved in transfer of technological developments and information exchange. There are currently over 400 nuclear power reactors operating in 25 countries. Most countries producing electricity with nuclear power plan to dispose of the spent fuel within their own countries. This paper will provide the status of the US program in the storage and disposal of its nuclear waste.

This document, which is in its second year of publication supersedes the previously issued International Nuclear Fuel Cycle Fact Book (PNL-3594), which appeared annually for 12 years. The content has been updated to reflect current information. The Fact Book is organized as follows: National summaries--a section for each country that summarizes nuclear policy, describes organizational relationships, and provides addresses and names of key personnel and information on facilities. International agencies--a section for each of the international agencies that has significant fuel cycle involvement and a list of nuclear societies. Glossary--a list of abbreviations/acronyms of organizations, facilities, and technical and other terms. The national summaries, in addition to the data described above, feature a small map for each country and some general information that is presented from the perspective of the Fact Book user in the US.

The modern day demand of clean, cheap and abundant energy gets fulfilled by the novel fuels that have been developed through hadronic mechanics/chemistry. In the present paper, a short review of Hadronic nuclear energy by intermediate controlled nuclear synthesis and particle type like stimulated neutron decay and double beta decay has been presented.

    As Malaysia progresses towards 2020, the depleting resource of oil and gas has forced a re-look at alternatives to replace fossil fuels as energy sources. Among the viable options is nuclear energy, enabling us to meet energy needs and sustain national development in the twenty-first century. Three essential steps Malaysia must take to introduce nuclear power into its energy mix are: energy planning, infrastructure development, and deployment. Malaysia has to face a series of challenges, including public acceptance, waste management, minimizing proliferation risk, and ensuring the security of nuclear plants and materials. Timely development of qualified and competent manpower is a key limiting factor in the development and transfer of nuclear technologies — and education and training take time, effort and money. There is a need for political will. Within the Asian region, China, Korea and Japan are in the forefront in utilizing nuclear power to meet electricity demands. Countries such as UAE, Bangladesh, Vietnam and Turkey are moving ahead with the nuclear option for electricity generation and they have begun planning and construction of nuclear power plants. Against this backdrop, what are Malaysia’s moves? This paper discusses various options and challenges, obstacles and repercussions in meeting future energy demands.

    This paper challenges internationally accepted concepts of dissemination of responsibilities between all stakeholders involved in national radioactive waste management infrastructure in the countries without nuclear power program. Mainly it concerns countries classified as class A and potentially B countries according to International Atomic Energy Agency. It will be shown that in such countries long term sustainability of national radioactive waste management infrastructure is very sensitive issue that can be addressed by involving regulatory body in more active way in the infrastructure. In that way countries can mitigate possible consequences on the very sensitive open market of radioactive waste management services, comprised mainly of radioactive waste generators, operators of end-life management facilities and regulatory body.     The U.S. Department of Energys Fuel Cycle Technologies (FCT) Program is preparing to perform an evaluation of the full range of possible Nuclear Energy Systems (NES) in 2013. These include all practical combinations of fuels and transmuters (reactors and sub-critical systems) in single and multi-tier combinations of burners and breeders with no, partial, and full recycle. As part of this evaluation, Levelized Cost of Electricity at Equilibrium (LCAE) ranges for each representative system will be calculated. To facilitate the cost analyses, the 2009 Advanced Fuel Cycle Cost Basis Report is being amended to provide up-to-date cost data for each step in the fuel cycle, and a new analysis tool, NE-COST, has been developed. This paper explains the innovative Island approach used by NE-COST to streamline and simplify the economic analysis effort and provides examples of LCAE costs generated. The Island approach treats each transmuter (or target burner) and the associated fuel cycle facilities as a separate analysis module, allowing reuse of modules that appear frequently in the NES options list. For example, a number of options to be screened will include a once-through uranium oxide (UOX) fueled light water reactor (LWR). The UOX LWR may be standalone, or may be the first stage in a multi-stage system. Using the Island approach, the UOX LWR only needs to be modeled once and the module can then be reused on subsequent fuel cycles. NE-COST models the unit operations and life cycle costs associated with each step of the fuel cycle on each island. This includes three front-end options for supplying feedstock to fuel fabrication (mining/enrichment, reprocessing of used fuel from another island, and/or reprocessing of this islands used fuel), along with the transmuter and back-end storage/disposal. Results of each island are combined based on the fractional energy generated by each islands in an equilibrium system. The cost analyses use the probability distributions of key parameters and employs Monte Carlo sampling to arrive at an islands cost probability density function (PDF). When comparing two NES to determine delta cost, strongly correlated parameters can be cancelled out so that only the differences in the systems contribute to the relative cost PDFs. For example, one comparative analysis presented in the paper is a single stage LWR-UOX system versus a two-stage LWR-UOX to LWR-MOX system. In this case, the first stage of both systems is the same (but with different fractional energy generation), while the second stage of the UOX to MOX system uses the same type transmuter but the fuel type and feedstock sources are different. In this case, the cost difference between systems is driven by only the fuel cycle differences of the MOX stage.

    In 2014, the Deputy Assistant Secretary for Science and Technology Innovation (NE-4) initiated the Nuclear Energy-Infrastructure Management Project by tasking the Nuclear Science User Facilities (NSUF) to create a searchable and interactive database of all pertinent NE supported or related infrastructure. This database will be used for analyses to establish needs, redundancies, efficiencies, distributions, etc. in order to best understand the utility of NE’s infrastructure and inform the content of the infrastructure calls. The NSUF developed the database by utilizing data and policy direction from a wide variety of reports from the Department of Energy, the National Research Council, the International Atomic Energy Agency and various other federal and civilian resources. The NEID contains data on 802 R&D instruments housed in 377 facilities at 84 institutions in the US and abroad. A Database Review Panel (DRP) was formed to review and provide advice on the development, implementation and utilization of the NEID. The panel is comprised of five members with expertise in nuclear energy-associated research. It was intended that they represent the major constituencies associated with nuclear energy research: academia, industry, research reactor, national laboratory, and Department of Energy program management. The Nuclear Energy Infrastructure Database Review Panel concludes that the NSUF has succeeded in creating a capability and infrastructure database that identifies and documents the major nuclear energy research and development capabilities across the DOE complex. The effort to maintain and expand the database will be ongoing. Detailed information on many facilities must be gathered from associated institutions added to complete the database. The data must be validated and kept current to capture facility and instrumentation status as well as to cover new acquisitions and retirements.

    Nuclear energy is an important part of our current global energy system, and contributes to supplying the significant demand for electricity for many nations around the world. There are 433 commercial nuclear power reactors operating in 30 countries with an installed capacity of 367 GWe as of October 2011 (IAEA PRIS, 2011). Nuclear electricity generation totaled 2630 TWh in 2010 representing 14% the worlds electricity generation. The top five countries of total installed nuclear capacity are the US, France, Japan, Russia and South Korea at 102, 63, 45, 24, and 21 GWe, respectively (WNA, 2012a). The nuclear capacity of these five countries represents more than half, 68%, of the total global nuclear capacity. The role of nuclear power in the global energy system today has been motivated by several factors including the growing demand for electric power, the regional availability of fossil resources and energy security concerns, and the relative competitiveness of nuclear power as a source of base-load electricity. There is additional motivation for the use of nuclear power because it does not produce greenhouse gas (GHG) emissions or local air pollutants during its operation and contributes to low levels of emissions throughout the lifecycle of the nuclear energy system (Beerten, J. et. al., 2009). Energy from nuclear fission primarily in the form of electric power and potentially as a source of industrial heat could play a greater role for meeting the long-term growing demand for energy worldwide while addressing the concern for climate change from rising GHG emissions. However, the nature of nuclear fission as a tremendously compact and dense form of energy production with associated high concentrations of radioactive materials has particular and unique challenges as well as benefits. These challenges include not only the safety and cost of nuclear reactors, but proliferation concerns, safeguard and storage of nuclear materials associated with nuclear fuel cycles. In March of 2011, an unprecedented earthquake of 9 magnitude and ensuing tsunami off the east coast of Japan caused a severe nuclear accident in Fukushima, Japan (Prime Minister of Japan and His Cabinet, 2011). The severity of the nuclear accident in Japan has brought about a reinvestigation of nuclear energy policy and deployment activities for many nations around the world, most notably in Japan and Germany (BBC, 2011; Reuter, 2011). The response to the accident has been mixed and its full impact may not be realized for many years to come. The nuclear accident in Fukushima, Japan has not directly affected the significant on-going nuclear deployment activities in many countries. China, Russia, India, and South Korea, as well as others, are continuing with their deployment plans. As of October 2011, China had the most reactors under construction at 27, while Russia, India, and South Korea had 11, 6, and 5 reactors under construction, respectively (IAEA PRIS, 2011). Ten other nations have one or two reactors currently under construction. Many more reactors are planned for future deployment in China, Russia, and India, as well as in the US. Based on the World Nuclear Associations data, the realization of Chinas deployment plan implies that China will surpass the US in total nuclear capacity some time in the future.

    Public acceptance of a nuclear power plant (NPP) built near one's residence has declined steadily since the early 1970's. Following the TMI accident, this acceptance decreased dramatically. There has been some attitude rebound, however, and through mid-1981, the % who supported continued NPP construction in USA was 5 to 10% more than those in opposition. Men's and women's attitudes are different and were differentially affected by the TMI accident. Beliefs and attitudes about specific nuclear power issues were explored using questionnaires. Reactor-safety concerns were found to be more important than nuclear-waste concerns. Nuclear fuel-supply considerations are believed to be a major advantage of nuclear power. The public was largely unaware of the breeder-reactor concept. The US public generally does not favor selling US reactors abroad. It also greatly underestimates how long it takes to build a NPP. Most people believed solar-generated electricity is cheapest. The public has little information or has misinformation about some areas of nuclear power. (DLC)

    Robots have successfully invaded industry where they have replaced costly personnel performing their tasks cheaper and better in most cases. There may be a place for a unique class of robots, security robots, in nuclear materials management. Robots could be employed in the functions of general response, patrol and neutralizing dangerous situations. The last is perhaps most important. Ion Track Instruments of Burlington, Massachusetts has designed an excellent unit to protect life in hazardous situations. The unit can detect, disrupt or remove explosives. It can enter dangerous areas to reconnoiter the extent of danger. It can communicate with those in a dangerous area. It can fight fires or clean an area using a 2 1/2 inch, two man hose. If necessary, it can engage an adversary in a fire fight using a twelve gauge shot gun.

    On-site energy production, known as distributed energy resources (DER), offers consumers many benefits, such as bill savings and predictability, improved system efficiency, improved reliability, control over power quality, and in many cases, greener electricity. Additionally, DER systems can benefit electric utilities by reducing congestion on the grid, reducing the need for new generation and transmission capacity, and offering ancillary services such as voltage support and emergency demand response. Local aggregations of distributed energy resources (DER) that may include active control of on-site end-use energy devices can be called microgrids. Microgrids require control to ensure safe operation and to make dispatch decisions that achieve system objectives such as cost minimization, reliability, efficiency and emissions requirements, while abiding by system constraints and regulatory rules. This control is performed by an energy manager (EM). Preferably, an EM will achieve operation reasonably close to the attainable optimum, it will do this by means robust to deviations from expected conditions, and it will not itself incur insupportable capital or operation and maintenance costs. Also, microgrids can include supervision over end-uses, such as curtailing or rescheduling certain loads. By viewing a unified microgrid as a system of supply and demand, rather than simply a system of on-site generation devices, the benefits of integrated supply and demand control can be exploited, such as economic savings and improved system energy efficiency.

    This conference was sponsored by the Energy Resources Center, University of Illinois at Chicago; the US Department of Energy; the Illinois Energy Resources Commission; and the Illinois Department of Energy and Natural Resources. The theme for the conference, Coal and Nuclear Power: Illinois' Energy Future, was based on two major observations: (1) Illinois has the largest reserves of bituminous coal of any state and is surpassed in total reserves only by North Dakota, and Montana; and (2) Illinois has made a heavy commitment to the use of nuclear power as a source of electrical power generation. Currently, nuclear power represents 30% of the electrical energy produced in the State. The primary objective of the 1982 conference was to review these two energy sources in view of the current energy policy of the Reagan Administration, and to examine the impact these policies have on the Midwest energy scene. The conference dealt with issues unique to Illinois as well as those facing the entire nation. A separate abstract was prepared for each of the 30 individual presentations.

    The Nuclear Waste Policy Act requires the Secretary of Energy to inform Congress before 2010 on the need for a second geologic repository for spent nuclear fuel. By that time, the spent fuel discharged from current commercial reactors will exceed the statutory limit of the first repository (63,000 MTiHM commercial, 7,000 MT non-commercial). There are several approaches to eliminate the need for another repository in this century. This paper presents a high-level analysis of these spent fuel management options in the context of a full range of possible nuclear energy futures. The analysis indicates the best option to implement varies depending on the nuclear energy future selected. The first step in understanding the need for different spent fuel management approaches is to understand the size of potential spent fuel inventories. A full range of potential futures for domestic commercial nuclear energy is considered. These energy futures are as follows: 1. Existing License Completion - Based on existing spent fuel inventories plus extrapolation of future plant-by-plant discharges until the end of each operating license, including known license extensions. 2. Extended License Completion - Based on existing spent fuel inventories plus a plant-by-plant extrapolation of future discharges assuming on all operating plants having one 20-year extension. 3. Continuing Level Energy Generation - Based on extension of the current ~100 GWe installed commercial base and average spent fuel discharge of 2100 MT/yr through the year 2100. 4. Continuing Market Share Generation Based on a 1.8% compounded growth of the electricity market through the year 2100, matched by growing nuclear capacity and associated spent fuel discharge. 5. Growing Market Share Generation - Extension of current nuclear capacity and associated spent fuel discharge through 2100 with 3.2% growth representing 1.5% market growth (all energy, not just electricity) and 1.7% share growth. Share growth results in tripling market share by 2100 from the current 8.4% to 25%, equivalent to continuing the average market growth of last 50 years for an additional 100 years. Five primary spent fuel management strategies are assessed against each of the energy futures to determine the number of geological repositories needed and how the first repository would be used. The geological repository site at Yucca Mountain, Nevada, has the physical potential to accommodate all the spent fuel that will be generated by the current fleet of domestic commercial nuclear reactors, even with license extensions. If new nuclear plants are built in the future as replacements or additions, the United States will need to adopt spent fuel treatment to extend the life of the repository. Should a significant number of new nuclear plants be built, advanced fuel recycling will be needed to fully manage the spent fuel within a single repository. The analysis also considers the timeframe for most efficient implementation of new spent fuel management strategies. The mix of unprocessed spent fuel and processed high level waste in Yucca Mountain varies with each future and strategy. Either recycling must start before there is too much unprocessed waste emplaced or unprocessed waste will have to be retrieved later with corresponding costs. For each case, the latest date to implement reprocessing without subsequent retrieval is determined.

  10. Nuclear Hybrid Energy Systems: Imperatives, Prospects, and Challenges

    As global population reaches an expected 8 billion people by 2030, primary energy consumption is expected to increase by almost 40% from approximately 520 exajoules consumed today to almost 740 exajoules. Much of this increase is expected to come from non-Organization for Economic Cooperation and Development (OECD) nations, and Asia specifically. In these economies, energy used for transportation is expected to grow substantially, as is industrial, commercial and to a lesser degree residential energy use, creating considerable pressure on global and local energy markets. The magnitude and timing of growth in energy consumption likely will create a global imperative to deploy energy production technologies that balance the three pillars of energy security: • economic stability – related to the affordability of energy products, stability and predictability in their price, and the efficient and effective deployment of global capital resources in their development; • environmental sustainability – related to minimizing the negative impacts of energy production to air, land, and water systems and advancing the long-term viability of using a particular resource in a way that does not limit future generations ability to prosper; • resource security – related to the ability to access energy resources and products where and when necessary, in an affordable and predictable manner. One approach to meeting these objectives is hybrid energy systems (HES). Broadly described, HES are energy product production plants that take two or more energy resource inputs (typically includes both carbon and non-carbon based sources) and produce two or more energy products (e.g. electricity, liquid transportation fuels, industrial chemicals) in an integrated plant. Nuclear energy integration into HES offers intriguing potential, particularly if smaller (<300 MWe) reactors are available. Although the concept of using nuclear energy in a variety of non-electrical process applications is certainly not new, renewed interest in more tightly coupled energy product plants (such as HES) that meet the objectives outline above have gained additional interest recently, an interest likely sparked by sharpening energy security concerns. Studies have shown that non-nuclear integrated (hybrid) energy systems can have appealing attributes in terms of overall process efficiency, enhanced electric grid stability, renewable energy integration, and economic performance, and lifecycle greenhouse gas emissions. These attributes seem to be sufficiently compelling that several significant commercial investments in fossil-renewable HES are being made in the United States while the U.S. Defense Advanced Research Projects Agency (DARPA) has openly solicited information regarding nuclear energy integration schemes. The challenges of nuclear energy integration include myriad issues associated with the following RD&D areas, or “platforms”: • feedstock processing (e.g. bio-feedstock integration with coal, carbon feedstock extraction using nuclear energy); • heat / energy management (e.g. advanced heat exchangers, process design); • energy storage (e.g. H2 production, liquid fuels synthesis); • byproduct management (e.g. CO2 recycle approaches); • systems dynamics, integration and control (e.g. process dynamics analyses and optimization, advanced prognostics, diagnostics, variable time scale control and flow sheet optimization).

    In 2014, the Deputy Assistant Secretary for Science and Technology Innovation initiated the Nuclear Energy (NE)–Infrastructure Management Project by tasking the Nuclear Science User Facilities, formerly the Advanced Test Reactor National Scientific User Facility, to create a searchable and interactive database of all pertinent NE-supported and -related infrastructure. This database, known as the Nuclear Energy Infrastructure Database (NEID), is used for analyses to establish needs, redundancies, efficiencies, distributions, etc., to best understand the utility of NE’s infrastructure and inform the content of infrastructure calls. The Nuclear Science User Facilities developed the database by utilizing data and policy direction from a variety of reports from the U.S. Department of Energy, the National Research Council, the International Atomic Energy Agency, and various other federal and civilian resources. The NEID currently contains data on 802 research and development instruments housed in 377 facilities at 84 institutions in the United States and abroad. The effort to maintain and expand the database is ongoing. Detailed information on many facilities must be gathered from associated institutions and added to complete the database. The data must be validated and kept current to capture facility and instrumentation status as well as to cover new acquisitions and retirements. This document provides a short tutorial on the navigation of the NEID web portal at NSUF-Infrastructure.INL.gov.

    Several applications that include spallation neutron sources, space radiation effects, biomedical isotope production, accelerator shielding and radiation therapy make use of intermediate energy nuclear data extending to several GeV. The overlapping data needs of these applications are discussed in terms of what projectiles, targets and reactions are of interest.     The Italian situation in the field of nuclear waste management is characterized by a relative small quantity of wastes, as a consequence of the giving up of energy production by nuclear generation in 1986. Notwithstanding this situation, Italy is a unique case study since the country needs to undertake the final decommissioning of four shut-down NPPs (size 100-200 MWe), each one different from the others. Therefore all the regulatory, technical, and financial actions are needed in the same way as if there was actual nuclear generation. Furthermore, the various non-power generating applications of nuclear energy still require management, a legal framework, a regulatory body, an industrial structure, and technical know-how. Notwithstanding the absence of energy production from nuclear sources, the country has the burden of radioactive waste management from the previous nuclear operations, which obliges it to implement at first a robust legislative framework, then to explore all the complex procedures to achieve the localization of the national interim storage facility, not excluding the chance to have a European regional facility for geologic disposal, under the clauses of the Council Directive of 19 July 2011 'Establishing a Community Framework for the Responsible and Safe Management of Radioactive Waste'. Then, as far as industrial, medical and R and D aspects, the improvement of the legislative picture, the creation of a regulatory body, is a good start for the future, to achieve the best efficiency of the Italian system.     The Urban Consortium Energy Task Force pioneers energy and environmental solutions for US cities and counties. When local officials participate in the task force, they open the door to many resources for their communities. The US is entering a period of renewed interest in energy management. Improvements in municipal energy management allow communities to free up energy operating funds to meet other needs. These improvements can even keep energy dollars in the community through the purchase of services and products used to save energy. With this idea in mind, the US Department of Energy Municipal Energy Management Program has funded more than 250 projects that demonstrate innovative energy technologies and management tools in cities and counties through the Urban Consortium Energy Task Force (UCETF). UCETF helps the US Department of Energy foster municipal energy management through networks with cities and urbanized counties and through links with three national associations of local governments. UCETF provides funding for projects that demonstrate innovative and realistic technologies, strategies, and methods that help urban America become more energy efficient and environmentally responsible. The task force provides technical support to local jurisdictions selected for projects. UCETF also shares information about successful energy management projects with cities and counties throughout the country via technical reports and project papers. The descriptions included here capsulize a sample of UCETF`s demonstration projects around the country.
