Technology applications bulletins: Number one

SciTech Connect (OSTI)

Martin Marietta Energy Systems, Inc. (Energy Systems), operates five facilities for the US Department of Energy (DOE): the Oak Ridge National Laboratory (ORNL), which is a large, multidisciplinary research and development (R and D) center whose primary mission is energy research; the Oak Ridge Y-12 Plant, which engages in defense research, development, and production; and the uranium-enrichment plants at Oak Ridge; Paducah, Kentucky; and Portsmouth, Ohio. Much of the research carried out at these facilities is of interest to industry and to state or local governments. To make information about this research available, the Energy Systems Office of Technology Applications publishes brief descriptions of selected technologies and reports. These technology applications bulletins describe the new technology and inform the reader about how to obtain further information, gain access to technical resources, and initiate direct contact with Energy Systems researchers.

Solidification/stabilization of organics and inorganics. Engineering bulletin

SciTech Connect (OSTI)

The engineering bulletin on solidification refers to techniques that encapsulate hazardous waste into a solid material of high structural integrity. Encapsulation involves either fine waste particles (microencapsulation) or a large block or container of wastes (macroencapsulation). Stabilization refers to techniques that treat hazardous waste by converting it into a less soluble, mobile, or toxic form. Solidification/Stabilization processes utilize one or both of these techniques. The bulletin provides information on the technology applicability, the technology limitations, a description of the technology, the types of residuals produced, site requirements, the latest performance data, the status of the technology, and sources of further information.

Closeout of IE Bulletin 80-15: Possible loss of Emergency Notification System (ENS) with loss of offsite power

SciTech Connect (OSTI)

Documentation is provided in this report for the closeout of IE Bulletin 80-15 for nuclear power reactors. This bulletin pertained to a possible loss of the Emergency Notification System (ENS) upon loss of offsite power. Closeout is based on the implementation and verification of six (6) required actions by licensees of nuclear power reactors in operation or near to receiving an operating license when the bulletin was issued on June 18, 1980. Evaluation of utility responses and NRC/Region inspection reports indicates that the bulletin is closed for all of the 69 nuclear power reactors to which it was issued for action and which were not shut down indefinitely or permanently at the time of issuance of this report. Background information is supplied in the Introduction and Appendix A. Nuclear fuel facilities as well as nuclear power facilities were identified in the enclosures to the bulletin. However, per an NRC memorandum, the closeout of the bulletin for nuclear fuel facilities is not within the scope of this report.

The MRS Bulletin special expanded issue, Harnessing Materials for Energy, focuses on the most important materials research challenges that need to be addressed to move toward secure, affordable, and environmentally sustainable energy to meet the worlds accelerating energy needs. The issue follows the full energy chain including production, storage, distribution, use, and efficiency. The articles are designed to present an objective and global view of the energy challenges within each energy sector and the promising transformational materials research directions for meeting these challenges as far into the future as is scientifically feasible to consider (targeting 10-, 25-, and 50-year outlooks). This issue was launched at the 2008 MRS Spring Meeting with an Energy Forum featuring presentations by leading experts in the field.

Regulatory instrument review: Aging management of LWR cables, containment and basemat, reactor coolant pumps, and motor-operated valves

SciTech Connect (OSTI)

The results of Stage 2 of the Regulatory Instrument Review are presented in this volume. Selected regulatory instruments, such as the Code of Federal Regulations (CFR), US Nuclear Regulatory Commission (NRC), Regulatory Guides, and ASME Codes, were investigated to determine the extent to which these regulations apply aging management to selected safety-related components in nuclear power plants. The Regulatory Instrument Review was funded by the NRC under the Nuclear Plant Aging Research (NPAR) program. Stage 2 of the review focused on four safety-related structures and components; namely, cables, containment and basemat, reactor coolant pumps, and motor-operated valves. The review suggests that the primary-emphasis of the regulatory instruments was on the design, construction, start-up, and operation of a nuclear power plant, and that aging issues were primarily addressed after an aging-related problem was recognized. This Stage 2 review confirms the results of the prior review; (see Regulatory Instrument Review: Management of Aging of LWR Major Safety-Related Components NUREG/CR-5490. The observations indicate that the regulations generally address management of age-related degradation indirectly. Specific age-related degradation phenomena frequently are dealt with in bulletins and notices or through generic issues, letters, etc. The major recommendation of this report, therefore, is that the regulatory instruments should more directly and explicitly address the aging phenomenon and the management of the age-related degradation process.

Information resource management concepts for records managers

SciTech Connect (OSTI)

Information Resource Management (ERM) is the label given to the various approaches used to foster greater accountability for the use of computing resources. It is a corporate philosophy that treats information as it would its other resources. There is a reorientation from simply expenditures to considering the value of the data stored on that hardware. Accountability for computing resources is expanding beyond just the data processing (DP) or management information systems (MIS) manager to include senior organization management and user management. Management`s goal for office automation is being refocused from saving money to improving productivity. A model developed by Richard Nolan (1982) illustrates the basic evolution of computer use in organizations. Computer Era: (1) Initiation (computer acquisition), (2) Contagion (intense system development), (3) Control (proliferation of management controls). Data Resource Era: (4) Integration (user service orientation), (5) Data Administration (corporate value of information), (6) Maturity (strategic approach to information technology). The first three stages mark the growth of traditional data processing and management information systems departments. The development of the IRM philosophy in an organization involves the restructuring of the DP organization and new management techniques. The three stages of the Data Resource Era represent the evolution of IRM. This paper examines each of them in greater detail.
