In accordance with the Nuclear Waste Policy Act (NWPA), the SNF would be disposed of in a geologic repository to be developed by the Department. An annual analysis of the fee`s adequacy is required by the NWPA.

    The methodology and computer model described here were developed to analyze the cash flows for the federal government taking title to and managing spent nuclear fuel. The methodology has been used by the US Department of Energy (DOE) to estimate the spent fuel disposal fee that will provide full cost recovery. Although the methodology was designed to analyze interim storage followed by spent fuel disposal, it could be used to calculate a fee for reprocessing spent fuel and disposing of the waste. The methodology consists of two phases. The first phase estimates government expenditures for spent fuel management. The second phase determines the fees that will result in revenues such that the government attains full cost recovery assuming various revenue collection philosophies. These two phases are discussed in detail in subsequent sections of this report. Each of the two phases constitute a computer module, called SPADE (SPent fuel Analysis and Disposal Economics) and FEAN (FEe ANalysis), respectively.

    The Office of Procurement and Assistance Management has proposed changes to the method used to annually calculate and negotiate ``for profit`` management and operating contractor available fees. This proposal will increase contractor fees in exchange for the contractor`s purported assumption of additional risk. In 1991, the Department, through the Accountability Rule, increased contractor fees as an incentive to improve contractor performance and accountability. Despite the lack of measurable benefits of this effort, the Department is crafting a new fee policy which will, depending upon how it is executed, increase fees above the amount provided through the Accountability Rule as an incentive to the Department`s management and operating contractors. The objective of the audit was to determine whether the Department`s proposed change to the fee structure for determining management and operating contractor fees will be cost effective. This report describes the study`s approach, its findings and recommendations, management and auditor comments, and includes appendices with further data.

    During the first five years of its contract with the Department of Energy, Westinghouse Savannah River Company was paid over $130 million in fees to manage and operate the Savannah River Site. Fees paid to Westinghouse steadily increased over the five year period. For example, fees paid for the last six months of this five year period were over three times as large as fees paid for the first six months. The purpose of this inspection was to review the Department`s annual negotiation of total available fees with Westinghouse, and to examine the reasons for the growth in fees over this five year period. The review disclosed that, after Fiscal Year 1989, the Department used an increasing number of fee bases in calculating Westinghouse Savannah River Company`s fixed-fee-equivalents from the maximum fee schedules within the Department of Energy Acquisition Regulation. The authors found that the Department had significantly increased the percentage of the dollar value of subcontracts being placed in Westinghouse`s fee bases for fee calculation purposes. They found that the Department had effectively increased Westinghouse`s fixed-fee-equivalents by approximately $3 million in both Fiscal Year 1993 and 1994 to, in large part, fund an unallowable employee incentive compensation program. They found that Westinghouse`s total paid fees for the five year period increased significantly over what they would have been had the terms resulting from the original competitive negotiations been maintained. The authors recommended that the Deputy Assist Secretary for Procurement and Assistance Management require that changes in either the number or composition of fee bases used in calculating fees from the maximum fee schedules be submitted to the Department`s Procurement Executive for approval.

    As the penetration of variable generation (wind and solar) increases around the world, there is an accompanying growing interest and importance in accurately assessing the contribution that these resources can make toward planning reserve. This contribution, also known as the capacity credit or capacity value of the resource, is best quantified by using a probabilistic measure of overall resource adequacy. In recognizing the variable nature of these renewable resources, there has been interest in exploring the use of reliability metrics other than loss of load expectation. In this paper, we undertake some comparisons using data from the Western Electricity Coordinating Council in the western United States.

    Fiscal Year 1999 represents the third fill year utilizing a results-oriented, performance-based evaluation for the Contractor's operations and management of the DOE Pacific Northwest National Laboratory (here after referred to as the Laboratory). However, this is the first year that the Contractor's fee is totally performance-based utilizing the same Critical Outcomes. This document describes the critical outcomes, objectives, performance indicators, expected levels of performance, and the basis for the evaluation of the Contractor's performance for the period October 1, 1998 through September 30, 1999, as required by Clauses entitled ''Use of Objective Standards of Performance, Self Assessment and Performance Evaluation'' and ''Performance Measures Review'' of the Contract DE-ACO6-76RL01830. Furthermore, it documents the distribution of the total available performance-based fee and the methodology set for determining the amount of fee earned by the Contractor as stipulated within the causes entitled ''Estimated Cost and Annual Fee,'' ''Total Available Fee'' and ''Allowable Costs and Fee.''     The total-system life-cycle cost (TSLCC) analysis for the Department of Energy`s (DOE) Civilian Radioactive Waste Management Program is an ongoing activity that helps determine whether the revenue-producing mechanism established by the Nuclear Waste Policy Act of 1982 -- a fee levied on electricity generated in commercial nuclear power plants -- is sufficient to cover the cost of the program. This report provides cost estimates for the sixth annual evaluation of the adequacy of the fee and is consistent with the program strategy and plans contained in the DOE`s Draft 1988 Mission Plan Amendment. The total-system cost for the system with a repository at Yucca Mountain, Nevada, a facility for monitored retrievable storage (MRS), and a transportation system is estimated at $24 billion (expressed in constant 1988 dollars). In the event that a second repository is required and is authorized by the Congress, the total-system cost is estimated at $31 to $33 billion, depending on the quantity of spent fuel to be disposed of. The $7 billion cost savings for the single-repository system in comparison with the two-repository system is due to the elimination of $3 billion for second-repository development and $7 billion for the second-repository facility. These savings are offset by $2 billion in additional costs at the first repository and $1 billion in combined higher costs for the MRS facility and transportation. 55 refs., 2 figs., 24 tabs.

    Traditional probabilistic methods have been used to evaluate resource adequacy. The increasing presence of variable renewable generation in power systems presents a challenge to these methods because, unlike thermal units, variable renewable generation levels change over time because they are driven by meteorological events. Thus, capacity value calculations for these resources are often performed to simple rules of thumb. This paper follows the recommendations of the North American Electric Reliability Corporation?s Integration of Variable Generation Task Force to include variable generation in the calculation of resource adequacy and compares different reliability metrics. Examples are provided using the Western Interconnection footprint under different variable generation penetrations.

    Energy-efficient design in buildings today is too often the exception, rather than the rule. Building to code is not enough. That only means if the building was any worse, it would be illegal. The designers of exceptional buildings are showing that integrated design--architects, engineers, clients, and, ideally, contractors working closely together from the start--creates high performance buildings without additional capital cost, just increased design time. Agreement throughout the design profession shows that high performance buildings would be more prevalent if there were incentives to put the extra time into design integration. Rocky Mountain Institute (RMI) and Eley Associates are working to create Performance Based Fee contracts to demonstrate design incentive fees that can help architects, engineers, and building owners create extremely energy-efficient buildings. These fees will reward design professionals for what they save, not just for what they spend--thus aligning designers` interests with owners.

    The total-system life-cycle cost (TSLCC) analysis for the Department of Energy`s (DOE) Civilian Radioactive Waste Management Program is an ongoing activity that helps determine whether the revenue-producing mechanism established by the Nuclear Waste Policy Act of 1982 - a fee levied on electricity generated and sold by commercial nuclear power plants - is sufficient to cover the cost of the program. This report provides cost estimates for the sixth annual evaluation of the adequacy of the fee. The costs contained in this report represent a preliminary analysis of the cost impacts associated with the Secretary of Energy`s Report to Congress on Reassessment of the Civilian Radioactive Waste Management Program issued in November 1989. The major elements of the restructured program announced in this report which pertain to the program`s life-cycle costs are: a prioritization of the scientific investigations program at the Yucca Mountain candidate site to focus on identification of potentially adverse conditions, a delay in the start of repository operations until 2010, the start of limited waste acceptance at the monitored retrievable storage (MRS) facility in 1998, and the start of waste acceptance at the full-capability MRS facility in 2,000. Based on the restructured program, the total-system cost for the system with a repository at the candidate site at Yucca Mountain in Nevada, a facility for monitored retrievable storage (MRS), and a transportation system is estimated at $26 billion (expressed in constant 1988 dollars). In the event that a second repository is required and is authorized by the Congress, the total-system cost is estimated at $34 to $35 billion, depending on the quantity of spent fuel and high-level waste (HLW) requiring disposal. 17 figs., 17 tabs.

    Variable generation is on track to become a significant contributor to electric power systems worldwide. Thus, it is important to analyze the effect that renewables will have on the reliability of systems. In this paper we present a new tool being implemented at the National Renewable Energy Laboratory, which allows the inclusion of variable generation in the power system resource adequacy. The tool is used to quantify the potential contribution of transmission to reliability in highly interconnected systems and an example is provided using the Western Interconnection footprint.

    ABSTRACT Demonstrating the structural integrity of U.S. nuclear power plant (NPP) containment structures, for beyond design-basis internal pressure loadings, is necessary to satisfy Nuclear Regulatory Commission (NRC) requirements and performance goals. This paper discusses methods for demonstrating the structural adequacy of the containment for beyond design-basis pressure loadings. Three distinct evaluations are addressed: (1) estimating the ultimate pressure capacity of the containment structure (10 CFR 50 and US NRC Standard Review Plan, Section 3.8) ; (2) demonstrating the structural adequacy of the containment subjected to pressure loadings associated with combustible gas generation (10 CFR 52 and 10 CFR 50); and (3) demonstrating the containment structural integrity for severe accidents (10 CFR 52 as well as SECY 90-016, SECY 93-087, and related NRC staff requirements memoranda (SRMs)). The paper describes the technical basis for specific aspects of the methods presented. It also presents examples of past issues identified in licensing activities related to these evaluations.

    This report documents the results of the Environmental Management Assessment performed at the Fernald Environmental Management Project (FEMP) in Fernald, Ohio. During this assessment, the activities conducted by the assessment team included review of internal documents and reports from previous audits and assessments; interviews with US Department of Energy (DOE) and FEMP contractor personnel; and inspection and observation of selected facilities and operations. The onsite portion of the assessment was conducted from March 15 through April 1, 1993, by DOE`s Office of Environmental Audit (EH-24) located within the Office of the Assistant Secretary for Environment, Safety, and Health (EH-1). EH-24 carries out independent assessments of DOE facilities and activities as part of the EH-1 Environment, Safety, and Health (ES&H) Oversight Audit Program. The EH-24 program is designed to evaluate the status of DOE facilities and activities with respect to compliance with Federal, state, and local environmental laws and regulations; compliance with DOE Orders, Guidance and Directives; conformance with accepted industry practices and standards of performance; and the status and adequacy of management systems developed to address environmental requirements. The Environmental Management Assessment of FEMP focused on the adequacy of environmental management systems.     A political trend of shifting government responsibilities from the federal to the state and local level is beginning to take hold in many municipalities this year. Evidence of this shift recently was codified by the passage of Congress`s unfunded mandates bills, which require a panel review of any federal government mandates that create a cost burden of at least $50 million on state and local government. Expecting to be freed from the yoke of the most costly unfunded federal laws, many states are taking a second look at their expensive recycling laws and considering reassessment of how funding mechanisms are structured. This search for ways to raise revenue has renewed the continuing debate over advance disposal fees (ADFs), which are included in the cost of a product to pay for its ultimate disposal or reuse. These ADFs have been used for several years in a majority of US states to help handle scrap tire disposal. Due to concern over fire hazards posed by the nation`s growing scrap tire piles, several states have implemented a $1--$2 fee on each tire to help pay for disposal, most of which have been reasonably successful.

    The adequacy of using smoothly joined parabolic segments to parametrize the multihumped fission barriers has been tested by examining its simultaneous consistency with the three relevant fission observables, namely, the near-barrier fission cross sections, isomeric half-lives, and the ground-state spontaneous fission half-lives of a wide variety of a total of 25 actinide nuclides. The penetrabilities through such multihumped fission barriers have been calculated in the Wentzel-Kramers-Brillouin approximation, and the various fission half-lives have been determined using the formalism given earlier by Nix and Walker. The results of our systematic analysis of these actinide nuclides suggest that such a parametrization is quite adequate at least for the even-even nuclei, as it reproduces satisfactorily their various observed fission characteristics. Major difficulties remain, however, for the odd mass and for the doubly odd nuclei where the calculated ground-state spontaneous fission half-lives are found to be several orders of magnitude larger than those measured. Possible reasons for such discrepancies are discussed. Fission branching ratios of the decay of the shape isomers in various actinide nuclides have also been calculated and are compared with their measured values.

    The first remote-handled transuranic (RH-TRU) waste is expected to be permanently disposed of at the Waste Isolation Pilot Plant (WIPP) during Fiscal Year (FY) 2003. The first RH-TRU waste shipments are scheduled from the Battelle Columbus Laboratories (BCL) to WIPP in order to facilitate compliance with BCL Decommissioning Project (BCLDP) milestones. Milestones requiring RH-TRU waste containerization and removal from the site by 2004 in order to meet a 2006 site closure goal, established by Congress in the Defense Facilities Closure Projects account, necessitated the establishment and implementation of a site-specific program to direct the packaging of BCLDP RH-TRU waste prior to the finalization of WIPP RH-TRU waste characterization requirements. The program was designed to collect waste data, including audio and videotape records of waste packaging, such that upon completion of waste packaging, comprehensive data records exist from which compliance with final WIPP RH-TRU waste characterization requirements can be demonstrated. With the BCLDP data records generated to date and the development by the U.S. Department of Energy (DOE)-Carlsbad Field Office (CBFO) of preliminary documents proposing the WIPP RH-TRU waste characterization program, it is possible to evaluate the adequacy of the BCLDP program with respect to meeting proposed characterization objectives. The BCLDP characterization program uses primarily acceptable knowledge (AK) and visual examination (VE) during waste packaging to characterize RH-TRU waste. These methods are used to estimate physical waste parameters, including weight percentages of metals, cellulosics, plastics, and rubber in the waste, and to determine the absence of prohibited items, including free liquids. AK combined with computer modeling is used to estimate radiological waste parameters, including total activity on a waste container basis, for the majority of BCLDP RH-TRU waste. AK combined with direct analysis is used to characterize radiological parameters for the small populations of the RH-TRU waste generated by the BCLDP. All characterization based on AK is verified. Per its design for comprehensive waste data collection, the BCLDP characterization program using AK and waste packaging procedures, including VE during packaging, meets the proposed WIPP RH-TRU waste characterization objectives. The conservative program design implemented generates certification data that will be adequate to meet any additional program requirements that may be imposed by the CBFO.

    Highway finance in the United States is perceived by many to be in a state of crisis, primarily due to the erosion of motor fuel tax revenues due to inflation, fuel economy improvement, increased use of alternative sources of energy and diversion of revenues to other purposes. Monitoring vehicle miles of travel (VMT) and charging highway users per mile has been proposed as a replacement for the motor fuel tax. A VMT user fee, however, does not encourage energy efficiency in vehicle design, purchase and operation, as would a user fee levied on all forms of commercial energy used for transportation and indexed to the average efficiency of vehicles on the road and to inflation. An indexed roadway user toll on energy (IRoUTE) would induce two to four times as much reduction in greenhouse gas (GHG) emissions and petroleum use as a pure VMT user fee. However, it is not a substitute for pricing GHG emissions and would make only a small but useful contribution to reducing petroleum dependence. An indexed energy user fee cannot adequately address the problems of traffic congestion and heavy vehicle cost responsibility. It could, however, be a key component of a comprehensive system of financing surface transportation that would eventually also include time and place specific monitoring of VMT for congestion pricing, externality charges and heavy vehicle user fees.

This Assessment was conducted by EH-24 from July 19 through July 30, 1993 to advise the Secretary of Energy of the adequacy of management systems established at WIPP to ensure the protection of the environment and compliance with Federal, state, and DOE environmental requirements. The mission of WIPP is to demonstrate the safe disposal of transuranic (TRU) waste. During this assessment, activities and records were reviewed and interviews were conducted with personnel from the management and operating contractors. This assessment revealed that WIPP`s environmental safety and health programs are satisfactory, and that all levels of the Waste Isolation Division (WID) management and staff consistently exhibit a high level of commitment to achieve environmental excellence.

    This report documents the results of the environmental management assessment performed at the National Renewable Energy Laboratory (NREL) in Golden, Colorado. The onsite portion of the assessment was conducted from September 14 through September 27, 1993, by DOE`s Office of Environmental Audit (EH-24) located within the Office of the Assistant Secretary for Environment, Safety, and Health (EH-1). During this assessment, the activities conducted by the assessment team included reviews of internal documents and reports from previous audits and assessments; interviews with US Department of Energy (DOE) and NREL contractor personnel; and inspections and observations of selected facilities and operations. The environmental management assessment of NREL focused on the adequacy of environmental management systems and assessed the formality of programs employing an approach that recognizes the level of formality implementing environmental programs may vary commensurate with non-nuclear research and development operations. The Assessment Team evaluated environmental monitoring, waste management and National Environmental Policy Act (NEPA) activities at NREL, from a programmatic standpoint. The results of the evaluation of these areas are contained in the Environmental Protection Programs section of this report. The scope of the NREL Environmental Management Assessment was comprehensive and included all areas of environmental management. At the same time, environmental monitoring, waste management, and NEPA activities were evaluated to develop a programmatic understanding of these environmental disciplines, building upon the results of previous appraisals, audits, and reviews performed at the NREL.

    Sustaining efficiency and stability by properly controlling the equity to asset ratio is one of the most important and difficult challenges in bank management. Due to unexpected and abrupt decline of asset values, a bank must closely monitor its net worth as well as market conditions, and one of its important concerns is when to raise more capital so as not to violate capital adequacy requirements. In this paper, we model the tradeoff between avoiding costs of delay and premature capital raising, and solve the corresponding optimal stopping problem. In order to model defaults in a bank's loan/credit business portfolios, we represent its net worth by Levy processes, and solve explicitly for the double exponential jump diffusion process and for a general spectrally negative Levy process.

Good publicprivate alliance is crucial to plan and implement improvement measures. - Abstract: Providing good solid waste management (SWM) services while also ensuring financial sustainability of the system continues to be a major challenge in cities of developing countries. Bahir Dar in northwestern Ethiopia outsourced municipal waste services to a private waste company in 2008. While this institutional change has led to substantial improvement in the cleanliness of the city, its financial sustainability remains unclear. Is the private company able to generate sufficient revenues from their activities to offset the costs and generate some profit? This paper presents a cost-revenue analysis, based on data from July 2009 to June 2011. The analysis reveals that overall costs in Bahir Dars SWM system increased significantly during this period, mainly due to rising costs related to waste transportation. On the other hand, there is only one major revenue stream in place: the waste collection fee from households, commercial enterprises and institutions. As the efficiency of fee collection from households is only around 50%, the total amount of revenues are not sufficient to cover the running costs. This results in a substantial yearly deficit. The results of the research therefore show that a more detailed cost structure and cost-revenue analysis of this waste management service is important with appropriate measures, either by the privates sector itself or with the support of the local authorities, in order to enhance cost efficiency and balance the cost-revenues towards cost recovery. Delays in mitigating the evident financial deficit could else endanger the public-private partnership (PPP) and lead to failure of this setup in the medium to long term, thus also endangering the now existing improved and currently reliable service. We present four options on how financial sustainability of the SWM system in Bahir Dar might be enhanced: (i) improved fee collection efficiency by linking the fees of solid waste collection to water supply; (ii) increasing the value chain by sales of organic waste recycling products; (iii) diversifying revenue streams and financing mechanisms (polluter-pays-, cross-subsidy- and business-principles); and (iv) cost reduction and improved cost-effectiveness. We argue that in a PPP setup such as in Bahir Dar, a strong alliance between the municipality and private enterprise is important so that appropriate solutions for improved financial sustainability of a SWM system can be sought and implemented.

    While volume-based user fees (VBUFs) may not be the most appropriate financing strategy for all rural areas, the experience of these rural counties and towns warrants the following inclusions. Implementation of VBUFs in a rural drop-off context appears feasible across a wide range of geographic and demographic conditions, as well as a wide range of system characteristics, without prohibitive administrative problems or costs. Most residents appear willing to support (or at least accept) VBUFs if they are well-informed of the need and logic in advance, and given reasonable options for gaining some measure of control over their total bill. Hybrid financing strategies allow per bag fees to be kept at modest levels. Support comes more easily if VBUFs are initiated at the time of a significant enhancement of the collection system. VBUFs within rural drop-off collection systems appear capable of motivating relatively high levels of participation in the separation of recyclables, and thus contributing to relatively high per capita generation rates for typical recyclables and county-wide diversion or recovery rates. At least minor problems with increased illegal dumping and burning can be expected, but a show of willingness to enforce ordinances against such practices can lead to fairly quick subsidence.

Without this capability, the DOE would not be able to complete the clean up and proper disposition of these wastes. The program includes environmental protection, compliance, and monitoring of the air, water, plants, animals, and cultural resources at the NNSS. Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

    The Confederated Tribes of Warm Springs Reservation of Oregon (Tribes) acquired the Forrest Conservation Area during July of 2002. The property is located in the Upper John Day subbasin within the Columbia basin. The property consists of two parcels comprising 4,232 acres. The Mainstem parcel consists of 3,445 acres and is located 1/2 mile to the east of Prairie City, Oregon on the mainstem John Day River. The Middle Fork parcel consists of 786 acres and is located one mile to the west of the town of Austin, OR on the Middle Fork John Day River. The Forrest Conservation Area is under a memorandum of agreement with the Bonneville Power Administration (BPA) to provide an annual written report generally describing the real property interests of the project and management activities undertaken or in progress. Acquisition of the Forrest Conservation Area was funded by BPA as part of their program to protect, mitigate, and enhance fish and wildlife habitat affected by hydroelectric facilities on the Columbia River and its tributaries. The intent of the Conservation Area is to partially mitigate fish and wildlife impacts for the John Day Dam on the Columbia River as outlined in the Northwest Power Planning Council's Wildlife Program (NPPC 1994, {section}11.1, {section}7.6). While the Tribes hold fee-title to the property, the BPA has assured a level of management funding for the protection and restoration of fish and wildlife habitat through a memorandum of agreement.

    The Maintenance Plan for the Performance Assessments and Composite Analyses for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada Test Site (National Security Technologies, LLC 2007a) requires an annual review to assess the adequacy of the performance assessments (PAs) and composite analyses (CAs), with the results submitted to the U.S. Department of Energy (DOE) Office of Environmental Management. The Disposal Authorization Statements for the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) also require that such reviews be made and that secondary or minor unresolved issues be tracked and addressed as part of the maintenance plan (DOE 1999a, 2000). The U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office performed an annual review of the Area 3 and Area 5 RWMS PAs and CAs for fiscal year (FY) 2013. This annual summary report presents data and conclusions from the FY 2013 review, and determines the adequacy of the PAs and CAs. Operational factors (e.g., waste forms and containers, facility design, and waste receipts), closure plans, monitoring results, and research and development (R&D) activities were reviewed to determine the adequacy of the PAs. Likewise, the environmental restoration activities at the Nevada National Security Site (NNSS) relevant to the sources of residual radioactive material that are considered in the CAs, the land-use planning, and the results of the environmental monitoring and R&D activities were reviewed to determine the adequacy of the CAs. Important developments in FY 2013 include the following: Development of a new Area 5 RWMS closure inventory estimate based on disposals through FY 2013 Evaluation of new or revised waste streams by special analysis Development of version 4.115 of the Area 5 RWMS GoldSim PA/CA model The Area 3 RWMS has been in inactive status since July 1, 2006, with the last shipment received in April 2006. The FY 2013 review of operations, facility design, closure plans, monitoring results, and R&D results for the Area 3 RWMS indicates no changes that would impact PA validity. The conclusion of the annual review is that all performance objectives can be met and the Area 3 RWMS PA remains valid. There is no need to the revise the Area 3 RWMS PA. Review of Area 5 RWMS operations, design, closure plans, monitoring results, and R&D activities indicates that no significant changes have occurred. The FY 2013 PA results, generated with the Area 5 RWMS v4.115 GoldSim PA model, indicate that there continues to be a reasonable expectation of meeting all performance objectives. The results and conclusions of the Area 5 RWMS PA are judged valid, and there is no need to the revise the PA. A review of changes potentially impacting the CAs indicates that no significant changes occurred in FY 2013. The continuing adequacy of the CAs was evaluated with the new models, and no significant changes that would alter the CAs results or conclusions were found.     The Nuclear Waste Policy Act of 1982 (Public Law 97-425), as amended by Public Law 100-203, December 22, 1987, established the Office of Civilian Radioactive Waste Management (OCRWM) within the Department of Energy (DOE), and directed the Office to investigate a site at Yucca Mountain, Nevada, to determine if this site is suitable for the construction of a repository for the disposal of high level nuclear waste. Work on site characterization has been under way for several years. Thus far, about $1.47 billion have been spent on Yucca Mountain programs. This work has been funded by Congressional appropriations from a Nuclear Waste Fund to which contributions have been made by electric utility ratepayers through electric utilities generating power from nuclear power stations. The Secretary of Energy and the Governor of the State of Nevada have appointed one person each to a panel to oversee an objective, independent financial and management evaluation of the Yucca Mountain Project. The Requirements for the work will include an analysis of (1) the Yucca Mountain financial and, contract management techniques and controls; (2) Project schedules and credibility of the proposed milestones; (3) Project organizational effectiveness and internal planning processes, and (4) adequacy of funding levels and funding priorities, including the cost of infrastructure and scientific studies.     In April 1995, the Department of Energy (DOE) and the Department of the Navy, as a cooperating agency, issued the Programmatic Spent Nuclear Fuel Management and Idaho National Engineering Laboratory Environmental Restoration and Waste Management Programs Final Environmental Impact Statement (1995 EIS). The 1995 EIS analyzed alternatives for managing The Department's existing and reasonably foreseeable inventories of spent nuclear fuel through the year 2035. It also included a detailed analysis of environmental restoration and waste management activities at the Idaho National Engineering and Environmental Laboratory (INEEL). The analysis supported facility-specific decisions regarding new, continued, or planned environmental restoration and waste management operations. The Record of Decision (ROD) was signed in June 1995 and amended in February 1996. It documented a number of projects or activities that would be implemented as a result of decisions regarding INL Site operations. In addition to the decisions that were made, decisions on a number of projects were deferred or projects have been canceled. DOE National Environmental Policy Act (NEPA) implementing procedures (found in 10 CFR Part 1 021.330(d)) require that a Supplement Analysis of site-wide EISs be done every five years to determine whether the site-wide EIS remains adequate. While the 1995 EIS was not a true site-wide EIS in that several programs were not included, most notably reactor operations, this method was used to evaluate the adequacy of the 1995 EIS. The decision to perform a Supplement Analysis was supported by the multi-program aspect of the 1995 EIS in conjunction with the spirit of the requirement for periodic review. The purpose of the SA is to determine if there have been changes in the basis upon which an EIS was prepared. This provides input for an evaluation of the continued adequacy of the EIS in light of those changes (i.e., whether there are substantial changes in the proposed action, significant new circumstances, or new information relevant to environmental concerns). This is not to question the previous analysis or decisions based on that analysis, but whether the environmental impact analyses are still adequate in light of programmatic changes. In addition, the information for each of the projects for which decisions were deferred in the ROD needs to be reviewed to determine if decisions can be made or if any additional NEP A analysis needs to be completed. The Supplement Analysis is required to contain sufficient information for DOE to determine whether (1) an existing EIS should be supplemented, (2) a new EIS should be prepared, or (3) no further NEP A documentation is required.

    The Rocky Flats Environmental Technology Site (Rocky Flats) contributed to America`s defense up to the end of the Cold War. It is one of several large US Department of Energy (DOE) nuclear industrial facilities, currently undergoing cleanup and closure. The Site was constructed in a sparsely populated area along the Rocky Mountain Foothills, near Denver, in 1952. In the 45 years since, Denver has grown to a major metropolitan area. Over 2 million people live within the Site`s 50-mile radius. The Site is directly upstream of water supplies that serve over 300,000 people. As a result, accelerated cleanup, consolidation, reuse, and closure of the Site are the current essentials. The Site has had three management and operating (M and O) contractors since inception. In keeping with the shift in the Site`s paradigm from one of weapon-parts production program to cleanup and closure project, DOE changed its contracting philosophy for the Site from the M and O type of contract to a Performance-based Incentive Fee Integrating Management contract (PBIF IMC). Doe selected the Site`s fourth contractor as an IMC contractor in July 1995. Kaiser-Hill Company L.L.C. was awarded the contract and assumed IMC responsibility for the Site on July 1, 1995. Integral to this contract is the establishment and implementation of a performance measures system. Performance measures are the bases for incentives that motivate the IMC and the subcontractors working at Rocky Flats. This paper provides an overview of Performance Measures system practiced at Rocky Flats from July 1995 to December 1995. Also described are the developments in reengineering during the July 1995--March 1996 interval.

    On March 8, 1990, the Defense Nuclear Facilities Safety Board (DNFSB) issued Recommendation 90-2 to the Secretary of Energy. This recommendation, based upon the DNFSB`s initial review and evaluation of the content and implementation of standards relating to the design, construction, operations, and decommissioning of defense nuclear facilities of the Department of Energy (DOE), called for three actions: (1) identification of specific standards that apply to design, construction, operation and decommissioning of DOE facilities; (2) assessment of the adequacy of those standards for protecting public health and safety; and (3) determination of the extent to which they have and are being implemented. This document defines the elements of the SRS program required to support the HQ program in response to DNFSB Recommendation 90-2. The objective is to ensure a consistent approach for all sitewide ES and H Standards Compliance Program efforts that satisfied the intent of Recommendation 90-2 and the HQ 90-2 Implementation Plan in a cost-effective manner. The methodology and instructions for implementation of the SRS program are contained in the Standards Compliance Program Implementation Plan. The Management Plan shall be used in conjunction with the Implementation Plan.

    The Department of Energy's (DOE's) Lawrence Livermore National Laboratory (Livermore) is a premier research and development institution for science and technology supporting the core mission of national security. According to Livermore, as of November 2008 the Laboratory managed 64,933 items of Government personal property valued at about $1 billion. At the beginning of Fiscal Year 2008, Livermore reported 249 DOE property items valued at about $1.3 million that were missing, unaccounted for, or stolen during Fiscal Year 2007. Livermore centrally tracks property utilizing the Sunflower Assets system (Sunflower), which reflects the cradle to grave history of each property item. Changes in the custodianship and/or location of a property item must be timely reported by the custodian to the respective property center representative for updating in Sunflower. In Fiscal Year 2008, over 2,000 individuals were terminated as a result of workforce reduction at Livermore, of which about 750 received a final notification of termination on the same day that they were required to depart the facility. All of these terminations potentially necessitated updates to the property database, but the involuntary terminations had the potential to pose particular challenges because of the immediacy of individuals departures. The objective of our inspection was to evaluate the adequacy of Livermore's internal controls over Government property. Based upon the results of our preliminary field work, we particularly focused on personal property assigned to terminated individuals and stolen laptop computers. We concluded that Livermore's internal controls over property could be improved, which could help to reduce the number of missing, unaccounted for, or stolen property items. Specifically, we found that: (1) The location and/or custodian of approximately 18 percent of the property items in our sample, which was drawn from the property assigned to individuals terminated on short notice in 2008, was inaccurately reflected in Sunflower. The data in this system is relied upon for tracking purposes, so inaccurate entries could increase the probability of property not being located during inventories and, thus, being reported as 'lost' or 'missing'. We believe that providing formal training to property custodians, which was not being done at the time of our inspection, could help improve this situation. (2) Some property custodians were not adequately protecting their Government laptop computers when taking them offsite, and they were not held accountable for the subsequent theft of the laptops. We made several recommendations to management intended to improve property controls at Livermore.

    The Institute of Certified Records Managers (ICRM) is a non-profit, certifying organization of professional records managers and administrators. ICRM members are experienced in information requirements, records and information systems, and the related office systems and technologies. All members have met certification requirements and have received the Certified Records Manager (CRM) designation. As the field of information and records management moves toward standardization, and as the application of new technologies and technicalities complicate the measurement and demonstration of professional competence, the need for a means of identifying persons who have basic competency increases. The ICRM is providing such a means by testing and certifying basic knowledge. More and more job announcements are requiring this evidence of competency. Department of Energy (DOE) Oak Ridge Operations (ORO) Office awarded the Management and Integration (M&I) contract for all five of their Oak Ridge Operations facilities to Bechtel Jacobs Company, LLC (BJC). This paper will focus on the success and challenges of several of the M&I projects at the Oak Ridge National Laboratory (ORNL). The initial goals for BJC were to transition up to 93% of their staff to the subcontract community as they moved away from operations to ''integration.'' The perspectives of BJC and one of their Remedial Action/Decontamination & Decommissioning (RADD) subcontractors will be combined in this paper to share with others how ''partnering'' together was essential for success. Projects completed by Safety and Ecology Corporation (SEC) under their RADD subcontract will be used to illustrate the process and the challenges/successes to completion. These projects will include pond remediation, tank remediation, and building cleanup for reuse. All these projects were ''fixed price'' with defined milestones keyed into award fee for BJC and regulatory milestones for DOE. By working together to form integrated teams focused on site remediation without sacrificing safety, all milestones were met. This paper will discuss the following items associated with the M&I environmental restoration projects at ORNL: overview of the M&I Contract; challenges in transitioning from ''operations'' to ''integration''; subcontracting strategies; subcontractor pre-qualification process; overview of ORNL Projects; and integrated team effort required to achieve site restoration goals.

    This report summarizes the results of an annual review of conditions affecting the operation of the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) and a determination of the continuing adequacy of the performance assessments (PAs) and composite analyses (CAs). The Area 5 RWMS PA documentation consists of the original PA (Shott et al., 1998), referred to as the 1998 Area 5 RWMS PA and supporting addenda (Bechtel Nevada [BN], 2001b; 2006a). The Area 5 RWMS CA was issued as a single document (BN, 2001a) and has a single addendum (BN, 2001c). The Area 3 PA and CA were issued in a single document (Shott et al., 2000). The Maintenance Plan for the PAs and CAs (National Security Technologies, LLC [NSTec], 2006) and the Disposal Authorization Statements (DASs) for the Area 3 and 5 RWMSs (U.S. Department of Energy [DOE], 2000; 2002) require preparation of an annual summary and a determination of the continuing adequacy of the PAs and CAs. The annual summary report is submitted to DOE Headquarters. Following the annual report format in the DOE PA/CA Maintenance Guide (DOE, 1999), this report presents the annual summary for the PAs in Section 2.0 and the CAs in Section 3.0. The annual summary for the PAs includes the following: Section 2.1 summarizes changes in waste disposal operations; Section 2.1.5 provides an evaluation of the new estimates of the closure inventories derived from the actual disposals through fiscal year (FY) 2007; Section 2.2 summarizes the results of the monitoring conducted under the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office's (NNSA/NSO's) Integrated Closure and Monitoring Plan for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada Test Site (BN, 2005), and the research and development (R&D) activities; Section 2.4 is a summary of changes in facility design, operation, or expected future conditions; monitoring and R&D activities; and the maintenance program; and Section 2.5 discusses the recommended changes in disposal facility design and operations, monitoring and R&D activities, and the maintenance program. Similarly, the annual summary for the CAs (presented in Section 3.0) includes the following: Section 3.1 presents the assessment of the adequacy of the CAs, with a summary of the relevant factors reviewed in FY 2007; Section 3.2 presents an assessment of the relevant site activities at the Nevada Test Site (NTS) that would impact the sources of residual radioactive material considered in the CAs; Section 3.3 summarizes the monitoring and R&D results that were reviewed in FY 2007; Section 3.4 presents a summary of changes in relevant site programs (including monitoring, R&D, and the maintenance program) that occurred since the CAs were prepared; and Section 3.5 summarizes the recommended changes to these programs.
