Analysis of accident sequences and source terms at treatment and storage facilities for waste generated by US Department of Energy waste management operations

This report documents the methodology, computational framework, and results of facility accident analyses performed for the US Department of Energy (DOE) Waste Management Programmatic Environmental Impact Statement (WM PEIS). The accident sequences potentially important to human health risk are specified, their frequencies assessed, and the resultant radiological and chemical source terms evaluated. A personal-computer-based computational framework and database have been developed that provide these results as input to the WM PEIS for the calculation of human health risk impacts. The WM PEIS addresses management of five waste streams in the DOE complex: low-level waste (LLW), hazardous waste (HW), high-level waste (HLW), low-level mixed waste (LLMW), and transuranic waste (TRUW). Currently projected waste generation rates, storage inventories, and treatment process throughputs have been calculated for each of the waste streams. This report summarizes the accident analyses and aggregates the key results for each of the waste streams. Source terms are estimated, and results are presented for each of the major DOE sites and facilities by WM PEIS alternative for each waste stream. Key assumptions in the development of the source terms are identified. The appendices identify the potential atmospheric release of each toxic chemical or radionuclide for each accident scenario studied. They also discuss specific accident analysis data and guidance used or consulted in this report.

Information is provided about the international recommendations for the safe management of disused and spent sealed radioactive sources wherein the return to the supplier or manufacturer is encouraged for large radioactive sources. The legal situation in Switzerland is described mentioning the demand of minimization of radioactive waste as well as the situation with respect to the interim storage facility at the Paul Scherrer Institute (PSI). Based on this information and on the market situation with a shortage of some medical radionuclides the management of spent sealed sources is provided. The sources are sorted according to their activity in relation to the nuclide-specific A2-value and either recycled as in the case of high active sources or conditioned as in the case for sources with lower activity. The results are presented as comparison between recycled and conditioned activity for three selected nuclides, i.e. Cs-137, Co-60 and Am-241. (author)

This report describes the current status and recent accomplishments of the Fossil Energy Waste Management (FE WM) projects sponsored by the Morgantown Energy Technology Center (METC) of the US Department of Energy (DOE). The primary goal of the Waste Management Program is to identify and develop optimal strategies to manage solid by-products from advanced coal technologies for the purpose of ensuring the competitiveness of advanced coal technologies as a future energy source. The projects in the Fossil Energy Waste Management Program are divided into three types of activities: Waste Characterization, Disposal Technologies, and Utilization Technologies. This technology status report includes a discussion on barriers to increased use of coal by-products. Also, the major technical and nontechnical challenges currently being addressed by the FE WM program are discussed. A bibliography of 96 citations and a list of project contacts is included if the reader is interested in obtaining additional information about the FE WM program.

The Global Threat Reduction Initiative's (GTRI) Offsite Source Recovery Project (OSRP) has been recovering excess and unwanted radioactive sealed sources since 1999, including more than 2,400 Plutonium (Pu)-238 sealed sources and 653 Pu-239-bearing sources that represent more than 10% of the total sources recovered by GTRI/OSRP to date. These sources have been recovered from hundreds of sites within the United States (US) and around the world. OSRP grew out of early efforts at the Los Alamos National Laboratory (LANL) to recover and disposition excess Plutonium-239 (Pu-239) sealed sources that were distributed in the 1960s and 1970s under the Atoms for Peace Program, a loan-lease program that serviced 31 countries, as well as domestic users. In the conduct of these recovery operations, GTRI/OSRP has been required to solve problems related to knowledge-of-inventory, packaging and transportation of fissile and heat-source materials, transfer of ownership, storage of special nuclear material (SNM) both at US Department of Energy (DOE) facilities and commercially, and disposal. Unique issues associated with repatriation from foreign countries, including end user agreements required by some European countries and denials of shipment, will also be discussed.

Additional technical support information is supplied concerning treatment of transuranic waste by incineration and considering the Alternative Organic Treatment option for low-level mixed waste. The latest respirable airborne release fraction values published by the US Department of Energy for use in accident analysis have been used and are included as Appendix D, where respirable airborne release fraction is defined as the fraction of material exposed to accident stresses that could become airborne as a result of the accident. A set of dominant waste treatment processes and accident scenarios was selected for a screening-process analysis. A subset of results (release source terms) from this analysis is presented.

In these fiscally-modest times, pursuing sound energy management programs can present additional challenges for energy and facility managers. The correct path to take is not always the easiest. On-site energy production, known as distributed energy resources (DER), offers consumers many benefits, such as bill savings and predictability, improved system efficiency, improved reliability, control over power quality, and in many cases, greener electricity. Additionally, DER systems can benefit electric utilities by reducing congestion on the grid, reducing the need for new generation and transmission capacity, and offering ancillary services such as voltage support and emergency demand response. Local aggregations of distributed energy resources (DER) that may include active control of on-site end-use energy devices can be called microgrids. Microgrids require control to ensure safe operation and to make dispatch decisions that achieve system objectives such as cost minimization, reliability, efficiency and emissions requirements, while abiding by system constraints and regulatory rules. This control is performed by an energy manager (EM). Preferably, an EM will achieve operation reasonably close to the attainable optimum, it will do this by means robust to deviations from expected conditions, and it will not itself incur insupportable capital or operation and maintenance costs. Also, microgrids can include supervision over end-uses, such as curtailing or rescheduling certain loads. By viewing a unified microgrid as a system of supply and demand, rather than simply a system of on-site generation devices, the benefits of integrated supply and demand control can be exploited, such as economic savings and improved system energy efficiency.

This report summarizes the results of a broad review and analysis of the commercialization potential for eight emerging sources of energy: tight gas sands; heavy oil; methane from geopressured aquifers; oil shale; enhanced oil recovery; advanced coal mining technologies; and underground coal gasification. Each source of energy or technology was evaluated with respect to six factors affecting commercialization: size and characteristics of resource; technical and economic performance; relevant energy market growth rates; logistical considerations; development lead times; and regulatory and institutional factors. The evaluation was based on a review of existing literature, extensive interviews with industry experts and Booz-Allen and Hamilton's overall assessment of the degree to which these factors would constrain commercial development. In addition estimates were made of supply potential from each emerging energy. This report summarizes Booz Allen's findings with respect to these factors.

Battery powered transmitters face energy constraint, replenishing their energy by a renewable energy source (like solar or wind power) can lead to longer lifetime. We consider here the problem of finding the optimal power allocation under random channel conditions for a wireless transmitter, such that rate of information transfer is maximized. Here a rechargeable battery, which is periodically charged by renewable source, is used to power the transmitter. All of above is formulated as a Markov Decision Process. Structural properties like the monotonicity of the optimal value and policy derived in this paper will be of vital importance in understanding the kind of algorithms and approximations needed in real-life scenarios. The effect of curse of dimensionality which is prevalent in Dynamic programming problems can thus be reduced. We show our results under the most general of assumptions.

Kansas produces both conventional energy (oil, gas, and coal) and nonconventional (coalbed gas, wind, hydropower, nuclear, geothermal, solar, and biofuels) and ranks the 22nd in state energy production in the U.S. Nonrenewable conventional petroleum is the most important energy source with nonrenewable, nonconventional coalbed methane gas becoming increasingly important. Many stratigraphic units produce oil and/or gas somewhere in the state with the exception of the Salina Basin in north-central Kansas. Coalbed methane is produced from shallow wells drilled into the thin coal units in southeastern Kansas. At present, only two surface coal mines are active in southeastern Kansas. Although Kansas has been a major exporter of energy in the past (it ranked first in oil production in 1916), now, it is an energy importer.

The Urban Consortium Energy Task Force pioneers energy and environmental solutions for US cities and counties. When local officials participate in the task force, they open the door to many resources for their communities. The US is entering a period of renewed interest in energy management. Improvements in municipal energy management allow communities to free up energy operating funds to meet other needs. These improvements can even keep energy dollars in the community through the purchase of services and products used to save energy. With this idea in mind, the US Department of Energy Municipal Energy Management Program has funded more than 250 projects that demonstrate innovative energy technologies and management tools in cities and counties through the Urban Consortium Energy Task Force (UCETF). UCETF helps the US Department of Energy foster municipal energy management through networks with cities and urbanized counties and through links with three national associations of local governments. UCETF provides funding for projects that demonstrate innovative and realistic technologies, strategies, and methods that help urban America become more energy efficient and environmentally responsible. The task force provides technical support to local jurisdictions selected for projects. UCETF also shares information about successful energy management projects with cities and counties throughout the country via technical reports and project papers. The descriptions included here capsulize a sample of UCETF`s demonstration projects around the country.

This volume examines the economic, political, and social implications of the oil-dependence dilemma facing the United States. Most of the contributors are energy consultants in the public or private sector. Their analyses of the changing oil situation and its impact on other energy policies reflect either an international, national, or regional perspective with a unique combination of pragmatic insights and academic analyses of these complex issues. While examining the various aspects of the energy dependence dilemma presented here, one critical theme will probably recur to the reader. That is, given the inadequate nature of the US response to the 1973 and 1979 shortfalls in foreign oil supplies, how will we manage the projected future shortages in foreign oil supplies. The 18 papers of this volume were presented at a conference at Los Angeles in July 1980 and cosponsored by the University of Southern California and the California Energy Commission; a separate abstract was prepared for each paper. The decreasing availability of fossil fuels emphasizes the need to develop systems which will produce synthetic fuel to substitute for and supplement the natural supply. An important first step in the synthesis of liquid and gaseous fuels is the production of hydrogen. Thermonuclear fusion offers an inexhaustible source of energy for the production of hydrogen from water. Depending on design, electric generation efficiencies of approx. 40 to 60% and hydrogen production efficiencies by high temperature electrolysis of approx. 50 to 70% are projected for fusion reactors using high temperature blankets. Fusion/coal symbiotic systems appear economically promising for the first generation of commercial fusion synfuels plants. Coal production requirements and the environmental effects of large-scale coal usage would be greatly reduced by a fusion/coal system. In the long term, there could be a gradual transition to an inexhaustible energy system based solely on fusion.

Energy Recovery Linacs are being considered for applications in present and future light sources. ERLs take advantage of the continuous operation of superconducting rf cavities to accelerate high average current beams with low losses. The electrons can be directed through bends, undulators, and wigglers for high brightness x ray production. They are then decelerated to low energy, recovering power so as to minimize the required rf drive and electrical draw. When this approach is coupled with advanced continuous wave injectors, very high power, ultra-short electron pulse trains of very high brightness can be achieved. This paper will review the status of worldwide programs and discuss the technology challenges to provide such beams for photon production.

Smart Energy Management of Multiple Full Cell Powered Applications

In this research project the University of South Alabama research team has been investigating smart energy management and control of multiple fuel cell power sources when subjected to varying demands of electrical and thermal loads together with demands of hydrogen production. This research has focused on finding the optimal schedule of the multiple fuel cell power plants in terms of electric, thermal and hydrogen energy. The optimal schedule is expected to yield the lowest operating cost. Our team is also investigating the possibility of generating hydrogen using photoelectrochemical (PEC) solar cells through finding materials for efficient light harvesting photoanodes. The goal is to develop an efficient and cost effective PEC solar cell system for direct electrolysis of water. In addition, models for hydrogen production, purification, and storage will be developed. The results obtained and the data collected will be then used to develop a smart energy management algorithm whose function is to maximize energy conservation within a managed set of appliances, thereby lowering O/M costs of the Fuel Cell power plant (FCPP), and allowing more hydrogen generation opportunities. The Smart Energy Management and Control (SEMaC) software, developed earlier, controls electrical loads in an individual home to achieve load management objectives such that the total power consumption of a typical residential home remains below the available power generated from a fuel cell. In this project, the research team will leverage the SEMaC algorithm developed earlier to create a neighborhood level control system.

Peat as an alternaive energy source

Peat remains a virtually unexploited energy source in the US in spite of large resources and a long history of use as a fuel in other countries. Areas that lack other fossil fuels are often the site of large peat lands. US resources are estimated at 1443 quadrillion Btus, with over half located in Alaska outside the permanent frostline. The Soviet Union, with over four times the US resource, is the largest commercial user. Harvesting techniques include dry and wet methods that utilize both thermal and mechanical dewatering. Peat is well suited for gasification by several processes, including the PEAT GAS process now being tested. Harvested peatlands can be made into productive farm and forest land if proper techniques are used to preserve water and air quality. (DCK)

The radioactive materials in ''public'' locations are typically contained in small, stainless steel capsules known as sealed radiation sources (RS). These capsules seal in the radioactive materials, but not the radiation, because it is the radiation that is needed for a wide variety of applications at hospitals, medical clinics, manufacturing plants, universities, construction sites, and other facilities in the public sector. Radiation sources are readily available, and worldwide there are hundreds of thousands of RS. The IMPRSS Project is a cooperative development between the Egyptian Atomic Energy Authority (EAEA), Egyptian Ministry of Health (MOH), Sandia National Laboratories (SNL), New Mexico Tech University (NMT), and Agriculture Cooperative Development International (ACDI/VOCA). Energy resource management for energy-intensive manufacturing industries

A program to introduce energy resource management into an energy-intensive manufacturing industry is presented. The food industry (SIC No. 20) was chosen and 20 companies were selected for interviews, but thirteen were actually visited. The methodology for this program is detailed. Reasons for choosing the food industry are described. The substance of the information gained and the principal conclusions drawn from the interviews are given. Results of the model Energy Resource Management Plan applied to three companies are compiled at length. Strategies for dissemination of the information gained are described. (MCW)

FEMP (Federal Energy Management Program) presents alternative financing guidance memoranda

Utility financing of energy efficient measures becomes easier to accomplish with the two new alternative financing guidance memoranda, released April 17, 1998, that address the use of utility incentives for Federal facilities. The memoranda have been approved by the Alternative Financing Guidance Committee on the Interagency Energy Management Task Force. The memoranda include: (1) Policy Statement No. 001: Authority to Sole Source Utility Service Contracts as Referenced in Section 152 of the Energy Policy Act (EPACT) of 1992; and (2) Policy Statement No. 002: Congressional Notification for Utility Projects Under the Authority of Section 152 of the Energy Policy Act (EPACT) of 1992. The purpose for developing the financing memoranda was to address specific issues within current Federal procurement regulations that require clarification or guidance. This new guidance will allow for increased use of utility incentives as a means of financing energy efficient and life cycle cost-effective projects in Federal facilities.

This paper provides some guidance to assist plant managers and engineers in managing their light energy problems. Incandescent, flourescent, and high-intensity discharge lamps are compared. Flourescent is still predominant, incandescent is not recommended-and HID is rapidly gaining favor. Lamp life and lumen depreciation must be determined. Light loss factors which are not recoverable are: luminaire ambient temperature, voltage to the luminaire, ballast factor, and luminaire surface dirt depreciation. Light loss factors which can be recovered by plant maintainence are: room surface dirt depreciation, lamp failures, lamp lumen depreciation, and luminaire dirt depreciation. A method to determine the savings that may result from group relamping versus spot replacement is given. Finally, energy management steps, to maximize performance, are listed.

The Eighteenth Annual Illinois Energy Conference entitled ``Energy Aspects of Solid Waste Management`` was held in Chicago, Illinois on October 29--30, 1990. The conference program was developed by a planning committee that drew upon Illinois energy and environmental specialists from the major sectors including energy industries, environmental organizations, research universities, utility companies, federal, state and local government agencies, and public interest groups. Within this framework, the committee identified a number of key topic areas surrounding solid waste management in Illinois which were the focus of the conference. These issues included: review of the main components of the solid waste cycle in the Midwest and what the relative impact of waste reduction, recycling, incineration and land disposal might be on Illinois` and the Midwest`s solid waste management program. Investigation of special programs in the Midwest dealing with sewage sludge, combustion residuals and medical/infectious wastes. Review of the status of existing landfills in Illinois and the Midwest and an examination of the current plans for siting of new land disposal systems. Review of the status of incinerators and waste-to-energy systems in Illinois and the Midwest, as well as an update on activities to maximize methane production from landfills in the Midwest.

In this paper, we consider the problem of optimal demand response and energy storage management for a power consuming entity. The entity's objective is to find an optimal control policy for deciding how much load to consume, how much power to purchase from/sell to the power grid, and how to use the finite capacity energy storage device and renewable energy, to minimize his average cost, being the disutility due to load- shedding and cost for purchasing power. Due to the coupling effect of the finite size energy storage, such problems are challenging and are typically tackled using dynamic programming, which is often complex in computation and requires substantial statistical information of the system dynamics. We instead develop a low-complexity algorithm called Demand Response with Energy Storage Management (DR-ESM). The purpose of this program s to meet the policy and objectives for the management and performance of cost-effective maintenance and repair of the National Synchrotron Light Source, as required by the US Department of Energy order DOE 433O.4A. It is the DOE`s policy that: The maintenance management program for the NSLS be consistent with this Order and that NSLS property is maintained in a manner which promotes operational safety, worker health, environmental protection and compliance, property preservation, and cost-effectiveness while meeting the NSLS`s programmatic mission. Structures, components and systems (active and passive) that are imporant to safe operation of the NSLS shall be subject to a maintenance program to ensure that they meet or exceed their design requirements throughout the life of the NSLS. Periodic examination of structures, systems components and equipment be performed to determine deterioration or technical obsolescence which may threaten performance and/or safety. Primary responsibility, authority, and accountability for the direction and management of the maintenance program at the NSLS reside with the line management assigned direct programmatic responsibility. Budgeting and accounting for maintenance programs are consistent with DOE Orders guidance.

Bioenergy in Energy Transformation and Climate Management

Unlike fossil fuels, biomass is a renewable resource that can sequester carbon during growth, be converted to energy, and then re-grown. Biomass is also a flexible fuel that can service many end-uses. This paper explores the importance of bioenergy to potential future energy transformation and climate change management. Using a model comparison of fifteen models, we characterize and analyze future dependence on, and the value of, bioenergy in achieving potential long-run climate objectives—reducing radiative forcing to 3.7 and 2.8 W/m2 in 2100 (approximately 550 and 450 ppm carbon dioxide equivalent atmospheric concentrations). Model scenarios project, by 2050, bioenergy growth of 2 to 10% per annum reaching 5 to 35 percent of global primary energy, and by 2100, bioenergy becoming 15 to 50 percent of global primary energy. Non-OECD regions are projected to be the dominant suppliers of biomass, as well as consumers, with up to 35 percent of regional electricity from biopower by 2050, and up to 70 percent of regional liquid fuels from biofuels by 2050. Bioenergy is found to be valuable to many models with significant implications for mitigation costs and world consumption. The availability of bioenergy, in particular biomass with carbon dioxide capture and storage (BECCS), notably affects the cost-effective global emissions trajectory for climate management by accommodating prolonged near-term use of fossil fuels. We also find that models cost-effectively trade-off land carbon and nitrous oxide emissions for the long-run climate change management benefits of bioenergy. Overall, further evaluation of the viability of global large-scale bioenergy is merited.

In the present work, an alternative interpretation of the source of accelerated expansion of the Universe is suggested. A probable candidate is the interaction between the quantum spin of a moving particle and the torsion of space-time, produced by the background gravitational field of the Universe. This interaction has been suggested by the author in a previous work, with some experimental and observational evidences for its existence. It has been shown that this interaction gives rise to a repulsive force. The accelerated expansion of the Universe may give a further evidence on the existence of this interaction on the cosmological scale.

This project describes the electricity demand and energy consumption management system and its application to the Smelter Plant of Southern Peru. It is composted of an hourly demand-forecasting module and of a simulation component for a plant electrical system. The first module was done using dynamic neural networks, with backpropagation training algorithm; it is used to predict the electric power demanded every hour, with an error percentage below of 1%. This information allows management the peak demand before this happen, distributing the raise of electric load to other hours or improving those equipments that increase the demand. The simulation module is based in advanced estimation techniques, such as: parametric estimation, neural network modeling, statistic regression and previously developed models, which simulates the electric behavior of the smelter plant. It is the policy of the Department of Energy (DOE) that sustainable energy and transportation fuels management will be integrated into DOE operations to meet obligations under Executive Order (EO) 13423 "Strengthening Federal Environmental, Energy, and Transportation Management," the Instructions for Implementation of EO 13423, as well as Guidance Documents issued in accordance thereto and any modifcations or amendments that may be issued from time to time. In furtherance of this obligation, DOE established strategic performance-based energy and transportation fuels goals and strategies through the Transformational Energy Action Management (TEAM) Initiative, which were incorporated into DOE Order 430.2B "Departmental Energy, Renewable energy, and Transportation Management" and were also identified in DOE Order 450.1A, "Environmental Protection Program." These goals and accompanying strategies are to be implemented by DOE sites through the integration of energy and transportation fuels management into site Environmental Management Systems (EMS).

Multicusp ion sources are capable of producing ions with low axial energy spread which are necessary in applications such as ion projection lithography (IPL) and radioactive ion beam production. The addition of a radially extending magnetic filter consisting of a pair of permanent magnets to the multicusp source reduces the energy spread considerably due to the improvement in the uniformity of the axial plasma potential distribution in the discharge region. A coaxial multicusp ion source designed to further reduce the energy spread utilizes a cylindrical magnetic filter to achieve a more uniform axial plasma potential distribution. The coaxial magnetic filter divides the source chamber into an outer annular discharge region in which the plasma is produced and a coaxial inner ion extraction region into which the ions radially diffuse but from which ionizing electrons are excluded. The energy spread in the coaxial source has been measured to be 0.6 eV. Unlike other ion sources, the coaxial source has the capability of adjusting the radial plasma potential distribution and therefore the transverse ion temperature (or beam emittance).

Methods for point source analysis in high energy neutrino telescopes

Neutrino telescopes are moving steadily toward the goal of detecting astrophysical neutrinos from the most powerful galactic and extragalactic sources. Here we describe analysis methods to search for high energy point-like neutrino sources using detectors deep in the ice or sea. We simulate an ideal cubic kilometer detector based on real world performance of existing detectors such as AMANDA, IceCube, and ANTARES. An unbinned likelihood ratio method is applied, making use of the point spread function and energy distribution of simulated neutrino signal events to separate them from the background of atmospheric neutrinos produced by cosmic ray showers. The unbinned point source analyses are shown to perform better than binned searches and, depending on the source spectral index, the use of energy information is shown to improve discovery potential by almost a factor of two.

Imaging of granular sources in high energy heavy ion collisions

We investigate the source imaging for a granular pion-emitting source model in high energy heavy ion collisions. The two-pion source functions of the granular sources exhibit a two-tiered structure. Using a parametrized formula of granular two-pion source function, we examine the two-tiered structure of the source functions for the imaging data of Au+Au collisions at Alternating Gradient Synchrotron (AGS) and Relativistic Heavy Ion Collider (RHIC). We find that the imaging technique introduced by Brown and Danielewicz is suitable for probing the granular structure of the sources. Our data-fitting results indicate that there is not visible granularity for the sources at AGS energies. However, the data for the RHIC collisions with the selections of $40 < {\\rm centrality} < 90%$ and $0.20source has more parameters than the simple Gaussian, hence can describe more complicated shapes.

The current military surplus of napalm should be viewed as an energy source rather than as hazardous waste. The energy content of this resource is too valuable to waste. There are at present significant problems to be overcome both scientifically and politically before this material can be used as an energy source. Scientific problems include solubility in a proper fuel matrix, methods to ensure complete combustion, and safety in transportation and handling. Energy management systems (EMS) which serve a variety of building functions are a complex combination of hardware and software. The design of the system is a trade-off between different characteristics including functions performed, number of connected points, cost, compatibility with other systems, reliability and flexibility. The functions performed by the EMS vary significantly with respect to complexity, interaction and rate of response required. The majority of functions interact either directly or indirectly with each other. The data required to support EMS functions can be classed as status, control, qualifying and informational. The amount of data required is extensive and must be brought together in many combinations to achieve the desired performance. The transfer of data is carried out by a communication system which connects the components of the EMS. The communication requirements, in addition to functional performance, are influenced by the application flexibility desired and the level of distribution of the system. Three general distribution levels are centralized, status and control decentralized, and functionally decentralized. The ability of the EMS of one manufacturer to interact effectively with EMS components or complete systems of other manufacturers is limited by the respective selections for data structures, communication methods and level of distribution. In general, the unique selection of characteristics chosen by each manufacturer precludes the integration of energy management system components of different manufacturers unless details of implementation are known.

We consider the performance modeling and evaluation of network systems powered with renewable energy sources such as solar and wind energy. Such energy sources largely depend on environmental conditions, which are hard to predict accurately. As such, it may only make sense to require the network systems to support a soft quality of service (QoS) guarantee, i.e., to guarantee a service requirement with a certain high probability. In this paper, we intend to build a solid mathematical foundation to help better understand the stochastic energy constraint and the inherent correlation between QoS and the uncertain energy supply. Geothermal, an alternate energy source for power generation

The economic development of nations depends on an escalating use of energy sources. With each passing year the dependence increases, reaching a point where the world will require, in the next six years, a volume of energetics equal to that consumed during the last hundred years. Statistics show that in 1982 about 70% of the world's energy requirements were supplied by oil, natural gas and coal. The remaining 30% came from other sources such as nuclear energy, hydroelectricity, and geothermal. In Mexico the situation is more extreme. For the same year (1982) 85% of the total energy consumed was supplied through the use of hydrocarbons, and only 15% through power generated by the other sources of electricity. Of the 15%, 65% used hydrocarbons somewhere in the power generation system. Geothermal is an energy source that can help solve the problem, particularly in Mexico, because the geological and structural characteristics of Mexico make it one of the countries in the world with a tremendous geothermal potential. The potential of geothermal energy for supplying part of Mexico's needs is discussed.

A compact, versatile low-energy electron beam ion source

A new compact Electron Beam Ion Source, the Dresden EBIT-LE, is introduced as an ion source working at low electron beam energies. The EBIT-LE operates at an electron energy ranging from 100 eV to some keV and can easily be modified to an EBIT also working at higher electron beam energies of up to 15 keV. We show that, depending on the electron beam energy, electron beam currents from a few mA in the low-energy regime up to about 40 mA in the high-energy regime are possible. Technical solutions as well as first experimental results of the EBIT-LE are presented. In ion extraction experiments, a stable production of low and intermediate charged ions at electron beam energies below 2 keV is demonstrated. Furthermore, X-ray spectroscopy measurements confirm the possibility of using the machine as a source of X-rays from ions excited at low electron energies.

Reserves, characteristics, energetics, chemistry, and technology of Israeli oil shales are described. Oil shale is the only source of energy and the only organic natural resource in Israel. Its reserves of about 12 billion tons will be enough to meet Israel`s requirements for about 80 years. The heating value of the oil shale is 1,150 kcal/kg, oil yield is 6%, and sulfur content of the oil is 5--7%. A method of oil shale processing, providing exhaustive utilization of its energy and chemical potential, developed in the Technion, is described. The principal feature of the method is a two-stage pyrolysis of the oil shale. As a result, gas and aromatic liquids are obtained. The gas may be used for energy production in a high-efficiency power unit, or as a source for chemical synthesis. The liquid products can be an excellent source for production of chemicals.

The second article [2] serves as a basic reference for building control system (BCS) networking fundamentals and includes an assessment of current approaches to open communications. The third article [3] evaluated several products that exemplify the current state of practice in EMCIS. It is important for energy managers in the Federal sector to have a high level of knowledge and understanding of these complex energy management systems. Compact, energy EFFICIENT neutron source: enabling technology for various applications

A novel neutron source comprising of a deuterium beam (energy of about 100 KeV) injected into a tube filled with tritium gas and/or tritium plasma that generates D-T fusion reactions, whose products are 14.06 MeV neutrons and 3.52 MeV alpha particles, is described. At the opposite end of the tube, the energy of deuterium ions that did not interact is recovered. Beryllium walls of proper thickness can be utilized to absorb 14 MeV neutrons and release 2-3 low energy neutrons. Each ion source and tube forms a module. Larger systems can be formed from multiple units. Unlike currently proposed methods, where accelerator-based neutron sources are very expensive, large, and require large amounts of power for operation, this neutron source is compact, inexpensive, easy to test and to scale up. Among possible applications for this neutron source concept are sub-critical nuclear breeder reactors and transmutation of radioactive waste.
