Industry utilizes very complex systems, consisting of equipment and their human interface, which are organized to meet the production needs of the business. Effective and sustainable energy efficiency programs in an industrial setting require a systems approach to optimize the integrated whole while meeting primary business requirements. Companies that treat energy as a manageable resource and integrate their energy program into their management practices have an organizational context to continually seek opportunities for optimizing their energy use. The purpose of an energy management system standard is to provide guidance for industrial and commercial facilities to integrate energy efficiency into their management practices, including fine-tuning production processes and improving the energy efficiency of industrial systems. The International Organization for Standardization (ISO) has identified energy management as one of its top five priorities for standards development. The new ISO 50001 will establish an international framework for industrial, commercial, or institutional facilities, or entire companies, to manage their energy, including procurement and use. This standard is expected to achieve major, long-term increases in energy efficiency (20percent or more) in industrial, commercial, and institutional facilities and to reduce greenhouse gas (GHG) emissions worldwide.This paper describes the impetus for the international standard, its purpose, scope and significance, and development progress to date. A comparative overview of existing energy management standards is provided, as well as a discussion of capacity-building needs for skilled individuals to assist organizations in adopting the standard. Finally, opportunities and challenges are presented for implementing ISO 50001 in emerging economies and developing countries.

The U.S. pharmaceutical industry consumes almost $1 billion in energy annually. Energy efficiency improvement is an important way to reduce these costs and to increase predictable earnings, especially in times of high energy price volatility. There are a variety of opportunities available at individual plants in the U.S. pharmaceutical industry to reduce energy consumption in a cost-effective manner. This Energy Guide discusses energy efficiency practices and energy efficient technologies that can be implemented at the component, process, system, and organizational levels. A discussion of the trends, structure, and energy consumption characteristics of the U.S. pharmaceutical industry is provided along with a description of the major process steps in the pharmaceutical manufacturing process. Expected savings in energy and energy-related costs are given for many energy efficiency measures, based on case study data from real-world applications in pharmaceutical and related facilities worldwide. Typical measure payback periods and references to further information in the technical literature are also provided, when available. The information in this Energy Guide is intended to help energy and plant managers reduce energy consumption in a cost-effective manner while meeting regulatory requirements and maintaining the quality of products manufactured. At individual plants, further research on the economics of the measures?as well as their applicability to different production practices?is needed to assess potential implementation of selected technologies.

The U.S. glass industry is comprised of four primary industry segments--flat glass, container glass, specialty glass, and fiberglass--which together consume $1.6 billion in energy annually. On average, energy costs in the U.S. glass industry account for around 14 percent of total glass production costs. Energy efficiency improvement is an important way to reduce these costs and to increase predictable earnings, especially in times of high energy price volatility. There is a variety of opportunities available at individual plants in the U.S. glass industry to reduce energy consumption in a cost-effective manner. This Energy Guide discusses energy efficiency practices and energy-efficient technologies that can be implemented at the component, process, system, and organizational levels. The cost of energy as part of the total production costs in the cement industry is significant, warranting attention for energy efficiency to improve the bottom line. Historically, energy intensity has declined, although more recently energy intensity seems to have stabilized with the gains. Coal and coke are currently the primary fuels for the sector, supplanting the dominance of natural gas in the 1970s. Most recently, there is a slight increase in the use of waste fuels, including tires. Between 1970 and 1999, primary physical energy intensity for cement production dropped 1 percent/year from 7.3 MBtu/short ton to 5.3 MBtu/short ton. Carbon dioxide intensity due to fuel consumption and raw material calcination dropped 16 percent, from 609 lb. C/ton of cement (0.31 tC/tonne) to 510 lb. C/ton cement (0.26 tC/tonne). Despite the historic progress, there is ample room for energy efficiency improvement. The relatively high share of wet-process plants (25 percent of clinker production in 1999 in the U.S.) suggests the existence of a considerable potential, when compared to other industrialized countries. We examined over 40 energy efficient technologies and measures and estimated energy savings, carbon dioxide savings, investment costs, and operation and maintenance costs for each of the measures. The report describes the measures and experiences of cement plants around the wold with these practices and technologies. Substantial potential for energy efficiency improvement exists in the cement industry and in individual plants. A portion of this potential will be achieved as part of (natural) modernization and expansion of existing facilities, as well as construction of new plants in particular regions. Still, a relatively large potential for improved energy management practices exists.

More than fifteen years after the launch of programs in theU.K. and U.S., industry still offers one of the largest opportunities forenergy savings worldwide. The International Energy Agency (IEA) estimatesthe savings potential from cost-optimization of industrial motor-drivensystems alone at 7 percent of global electricity use. The U.S. Departmentof Energy (USDOE) Industrial Technologies Program estimates 7 percentsavings potential in total US industrial energy use through theapplication of proven best practice. Simple paybacks for these types ofprojects are frequently two years or less. The technology required toachieve these savings is widely available; the technical skills requiredto identify energy saving opportunities are known and transferable.Although programs like USDOE's Best Practices have been highlysuccessful, most plants, as supported by 2002 MECS data, remain eitherunaware or unmotivated to improve their energy efficiency--as evidencedby the 98 percent of US industrial facilities reporting to MECS say thatthey lack a full-time energy manager. With the renewed interest in energyefficiency worldwide and the emergence of carbon trading and newfinancial instruments such as white certificates1, there is a need tointroduce greater transparency into the way that industrial facilitiesidentify, develop, and document energy efficiency projects. Historically,industrial energy efficiency projects have been developed by plantengineers, frequently with assistance from consultants and/or supplierswith highly specialized technical skills. Under this scenario,implementation of energy efficiency improvements is dependent onindividuals. These individuals typically include "champions" within anindustrial facility or corporation, working in cooperation withconsultants or suppliers who have substantial knowledge based on years ofexperience. This approach is not easily understood by others without thisspecialized technical knowledge, penetrates the market fairly slowly, andhas no assurance of persistence, since champions may leave the company orbe reassigned after project completion.This paper presents an alternatescenario that builds on the body of expert knowledge concerning energymanagement best practices and the experience of industrial champions toengage industry in continuous energy efficiency improvement at thefacility rather than the individual level. Under this scenario,standardized methodologies for applying and validating energy managementbest practices in industrial facilities will be developed through aconsensus process involving both plant personnel and specializedconsultants and suppliers. The resulting protocols will describe aprocess or framework for conducting an energy savings assessment andverifying the results that will be transparent to policymakers, managers,and the financial community, and validated by a third-party organization.Additionally, a global dialogue is being initiated by the United NationsIndustrial Development Organization (UNIDO) concerning the development ofan international industrial energy management standard that would be ISOcompatible. The proposed scenario will combine the resulting standardwith the best practice protocols for specific energy systems (i.e.,steam, process heating, compressed air, pumping systems, etc.) to formthe foundation of a third party, performance-based certification programfor the overall industrial facility that is compatible with existingmanagement systems, including ISO 9001:2000, 14001:2004 and 6 Sigma. Thelong term goal of this voluntary, industry designed certification programis to develop a transparent, globally accepted system for validatingenergy efficiency projects and management practices. This system wouldcreate a verified record of energy savings with potential market valuethat could be recognized among sectors and countries.

Energy Management in Small Commercial Buildings: A Look at How HVAC Contractors Can Deliver Energy Efficiency to this Segment

While buildings smaller than 50,000 sq ft account for nearly half of the energy used in US commercial buildings, energy efficiency programs to-date have primarily focused on larger buildings. Interviews with stakeholders and a review of the literature indicate interest in energy efficiency from the small commercial building sector, provided solutions are simple and low-cost. An approach to deliver energy management to small commercial buildings via HVAC contractors and preliminary demonstration findings are presented. The energy management package (EMP) developed includes five technical elements: benchmarking and analysis of monthly energy use; analysis of interval electricity data (if available), a one-hour onsite walkthrough, communication with the building owner, and checking of results. This data-driven approach tracks performance and identifies low-cost opportunities, using guidelines and worksheets for each element to streamline the delivery process and minimize the formal training required. This energy management approach is unique from, but often complementary to conventional quality maintenance or retrofit-focused programs targeting the small commercial segment. Because HVAC contractors already serve these clients, the transaction cost to market and deliver energy management services can be reduced to the order of hundreds of dollars per year. This business model, outlined briefly in this report, enables the offering to benefit the contractor and client even at the modest expected energy savings in small buildings. Results from a small-scale pilot of this approach validated that the EMP could be delivered by contractors in 4-8 hours per building per year, and that energy savings of 3-5percent are feasible through this approach.

In our report on Management of the Department's Data Centers at Contractor Sites (DOE/IG-0803, October 2008) we concluded that the Department of Energy had not always improved the efficiency of its contractor data centers even when such modifications were possible and practical. Despite its recognized energy conservation leadership role, the Department had not always taken advantage of opportunities to reduce energy consumption associated with its information technology resources. Nor, had it ensured that resources were managed in a way that minimized impact on the environment. In particular: (1) The seven Federal and contractor sites included in our review had not fully reduced energy consumption through implementation of power management settings on their desktop and laptop computers; and, as a consequence, spent $1.6 million more on energy costs than necessary in Fiscal Year 2008; (2) None of the sites reviewed had taken advantage of opportunities to reduce energy consumption, enhance cyber security, and reduce costs available through the use of techniques, such as 'thin-client computing' in their unclassified environments; and, (3) Sites had not always taken the necessary steps to reduce energy consumption and resource usage of their data centers, such as identifying and monitoring the amount of energy used at their facilities. We concluded that Headquarters programs offices (which are part of the Department of Energy's Common Operating Environment) as well as field sites had not developed and/or implemented policies and procedures necessary to ensure that information technology equipment and supporting infrastructure was operated in an energy-efficient manner and in a way that minimized impact on the environment. For example, although required by the Department, sites had not enabled computer equipment power management features designed to reduce energy consumption. In addition, officials within Headquarters programs and at the sites reviewed had not effectively monitored performance or taken steps to fully evaluate available reductions in energy usage at their facilities. Without improvements, the Department will not be able to take advantage of opportunities to reduce energy consumption and realize cost savings of nearly $23 million over the next five years at just the seven sites reviewed. We noted that the potential for reduced energy consumption at these sites alone was equivalent to the annual power requirements of over 2,400 homes or, alternatively, removing about 3,000 cars from the road each year. Many of the available energy reduction strategies, such as fully utilizing energy-efficient settings on the many computers used by the Department and its contractors, are 'low hanging fruit' in that they will provide immediate tangible energy savings at little or no cost. Others, such as a shift to thin-client computing, an environment that transfers the processing capabilities from an individual's desk to a shared server environment, will require some level of investment which can, based on available literature, be successfully recovered through reduced acquisition and support costs. Office of Legacy Management: A High Performing Organization Effectively and Efficiently Managing the Department of Energy's Legacy Responsibilities

The U.S. Department of Energy (DOE) Office of Legacy Management (LM) is a designated high performing organization (HPO) that currently manages about 80 legacy sites across the country. LM achieved its HPO status through efforts that included reducing federal staffing levels by staff reassignment rather than reduction in force, reassigning federal staff to locations closer to the sites for which they are responsible, maintaining a higher-than-average diversity level, and reducing program direction requirements. The HPO achievement will save taxpayers about $15 million over 5 years; at the same time, LM will increase its program responsibilities and its efficiency of operations. The increased program responsibilities include managing over 100,000 cubic feet of physical records and 6 tera-bytes of electronic information, managing contractor pension plans and other long-term benefits, monitoring formerly contaminated sites to verify that remediation continues to be protective of human health and the environment, accepting new sites as they transfer into LM, and effecting the transfer or beneficial reuse of sites that no longer support an ongoing DOE mission. A Measurement Management Technology for Improving Energy Efficiency in Data Centers and Telecommunication Facilities

Data center (DC) electricity use is increasing at an annual rate of over 20% and presents a concern for the Information Technology (IT) industry, governments, and the society. A large fraction of the energy use is consumed by the compressor cooling to maintain the recommended operating conditions for IT equipment. The most common way to improve the DC efficiency is achieved by optimally provisioning the cooling power to match the global heat dissipation in the DC. However, at a more granular level, the large range of heat densities of today's IT equipment makes the task of provisioning cooling power optimized to the level of individual computer room air conditioning (CRAC) units much more challenging. Distributed sensing within a DC enables the development of new strategies to improve energy efficiency, such as hot spot elimination through targeted cooling, matching power consumption at rack level with workload schedule, and minimizing power losses. The scope of Measurement and Management Technologies (MMT) is to develop a software tool and the underlying sensing technology to provide critical decision support and control for DC and telecommunication facilities (TF) operations. A key aspect of MMT technology is integration of modeling tools to understand how changes in one operational parameter affect the overall DC response. It is demonstrated that reduced ordered models for DC can generate, in less than 2 seconds computational time, a three dimensional thermal model in a 50 kft{sup 2} DC. This rapid modeling enables real time visualization of the DC conditions and enables 'what if' scenarios simulations to characterize response to 'disturbances'. One such example is thermal zone modeling that matches the cooling power to the heat generated at a local level by identifying DC zones cooled by a specific CRAC. Turning off a CRAC unit can be simulated to understand how the other CRAC utilization changes and how server temperature responds. Several new sensing technologies were added to the existing MMT platform: (1) air contamination (corrosion) sensors, (2) power monitoring, and (3) a wireless environmental sensing network. All three technologies are built on cost effective sensing solutions that increase the density of sensing points and enable high resolution mapping of DCs. The wireless sensing solution enables Air Conditioning Unit (ACU) control while the corrosion sensor enables air side economization and can quantify the risk of IT equipment failure due to air contamination. Validation data for six test sites demonstrate that leveraging MMT energy efficiency solutions combined with industry best practices results in an average of 20% reduction in cooling energy, without major infrastructure upgrades. As an illustration of the unique MMT capabilities, a data center infrastructure efficiency (DCIE) of 87% (industry best operation) was achieved. The technology is commercialized through IBM System and Technology Lab Services that offers MMT as a solution to improve DC energy efficiency. Estimation indicates that deploying MMT in existing DCs can results in an 8 billion kWh savings and projection indicates that constant adoption of MMT can results in obtainable savings of 44 billion kWh in 2035. Negotiations are under way with business partners to commercialize/license the ACU control technology and the new sensor solutions (corrosion and power sensing) to enable third party vendors and developers to leverage the energy efficiency solutions.

Annually, breweries in the United States spend over $200 million on energy. Energy consumption is equal to 38 percent of the production costs of beer, making energy efficiency improvement an important way to reduce costs, especially in times of high energy price volatility. After a summary of the beer making process and energy use, we examine energy efficiency opportunities available for breweries. We provide specific primary energy savings for each energy efficiency measure based on case studies that have implemented the measures, as well as references to technical literature. If available, we have also listed typical payback periods. Our findings suggest that given available technology, there are still opportunities to reduce energy consumption cost-effectively in the brewing industry. Brewers value highly the quality, taste and drinkability of their beer. Brewing companies have and are expected to continue to spend capital on cost-effective energy conservation measures that meet these quality, taste and drinkability requirements. For individual plants, further research on the economics of the measures, as well as their applicability to different brewing practices, is needed to assess implementation of selected technologies.

Typical measure payback periods and references to further information in the technical literature are also provided, when available. Energy Efficiency Project Development

The International Utility Efficiency Partnerships, Inc. (IUEP) has been a leader among the industry groups that have supported voluntary initiatives to promote international energy efficiency projects and address global climate change. The IUEP maintains its leadership by both supporting international greenhouse gas (GHG) reduction projects under the auspices of the U.S. Department of Energy (DOE) and by partnering with U.S. and international organizations to develop and implement strategies and specific energy efficiency projects. The goals of the IUEP program are to (1) provide a way for U.S. industry to maintain a leadership role in international energy efficiency infrastructure projects; (2) identify international energy project development opportunities to continue its leadership in supporting voluntary market-based mechanisms to reduce GHG emissions; and (3) demonstrate private sector commitment to voluntary approaches to global climate issues. The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems. Through international cooperative efforts, the IUEP intends to strengthen partnerships for energy technology innovation and demonstration projects capable of providing cleaner energy in a cost-effective manner. As detailed in this report, the IUEP met program objectives and goals during the reporting period January 1, 2001 through December 31, 2002. At the request of the DOE, we have also included in this report additional activities during the reporting period January, 1999 through January, 2001. This additional information had been reported earlier in the Final Technical Reports that summarized activities undertaken in those earlier periods.

The motor vehicle industry in the U.S. spends about $3.6 billion on energy annually. In this report, we focus on auto assembly plants. In the U.S., over 70 assembly plants currently produce 13 million cars and trucks each year. In assembly plants, energy expenditures is a relatively small cost factor in the total production process. Still, as manufacturers face an increasingly competitive environment, energy efficiency improvements can provide a means to reduce costs without negatively affecting the yield or the quality of the product. In addition, reducing energy costs reduces the unpredictability associated with variable energy prices in today?s marketplace, which could negatively affect predictable earnings, an important element for publicly-traded companies such as those in the motor vehicle industry. In this report, we first present a summary of the motor vehicle assembly process and energy use. This is followed by a discussion of energy efficiency opportunities available for assembly plants. Where available, we provide specific primary energy savings for each energy efficiency measure based on case studies, as well as references to technical literature. If available, we have listed costs and typical payback periods. We include experiences of assembly plants worldwide with energy efficiency measures reviewed in the report. Our findings suggest that although most motor vehicle companies in the U.S. have energy management teams or programs, there are still opportunities available at individual plants to reduce energy consumption cost effectively. Further research on the economics of the measures for individual assembly plants, as part of an energy management program, is needed to assess the potential impact of selected technologies at these plants.

The U.S. fruit and vegetable processing industry--defined in this Energy Guide as facilities engaged in the canning, freezing, and drying or dehydrating of fruits and vegetables--consumes over $800 million worth of purchased fuels and electricity per year. Energy efficiency improvement isan important way to reduce these costs and to increase predictable earnings, especially in times of high energy price volatility. There are a variety of opportunities available at individual plants in the U.S. fruit and vegetable processing industry to reduce energy consumption in a cost-effective manner. This Energy Guide discusses energy efficiency practices and energy-efficient technologies that can be implemented at the component, process, facility, and organizational levels. A discussion of the trends, structure, and energy consumption characteristics of the U.S. fruit and vegetable processing industry is provided along with a description of the major process technologies used within the industry. Next, a wide variety of energy efficiency measures applicable to fruit and vegetable processing plants are described. Many measure descriptions include expected savings in energy and energy-related costs, based on case study data from real-world applications in fruit and vegetable processing facilities and related industries worldwide. Typical measure payback periods and references to further information in the technical literature are also provided, when available. Given the importance of water in fruit and vegetable processing, a summary of basic, proven measures for improving plant-level water efficiency are also provided. The information in this Energy Guide is intended to help energy and plant managers in the U.S. fruit and vegetable processing industry reduce energy and water consumption in a cost-effective manner while maintaining the quality of products manufactured. Further research on the economics of all measures--as well as on their applicability to different production practices--is needed to assess their cost effectiveness at individual plants.

Even after years of training and awareness building at thestate and national level, industrial cross-cutting systems (motor-driven,steam, process heating) continue to offer significant opportunities forenergy savings. The US Department of Energy estimates these remainingsavings at more than 7 percent of all industrial energy use. This paperpresents a different approach to promoting industrial system energyefficiency -- providing plant personnel with ready access to data uponwhich to base energy management decisions.In 2005, a Del Monte Foodsfruit processing plant in Modesto, California worked with LawrenceBerkeley National Laboratory (LBNL)to specify and purchase permanentinstrumentation for monitoring their compressed air system. This work,completed as part of a demonstration project under a State TechnologiesAdvancement Collaborative (STAC) grant, was designed to demonstrate theeffectiveness of enterprise energy management (EEM), which is predicatedon the assumption that the energy efficiency of existing, cross-cuttingindustrial systems (motor-driven, steam) can be improved by providingmanagement and operating personnel with real-time data on energy use. Theinitial STAC grant provided for the installation and some initialanalyses, but did not address the larger issue of integrating these newdata into an ongoing energy management program for the compressed airsystem.The California Energy Commission (CEC) decided to support furtheranalysis to identify potential for air system optimization. Through theCEC's Energy in Agriculture Program, a compressed air system audit wasperformed by Tom Taranto to: Measure and document the system's baselineand CASE Index of present operation; Establish methods to sustain anongoing CASE Index measure of performance; Use AIRMaster+ to analyzesupply side performance as compared to the CASE Index; Identify demandside opportunities for efficiency and performance improvement; Assesssupply / demand balance and energy reduction opportunities; Evaluate thepresent air compressor control strategy and potential improvement, andCollect data to benchmark parameters for compressed air systems atsimilar facilities.This paper addresses the benefits and limitations ofboth continuous and targeted measurement in benchmarking, optimizing, andsustaining an efficient compressed air system. Included are methods usedin applying both of these measurements to a complex industrial system.Further, this paper will describe the results of these additionalanalyses and the plant response to them.

Energy efficiency improvement and cost saving opportunities for the Corn Wet Milling Industry: An ENERGY STAR Guide for Energy and Plant Managers

Corn wet milling is the most energy intensive industry within the food and kindred products group (SIC 20), using 15 percent of the energy in the entire food industry. After corn, energy is the second largest operating cost for corn wet millers in the United States. A typical corn wet milling plant in the United States spends approximately $20 to $30 million per year on energy, making energy efficiency improvement an important way to reduce costs and increase predictable earnings, especially in times of high energy-price volatility. This report shows energy efficiency opportunities available for wet corn millers. It begins with descriptions of the trends, structure and production of the corn wet milling industry and the energy used in the milling and refining process. Specific primary energy savings for each energy efficiency measure based on case studies of plants and references to technical literature are provided. If available, typical payback periods are also listed. The report draws upon the experiences of corn, wheat and other starch processing plants worldwide for energy efficiency measures. The findings suggest that given available resources and technology, there are opportunities to reduce energy consumption cost-effectively in the corn wet milling industry while maintaining the quality of the products manufactured. Further research on the economics of the measures, as well as the applicability of these to different wet milling practices, is needed to assess the feasibility of implementation of selected technologies at individual plants.

The energy efficiency upgrades project at Hardin County General Hospital did not include research nor was it a demonstration project. The project enabled the hospital to replace outdated systems with modern efficient models. Hardin County General Hospital is a 501c3, nonprofit hospital and the sole community provider for Hardin and Pope Counties of Illinois. This project provided much needed equipment and facility upgrades that would not have been possible through locally generated funding. Task 1 was a reroofing of the hospital. The hospital architect designed the replacement to increase the energy efficiency of the hospital roof/ceiling structure. Task 2 was replacement and installation of a new more efficient CT scanner for the hospital. Included in the project was replacement of HVAC equipment for the entire radiological suite. Task 5 was a replacement and installation of a new higher capacity diesel-fueled emergency generator for the hospital replacing a 50+ year old gas-fired generator. Task 7 was the replacement of 50+ year-old walk-in cooler/freezer with a newer, energy efficient model. Task 8 was the replacement of 10+ year-old washing machines in the hospital laundry with higher capacity, energy efficient models. Task 9 was replacement of 50-year old single pane curtain window system with double-pane insulated windows. Additionally, insulation was added around ventilation systems and the curtain wall system.

The objective of this project is to reduce the fuel consumption of off-highway vehicles, specifically large tonnage mine haul trucks. A hybrid energy storage and management system will be added to a conventional diesel-electric truck that will allow capture of braking energy normally dissipated in grid resistors as heat. The captured energy will be used during acceleration and motoring, reducing the diesel engine load, thus conserving fuel. The project will work towards a system validation of the hybrid system by first selecting an energy storage subsystem and energy management subsystem. Laboratory testing at a subscale level will evaluate these selections and then a full-scale laboratory test will be performed. After the subsystems have been proven at the full-scale lab, equipment will be mounted on a mine haul truck and integrated with the vehicle systems. The integrated hybrid components will be exercised to show functionality, capability, and fuel economy impacts in a mine setting.

No maintenance -- no energy efficiency

Field investigations illustrate that it is not realistic to expect new high-tech equipment to function for a full life expectancy at high efficiency without significant operations and maintenance (O&M). A simple walk through inspection of most buildings reveals extensive equipment that is being operated on manual override, is incorrectly adjusted and operating inefficiently, or is simply inoperative. This point is illustrated with two examples at Robins Air Force Base, Georgia. The first describes development of a comprehensive, base-wide, steam trap maintenance program. The second describes a measured evaluation from a typical office building. The objective of both examples was to assess the importance of proper O&M. The proposed ``O&M First`` philosophy will result in more efficient building HVAC operation, provide improved services to the building occupants, and reduce energy consumption and unscheduled equipment repair/replacement. Implementation of a comprehensive O&M program will result in a 15--25% energy savings. The O&M foundation that is established will allow other energy conservation activities such is demand side management or energy management and control systems, to achieve and maintain their expected energy savings.

Energy efficient data centers

Data Center facilities, prevalent in many industries and institutions are essential to California's economy. Energy intensive data centers are crucial to California's industries, and many other institutions (such as universities) in the state, and they play an important role in the constantly evolving communications industry. To better understand the impact of the energy requirements and energy efficiency improvement potential in these facilities, the California Energy Commission's PIER Industrial Program initiated this project with two primary focus areas: First, to characterize current data center electricity use; and secondly, to develop a research ''roadmap'' defining and prioritizing possible future public interest research and deployment efforts that would improve energy efficiency. Although there are many opinions concerning the energy intensity of data centers and the aggregate effect on California's electrical power systems, there is very little publicly available information. Through this project, actual energy consumption at its end use was measured in a number of data centers. This benchmark data was documented in case study reports, along with site-specific energy efficiency recommendations. Additionally, other data center energy benchmarks were obtained through synergistic projects, prior PG&E studies, and industry contacts. In total, energy benchmarks for sixteen data centers were obtained. For this project, a broad definition of ''data center'' was adopted which included internet hosting, corporate, institutional, governmental, educational and other miscellaneous data centers. Typically these facilities require specialized infrastructure to provide high quality power and cooling for IT equipment. All of these data center types were considered in the development of an estimate of the total power consumption in California. Finally, a research ''roadmap'' was developed through extensive participation with data center professionals, examination of case study findings, and participation in data center industry meetings and workshops. Industry partners enthusiastically provided valuable insight into current practice, and helped to identify areas where additional public interest research could lead to significant efficiency improvement. This helped to define and prioritize the research agenda. The interaction involved industry representatives with expertise in all aspects of data center facilities, including specialized facility infrastructure systems and computing equipment. Industrial energy efficiency policy in China

Chinese industrial sector energy-efficiency policy has gone through a number of distinct phases since the founding of the People s Republic in 1949. An initial period of energy supply growth in the 1950s, 1960s, and 1970s was followed by implementation of significant energy efficiency programs in the 1980s. Many of these programs were dismantled in the 1990s during the continuing move towards a market-based economy. In an effort to once again strengthen energy efficiency, the Chinese government passes the Energy Conservation Law in 1997 which provides broad guidance for the establishment of energy efficiency policies. Article 20 of the Energy Conservation Law requires substantial improvement in industrial energy efficiency in the key energy-consuming industrial facilities in China. This portion of the Law declares that ''the State will enhance energy conservation management in key energy consuming entities.'' In 1999, the industrial sector consumed nearly 30 EJ, or 76 percent of China's primary energy. Even though primary energy consumption has dropped dramatically in recent years, due mostly to a decline in coal consumption, the Chinese government is still actively developing an overall policy for energy efficiency in the industrial sector modeled after policies in a number of industrialized countries. This paper will describe recent Chinese government activities to develop industrial sector energy-efficiency targets as a ''market-based'' mechanism for improving the energy efficiency of key industrial facilities.

An energy efficient distillation method is provided which is particularly adapted for use on a dairy farm, and which comprises a distilland evaporating receptacle, a distillate condensing receptacle, and a conduit interconnecting the evaporating receptacle and the condensing receptacle. A vacuum pump is provided for drawing a partial vacuum within the evaporating receptacle, and a vapor compression refrigeration system is provided which includes condenser coils disposed to heat and vaporize the distilland while it is within the evaporating receptacle, and evaporator coils for cooling and condensing the vaporized distilland in the condensing receptacle. A cooling distribution system is also provided whereby a variable portion of the cooling potential of the refrigeration system may be selectively directed to each of the condensing receptacle, a distillate receiver tank, or to a bulk milk container as utilized on a dairy farm or the like.

Cleanroom Energy Efficiency: Metrics and Benchmarks

Cleanrooms are among the most energy-intensive types of facilities. This is primarily due to the cleanliness requirements that result in high airflow rates and system static pressures, as well as process requirements that result in high cooling loads. Various studies have shown that there is a wide range of cleanroom energy efficiencies and that facility managers may not be aware of how energy efficient their cleanroom facility can be relative to other cleanroom facilities with the same cleanliness requirements. Metrics and benchmarks are an effective way to compare one facility to another and to track the performance of a given facility over time. This article presents the key metrics and benchmarks that facility managers can use to assess, track, and manage their cleanroom energy efficiency or to set energy efficiency targets for new construction. These include system-level metrics such as air change rates, air handling W/cfm, and filter pressure drops. Operational data are presented from over 20 different cleanrooms that were benchmarked with these metrics and that are part of the cleanroom benchmark dataset maintained by Lawrence Berkeley National Laboratory (LBNL). Overall production efficiency metrics for cleanrooms in 28 semiconductor manufacturing facilities in the United States and recorded in the Fabs21 database are also presented.

Recent accomplishments in buildings energy research by the diverse groups in the Energy Efficient Buildings Program at Lawrence Berkeley Laboratory (LBL) are summarized. We review technological progress in the areas of ventilation and indoor air quality, buildings energy performance, computer modeling, windows, and artificial lighting. The need for actual consumption data to track accurately the improving energy efficiency of buildings is being addressed by the Buildings Energy Data (BED) Group at LBL. We summarize results to date from our Building Energy Use Compilation and Analysis (BECA) studies, which include time trends in the energy consumption of new commercial and new residential buildings, the measured savings being attained by both commercial and residential retrofits, and the cost-effectiveness of buildings energy conservation measures. We also examine recent comparisons of predicted vs. actual energy usage/savings, and present the case for building energy use labels.

This report summarizes energy-efficiency testing activities during the first and second quarters of fiscal year 1990 applying the Mobile Energy Laboratory (MEL) testing capabilities. Four MELs, developed by the US Department of Energy (DOE) Federal Energy Management Program (FEMP), are administered by Pacific Northwest Laboratory (PNL) for energy testing and program support functions at federal facilities. The using agencies principally fund MEL applications, while DOE/FEMP funds program administration and capability enhancement activities. This report fulfills the requirements established in the MEL Use Plan (PNL-6861) for semiannual reporting on energy-efficiency testing activities using the MEL capabilities. The MEL Use Committee, formally established in 1989, developed the MEL Use Plan and meets semiannually to establish priorities for energy-efficient testing applications using the MEL capabilities.

On March 15, 1999, Lawrence Berkeley National Laboratory hosted a workshop focused on energy efficiency in Cleanroom facilities. The workshop was held as part of a multiyear effort sponsored by the California Institute for Energy Efficiency, and the California Energy Commission. It is part of a project that concentrates on improving energy efficiency in Laboratory type facilities including cleanrooms. The project targets the broad market of laboratory and cleanroom facilities, and thus cross-cuts many different industries and institutions. This workshop was intended to raise awareness by sharing case study success stories, providing a forum for industry networking on energy issues, contributing LBNL expertise in research to date, determining barriers to implementation and possible solutions, and soliciting input for further research.

Data centers provide mission-critical computing functions vital to the daily operation of top U.S. economic, scientific, and technological organizations. These data centers consume large amounts of energy to run and maintain their computer systems, servers, and associated high-performance components?up to 3% of all U.S. electricity powers data centers. And as more information comes online, data centers will consume even more energy. Data centers can become more energy efficient by incorporating features like power-saving "stand-by" modes, energy monitoring software, and efficient cooling systems instead of energy-intensive air conditioners. These and other efficiency improvements to data centers can produce significant energy savings, reduce the load on the electric grid, and help protect the nation by increasing the reliability of critical computer operations.

This Methodology Booklet provides a comprehensive review and methodology guiding principles for constructing energy efficiency indicators, with illustrative examples of application to individual countries. It reviews work done by international agencies and national government in constructing meaningful energy efficiency indicators that help policy makers to assess changes in energy efficiency over time. Building on past OECD experience and best practices, and the knowledge of these countries' institutions, relevant sources of information to construct an energy indicator database are identified. A framework based on levels of hierarchy of indicators -- spanning from aggregate, macro level to disaggregated end-use level metrics -- is presented to help shape the understanding of assessing energy efficiency. In each sector of activity: industry, commercial, residential, agriculture and transport, indicators are presented and recommendations to distinguish the different factors affecting energy use are highlighted. The methodology booklet addresses specifically issues that are relevant to developing indicators where activity is a major factor driving energy demand. This report on the design, construction, and monitoring of an energy efficient residence and a conventional comparison home by the National Association of Home Builders Research Foundation, Inc. The report describes the two homes in considerable detail, summarizes the results of the energy and other measurements, and evaluates many of the energy conservation techniques used. Finally, these results are synthesized with the foundation's other energy conservation experience into two lists of energy saving design tips for homes in both colder and warmer climates. Most of the design tips are accompanied by brief comments intended to aid in their interpretation and use.

On-site energy production, known as distributed energy resources (DER), offers consumers many benefits, such as bill savings and predictability, improved system efficiency, improved reliability, control over power quality, and in many cases, greener electricity. Additionally, DER systems can benefit electric utilities by reducing congestion on the grid, reducing the need for new generation and transmission capacity, and offering ancillary services such as voltage support and emergency demand response. Local aggregations of distributed energy resources (DER) that may include active control of on-site end-use energy devices can be called microgrids. Microgrids require control to ensure safe operation and to make dispatch decisions that achieve system objectives such as cost minimization, reliability, efficiency and emissions requirements, while abiding by system constraints and regulatory rules. This control is performed by an energy manager (EM). Preferably, an EM will achieve operation reasonably close to the attainable optimum, it will do this by means robust to deviations from expected conditions, and it will not itself incur insupportable capital or operation and maintenance costs. Also, microgrids can include supervision over end-uses, such as curtailing or rescheduling certain loads. By viewing a unified microgrid as a system of supply and demand, rather than simply a system of on-site generation devices, the benefits of integrated supply and demand control can be exploited, such as economic savings and improved system energy efficiency.
