Real-Time Water Quality Management in the Grassland Water District

SciTech Connect (OSTI)

The purpose of the research project was to advance the concept of real-time water quality management in the San Joaquin Basin by developing an application to drainage of seasonal wetlands in the Grassland Water District. Real-time water quality management is defined as the coordination of reservoir releases, return flows and river diversions to improve water quality conditions in the San Joaquin River and ensure compliance with State water quality objectives. Real-time water quality management is achieved through information exchange and cooperation between shakeholders who contribute or withdraw flow and salt load to or from the San Joaquin River. This project complements a larger scale project that was undertaken by members of the Water Quality Subcommittee of the San Joaquin River Management Program (SJRMP) and which produced forecasts of flow, salt load and San Joaquin River assimilative capacity between 1999 and 2003. These forecasts can help those entities exporting salt load to the River to develop salt load targets as a mechanism for improving compliance with salinity objectives. The mass balance model developed by this project is the decision support tool that helps to establish these salt load targets. A second important outcome of this project was the development and application of a methodology for assessing potential impacts of real-time wetland salinity management. Drawdown schedules are typically tied to weather conditions and are optimized in traditional practices to maximize food sources for over-wintering wildfowl as well as providing a biological control (through germination temperature) of undesirable weeds that compete with the more proteinaceous moist soil plants such as swamp timothy, watergrass and smartweed. This methodology combines high resolution remote sensing, ground-truthing vegetation surveys using established survey protocols and soil salinity mapping using rapid, automated electromagnetic sensor technology. This survey methodology could be complemented with biological surveys of bird use and invertebrates to produce a robust long-term monitoring strategy for habitat health and sustainability.

Research District Seeing Growth

Monthly economic diversity column for the Tri-City Herald (May 2012) - excerpt follows: It’s been a while since I’ve updated you on the Tri-Cities Research District, most certainly not for lack of new activity over the past several months. In fact, much has happened, and there’s more to come. I think many of us see new land development and construction as indicative of current or impending economic growth. So those of you who have ventured into North Richland either via Stevens Drive or George Washington Way lately have probably begun sensing and anticipating that such growth is afoot.

Modern hot water district heating

SciTech Connect (OSTI)

The history of district heating in Europe is drastically different from that in the United States. The development of district heating in northern and eastern Europe started in the early 1950s. Hot water rather than steam was used as the transport medium and the systems have proven to be more economical. Recently, the northern European concept has been introduced into two US cities - St. Paul and Willmar, Minnesota. The hot water project in St. Paul started construction and operation in the summer and fall of 1983, respectively. The entire first phase of the St. Paul project will take two summers to construct and will connect approximately 80 buildings for a total of 150 MW(t). The system spans the entire St. Paul business district and includes privately owned offices and retail buildings, city and county government buildings, hospitals, the state Capitol complex, and several industrial customers. The City of Willmar, Minnesota, replaced an old steam system with a modern hot water system in the summer of 1982. The first phase of the hot water system was constructed in the central business district. The system serves a peak thermal load of about 10 MW(t) and includes about 12,000 ft of network. The Willmar system completed the second stage of development in the fall of 1983. These two new systems demonstrate the benefits of the low-temperature hot water district heating technology. The systems are economical to build, have high reliability, and have low maintenance and operating cost.

Kansas Consortium Plug-in Hybrid Medium Duty

SciTech Connect (OSTI)

On September 30, 2008, the US Department of Energy (DoE), issued a cooperative agreement award, DE-FC26-08NT01914, to the Metropolitan Energy Center (MEC), for a project known as “Kansas Consortium Plug-in Hybrid Medium Duty Certification” project. The cooperative agreement was awarded pursuant to H15915 in reference to H. R. 2764 Congressionally Directed Projects. The original agreement provided funding for The Consortium to implement the established project objectives as follows: (1) to understand the current state of the development of a test protocol for PHEV configurations; (2) to work with industry stakeholders to recommend a medium duty vehicle test protocol; (3) to utilize the Phase 1 Eaton PHEV F550 Chassis or other appropriate PHEV configurations to conduct emissions testing; (4) and to make an industry PHEV certification test protocol recommendation for medium duty trucks. Subsequent amendments to the initial agreement were made, the most significant being a revised Scope of Project Objectives (SOPO) that did not address actual field data since it was not available as originally expected. This project was mated by DOE with a parallel project award given to the South Coast Air Quality Management District (SCAQMD) in California. The SCAQMD project involved designing, building and testing of five medium duty plug-in hybrid electric trucks. SCAQMD had contracted with the Electric Power Research Institute (EPRI) to manage the project. EPRI provided the required match to the federal grant funds to both the SCAQMD project and the Kansas Consortium project. The rational for linking the two projects was that the data derived from the SCAQMD project could be used to validate the protocols developed by the Kansas Consortium team. At the same time, the consortium team would be a useful resource to SCAQMD in designating their test procedures for emissions and operating parameters and determining vehicle mileage. The years between award of the cooperative agreements and their completion were problematic for the US and world economies. This resulted in the President and Congress implementing the American Recovery and Reinvestment Act of 2009, abbreviated ARRA (Pub.L. 111-5), commonly referred to as the Stimulus or The Recovery Act. The stimulus money available for transportation projects encouraged the SCAQMD to seek additional funds. In August of 2009, they eventually were awarded an additional $45.5 M, and the scope of their project was expanded to 378 vehicles. However, as a consequence of the stimulus money and the inundation of DOE with applications for new project under the ARRA, the expected time table for producing and testing vehicles was significantly delayed. As a result, these vehicles were not available for validating the protocols developed by the Kansas Consortium. Therefore, in April of 2011, the Scope of Project Objectives (SOPO) for the project was revised, and limited to producing the draft protocol for PHEV certification as its deliverable.

Extension and improvement of Central Station District heating budget period 1 and 2, Krakow Clean Fossil Fuels and Energy Efficiency Program. Final report

SciTech Connect (OSTI)

Project aim was to reduce pollution levels in the City of Krakow through the retirement of coal-fired (hand and mechanically-stoked) boiler houses. This was achieved by identifying attractive candidates and connecting them to the Krakow district heating system, thus permitting them to eliminate boiler operations. Because coal is less costly than district hot water, the district heating company Miejskie Przedsiebiorstwo Energetyki Cieplnej S.A., henceforth identified as MPEC, needed to provide potential customers with incentives for purchasing district heat. These incentives consisted of offerings which MPEC made to the prospective client. The offerings presented the economic and environmental benefits to district heating tie-in and also could include conservation studies of the facilities, so that consumption of energy could be reduced and the cost impact on operations mitigated. Because some of the targeted boiler houses were large, the capacity of the district heating network required enhancement at strategic locations. Consequently, project construction work included both enhancement to the district piping network as well as facility tie-ins. The process of securing new customers necessitated the strengthening of MPEC`s competitive position in Krakow`s energy marketplace, which in turn required improvements in marketing, customer service, strategic planning, and project management. Learning how US utilities address these challenges became an integral segment of the project`s scope.

Trials and tribulations implementing the Clean Air Act Title V in fourteen air districts

SciTech Connect (OSTI)

Santa Fe pacific Pipeline Partners, L.P. (SFPP) is a refined petroleum pipeline operating in six states in the western United States. Sixteen terminals are subject to the Title V permit to operate requirements. There are many obstacles to overcome, not only when preparing applications for Title V operating permits, but in the implementation phase of the project as well. Each Air District has its own set of rules and regulations that must be adhered to in preparing the application. For example, some districts required the insignificant sources to be documented and included in compliance plans and some do not. The format required for the application varies from stringent forms that must be completed to no forms at all. In preparing the Title V application for SFPP, the author quickly realized if this confusion was transferred to the implementation phase, compliance would be a failure. Therefore, early on the environmental manager instituted a training program. Beginning with a pilot program in one district the author began training managers and supervisors. This program quickly was expanded to include senior vice presidents and technicians. This training session was a one hour of general overview to visually describe how the Title V process would affect the facilities. As a result of this training, virtually every employee became familiar with how the Title V program was affecting the facilities. Engineering and Customer Service is instructed to notify the manager of any and every new project so it could undergo a review to determine if it affected a Title V facility. The field acts as a check of the system. Any change or modification at any facility is immediately under scrutiny for Title V implications. Another obstacle to overcome is to help the facility deal with something that is new and basically a different way of operating.

Long Term Stewardship Challenges at the St. Louis District FUSRAP Sites

SciTech Connect (OSTI)

Non-Federally owned radioactively contaminated sites in St. Louis, Missouri are currently being remediated by the St. Louis District Corps of Engineers under the Formerly Utilized Sites Remedial Action Program (FUSRAP). When FUSRAP remediation is complete, inaccessible soils which have levels of contamination greater than unrestricted use standards, will remain. The purpose of this paper is to document the initial challenges facing the project team during its development of the Long Term Stewardship plan for the management of these soils. These soils are located under buildings, roads, railroads and bridges. The Long Term Stewardship plan for the majority of the sites is being developed simultaneously with the remedy selection process. A living document, it will ultimately document the remedial action end state and location of inaccessible soils and implement the plan for ensuring these soils are not a threat to human health and the environment. Although these soils are protective in their current configuration, at some point in time, when activities such as maintenance, utility or property improvement occur, the soils will become accessible and need to be addressed by the federal government. Up until that point in time they will need to be effectively managed to ensure they remain protective. The St. Louis District is in the process of collaboratively developing this plan with its regulators, affected stakeholders and interested parties.

1992 National census for district heating, cooling and cogeneration

SciTech Connect (OSTI)

District energy systems are a major part of the energy use and delivery infrastructure of the United States. With nearly 6,000 operating systems currently in place, district energy represents approximately 800 billion BTU per hour of installed thermal production capacity, and provides over 1.1 quadrillion BTU of energy annually -- about 1.3% of all energy used in the US each year. Delivered through more that 20,000 miles of pipe, this energy is used to heat and cool almost 12 billion square feet of enclosed space in buildings that serve a diverse range of office, education, health care, military, industrial and residential needs. This Census is intended to provide a better understanding of the character and extent of district heating, cooling and cogeneration in the United States. It defines a district energy system as: Any system that provides thermal energy (steam, hot water, or chilled water) for space heating, space cooling, or process uses from a central plant, and that distributes the energy to two or more buildings through a network of pipes. If electricity is produced, the system is a cogenerating facility. The Census was conducted through surveys administered to the memberships of eleven national associations and agencies that collectively represent the great majority of the nation`s district energy system operators. Responses received from these surveys account for about 11% of all district systems in the United States. Data in this report is organized and presented within six user sectors selected to illustrate the significance of district energy in institutional, community and utility settings. Projections estimate the full extent of district energy systems in each sector.

Dual-Fuel Truck Fleet: Start-Up Experience

SciTech Connect (OSTI)

Although dual-fuel engine technology has been in development and limited use for several years, it has only recently moved toward full-scale operational capability for heavy-duty truck applications. Unlike a bifuel engine, which has two separate fuel systems that are used one at a time, a dual-fuel engine uses two fuel systems simultaneously. One of California's South Coast Air Quality Management District (SCAQMD) current programs is a demonstration of dual-fuel engine technology in heavy-duty trucks. These trucks are being studied as part of the National Renewable Energy Laboratory's (NREL's) Alternative Fuel Truck Program. This report describes the start-up experience from the program.

Final report for measurement of primary particulate matter emissions from light-duty motor vehicles

SciTech Connect (OSTI)

This report describes the results of a particulate emissions study conducted at the University of California, Riverside, College of Engineering-Center for Environmental Research and Technology (CE-CERT) from September of 1996 to August of 1997. The goal of this program was to expand the database of particulate emissions measurements from motor vehicles to include larger numbers of representative in-use vehicles. This work was co-sponsored by the Coordinating Research Council (CRC), the South Coast Air Quality Management District (SCAQMD), and the National Renewable Energy Laboratory (NREL) and was part of a larger study of particulate emissions being conducted in several states under sponsorship by CRC. For this work, FTP particulate mass emission rates were determined for gasoline and diesel vehicles, along with the fractions of particulates below 2.5 and 10 microns aerodynamic diameter. A total of 129 gasoline-fueled vehicles and 19 diesel-fueled vehicles were tested as part of the program.

Geodatabase of the South Texas Uranium District

E-Print Network [OSTI]

Uranium and its associated trace elements and radionuclides are ubiquitous in the South Texas Tertiary environment. Surface mining of this resource from the 1960s through the early 1980s at over sixty locations has left an extensive anthropological footprint (Fig. 1) in the lower Nueces and San Antonio river basins. Reclamation of mining initiated after 1975 has been under the regulatory authority of the Railroad Commission of Texas (RCT). However, mines that were active before the Texas Surface Mining Act of 1975 was enacted, and never reclaimed, are now considered abandoned. The Abandoned Mine Land Section of the RCT is currently reclaiming these pre-regulation uranium mines with funding from the federal government. The RCT monitors the overall effectiveness of this process through post-reclamation radiation and vegetative cover surveys, water quality testing, slope stability and erosion control monitoring. Presently a number of graduate and postgraduate students are completing research on the watershed and reservoir distribution of trace elements and radionuclides downstream of the South Texas Uranium District. The question remains as to whether the elevated levels of uranium, its associated trace elements and radiation levels in the South Texas environment are due to mining

The emergence of districts in nanotechnology represents a new pattern of scientific development. The factors affecting their growth are analysed to understand the drivers of economic development. By analyzing the top 200 nano-districts, Nanotrendchart sheds light on the clusterization process: academic production is seen to be highly concentrated, with fifteen districts representing over half of published articles; Asian districts are clearly growing significantly faster than those elsewhere; and district growth in the domain of engineering and physics is more rapid than in other disciplines. Scientific diversity, actors diversity as well as the degree of openness of the cluster influence their evolution. Highly specialised clusters witness lower growth rates

Downtown district cooling: A 21st century approach

SciTech Connect (OSTI)

On December 1, 1992, the Board of Directors of the Metropolitan Pier and Exposition Authority (MPEA) met on Chicago`s historic Navy Pier and ushered in a new era of competition for energy supply in Chicago. The MPEA, a state agency created for the purposes of promoting and operating fair and exposition facilities within the Chicago area (including the McCormick Place exposition center and Navy Pier), voted to accept a third-party proposal to provide district heating and cooling services to the existing McCormick Place facilities and a million square feet of new exposition space. The winning bidder was a joint venture between Trigen Energy, the nation`s largest provider of district energy services, and Peoples Gas, the gas distribution company which serves Chicago. This vote culminated two years of effort by the Energy Division of Chicago`s Department of Environment to analyze the feasibility and promote the implementation of a district energy system to serve the expanded McCormick Place and its environs in the South Loop neighborhood. Initial services began in November, 1993, with a new hot and cold water piping system interconnecting the three existing exhibition facilities. The final buildout of the system, with a combined peak demand predicted at 160 MMBtu of heating and 15,920 tons of and cooling, is scheduled for completion in the summer of 1997.

Review of Prior Commercial Building Energy Efficiency Retrofit Evaluation: A Report to Snohomish Public Utilities District

SciTech Connect (OSTI)

Snohomish County Public Utilities District (the District or Snohomish PUD) provides electricity to about 325,000 customers in Snohomish County, Washington. The District has an incentive programs to encourage commercial customers to improve energy efficiency: the District partially reimburses the cost of approved retrofits if they provide a level of energy performance improvement that is specified by contract. In 2013 the District contracted with Lawrence Berkeley National Laboratory to provide a third-party review of the Monitoring and Verification (M&V) practices the District uses to evaluate whether companies are meeting their contractual obligations. This work helps LBNL understand the challenges faced by real-world practitioners of M&V of energy savings, and builds on a body of related work such as Price et al. (2013). The District selected a typical project for which they had already performed an evaluation. The present report includes the District's original evaluation as well as LBNL's review of their approach. The review is based on the document itself; on investigation of the load data and outdoor air temperature data from the building evaluated in the document; and on phone discussions with Bill Harris of the Snohomish County Public Utilities District. We will call the building studied in the document the subject building, the original Snohomish PUD report will be referred to as the Evaluation, and this discussion by LBNL is called the Review.

Union County - La Grande, Oregon geothermal district heating: feasibility assessment. Final report

SciTech Connect (OSTI)

This report presents an assessment of geothermal district heating in the City of La Grande, Oregon. Eight study area districts were analyzed to determine their economic feasibility. Results from the analyses conclude that certain districts within the City of La Grande are economically feasible if certain assumptions are correct. Development of geothermal district heating for these areas would provide direct energy and dollar savings to the building owners and would also provide direct and indirect benefits to low and moderate income households within the City.

District heating feasibility, Industrial Corridor, Jamestown, New York

SciTech Connect (OSTI)

The Industrial Corridor of Jamestown, New York, contains more than twenty industrial/manufacturing companies, whose thermal demands, in addition to space heating, include significant process heating loads. This study investigated in depth, the technical and economic feasibility of implementing a district heating system in the Industrial Corridor which can serve both process and space heating loads. Based upon the heat load assessment conducted, the study focused upon nine companies with the largest thermal demand. Alternative system implementation designs were considered including new conventional centralized boiler plants, gas turbine cogeneration, and both high temperature hot water and steam as the heat transport media in an underground distribution system. The study concluded that, in view of the nature of existing prospective customer loads being primarily steam based, the most economical system for near term phased development is a steam based system with a new conventional centrally located steam boiler plant. The economic potential for a cogeneration system was found to be sensitive to electricity buy back rates, which at present, are not attractive. Implementing a modern high temperature hot water system would require significant customer retrofit costs to convert their steam based systems to hot water, resulting in long and unattractive pay back periods. Unless customer hot water retrofit costs can be expended without penalty to the district system economics, hot water district heating is not considered economically feasible. Chapters describe heat load assessment; heat source analysis; system implementation; transmission and distribution systems assessment; institutional assessment; system economic analysis; and customer retrofit, economic analysis, and conclusions 20 figs., 22 tabs.

Nationwide survey of energy conservation in public school districts: Institutional, organizational, and technical characteristics

SciTech Connect (OSTI)

This report summarizes the responses to a mail survey sent to superintendents and other administrators of public school districts. The survey was part of an evaluation project for the USDOE Institutional Conservation Program (ICP). The goal of the project is to identify the most successful energy conservation measures (equipment and activities) available to the institutional buildings sector. To accomplish this goal, four specific research objectives were defined: To determine the impact of the ICP grants program on fostering energy efficiency and saving energy; to determine key characteristics of institutional conservation efforts outside the federal program; To determine the technical, organizational, and Institutional conditions that create the opportunity for energy conservation measures (ECMS) to be most effective; and to identify key technology transfer opportunities. This report focuses on those characteristics of school districts (and the schools within those districts) that might influence the identification, implementation, operation, and impacts of institutional energy conservation efforts. Information about institutional characteristics was gathered through a mail survey of public school districts and private schools. The first mailing resulted in responses from 90 of the 823 public school districts selected through a combination cluster-and-stratification sampling technique and 64 of the 1,700 private schools selected as a stratified random sample. Remaining project resources were used to collect data to achieve a statistically sound sample of a total of 250 public school districts by telephone interviews. In doing so, some questions had to be dropped. Responses from both the mall surveys and the telephone interviews of public school districts were combined into one data set. This report describes results for all 250 districts.

Techno-economic analysis of renewable energy source options for a district heating project

SciTech Connect (OSTI)

With the increased interest in exploiting renewable energy sources for district heating applications, the economic comparison of viable options has been considered as an important step in making a sound decision. In this paper, the economic performance of several energy options for a district heating system in Vancouver, British Columbia, is studied. The considered district heating system includes a 10 MW peaking/ backup natural gas boiler to provide about 40% of the annual energy requirement and a 2.5 MW base-load system. The energy options for the base-load system include: wood pellet, sewer heat, and geothermal heat. Present values of initial and operating costs of each system were calculated over 25-year service life of the systems, considering depreciation and salvage as a negative cost item. It was shown that the wood pellet heat producing technologies provided less expensive energy followed by the sewer heat recovery, geothermal and natural gas systems. Among wood pellet technologies, the grate burner was a less expensive option than powder and gasifier technologies. It was found that using natural gas as a fuel source for the peaking/backup system accounted for more than 40% of the heat production cost for the considered district heating center. This is mainly due to the high natural gas prices which cause high operating costs over the service life of the district heating system. Variations in several economic inputs did not change the ranking of the technology options in the sensitivity analysis. However, it was found that the results were more sensitive to changes in operating costs of the system than changes in initial investment. It is economical to utilize wood pellet boilers to provide the base-load energy requirement of district heating systems Moreover, the current business approach to use natural gas systems for peaking and backup in district heating systems could increase the cost of heat production significantly.

Coal quality and estimated coal resources in the proposed Colville Mining District, central North Slope, Alaska

SciTech Connect (OSTI)

The proposed Colville Mining District (CMD) encompasses 27,340 mi{sup 2} (70,800 km{sup 2}) in the central part of the North Slope. Known coal deposits within the proposed district range from Mississippian to Tertiary in age. Available information indicates that neither Mississippian and Tertiary coals in the CMD constitute a significant resource because they are excessively deep, thin, or high in ash content; however, considerable amount of low-sulfur Cretaceous coal is present. The paper briefly describes the geology and quality of these coal reserves. Difficult conditions will restrict mining of these coals in the near future.

This report provides the U.S. Department of Energy, Nevada Operations Office with the documentation necessary to establish the Frenchman Flat Historic District on the Nevada Test Site (NTS). It includes a list of historic properties that contribute to the eligibility of the district for inclusion in the National Register of Historic Places (NRHP) and provides contextual information establishing its significance. The list focuses on buildings, structures and features associated with the period of atmospheric testing of nuclear weapons on the NTS between 1951 and 1962. A total of 157 locations of buildings and structures were recorded of which 115 are considered to be eligible for the NRHP. Of these, 28 have one or more associated features which include instrumentation supports, foundations, etc. The large majority of contributing structures are buildings built to study the blast effects of nuclear weaponry. This has resulted in a peculiar accumulation of deteriorated structures that, unlike most historic districts, is best represented by those that are the most damaged. Limitations by radiological control areas, surface exposure and a focus on the concentration of accessible properties on the dry lake bed indicate additional properties exist which could be added to the district on a case-by-case basis.

Energy recovery from waste incineration: Assessing the importance of district heating networks

SciTech Connect (OSTI)

Municipal solid waste incineration contributes with 20% of the heat supplied to the more than 400 district heating networks in Denmark. In evaluation of the environmental consequences of this heat production, the typical approach has been to assume that other (fossil) fuels could be saved on a 1:1 basis (e.g. 1 GJ of waste heat delivered substitutes for 1 GJ of coal-based heat). This paper investigates consequences of waste-based heat substitution in two specific Danish district heating networks and the energy-associated interactions between the plants connected to these networks. Despite almost equal electricity and heat efficiencies at the waste incinerators connected to the two district heating networks, the energy and CO{sub 2} accounts showed significantly different results: waste incineration in one network caused a CO{sub 2} saving of 48 kg CO{sub 2}/GJ energy input while in the other network a load of 43 kg CO{sub 2}/GJ. This was caused mainly by differences in operation mode and fuel types of the other heat producing plants attached to the networks. The paper clearly indicates that simple evaluations of waste-to-energy efficiencies at the incinerator are insufficient for assessing the consequences of heat substitution in district heating network systems. The paper also shows that using national averages for heat substitution will not provide a correct answer: local conditions need to be addressed thoroughly otherwise we may fail to assess correctly the heat recovery from waste incineration.

Life cycle assessment of base-load heat sources for district heating system options

SciTech Connect (OSTI)

Purpose There has been an increased interest in utilizing renewable energy sources in district heating systems. District heating systems are centralized systems that provide heat for residential and commercial buildings in a community. While various renewable and conventional energy sources can be used in such systems, many stakeholders are interested in choosing the feasible option with the least environmental impacts. This paper evaluates and compares environmental burdens of alternative energy source options for the base load of a district heating center in Vancouver, British Columbia (BC) using the life cycle assessment method. The considered energy sources include natural gas, wood pellet, sewer heat, and ground heat. Methods The life cycle stages considered in the LCA model cover all stages from fuel production, fuel transmission/transportation, construction, operation, and finally demolition of the district heating system. The impact categories were analyzed based on the IMPACT 2002+ method. Results and discussion On a life-cycle basis, the global warming effect of renewable energy options were at least 200 kgeqCO2 less than that of the natural gas option per MWh of heat produced by the base load system. It was concluded that less than 25% of the upstream global warming impact associated with the wood pellet energy source option was due to transportation activities and about 50% of that was resulted from wood pellet production processes. In comparison with other energy options, the wood pellets option has higher impacts on respiratory of inorganics, terrestrial ecotoxicity, acidification, and nutrification categories. Among renewable options, the global warming impact of heat pump options in the studied case in Vancouver, BC, were lower than the wood pellet option due to BC's low carbon electricity generation profile. Ozone layer depletion and mineral extraction were the highest for the heat pump options due to extensive construction required for these options. Conclusions Natural gas utilization as the primary heat source for district heat production implies environmental complications beyond just the global warming impacts. Diffusing renewable energy sources for generating the base load district heat would reduce human toxicity, ecosystem quality degradation, global warming, and resource depletion compared to the case of natural gas. Reducing fossil fuel dependency in various stages of wood pellet production can remarkably reduce the upstream global warming impact of using wood pellets for district heat generation.

Biomass District Heat System for Interior Rural Alaska Villages

SciTech Connect (OSTI)

Alaska Village Initiatives (AVI) from the outset of the project had a goal of developing an integrated village approach to biomass in Rural Alaskan villages. A successful biomass project had to be ecologically, socially/culturally and economically viable and sustainable. Although many agencies were supportive of biomass programs in villages none had the capacity to deal effectively with developing all of the tools necessary to build a complete integrated program. AVI had a sharp learning curve as well. By the end of the project with all the completed tasks, AVI developed the tools and understanding to connect all of the dots of an integrated village based program. These included initially developing a feasibility model that created the capacity to optimize a biomass system in a village. AVI intent was to develop all aspects or components of a fully integrated biomass program for a village. This meant understand the forest resource and developing a sustainable harvest system that included the “right sized” harvest equipment for the scale of the project. Developing a training program for harvesting and managing the forest for regeneration. Making sure the type, quality, and delivery system matched the needs of the type of boiler or boilers to be installed. AVI intended for each biomass program to be of the scale that would create jobs and a sustainable business.

Implementing Solar PV Projects on Historic Buildings and in Historic Districts

SciTech Connect (OSTI)

Many municipalities, particularly in older communities of the United States, have a large amount of historic buildings and districts. In addition to preserving these historic assets, many municipalities have goals or legislative requirements to procure a certain amount of energy from renewable sources and to become more efficient in their energy use; often, these requirements do not exempt historic buildings. This paper details findings from a workshop held in Denver, Colorado, in June 2010 that brought together stakeholders from both the solar and historic preservation industries. Based on these findings, this paper identifies challenges and recommends solutions for developing solar photovoltaic (PV) projects on historic buildings and in historic districts in such a way as to not affect the characteristics that make a building eligible for historic status.

City of Allentown, assessment of a district heating system. Final report, 1981-1982

SciTech Connect (OSTI)

The City of Allentown has designed a district heating system in three separate parts. Two of these will serve the central business district with high temperature hot water using natural gas as the fuel source. A large industrial area needing process steam will be served from another plant 50 MWe (37.5 MWt) cogenerating fluidized bed combustion units. It will occupy the site of a former waste incinerator and will use western Pennsylvania coal as fuel. The construction is phased to cover the period from 1983 to 1991, and is able to provide a substantial number of new jobs while reducing consumer costs for heat. Although a solid waste to energy incinerator at first seemed to be a good source of heat and an assist in waste disposal now using a remote location for sanitary land-fill, the idea was abandoned in the face of opposition to a perceived problem in air pollution from its emissions.

A decision support system for adaptive real-time management ofseasonal wetlands in California

SciTech Connect (OSTI)

This paper describes the development of a comprehensive flow and salinity monitoring system and application of a decision support system (DSS) to improve management of seasonal wetlands in the San Joaquin Valley of California. The Environmental Protection Agency regulates salinity discharges from non-point sources to the San Joaquin River using a procedure known as the Total Maximum Daily Load (TMDL) to allocate the assimilative capacity of the River for salt among watershed sources. Management of wetland sources of salt load will require the development of monitoring systems, more integrative management strategies and coordination with other entities. To obtain local cooperation the Grassland Water District, whose primary function is to supply surface water to private duck clubs and managed wetlands, needs to communicate to local landowners the likely impacts of salinity regulation on the long term health and function of wildfowl habitat. The project described in this paper will also provide this information. The models that form the backbone of the DSS develop salinity balances at both a regional and local scale. The regional scale concentrates on deliveries to and exports from the Grasland Water District while the local scale focuses on an individual wetland unit where more intensive monitoring is being conducted. The design of the DSS is constrained to meet the needs of busy wetland managers and is being designed from the bottom up utilizing tools and procedures familiar to these individuals.

Material and energy recovery in integrated waste management system - An Italian case study on the quality of MSW data

SciTech Connect (OSTI)

This paper analyses the way numerical data on Municipal Solid Waste (MSW) quantities are recorded, processed and then reported for six of the most meaningful Italian Districts and shows the difficulties found during the comparison of these Districts, starting from the lack of homogeneity and the fragmentation of the data indispensable to make this critical analysis. These aspects are often ignored, but data certainty are the basis for serious MSW planning. In particular, the paper focuses on overall Source Separation Level (SSL) definition and on the influence that Special Waste (SW) assimilated to MSW has on it. An investigation was then necessary to identify new parameters in place of overall SSL. Moreover, these parameters are not only important for a waste management system performance measure, but are fundamental in order to design and check management plan and to identify possible actions to improve it.

Potential benefits of a resource-recovery facility coupled with district heating in Detroit, Michigan

SciTech Connect (OSTI)

The City of Detroit, Michigan, announced plans for a 2.7-Gg/d (3000-ton/d) Resource Recovery Facility to be located in the central part of the city. The facility will process and burn waste collected by the municipal forces. Steam generated in the facility's boilers will be used to produce electricity; the surplus electricity will be sold to the Detroit Edison Company. When needed by the Central Heating System (CHS), large portions of the steam can be extracted from the turbine and sold to the Detroit Edison Company. The facility will meet its primary purpose of greatly relieving Detroit's solid waste disposal problem. A second very important benefit is that it will be a source of reasonably priced steam for the CHS, which serves the downtown area. Detroit is now in a local depression, and the downtown areas have suffered urban decay. The city is focusing on the redevelopment of these areas, and a viable, cost-effective district heating system would be a major asset. Currently, the CHS is losing money, although it charges relatively high rates for steam, because it uses primarily natural gas to generate steam. The economic feasibility of converting the CHS's relatively oil boiler units to burn coal, a much cheaper fuel, is doubtful. The Resource Recovery Facility can provide CHS with a major part of its steam needs at competitive prices in the near future. This would do much to relieve the CHS's financial problems and help it to become a viable system. This, in turn, would assist the city in the redevelopment of the downtown areas. An overall strategy for district heating in Detroit is being developed. It is suggested that a comprehensive study of a regional district heating system in the city be made.

SciTech Connect (OSTI)

The Department of Energy's (DOE) Solar America Showcase program seeks to accelerate demand for solar technologies among key end use market sectors. As part of this activity the DOE provides Technical Assistance through its national laboratories to large-scale, high-visibility solar installation projects. The Solar Schools Assessment and Implementation Project (SSAIP) in the San Francisco Bay area was selected for a 2009 DOE Solar American Showcase award. SSAIP was formed through the efforts of the nonprofit Sequoia Foundation and includes three school districts: Berkeley, West Contra Costa, and Oakland Unified School Districts. This paper summarizes the technical assistance efforts that resulted from this technical assistance support. It serves as a case study and reference document detailing the steps and processes that could be used to successfully identify, fund, and implement solar PV projects in school districts across the country.

Assessment of district heating/cooling potential for the Frenchman's Cove redevelopment project. Final report

SciTech Connect (OSTI)

A study undertaken to evaluate the potential for district heating/cooling (DHC) in the City of Ecorse, Michigan is documented. the purpose of the study was to assess the concept of delivering energy from a centralized source (or several sources) through a piping network to many end users for heating domestic (tap) hot water, space heating, and space cooling. The primary focus of the study was the proposed redevelopment of eighty acres in Ecorse along the Detroit River waterfront known as Frenchman's Cove. As planned, the complete development would place nearly 2 million square feet of new, mixed use structures/facilities on the site and an eighteen acre undeveloped island located 300 feet offshore. Other areas of the city were also examined to identify and evaluate existing supply and end use possibilities. In addition, several neighboring communities were examined to determine the feasibility of downriver DHC network. Six large thermal energy producers identified in the study area include the Detroit Edison River Rouge power plant (DECo.-RR), the Wyandotte Municipal Services Commission (WMSC) power plant, a BASF/Wyandotte Corporation plant, a Marathon Oil refinery, the Great Lakes Steel complex, and the E.C. Levy Company slag processing site. Each was examined for potential as a thermal supplier on a district heating network.

Information resource management concepts for records managers

SciTech Connect (OSTI)

Information Resource Management (ERM) is the label given to the various approaches used to foster greater accountability for the use of computing resources. It is a corporate philosophy that treats information as it would its other resources. There is a reorientation from simply expenditures to considering the value of the data stored on that hardware. Accountability for computing resources is expanding beyond just the data processing (DP) or management information systems (MIS) manager to include senior organization management and user management. Management`s goal for office automation is being refocused from saving money to improving productivity. A model developed by Richard Nolan (1982) illustrates the basic evolution of computer use in organizations. Computer Era: (1) Initiation (computer acquisition), (2) Contagion (intense system development), (3) Control (proliferation of management controls). Data Resource Era: (4) Integration (user service orientation), (5) Data Administration (corporate value of information), (6) Maturity (strategic approach to information technology). The first three stages mark the growth of traditional data processing and management information systems departments. The development of the IRM philosophy in an organization involves the restructuring of the DP organization and new management techniques. The three stages of the Data Resource Era represent the evolution of IRM. This paper examines each of them in greater detail.

SciTech Connect (OSTI)

The Capital District area of New York was explored to determine the nature of a hydrothermal geothermal system. The chemistry of subsurface water and gas, the variation in gravity, magnetism, seismicity, and temperature gradients were determined. Water and gas analyses and temperature gradient measurements indicate the existence of a geothermal system located under an area from Ballston Spa, southward to Altamont, and eastward toward Albany. Gravimetric and magnetic surveys provided little useful data but microseismic activity in the Altamont area may be significant. Eight wells about 400 feet deep, one 600 feet and one 2232 feet were drilled and tested for geothermal potential. The highest temperature gradients, most unusual water chemistries, and greatest carbon dioxide exhalations were observed in the vicinity of the Saratoga and McGregor faults between Saratoga Springs and Schenectady, New York, suggesting some fault control over the geothermal system. Depths to the warm fluids within the system range from 500 meters (Ballston Spa) to 2 kilometers (Albany).

Exploration for geothermal resources in the Capital District of New York. Volume 1. Final report

SciTech Connect (OSTI)

Water chemistry, gas analyses, and geophysical methods including gravity and magnetic surveys, microseismic monitoring, and temperature gradient measurements were used in the Capital District area to evaluate the potential for a hydrothermal geothermal system. Water and gas chemistries provided indirect indicators, and temperature gradients provided direct indications of a geothermal system. Gravity results were supportive of gradient and chemistry data, but seismic and magnetic work have thus far provided little information on the potential system. Gradients throughout the area ranged from an average background value of about 10/sup 0/C/km to a high of roughly 44/sup 0/C/km. The highest gradient values, the most unusual water chemistries and largest carbon dioxide exhalations occur along the Saratoga and McGregor faults between Saratoga Springs and Schenectady, and indicate a good potential for a usable hydrothermal geothermal system at depth.
