    Estuaries and other coastal and marine waters are national resources increasingly threatened by pollution, habitat loss, coastal development, and resource conflicts. Congress established the National Estuary Program (NEP) under the Water Quality Act of 1987 to pioneer a broad and innovative approach to respond to these threats. The NEP, managed by the U.S. Environmental Protection Agency (EPA), identifies nationally significant estuaries and supports the development of comprehensive management plans to ensure their ecological integrity. Ultimately, these activities result in a comprehensive conservation and management plan (CCMP) for the estuary. The first section describes the requirements for approvable CCMPs. This guidance does not mandate the format in which the CCMP contents are presented.

    The US Office of Coastal Zone Management (OCZM) has approved an amendment to the Washington State Coastal Zone Management Program, which deletes the ''Evans Policy Statement'', on the grounds that it has no legally enforceable status under state or federal law on selection of an oil port site or the advisability of a pipeline hook-up. Existing state and federal regulations adequately protect the Puget Sound environment and delection of the statement from the program would have no significant impact on the environment. The deleted statement had held that Washington State supports the policy of a single, major oil transshipment port at, or west of, Port Angeles and that the subject port will provide a hook-up to supply existing refineries in Whatcom and Skagit Counties, Wash., with oil, thus precluding expansion of existing Puget Sound oil off-loading facilities. OCZM's action on this matter will have no effect on future government decisions on the proposed Northern Tier Pipeline Co. project or selection of an oil port. This rule is effective as of 12/31/79.

    Approval of a coastal management plan for coastal land and water use activities on the coast of Virginia is proposed. The coastal management area would embrace all of Tidewater Virginia, approximately 5000 miles long, and would extend to the three-mile outer limit of the United States territorial sea. The core regulatory program would include fisheries management, subaqueous lands management, wetland management, dunes management, nonpoint source pollution control, point source pollution control, shoreline sanitation, and air pollution control. Geographic areas of particular concern would be designated as worthy of special consideration in any planning or management process. These areas would include natural resource areas, such as wetlands, spawning areas, coastal sand dunes, barrier islands, and special wildlife management areas. Natural hazard areas would include areas vulnerable to erosion and areas subject to damage from wind, tides, and storm-related events. Geographic areas of special concern would include those with particular conservation, recreational, ecological, and aesthetic values. Waterfront development areas would include ports, commercial fishing piers, and community waterfronts. Shorefront access planning would provide access to the shoreline and water for recreational activities. Each year, two additional boat ramps would be planned for construction. Energy facility planning would focus on facilities involved in the production of electricity and petroleum, and in the export of coal. Shoreline erosion mitigation planning would identify, control, and mitigate erosion.

    The US Department of Energy, Savannah River Operations Office (DOE-SR), has prepared the Site Treatment Plan (STP) for Savannah River Site (SRS) mixed wastes in accordance with RCRA Section 3021(b), and SCDHEC has approved the STP (except for certain offsite wastes) and issued an order enforcing the STP commitments in Volume 1. DOE-SR and SCDHEC agree that this STP fulfills the requirements contained in the FFCAct, RCRA Section 3021, and therefore, pursuant to Section 105(a) of the FFCAct (RCRA Section 3021(b)(5)), DOE`s requirements are to implement the plan for the development of treatment capacities and technologies pursuant to RCRA Section 3021. Emerging and new technologies not yet considered may be identified to manage waste more safely, effectively, and at lower cost than technologies currently identified in the plan. DOE will continue to evaluate and develop technologies that offer potential advantages in public acceptance, privatization, consolidation, risk abatement, performance, and life-cycle cost. Should technologies that offer such advantages be identified, DOE may request a revision/modification of the STP in accordance with the provisions of Consent Order 95-22-HW. The Compliance Plan Volume (Volume 1) identifies project activity schedule milestones for achieving compliance with Land Disposal Restrictions (LDR). Information regarding the technical evaluation of treatment options for SRS mixed wastes is contained in the Background Volume (Volume 2) and is provided for information.

    Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management establishes the policy that Federal agencies conduct their environmental, transportation, and energy-related activities in a manner that is environmentally, economically and fiscally sound, integrated, continually improving, efficient, and sustainable. The Department of Energy (DOE) has approved DOE Order 450.1A, Environmental Protection Program and DOE Order 430.2B, Departmental Energy, Renewable Energy and Transportation Management as the means of achieving the provisions of this Executive Order. DOE Order 450.1A mandates the development of Environmental Management Systems (EMS) to implement sustainable environmental stewardship practices that: (1) Protect the air, water, land, and other natural and cultural resources potentially impacted by facility operations; (2) Meet or exceed applicable environmental, public health, and resource protection laws and regulations; and (3) Implement cost-effective business practices. In addition, the DOE Order 450.1A mandates that the EMS must be integrated with a facility's Integrated Safety Management System (ISMS) established pursuant to DOE P 450.4, 'Safety Management System Policy'. DOE Order 430.2B mandates an energy management program that considers energy use and renewable energy, water, new and renovated buildings, and vehicle fleet activities. The Order incorporates the provisions of the Energy Policy Act of 2005 and Energy Independence and Security Act of 2007. The Order also includes the DOE's Transformational Energy Action Management initiative, which assures compliance is achieved through an Executable Plan that is prepared and updated annually by Lawrence Berkeley National Laboratory (LBNL, Berkeley Lab, or the Laboratory) and then approved by the DOE Berkeley Site Office. At the time of this revision to the EMS plan, the 'FY2009 LBNL Sustainability Executable Plan' represented the most current Executable Plan. These DOE Orders and associated policies establish goals and sustainable stewardship practices that are protective of environmental, natural, and cultural resources, and take a life cycle approach that considers aspects such as: (1) Acquisition and use of environmentally preferable products; (2) Electronics stewardship; (3) Energy conservation, energy efficiency, and renewable energy; (4) Pollution prevention, with emphasis on toxic and hazardous chemical and material reduction; (5) Procurement of efficient energy and water consuming materials and equipment; (6) Recycling and reuse; (7) Sustainable and high-performance building design; (8) Transportation and fleet management; and (9) Water conservation. LBNL's approach to sustainable environmental stewardship required under Order 450.1A poses the challenge of implementing its EMS in a compliance-based, performance-based, and cost-effective manner. In other words, the EMS must deliver real and tangible business value at a minimal cost. The purpose of this plan is to describe Berkeley Lab's approach for achieving such an EMS, including an overview of the roles and responsibilities of key Laboratory parties. This approach begins with a broad-based environmental policy consistent with that stated in Chapter 11 of the LBNL Health and Safety Manual (PUB-3000). This policy states that Berkeley Lab is committed to the following: (1) Complying with applicable environmental, public health, and resource conservation laws and regulations. (2) Preventing pollution, minimizing waste, and conserving natural resources. (3) Correcting environmental hazards and cleaning up existing environmental problems, and (4) Continually improving the Laboratory's environmental performance while maintaining operational capability and sustaining the overall mission of the Laboratory.     This Configuration Management Plan (CMP) describes the technical and administrative management process for controlling the National Ignition Facility (NIF) Project configuration. The complexity of the NIF Project (i.e., participation by multiple national laboratories and subcontractors involved in the development, fabrication, installation, and testing of NIF hardware and software, as well as construction and testing of Project facilities) requires implementation of the comprehensive configuration management program defined in this plan. A logical schematic illustrating how the plan functions is provided in Figure 1. A summary of the process is provided in Section 4.0, Configuration Change Control. Detailed procedures that make up the overall process are referenced.     Thirty-four days were spent administering hunts on Crackerneck Wildlife Management Area with 1773 people participating. Biological data was collected on 76 deer, eight wild turkeys, 33 feral hogs, 58 ducks of two species, 75 gray squirrels, 4 raccoons, 9 bobwhites, and 484 fish of 9 species. Serving as a Coordinating Land User for the SRS Site Use Committee entailed evaluating 81 land use proposals with regard to effects on wildlife populations. The antlerless deer quota program continued in the district with 129 landowners in Aiken, Barnwell, and Orangeburg Counties being approved for antlerless harvest which required field investigations, acreage verification at tax offices, and personal correspondence. Bait sites for turkey trapping were maintained on the SRS for two months. Wildlife census work was conducted on wild turkey, bobwhite, mourning dove, furbearers, fox squirrels, and bald eagles on the SRS and in Aiken and Barnwell Counties. Three wetlands in Aiken County were evaluated for suitability with regard to wood duck boxes. Two wetland environmental review notices for the SRS were evaluated. Additional work on Wildlife Management Area land included reposting 50 miles of boundary in Aiken and Lexington County and removing signs form several tracts lost from the program. Future recommendations for the turkey and regulations brochures were submitted and WMA maps covering Aiken and Lexington Counties were updated.

    Preliminary design concepts for the proposed Subsurface Repository at Yucca Mountain indicate extensive reliance on modern, computer-based, digital control technologies. The purpose of this analysis is to investigate the degree to which the U. S. Nuclear Regulatory Commission (NRC) has accepted and approved the use of digital control technology for safety-related applications within the nuclear power industry. This analysis reviews cases of existing digitally-based control systems that have been approved by the NRC. These cases can serve as precedence for using similar types of digitally-based control technologies within the Subsurface Repository. While it is anticipated that the Yucca Mountain Project (YMP) will not contain control systems as complex as those required for a nuclear power plant, the review of these existing NRC approved applications will provide the YMP with valuable insight into the NRCs review process and design expectations for safety-related digital control systems. According to the YMP Compliance Program Guidance, portions of various NUREGS, Regulatory Guidelines, and nuclear IEEE standards the nuclear power plant safety related concept would be applied to some of the designs on a case-by-case basis. This analysis will consider key design methods, capabilities, successes, and important limitations or problems of selected control systems that have been approved for use in the Nuclear Power industry. An additional purpose of this analysis is to provide background information in support of further development of design criteria for the YMP. The scope and primary objectives of this analysis are to: (1) Identify and research the extent and precedence of digital control and remotely operated systems approved by the NRC for the nuclear power industry. Help provide a basis for using and relying on digital technologies for nuclear related safety critical applications. (2) Identify the basic control architecture and methods of key digital control systems approved for use in the nuclear power industry by the NRC. (3) Identify and discuss key design issues, features, benefits, and limitations of these NRC approved digital control systems that can be applied as design guidance and correlated to the Monitored Geologic Repository (MGR) design requirements. (4) Identify codes and standards used in the design of these NRC approved digital control systems and discuss their possible applicability to the design of a subsurface nuclear waste repository. (5) Evaluate the NRC approved digital control system's safety, reliability and maintainability features and issues. Apply these to MGR design methodologies and requirements. (6) Provide recommendations for use in developing design criteria in the System Description Documents for the digital control systems of the subsurface nuclear waste repository at Yucca Mountain. (7) Develop recommendations for applying NRC approval methods for digital control systems for the subsurface nuclear waste repository at Yucca Mountain. This analysis will focus on the development of the issues, criteria and methods used and required for identifying the appropriate requirements for digital based control systems. Attention will be placed on development of recommended design criteria for digital controls including interpretation of codes, standards and regulations. Attention will also focus on the use of digital controls and COTS (Commercial Off-the-shelf) technology and equipment in selected NRC approved digital control systems, and as referenced in applicable codes, standards and regulations. The analysis will address design issues related to COTS technology and how they were dealt with in previous NRC approved digital control systems.

    This manual provides guidance to all appropriate personnel for implementation of DOE Project Management Policy. It sets forth the principles and requirements that govern the development, approval, and execution of DOE's outlay programs as embodied within the Project Management System (PMS). Its primary goal is to assure application of sound management principles providing a disciplined, systematic, and coordinated approach resulting in efficient planning, organization, coordination, budgeting, management, review, and control of DOE projects. The provisions of this manual are mandatory for the Department's Major Systems Acquisitions (MSA's) and Major Projects and will be used for other projects to the extent practicable. Department's project-management task is over 250 projects, with a total estimated cost in excess of $24 billion at completion. This diverse array of project activities requires a broad spectrum of scientific, engineering, and management skills to assure that they meet planned technical and other objectives and are accomplished on schedule, within cost and scope, and that they serve the purposes intended. In recognition of these requirements and the Department's ever-increasing magnitude of responsibilities, an interim Project Management System was established and has been in use for over a year. This manual constitutes an update of the system based on the experience gained and lessons learned during this initial period.

    The majority of transports of radioactive materials are carried out in packages which don't need a package design approval by a competent authority. Low-active radioactive materials are transported in such packages e.g. in the medical and pharmaceutical industry and in the nuclear industry as well. Decommissioning of NPP's leads to a strong demand for packages to transport low and middle active radioactive waste. According to IAEA regulations the 'non-competent authority approved package types' are the Excepted Packages and the Industrial Packages of Type IP-1, IP-2 and IP-3 and packages of Type A. For these types of packages an assessment by the competent authority is required for the quality assurance measures for the design, manufacture, testing, documentation, use, maintenance and inspection (IAEA SSR 6, Chap. 306). In general a compliance audit of the manufacturer of the packaging is required during this assessment procedure. Their regulatory level in the IAEA regulations is not comparable with the 'regulatory density' for packages requiring competent authority package design approval. Practices in different countries lead to different approaches within the assessment of the quality assurance measures in the management system as well as in the quality assurance program of a special package design. To use the package or packaging in a safe manner and in compliance with the regulations a management system for each phase of the life of the package or packaging is necessary. The relevant IAEA-SSR6 chap. 801 requires documentary verification by the consignor concerning package compliance with the requirements. (authors)

    The U.S. Department of Energy (Department) Office of Legacy Management (LM), established in 2003, manages the Department’s postclosure responsibilities and ensures the future protection of human health and the environment. During World War II and the Cold War, the Federal government developed and operated a vast network of industrial facilities for the research, production, and testing of nuclear weapons, as well as other scientific and engineering research. These processes left a legacy of radioactive and chemical waste, environmental contamination, and hazardous facilities and materials at well over 100 sites. Since 1989, the Department has taken an aggressive accelerated cleanup approach to reduce risks and cut costs. At most Departmental sites undergoing cleanup, some residual hazards will remain at the time cleanup is completed due to financial and technical impracticality. However, the Department still has an obligation to protect human health and the environment after cleanup is completed. LM fulfills DOE’s postclosure obligation by providing long-term management of postcleanup sites which do not have continuing missions. LM is also responsible for sites under the Formerly Utilized Sites Remedial Action Program (FUSRAP). Currently, the U.S. Army Corps of Engineers (USACE) is responsible for site surveys and remediation at FUSRAP sites. Once remediation is completed, LM becomes responsible for long-term management. LM also has responsibility for uranium processing sites addressed by Title II of the Uranium Mill Tailings Radiation Control Act (UMTRCA). UMTRCA Title II sites are sites that were commercially owned and are regulated under a U.S. Nuclear Regulatory Commission (NRC) license. For license termination, the owner must conduct an NRC-approved cleanup of any on-site radioactive waste remaining from former uranium ore-processing operations. The site owner must also provide full funding for inspections and, if necessary, ongoing maintenance. Once site cleanup is complete, LM accepts title to these sites on behalf of the United States and assumes long-term management.

    This GFSI Risk Management Plan (RMP) describes the strategy for assessing and managing project risks for the Integrated Waste Treatment Unit (IWTU) that are specifically within the control and purview of the U.S. Department of Energy (DOE), and identifies the risks that formed the basis for the DOE contingency included in the performance baseline. DOE-held contingency is required to cover cost and schedule impacts of DOE activities. Prior to approval of the performance baseline (Critical Decision-2) project cost contingency was evaluated during a joint meeting of the Contractor Management Team and the Integrated Project Team for both contractor and DOE risks to schedule and cost. At that time, the contractor cost and schedule risk value was $41.3M and the DOE cost and schedule risk contingency value is $39.0M. The contractor cost and schedule risk value of $41.3M was retained in the performance baseline as the contractor's management reserve for risk contingency. The DOE cost and schedule risk value of $39.0M has been retained in the performance baseline as the DOE Contingency. The performance baseline for the project was approved in December 2006 (Garman 2006). The project will continue to manage to the performance baseline and change control thresholds identified in PLN-1963, ''Idaho Cleanup Project Sodium-Bearing Waste Treatment Project Execution Plan'' (PEP).

Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

    Social Impact Assessment (SIA) has traditionally been practiced as a predictive study for the regulatory approval of major projects, however, in recent years the drivers and domain of focus for SIA have shifted. This paper details the emergence of Social Impact Management Plans (SIMPs) and undertakes an analysis of innovations in corporate and public policy that have put in place ongoing processes – assessment, management and monitoring – to better identify the nature and scope of the social impacts that might occur during implementation and to proactively respond to change across the lifecycle of developments. Four leading practice examples are analyzed. The International Finance Corporation (IFC) Performance Standards require the preparation of Environmental and Social Management Plans for all projects financed by the IFC identified as having significant environmental and social risks. Anglo American, a major resources company, has introduced a Socio-Economic Assessment Toolbox, which requires mine sites to undertake regular assessments and link these assessments with their internal management systems, monitoring activities and a Social Management Plan. In South Africa, Social and Labour Plans are submitted with an application for a mining or production right. In Queensland, Australia, Social Impact Management Plans were developed as part of an Environmental Impact Statement, which included assessment of social impacts. Collectively these initiatives, and others, are a practical realization of theoretical conceptions of SIA that include management and monitoring as core components of SIA. The paper concludes with an analysis of the implications for the practice of impact assessment including a summary of key criteria for the design and implementation of effective SIMPs. -- Highlights: • Social impact management plans are effective strategies to manage social issues. • They are developed in partnership with regulatory agencies, investors and community. • SIMPs link assessment to ongoing management and address social and community issues. • SIMPs clarify responsibilities in the management of impacts, opportunities and risks. • SIMPs demonstrate a shift to include management as a core component of SIA practice.

    Brookhaven National Laboratory (BNL) is located near the geographic center of Long Island, New York. The Laboratory is situated on 5,265 acres of land composed of Pine Barrens habitat with a central area developed for Laboratory work. In the mid-1990s BNL began developing a wildlife management program. This program was guided by the Wildlife Management Plan (WMP), which was reviewed and approved by various state and federal agencies in September 1999. The WMP primarily addressed concerns with the protection of New York State threatened, endangered, or species of concern, as well as deer populations, invasive species management, and the revegetation of the area surrounding the Relativistic Heavy Ion Collider (RHIC). The WMP provided a strong and sound basis for wildlife management and established a basis for forward motion and the development of this document, the Natural Resource Management Plan (NRMP), which will guide the natural resource management program for BNL. The body of this plan establishes the management goals and actions necessary for managing the natural resources at BNL. The appendices provide specific management requirements for threatened and endangered amphibians and fish (Appendices A and B respectively), lists of actions in tabular format (Appendix C), and regulatory drivers for the Natural Resource Program (Appendix D). The purpose of the Natural Resource Management Plan is to provide management guidance, promote stewardship of the natural resources found at BNL, and to integrate their protection with pursuit of the Laboratory's mission. The philosophy or guiding principles of the NRMP are stewardship, adaptive ecosystem management, compliance, integration with other plans and requirements, and incorporation of community involvement, where applicable.

    In accordance with the approval conditions for Modification to the Central Waste Complex (CWC) Radioactive Air Emissions Notice of Construction (NOC). dated August 24,1998, a new release fraction has been developed for submittal to the Washington State Department of Health (WDOH). The proposed annual release fraction of 2.50 E-14 is proposed for use in future NOCs involving the storage and handling operations associated with vented containers on the Hanford Site. The proposed annual release fraction was the largest release fraction calculated from alpha measurements of the NucFil filters from 10 vented containers consisting of nine 55-gallon drums and one burial box with dimensions of 9.3 x 5.7 x 6.4 feet. An annual release fraction of 2.0 E-09 was used in the modification to the CWC radioactive air emissions NOC. This study confirmed that the release fraction used in the CWC radioactive air emissions NOC was conservative.

This revision includes data from implementation of the Groundwater Monitoring Plan and the Aquifer Test Plan. The primary sources of data are two down-gradient groundwater monitoring wells, 699-48-77C and 699-48-77D, and aquifer testing of three zones in well 699-48-77C. The SALDS is located on the Hanford Site, approximately 183 m north of the 200 West Area on the north side of the 200 Areas Plateau. The SALDS is an infiltration basin proposed for disposal of treated effluents from the 200 Areas of Hanford.

    December 1994, the Nuclear Energy Institute (NEI) issued guidance relative to the formal industry position on Severe Accident Management (SAM) approved by the NEI Strategic Issues Advisory Committee on November 4, 1994. This paper summarizes how Big Rock Point (BRP) has and continues to address SAM strategies. The historical accounting portion of this presentation includes a description of how the following projects identified and defined the current Big Rock Point SAM strategies: the 1981 Level 3 Probabilistic Risk Assessment performance; the development of the Plant Specific Technical Guidelines from which the symptom oriented Emergency Operating Procedures (EOPs) were developed; the Control Room Design Review; and, the recent completion of the Individual Plant Evaluation (IPE). In addition to the historical presentation deliberation, this paper the present activities that continue to stress SAM strategies.

    For the past two decades, Spain has been consolidating a nuclear program that in the last 3 years has provided between 35 and 40% of the electricity consumed in that country. This program includes nine operating reactor units, eight of them based on US technology and one from Germany, a total of 7,356 MW(electric). There is also a 480-MW(electric) French gas-cooled reactor whose operation recently ceased and which will be decommissioned in the coming years. Spanish industry has participated significantly in this program, and material produced locally has reached 85% of the total. Once the construction program has been completed and operation is proceeding normally, the capacity factor will be {approximately} 80%. It will be very important to complete the nuclear program with the establishment of conditions for safe management and disposal of the nuclear waste generated during the years in which these reactors are in operation and for subsequent decommissioning. To establish the guidelines for the disposal of nuclear waste, the Spanish government approved in october 1987, with a revision in January 1989, the General Plan of Radioactive Wastes proposed by the Ministry of Industry and Energy and prepared by the national company for radioactive waste management, ENRESA.

    This paper mainly describes the strategies, the necessary actions and the technical solutions to be developed by ENRESA in the short, medium and long term, aimed at ensuring the adequate management of radioactive waste, the dismantling and decommissioning of nuclear and radioactive facilities and other activities, including economic and financial measures required to carry them out. Starting with the Spanish administrative organization in this field, which identifies the different agents involved and their roles, and after referring to the waste generation, the activities to be performed in the areas of LILW, SF and HLW management, decommissioning of installations and others are summarized. Finally, the future management costs are estimated and the financing system currently in force is explained. The so-called Sixth General Radioactive Waste Plan (6. GRWP), approved by the Spanish Government, is the 'master document' of reference where all the above mentioned issues are contemplated. In summary: The 6. GRWP includes the strategies and actions to be performed by Enresa in the coming years. The document, revised by the Government and subject to a process of public information, underlines the fact that Spain possesses an excellent infrastructure for the safe and efficient management of radioactive waste, from the administrative, technical and economic-financial points of view. From the administrative point of view there is an organisation, supported by ample legislative developments, that contemplates and governs the main responsibilities of the parties involved in the process (Government, CSN, ENRESA and waste producers). As regards the technical aspect, the experience accumulated to date by Enresa is particularly significant, as are the technologies now available in the field of management and for dismantling processes. As regards the economic-financial basis, a system is in place that guarantees the financing of radioactive waste management costs. This system is based on the generation of funds up front, during the operating lifetime of the facilities, through the application of fees established by Statutory provisions. Finally, a mandatory mechanism of annual revision for both technical issues and economic and financial aspects, allows to have updated all the courses of action. (authors)
