    The Packaging Certification Program (PCP) of US Department of Energy (DOE) Environmental Management (EM), Office of Safety Management and Operations (EM-60), has developed a radio frequency identification (RFID) system for the management of nuclear materials. Argonne National Laboratory, a PCP supporting laboratory, and Savi Technology, a Lockheed Martin Company, are collaborating in the development of the RFID system, a process that involves hardware modification (form factor, seal sensor and batteries), software development and irradiation experiments. Savannah River National Laboratory and Argonne will soon field test the active RFID system on Model 9975 drums, which are used for storage and transportation of fissile and radioactive materials. Potential benefits of the RFID system are enhanced safety and security, reduced need for manned surveillance, real time access of status and history data, and overall cost effectiveness.

    This paper describes the development and implementation of Applied Engineering Fundamentals, a course designed for newly graduated engineers and scientists serving as technical interns within the US Department of Energy (DOE). As specialists with varying undergraduate and graduate degrees, interns need further training to prepare them for the multidisciplinary environments they will encounter as they become engineering managers. This course is designed to build on individuals strengths in diverse engineering and scientific disciplines, provide instruction in less familiar disciplines, and develop skills in integrating multiple disciplines to solve real-world problems related to nuclear facilities. The course balances systems thinking with state-of-the-art approaches to curriculum development to provide training in technical content and to foster development of professional skills.

    WESKEM, LLC's Environmental, Safety and Health (ES&H) Department had previously assessed that a lack of consistency, poor communication and using antiquated communication tools could result in varying operating practices, as well as a failure to capture and disseminate appropriate Integrated Safety Management (ISM) information. To address these issues, the ES&H Department established an Activity Hazard Review (AHR)/Activity Hazard Analysis (AHA) process for systematically identifying, assessing, and controlling hazards associated with project work activities during work planning and execution. Depending on the scope of a project, information from field walkdowns and table-top meetings are collected on an AHR form. The AHA then documents the potential failure and consequence scenarios for a particular hazard. Also, the AHA recommends whether the type of mitigation appears appropriate or whether additional controls should be implemented. Since the application is web based, the information is captured into a single system and organized according to the >200 work activities already recorded in the database. Using the streamlined AHA method improved cycle time from over four hours to an average of one hour, allowing more time to analyze unique hazards and develop appropriate controls. Also, the enhanced configuration control created a readily available AHA library to research and utilize along with standardizing hazard analysis and control selection across four separate work sites located in Kentucky and Tennessee. The AHR/AHA system provides an applied example of how the ISM concept evolved into a standardized field-deployed tool yielding considerable efficiency gains in project planning and resource utilization. Employee safety is preserved through detailed planning that now requires only a portion of the time previously necessary. The available resources can then be applied to implementing appropriate engineering, administrative and personal protective equipment

  13. Applying automated data acquisition and management technology to bioremediation

    Operating a bioremediation process requires timely and accurate analysis of physical and chemical parameters that can affect the system. At a fuel oil spill site, the operation of an in-situ bioremediation system, consisting of fluid and nutrient injection, fluid withdrawal, and aeration cycles, is monitored by means of electronic downhole sensors and on-site chemical analysis. A data acquisition and management system was designed and implemented to rapidly analyze data for operational decision malting. A hardware suite, containing an electronic monitoring system data acquisition computer, and data analysis workstation, was also developed. Through the use of both commercial software products and custom software, suites of data management and analysis tools were provided. The data acquisition suite of software tools assisted in programming dataloggers, automatically recording monitored data, and integrating these data with manually sampled chemical data. The data analysis suite of software tools assisted in downloading data to remote workstations, sampling the database for trend analysis, and automating the interface to commercial analysis packages.

    The struggle to develop quality management concepts that ``map`` onto the cultural and work practices found in basic and applied research environments has been (for better or for worse) an attempt to differentiate basic and applied research from the nuclear industry. In the first (1990) edition of this ``Music Book`` proceedings, almost every laboratory that participated had a quality program that was traceable to, based on, influenced by, or in reaction to the nuclear quality standard ASME-NQA-1. This 1993 edition of the ``Music Book`` is very different in that almost every laboratory has developed a quality program that is based on, traceable to, or heavily influenced by DOE 5700.6C (Quality Assurance) and the DOE Standard; Implementation Guide for Quality Assurance Programs for Basic and Applied Research (DOE-ER-STD-6001-92). In order to construct a context for what follows and properly introduce the contents of this book, we want to briefly recount some of the highlights of the events that brought about this change, from the perspective of one who participated in the process.

    A process for communicating information relating to core business functions that also encourages improving internal communications has been established at SRS. This process continues to grow and strengthen as the multiple Contractors, Regulators and DOE-SR relationships mature. A number of management communication tools have been initiated, retooled, rebooted or continued with enhancements to ensure appropriate information is communicated to all levels with environmental responsibility at SRS. The types of information that are the focus of this improved process are feedback from the customer and from informational exchange forums (i.e., Challenge Opportunity and Resolution (COR), SRS Regulatory Integration Team (SRIT), Environmental Quality Management Division (EQMD), Senior Environmental Managers Council (SEMC), etc.). These forums, SRS environmental functions centralization, and the creation of a Regulatory Integration process allows for cross-functional decision making, problem solving and information sharing that involves the field organizations, Environmental Compliance Authorities (ECA), Subject Matter Experts (SME), DOE and the Regulators. Numerous examples of effective decision-making and problem solving will be shared. Lessons Learned involving inadequate communications and the resulting impacts on the environment, customer satisfaction, and relationships will also be discussed. Additionally, the focus on improved communications also includes maintaining awareness of business activities. The tools being utilized to facilitate the continuing improvement of internal communications include weekly staff meetings for all individuals within the organization, quarterly ECA and SME meeting, quarterly Regulatory Integration & Environmental Services (RI&ES) All-Hands meetings hosted by the Director, bi-weekly EQMD and EQMD Lite meetings with the customer, bi-annual SRIT meetings, and COR meetings on an as need basis.     Possibilities for setting up a basic and applied research program that would be responsive to the Conservation and Solar energy base needs are considered with emphasis on the area of materials research. Several organizational arrangements for the implementation of this basic and applied research program are described and analyzed. The key functions of the system such as resources allocation, and program coordination and management follow from two fundamental characteristics: assignment of lead responsibility (CS and the Office of Energy Research, ER); and nature of the organizational chain-of-command. Three options are categorized in terms of these two characteristics and discussed in detail. The first option retains lead responsibility in ER, with CS personnel exercising sign-off authority and filling the coordination role. Option 2 places lead responsibility with CS program office management, and utilizes the existing chain-of-command, but adds a Basic and Applied Research Division to each program office. Option 3 also places lead responsibility with CS, but within a new Office of Basic and Applied Research, which would include a Research Coordinator to manage interactions with ER, and Research Managers for each CS program area.     While the National Environmental Policy Act (NEPA) implementing regulations focus on describing ''What'' must be done, they provide surprisingly little direction on ''how'' such requirements are to be implemented. Specific implementation of these requirements has largely been left to the discretion of individual agencies. More than a quarter of a century after NEPA's enactment, few rigorous tools, techniques, or methodologies have been developed or widely adopted for implementing the regulatory requirements. In preparing an Environmental Impact Statement, agencies are required to conduct a public scoping process to determine the range of actions, alternatives, and impacts that will be investigated. Determining the proper scope of analysis is an element essential in the successful planning and implementation of future agency actions. Lack of rigorous tools and methodologies can lead to project delays, cost escalation, and increased risk that the scoping process may not adequately capture the scope of decisions that eventually might need to be considered. Recently, selected Value Engineering (VE) techniques were successfully used in managing a prescoping effort. A new strategy is advanced for conducting a pre-scoping/scoping effort that combines NEPA with VE. Consisting of five distinct phases, this approach has potentially wide-spread implications in the way NEPA, and scoping in particular, is practiced.

    The Environmental Restoration/Waste Management-Applied Technology (ER/WM-AT) Program is developing restoration and waste treatment technologies needed for the ongoing environmental cleanup of the Department of Energy (DOE) complex and treatment technologies for wastes generated in the nuclear weapons production complex. These technologies can find application to similar problems nationally and even worldwide. They can be demonstrated at the Livermore site, which mirrors (on a small scale) many of the environmental and waste management problems of the rest of the DOE complex. Their commercialization should speed cleanup, and the scope of the task should make it attractive to US industry. The articles in this semi-annual report cover the following areas: ceramic final forms for residues of mixed waste treatment; treatment of wastes containing sodium nitrate; actinide volatility in thermal oxidation processes; in situ microbial filters for remediating contaminated soils; collaboration with scientists in the former Soviet Union on new ER/WM technologies; and fiber-optic sensors for chlorinated organic solvents.

    From the title, the reader is led to expect a broad practical treatise on combustion and combustion devices. Remarkably, for a book of modest dimension, the author is able to deliver. The text is organized into 12 Chapters, broadly treating three major areas: combustion fundamentals -- introduction (Ch. 1), thermodynamics (Ch. 2), fluid mechanics (Ch. 7), and kinetics (Ch. 8); fuels -- coal, municipal solid waste, and other solid fuels (Ch. 4), liquid (Ch. 5) and gaseous (Ch. 6) fuels; and combustion devices -- fuel cells (Ch. 3), boilers (Ch. 4), Otto (Ch. 10), diesel (Ch. 11), and Wankel (Ch. 10) engines and gas turbines (Ch. 12). Although each topic could warrant a complete text on its own, the author addresses each of these major themes with reasonable thoroughness. Also, the book is well documented with a bibliography, references, a good index, and many helpful tables and appendices. In short, Applied Combustion does admirably fulfill the author`s goal for a wide engineering science introduction to the general subject of combustion.

    Following graduation from a college or university with a technical degree, or through years of experience, an individual's training and career development activities typically focus on enhancing technical problem-solving skills. However, as these technical professionals, herein referred to as 'Techies', advance throughout their careers, they may be required to accept and adapt to the role of being a manager, and must undergo a transition to learn and rely on new problem-solving skills. However, unless a company has a specific manager-trainee class to address this subject and develop talent from within, an employee's management style is learned and developed 'on the job'. Both positive and negative styles are nurtured by those managers having similar qualities. Unfortunately, a negative style often contributes to the deterioration of employee morale and ultimate closing of a department or company. This paper provides the core elements of an effective management training program for 'Teaching Managers How to Manage' derived from the Department of Energy's Integrated Safety Management System and the Occupational Safety and Health Administration 's Voluntary Protection Program. Discussion topics and real-life examples concentrate on transitioning an employee from a 'Techie' to a manager; common characteristics of being a manager; the history and academic study of management; competition, change and the business of waste management; what to do after taking over a department by applying Hylko's Star of Success; command media; the formal and informal organizational charts; chain of command; hiring and developing high-degree, autonomous employees through effective communication and delegation; periodic status checks; and determining if the program is working successfully.     The presentation focuses on some of the time-proven and new technologies being used to accomplish radiological work. These techniques can be applied at nuclear facilities to reduce radiation doses and protect the environment. The last reactor plants and processing facilities were shutdown and Hanford was given a new mission to put the facilities in a safe condition, decontaminate, and prepare them for decommissioning. The skills that were necessary to operate these facilities were different than the skills needed today to clean up Hanford. Workers were not familiar with many of the tools, equipment, and materials needed to accomplish:the new mission, which includes clean up of contaminated areas in and around all the facilities, recovery of reactor fuel from spent fuel pools, and the removal of millions of gallons of highly radioactive waste from 177 underground tanks. In addition, this work has to be done with a reduced number of workers and a smaller budget. At Hanford, facilities contain a myriad of radioactive isotopes that are 2048 located inside plant systems, underground tanks, and the soil. As cleanup work at Hanford began, it became obvious early that in order to get workers to apply ALARA and use hew tools and equipment to accomplish the radiological work it was necessary to plan the work in advance and get radiological control and/or ALARA committee personnel involved early in the planning process. Emphasis was placed on applying,ALARA techniques to reduce dose, limit contamination spread and minimize the amount of radioactive waste generated. Progress on the cleanup has,b6en steady and Hanford workers have learned to use different types of engineered controls and ALARA techniques to perform radiological work. The purpose of this presentation is to share the lessons learned on how Hanford is accomplishing radiological work.

    This Applied Technology Plan describes the process development, verification testing, equipment adaptation, and waste form qualification technical issues and plans for resolution to support the design, permitting, and operation of the Hanford Waste Vitrification Plant. The scope of this Plan includes work to be performed by the research and development contractor, Pacific Northwest Laboratory, other organizations within Westinghouse Hanford Company, universities and companies with glass technology expertise, and other US Department of Energy sites. All work described in this Plan is funded by the Hanford Waste Vitrification Plant Project and the relationship of this Plan to other waste management documents and issues is provided for background information. Work to performed under this Plan is divided into major areas that establish a reference process, develop an acceptable glass composition envelope, and demonstrate feed processing and glass production for the range of Hanford Waste Vitrification Plant feeds. Included in this work is the evaluation and verification testing of equipment and technology obtained from the Defense Waste Processing Facility, the West Valley Demonstration Project, foreign countries, and the Hanford Site. Development and verification of product and process models and other data needed for waste form qualification documentation are also included in this Plan. 21 refs., 4 figs., 33 tabs.

    The configuration management program for the Tank Waste Remediation System (TWRS) Project Mission supports management of the project baseline by providing the mechanisms to identify, document, and control the functional and physical characteristics of the products. This document is one of the tools used to develop and control the mission and work. It is an integrated approach for control of technical, cost, schedule, and administrative information necessary to manage the configurations for the TWRS Project Mission. Configuration management focuses on five principal activities: configuration management system management, configuration identification, configuration status accounting, change control, and configuration management assessments. TWRS Project personnel must execute work in a controlled fashion. Work must be performed by verbatim use of authorized and released technical information and documentation. Application of configuration management will be consistently applied across all TWRS Project activities and assessed accordingly. The Project Hanford Management Contract (PHMC) configuration management requirements are prescribed in HNF-MP-013, Configuration Management Plan (FDH 1997a). This TWRS Configuration Management Plan (CMP) implements those requirements and supersedes the Tank Waste Remediation System Configuration Management Program Plan described in Vann, 1996. HNF-SD-WM-CM-014, Tank Waste Remediation System Configuration Management Implementation Plan (Vann, 1997) will be revised to implement the requirements of this plan.     A method for applying novel coatings to substrates is provided. The ends of multiplicity of rods of different materials are melted by focused beams of laser light. Individual electric fields are applied to each of the molten rod ends, thereby ejecting charged particles that include droplets, atomic clusters, molecules, and atoms. The Area 5 Radioactive Waste Management site receives low-level and mixed low-level waste from some 28 different generators from across the DOE complex in support of the legacy clean-up DOE Environmental Management project. Without this capability, the DOE would not be able to complete the clean up and proper disposition of these wastes. The program includes environmental protection, compliance, and monitoring of the air, water, plants, animals, and cultural resources at the NNSS. Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

This information is critical to the operations of the DOE Office of Legacy Management. Managing legacy records and information is challenging in terms of accessibility and changing technology. The Office of Legacy Management is meeting these challenges by making records and information management an organizational priority. The Office of Legacy Management mission is to manage DOE post-closure responsibilities at former Cold War weapons sites to ensure the future protection of human health and the environment. These responsibilities include environmental stewardship and long-term preservation and management of operational and environmental cleanup records associated with each site. A primary organizational goal for the Office of Legacy Management is to 'Preserve, Protect, and Share Records and Information'. Managing records for long-term preservation is an important responsibility. Adequate and dedicated resources and management support are required to perform this responsibility successfully. Records tell the story of an organization and may be required to defend an organization in court, provide historical information, identify lessons learned, or provide valuable information for researchers. Loss of records or the inability to retrieve records because of poor records management processes can have serious consequences and even lead to an organisation's downfall. Organizations must invest time and resources to establish a good records management program because of its significance to the organization as a whole.     The operating experience acquired from certain Spanish Nuclear Power Plant steam generators shows that the tubes, which constitute the second barrier to release of fission products, are susceptible to mechanical damage and corrosion as a result of a variety of mechanisms, among them wastage, pitting, intergranular attack (IGA), stress-corrosion cracking (SCC), fatigue-induced cracking, fretting, erosion/corrosion, support plate denting, etc. These problems, which are common in many plants throughout the world, have required numerous investments by the plants (water treatment plants, replacement of secondary side materials such as condensers and heaters, etc.), have meant costs (operation, inspection and maintenance) and have led to the unavailability of the affected units. In identifying and implementing all these preventive and corrective measures, the Spanish utilities have moved through three successive stages: in the initial stage, the main source of information and of proposals for solutions was the Plant Vendor, whose participation in this respect was based on his own Research and Development programs; subsequently, the Spanish utilities participated jointly in the EPRI Steam Generator Owners Group, collaborating in financing; finally, the Spanish utilities set up their own Steam Generator Research and Development program, while maintaining relations with EPRI programs and those of other countries through information interchange.

  11. Iterative electromagnetic Born inversion applied to earth conductivity imaging

    This thesis investigates the use of a fast imaging technique to deduce the spatial conductivity distribution in the earth from low frequency (< 1 MHz), cross well electromagnetic (EM) measurements. The theory embodied in this work is the extension of previous strategies and is based on the Born series approximation to solve both the forward and inverse problem. Nonlinear integral equations are employed to derive the series expansion which accounts for the scattered magnetic fields that are generated by inhomogeneities embedded in either a homogenous or a layered earth. A sinusoidally oscillating, vertically oriented magnetic dipole is employed as a source, and it is assumed that the scattering bodies are azimuthally symmetric about the source dipole axis. The use of this model geometry reduces the 3-D vector problem to a more manageable 2-D scalar form. The validity of the cross well EM method is tested by applying the imaging scheme to two sets of field data. Images of the data collected at the Devine, Texas test site show excellent correlation with the well logs. Unfortunately there is a drift error present in the data that limits the accuracy of the results. A more complete set of data collected at the Richmond field station in Richmond, California demonstrates that cross well EM can be successfully employed to monitor the position of an injected mass of salt water. Both the data and the resulting images clearly indicate the plume migrates toward the north-northwest. The plausibility of these conclusions is verified by applying the imaging code to synthetic data generated by a 3-D sheet model.

    The U.S. electric power industry is currently spending approximately $2 billion annually on demand-side management (DSM) programs, a substantial increase over just a few years ago. The level of DSM spending is expected to continue to grow in the foreseeable future, according to various industry surveys. Environmental benefits are among the chief assumed - and expected - benefits of DSM. In fact, the answer to how much cost-effective and achievable DSM is available depends, to some extent, on whether the value of environmental benefits of DSM is considered explicitly or implicitly. Several states now specifically require the environmental effect of alternative supply or demand options to be considered in utility resource-planning decisions. On the surface, it seems plausible that, assuming the current level of DSM is `good` for the environment, an even more aggressive level of DSM would be even better. Carrying this line of argument a step further would suggest that a highly aggressive DSM strategy, coupled with a heavy dose of nonpolluting renewable energy technologies, would eliminate the need for all new supply-side resources and be the closest thing to achieving nirvana - low-cost, environmentally benign electricity service - in utility resource planning. Those advocating such a strategy argue that is is not only justified from an environmental point of view, but also from an economic perspective, because it is the cheapest course of action to follow.

    The US Army Training and Doctrine Command is currently developing, in cooperation with Los Alamos National Laboratory, a Corps level combat simulation to support military analytical studies. This model emphasizes high resolution modeling of the command and control processes, with particular attention to architectural considerations that enable extension of the model. A planned future extension is the inclusion of an computer based planning capability for command echelons that can be dynamical invoked during the execution of then model. Command and control is the process through which the activities of military forces are directed, coordinated, and controlled to achieve the stated mission. To perform command and control the commander must understand the mission, perform terrain analysis, understand his own situation and capabilities as well as the enemy situation and his probable actions. To support computer based planning, data structures must be available to support the computer's ability to understand'' the mission, terrain, own capabilities, and enemy situation. The availability of digitized terrain makes it feasible to apply artificial intelligence technologies to emulate the terrain analysis process, producing data structures for uses in planning. The work derived thus for to support the understanding of terrain is the topic of this paper. 13 refs., 5 figs., 6 tabs.

  7. Image processing applied to laser cladding process

    The laser cladding process, which consists of adding a melt powder to a substrate in order to improve or change the behavior of the material against corrosion, fatigue and so on, involves a lot of parameters. In order to perform good tracks some parameters need to be controlled during the process. The authors present here a low cost performance system using two CCD matrix cameras. One camera provides surface temperature measurements while the other gives information relative to the powder distribution or geometric characteristics of the tracks. The surface temperature (thanks to Beer Lambert`s law) enables one to detect variations in the mass feed rate. Using such a system the authors are able to detect fluctuation of 2 to 3g/min in the mass flow rate. The other camera gives them information related to the powder distribution, a simple algorithm applied to the data acquired from the CCD matrix camera allows them to see very weak fluctuations within both gaz flux (carriage or protection gaz). During the process, this camera is also used to perform geometric measurements. The height and the width of the track are obtained in real time and enable the operator to find information related to the process parameters such as the speed processing, the mass flow rate. The authors display the result provided by their system in order to enhance the efficiency of the laser cladding process. The conclusion is dedicated to a summary of the presented works and the expectations for the future.

    In dispersion-managed fibers, soliton-like solutions with periodically recurring shapes exist. These so called dispersion-managed solitons are relevant for fiber-optic telecommunication. In this article we address their behavior when there is deviation from the stationary solution, which is accompanied by the excitation of a long-lived periodic oscillation. We give a possible interpretation by applying soliton radiation beat analysis, a method capable of analyzing the soliton content.

    This dissertation describes two prototype expert systems applied to two problems in nuclear power plants. One problem is spare parts inventory control, and the other one is radionuclide release from containment during severe accident. The expert system for spare parts inventory control can handle spare parts requirements not only in corrective, preventive, or predictive maintenance, but also when failure rates of components or parts are updated by new data. Costs and benefits of spare parts inventory acquisition are evaluated with qualitative attributes such as spare part availability to provide the inventory manager with an improved basis for decision making. The expert system is implemented with Intelligence/Compiler on an IBM-AT. The other expert system for radionuclide release from containment can estimate magnitude, type, location, and time of release of radioactive materials from containment during a severe accident nearly on line, based on the actual measured physical parameters such as temperature and pressure inside the containment. The expert system has a function to check the validation of sensor data. The expert system is implemented with KEE on a Symbolics LISP machine.

  10. Patterns and perspectives in applied fracture mechanics

    This lecture begins with a overview of applied fracture mechanics pertinent to safety of pressure vessels. It then progresses to a chronological panorama of experimental and analytical results. To be useful and dependable in safety analysis of real structures, new analysis developments must be physically realistic, which means that they must accurately describe physical cause and effect. Consequently, before mathematical modeling can begin, cause and effect must be established from experimental data. This can be difficult and time consuming, but worth the effort. Accordingly, the theme of this paper is that the search for patterns is constant and vital. This theme is illustrated by the development of small, single-specimen, fracture toughness testing techniques. It is also illustrated by the development, based on two different published large-strain, elastic-plastic, three-dimensional finite-element analyses, of a hypothesis concerning three-dimensional loss of constraint. When a generalization of Irwin`s thickness-normalized plastic-zone parameter, reaches a value close to 2{pi}, the through-thickness contraction strain at the apex of the near-tip logarithmic-spiral slip-line region becomes the dominant negative strain accommodating crack opening. Because slip lines passing from the midplane to the stress-free side surfaces do not have to curve, once these slip lines are established, stresses near the crack tip are only elevated by strain hardening and constraint becomes significantly relaxed. This hypothesis, based on published three-dimensional elastic-plastic analyses, provides a potentially valuable means for gaining additional insight into constraint effects on fracture toughness by considering the roles played by the plastic strains as well as the stresses that develop near a crack tip.

    A formal process of adaptive management will be required to maximize the benefits of any option for land and natural resource management and to achieve the long-term objective of ecosystem management. The process itself is straightforward and simple: new information is identified, evaluated, and a determination is made whether to adjust strategy or goals. Adaptive management is a continuing process of action-based planning, monitoring, researching and adjusting with the objective of improving the implementation and achieving the desired goals and outcomes. In this process goals and objectives are clearly stated, an initial hypothesis of ecosystem behavior is described, and monitoring is conducted to provide rapid feedback for redirection of management experiments. While the concept of adaptive management is relatively straightforward, applying it to complex management strategies requires answers to several critical questions. What new information should compel an adjustment to the management strategy? What threshold should trigger this adjustment? Who decides when and how to make adjustments? What are the definitions and thresholds of acceptable results? Adaptive ecosystem management depends on a continually evolving understanding of cause-and-effect relationships in both biological and social systems. The key features in an adaptive approach are: (1) An experimental design for implementation; (2) An explicit description of the system; (3) Well defined goals and objectives (4) Identification of critical uncertainties; (5) A monitoring and evaluation program; (6) An aggressive approach to learning; and (7) An adaptable structure.

    We present an exact general remeshing scheme to compute analytic integrals of polynomial functions over the intersections between convex polyhedral cells of old and new meshes. In physics applications this allows one to ensure global mass, momentum, and energy conservation while applying higher-order polynomial interpolation. We elaborate on applications of our algorithm arising in the analysis of cosmological N-body data, computer graphics, and continuum mechanics problems. We focus on the particular case of remeshing tetrahedral cells onto a Cartesian grid such that the volume integral of the polynomial density function given on the input mesh is guaranteed to equal themorecorresponding integral over the output mesh. We refer to this as physically conservative voxelization. At the core of our method is an algorithm for intersecting two convex polyhedra by successively clipping one against the faces of the other. This algorithm is an implementation of the ideas presented abstractly by Sugihara [48], who suggests using the planar graph representations of convex polyhedra to ensure topological consistency of the output. This makes our implementation robust to geometric degeneracy in the input. We employ a simplicial decomposition to calculate moment integrals up to quadratic order over the resulting intersection domain. We also address practical issues arising in a software implementation, including numerical stability in geometric calculations, management of cancellation errors, and extension to two dimensions. In a comparison to recent work, we show substantial performance gains. We provide a C implementation intended to be a fast, accurate, and robust tool for geometric calculations on polyhedral mesh elements.less

    Safety Instrumented Systems (SIS) are widely used in U.S. Department of Energy's (DOE) nonreactor nuclear facilities for safety-critical applications. Although use of the SIS technology and computer-based digital controls, can improve performance and safety, it potentially introduces additional complexities, such as failure modes that are not readily detectable. Either automated actions or manual (operator) actions may be required to complete the safety instrumented function to place the process in a safe state or mitigate a hazard in response to an alarm or indication. DOE will issue a new standard, Application of Safety Instrumented Systems Used at DOE Nonreactor Nuclear Facilities, to provide guidance for the design, procurement, installation, testing, maintenance, operation, and quality assurance of SIS used in safety significant functions at DOE nonreactor nuclear facilities. The DOE standard focuses on utilizing the process industry consensus standard, American National Standards Institute/ International Society of Automation (ANSI/ISA) 84.00.01, Functional Safety: Safety Instrumented Systems for the Process Industry Sector, to support reliable SIS design throughout the DOE complex. SIS design must take into account human-machine interfaces and their limitations and follow good human factors engineering (HFE) practices. HFE encompasses many diverse areas (e.g., information display, user-system interaction, alarm management, operator response, control room design, and system maintainability), which affect all aspects of system development and modification. This paper presents how the HFE processes and principles apply throughout the SIS life cycle to support the design and use of SIS at DOE nonreactor nuclear facilities.

    Four issues commonly form the framework for debates about the acceptability of proposed projects or technologies--the substantive decision or technological choice; the treatment of the community by the proponent organization; the way the decision-making process has been structured and managed; and the status of institutional safeguards and protection. One of the clear messages of cultural theory is that differences in perspectives are a normal and inevitable part of society, and that attempts to resolve differences by persuasion are not likely to work. These findings are useful when considering the goals and possibilities of public involvement as a decision-making tool, and when designing or evaluating public involvement training programs for managers. The research reported here examines the viewpoints and concerns of managers and decision-makers about the four issues identified above, with particular emphasis on their perspectives and concerns about opening decision-making processes to the public and about managers` roles and responsibilities for structuring and managing open decision-making processes. Implications of these findings for public involvement training for managers is also discussed. The data presented in this paper were obtained from face-to-face interviews with managers and decision-makers with experience managing a variety of hazardous waste management decision-making processes. We conducted these interviews in the course of four separate research projects: needs assessments to support the design and development of a public involvement training program for managers; a study of community residents` and managers` perspectives on the chemical stockpile disposal program; an evaluation of the effectiveness of public involvement training for managers in the Department of Energy; and a study to develop indicators of the benefits and costs of public involvement.

The need for a comprehensive management control system for these activities has been identified by the Department of Energy (DOE). The WM QA (Waste Management Quality Assurance) Plan is an integral part of a management system that provides controls necessary to ensure that the department`s activities are planned, performed, documented, and verified. This WM QA Plan defines the requirements of the WM QA program. These requirements are derived from DOE Order 5700.6C, Quality Assurance, the LBL Operating and Assurance Program Plan (OAP, LBL PUB-3111), and other environmental compliance documents applicable to WM activities. The requirements presented herein, as well as the procedures and methodologies that direct the implementation of these requirements, will undergo review and revisions as necessary. The provisions of this QA Plan and its implementing documents apply to quality-affecting activities performed by and for WM. It is also applicable to WM contractors, vendors, and other LBL organizations associated with WM activities, except where such contractors, vendors, or organizations are governed by their own WM-approved QA programs.     This paper identifies business models and six management principles that can be applied by a nonproliferation organization to maximize the value and effectiveness of its products. The organizations responsible for reducing the nuclear proliferation threat have experienced a substantial growth in responsibility and visibility since the September 11 attacks. Since then, the international community has witnessed revelations of clandestine nuclear facilities, nuclear black markets, periodic nuclear tests, and a resurgence of interest by countries worldwide in developing nuclear capabilities. The security environment will likely continue to evolve in unexpected ways since most of the proliferation threats with which the world will be forced to contend remain unforeseen. To better prepare for and respond to this evolving security environment, many nonproliferation organizations are interested in finding new or better ways to increase the effectiveness and efficiency of their operations. Of course, all organizations, whether they are market driven or non-profit, must operate effectively and efficiently if they are to succeed. Indeed, as this study demonstrates, many of the management principles that this study recommends can help all organizations succeed. However, this study pays particular attention to nonproliferation organizations because of the mission they are responsible for fulfilling.     The Urban Consortium (UC), created by PTI, is a network of jurisdictions with populations of over 250,000. The UC provides a platform for research and enterprise through its Energy, Environmental, Transportation, and Telecommunications and Information Task Forces. The UC provides a unique creative forum where elected and appointed officials and technical managers identify, test, and validate practical ways to improve the provision of public services and, where possible, generate new revenue opportunities. Public Technology, Inc., is the non-profit technology organization of the National League of Cities, the National Association of Counties, and the International City/County Management Association. PTI creates and advances technology-based products, services, and enterprises in cities and counties nationwide. Staffed by PTI, the UC addresses the critical needs of local governments through its Task Forces. The Urban Consortium Energy Task Force (UCETF) program has, since its inception, acted as a laboratory to develop, test solutions and share the resulting products or management approaches with the wider audience of local governments. It has addressed the overlap between energy and environment and economic development policy issues, and, is the nation's most extensive cooperative local government program to improve energy management and decision-making through applied research and technology cooperation. Proposals to meet the specific objectives of the UCETF annual R and D program are solicited from major urban jurisdictions. Projects based on these proposals are then selected by the UCETF for direct conduct and management by staff of city and county governments. Projects selected for each year's program are organized in thematic units to assure effective management and ongoing peer-to-peer experience exchange, with results documented at the end of each program year.

    The development of this standard has been a collaborative effort of a Working Group consisting of representatives from several national laboratories, the ER Program Associate Directorates, the Office of Nuclear Energy, and the ER Office of Assessment and Support. It is applicable to basic and applied research performed at DOE-ER sponsored facilities. The standard is written primarily for scientists and technical managers and purposely uses scientific and technical examples and terminology in an attempt to translate the concepts and requirements of DOE 5700.6C into the language and practices that are familiar to the scientists and technical personnel who manage and do research at DOE-ER facilities. The standard provides the guidance needed to reasonably implement the full intent of 5700.6C in the ER research community and yet preserve the independence of the research community and creatively pursue the advancement of science.

    In the twentieth century, ecologists and agriculturists developed an increasingly sophisticated understanding of the value of biological diversity, specifically the resilience and adaptability it brings to ecosystems. In the twenty-first century, the ecosystem model has been applied to human systems, particularly to understanding how organizations are structured and how they operate. Twenty-first century organizations are challenged by diversity in many arenas. Demographic changes in workforce composition and customer populations, combined with globalized markets and international competition are increasing the amount of diversity organizations must manage, both internally and externally. Many diversity specialists and business leaders argue that businesses and organizations interested in surviving and thriving in the twenty-first century need to take competitive advantage of a diverse workplace (Soutar, 2004; Yang, 2005). But to do so successfully, leaders and human resources (HR) managers must redefine management and leadership (Jones, 1989). Just as mono-cropping destroys biological diversity, and, in extreme cases, such as the Irish potato famine--human as well as natural ecosystems (Keohane, n.d.), so does mono-managing similarly destroy diversity within organizations. Leaders wanting to build strong, diverse organizations will not be successful if they rely on one approach or solution. Single-threaded diversity solutions, such as focusing only on recruitment or single-approach management techniques, such as requiring every employee to take diversity training, do not create lasting change (Kossek & Lobel, 1996; McMahon, 2006; Thomas, 1990). Bringing about the changes needed to build and sustain diversity requires commitment, strategy, communication, and concrete changes in organizational structure and processes. How, then, can managers and leaders develop diverse organizations and ensure that they are managed to take optimum advantage of diversity? What role
