    Program fact sheet highlighting federal requirements for GHG emissions management, FEMP services to help agencies reduce emissions, and additional resources. The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) assists Federal agencies with managing their greenhouse gas (GHG) emissions. GHG management entails measuring emissions and understanding their sources, setting a goal for reducing emissions, developing a plan to meet this goal, and implementing the plan to achieve reductions in emissions. FEMP provides the following services to help Federal agencies meet the requirements of inventorying and reducing their GHG emissions: (1) FEMP offers one-on-one technical assistance to help agencies understand and implement the Federal Greenhouse Gas Accounting and Reporting Guidance and fulfill their inventory reporting requirements. (2) FEMP provides training, tools, and resources on FedCenter to help agencies complete their annual inventories. (3) FEMP serves a leadership role in the interagency Federal Working Group on Greenhouse Gas Accounting and Reporting that develops recommendations to the Council on Environmental Quality (CEQ) for the Federal Greenhouse Gas Accounting and Reporting Guidance. (4) As the focus continues to shift from measuring emissions (completing inventories) to mitigating emissions (achieving reductions), FEMP is developing a strategic planning framework and resources for agencies to prioritize among a variety of options for mitigating their GHG emissions, so that they achieve their reduction goals in the most cost-effective manner. These resources will help agencies analyze their high-quality inventories to make strategic decisions about where to use limited resources to have the greatest impact on reducing emissions. Greenhouse gases trap heat in the lower atmosphere, warming the earth's surface temperature in a natural process known as the 'greenhouse effect.'     Solar cells have a typical efficiency in the range of 5-20%, implying that 80% or more of the incident solar energy can be harvested in the form of heat and applied for low-temperature heating. In a PVT collector one tries to collect this heat. In this work, the electrical and thermal yield of solar domestic hot water systems with one-cover sheet-and-tube PVT collectors were considered. Objectives of the work were to understand the mechanisms determining these yields, to investigate measures to improve these yields and to investigate the yield consequences if various solar cell technologies are being used. The work was carried out using numerical simulations. A detailed quantitative understanding of all loss mechanisms was obtained, especially of those being inherent to the use of PVT collectors instead of PV modules and conventional thermal collectors. The annual electrical efficiencies of the PVT systems investigated were up to 14% (relative) lower compared to pure PV systems and the annual thermal efficiencies up to 19% (relative) lower compared to pure thermal collector systems. The loss of electrical efficiency is mainly caused by the relatively high fluid temperature. The loss of thermal efficiency is caused both by the high emissivity of the absorber and the withdrawal of electrical energy. However, both the loss of electrical and thermal efficiency can be reduced further by the application of anti-reflective coatings. The thermal efficiency can be improved by the application of a low-emissivity coating on the absorber, however at the cost of a reduced electrical efficiency. (author)

    The U.S. Department of Energy Manual DOE M 435.1-1, “Radioactive Waste Management Manual,” requires that performance assessments demonstrate that releases of radionuclides to the environment are as low as reasonably achievable (ALARA). Quantitative cost benefit analysis of radiation protection options is one component of the ALARA process. This report summarizes a quantitative cost benefit analysis of closure cover thickness for the Area 5 Radioactive Waste Management Site (RWMS) on the Nevada Test Site. The optimum cover thickness that maintains doses ALARA is shown to be the thickness with the minimum total closure cost. Total closure cost is the sum of cover construction cost and the health detriment cost. Cover construction cost is estimated based on detailed cost estimates for closure of the 92-acre Low-Level Waste Management Unit (LLWMU). The health detriment cost is calculated as the product of collective dose and a constant monetary value of health detriment in units of dollars per unit collective dose. Collective dose is the sum of all individual doses in an exposed population and has units of person-sievert (Sv). Five discrete cover thickness options ranging from 2.5 to 4.5 meters (m) (8.2 to 15 feet [ft]) are evaluated. The optimization was subject to the constraints that (1) options must meet all applicable regulatory requirements and that (2) individual doses be a small fraction of background radiation dose. Total closure cost is found to be a monotonically increasing function of cover thickness for the 92-ac LLWMU, the Northern Expansion Area, and the entire Area 5 RWMS. The cover construction cost is orders of magnitude greater than the health detriment cost. Two-thousand Latin hypercube sampling realizations of the relationship between total closure cost and cover thickness are generated.     The Oak Ridge National Laboratory Technology Logic Diagram (TLD) was developed to provide a decision support tool that relates environmental restoration (ER) and waste management (WM) problems at Oak Ridge National Laboratory (ORNL) to potential technologies that can remediate these problems. The TLD identifies the research, development, demonstration testing, and evaluation needed to develop these technologies to a state that allows technology transfer and application to decontamination and decommissioning (D&D), remedial action (RA), and WM activities. The TLD consists of three fundamentally separate volumes: Vol. 1, Technology Evaluation; Vol. 2, Technology Logic Diagram and Vol. 3, Technology EvaLuation Data Sheets. Part A of Vols. 1 and 2 focuses on RA. Part B of Vols. 1 and 2 focuses on the D&D of contaminated facilities. Part C of Vols. 1 and 2 focuses on WM. Each part of Vol. 1 contains an overview of the TM, an explanation of the problems facing the volume-specific program, a review of identified technologies, and rankings of technologies applicable to the site.     Purpose: This study was designed to evaluate our experience with the treatment of postoperative anastomotic leaks and benign esophageal perforations with covered biodegradable stents. Materials and Methods: From 2008 to 2010, we treated five men with either an anastomotic leak or benign esophageal perforation by implanting of covered biodegradable Ella-BD stents. The average age of the patients was 60 (range, 38-74) years. Postoperative anastomotic leaks were treated in four patients (1 after esophagectomy, 1 after resection of diverticulum, 2 after gastrectomy). In one patient, perforation occurred as a complication of the treatment of an esophageal rupture (which occurred during a balloon dilatation of benign stenosis) with a metallic stent. Results: Seven covered biodegradable stents were implanted in five patients. Primary technical success was 100%. Clinical success (leak sealing) was achieved in four of the five patients (80%). Stent migration occurred in three patients. In two of these patients, the leak had been sealed by the time of stent migration, therefore no reintervention was necessary. In one patient an additional stent had to be implanted. Conclusion: The use of biodegradable covered stents for the treatment of anastomotic leaks or esophageal perforations is technically feasible and safe. The initial results are promising; however, larger number of patients will be required to evaluate the capability of these biodegradable stents in the future. The use of biodegradable material for coverage of the stent is essential.

    Researchers at NREL are providing new insight into how heating and cooling systems affect the distance that electric vehicles can travel on a single charge. Electric vehicle range can be reduced by as much as 68% per charge because of climate-control demands. NREL engineers are investigating opportunities to change this dynamic and increase driving range by improving vehicle thermal management. NREL experts are collaborating with automotive industry partners to investigate promising thermal management technologies and strategies, including zone-based cabin temperature controls, advanced heating and air conditioning controls, seat-based climate controls, vehicle thermal preconditioning, and thermal load reduction technologies.

    The Oak Ridge K-25 Technology Logic Diagram (TLD), a decision support tool for the K-25 Site, was developed to provide a planning document that relates environmental restoration (ER) and waste management (WN) problems at the Oak Ridge K-25 Site. The TLD technique identifies the research necessary to develop these technologies to a state that allows for technology transfer and application to waste management, remediation, decontamination, and decommissioning activities. The TLD consists of four separate volumes-Vol. 1, Vol. 2, Vol. 3A, and Vol. 3B. Volume 1 provides introductory and overview information about the TLD. Volume 2 contains logic diagrams. Volume 3 has been divided into two separate volumes to facilitate handling and use. This volume 3 B provides the Technology Evaluation Data Sheets (TEDS) for ER/WM activities (Remedial Action Robotics and Automation, Waste Management) that are referenced by a TEDS code number in Vol. 2 of the TLD. Each of these sheets represents a single logic trace across the TLD. These sheets contain more detail than each technology in Vol. 2. The TEDS are arranged alphanumerically by the TEDS code number in the upper right corner of each data sheet. Volume 3 can be used in two ways: (1) technologies that are identified from Vol. 2 can be referenced directly in Vol. 3 by using the TEDS codes, and (2) technologies and general technology areas (alternatives) can be located in the index in the front of this volume.

    Bechtel Nevada (BN) manages two low-level Radioactive Waste Management Sites (RWMSs) at the Nevada Test Site (NTS) for the U.S. Department of Energy (DOE) National Nuclear Security Administration Nevada Site Office (NNSA/NSO). The Area 3 RWMS is located in south-central Yucca Flat and the Area 5 RWMS is located about 15 miles south, in north-central Frenchman Flat. Though located in two separate topographically closed basins, they are similar in climate and hydrogeologic setting. The Area 5 RWMS uses engineered shallow-land burial cells to dispose of packaged waste, while the Area 3 RWMS uses subsidence craters formed from underground testing of nuclear weapons for the disposal of packaged and unpackaged bulk waste. Over the next several decades, most waste disposal units at both the Area 3 and Area 5 RWMSs are anticipated to be closed. Closure of the Area 3 and Area 5 RWMSs will proceed through three phases: operational closure, final closure, and institutional control. Many waste disposal units at the Area 5RWMS are operationally closed and final closure has been placed on one unit at the Area 3 RWMS (U-3ax/bl). Because of the similarities between the two sites (e.g., type of wastes, environmental factors, operational closure cover designs, etc.), many characterization studies and data collected at the Area 3 RWMS are relevant and applicable to the Area 5 RWMS. For this reason, data and closure strategies from the Area 3 RWMS are referred to as applicable. This document is an interim Characterization Report – Operational Closure Covers, for the Area 5 RWMS. The report briefly describes the Area 5 RWMS and the physical environment where it is located, identifies the regulatory requirements, reviews the approach and schedule for closing, summarizes the monitoring programs, summarizes characterization studies and results, and then presents conclusions and recommendations.

    In November 1995, the Australian and New Zealand Environment and Conservation Council (ANZECC, the Council of State and National Environment Ministers) adopted a National Management Plan for PCBs. This was a significant milestone in the very long saga of Australian efforts to develop public policy and management structures for dealing with persistent organochlorine wastes. The author was part of a four-person consultation panel that carried out a public involvement program to assist and inform the process of developing the National Management Plan. The program involved, among other things, visiting every state and territory of Australia at least twice. This paper describes the development and delivery of the public involvement program, including ongoing interactions with Governments. The latter is often a complex (and many would say an unduly complex) matter in the federal system, where primary responsibility for waste management resides in the individual state/territory jurisdictions. The paper also attempts to draw lessons from the process. While some participants learned and acted upon some of these lessons quite early in the process, other participants (particularly governments) took longer to realize their importance and thus took longer to refrain from actions that might be regarded as not keeping faith with the activities they had set in process. Finally, the lessons learned here are contrasted with those drawn by participants in the process that led to the establishment and expansion of the Swan Hills facility in Alberta. While the outcomes of the Australian and Albertan processes appear to be very different, a number of the essential lessons to be drawn from the two processes are virtually identical. 13 refs.

    The report is the Final Construction Quality Assurance (CQA) Report for the 92-Acrew Evapotranspiration Cover, Area 5 Waste Management Division Retired Mixed Waste Pits, Nevada National Security Site, Nevada, for the period of January 20, 2011, to January 31, 2012 The Area 5 RWMS uses engineered shallow-land burial cells to dispose of packaged waste. The 92-Acre Area encompasses the southern portion of the Area 5 RWMS, which has been designated for the first final closure operations. This area contains 13 Greater Confinement Disposal (GCD) boreholes, 16 narrow trenches, and 9 broader pits. With the exception of two active pits (P03 and P06), all trenches and pits in the 92-Acre Area had operational covers approximately 2.4 meters thick, at a minimum, in most areas when this project began. The units within the 92-Acre Area are grouped into the following six informal categories based on physical location, waste types and regulatory requirements: (1) Pit 3 Mixed Waste Disposal Unit (MWDU); (2) Corrective Action Unit (CAU) 111; (3) CAU 207; (4) Low-level waste disposal units; (5) Asbestiform low-level waste disposal units; and (6) One transuranic (TRU) waste trench.

    A multiple layer insulation cover for preventing heat loss in, for example, a greenhouse, is disclosed. The cover is comprised of spaced layers of thin foil covered fabric separated from each other by air spaces. The spacing is accomplished by the inflation of spaced air bladders which are integrally formed in the cover and to which the layers of the cover are secured. The bladders are inflated after the cover has been deployed in its intended use to separate the layers of the foil material. The sizes of the material layers are selected to compensate for sagging across the width of the cover so that the desired spacing is uniformly maintained when the cover has been deployed. The bladders are deflated as the cover is stored thereby expediting the storage process and reducing the amount of storage space required.

    An ion-electron plasma heating apparatus of the pinch tube class was developed wherein a plasma is formed by an intense arc discharge through a gas and is radially constricted by the magnetic field of the discharge. To avoid kink and interchange instabilities which can disrupt a conventional arc shortiy after it is formed, the apparatus is a pinch tube with a flat configuration for forming a sheet of plasma between two conductive plates disposed parallel and adjacent to the plasma sheet. Kink instabilities are suppressed by image currents induced in the conductive plates while the interchange instabilities are neutrally stable because of the flat plasma configuration wherein such instabilities may occur but do not dynamically increase in amplitude.     This 2-page fact sheet describes NREL's offshore wind research and development efforts and capabilities. The National Renewable Energy Laboratory is internationally recognized for offshore wind energy research and development (R&D). Its experience and capabilities cover a wide spectrum of wind energy disciplines. NREL's offshore wind R&D efforts focus on critical areas that address the long-term needs of the offshore wind energy industry and the Department of Energy (DOE). R&D efforts include: (1) Developing offshore design tools and methods; (2) Collaborating with international partners; (3) Testing offshore systems and developing standards; (4) Conducting economic analyses; (5) Characterizing offshore wind resources; and (6) Identifying and mitigating offshore wind grid integration challenges and barriers. The peripheral skirt portion is formed to include a plurality of circumferentially spaced tabs, wherein free ends of the flexible tabs are formed with respective through passages adapted to receive a drawstring for pulling the tabs together on a back side of the pipe flange.

    This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Manufacturing Laboratory at the Energy Systems Integration Facility. The Manufacturing Laboratory at NREL's Energy Systems Integration Facility (ESIF) focuses on developing methods and technologies that will assist manufacturers of hydrogen and fuel cell technologies, as well as other renewable energy technologies, to scale up their manufacturing capabilities to volumes that meet DOE and industry targets. Specifically, the manufacturing activity is currently focused on developing and validating quality control techniques to assist manufacturers of low temperature and high temperature fuel cells in the transition from low to high volume production methods for cells and stacks. Capabilities include initial proof-of-concept studies through prototype system development and in-line validation. Existing diagnostic capabilities address a wide range of materials, including polymer films, carbon and catalyst coatings, carbon fiber papers and wovens, and multi-layer assemblies of these materials, as well as ceramic-based materials in pre- or post-fired forms. Work leading to the development of non-contact, non-destructive techniques to measure critical dimensional and functional properties of fuel cell and other materials, and validation of those techniques on the continuous processing line. This work will be supported by materials provided by our partners. Looking forward, the equipment in the laboratory is set up to be modified and extended to provide processing capabilities such as coating, casting, and deposition of functional layers, as well as associated processes such as drying or curing. In addition, continuous processes are used for components of organic and thin film photovoltaics (PV) as well as battery technologies, so synergies with these important areas will be explored.

    Thin metal sheets are cast by magnetically suspending molten metal deposited within a ferromagnetic yoke and between AC conducting coils and linearly displacing the magnetically levitated liquid metal while it is being cooled to form a solid metal sheet. Magnetic flux increases as the molten metal sheet moves downward and decreases as the molten metal sheet moves upward to stabilize the sheet and maintain it in equilibrium as it is linearly displaced and solidified by cooling gases. A conducting shield is electrically coupled to the molten metal sheet by means of either metal sheet engaging rollers or brushes on the solidified metal, and by means of an electrode in the vessel containing the molten metal thereby providing a return path for the eddy currents induced in the metal sheet by the AC coil generated magnetic flux. Variation in the geometry of the conducting shield allows the magnetic flux between the metal sheet and the conducting shield to be varied and the thickness in surface quality of the metal sheet to be controlled. Side guards provide lateral containment for the molten metal sheet and stabilize and shape the magnetic field while a leader sheet having electromagnetic characteristics similar to those of the metal sheet is used to start the casting process and precedes the molten metal sheet through the magnet and forms a continuous sheet therewith. The magnet may be either U-shaped with a single racetrack coil or may be rectangular with a pair of facing bedstead coils.

    In accordance with this invention, a porous sheet material is provided at intervals with bodies of a polymer which contain a 2,6-dinitroaniline. The sheet material is made porous to permit free passage of water. It may be either a perforated sheet or a woven or non-woven textile material. A particularly desirable embodiment is a non-woven fabric of non-biodegradable material. This type of material is known as a geotextile'' and is used for weed control, prevention of erosion on slopes, and other landscaping purposes. In order to obtain a root repelling property, a dinitroaniline is blended with a polymer which is attached to the geotextile or other porous material.

    In accordance with this invention, a porous sheet material is provided at intervals with bodies of a polymer which contain a 2,6-dinitroaniline. The sheet material is made porous to permit free passage of water. It may be either a perforated sheet or a woven or non-woven textile material. A particularly desirable embodiment is a non-woven fabric of non-biodegradable material. This type of material is known as a "geotextile" and is used for weed control, prevention of erosion on slopes, and other landscaping purposes. In order to obtain a root repelling property, a dinitroaniline is blended with a polymer which is attached to the geotextile or other porous material.

The cover (14) is a flexible, protective layer (60) of light-transparent material having a relatively flat upper, free surface (64) and an irregular opposed surface (66). The irregular surface (66) includes first portions (68) which conform to the polar regions (31R) of the spheres (16) and second convex (72) or concave (90) portions (72 or 90) which define spaces (78) in conjunction with the reflective surface (20T) of one aluminum sheet (20). Without the cover (14) light (50) falling on the surface (20T) between the spheres (16) is wasted, that is, it does not fall on a sphere (16). The surfaces of the second portions are non-parallel to the direction of the otherwise wasted light (50), which fact, together with a selected relationship between the refractive indices of the cover and the spaces, result in sufficient diffraction of the otherwise wasted light (50) so that about 25% of it is reflected from the surface (20T) onto a sphere (16).

    Field observations in streams with beds of coarse sand and fine gravel have revealed that bedload moves primarily as thin, migrating accumulations of sediment, and coarse grains cluster at their leading edge. These accumulations are one or two coarse grains high and are much longer (0.2-0.6 m long in sand; 0.5-2.0 m in fine gravel) than their height. The authors propose the term bedload sheet for these features, and the authors argue that they result from an instability inherent to bedload movement of moderately and poorly sorted sediment. In essence, coarse particles in the bedload slow or stop each other, trap finer particles in their interstices, and thus cause the coarse particles to become mobile again. Bedload sheets develop on the stoss side of dunes, causing the dune to advance incrementally with the arrival of each sheet. Successive deposition of coarse sediment from the leading edge followed by fine sediment may generate the grain-size sorting that distinguishes cross-bedding. Available flume experiments and field observations indicate that bedload sheets are a common, but generally unrecognized, feature of heterogeneous sediment transport.

    This is technical comment and response to the subject of paleotophography of glacial age ice sheets. The model presented by Peltier reconstructing the paleotopography of glacial age ice sheets has implications for atmospheric general circulation models of ice age climate. In addition, the model suggests that the glacial-age Antarctic Ice Sheet was significantly larger than today`s. The commentor, Edwards, suggests there is a discrepancy between data from Papua New Guinea and the model results.

    This fact sheet is an overview of the Concentrating Solar Power (CSP) subprogram at the U.S. Department of Energy SunShot Initiative. CSP is a dispatchable, renewable energy option that uses mirrors to focus and concentrate sunlight onto a receiver, from which a heat transfer fluid carries the intense thermal energy to a power block to generate electricity. CSP systems can store solar energy to be used when the sun is not shining. It will help meet the nation’s goal of making solar energy fully cost-competitive with other energy sources by the end of the decade. Worldwide, CSP activity is rapidly scaling, with approximately 10 gigawatts (GW) in various stages of operation or development. In the United States alone, nearly 2 GW of CSP are in operation.

    A powder metallurgical process of preparing a sheet from a powder having an intermetallic alloy composition such as an iron, nickel or titanium aluminide. The sheet can be manufactured into electrical resistance heating elements having improved room temperature ductility, electrical resistivity, cyclic fatigue resistance, high temperature oxidation resistance, low and high temperature strength, and/or resistance to high temperature sagging. The iron aluminide has an entirely ferritic microstructure which is free of austenite and can include, in weight %, 4 to 32% Al, and optional additions such as .ltoreq.1% Cr, .gtoreq.0.05% Zr .ltoreq.2% Ti, .ltoreq.2% Mo, .ltoreq.1% Ni, .ltoreq.0.75% C, .ltoreq.0.1% B, .ltoreq.1% submicron oxide particles and/or electrically insulating or electrically conductive covalent ceramic particles, .ltoreq.1% rare earth metal, and/or .ltoreq.3% Cu. The process includes forming a non-densified metal sheet by consolidating a powder having an intermetallic alloy composition such as by roll compaction, tape casting or plasma spraying, forming a cold rolled sheet by cold rolling the non-densified metal sheet so as to increase the density and reduce the thickness thereof and annealing the cold rolled sheet. The powder can be a water, polymer or gas atomized powder which is subjecting to sieving and/or blending with a binder prior to the consolidation step. After the consolidation step, the sheet can be partially sintered. The cold rolling and/or annealing steps can be repeated to achieve the desired sheet thickness and properties. The annealing can be carried out in a vacuum furnace with a vacuum or inert atmosphere. During final annealing, the cold rolled sheet recrystallizes to an average grain size of about 10 to 30 .mu.m. Final stress relief annealing can be carried out in the B2 phase temperature range.

    This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Energy Storage Laboratory at the Energy Systems Integration Facility. At NREL's Energy Storage Laboratory in the Energy Systems Integration Facility (ESIF), research focuses on the integration of energy storage systems (both stationary and vehicle-mounted) and interconnection with the utility grid. Focusing on battery technologies, but also hosting ultra-capacitors and other electrical energy storage technologies, the laboratory will provide all resources necessary to develop, test, and prove energy storage system performance and compatibility with distributed energy systems. The laboratory will also provide robust vehicle testing capability, including a drive-in environmental chamber, which can accommodate commercial-sized hybrid, electric, biodiesel, ethanol, compressed natural gas, and hydrogen fueled vehicles. The Energy Storage Laboratory is designed to ensure personnel and equipment safety when testing hazardous battery systems or other energy storage technologies. Closely coupled with the research electrical distribution bus at ESIF, the Energy Storage Laboratory will offer megawatt-scale power testing capability as well as advanced hardware-in-the-loop and model-in-the-loop simulation capabilities. Some application scenarios are: The following types of tests - Performance, Efficiency, Safety, Model validation, and Long duration reliability. (2) Performed on the following equipment types - (a) Vehicle batteries (both charging and discharging V2G); (b) Stationary batteries; (c) power conversion equipment for energy storage; (d) ultra- and super-capacitor systems; and (e) DC systems, such as commercial microgrids.

    This fact sheet provides information about Photobiology Research Laboratory capabilities and applications at NREL. The photobiology group's research is in four main areas: (1) Comprehensive studies of fuel-producing photosynthetic, fermentative, and chemolithotrophic model microorganisms; (2) Characterization and engineering of redox enzymes and proteins for fuel production; (3) Genetic and pathway engineering of model organisms to improve production of hydrogen and hydrocarbon fuels; and (4) Studies of nanosystems using biological and non-biological materials in hybrid generation.
