    Energy economists have long argued the benefits of real time pricing (RTP) of electricity. Their basis for modeling customers response to short-term fluctuations in electricity prices are based on theories of rational firm behavior, where management strives to minimize operating costs and optimize profit, and labor, capital and energy are potential substitutes in the firm's production function. How well do private firms and public sector institutions operating conditions, knowledge structures, decision-making practices, and external relationships comport with these assumptions and how might this impact price response? We discuss these issues on the basis of interviews with 29 large (over 2 MW) industrial, commercial, and institutional customers in the Niagara Mohawk Power Corporation service territory that have faced day-ahead electricity market prices since 1998. We look at stories interviewees told about why and how they respond to RTP, why some customers report that they can't, and why even if they can, they don't. Some firms respond as theorized, and we describe their load curtailment strategies. About half of our interviewees reported that they were unable to either shift or forego electricity consumption even when prices are high ($0.50/kWh). Reasons customers gave for why they weren't price-responsive include implicit value placed on reliability, pricing structures, lack of flexibility in adjusting production inputs, just-in-time practices, perceived barriers to onsite generation, and insufficient time. We draw these observations into a framework that could help refine economic theory of dynamic pricing by providing real-world descriptions of how firms behave and why.

    The impact of environmental regulation on macroeconomic performance has been studied in some depth over the last 15 years. Similarly, impact on profit performance, investment intention and location decisions of firms has also been studied, although in less depth. There has been less academic interest, however, in the impact that environmental regulation has on the strategic objectives of companies. This article reports on a research project that focused on the impact that environmental approvals regulation (predominantly environmental impact assessment, EIA) has on proposed new development in the international mining sector. Based on a large and externally valid survey of senior mining company executives in Australia and Canada in the late 1990s, the research indicated that a significant majority of firms consider the environmental approvals process to be an important determinant of investment strategy. An initial reaction to these figures might suggest that the majority of respondents believe the environmental approvals process to be a negative influence. However, further questioning indicated that only a small proportion of companies in both countries thought of the environmental approvals process as an impediment to development. Instead, it is clear that most firms see EIA as a catalyst for integrating environmental design into the early planning of a project, thereby alleviating the need to spend money on overcoming environmental problems once a poorly designed project has been commissioned. The somewhat surprising conclusion that companies see environmental approvals regulation as important, but as an encouragement to development rather than as an impediment, goes against much previous industry and academic comment and, at least in relation to the mining sector, refutes the idea that EIA is ''burdensome''.

    According to the data developed for the Proposed Site Treatment Plans, the US Department of Energy (DOE) mixed low-level and mixed transuranic waste inventory was estimated at 230,000 m{sup 3} and embodied in approximately 2,000 waste streams. Many of these streams are unique and may require new technologies to facilitate compliance with Resource Conservation and Recovery Act disposal requirements. Because most waste streams are unique, a demonstration of the selected technologies is justified. Evaluation of commercially available or innovative technologies in a treatability study is a cost-effective method of providing a demonstration of the technology and supporting decisions on technology selection. This paper summarizes a document being prepared by the Mixed Waste Focus Area of the DOE Office of Science and Technology (EM-50). The document will provide DOE waste managers with a list of commercial firms (and universities) that have mixed-waste treatability study capabilities and with the specifics regarding the technologies available at those facilities. In addition, the document will provide a short summary of key points of the relevant regulations affecting treatability studies and will compile recommendations for successfully conducting an off-site treatability study. Interim results of the supplier survey are tabulated in this paper. The tabulation demonstrates that treatment technologies in 17 of the US Environmental Protection Agency`s technology categories are available at commercial facilities. These technologies include straightforward application of standard technologies, such as pyrolysis, as well as proprietary technologies developed specifically for mixed waste. The paper also discusses the key points of the management of commercial mixed-waste treatability studies.

    This paper presents the results of an analysis of deliberative norms in the framework for Environmental Impact Assessment (EIA) in roads planning in Sweden. The more specific question is how this framework has responded to the shift towards more deliberative approaches to planning and decision making, advocated in planning theory and policy literature over the last decade. The analysis, which compares the current framework and guidance with an earlier iteration, identifies a shift towards deliberation; deliberative norms are present, and even dominate recent guidance. However, an instrumental norm permeates both the former and the current guidance, suggesting that even as a language of consultation is replaced by one of deliberation, the intention remains to secure and legitimise a smooth development pathway. Evidence from interviews with professionals working in the Swedish EIA system highlights the difficulties of navigating these uncertainties in practice. By opening up critical analysis of deliberative norms as they shape the conditions for practice, this study contributes to the continuous development of planning practice, by supporting a more normatively reflexive approach to framework-design.

    Purpose. To describe the preliminary clinical experience with a new embolization microcoil. Methods. The microcoil was made of a platinum coil spring, and consisted of firm and flexible segments. The firm segment functioned as an anchor and the flexible segment was well compacted to occlude the arteries. No Dacron fiber was attached. Seventy-one new microcoils were placed via microcatheters in 28 visceral arteries of 17 patients. Two other types of microcoils with Dacron fibers were used together in 8 arteries. Results. Sixty-nine new microcoils were placed and compacted successfully. Two coils were misplaced; one was retrieved and the other was left in the migrated artery, which remained patent 5 months later. All 28 arteries were occluded, and the goals of intervention were achieved successfully in all 17 cases. Conclusion. The new microcoils anchored and compacted well in the arteries. The clinical feasibility of this coil design was confirmed. The additional use of other types of microcoils with Dacron fiber was necessary to obtain rapid occlusion in some cases.

    The Department of Energy's (Department) Office of River Protection (ORP) is responsible for the storage, treatment, and disposal of over 53 million gallons of highly radioactive waste from over 40 years of plutonium production at the Hanford Site. Because of the diversity, complexity, and large scope of its mission, coupled with its small staff, ORP told us that it has found it necessary to engage in service contracts to obtain consulting services, technical expertise, and support staff. Federal policy generally permits contractors to perform a wide range of support service activities, including, in most situations, the drafting of Government documents subject to the review and approval of Federal employees. Federal policy issued by the Office of Management and Budget, however, prohibits contractors from drafting agency responses to Congressional inquiries and reports issued by the Office of Inspector General and Government Accountability Office (GAO) because they are so closely related to the public interest and provide the appearance of private influence. To provide a majority of its needed services, ORP issued a Blanket Purchase Agreement to Project Assistance Corporation (PAC) in 2003. Through the Blanket Purchase Agreement, ORP acquired services in the areas of project management, risk assessment, program assessment, quality assurance, safety, cost and schedule estimating, budgeting and finance, and engineering. PAC has, in turn, subcontracted with various other firms to obtain some of the services needed by ORP. From 2005 to 2008, the total annual cost for the contract with PAC had grown from $4.7 million to $9.2 million. Because of the extent of the services provided and growing costs of the contract, we conducted this review to determine whether ORP appropriately administered its contract with the Project Assistance Corporation. Our review disclosed that, in some instances, ORP had not appropriately administered all work performed under the PAC contract. Specifically, ORP allowed PAC employees to perform work that was inherently governmental and created situations where a potential conflict of interest occurred. Specifically: (1) ORP assigned PAC employees responsibility for providing information and responses to Congressional inquiries and reports issued by the GAO and the Department of Energy's Office of Inspector General (OIG); and (2) PAC employees were also allowed to perform functions that created potential conflicts of interest. ORP permitted PAC employees, for example, to develop statements of work and approve funding of work to be performed under PAC's own contract. We concluded that these problems occurred, at least in part, because ORP had not established controls necessary to effectively administer the PAC contract. Federal procurement regulations recommended that agencies provide additional management controls over contractors whose work has the potential to influence the action of government officials. ORP, however, had not implemented the controls specifically recommended in Federal policy guidance for administering contracts, including: (1) Performing conflict of interest reviews; and (2) Separating contractor and Department employees either physically or organizationally. By not effectively administering its contract with PAC, ORP increased the risk that decisions based on work performed by the contractor may not have been made in the best interests of the Department. For example, ORP increased the risk that approved work would be unnecessary or too costly. As we also recently noted in our report on 'Management Challenges at the Department of Energy' (DOE/IG-0808, December 2008), contract administration issues such as those discussed in this report remain a significant vulnerability. Continued efforts to improve this area are vitally important since the risk that contractors receive payments for unallowable costs could also increase as the Department expands its contracting activities under the American Recovery and Reinvestment Act.     This paper discusses how many oil field service and supply (OFSS) firms now have the opportunity to enter the Soviet Union. Their technology can help reverse production declines in existing fields and improve long-term prospects for newly discovered reverses. The Soviet Union is in the throes of its third oil crisis in 15 years. The U.S.S.R.'s first oil crisis was triggered by the unexpected decline of production from the Volga fields in 1977. Its second crisis was set off when West Siberian production faltered in 1985-1988, combined with a fall in oil prices which reduced the hard currency earnings needed to pay for imports of Western technology. In the past, rapid shifts of internal investment funds into the oil sector and selected imports of critical Western oil field technology saved the day. Today, the situation requires a fundamental change because only a massive influx of Western capital, experience, services, and technology offers any hope of reversing the latest decline in Soviet oil production, which began in 1988.

    This document is the distribution integrity management plan (Plan) for the Los Alamos National Laboratory (LANL) Natural Gas Distribution System. This Plan meets the requirements of 49 CFR Part 192, Subpart P Distribution Integrity Management Programs (DIMP) for the LANL Natural Gas Distribution System. This Plan was developed by reviewing records and interviewing LANL personnel. The records consist of the design, construction, operation and maintenance for the LANL Natural Gas Distribution System. The records system for the LANL Natural Gas Distribution System is limited, so the majority of information is based on the judgment of LANL employees; the maintenance crew, the Corrosion Specialist and the Utilities and Infrastructure (UI) Civil Team Leader. The records used in this report are: Pipeline and Hazardous Materials Safety Administration (PHMSA) 7100.1-1, Report of Main and Service Line Inspection, Natural Gas Leak Survey, Gas Leak Response Report, Gas Leak and Repair Report, and Pipe-to-Soil Recordings. The specific elements of knowledge of the infrastructure used to evaluate each threat and prioritize risks are listed in Sections 6 and 7, Threat Evaluation and Risk Prioritization respectively. This Plan addresses additional information needed and a method for gaining that data over time through normal activities. The processes used for the initial assessment of Threat Evaluation and Risk Prioritization are the methods found in the Simple, Handy Risk-based Integrity Management Plan (SHRIMP{trademark}) software package developed by the American Pipeline and Gas Agency (APGA) Security and Integrity Foundation (SIF). SHRIMP{trademark} uses an index model developed by the consultants and advisors of the SIF. Threat assessment is performed using questions developed by the Gas Piping Technology Company (GPTC) as modified and added to by the SHRIMP{trademark} advisors. This Plan is required to be reviewed every 5 years to be continually refined and improved. Records for all piping system installed after the effective date of this Plan will be captured and retained in the UI records documentation system. Primary Utility Asbuilts are maintained by Utilities Mapping (UMAP) and additional records are maintained on the N drive. Engineering Change Notices (ECNs) are stored on the N drive under configuration management and kept up by Utilities and Infrastructure Division Office (UI-DO). Records include, at a minimum, the location where new piping and appurtenances are installed and the material of which they are constructed.

Recent studies indicate that fine particles from coal combustion cause health problems as well as atmospheric visibility impairment. These problems are further compounded by the concentration of hazardous trace elements such as mercury, cadmium, selenium, and arsenic in fine particles. Therefore, a current need exists to develop superior, but economical, methods to control emissions of fine particles. Since most of the toxic metals present in coal will be in particulate form, a high level of fine- particle collection appears to be the best method of overall air toxics control. However, over 50% of mercury and a portion of selenium emissions are in vapor form and cannot be collected in particulate control devices. Therefore, this project will focus on developing technology not only to provide ultrahigh collection efficiency of particulate air toxic emissions, but also to capture vapor- phase trace metals such as mercury and selenium. Currently, the primary state-of-the-art technologies for particulate control are fabric filters (baghouses) and electrostatic precipitators (ESPs). However, they both have limitations that prevent them from achieving ultrahigh collection of fine particulate matter and vapor-phase trace metals. The objective of this project is to develop a highly reliable advanced hybrid particulate collector (AHPC) that can provide > 99.99 % particulate collection efficiency for all particle sizes between 0.01 and 50 14m, is applicable for use with all U.S. coals, and is cost-0443competitive with existing technologies.     Large quantities of water are associated with the production of coalbed methane (CBM) in the Powder River Basin (PRB) of Wyoming. The chemistry of co-produced water often makes it unsuitable for subsequent uses such as irrigated agriculture. However, co-produced waters have substantial potential for a variety of beneficial uses. Achieving this potential requires the development of appropriate water management strategies. There are several unique characteristics of co-produced water that make development of such management strategies a challenge. The production of CBM water follows an inverse pattern compared to traditional wells. CBM wells need to maintain low reservoir pressures to promote gas production. This need renders the reinjection of co-produced waters counterproductive. The unique water chemistry of co-produced water can reduce soil permeability, making surface disposal difficult. Unlike traditional petroleum operations where co-produced water is an undesirable by-product, co-produced water in the PRB often is potable, making it a highly valued resource in arid western states. This research project developed and evaluated a number of water management options potentially available to CBM operators. These options, which focus on cost-effective and environmentally-sound practices, fall into five topic areas: Minimization of Produced Water, Surface Disposal, Beneficial Use, Disposal by Injection and Water Treatment. The research project was managed by the Colorado Energy Research Institute (CERI) at the Colorado School of Mines (CSM) and involved personnel located at CERI, CSM, Stanford University, Pennsylvania State University, the University of Wyoming, the Argonne National Laboratory, the Gas Technology Institute, the Montana Bureau of Mining and Geology and PVES Inc., a private firm.

    Section 3116 of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (NDAA) requires the U.S. Department of Energy (DOE) to consult with the U.S. Nuclear Regulatory Commission (NRC) for certain non-high level waste determinations. The NDAA also requires NRC to monitor DOE's disposal actions related to those determinations. In Fiscal Year 2011, the NRC staff reviewed DOE performance assessments for tank closure at the F-Tank Farm (FTF) Facility and salt waste disposal at the Saltstone Disposal Facility (SDF) at the Savannah River Site (SRS) as part of consultation and monitoring, respectively. Differences in inventories, waste forms, and key barriers led to different areas of focus in the NRC reviews of these two activities at the SRS. Because of the key role of chemically reducing grouts in both applications, the evaluation of chemical barriers was significant to both reviews. However, radionuclide solubility in precipitated metal oxides is expected to play a significant role in FTF performance whereas release of several key radionuclides from the SDF is controlled by sorption or precipitation within the cementitious wasteform itself. Similarly, both reviews included an evaluation of physical barriers to flow, but differences in the physical configurations of the waste led to differences in the reviews. For example, NRC's review of the FTF focused on the modeled degradation of carbon steel tank liners while the staff's review of the SDF performance included a detailed evaluation of the physical degradation of the saltstone wasteform and infiltration-limiting closure cap. Because of the long time periods considered (i.e., tens of thousands of years), the NRC reviews of both facilities included detailed evaluation of the engineered chemical and physical barriers. The NRC staff reviews of residual waste disposal in the FTF and salt waste disposal in the SDF focused on physical barriers to flow and chemical barriers to radionuclide release from the waste. Because the waste inventory and concentration at both sites is sufficient to generate unacceptable doses to an off-site member of the public or inadvertent intruder in the absence of engineered barriers, the NRC staff review focused on the engineering features DOE plans to put in place to limit radionuclide release. At the FTF, DOE expects that peak doses are delayed beyond a 10,000 year performance period by a combination of (1) the flow-limiting effect of the steel tank liner and (2) chemical conditions created by the stabilizing grout overlying the waste that limit the solubility of key radionuclides for tens of thousands of years. At the SDF, DOE expects that flow will be significantly limited by water shedding along the closure cap lower drainage layer and that radionuclide release will be further limited by radionuclide precipitation or sorption within the high pH, chemically reducing conditions created within the saltstone waste form. Because the performance of both facilities depends on the performance of engineered barriers for thousands of years, the reviews included a detailed evaluation of the expected long-term behavior of these barriers. As previously discussed, NRC staff reviews of DOE waste determinations during consultation are designed to evaluate the three NDAA criteria, whereas the review of an updated PA during monitoring only addresses whether the NRC staff has reasonable assurance that the planned disposal action will meet the performance objectives of 10 CFR Part 61. The NRC staff review of the Waste Determination for the FTF did not include conclusions about whether the planned disposal of residual waste at the FTF would meet the NDAA criteria because of the substantial uncertainties in the degree of waste removal DOE would achieve and other technical uncertainties. The main product of the NRC staff review of the planned FTF disposal action is the recommendation that DOE should conduct waste release experiments to increase support for key modeling assumptions related to: (1) the evolution of pH and Eh in the grouted tank syst

    Personnel safety management (PSM) ensures that employee's work conditions are healthy and safe by various proactive and reactive approaches. Nowadays it is a complex phenomenon because of increasing dynamic nature of organisations which results in an increase of accidents. An important part of accident prevention is to understand the existing system properly and make safety strategies for that system. System dynamics modelling appears to be an appropriate methodology to explore and make strategy for PSM. Many system dynamics models of industrial systems have been built entirely for specific host firms. This thesis illustrates an alternative approach. The generic system dynamics model of Personnel safety management was developed and tested in a host firm. The model was undergone various structural, behavioural and policy tests. The utility and effectiveness of model was further explored through modelling a safety scenario. In order to create effective safety policy under resource constraint, DOE (Design of experiment) was used. DOE uses classic designs, namely, fractional factorials and central composite designs. It used to make second order regression equation which serve as an objective function. That function was optimized under budget constraint and optimum value used for safety policy which shown greatest improvement in overall PSM. The outcome of this research indicates that personnel safety management model has the capability for acting as instruction tool to improve understanding of safety management and also as an aid to policy making.

A model developed by Richard Nolan (1982) illustrates the basic evolution of computer use in organizations. Computer Era: (1) Initiation (computer acquisition), (2) Contagion (intense system development), (3) Control (proliferation of management controls). Data Resource Era: (4) Integration (user service orientation), (5) Data Administration (corporate value of information), (6) Maturity (strategic approach to information technology). The first three stages mark the growth of traditional data processing and management information systems departments. The development of the IRM philosophy in an organization involves the restructuring of the DP organization and new management techniques.     This Wildland Fire Management Plan (FMP) for Brookhaven National Lab (BNL) and the Upton Ecological and Research Reserve (Upton Reserve) is based on the U.S. Fish & Wildlife Service (FWS) fire management planning procedures and was developed in cooperation with the Department of Energy (DOE) by Brookhaven Science Associates. As the Upton Reserve is contained within the BNL 5,265-acre site, it is logical that the plan applies to both the Upton Reserve and BNL. The Department of the Interior policy for managing wildland fires requires that all areas managed by FWS that can sustain fire must have an FMP that details fire management guidelines for operational procedures and specifies values to be protected or enhanced. Fire management plans provide guidance on fire preparedness, fire prevention, wildfire suppression, and the use of controlled, ''prescribed'' fires and mechanical means to control the amount of available combustible material. Values reflected in the BNL/Upton Reserve Wildland FMP include protecting life and public safety; Lab properties, structures and improvements; cultural and historical sites; neighboring private and public properties; and endangered and threatened species and species of concern. Other values supported by the plan include the enhancement of fire-dependent ecosystems at BNL and the Upton Reserve. This FMP will be reviewed periodically to ensure the fire program advances and evolves with the missions of FWS, BNL, and the Upton Reserve. This Fire Management Plan is a modified version of the Long Island National Wildlife Refuge Complex Fire plan (updated in 2000), which contains all FWS fire plan requirements and is presented in the format specified by the national template for fire management plans adopted under the National Fire Plan. The DOE is one of the signatory agencies on the National Fire Plan. FWS shall be, through an Interagency Agreement dated November 2000 (Appendix C), responsible for coordinating and implementing prescribed burns and fuel reduction projects in the Upton Reserve. Prescribed fire and fuel reduction in locations outside the Upton Reserve will be coordinated through the Natural Resource Management Program at BNL, and done in consultation with FWS. This FMP is to be used and implemented for the entire BNL site including the Upton Reserve and has been reviewed by FWS, The Nature Conservancy, New York State Department of Environmental Conservation Forest Rangers, and DOE, as well as appropriate BNL emergency services personnel.

    The primary goal of this visit was to perform a joint assessment of the Renewable Energy and Water Desalination Center's (REWDC) program in radioactive waste management. The visit represented the fourth technical and scientific interaction with Libya under the DOE/NNSA Sister Laboratory Arrangement. Specific topics addressed during the visit focused on Action Sheet P-05-5, ''Radioactive Waste Management''. The Team, comprised of Mo Bissani (Team Lead), Robert Fischer, Scott Kidd, and Jim Merrigan, consulted with REWDC management and staff. The team collected information, discussed particulars of the technical collaboration and toured the Tajura facility. The tour included the waste treatment facility, waste storage/disposal facility, research reactor facility, hot cells and analytical labs. The assessment team conducted the first phase of Task A for Action Sheet 5, which involved a joint assessment of the Radioactive Waste Management Program. The assessment included review of the facilities dedicated to the management of radioactive waste at the Tourja site, the waste management practices, proposed projects for the facility and potential impacts on waste generation and management.
