    This abstract provides a comprehensive plan supporting the continued development and integration of all waste operations and waste management business systems. These include existing systems such as ATMS (Automated Transportation Management System), RadCalc, RFITS (Radio Frequency Identification Transportation System) Programs as well as incorporating key components of existing government developed waste management systems and COTS (Computer Off The Shelf) applications in order to deliver a truly integrated waste tracking and management business system. Some of these existing systems to be integrated include IWTS at Idaho National Lab, WIMS at Sandia National Lab and others. The aggregation of data and consolidation into a single comprehensive business system delivers best practices in lifecycle waste management processes to be delivered across the Department of Energy facilities. This concept exists to reduce operational costs to the federal government by combining key business systems into a centralized enterprise application following the methodology that as contractors change, the tools they use to manage DOE's assets do not. IWITS is one efficient representation of a sound architecture currently supporting multiple DOE sites from a waste management solution. The integration of ATMS, RadCalc and RFITS and the concept like IWITS into a single solution for DOE contractors will result in significant savings and increased efficiencies for DOE. Building continuity and solving collective problems can only be achieved through mass collaboration, resulting in an online community that DOE contractors and subcontractors access common applications, allowing for the collection of business intelligence at an unprecedented level. This is a fundamental shift from a solely 'for profit' business model to a 'for purpose' business model. To the conventional-minded, putting values before profit is an unfamiliar and unnatural way for a contractor to operate - unless however; your objective is to build a strong, strategic alliance across the enterprise in order to execute an unprecedented change in waste management, transportation and logistical operations. The success of such an initiative can be achieved by creating a responsible framework by enabling key individuals to 'own' the sustainability of the program. This includes the strategic collaboration of responsible revolutionaries covering application developers, information owners and federal stakeholders to ensure compliance, security and risk management are 'baked' into the process and sustainability is fostered through continued innovation by both technology and application functionality. This ensures that working software can adapt to changing circumstances and is the principle measure of the success of the program. The consolidation of waste management business systems must be achieved in order to realize efficiencies in information technology portfolio management, data integrity, business intelligence and the lifecycle management of hazardous materials within the DOE enterprise architecture. By identifying best practices across the enterprise and aggregating computational and application development resources, you can provide a unified, holistic solution serviceable from a single location while being accessed from anywhere. The business impact of integrating and delivering a unified solution would reduce costs to the Department of Energy within the first year of deployment with increased savings annually. (author)

    The petroleum-refining catalyst industry sustained significant reorganization in 1993. A joint venture between two previous competitors and the consolidated of two sister companies reflect general trends in the global market-place. The Journal's latest survey lists more than 820 unique catalysts. This reduction of some 220 catalysts since the last complete catalyst compilation is partially the result of the deletion of some of the more specialized catalysts from this year's survey. Other factors contributing to this decrease include industry rationalization and the listing of catalyst families instead of individual products--especially in the fluid catalytic cracking category. The Journal's international refining-catalyst compilation lists catalysts manufactured for all major catalytic refinery processes by essentially all the world's petroleum catalyst producers and suppliers. The objective of the survey is two-fold: first, to list each catalyst by its specific designation or supplier identification in its process application category (for instance, hydrocracking); and second, to differentiate each catalyst from the others in that category. These differentiations can be made in terms of either the catalyst's application (for example, feedstock characteristics) or its physical characteristics (for instance, particle size or activity). The compilation is designed to provide a ready reference for both refiners and catalyst manufacturers. In the process, it may also help sort out the sometimes confusing nomenclature used to describe these catalysts.

    The Department of Energy (DOE) Office of Environmental Management (EM) has developed a web-accessible database to collect actual cost data from completed EM projects to support cost estimating and analysis. This Environmental Cost Analysis System (ECAS) database was initially deployed in early 2009 containing the cost and parametric data from 77 decommissioning, restoration, and waste management projects completed under the Rocky Flats Closure Project. In subsequent years we have added many more projects to ECAS and now have a total of 280 projects from 8 major DOE sites. This data is now accessible to DOE users through a web-based reporting tool that allows users to tailor report outputs to meet their specific needs. We are using it as a principal resource supporting the EM Consolidated Business Center (EMCBC) and the EM Applied Cost Engineering (ACE) team cost estimating and analysis efforts across the country. The database has received Government Accountability Office review as supporting its recommended improvements in DOE's cost estimating process, as well as review from the DOE Office of Acquisition and Project Management (APM). Moving forward, the EMCBC has developed a Special Contract Requirement clause or 'H-Clause' to be included in all current and future EMCBC procurements identifying the process that contractors will follow to provide DOE their historical project data in a format compatible with ECAS. Changes to DOE O 413.3B implementation are also in progress to capture historical costs as part of the Critical Decision project closeout process. (authors)

    In 1991, the DOE made a decision to close the FMPC located in Fernald, Ohio, and end its production mission. The site was renamed FEMP to reflect Fernald`s mission change from uranium production to environmental restoration. As a result of this change, the inventory of strategic uranium materials maintained at Fernald by DOE DP will need to be relocated to other DOE sites. Although considered a liability to the Fernald Plant due to its current D and D mission, the FEMP DU represents a potentially valuable DOE resource. Recognizing its value, it may be important for the DOE to consolidate the material at one site and place it in a safe long-term storage condition until a future DOE programmatic requirement materializes. In August 1995, the DOE Office of Nuclear Weapons Management requested, Lockheed Martin Energy Systems (LMES) to assess the feasibility of consolidating the FEMP DU materials at the Oak Ridge Reservation (ORR). This feasibility study examines various phases associated with the consolidation of the FEMP DU at the ORR. If useful short-term applications for the DU fail to materialize, then long-term storage (up to 50 years) would need to be provided. Phases examined in this report include DU material value; potential uses; sampling; packaging and transportation; material control and accountability; environmental, health and safety issues; storage; project management; noneconomic factors; schedule; and cost.

    Purpose: To present a strategy to integrate the imaging database of a VERO unit with a treatment management system (TMS) to improve clinical workflow and consolidate image data to facilitate clinical quality control and documentation. Methods: A VERO unit is equipped with both kV and MV imaging capabilities for IGRT treatments. It has its own imaging database behind a firewall. It has been a challenge to transfer images on this unit to a TMS in a radiation therapy clinic so that registered images can be reviewed remotely with an approval or rejection record. In this study, a software system, iPump-VERO, was developed to connect VERO and a TMS in our clinic. The patient database folder on the VERO unit was mapped to a read-only folder on a file server outside VERO firewall. The application runs on a regular computer with the read access to the patient database folder. It finds the latest registered images and fuses them in one of six predefined patterns before sends them via DICOM connection to the TMS. The residual image registration errors will be overlaid on the fused image to facilitate image review. Results: The fused images of either registered kV planar images or CBCT images are fully DICOM compatible. A sentinel module is built to sense new registered images with negligible computing resources from the VERO ExacTrac imaging computer. It takes a few seconds to fuse registered images and send them to the TMS. The whole process is automated without any human intervention. Conclusion: Transferring images in DICOM connection is the easiest way to consolidate images of various sources in your TMS. Technically the attending does not have to go to the VERO treatment console to review image registration prior delivery. It is a useful tool for a busy clinic with a VERO unit.

    A process for communicating information relating to core business functions that also encourages improving internal communications has been established at SRS. This process continues to grow and strengthen as the multiple Contractors, Regulators and DOE-SR relationships mature. A number of management communication tools have been initiated, retooled, rebooted or continued with enhancements to ensure appropriate information is communicated to all levels with environmental responsibility at SRS. The types of information that are the focus of this improved process are feedback from the customer and from informational exchange forums (i.e., Challenge Opportunity and Resolution (COR), SRS Regulatory Integration Team (SRIT), Environmental Quality Management Division (EQMD), Senior Environmental Managers Council (SEMC), etc.). These forums, SRS environmental functions centralization, and the creation of a Regulatory Integration process allows for cross-functional decision making, problem solving and information sharing that involves the field organizations, Environmental Compliance Authorities (ECA), Subject Matter Experts (SME), DOE and the Regulators. Numerous examples of effective decision-making and problem solving will be shared. Lessons Learned involving inadequate communications and the resulting impacts on the environment, customer satisfaction, and relationships will also be discussed. Additionally, the focus on improved communications also includes maintaining awareness of business activities. The tools being utilized to facilitate the continuing improvement of internal communications include weekly staff meetings for all individuals within the organization, quarterly ECA and SME meeting, quarterly Regulatory Integration & Environmental Services (RI&ES) All-Hands meetings hosted by the Director, bi-weekly EQMD and EQMD Lite meetings with the customer, bi-annual SRIT meetings, and COR meetings on an as need basis. In addition, an existing Required Reading Program is being formally utilized in RI&ES to ensure all individuals get formal notification of new/revised business documents. In all cases, the development of environmental communication topics that occur at SRS have a cost-scope-schedule basis that can be linked to delivery of environmental services.

    Two of the factors that need to be taken into account with rod consolidation are (1) the effects on rods from their removal from the fuel assembly and (2) the effects on rods as a result of the consolidation process. Potential components of both factors are described in the report. Discussed under (1) are scratches on the fuel rod surfaces, rod breakage, crud, extended burnup, and possible cladding embrittlement due to hydrogen injection at BWRs. Discussed under (2) are the increased water temperature (less than 10/sup 0/C) because of closer packing of the rods, formation of crevices between rods in the close-packed mode, contact with dissimilar metals, and the potential for rapid heating of fuel rods following the loss of water from a spent fuel storage pool. Another factor that plays an important role in rod consolidation is the cost of disposal of the nonfuel-bearing components of the fuel assembly. Also, the dose rate from the components - especially Inconel spacer grids - can affect the handling procedures. Several licensing issues that exist are described. A list of recommendations is provided. 98 refs., 5 figs., 5 tabs.

    The purpose of this Special Analysis (SA) is to determine if the Oak Ridge (OR) Consolidated Edison Uranium Solidification Project (CEUSP) uranium-233 (233U) waste stream (DRTK000000050, Revision 0) is acceptable for shallow land burial (SLB) at the Area 5 Radioactive Waste Management Site (RWMS) on the Nevada National Security Site (NNSS). The CEUSP 233U waste stream requires a special analysis because the concentrations of thorium-229 (229Th), 230Th, 232U, 233U, and 234U exceeded their NNSS Waste Acceptance Criteria action levels. The acceptability of the waste stream is evaluated by determining if performance assessment (PA) modeling provides a reasonable expectation that SLB disposal is protective of human health and the environment. The CEUSP 233U waste stream is a long-lived waste with unique radiological hazards. The SA evaluates the long-term acceptability of the CEUSP 233U waste stream for near-surface disposal as a two tier process. The first tier, which is the usual SA process, uses the approved probabilistic PA model to determine if there is a reasonable expectation that disposal of the CEUSP 233U waste stream can meet the performance objectives of U.S. Department of Energy Manual DOE M 435.1-1, “Radioactive Waste Management,” for a period of 1,000 years (y) after closure. The second tier addresses the acceptability of the OR CEUSP 233U waste stream for near-surface disposal by evaluating long-term site stability and security, by performing extended (i.e., 10,000 and 60,000 y) modeling analyses, and by evaluating the effect of containers and the depth of burial on performance. Tier I results indicate that there is a reasonable expectation of compliance with all performance objectives if the OR CEUSP 233U waste stream is disposed in the Area 5 RWMS SLB disposal units. The maximum mean and 95th percentile PA results are all less than the performance objective for 1,000 y. Monte Carlo uncertainty analysis indicates that there is a high likelihood of compliance with all performance objectives. Tier II results indicate that the long-term performance of the OR CEUSP 233U waste stream is protective of human health and the environment. The Area 5 RWMS is located in one of the least populated and most arid regions of the U.S. Site characterization data indicate that infiltration of precipitation below the plant root zone at 2.5 meters (8.2 feet) ceased 10,000 to 15,000 y ago. The site is not expected to have a groundwater pathway as long as the current arid climate persists. The national security mission of the NNSS and the location of the Area 5 RWMS within the Frenchman Flat Corrective Action Unit require that access controls and land use restrictions be maintained indefinitely. PA modeling results for 10,000 to 60,000 y also indicate that the OR CEUSP 233U waste stream is acceptable for near-surface disposal. The mean resident air pathway annual total effective dose (TED), the resident all-pathways annual TED, and the acute drilling TED are less than their performance objectives for 10,000 y after closure. The mean radon-222 (222Rn) flux density exceeds the performance objective at 4,200 y, but this is due to waste already disposed at the Area 5 RWMS and is only slightly affected by disposal of the CEUSP 233U. The peak resident all-pathways annual TED from CEUSP key radionuclides occurs at 48,000 y and is less than the 0.25 millisievert performance objective. Disposal of the OR CEUSP 233U waste stream in a typical SLB trench slightly increases PA results. Increasing the depth was found to eliminate any impacts of the OR CEUSP 233U waste stream. Containers could not be shown to have any significant impact on performance due to the long half-life of the waste stream and a lack of data for pitting corrosion rates of stainless steel in soil. The results of the SA indicate that all performance objectives can be met with disposal of the OR CEUSP 233U waste stream in the SLB units at the Area 5 RWMS. The long-term performance of the OR CEUSP 233U waste stream disposed in the near surface is protective of human health

    The U.S. Department of Energy (DOE) Office of Legacy Management (LM) is assuming responsibilities for long-term surveillance and maintenance (LTS and M) activities at the Rocky Flats Environmental Technology Site (RFETS) during fiscal year 2006. During the transition, LM is consolidating databases and applications that support these various functions into a few applications which will streamline future management and retrieval of data. This paper discussed the process of evaluating, migrating, and consolidating these databases and applications for LTS and M activities and provides lessons learned that will benefit future transitions. Consolidation and densification of two- and three-dimensional fibrous monolith components having complex geometries can be achieved by pressureless sintering. The fibrous monolith composites are formed from filaments having at least a first material composition generally surrounded by a second material composition. The composites are sintered at a pressure of no more than about 30 psi to provide consolidated and densified fibrous monolith composites.

    Hazardous waste transportation, treatment, recycling, and disposal contracts were first consolidated at the Idaho National Engineering Laboratory in 1992 by EG&G Idaho, Inc. At that time, disposition of Resource, Conservation and Recovery Act hazardous waste, Toxic Substance Control Act waste, Comprehensive Environmental Response, Compensation, and Liability Act hazardous substances and contaminated media, and recyclable hazardous materials was consolidated under five subcontracts. The wastes were generated by five different INEL M&O contractors, under the direction of three different Department of Energy field offices. The consolidated contract reduced the number of facilities handling INEL waste from 27 to 8 qualified treatment, storage, and disposal facilities, with brokers specifically prohibited. This reduced associated transportation costs, amount and cost of contractual paperwork, and environmental liability exposure. EG&G reviewed this approach and proposed a consolidated hazardous waste subcontract be formed for the major EG&G managed DOE sites: INEL, Mound, Rocky Flats, Nevada Test Site, and 10 satellite facilities. After obtaining concurrence from DOE Headquarters, this effort began in March 1992 and was completed with the award of two master task subcontracts in October and November 1993. In addition, the effort included a team to evaluate the apparent awardee`s facilities for environment, safety, health, and quality (ESH&Q) and financial liability status. This report documents the evaluation of the process used to prepare, bid, and award the EG&G consolidated hazardous waste transportation, treatment, recycling, and/or disposal subcontracts and associated ESH&Q and financial liability assessments; document the strengths and weaknesses of the process; and propose improvements that would expedite and enhance the process for other DOE installations that used the process and for the re-bid of the consolidated subcontract, scheduled for 1997.

    When a mass of saturated clay is heated, as in the case of host soils surrounding nuclear waste disposals at great depth, the thermal expansion of the constituents generates excess pore pressures. The mass of clay is submitted to gradients of pore pressure and temperature, to hydraulic and thermal flows, and to changes in its mechanical properties. In this work, some of these aspects were experimentally studied in the case of Boom clay, so as to help predicting the response of the soil, in relation with investigations made in the Belgian underground laboratory at Mol. Results of slow heating tests with careful volume change measurements showed that a reasonable prediction of the thermal expansion of the clay-water system was obtained by using the thermal properties of free water. In spite of the density of Boom clay, no significant effect of water adsorption was observed. The thermal consolidation of Boom clay was studied through fast heating tests.     A die/target is disclosed for consolidation of a powder, especially an atomized rapidly solidified metal powder, to produce monoliths by the dynamic action of a shock wave, especially a shock wave produced by the detonation of an explosive charge. The die/target comprises a rectangular metal block having a square primary surface with four rectangular mold cavities formed therein to receive the powder. The cavities are located away from the geometrical center of the primary surface and are distributed around such center while also being located away from the geometrical diagonals of the primary surface to reduce the action of reflected waves so as to avoid tensile cracking of the monoliths. The primary surface is covered by a powder retention plate which is engaged by a flyer plate to transmit the shock wave to the primary surface and the powder. Spawl plates are adhesively mounted on other surfaces of the block to act as momentum traps so as to reduce reflected waves in the block. 4 figs.

    Design and licensing of the Surry Power Station Independent Spent Fuel Storage Installation was initiated in 1982 by Virginia Power as part of a comprehensive strategy to increase spent fuel storage capacity at the Station. Designed to use large, metal dry storage casks, the Surry Installation will accommodate 84 such casks with a total storage capacity of 811 MTU of spent pressurized water reactor fuel assemblies. Virginia Power provided three storage casks for testing at the Idaho National Engineerinq Laboratory's Test Area North and the testing results have been published by the Electric Power Research Institute. Sixty-nine spent fuel assemblies were transported in truck casks from the Surry Power Station to Test Area North for testing in the three casks. Because of restrictions imposed by the cask testing equipment at Test Area North, the irradiated insert components stored in these fuel assemblies at Surry were removed prior to transport of the fuel assemblies. Retaining these insert components proved to be a problem because of a shortage of spent fuel assemblies in the spent fuel storage pool that did not already contain insert components. In 1987 Virginia Power contracted with Chem-Nuclear Systems, Inc. to process and dispose of 136 irradiated insert components consisting of 125 burnable poison rod assemblies, 10 thimble plugging devices and 1 part-length rod cluster control assembly. This work was completed in August and September 1987, culminating in the disposal at the Barnwell, SC low-level radioactive waste facility of two CNS 3-55 liners containing the consolidated insert components.

    Two methods for the use of lunar materials for the construction of shelters on the Moon are being proposed: explosive consolidation of the soil into structural components and plasma spraying of the soil to join components. The plasma-sprayed coating would also provide protection from the intense radiation. In this work, a mare simulant was plasma-sprayed onto a stainless steel substrate. Deposition of a 0.020 inch coating using power inputs of 23, 25, 27 and 29 kW were compared. Hardness of the coatings increased with each increase of power to the system, while porosity at the interface decreased. All coatings exhibited good adhesion. Simultaneously, an explosively consolidated sample was similarly characterized to afford a comparison of structural features associated with each mode of proposed use.

    This report describes the various programs of the Office of Small and Disadvantaged Business Utilization designed to ensure small businesses have an equitable opportunity to do business with the Department of Energy. In addition, this report covers 33 organizational components of the Department and details the extent to which small business firms are participating in the procurement process as well as efforts taken to ensure continued involvement. During fiscal year 1992, the Department met or exceeded its percentage and dollar goals for 8(a) concerns, labor surplus area set-asides, and for-subcontracting to small businesses. The Department`s contract awards to small businesses totaled $3.1 billion (17.3 percent of the 18.1 billion the Department spent on contracts), which consisted of Departmental prime contracts and management and operating contracts. During fiscal year 1992, the Department awarded contracts totaling $307 million to small disadvantaged businesses under Section 8(a) of the U.S. Small Business Act. This total represents 1.7 percent of all prime contracts over $25,000 awarded by the Department during that period. The Department and its management and operating contractors awards to women-owned businesses and labor surplus area set-asides totaled $327 million and $596 million, respectively. The achievements in small business subcontracting for fiscal year 1992 was $234 million, including $23 million to small disadvantaged firms.

    This project has focused on the area of energy efficient consolidation and molding of fiber reinforced thermoplastic composite components as an energy efficient alternative to the conventional processing methods such as autoclave processing. The expanding application of composite materials in wind energy, automotive, and aerospace provides an attractive energy efficiency target for process development. The intent is to have this efficient processing along with the recyclable thermoplastic materials ready for large scale application before these high production volume levels are reached. Therefore, the process can be implemented in a timely manner to realize the maximum economic, energy, and environmental efficiencies. Under this project an increased understanding of the use of induction heating with smart susceptors applied to consolidation of thermoplastic has been achieved. This was done by the establishment of processing equipment and tooling and the subsequent demonstration of this fabrication technology by consolidating/molding of entry level components for each of the participating industrial segments, wind energy, aerospace, and automotive. This understanding adds to the nation's capability to affordably manufacture high quality lightweight high performance components from advanced recyclable composite materials in a lean and energy efficient manner. The use of induction heating with smart susceptors is a precisely controlled low energy method for the consolidation and molding of thermoplastic composites. The smart susceptor provides intrinsic thermal control based on the interaction with the magnetic field from the induction coil thereby producing highly repeatable processing. The low energy usage is enabled by the fact that only the smart susceptor surface of the tool is heated, not the entire tool. Therefore much less mass is heated resulting in significantly less required energy to consolidate/mold the desired composite components. This energy efficiency results in potential energy savings of {approx}75% as compared to autoclave processing in aerospace, {approx}63% as compared to compression molding in automotive, and {approx}42% energy savings as compared to convectively heated tools in wind energy. The ability to make parts in a rapid and controlled manner provides significant economic advantages for each of the industrial segments. These attributes were demonstrated during the processing of the demonstration components on this project.

    In preparation for fulfilling our responsibilities under the Government Management Reform Act of 1994, we planned to conduct an audit of the Department of Energy`s FY 1995 Consolidated Statement of Financial Position. As discussed in the accompanying reports, the Office of Inspector General (OIG) could not express an opinion on the reasonableness of the value of assets and liabilities of the Department because of matters outside the control of the auditors that restricted the scope of their work. Although the OIG could not express an opinion, the audit disclosed reportable conditions in the Department`s internal control structure that adversely affected its ability to manage and account for its assets and liabilities. Corrective management actions on these reportable conditions should help the Department in preparing its Fiscal Year (FY) 1996 Statement of Financial Position.

    A laboratory test program was conducted to investigate the consolidation behavior of crushed salt and fracture healing in natural and artificial salt. Crushed salt is proposed for use as backfill in a nuclear waste repository in salt. Artificial block salt is proposed for use in sealing a repository. Four consolidation tests were conducted in a hydrostatic pressure vessel at a maximum pressure of 2500 psi (17.2 MPa) and at room temperature. Three 1-month tests were conducted on salt obtained from the Waste Isolation Pilot Plant and one 2-month test was conducted on salt from Avery Island. Permeability was obtained using argon and either a steady-state or transient method. Initial porosities ranged from 0.26 to 0.36 and initial permeabilities from 2000 to 50,000 md. Final porosities and permeabilities ranged from 0.05 to 0.19 and from <10/sup -5/ md to 110 md, respectively. The lowest final porosity (0.05) and permeability (<10/sup -5/ md) were obtained in a 1-month test in which 2.3% moisture was added to the salt at the beginning of the test. The consolidation rate was much more rapid than in any of the dry salt tests. The fracture healing program included 20 permeability tests conducted on fractured and unfractured samples. The tests were conducted in a Hoek cell at hydrostatic pressures up to 3000 psi (20.6 MPa) with durations up to 8 days. For the natural rock salt tested, permeability was strongly dependent on confining pressure and time. The effect of confining pressure was much weaker in the artificial salt. In most cases the combined effects of time and pressure were to reduce the permeability of fractured samples to the same order of magnitude (or less) as the permeability measured prior to fracturing.

    Cellulolytic microbes occur in diverse natural niches and are being screened for industrial modification and utility. A microbe for Consolidated bioprocessing (CBP) development can rapidly degrade pure cellulose and then ferment the resulting sugars into fuels. To identify and screen for novel microbes for CBP, we have developed a piezoresistive cantilever array sensor which is capable of simultaneous monitoring of glucose and ethanol concentration changes in a phosphate buffer solution. 4-mercaptophenylboronic acid (4-MPBA) and polyethyleneglycol (PEG)-thiol are employed to functionalize each piezoresistive cantilever for glucose and ethanol sensing, respectively. Successful concentration measurements of glucose and ethanol with minimal interferences are obtained with our cantilever array sensor.

    The Blue Ribbon Commission (BRC) made a strong argument why the reformulated nuclear waste program should make prompt efforts to develop one or more consolidated storage facilities (CSFs), and recommended the amendment of NWPA Section 145(b) 2 (linking 'monitored retrievable storage' to repository development) as an essential means to that end. However, other than recommending that the siting of CSFs should be 'consent-based' and that spent nuclear fuel (SNF) at stranded sites should be first-in-line for removal, the Commission made few recommendations regarding how CSF development should proceed. Working with three other key Senators, Jeff Bingaman attempted in the 112. Congress to craft legislation (S. 3469) to put the BRC recommendations into legislative language. The key reason why the Nuclear Waste Administration Act of 2012 did not proceed was the inability of the four senators to agree on whether and how to amend NWPA Section 145(b). A brief review of efforts to site consolidated storage since the Nuclear Waste Policy Amendments Act of 1987 suggests a strong and consistent motivation to shift the burden to someone (anyone) else. This paper argues that modification of NWPA Section 145(b) should be accompanied by guidelines for regional development and operation of CSFs. After review of the BRC recommendations regarding CSFs, and the 'camel's nose' prospects if implementation is not accompanied by further guidelines, the paper outlines a proposal for implementation of CSFs on a regional basis, including priorities for removal from reactor sites and subsequently from CSFs to repositories. Rather than allowing repository siting to be prejudiced by the location of a single remote CSF, the regional approach limits transport for off-site acceptance and storage, increases the efficiency of removal operations, provides a useful basis for compensation to states and communities that accept CSFs, and gives states with shared circumstances a shared stake in storage and disposal in an integrated national program.     Small businesses are the cornerstone of the American economy. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses. The ''Geothermal Small Business Workbook'' (''Workbook'') was written to give geothermal entrepreneurs, small businesses, and developers the tools they need to understand geothermal applications--both direct use and small-scale power generation--and to write a business and financing plan. The Workbook will: Provide background, market, and regulatory data for direct use and small-scale (< 1 megawatt) power generation geothermal projects; Refer you to several sources of useful information including owners of existing geothermal businesses, trade associations, and other organizations; Break down the complicated and sometimes tedious process of writing a business plan into five easy steps; Lead you--the geothermal entrepreneur, small company, or project developer--step-by-step through the process needed to structure a business and financing plan for a small geothermal project; and Help you develop a financing plan that can be adapted and taken to potential financing sources. The Workbook will not: Substitute for financial advice; Overcome the high exploration, development, and financing costs associated with smaller geothermal projects; Remedy the lack of financing for the exploration stage of a geothermal project; or Solve financing problems that are not related to the economic soundness of your project or are caused by things outside of your control.

    The major goal of this research project is to establish the feasibility of a power conversion technology which will permit the direct synthesis of computer programmable pulse power. Feasibility has been established in this project by demonstration of direct synthesis of commercial frequency power by means of computer control. The power input to the conversion system is assumed to be a Faraday connected MHD generator which may be viewed as a multi-terminal dc source and is simulated for the purpose of this demonstration by a set of dc power supplies. This consolidation/inversion (CI), process will be referred to subsequently as Pulse Amplitude Synthesis and Control (PASC). A secondary goal is to deliver a controller subsystem consisting of a computer, software, and computer interface board which can serve as one of the building blocks for a possible phase II prototype system. This report period work summarizes the accomplishments and covers the high points of the two year project. 6 refs., 41 figs.

    This report provides some preliminary data for the consolidation of chalcogen-based aerogels. The chalcogels tested to date at PNNL show great promise as iodine sorbents and preliminary consolidation research shows that they can be melted into a phase-pure glass at moderate temperatures. The preliminary consolidation experiments show that these materials might attack fused quartz so an alternative crucible material will likely need to be used to prevent this.     The nation's power grid, specifically the New York region, faces burgeoning energy demand and suffers from congested corridors and aging equipment that cost New York consumers millions of dollars. Compounding the problem is high-density buildup in urban areas that limits available space to expand grid capacity. Coincidently, these urban areas are precisely where additional power is required. DER in this study refers to combined heat and power (CHP) technology, which simultaneously generates heat and electricity at or near the point where the energy will be consumed. There are multiple CHP options available that, combined with a portfolio of other building energy efficiency (EE) strategies, can help achieve a more efficient supply-demand balance than what the grid can currently provide. As an alternative to expanding grid capacity, CHP and EE strategies can be deployed in a flexible manner at virtually any point on the grid to relieve load. What's more, utilities and customers can install them in a variety of potentially profitable applications that are more environmentally friendly. Under the auspices of the New York State Energy Research and Development Authority (NYSERDA) and the Oak Ridge National Laboratory representing the Office of Electricity of the U.S. Department of Energy, Gas Technology Institute (GTI) conducted this study in cooperation with Consolidated Edison to help broaden the market penetration of EE and DER. This study provides realistic load models and identifies the impacts that EE and DER can have on the electrical distribution grid; specifically within the current economic and regulatory environment of a high load growth area of New York City called Hudson Yards in Midtown Manhattan. These models can be used to guide new policies that improve market penetration of appropriate CHP and EE technologies in new buildings. The following load modeling scenarios were investigated: (1) Baseline: All buildings are built per the Energy Conservation Construction Code of New York State (No CHP applied and no EE above the code); (2) Current Policy: This is a business-as-usual (BAU) scenario that incorporates some EE and DER based on market potential in the current economic and regulatory environment; (3) Modified Rate 14RA: This economic strategy is meant to decrease CHP payback by removing the contract demand from, and adding the delivery charge to the Con Edison Standby Rate PSC2, SC14-RA; (4) Carbon Trade at $20/metric tonne (mt): This policy establishes a robust carbon trading system in NY that would allow building owners to see the carbon reduction resulting from CHP and EE.

    The nature of geologic disposal of nuclear waste in salt formations requires validated and verified two-phase flow models of transport of brine and gas through intact, damaged, and consolidating crushed salt. Such models exist in other realms of subsurface engineering for other lithologic classes (oil and gas, carbon sequestration etc. for clastics and carbonates) but have never been experimentally validated and parameterized for salt repository scenarios or performance assessment. Models for waste release scenarios in salt back-fill require phenomenological expressions for capillary pressure and relative permeability that are expected to change with degree of consolidation, and require experimental measurement to parameterize and validate. This report describes a preliminary assessment of the influence of consolidation (i.e. volume strain or porosity) on capillary entry pressure in two phase systems using mercury injection capillary pressure (MICP). This is to both determine the potential usefulness of the mercury intrusion porosimetry method, but also to enable a better experimental design for these tests. Salt consolidation experiments are performed using novel titanium oedometers, or uniaxial compression cells often used in soil mechanics, using sieved run-of-mine salt from the Waste Isolation Pilot Plant (WIPP) as starting material. Twelve tests are performed with various starting amounts of brine pore saturation, with axial stresses up to 6.2 MPa (~900 psi) and temperatures to 90°C. This corresponds to UFD Work Package 15SN08180211 milestone “FY:15 Transport Properties of Run-of-Mine Salt Backfill – Unconsolidated to Consolidated”. Samples exposed to uniaxial compression undergo time-dependent consolidation, or creep, to various degrees. Creep volume strain-time relations obey simple log-time behavior through the range of porosities (~50 to 2% as measured); creep strain rate increases with temperature and applied stress as expected. Mercury porosimetry is used to determine characteristic capillary pressure curves from a series of consolidation tests and show characteristic saturation-capillary pressure curves that follow the common van Genuchten (1978, 1980) formulation at low stresses. Higher capillary pressure data are suspect due to the large potential for sample damage, including fluid inclusion decrepitation and pore collapse. Data are supportive of use of the Leverett “J” function (Leverett, 1941) to use for scaling characteristic curves at different degrees of consolidation, but better permeability determinations are needed to support this hypothesis. Recommendations for further and refined testing are made with the goal of developing a self- consistent set of constitutive laws for granular salt consolidation and multiphase (brine-air) flow.

    The Office of Inspector General performed audits of the Small Disadvantaged Business Program at five management and operating contractors in FY 1994. The audits disclosed that none of the contractors fully met the intent of the Act and implementing regulations. The contractors awarded some subcontracts to firms of questionable program eligibility.     The Uranium Management Group (UMG) was established at the Department of Energy's (DOE's) Oak Ridge Operations in 1999 as a mechanism to expedite the de-inventory of surplus uranium from the Fernald Environmental Management Project site. This successful initial venture has broadened into providing uranium material de-inventory and consolidation support to the Hanford site as well as retrieving uranium materials that the Department had previously provided to universities under the loan/lease program. As of December 31, 2001, {approx} 4,300 metric tons of uranium (MTU) have been consolidated into a more cost effective interim storage location at the Portsmouth site near Piketon, OH. The UMG continues to uphold its corporate support mission by promoting the Nuclear Materials Stewardship Initiative (NMSI) and the twenty-five (25) action items of the Integrated Nuclear Materials Management Plan (1). Before additional consolidation efforts may commence to remove excess inventory from Environmental Management closure sites and universities, a Programmatic Environmental Assessment (PEA) must be completed. Two (2) noteworthy efforts currently being pursued involve the investigation of re-use opportunities for surplus uranium materials and the recovery of usable uranium from the shutdown Portsmouth cascade. In summary, the UMG is available as a DOE complex-wide technical resource to promote the responsible management of surplus uranium.

    A preliminary study of a waste consolidation facility for the Department of the Army's low-level radioactive waste was carried out to determine a possible site and perform a cost-benefit analysis. Four sites were assessed as possible locations for such a facility, using predetermined site selection criteria. To assist in the selection of a site, an evaluation of environmental issues was included as part of each site review. In addition, a preliminary design for a waste consolidation facility was developed, and facilities at each site were reviewed for their availability and suitability for this purpose. Currently available processes for volume reduction, as well as processes still under development, were then investigated, and the support and handling equipment and the staff needed for the safe operation of a waste consolidation facility were studied. Using current costs for the transportation and burial of low-level waste, a cost comparison was then made between waste disposal with and without the utilization of volume reduction. Finally, regulations that could affect the operation of a waste consolidation facility were identified and their impact was assessed. 11 references, 5 figures, 16 tables.

    We discuss a consolidation of determinations of the density of neutral interstellar H at the nose of the termination shock carried out with the use of various data sets, techniques, and modeling approaches. In particular, we focus on the determination of this density based on observations of H pickup ions on Ulysses during its aphelion passage through the ecliptic plane. We discuss in greater detail a novel method of determination of the density from these measurements and review the results from its application to actual data. The H density at TS derived from this analysis is equal to 0.087 \\pm 0.022 cm-3, and when all relevant determinations are taken into account, the consolidated density is obtained at 0.09 \\pm 0.022 cm-3. The density of H in CHISM based on literature values of filtration factor is then calculated at 0.16 \\pm 0.04 cm-3.

    Decision analysis was used to rank alternative sites for a new Consolidated Waste Capability (CWC) to replace current hazardous solid waste operations (hazardous/chemical, mixed lowlevel, transuranic, and low-level waste) at Los Alamos National Laboratory's TA-54 Area G. An original list of 21 site alternatives was pre-screened to ten sites that were assessed using the analytical hierarchy process with five top-level criteria and fifteen sub-criteria. Three passes of the analysis were required to assess different site scenarios: 1) a fully consolidated CWC with both transfer/storage and LL W disposal in one location (45 acre minimum), 2) CWC transfer/storage only (12 acre minimum), and 3) LLW disposal only (33 acre minimum). The top site choice for all three options is TA-63/52/46; the second choice is TA-18/36. TA-54 East, Zone 4 also deserves consideration as a LLW disposal site.

    Eight hydrostatic compression creep tests were performed on crushed salt specimens fabricated from Avery Island dome salt. Following the creep test, each specimen was tested in unconfined compression. The experiments were performed to assess the influence of the following four variables on the consolidation and unconfined strength of crushed salt: grain size distribution, temperature, time, and moisture content. The experiment design comprised a half-fraction factorial matrix at two levels. The levels of each variable investigated were grain size distribution, uniform-graded and well-graded (coefficient of uniformity of 1 and 8); temperature 25/sup 0/C and 100/sup 0/C; time, 3.5 x 10/sup 3/s and 950 x 10/sup 3/s (approximately 60 minutes and 11 days, respectively); and moisture content, dry and wet (85% relative humidity for 24 hours). The hydrostatic creep stress was 10 MPa. The unconfined compression tests were performed at an axial strain rate of 1 x 10/sup -5/s/sup -1/. Results show that the variables time and moisture content have the greatest influence on creep consolidation, while grain size distribution and, to a somewhat lesser degree, temperature have the greatest influence on total consolidation. Time and moisture content and the confounded two-factor interactions between either grain size distribution and time or temperature and moisture content have the greatest influence on unconfined strength. 7 refs., 7 figs., 11 tabs.
