    The Bonneville Power Administration (BPA) has decided to adopt a Power Subscription Strategy for entering into new power sales contracts with its Pacific Northwest customers. The Strategy equitably distributes the electric power generated by the Federal Columbia River Power System (FCRPS) within the framework of existing law. The Power Subscription Strategy addresses the availability of power; describes power products; lays out strategies for pricing, including risk management; and discusses contract elements. In proceeding with this Subscription Strategy, BPA is guided by and committed to the Fish and Wildlife funding Principles for the BPA announced by the Vice President of the US in September 1998. This Record of Decision (ROD) addresses the issues raised by commenters who responded to BPA`s Power Subscription Strategy Proposal during and after the comment period that began with the release of the Proposal on September 18, 1998. The ROD is organized in approximately the same way as the Proposal and the Power Subscription Strategy that BPA developed based on the comments received. Abbreviations of party names used in citations appear in the section just preceding this introduction; a list of all the commenters follows the text of the ROD.

    Publish/subscribe message passing is an extremely simple, flexible, and powerful interprocess communication (IPC) paradigm. It is widely used in industry, but not nearly so in High Energy and Nuclear Physics (HENP), perhaps due to the cost of commercial implementations. cMsg, developed at Jefferson Lab in the US, contains a full-featured pub/sub interprocess communication package that is simple to install and use. It is very efficient, and implements both point-to-point and pub/sub communications, server redundancy, hot server failover, and a server discovery service. In addition, for developers cMsg provides a framework within which one can deploy multiple underlying communication packages that do not necessarily need to implement the full pub/sub paradigm. This allows for unification of all communication in a control system under a single API, shortens development time, and allows for simple upgrade or replacement of underlying communication packages and protocols.

    cMsg is software used to send and receive messages in the Jefferson Lab online and runcontrol systems. It was created to replace the several IPC software packages in use with a single API. cMsg is asynchronous in nature, running a callback for each message received. However, it also includes synchronous routines for convenience. On the framework level, cMsg is a thin API layer in Java, C, or C++ that can be used to wrap most message-based interprocess communication protocols. The top layer of cMsg uses this same API and multiplexes user calls to one of many such wrapped protocols (or domains) based on a URL-like string which we call a Uniform Domain Locator or UDL. One such domain is a complete implementation of a publish-subscribe messaging system using network communications and written in Java (user APIs in C and C++ too). This domain is built in a way which allows it to be used as a proxy server to other domains (protocols). Performance is excellent allowing the system not only to be used for messaging but also as a data distribution system.

    This appendix on Mass Burn Technologies is the first in a series designed to identify, describe and assess the suitability of several currently or potentially available generic technologies for the management of municipal solid waste (MSW). These appendices, which cover eight core thermoconversion, bioconversion and recycling technologies, reflect public domain information gathered from many sources. Representative sources include: professional journal articles, conference proceedings, selected municipality solid waste management plans and subscription technology data bases. The information presented is intended to serve as background information that will facilitate the preparation of the technoeconomic and life cycle mass, energy and environmental analyses that are being developed for each of the technologies. Mass burn has been and continues to be the predominant technology in Europe for the management of MSW. In the United States, the majority of the existing waste-to-energy projects utilize this technology and nearly 90 percent of all currently planned facilities have selected mass burn systems. Mass burning generally refers to the direct feeding and combustion of municipal solid waste in a furnace without any significant waste preprocessing. The only materials typically removed from the waste stream prior to combustion are large bulky objects and potentially hazardous or undesirable wastes. The technology has evolved over the last 100 or so years from simple incineration to the most highly developed and commercially proven process available for both reducing the volume of MSW and for recovering energy in the forms of steam and electricity. In general, mass burn plants are considered to operate reliably with high availability.

    This appendix on Mass Burn Technologies is the first in a series designed to identify, describe and assess the suitability of several currently or potentially available generic technologies for the management of municipal solid waste (MSW). These appendices, which cover eight core thermoconversion, bioconversion and recycling technologies, reflect public domain information gathered from many sources. Representative sources include: professional journal articles, conference proceedings, selected municipality solid waste management plans and subscription technology data bases. The information presented is intended to serve as background information that will facilitate the preparation of the technoeconomic and life cycle mass, energy and environmental analyses that are being developed for each of the technologies. Mass burn has been and continues to be the predominant technology in Europe for the management of MSW. In the United States, the majority of the existing waste-to-energy projects utilize this technology and nearly 90 percent of all currently planned facilities have selected mass burn systems. Mass burning generally refers to the direct feeding and combustion of municipal solid waste in a furnace without any significant waste preprocessing. The only materials typically removed from the waste stream prior to combustion are large bulky objects and potentially hazardous or undesirable wastes. The technology has evolved over the last 100 or so years from simple incineration to the most highly developed and commercially proven process available for both reducing the volume of MSW and for recovering energy in the forms of steam and electricity. In general, mass burn plants are considered to operate reliably with high availability.

    The Occupational Safety and Health Administration (OSHA) Process Safety Management (PSM) regulations (29 CFR {section} 1910.119) have been in effect for almost three years. State level risk management programs, in New Jersey, California, and Delaware have been in effect for over six years. More recently, Nevada and Louisiana have enacted process safety management programs. These regulations have had a significant impact on all phases of plant operations, including preliminary design, construction, startup, and operations. Through proper planning and the commitment of resources, many facilities are beginning to realize the benefits of well developed PSM programs. This paper will discuss in greater detail some of these benefits, and in particular, the subject of governmental inspections of facilities for process safety management programs.

    The definition and the multidimensionality aspects of accident management have been reviewed. The suggested elements in the development of a programme for severe accident management have been identified and discussed. The strategies concentrate on the two tiered approaches. Operative management utilizes the plant's equipment and operators capabilities. The recovery management concentrates on preserving the containment, or delaying its failure, inhibiting the release, and on strategies once there has been a release. The inspiration for this paper was an excellent overview report on perspectives on managing severe accidents in commercial nuclear power plants and extending plant operating procedures into the severe accident regime; and by the most recent publication of the International Nuclear Safety Advisory Group (INSAG) considering the question of risk reduction and source term reduction through accident prevention, management and mitigation. The latter document concludes that active development of accident management measures by plant personnel can lead to very large reductions in source terms and risk, and goes further in considering and formulating the key issue: The most fruitful path to follow in reducing risk even further is through the planning of accident management.

    Gd{sub 5}Ge{sub 4} crystallizes in the orthorhombic space group Pnma, and orders antiferromagnetically below the Neel temperature T{sub N} {approx} 127 K. We have employed x-ray resonant magnetic scattering to elucidate the details of the magnetic structure. The magnetic unit cell is the same as the chemical unit cell. From azimuth scans and the Q dependence of the magnetic scattering, all three Gd sites in the structure were determined to be in the same magnetic space group Pnma. The magnetic moments are primarily aligned along the c axis and the c components of the magnetic moments at the three different sites are equal. The ferromagnetic Gd-rich slabs are stacked antiferromagnetically along the b direction.

    The focus of this paper is on the structural characterization of the new Zintl phases CaGa{sub 2}P{sub 2}, CaGa{sub 2}As{sub 2}, SrGa{sub 2}As{sub 2}, and Ba{sub 2}Ga{sub 5}As{sub 5}, and the solid solution (Ba{sub 0.85(1)}Sr{sub 0.15}){sub 2}Ga{sub 5}As{sub 5}, all of which were synthesized from molten metal fluxes.CaGa{sub 2}P{sub 2}, CaGa{sub 2}As{sub 2}, and SrGa{sub 2}As{sub 2} have layered structures with polyanionic layers made of ethane-like Ga{sub 2}P6 and Ga{sub 2}As6 motifs fused through common edges; the polyanionic substructure in Ba{sub 2}Ga{sub 5}As{sub 5} consists of condensed Ga{sub 2}As6 units and GaAs{sub 4} tetrahedra. Ba{sub 4}Ga{sub 5}P{sub 8} and Ba{sub 4}Ga{sub 5}As{sub 8}, another pair of new compounds with channel-like 3D structures, were also synthesized from metal fluxes, and their structures were established from single-crystal X-ray and synchrotron powder diffraction. They are based on GaP{sub 4} and GaAs{sub 4} tetrahedra, with parts of their structures being heavily disordered. The electronic structures computed with the linear muffin-tin orbital (LMTO) method are discussed as well, alongside the thermopower and the electrical conductivity, measured on single crystals of Ba{sub 2}Ga{sub 5}As{sub 5} and the solid solution (Ba{sub 0.85(1)}Sr{sub 0.15}){sub 2} Ga{sub 5}As{sub 5}. They demonstrate that such an approach would be an effective way to fine-tune the transport properties.

    The Institute of Certified Records Managers (ICRM) is a non-profit, certifying organization of professional records managers and administrators. ICRM members are experienced in information requirements, records and information systems, and the related office systems and technologies. All members have met certification requirements and have received the Certified Records Manager (CRM) designation. As the field of information and records management moves toward standardization, and as the application of new technologies and technicalities complicate the measurement and demonstration of professional competence, the need for a means of identifying persons who have basic competency increases. The ICRM is providing such a means by testing and certifying basic knowledge. More and more job announcements are requiring this evidence of competency. Unfortunately, as an organization, NIRMA has a relatively small number of CRMs. The goal of the ICRM Development Group is two-fold; (1) to encourage NIRMA members to obtain their certification by providing basic information and support and; (2) to develop the Nuclear Specialist test module which will demonstrate that bearers have demonstrated expertise in nuclear records management as well as basic competencies.     Storage Resource Managers (SRMs) are middleware components whose function is to provide dynamic space allocation and file management on shared storage components on the Grid[1,2]. SRMs support protocol negotiation and reliable replication mechanism. The SRM standard supports independent SRM implementations, allowing for a uniform access to heterogeneous storage elements. SRMs allow site-specific policies at each location. Resource Reservations made through SRMs have limited lifetimes and allow for automatic collection of unused resources thus preventing clogging of storage systems with ''orphan'' files. At Fermilab, data handling systems use the SRM management interface to the dCache Distributed Disk Cache [5,6] and the Enstore Tape Storage System [15] as key components to satisfy current and future user requests [4]. The SAM project offers the SRM interface for its internal caches as well.

A pump, positioned with the monitoring well, pumps groundwater through the transportation system into the expandable container, which expands in direct proportion with volume of groundwater introduced, usually three or four well volumes, yet prevents the groundwater from coming into contact with the oxygen in the air. After this quantity of groundwater has been removed from the well, a sample is taken from a sampling port, after which the groundwater in the expandable container can be returned to the monitoring well through the return system. The purge water management system prevents the purge water from coming in contact with the outside environment, especially oxygen, which might cause the constituents of the groundwater to oxidize. Therefore, by introducing the purge water back into the monitoring well, the necessity of dealing with the purge water as a hazardous waste under the Resource Conservation and Recovery Act is eliminated.
