    The number of PDF files with embedded malicious code has risen significantly in the past few years. This is due to the portability of the file format, the ways Adobe Reader recovers from corrupt PDF files, the addition of many multimedia and scripting extensions to the file format, and many format properties the malware author may use to disguise the presence of malware. Current research focuses on executable, MS Office, and HTML formats. In this paper, several features and properties of PDF Files are identified. Features are extracted using an instrumented open source PDF viewer. The feature descriptions of benign and malicious PDFs can be used to construct a machine learning model for detecting possible malware in future PDF files. The detection rate of PDF malware by current antivirus software is very low. A PDF file is easy to edit and manipulate because it is a text format, providing a low barrier to malware authors. Analyzing PDF files for malware is nonetheless difficult because of (a) the complexity of the formatting language, (b) the parsing idiosyncrasies in Adobe Reader, and (c) undocumented correction techniques employed in Adobe Reader. In May 2011, Esparza demonstrated that PDF malware could be hidden from 42 of 43 antivirus packages by combining multiple obfuscation techniques [4]. One reason current antivirus software fails is the ease of varying byte sequences in PDF malware, thereby rendering conventional signature-based virus detection useless. The compression and encryption functions produce sequences of bytes that are each functions of multiple input bytes. As a result, padding the malware payload with some whitespace before compression/encryption can change many of the bytes in the final payload. In this study we analyzed a corpus of 2591 benign and 87 malicious PDF files. While this corpus is admittedly small, it allowed us to test a system for collecting indicators of embedded PDF malware. We will call these indicators features throughout the rest of this report. The features are extracted using an instrumented PDF viewer, and are the inputs to a prediction model that scores the likelihood of a PDF file containing malware. The prediction model is constructed from a sample of labeled data by a machine learning algorithm (specifically, decision tree ensemble learning). Preliminary experiments show that the model is able to detect half of the PDF malware in the corpus with zero false alarms. We conclude the report with suggestions for extending this work to detect a greater variety of PDF malware.

    The purpose of this study is to evaluate surficial sedimentary deposits formed in the Pasco Basin over the geologic past as analogs for engineered protective barriers. Evidence for likely changes to be expected in an engineered barrier are preserved in geologically recent deposits. Although the design life of the engineered bonier is only 1,000 years, soils and sediments of this age are uncommon in the Pasco Basin. The evidence of and probability for the following natural processes that could adversely affect the long-term stability of an engineered protective barrier reviewed in this report are deflation by wind, soil compaction, soil eluviation/illuviation, bioturbation, and cryoturbation.

    The Idaho National Engineering and Environmental Laboratory (INEEL) Radioactive Liquid Waste Reduction (RLWR) group is conducting a testing and evaluation program on strippable and protective coatings. The purpose of the program is to determine how and where these coatings can be used to aid in the minimization of liquid waste generation. These coatings have become more important in daily operations because of the increased concern of secondary liquid waste generation at the INEEL. Several different strippable and protective coatings were investigated by the RLWR group, including Pentek 604, Bartlett (TLC), and ALARA 1146. During the tests quantitative data was determined, such as effectiveness at reducing contamination levels, or costs, as well as some qualitative data on issues like ease of application or removal. PENTEK 604 and Bartlett TLC are seen as superior products with slightly different uses.

    Cyber-infractions into a nation's strategic security envelope pose a constant and daunting challenge. We present the modular CyberSim tool which has been developed in response to the need to realistically simulate at a national level, software vulnerabilities and resulting mal ware propagation in online social networks. CyberSim suite (a) can generate realistic scale-free networks from a database of geocoordinated computers to closely model social networks arising from personal and business email contacts and online communities; (b) maintains for each,bost a list of installed software, along with the latest published vulnerabilities; (d) allows designated initial nodes where malware gets introduced; (e) simulates, using distributed discrete event-driven technology, the spread of malware exploiting a specific vulnerability, with packet delay and user online behavior models; (f) provides a graphical visualization of spread of infection, its severity, businesses affected etc to the analyst. We present sample simulations on a national level network with millions of computers.

    Online social networks, which have been expanding at a blistering speed in the recent years, have emerged as a popular communication infrastructure for Internet users. Meanwhile, malware that specifically targets these online social networks are also on the rise. In this work, we aim to investigate the characteristics of malware propagation in online social networks. Our study is based on a dataset collected from a real-world location-based online social network. We analyze the social structure and user activity patterns of this network. We further use extensive trace-driven simulation to study the impact of initial infection, user click probability, social structure, and activity patterns on malware propagation in online social networks. The results from this work has greatly deepened our understanding of the nature of online social network malware and also shed light on how to defend against them effectively.

    This invention relates to Stirling engines and to improved methods of operation whereby catalytic oxidation of a major proportion of the fuel takes place in the external combustor. An external combustion unit of a Stirling engine comprises a catalytic combustor having a thermally stable and oxidation resistant monolith made from and/or carrying a catalytic material and including a multiplicity of flow paths for catalytic combustion of combustible gases and injected fuel. The use of a catalytic combustor in accordance with this invention enables a Stirling or other engine fitted therewith to be used in areas such as mines and underwater installations where conventional flame combustion is impracticable or is controlled by stringent regulations.

    From 1993 to 2000, OSS worked under a cost share contract from the Department of Energy (DOE) to develop an Advanced Worker Protection System (AWPS). The AWPS is a protective ensemble that provides the user with both breathing air and cooling for a NIOSH-rated duration of two hours. The ensemble consists of a liquid air based backpack, a Liquid Cooling Garment (LCG), and an outer protective garment. The AWPS project was divided into two phases. During Phase 1, OSS developed and tested a full-scale prototype AWPS. The testing showed that workers using the AWPS could work twice as long as workers using a standard SCBA. The testing also provided performance data on the AWPS in different environments that was used during Phase 2 to optimize the design. During Phase 1, OSS also performed a life-cycle cost analysis on a representative clean up effort. The analysis indicated that the AWPS could save the DOE millions of dollars on D and D activities and improve the health and safety of their workers. During Phase 2, OSS worked to optimize the AWPS design to increase system reliability, to improve system performance and comfort, and to reduce the backpack weight and manufacturing costs. To support this design effort, OSS developed and tested several different generations of prototype units. Two separate successful evaluations of the ensemble were performed by the International Union of Operation Engineers (IUOE). The results of these evaluations were used to drive the design. During Phase 2, OSS also pursued certifying the AWPS with the applicable government agencies. The initial intent during Phase 2 was to finalize the design and then to certify the system. OSS and Scott Health and Safety Products teamed to optimize the AWPS design and then certify the system with the National Institute of Occupational Health and Safety (NIOSH). Unfortunately, technical and programmatic difficulties prevented us from obtaining NIOSH certification. Despite the inability of NIOSH to certify the design, OSS was able to develop and successfully test, in both the lab and in the field, a prototype AWPS. They clearly demonstrated that a system which provides cooling can significantly increase worker productivity by extending the time they can function in a protective garment. They were also able to develop mature outer garment and LCG designs that provide considerable benefits over current protective equipment, such as self donning and doffing, better visibility, and machine washable. A thorough discussion of the activities performed during Phase 1 and Phase 2 is presented in the AWPS Final Report. The report also describes the current system design, outlines the steps needed to certify the AWPS, discusses the technical and programmatic issues that prevented the system from being certified, and presents conclusions and recommendations based upon the seven year effort.

In a traditional internal combustion engine, air and fuel are ignited, creating high-temperature and high-pressure gases which expand rapidly. This expansion of gases forces the engine’s pistons to pump and powers the car. MSU’s engine has no pistons. It uses the combustion of air and fuel to build up pressure within the engine, generating a shockwave that blasts hot gas exhaust into the blades of the engine’s rotors causing them to turn, which generates electricity.     Those who have had the opportunity to work in the cathodic protection (CP) business know that there are sometimes wide differences of opinion about cathodic protection technology and its application. Because of the complexity of the subject, misunderstandings are commonplace, especially among people who are not very familiar with the subject. Because of this confusion, a number of fantasies still exist about cathodic protection. The author`s own discussions with other engineers have brought some of these fantasies to his attention, usually resulting in long discussions, sometimes ending in arguments. This article is an attempt to address some of these misunderstandings without delving too far into theory. Three commonplace, but erroneous, ideas were chosen for discussion: (1) Cathodic protection puts an electric charge on the pipe to protect it from corrosion; (2) The ``pipe to soil`` potential is used to evaluate the effectiveness of CP; and (3) To protect a long section of pipe, one needs a big rectifier.

    The Department of Energy (DOE) is in the process of defining the magnitude and diversity of Decontamination and Decommissioning (D&D) obligations at its numerous sites. The DOE believes that existing technologies are inadequate to solve many challenging problems such as how to decontaminate structures and equipment cost effectively, what to do with materials and wastes generated, and how to adequately protect workers and the environment. Preliminary estimates show a tremendous need for effective use of resources over a relatively long period (over 30 years). Several technologies are being investigated which can potentially reduce D&D costs while providing appropriate protection to DOE workers. The DOE recognizes that traditional methods used by the EPA in hazardous waste site clean up activities are insufficient to provide the needed protection and worker productivity demanded by DOE D&D programs. As a consequence, new clothing and equipment which can adequately protect workers while providing increases in worker productivity are being sought for implementation at DOE sites. This project will result in the development of an Advanced Worker Protection System (AWPS). The AWPS will be built around a life support backpack that uses liquid air to provide cooling as well as breathing gas to the worker. The backpack will be combined with advanced protective garments, advanced liquid cooling garment, respirator, communications, and support equipment to provide improved worker protection, simplified system maintenance, and dramatically improve worker productivity through longer duration work cycles. Phase I of the project has resulted in a full scale prototype Advanced Worker Protection Ensemble (AWPE, everything the worker will wear), with sub-scale support equipment, suitable for integrated testing and preliminary evaluation. Phase II will culminate in a full scale, certified, pre-production AWPS and a site demonstration.

    The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy (RE) on potentially contaminated land and mine sites. EPA is collaborating with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to evaluate RE options at Naval Station (NAVSTA) Newport in Newport, Rhode Island where multiple contaminated areas pose a threat to human health and the environment. Designated a superfund site on the National Priorities List in 1989, the base is committed to working toward reducing the its dependency on fossil fuels, decreasing its carbon footprint, and implementing RE projects where feasible. The Naval Facilities Engineering Service Center (NFESC) partnered with NREL in February 2009 to investigate the potential for wind energy generation at a number of Naval and Marine bases on the East Coast. NAVSTA Newport was one of several bases chosen for a detailed, site-specific wind resource investigation. NAVSTA Newport, in conjunction with NREL and NFESC, has been actively engaged in assessing the wind resource through several ongoing efforts. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and a survey of potential wind turbine options based upon the site-specific wind resource.

    In the high pressure die casting process, molten metal is introduced into a die cavity at high pressure and velocity, enabling castings of thin wall section and complex geometry to be obtained. Traditional die materials have been hot work die steels, commonly H13. Manufacture of the dies involves machining the desired geometry from monolithic blocks of annealed tool steel, heat treating to desired hardness and toughness, and final machining, grinding and polishing. The die is fabricated with internal water cooling passages created by drilling. These materials and fabrication methods have been used for many years, however, there are limitations. Tool steels have relatively low thermal conductivity, and as a result, it takes time to remove the heat from the tool steel via the drilled internal water cooling passages. Furthermore, the low thermal conductivity generates large thermal gradients at the die cavity surfaces, which ultimately leads to thermal fatigue cracking on the surfaces of the die steel. The high die surface temperatures also promote the metallurgical bonding of the aluminum casting alloy to the surface of the die steel (soldering). In terms of process efficiency, these tooling limitations reduce the number of die castings that can be made per unit time by increasing cycle time required for cooling, and increasing downtime and cost to replace tooling which has failed either by soldering or by thermal fatigue cracking (heat checking). The objective of this research was to evaluate the feasibility of designing, fabricating, and testing high pressure die casting tooling having properties equivalent to H13 on the surface in contact with molten casting alloy - for high temperature and high velocity molten metal erosion resistance – but with the ability to conduct heat rapidly to interior water cooling passages. A layered bimetallic tool design was selected, and the design evaluated for thermal and mechanical performance via finite element analysis. H13 was retained as the exterior layer of the tooling, while commercially pure copper was chosen for the interior structure of the tooling. The tooling was fabricated by traditional machining of the copper substrate, and H13 powder was deposited on the copper via the Laser Engineered Net Shape (LENSTM) process. The H13 deposition layer was then final machined by traditional methods. Two tooling components were designed and fabricated; a thermal fatigue test specimen, and a core for a commercial aluminum high pressure die casting tool. The bimetallic thermal fatigue specimen demonstrated promising performance during testing, and the test results were used to improve the design and LENS TM deposition methods for subsequent manufacture of the commercial core. Results of the thermal finite element analysis for the thermal fatigue test specimen indicate that it has the ability to lose heat to the internal water cooling passages, and to external spray cooling, significantly faster than a monolithic H13 thermal fatigue sample. The commercial core is currently in the final stages of fabrication, and will be evaluated in an actual production environment at Shiloh Die casting. In this research, the feasibility of designing and fabricating copper/H13 bimetallic die casting tooling via LENS TM processing, for the purpose of improving die casting process efficiency, is demonstrated.

    DEMO aims to (i) integrate, demonstrate and validate all relevant technology necessary to convert fusion energy to electrical energy and (ii) that the machine and its operations are economically and environmentally acceptable. To maintain the efficiency and availability of the machine, there are several physics and combined physics/technology issues as well as the engineering issues. Machine Protection (also known as Protection of Investment) addresses both the risks to plant (to avoid costly repair or replacement) and the risks to normal operating time (to avoid loss of productivity and the return on investment). The plasma-related Machine Protection issues involve measurement and control of plasma stability, plasma purity, and plasma-wall interactions. Machine Protection aims to avoid hitting catastrophic limits by using early warning alarm systems, and controlled termination or avoidance, involving coordinated actions of the magnets, gas and auxiliary heating or current-drive systems. This article outlines the key processes, some of which are used in present-day tokamaks and some of which are new specifically for DEMO (e.g. First wall and divertor power handling) and reveals the need to research and develop new science and technology for Machine Protections in DEMO's high radiation and thermal fields.     An internal combustion engine starting apparatus uses a signal from a curt sensor to determine when the engine is energized and the starter motor should be de-energized.     Entry into hazardous areas without the proper protective equipment is extremely dangerous and must be prevented whenever possible. Current postings of radiological hazards at the Rocky Flats Environmental Technology Site (RFETS) do not incorporate recent findings concerning effective warning presentation. Warning information should be highly visible, quickly, and easily understood. While continuing to comply with industry standards (e.g., Department of Energy (DOE) guidelines), these findings can be incorporated into existing radiological sign design, making them more effective in terms of usability and compliance. Suggestions are provided for designing more effective postings within stated guidelines.

    An engine based on a reciprocating piston engine that extracts work from pressurized working fluid. The engine includes a harmonic oscillator inlet valve capable of oscillating at a resonant frequency for controlling the flow of working fluid into of the engine. In particular, the inlet valve includes an inlet valve head and a spring arranged together as a harmonic oscillator so that the inlet valve head is moveable from an unbiased equilibrium position to a biased closed position occluding an inlet. Upon releasing the inlet valve the inlet valve head undergoes a single oscillation past the equilibrium positio to a maximum open position and returns to a biased return position close to the closed position to choke the flow and produce a pressure drop across the inlet valve causing the inlet valve to close. Protrusions carried either by the inlet valve head or piston head are used to bump open the inlet valve from the closed position and initiate the single oscillation of the inlet valve head, and protrusions carried either by the outlet valve head or piston head are used to close the outlet valve ahead of the bump opening of the inlet valve.

    A description is given of the standards for protection of persons who work in areas that have a potential for radiation exposure. A review is given of the units of radiation exposure and dose equivalent and of the value of the maximum permissible dose limits for occupational exposure. Federal Regulations and Regulatory Guides for radiation protection are discussed. Average occupational equivalent doses experienced in several operations typical of the United States Nuclear Industry are presented and shown to be significantly lower than the maximum permissible. The concept of maintaining radiation doses to As-Low-As-Reasonably-Achievable is discussed and the practice of imposing engineering and administrative controls to provide effective radiation protection for the nuclear worker is described.

    Over the past four years, the Electrical Safety Program at PPPL has evolved in addressing changing regulatory requirements and lessons learned from accident events, particularly in regards to arc flash hazards and implementing NFPA 70E requirements. This presentation will discuss PPPL's approaches to the areas of electrical hazards evaluation, both shock and arc flash; engineered solutions for hazards mitigation such as remote racking of medium voltage breakers, operational changes for hazards avoidance, targeted personnel training and hazard appropriate personal protective equipment. Practical solutions for nominal voltage identification and zero voltage checks for lockout/tagout will also be covered. Finally, we will review the value of a comprehensive electrical drawing program, employee attitudes expressed as a personal safety work ethic, integrated safety management, and sustained management support for continuous safety improvement.

    The goal of this project was to develop chemical protective clothing for use by DOE decontamination and decommissioning workers that is sufficiently water vapor permeable to keep the workers cool, thereby enhancing their productivity. This report describes the results of Phase II of a two-phase project to complete development of the novel permselective material and to test protective clothing made from the fabric. In Phase I a novel material incorporating a nonporous hydrophilic polyvinylacohol (PVA) layer, which is water vapor permeable but relatively impermeable to organic vapors, was developed. The results of the Phase I tests showed that the chemical resistance of the MTR material is comparable to that of Saranex/Tyvek materials, and that the comfort properties are closer to those of Tyvek (as measured in terms of CLO and permeability). Chemical resistance was measured using permeation tests against liquid dichloromethane. Comfort properties were ascertained by measuring the water vapor transmission of the material and by sweating manikin tests on whole protective suits. In addition, a cost/benefit analysis demonstrated that use of MTR's material technology could result in significant improvements in work productivity and cost savings if protective clothing items made from the new material were used more than once. In Phase II, MTR undertook a program to optimize the performance and production engineering for the new material technology. A partnership was formed with Kimberly-Clark Corporation to assist with a detailed evaluation of the MTR technology, and MTR used the services of Mr. Jeff Stull, President of the consulting firm International Personnel Protection, Inc., who conducted a detailed economic and application analysis for the developed fabric. The protective fabric manufacturing steps were simplified significantly, resulting in a 30% reduction in manufacturing costs and eliminating the necessity for capital investment in production equipment. Protective suits were prepared in collaboration with Kimberly-Clark Corporation and heat stress testing with human test subjects was carried out by the International Union of Operating Engineers (IUOE). The tests confirmed that the MTR protective fabric is significantly more comfortable than non-breathable materials. A cost analysis was developed from the properties of the optimized protective fabric and the results of the of the IUOE field study to determine the potential for the MTR material technology within the chemical protective clothing market. A detailed assessment of the specific chemical protective clothing applications for which the material can be used and its competitiveness with existing material technology, based both on expected performance and material/end item costs, was prepared. Three specific market opportunities identified for the novel protective fabric are: (1) liquid splash protective clothing for hazardous waste site operations, (2) liquid splash protective clothing for emergency response, and (3) Class 3 NFPA 1994-compliant protective clothing for civilian use during chemical terrorism incidents.

    US Department of Energy (DOE) Order 5400.1 requires the establishment of a groundwater protection management program to ensure compliance with DOE requirements and applicable Federal, state, and local laws and regulations. The Uranium Mill Tailings Remedial Action (UMTRA) Project Office has prepared a ``Groundwater Protection Management Program Plan`` (groundwater protection plan) of sufficient scope and detail to reflect the program`s significance and address the seven activities required in DOE Order 5400.1, Chapter 3, for special program planning. The groundwater protection plan highlights the methods designed to preserve, protect, and monitor groundwater resources at UMTRA Project processing and disposal sites. The plan includes an overview of the remedial action status at the 24 designated processing sites and identifies project technical guidance documents and site-specific documents for the UMTRA groundwater protection management program. In addition, the groundwater protection plan addresses the general information required to develop a water resources protection strategy at the permanent disposal sites. Finally, the plan describes ongoing activities that are in various stages of development at UMTRA sites (long-term care at disposal sites and groundwater restoration at processing sites). This plan will be reviewed annually and updated every 3 years in accordance with DOE Order 5400.1.

    This surface water protection plan (plan) provides an overview of the management efforts implemented at Lawrence Livermore National Laboratory (LLNL) that support a watershed approach to protect surface water. This plan fulfills a requirement in the Department of Energy (DOE) Order 450.1A to demonstrate a watershed approach for surface water protection that protects the environment and public health. This plan describes the use of a watershed approach within which the Laboratory's current surface water management and protections efforts have been structured and coordinated. With more than 800 million acres of land in the U.S. under federal management and stewardship, a unified approach across agencies provides enhanced resource protection and cost-effectiveness. The DOE adopted, along with other federal agencies, the Unified Federal Policy for a Watershed Approach to Federal Land and Resource Management (UFP) with a goal to protect water quality and aquatic ecosystems on federal lands. This policy intends to prevent and/or reduce water pollution from federal activities while fostering a cost-effective watershed approach to federal land and resource management. The UFP also intends to enhance the implementation of existing laws (e.g., the Clean Water Act [CWA] and National Environmental Policy Act [NEPA]) and regulations. In addition, this provides an opportunity for the federal government to serve as a model for water quality stewardship using a watershed approach for federal land and resource activities that potentially impact surface water and its uses. As a federal land manager, the Laboratory is responsible for a small but important part of those 800 million acres of land. Diverse land uses are required to support the Laboratory's mission and provide an appropriate work environment for its staff. The Laboratory comprises two sites: its main site in Livermore, California, and the Experimental Test Site (Site 300), near Tracy, California. The main site is largely developed yet its surface water system encompasses two arroyos, an engineered detention basin (Lake Haussmann), storm channels, and wetlands. Conversely, the more rural Site 300 includes approximately 7,000 acres of largely undeveloped land with many natural tributaries, riparian habitats, and wetland areas. These wetlands include vernal pools, perennial seeps, and emergent wetlands. The watersheds within which the Laboratory's sites lie provide local and community ecological functions and services which require protection. These functions and services include water supply, flood attenuation, groundwater recharge, water quality improvement, wildlife and aquatic habitats, erosion control, and (downstream) recreational opportunities. The Laboratory employs a watershed approach to protect these surface water systems. The intent of this approach, presented in this document, is to provide an integrated effort to eliminate or minimize any adverse environmental impacts of the Laboratory's operations and enhance the attributes of these surface water systems, as possible and when reasonable, to protect their value to the community and watershed. The Laboratory's watershed approach to surface water protection will use the U.S. Environmental Protection Agency's Watershed Framework and guiding principles of geographic focus, scientifically based management and partnerships1 as a foundation. While the Laboratory's unique site characteristics result in objectives and priorities that may differ from other industrial sites, these underlying guiding principles provide a structure for surface water protection to ensure the Laboratory's role in environmental stewardship and as a community partner in watershed protection. The approach includes pollution prevention, continual environmental improvement, and supporting, as possible, community objectives (e.g., protection of the San Francisco Bay watershed).

    On July 11, 2006, the Environmental Protection Agency (EPA) issued regulations covering emissions from stationary diesel engines New Source Performance Standards that limit emissions of NOx, particulate matter, SO2, carbon monoxide, and hydrocarbons to the same levels required for nonroad diesel engines. The regulation affects new, modified, and reconstructed diesel engines. Beginning with model year 2007, engine manufacturers must specify that new engines less than 3,000 horsepower meet the same emissions standard as nonroad diesel engines. For engines greater than 3,000 horsepower, the standard will be fully effective in 2011. Stationary diesel engine fuel will also be subject to the same standard as nonroad diesel engine fuel, which reduces the sulfur content of the fuel to 500 parts per million by mid-2007 and 15 parts per million by mid-2010.

    Pacific Northwest National Laboratory (PNNL) has performed an assessment of a Hybrid Plasma/Filter system as an alternative to conventional methods for collective protection. The key premise of the hybrid system is to couple a nonthermal plasma (NTP) reactor with reactive adsorption to provide a broader envelope of protection than can be provided through a single-solution approach. The first step uses highly reactive species (e.g. oxygen radicals, hydroxyl radicals, etc.) created in a nonthermal plasma (NTP) reactor to destroy the majority (~75% - 90%) of an incoming threat. Following the NTP reactor an O3 reactor/filter uses the O3 created in the NTP reactor to further destroy the remaining organic materials. This report summarizes the laboratory development of the Hybrid Plasma Reactor/Filter to protect against a ‘worst-case’ simulant, methyl bromide (CH3Br), and presents a preliminary engineering assessment of the technology to Joint Expeditionary Collective Protection performance specifications for chemical vapor air purification technologies.

    Generic physical protection logic trees, designed for application to nuclear facilities and materials, are presented together with a method of qualitative evaluation of the trees for design and analysis of physical protection systems. One or more defense zones are defined where adversaries interact with the physical protection system. Logic trees that are needed to describe the possible scenarios within a defense zone are selected. Elements of a postulated or existing physical protection system are tagged to the primary events of the logic tree. The likelihood of adversary success in overcoming these elements is evaluated on a binary, yes/no basis. The effect of these evaluations is propagated through the logic of each tree to determine whether the adversary is likely to accomplish the end event of the tree. The physical protection system must be highly likely to overcome the adversary before he accomplishes his objective. The evaluation must be conducted for all significant states of the site. Deficiencies uncovered become inputs to redesign and further analysis, closing the loop on the design/analysis cycle.

    Planning the development, use and regulation of computer systems in nuclear reactor protection systems in such a way as to enhance reliability and safety is a complex issue. This report is one of a series of reports from the Computer Safety and Reliability Group, Lawrence Livermore that investigates different aspects of computer software in reactor National Laboratory, that investigates different aspects of computer software in reactor protection systems. There are two central themes in the report, First, software considerations cannot be fully understood in isolation from computer hardware and application considerations. Second, the process of engineering reliability and safety into a computer system requires activities to be carried out throughout the software life cycle. The report discusses the many activities that can be carried out during the software life cycle to improve the safety and reliability of the resulting product. The viewpoint is primarily that of the assessor, or auditor.

    The Information Systems Assessment Report documents the results from assessing the Project Hanford Management Contract (PHMC) Hanford Data Integrator 2000 (HANDI 2000) system, Business Management System (BMS) and Work Management System phases (WMS), with respect to the System Engineering Capability Assessment Model (CAM). The assessment was performed in accordance with the expectations stated in the fiscal year (FY) 1999 Performance Agreement 7.1.1, item (2) which reads, ''Provide an assessment report on the selected Integrated Information System by July 31, 1999.'' This report assesses the BMS and WMS as implemented and planned for the River Protection Project (RPP). The systems implementation is being performed under the PHMC HANDI 2000 information system project. The project began in FY 1998 with the BMS, proceeded in FY 1999 with the Master Equipment List portion of the WMS, and will continue the WMS implementation as funding provides. This report constitutes an interim quality assessment providing information necessary for planning RPP's information systems activities. To avoid confusion, HANDI 2000 will be used when referring to the entire system, encompassing both the BMS and WMS. A graphical depiction of the system is shown in Figure 2-1 of this report.

    This paper presents an outline of the 50KW Stirling engine (4-189D.A.), called ''MT79'', as well as of its performance which was built by AISIN in 1980. The engine features a newly developed swash plate mechanism with floating plates. The engine, which uses Helium, has been successfully tested for over 1,000 hours, demonstrating a maximum horsepower of 52KW (71PS) /2,500rpm, maximum efficiency of 31% /700rpm, and maximum torque of 30kgf-m /500rpm. The performance of the engine is presented with these experimental results: Engine power, Torque, and Efficiency vs. Revolution; Heat balance; P-V diagram of expansion space and compression space; Noise level. The engine demonstrates the characteristics of a higher torque and a higher efficiency at lower speeds, and with low noise. Therefore, it was found that in a specific area, the engine shows characteristics surpassing those found in internal combustion engines.

    The objective of the Cummins ARES program, in partnership with the US Department of Energy (DOE), is to develop advanced natural gas engine technologies that increase engine system efficiency at lower emissions levels while attaining lower cost of ownership. The goals of the project are to demonstrate engine system achieving 50% Brake Thermal Efficiency (BTE) in three phases, 44%, 47% and 50% (starting baseline efficiency at 36% BTE) and 0.1 g/bhp-hr NOx system out emissions (starting baseline NOx emissions at 2 – 4 g/bhp-hr NOx). Primary path towards above goals include high Brake Mean Effective Pressure (BMEP), improved closed cycle efficiency, increased air handling efficiency and optimized engine subsystems. Cummins has successfully demonstrated each of the phases of this program. All targets have been achieved through application of a combined set of advanced base engine technologies and Waste Heat Recovery from Charge Air and Exhaust streams, optimized and validated on the demonstration engine and other large engines. The following architectures were selected for each Phase: Phase 1: Lean Burn Spark Ignited (SI) Key Technologies: High Efficiency Turbocharging, Higher Efficiency Combustion System. In production on the 60/91L engines. Over 500MW of ARES Phase 1 technology has been sold. Phase 2: Lean Burn Technology with Exhaust Waste Heat Recovery (WHR) System Key Technologies: Advanced Ignition System, Combustion Improvement, Integrated Waste Heat Recovery System. Base engine technologies intended for production within 2 to 3 years Phase 3: Lean Burn Technology with Exhaust and Charge Air Waste Heat Recovery System Key Technologies: Lower Friction, New Cylinder Head Designs, Improved Integrated Waste Heat Recovery System. Intended for production within 5 to 6 years Cummins is committed to the launch of next generation of large advanced NG engines based on ARES technology to be commercialized worldwide.

    CPA--Cost and Performance Analysis--is an architecture that supports analysis of physical protection systems and upgrade options. ASSESS (Analytic System and Software for Evaluating Security Systems), a tool for evaluating performance of physical protection systems, currently forms the cornerstone for evaluating detection probabilities and delay times of the system. Cost and performance data are offered to the decision-maker at the systems level and to technologists at the path-element level. A new optimization engine has been attached to the CPA methodology to automate analyses of many combinations (portfolios) of technologies. That engine controls a new analysis sequencer that automatically modifies ASSESS PPS files (facility descriptions), automatically invokes ASSESS Outsider analysis and then saves results for post-processing. Users can constrain the search to an upper bound on total cost, to a lower bound on level of performance, or to include specific technologies or technology types. This process has been applied to a set of technology development proposals to identify those portfolios that provide the most improvement in physical security for the lowest cost to install, operate and maintain at a baseline facility.
