    This report is an overview of the energy market in four West African countries: The Ivory Coast, Morocco, Nigeria, and Senegal. We feel these countries are representative of the West African region. Together they account for 75% of the total energy use in West Africa, 78% of GDP, and 76% of population. The purpose of the study is to analyze the evolution of energy demand in the context of the general socio-economic background of the region. The study also examines energy supply and trade related to the energy sector. The analysis focuses on the study of commercial fuels. Although we have reviewed studies of wood, solar, wind, and agricultural residues, we leave out detailed discussions of these non-commercial energy forms. The first part of the report is an assessment of the trends in energy demand in the four study countries. We discuss the main factors driving energy demand sector by sector. This is followed by a review of the primary energy resources of the countries, and of the capacity for production of secondary fuels. The last section looks at energy trade, with particular emphasis on the role of the United States.

After a brief presentation of the geothermal reservoir, the paper gives the methodology and the results of the technical and economical calculations.   2. Air Shipment of Spent Nuclear Fuel from Romania to Russia

    Romania successfully completed the world’s first air shipment of spent nuclear fuel transported in Type B(U) casks under existing international laws and without shipment license special exceptions when the last Romanian highly enriched uranium (HEU) spent nuclear fuel was transported to the Russian Federation in June 2009. This air shipment required the design, fabrication, and licensing of special 20 foot freight containers and cask tiedown supports to transport the eighteen TUK 19 shipping casks on a Russian commercial cargo aircraft. The new equipment was certified for transport by road, rail, water, and air to provide multi modal transport capabilities for shipping research reactor spent fuel. The equipment design, safety analyses, and fabrication were performed in the Russian Federation and transport licenses were issued by both the Russian and Romanian regulatory authorities. The spent fuel was transported by truck from the VVR S research reactor to the Bucharest airport, flown by commercial cargo aircraft to the airport at Yekaterinburg, Russia, and then transported by truck to the final destination in a secure nuclear facility at Chelyabinsk, Russia. This shipment of 23.7 kg of HEU was coordinated by the Russian Research Reactor Fuel Return Program (RRRFR), as part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), in close cooperation with the Rosatom State Atomic Energy Corporation and the International Atomic Energy Agency, and was managed in Romania by the National Commission for Nuclear Activities Control (CNCAN). This paper describes the planning, shipment preparations, equipment design, and license approvals that resulted in the safe and secure air shipment of this spent nuclear fuel.

    Romania safely air shipped 23.7 kilograms of Russian origin highly enriched uranium (HEU) spent nuclear fuel from the VVR S research reactor at Magurele, Romania, to the Russian Federation in June 2009. This was the world’s first air shipment of spent nuclear fuel transported in a Type B(U) cask under existing international laws without special exceptions for the air transport licenses. This shipment was coordinated by the Russian Research Reactor Fuel Return Program (RRRFR), part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), in cooperation with the Romania National Commission for Nuclear Activities Control (CNCAN), the Horia Hulubei National Institute of Physics and Nuclear Engineering (IFIN-HH), and the Russian Federation State Corporation Rosatom. The shipment was transported by truck to and from the respective commercial airports in Romania and the Russian Federation and stored at a secure nuclear facility in Russia where it will be converted into low enriched uranium. With this shipment, Romania became the 3rd country under the RRRFR program and the 14th country under the GTRI program to remove all HEU. This paper describes the work, equipment, and approvals that were required to complete this spent fuel air shipment.

  4. Research Reactor Preparations for the Air Shipment of Highly Enriched Uranium from Romania

The Institute for Nuclear Research at Pitesti (SCN Pitesti) shipped 30.1 kg of HEU fresh fuel pellets to Dimitrovgrad, Russia and the Horia Hulubei National Institute of Physics and Nuclear Engineering (IFIN-HH) shipped 23.7 kilograms of HEU spent fuel assemblies from the VVR S research reactor at Magurele, Romania, to Chelyabinsk, Russia. Both HEU shipments were coordinated by the Russian Research Reactor Fuel Return Program (RRRFR) as part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), were managed in Romania by the National Commission for Nuclear Activities Control (CNCAN), and were conducted in cooperation with the Russian Federation State Corporation Rosatom and the International Atomic Energy Agency.     Currently, the chemical organic industry, the petrochemical and engine fuels industry in Romania are entirely based on hydrocarbons from oil. To reduce the oil dependence of this sector and to ensure the stipulated growth rate of 8-9%, research and development programs have been set up with a view to the diversification of raw materials. In research on hydrocarbons from alcohol conversion, three process variants are known, i.e. olefins from methanol, gasolines from methanol and a combined gasolines and aromatic hydrocarbons from methanol. The Romanian process of methanol conversion to hydrocarbons is very flexible, with all the variants mentioned being carried out in the same plant by modifying the catalysts. In research on hydrocarbons from synthesis gas a modern process is being developed for gasification of brown coal in a fluidized bed, under pressure, in the presence of oxygen and water vapors. In the field of carbon oxide hydrogenation, studies have been carried out on selective Fischer-Tropsch processes in which the reaction products are high value hydrocarbon fractions.

    In this paper, we apply the PVGIS method for estimating the performance of the first grid-connected PV micro-power plant in Morocco. PVGIS approach provides analysis and assessment of in-site solar energy resources and predicts with good accuracy the potential of PV systems in term of electricity production. We find that annual total power generation of the micro-power is slightly higher than that initially expected at the installation stage and actually measured. The yearly predicted and measured power production values agree to about 2 %. However, individual monthly production can have larger discrepancy.

    In this work we have made an analytical investigation by neutron activation analysis and X-ray fluorescence of a number of pieces found on the two hearths and the slag layer discovered at the Old Town Hall from Sibiu, Romania and some bells from the surrounding region of Sibiu. The elemental analyses suggest the fact that the hearths preserve traces of an activity of alloying of copper with tin for casting bells.

    In June 2009 Romania successfully completed the world’s first air shipment of highly enriched uranium (HEU) spent nuclear fuel transported in Type B(U) casks under existing international laws and without special exceptions for the air transport licenses. Special 20-foot ISO shipping containers and cask tiedown supports were designed to transport Russian TUK 19 shipping casks for the Romanian air shipment and the equipment was certified for all modes of transport, including road, rail, water, and air. In December 2009 Libya successfully used this same equipment for a second air shipment of HEU spent nuclear fuel. Both spent fuel shipments were transported by truck from the originating nuclear facilities to nearby commercial airports, were flown by commercial cargo aircraft to a commercial airport in Yekaterinburg, Russia, and then transported by truck to their final destinations at the Production Association Mayak facility in Chelyabinsk, Russia. Both air shipments were performed under the Russian Research Reactor Fuel Return Program (RRRFR) as part of the U.S. National Nuclear Security Administration (NNSA) Global Threat Reduction Initiative (GTRI). The Romania air shipment of 23.7 kg of HEU spent fuel from the VVR S research reactor was the last of three HEU fresh and spent fuel shipments under RRRFR that resulted in Romania becoming the 3rd RRRFR participating country to remove all HEU. Libya had previously completed two RRRFR shipments of HEU fresh fuel so the 5.2 kg of HEU spent fuel air shipped from the IRT 1 research reactor in December made Libya the 4th RRRFR participating country to remove all HEU. This paper describes the equipment, preparations, and license approvals required to safely and securely complete these two air shipments of spent nuclear fuel.

  14. Traces of Radioactive 131I in Rain Water Samples in Romania

    Measurements of I-131 (T1/2 = 8.04 days) have been performed in IFIN-HH's underground laboratory situated in Unirea salt mine from Slanic-Prahova, Romania. The rain water samples were collected in March 27th in Brasov and March 27th and 29th in Slanic. The samples were measured using a high resolution gamma-ray spectrometer equipped with a GeHP detector having a FWHM = 1.80 keV at 1332.48 keV at the second Co-60 gammaray, and a relative efficiency of 22.8 %. The results show a specific activity of I-131 of 0.35 \\pm 0.04 Bq/dm^3 in Brasov and 0.39 \\pm 0.04 Bq/dm^3, 0.13 \\pm 0.03 Bq/dm^3 and 0.71 \\pm 0.06 Bq/dm^3 in Slanic.

    The design criteria and constraints for the development of the management strategy for radioactive waste generated from operating and decommissioning of CANDU Nuclear Units from Cernavoda NPP in Romania, present many specific aspects. The main characteristics of CANDU type waste are its high concentrations of tritium and radiocarbon. Also, the existing management strategy for radioactive waste at Cernavoda NPP provides no treatment or conditioning for radioactive waste disposal. These characteristics embodied a challenging effort, in order to select a proper strategy for radioactive waste management at present, when Romania is an EU member and a signatory country of the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management. The helping of advanced countries in radioactive waste management, directly or into the frame of the international organizations, like IAEA, become solve the aforementioned challenges at adequate level.     Since 2006 a modern laboratory has been developed by IFIN-HH in the underground of Slanic Prahova salt ore. This work presents a short review of previous scientific activities performed in the underground laboratory, in parallel with some plans for the future. A mobile detector for cosmic muon flux measurements has been set up at IFIN-HH, Romania. The device is used to measure the muon flux on different locations at the surface and underground and it consists of two detection layers, each one including four large scintillator plates. A new rotatable detector for measurements of the directional variation of the muon flux has been designed and it is presently under preliminary tests. Built from four layers of sensitive material and using for collecting the signals and directing them to the micro PMTs a new technique, through optical fibers instead wave length shifters, it allows an easy discrimination of the moun flux on the arrival directions of muons. Combining the possibility to rotate and the directionality properties, the underground muon detector is acting like a muon tomography device, being able to scan, using cosmic muons, the rock material above the detector. In parallel new detection system based on SiPM will be also installed in the following weeks. It should be composed by four layers, each layer consisting in 4 scintillator plates what we consider in the following as a module of detection. For this purpose, first two scintillator layers, with the optical fibers positioned on perpendicular directions are put in coincidence with other two layers, 1 m distance from the first two, with similar optical fiber arrangement, thus allowing reconstructing muon trajectory. It is intended also to design and construct an experimental device for the investigation of such radio antennas and the behavior of the signal in rock salt at the Slanic salt mine in Romania. Another method to detect high energy neutrinos is based on the detection of secondary particles resulting from the interaction with the salt massive. We intent to design and construct a 3D array in the underground of Slanic Prahova salt ore.

    The archaeological site Cornesti "Iarcuri" is the largest earth fortification in Romania, made out of four concentric compounds, spreading over 1780 hectares. It is known since 1700, but it had only a few small attempts of systematic research, the fortress gained interest only after the publishing of some satellite images by Google Earth. It is located in an area of high fields and it occupies three interfluves and contains two streams. Our paper contains a geomorphologic, topographic and cartographic analysis of the site in order to determine the limits, the structure, the morphology, the construction technique and the functionality of such a fortification.Our research is based on satellite image analysis, on archaeological topography, on soil, climate and vegetation analysis as a way to offer a complex image, through this interdisciplinary study of landscape archaeology.     The paper presents the progress of the Decontamination Plan and Radioactive Waste Management Plan which accompanies the Decommissioning Plan for research reactor VVR-S located in Magurele, Ilfov, near Bucharest, Romania. The new variant of the Decommissioning Plan was elaborated taking into account the IAEA recommendation concerning radioactive waste management. A new feasibility study for VVR-S decommissioning was also elaborated. The preferred safe management strategy for radioactive wastes produced by reactor decommissioning is outlined. The strategy must account for reactor decommissioning, as well as rehabilitation of the existing Radioactive Waste Treatment Plant and the upgrade of the Radioactive Waste Disposal Facility at Baita-Bihor. Furthermore, the final rehabilitation of the laboratories and reusing of cleaned reactor building is envisaged. An inventory of each type of radioactive waste is presented. The proposed waste management strategy is selected in accordance with the IAEA assistance. Environmental concerns are a part of the radioactive waste management strategy. In conclusion: The current version 8 of the Draft Decommissioning Plan which include the Integrated concept of Decontamination and Decommissioning and Radwaste Management, reflects the substantial work that has been incorporated by IFIN-HH in collaboration with SITON, which has resulted in substantial improvement in document The decommissioning strategy must take into account costs for VVR-S Reactor decommissioning, as well as costs for much needed refurbishments to the radioactive waste treatment plant and the Baita-Bihor waste disposal repository. Several improvements to the Baita-Bihor repository and IFIN-HH waste treatment facility were proposed. The quantities and composition of the radioactive waste generated by VVR-S Reactor dismantling were again estimated by streams and the best demonstrated practicable processing solution was proposed. The estimated quantities of materials to be managed in the near future raise some issues that need to be solved swiftly, such as treatment of aluminum and lead and graphite management. It is envisaged that these materials to be treated to Subsidiary for Nuclear Research (SCN) Pitesti. (authors)

    Petroleum rights in the 6 North African countries (Algeria, Egypt, Libya, Morocco, Sudan, and Tunisia) covered in this paper were 1,839,817 km/sup 2/ at the end of 1985, a decrease of 3% from the 1,896,446 km/sup 2/ held at the end of 1984. This decrease mainly is due to significant relinquishments made in Algeria, Egypt, and Tunisia. Morocco, however, had an increase of 18,087 km/sup 2/. Oil discoveries were reported in Algeria (possibly 5), Libya (at least 2), and Egypt (16). Only 1 gas find was made (in Morocco). According to sparse information, development drilling may have decreased markedly during 1985. Oil and condensate production increased by 3.1% to approximately 3,054,000 b/d compared to about 2,963,400 b/d in 1984. No statistics are currently available on gas production in North Africa. 8 figures, 27 tables.

The aim of this research was to analyze some problems that countries entering the EU will have to solve with respect to WEEE management. The experiences of Italy and Romania could provide an interesting reference point. The strengths and weaknesses that the two EU countries have encountered can be used in order to give a more rational plan for other countries. In Italy the increase of WEEE collection was achieved in parallel with the increase of the efficiency of selective Municipal Solid Waste collection. In Romania, pilot experiences were useful to increase the awareness of the population. The different interests of the two populations towards recyclable waste led to a different scenario: in Romania all types of WEEE have been collected since its entrance into the EU; in Italy the 'interest' in recycling is typically related to large household appliances, with a secondary role of lighting equipment.

    Neutron activation analysis has been employed to characterize ceramics and raw material samples from modern pottery-making communities. The original study focused on several villages in the central highlands of Guatemala. More recently, NAA data have been collected from communities in the Valley of Oaxaca, Mexico, the northern Yucatan Peninsula, and northern Morocco. The results from all four studies can now be combined to yield a comparative perspective on paste preparation effects in archaeological provenance research.

    The time series of the seasonal and annual temperatures and precipitation amounts from two stations with observations for more than 100 years and from one mountain station (data since 1928), in Romania have been analyzed. For the entire territory of Romania, 33 stations have also been studied using EOF components, for the 1950--1993 period. In order to find climate change-points, nonparametric tests Pettitt and Mann-Kendall have been used. Quantification of the significant change-points was made estimating the signal-to-noise ratio. Some of the change-points in the temperature and precipitation fields could be associated with the changes in the geopotential field at 500hPa, represented by EOFs and blocking index calculated for the Atlantic-European region. The comparison with other results obtained from the European stations or from the entire Northern Hemisphere shows several common points, but also some differences in the climate jumps, reflecting the local peculiarities.

    We collected vegetation and soil samples from various locations along a route covering Eastern and Western Europe. We measured the level of elemental pollution in different places uniformly spread across the continent to determine which of them may have common sources.     The Raft River Geothermal Site is located in Southern Idaho's Raft River Valley, southwest of Malta, Idaho, in Cassia County. EG and G idaho, Inc., is the DOE's prime contractor for development of the Raft River geothermal field. Contract work has been progressing for several years towards creating a fully integrated utilization of geothermal water. Developmental progress has resulted in the drilling of seven major DOE wells. Four are producing geothermal water from reservoir temperatures measured to approximately 149 C (approximately 300 F). Closed-in well head pressures range from 69 to 102 kPa (100 to 175 psi).     The Raft River Geothermal Site is located in Southern Idaho's Raft River Valley, southwest of Malta, Idaho, in Cassia County. EG and G idaho, Inc., is the DOE's prime contractor for development of the Raft River geothermal field. Contract work has been progressing for several years towards creating a fully integrated utilization of geothermal water. Developmental progress has resulted in the drilling of seven major DOE wells. Four are producing geothermal water from reservoir temperatures measured to approximately 149 C (approximately 300 F). Closed-in well head pressures range from 69 to 102 kPa (100 to 175 psi).     The SANS facility existing at the Pitesti 14MW TRIGA reactor is presented. The main characteristics and the preliminary evaluation of the installation performances are given. A monochromatic neutron beam with 1.5 A {<=} {lambda} {<=} 5 A is produced by a mechanical velocity selector with helical slots. A fruitful partnership was established between INR Pitesti (Romania) and JINR Dubna (Russia). The first step in this cooperation consists in the manufacturing in Dubna of a battery of gas-filled positional detectors devoted to the SANS instrument.

  4. Packaging waste recycling in Europe: Is the industry paying for it?

    Highlights: • We study the recycling schemes of France, Germany, Portugal, Romania and the UK. • The costs and benefits of recycling are compared for France, Portugal and Romania. • The balance of costs and benefits depend on the perspective (strictly financial/economic). • Financial supports to local authorities ought to promote cost-efficiency. - Abstract: This paper describes and examines the schemes established in five EU countries for the recycling of packaging waste. The changes in packaging waste management were mainly implemented since the Directive 94/62/EC on packaging and packaging waste entered into force. The analysis of the five systems allowed the authors to identify very different approaches to cope with the same problem: meet the recovery and recycling targets imposed by EU law. Packaging waste is a responsibility of the industry. However, local governments are generally in charge of waste management, particularly in countries with Green Dot schemes or similar extended producer responsibility systems. This leads to the need of establishing a system of financial transfers between the industry and the local governments (particularly regarding the extra costs involved with selective collection and sorting). Using the same methodological approach, the authors also compare the costs and benefits of recycling from the perspective of local public authorities for France, Portugal and Romania. Since the purpose of the current paper is to take note of who is paying for the incremental costs of recycling and whether the industry (i.e. the consumer) is paying for the net financial costs of packaging waste management, environmental impacts are not included in the analysis. The work carried out in this paper highlights some aspects that are prone to be improved and raises several questions that will require further research. In the three countries analyzed more closely in this paper the industry is not paying the net financial cost of packaging waste management. In fact, if the savings attained by diverting packaging waste from other treatment (e.g. landfilling) and the public subsidies to the investment on the “recycling system” are not considered, it seems that the industry should increase the financial support to local authorities (by 125% in France, 50% in Portugal and 170% in Romania). However, in France and Portugal the industry is paying local authorities more than just the incremental costs of recycling (full costs of selective collection and sorting minus the avoided costs). To provide a more definitive judgment on the fairness of the systems it will be necessary to assess the cost efficiency of waste management operators (and judge whether operators are claiming costs or eliciting “prices”)

    High temperature solar thermal (HTST) technology offers an attractive option for both industrialized and non-industrialized countries to generate electricity and industrial process steam. The purpose of this report is to assess the potential market for solar thermal applications in the North African countries of Algeria, Egypt, Morocco and Tunisia. North Africa was selected because of its outstanding solar resource base and the variety of applications to be found there. Diminishing oil and gas resources, coupled with expanding energy needs, opens a large potential market for the US industry. The US high temperature solar trough industry has little competition globally and could build a large market in these areas. The US is already familiar with certain solar markets in North Africa due to the supplying of substantial quantities of US-manufactured flat plate collectors to this region.

    Licensed oil acreage in the 6 North Africa countries (Algeria, Egypt, Libya, Morocco, Sudan and Tunisia) totaled 1,500,000 km/sup 2/ at the end of 1986, down 290,000 km/sup 2/ from 1985. About 50% of the relinquishments were in Libya. Most oil and gas discoveries were made in Egypt (16 oil and 2 gas). Several oil finds were reported in onshore Libya, and 1 was reported in Algeria in the southeastern Sahara. According to available statistics, development drilling decreased from 1985 levels, except in Tunisia. A 6.3% decline in oil production took place in 1986, falling below the 3 million bbl level (2,912,000 b/d). Only sparse data are released on the gas output in North Africa. 6 figures, 27 tables.

  8. Marginal cost of natural gas in developing countries: concepts and applications

    Many developing nations are facing complex questions regarding the best strategy for developing their domestic gas reserves. The World Bank has addressed these questions in studies on the cost and prices of gas and its optimal allocation among different markets. Based on the average incremental method, an estimate of the marginal cost of natural gas in 10 developing countries proved to be $0.61-1.79/1000 CF or $3.59-10.54/bbl of oil equivalent, far below the border prices of competing fuels in these nations. Moreover, the cost of gas is not expected to rise in these countries within the next 20 years while the reserves/production ratios remain high. The sample involves a variety of gas compositions and production conditions among the countries of Bangladesh, Cameroon, Egypt, India, Morocco, Nigeria, Pakistan, Tanzania, Thailand, and Tunisia.

    The U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) hosted a workshop from May 4-22, 2009, on the fundamental elements of international safeguards. Entitled "A Technical Training Workshop on International Safeguards," the workshop introduced post-graduate students from Malaysia, Vietnam, Indonesia, Thailand, Morocco, Egypt, Algeria and Tunisia to the fundamental issues and best practices associated with international safeguards and encouraged them to explore potential career paths in safeguards. Workshops like these strengthen the international safeguards regime by promoting the development of a "safeguards culture" among young nuclear professionals within nascent nuclear countries. While this concept of safeguards culture is sometimes hard to define and even harder to measure, this paper will demonstrate that the promotion of safeguards cultures through workshops like these justifies the investment of U.S. taxpayer dollars.

    This paper describes the results of qualification tests for {sup 192}Ir sealed sources, available in Testing and Nuclear Expertise Laboratory of National Institute for Physics and Nuclear Engineering 'Horia Hulubei' (I.F.I.N.-HH), Romania. These sources had to be produced in I.F.I.N.-HH and were tested in order to obtain the authorization from The National Commission for Nuclear Activities Control (CNCAN). The sources are used for gammagraphy procedures or in gammadefectoscopy equipments. Tests, measurement methods and equipments used, comply with CNCAN, AIEA and International Quality Standards and regulations. The qualification tests are: 1. Radiological tests and measurements: dose equivalent rate at 1 m; tightness; dose equivalent rate at the surface of the transport and storage container; external unfixed contamination of the container surface. 2. Mechanical and climatic tests: thermal shock; external pressure; mechanic shock; vibrations; boring; thermal conditions for storage and transportation. Passing all tests, it was obtained the Radiological Security Authorization for producing the {sup 192}Ir sealed sources. Now IFIN-HH can meet many demands for this sealed sources, as the only manufacturer in Romania.

  13. Technical Aspects Regarding the Management of Radioactive Waste from Decommissioning of Nuclear Facilities

    The proper application of the nuclear techniques and technologies in Romania started in 1957, once with the commissioning of the Research Reactor VVR-S from IFIN-HH-Magurele. During the last 45 years, appear thousands of nuclear application units with extremely diverse profiles (research, biology, medicine, education, agriculture, transport, all types of industry) which used different nuclear facilities containing radioactive sources and generating a great variety of radioactive waste during the decommissioning after the operation lifetime is accomplished. A new aspect appears by the planning of VVR-S Research Reactor decommissioning which will be a new source of radioactive waste generated by decontamination, disassembling and demolition activities. By construction and exploitation of the Radioactive Waste Treatment Plant (STDR)--Magurele and the National Repository for Low and Intermediate Radioactive Waste (DNDR)--Baita, Bihor county, in Romania was solved the management of radioactive wastes arising from operation and decommissioning of small nuclear facilities, being assured the protection of the people and environment. The present paper makes a review of the present technical status of the Romanian waste management facilities, especially raising on treatment capabilities of ''problem'' wastes such as Ra-266, Pu-238, Am-241 Co-60, Co-57, Sr-90, Cs-137 sealed sources from industrial, research and medical applications. Also, contain a preliminary estimation of quantities and types of wastes, which would result during the decommissioning project of the VVR-S Research Reactor from IFIN-HH giving attention to some special category of wastes like aluminum, graphite and equipment, components and structures that became radioactive through neutron activation. After analyzing the technical and scientific potential of STDR and DNDR to handle big amounts of wastes resulting from the decommissioning of VVR-S Research Reactor and small nuclear facilities, the necessity of up-gradation of these nuclear objectives before starting the decommissioning plan is revealed. A short presentation of the up-grading needs is also presented.

  14. Barchan dune corridors: field characterization and investigation of control parameters

    The structure of the barchan field located between Tarfaya and Laayoune (Atlantic Sahara, Morocco) is quantitatively investigated and compared to that in La Pampa de la Joya (Arequipa, Peru). On the basis of field measurements, we show how the volume, the velocity and the output sand flux of a dune can be computed from the value of its body and horn widths. The dune size distribution is obtained from the analysis of aerial photographs. It shows that these fields are in a statistically homogeneous state along the wind direction and present a `corridor' structure in the transverse direction, in which the dunes have a rather well selected size. Investigating the possible external parameters controlling these corridors, we demonstrate that none among topography, granulometry, wind and sand flux is relevant. We finally discuss the dynamical processes at work in these fields (collisions and wind fluctuations), and investigate the way they could regulate the size of the dunes. Furthermore we show that the overall sand flux transported by a dune field is smaller than the maximum transport that could be reached in the absence of dunes, i.e. in saltation over the solid ground.

  15. Trans-Sahara pipe line would deliver Nigeria gas to Europe

    Bechtel has made an in-house study of a natural gas transmission line extending from Nigeria to the Mediterranean and then on into Europe. Based upon the analysis, the pipeline project appears sufficiently viable to warrant further study. Perhaps the single most important element in design of pipelines crossing international borders is the political aspects involved in constructing, owning, and operating the line. These considerations not only effect the location of the pipeline, the manner of financing and ownership, but also whether the line will be constructed. The line crosses several international boundaries, depending upon the route selected. Each route crosses Niger. Case A crosses Algeria and into Tunisia where it ultimately would cross the Strait of Sicily into Italy. Case B crosses the Niger- Algerian border and then traverses Algeria to the Mediterranean where it is planned to connect to the Segamo pipeline and to link with the pipeline network in Spain. Case C crosses the countries of Niger, Mali, Mauritania, and into Morocco, and ultimately crosses the Mediterranean Sea close to the Strait of Gibraltar. Nigeria has proven natural gas reserves estimated to range from 2.5 to 4 trillion cu m (38 to 140 tcf).

  16. Iberia versus Europe - Effects of continental break-up and round-up on hydrocarbon habitat

    Based on the continuity of foldbelts and the positions of intermountain continental nuclei and transcontinental megashears, a close Pangea fit is proposed for the central and north Atlantic borderlands. The Variscan arch segment missing between Brittany and Galicia in the Gulf of Gascony (Biscaye) can tentatively be identified with the Flemish Cap block off Newfoundland. At the same time the northwest African-Gondwana border (central Morocco) was located some 800 km farther to the west-northwest, as compared to its present position in southwestern Europe (Iberia). During the opening of the central and northern segments of the Atlantic Ocean (Jurassic and Cretaceous) and during the closure of the western Mediterranean basin, i.e., the thrust of Africa toward southern Europe (Tertiary), the European continental mass underwent deformation in the transtensive and transpressive modes, which reactivated parts of its inherited structural network. The trailing south European continental margin was partially dismembered into loosely bound continental blocks, to be assembled again during the subsequent Alpine orogenic cycle. These events can be compared with processes known in the northernmost and western segments of the North American continent. Mechanisms are proposed for the formation and deformation of inter- and intraplate basins by way of moderate shifts (wrenching) and slight rotations, the direction of which changed during the Mesozoic-Tertiary according to the global stress field. The above evolution and mechanisms had multiple and decisive effects on hydrocarbon generation, habitat, and accumulation.

  17. Atlantic Mesozoic marginal basins: an Iberian view

    In the light of theoretical models for crustal stretching that precedes ocean opening, it is unlikely that Iberian basins have mirror image counterparts beneath North American or other European continental shelves. However, certain Iberian sedimentary sequences are comparable to those found in other basins. Of particular note are (1) the almost identical pre-rift sequences in all these areas, (2) the development of Upper Jurassic carbonate buildups in Portugal, Morocco, and beneath the Scotian Shelf, and (3) the hydrocarbon-bearing Upper Jurassic and Lower Cretaceous synrift and postrift siliciclastics of North America, Iberia, and Aquitaine. In the prerift sequences, Triassic red beds are capped by evaporites, which subsequently influenced the structural development of basins. Intertidal and supratidal carbonates occur at the base of the Jurassic and are overlain by Lower and Middle Jurassic limestone-shale sequences, which in places contain bituminous shales. In Portugal only, resedimented carbonates of Toarcian-Aalenian age are associated with an uplifted basement horst. In Portugal, Aquitaine, and eastern Canada, Middle Jurassic high-energy carbonate platforms developed. Synrift siliciclastic sequences show spectacular evidence for deposition within fault-bounded basins. In Portugal, lower Kimmeridgian clastics are up to 3 km thick, but Upper-Lower Cretaceous sequences are relatively thin (ca. 1 km), in contrast to those of the Basco-Cantabrian region where they exceed 10 km. In the latter region occurs the fluvially dominated Wealden (Upper Jurassic-Neocomian) and Urgonian carbonate platforms and associated basinal sediments. In the Asturias basin, Kimmeridgian shales and fluvially dominated deltaic sandstones succeed conglomeratic fluvial sandstones of uncertain age.

  18. Comparative analyses for selected clean coal technologies in the international marketplace

    Clean coal technologies (CCTs) are being demonstrated in research and development programs under public and private sponsorship. Many of these technologies could be marketed internationally. To explore the scope of these international opportunities and to match particular technologies with markets appearing to have high potential, a study was undertaken that focused on seven representative countries: Italy, Japan, Morocco, Turkey, Pakistan, the Peoples' Republic of China, and Poland. The results suggest that there are international markets for CCTs and that these technologies can be cost competitive with more conventional alternatives. The identified markets include construction of new plants and refurbishment of existing ones, especially when decision makers want to decrease dependence on imported oil. This report describes potential international market niches for U.S. CCTs and discusses the status and implications of ongoing CCT demonstration activities. Twelve technologies were selected as representative of technologies under development for use in new or refurbished industrial or electric utility applications. Included are the following: Two generic precombustion technologies: two-stage froth-flotation coal beneficiation and coal-water mixtures (CWMs); Four combustion technologies: slagging combustors, integrated-gasification combined-cycle (IGCC) systems, atmospheric fluidized-bed combustors (AFBCs), and pressurized fluidized-bed combustors (PFBCs); and Six postcombustion technologies: limestone-injection multistage burner (LIMB) systems, gas-reburning sorbent-injection (GRSI) systems, dual-alkali flue-gas desulfurization (FGD), spray-dryer FGD, the NOXSO process, and selective catalytic reduction (SCR) systems. Major chapters of this report have been processed separately for inclusion on the data base.

  1. Tropical Africa: Land use, biomass, and carbon estimates for 1980

    This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980 and describes a methodology that may be used to extend this data set to 1990 and beyond based on population and land cover data. The biomass data and carbon estimates are for woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with the possible magnitude of historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth`s land surface and includes those countries that for the most part are located in Tropical Africa. Countries bordering the Mediterranean Sea and in southern Africa (i.e., Egypt, Libya, Tunisia, Algeria, Morocco, South Africa, Lesotho, Swaziland, and Western Sahara) have maximum potential biomass and land cover information but do not have biomass or carbon estimate. The database was developed using the GRID module in the ARC/INFO{sup TM} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass-carbon values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

  2. Crustal structure of mountain belts and basins: Industry and academic collaboration at Cornell

    Interdisciplinary investigations of the large-scale structure and evolution of key basins and orogenic belts around the world are the focal point of academic-industry interaction at Cornell. Ongoing and new initiatives with significant industry involvement include: Project INDEPTH (Interdisciplinary Deep Profiling of Tibet and the Himalayas), a multinational effort to delineate deep structure across the type example of active continent-continent collision. 300 km of deep reflection profiling was collected across the Himalaya: and southern Tibet Plateau in 1992 and 1994. CAP (Cornell Andes Project), a long-standing interdisciplinary effort to understand the structure and evolution of the Andes, with a focus on Argentina, Chile and Bolivia. A deep reflection profile is tentatively planned for 1997. Intra-plate Orogeny in the Middle East and North Africa is the focus of multidisciplinary regional syntheses of existing seismic reflection and other databases in Syria (Palmyrides)and Morocco (Atlas), with an emphasis on reactivation and inversion tectonics. Project URSEIS (Urals Reflection Seismic Experiment and Integrated Studies) is a collaboration with EUROPROBE to collect 500 km of vibroseis and dynamite deep reflection profiling across the southern Urals in 1995. Project CRATON, an element in COCORP`s systematic exploration of the continental US, is a nascent multi-disciplinary effort to understand the buried craton of the central US and the basins built upon it. Global Basins Research Network (GBRN) is a diversified observational and computational effort to image and model the movement of pore fluids in detail and on a regional scale for a producing oil structure in the Gulf of Mexico.

    The purpose of the DOE/OHER Chernobyl Database project is to create and maintain an information system to provide usable information for research studies related to the nuclear accident. The system is the official United States repository for information about the Chernobyl accident and its consequences, and currently includes an extensive bibliography and diverse radiological measurements with supporting information. PNL has established two resources: original (not summarized) measurement data, currently about 80,000 measurements, with ancillary information; and about 2,200 bibliographic citations, some including abstracts. Major organizations that have contributed radiological measurement data include the Washington State Department of Social and Health Services; United States Environmental Protection Agency (domestic and foreign data); United States Nuclear Regulatory Commission; Stone Webster; Brookhaven National Laboratory; Commissariat A L'energie Atomique in France; Ministry of Agriculture, Fisheries, and Food in the United Kingdom; Japan National Institute of Radiological Sciences; and the Finnish Centre For Radiation and Nuclear Safety (STUK). Scientists in Australia, Austria, Belgium, Canada, China, Denmark, England, Federal Republic of Germany, Finland, France, Ireland, Italy, Japan, the Netherlands, Romania, Scotland, Spain, Sweden, Switzerland, United States, Wales, and Yugoslavia have made contributions. Bibliographic materials have been obtained from scientists in the above countries that have replied to requests. In addition, literature searches have been conducted, including a search of the DOE Energy Database. The last search was conducted in January, 1989. This document lists the bibliographic information in the DOE/OHER Chernobyl Database at the current time.

    In this work we consider some old hypotheses according to which remarkable mesolithic village Lepenski Vir (9500 -- 5500 BC) at the right (nearly west) Danube riverside in the Iron gate in Serbia was an ancient (one of the oldest) Sun observatory. We use method recently suggested by A. C. Sparavigna, concretely we use "freely available software" or local Sun radiation direction simulation computer programs. In this way we obtain and discuss pictures of the sunrise in the Lepenski Vir during winter and summer solstice and spring and autumn equinox in relation to position of the mountains, especially Treskavac (Trescovat) and Kukuvija at left (nearly east) Danube riverside (in Romania). While mountain Kukuvija represents really the marker for the Sun in date of the winter solstice, mountain Treskavac, in despite to usual opinions, does not represent a real marker for the Sun in date of the summer solstice.     In the last ten years, the nuclear activities, as well as the major nuclear events (see Fukushima accident) had an increasing impact on the environment, merely by contamination with radioactive materials. The most conferment way to quickly identify the presence of some radioactive elements in the environment, is to measure the dose-equivalent rate H. In this situation, information concerning the values of H due only to the natural radiation background must exist. Usually, the values of H due to the natural radiation background, are very low (?10{sup ?9} - 10{sup ?8} Sv/h). A correct measurement of H in this range involve a performing calibration of the measuring instruments in the measuring range corresponding to the natural radiation background lead to important problems due to the presence of the natural background itself the best way to overlap this difficulty is to set up the calibration stand in an area with very low natural radiation background. In Romania, we identified an area with such special conditions at 200 m dept, in a salt mine. This paper deals with the necessary requirements for such a calibration facility, as well as with the calibration stand itself. The paper includes also, a description of the calibration stand (and images) as well as the radiological and metrological parameters. This calibration facilities for environment dosimetry is one of the few laboratories in this field in Europe.

    The U.S. Department of Energy, National Nuclear Security Administration (DOE/NNSA) has initiated collaborations with the national nuclear authorities of Egypt, Peru, and Romania for the purpose of advancing the commercial potential and utilization of their respective research reactors. Under its Office of International Safeguards ''Sister Laboratory'' program, DOE/NNSA has undertaken numerous technical collaborations over the past decade intended to promote peaceful applications of nuclear technology. Among these has been technical assistance in research reactor applications, such as neutron activation analysis, nuclear analysis, reactor physics, and medical radioisotope production. The current collaborations are intended to provide the subject countries with a methodology for greater commercialization of research reactor products and services. Our primary goal is the transfer of knowledge, both in administrative and technical issues, needed for the establishment of an effective business plan and utilization strategy for the continued operation of the countries' research reactors. Technical consultation, cooperation, and the information transfer provided are related to: identification, evaluation, and assessment of current research reactor capabilities for products and services; identification of opportunities for technical upgrades for new or expanded products and services; advice and consultation on research reactor upgrades and technical modifications; characterization of markets for reactor products and services; identification of competition and estimation of potential for market penetration; integration of technical constraints; estimation of cash flow streams; and case studies.

  7. International Workshops to Foster Implementation of the IAEA Additional Protocol

    A country’s adherence to the International Atomic Energy Agency’s (IAEA) Additional Protocol is an important statement to the world of that country’s commitment to nuclear nonproliferation. Without the Additional Protocol (AP) it is possible, as demonstrated in Iraq, for a country party to the Non-Proliferation Treaty (NPT) to clandestinely work toward nuclear weapons and be undetected by the IAEA. This is because classical safeguards under the NPT are directed at diversion of nuclear material from declared activities. But a country may instead build undeclared activities to produce weapons-grade nuclear material. The AP is directed at detecting those undeclared activities. As of May 2003, 73 countries had signed the AP, but only 35 have entered into force. To further adherence to the AP, the IAEA has held regional, high-level seminars in Japan, South Africa, Kazakhstan, Peru, Romania, and Malaysia to explain AP provisions. To supplement these policy-level seminars, the U.S. Department of Energy (DOE) has undertaken to develop a set of modules of technical competencies required to implement the AP. The intent is to work closely with the IAEA by providing these technical competencies to countries as well as to complement the IAEA’s regional seminars and other outreach efforts. This paper briefly describes the technical competency modules.

  8. Incorporation of {sup 210}Pb and {sup 210}Po to Poultry through the Addition of Dicalcium Phosphate (DCP) to the Diet

    Due to the replacement of calcium by uranium in the phosphorite, sedimentary phosphate rock contains high concentrations of {sup 238}U (i.e. from 1500 Bq{center_dot}kg{sup -1} in Morocco to 4000 Bq{center_dot}kg{sup -1} in Tanzania ores). Dicalcium Phosphate (DCP) is produced by the wet acid digestion of the phosphorite, and is used as a source of calcium and phosphorus for livestock feed supplement. If the phosphorite acid digestion is made with hydrochloric acid, DCP may present specific activities of about 10{sup 3} Bq{center_dot}kg{sup -1} of {sup 238}U and some of its decay chain daughters. In particular, due to its radiological implications, the presence of {sup 210}Pb and {sup 210}Po in DCP is of special relevance. The aim of this work was to investigate the potential incorporation of these radionuclides to poultry through its diet. Three different diets were therefore prepared with different contents of both DCP and {sup 210}Pb and {sup 210}Po. Diet A was used as a blank, and had a 2.5% in weight of monocalcium phosphate (MCP); diet B, with a 5% in weight of DCP; and diet C, with a 2.5% of DCP. Concentrations of {sup 210}Pb were 0.93, 101.4 and 51.2 Bq{center_dot}kg{sup -1}; whereas concentrations of {sup 210}Po were 0.92, 74 and 36 Bq{center_dot}kg{sup -1} of food for diets A, B and C, respectively. Accumulation of {sup 210}Pb and {sup 210}Po was analysed at several times during poultry growth in samples of bone, liver, kidney, muscle, excrements as well as entire animals, with a total of 30 broilers fed with the 3 different diets. Results showed clear enhancements in the accumulation of both {sup 210}Pb and {sup 210}Po in chicken for diets B and C, and in particular in liver and bone. However, total accumulation of radionuclides in chicken, and especially in edible parts, is low compared to its expulsion through excrements. These results are interpreted in terms of the potential dose through consumption of chicken.

  9. Short-Period Waves That Heat the Corona Detected at the 1999 Eclipse

    As a part of a study of the cause of solar coronal heating, we searched for high-frequency (~1 Hz) intensity oscillations in coronal loops in the [Fe XIV] coronal green line. We summarize results from observations made at the 11 August 1999 total solar eclipse from Ramnicu-Valcea, Romania, through clear skies. We discuss the image reduction and analysis through two simultaneous series of coronal CCD images digitized at 10 Hz for a total time of about 140 s. One series of images was taken through a 3.6 A filter isolating the 5303 A [Fe XIV] coronal green line and the other through a 100 A filter in the nearby K-corona continuum. Previous observations, described in Pasachoff et al. (2000), showed no evidence for oscillations in the [Fe XIV] green line at a level great than 2% of coronal intensity. We describe several improvements made over the 1998 eclipse that led to increased image clarity and sensitivity. The corona was brighter in 1999 with the solar maximum, further improving the data. We use Fourier analysis to search in the [Fe XIV] channel for intensity oscillations in loops at the base of the corona. Such oscillations in the 1-Hz range are predicted as a result of density fluctuations from the resonant absorption of MHD waves. The dissipation of a significant amount of mechanical energy from the photosphere into the corona through this mechanism could provide sufficient energy to hear the corona. A Monte-Carlo model of the data suggests the presence of enhanced power, particularly in the 0.75-1.0 Hz range, and we conclude that MHD waves remain a viable method for coronal heating.

  10. Cooperative monitoring of regional security agreements

    This paper argues that cooperative monitoring plays a critical role in the implementation of regional security agreements and confidence building measures. A framework for developing cooperative monitoring options is proposed and several possibilities for relating bilateral and regional monitoring systems to international monitoring systems are discussed. Three bilateral or regional agreements are analyzed briefly to illustrate different possibilities: (1) the demilitarization of the Sinai region between Israel and Egypt in the 1970s; (2) the 1991 quadripartite agreement for monitoring nuclear facilities among Brazil, Argentina, The Argentine-Brazilian Agency for Accounting and Control of Nuclear Materials and the International Atomic Energy Agency; and (3) a bilateral Open Skies agreement between Hungary and Romania in 1991. These examples illustrate that the relationship of regional or bilateral arms control or security agreements to international agreements depends on a number of factors: the overlap of provisions between regional and international agreements; the degree of interest in a regional agreement among the international community; efficiency in implementing the agreement; and numerous political considerations.Given the importance of regional security to the international community, regions should be encouraged to develop their own infrastructure for implementing regional arms control and other security agreements. A regional infrastructure need not preclude participation in an international regime. On the contrary, establishing regional institutions for arms control and nonproliferation could result in more proactive participation of regional parties in developing solutions for regional and international problems, thereby strengthening existing and future international regimes. Possible first steps for strengthening regional infrastructures are identified and potential technical requirements are discussed.

  11. The science, technology, and politics of ballistic missile defense

    America's missile defense systems are deployed at home and abroad. This includes the Groundbased Missile Defense (GMD) system in Alaska and California, the Phased Adaptive Approach in Europe (EPAA), and regional systems in the Middle East and Asia. Unfortunately these systems lack workable architectures, and many of the required elements either don't work or are missing. Major review and reconsideration is needed of all elements of these systems. GMD performance in tests has gotten worse with time, when it ought to be getting better. A lack of political support is not to blame as the DoD spends about $10 billion per year, and proposes to add about $5 billion over the next five years. Russia objects to the EPAA as a threat to its ICBM forces, and to the extensive deployment of U.S. military forces in countries such as Poland, the Czech Republic and Romania, once part of the Soviet Union. Going forward the U.S. should keep working with Russia whose cooperation will be key to diplomatic gains in the Middle East and elsewhere. Meanwhile, America's missile defenses face an enduring set of issues, especially target discrimination in the face of attacks designed to overwhelm the defenses, stage separation debris, chaff, decoys, and stealth. Dealing with target discrimination while also replacing, upgrading, or adding to the many elements of U.S. missiles defenses presents daunting budget priorities. A new look at the threat is warranted, and whether the U.S. needs to consider every nation that possesses even short-range missiles a threat to America. The proliferation of missiles of all sizes around the world is a growing problem, but expecting U.S. missile defenses to deal with all those missiles everywhere is unrealistic, and U.S. missile defenses, effective or not, are justifying more and more offensive missiles.

    PREFACE The Twenty-First Workshop on Geothermal Reservoir Engineering was held at the Holiday Inn, Palo Alto on January 22-24, 1996. There were one-hundred fifty-five registered participants. Participants came from twenty foreign countries: Argentina, Austria, Canada, Costa Rica, El Salvador, France, Iceland, Indonesia, Italy, Japan, Mexico, The Netherlands, New Zealand, Nicaragua, the Philippines, Romania, Russia, Switzerland, Turkey and the UK. The performance of many geothermal reservoirs outside the United States was described in several of the papers. Professor Roland N. Horne opened the meeting and welcomed visitors. The key note speaker was Marshall Reed, who gave a brief overview of the Department of Energy's current plan. Sixty-six papers were presented in the technical sessions of the workshop. Technical papers were organized into twenty sessions concerning: reservoir assessment, modeling, geology/geochemistry, fracture modeling hot dry rock, geoscience, low enthalpy, injection, well testing, drilling, adsorption and stimulation. Session chairmen were major contributors to the workshop, and we thank: Ben Barker, Bobbie Bishop-Gollan, Tom Box, Jim Combs, John Counsil, Sabodh Garg, Malcolm Grant, Marcel0 Lippmann, Jim Lovekin, John Pritchett, Marshall Reed, Joel Renner, Subir Sanyal, Mike Shook, Alfred Truesdell and Ken Williamson. Jim Lovekin gave the post-dinner speech at the banquet and highlighted the exciting developments in the geothermal field which are taking place worldwide.   13. Decommissioning the Romanian Water-Cooled Water-Moderated Research Reactor: New Environmental Perspective on the Management of Radioactive Waste

    Pre-feasibility and feasibility studies were performed for decommissioning of the water-cooled water-moderated research reactor (WWER) located in Bucharest - Magurele, Romania. Using these studies as a starting point, the preferred safe management strategy for radioactive wastes produced by reactor decommissioning is outlined. The strategy must account for reactor decommissioning, as well as for the rehabilitation of the existing Radioactive Waste Treatment Plant and for the upgrade of the Radioactive Waste Disposal Facility at Baita-Bihor. Furthermore, the final rehabilitation of the laboratories and ecological reconstruction of the grounds need to be provided for, in accordance with national and international regulations. In accordance with IAEA recommendations at the time, the pre-feasibility study proposed three stages of decommissioning. However, since then new ideas have surfaced with regard to decommissioning. Thus, taking into account the current IAEA ideology, the feasibility study proposes that decommissioning of the WWER be done in one stage to an unrestricted clearance level of the reactor building in an Immediate Dismantling option. Different options and the corresponding derived preferred option for waste management are discussed taking into account safety measures, but also considering technical, logistical and economic factors. For this purpose, possible types of waste created during each decommissioning stage are reviewed. An approximate inventory of each type of radioactive waste is presented. The proposed waste management strategy is selected in accordance with the recommended international basic safety standards identified in the previous phase of the project. The existing Radioactive Waste Treatment Plant (RWTP) from the Horia Hulubei Institute for Nuclear Physics and Engineering (IFIN-HH), which has been in service with no significant upgrade since 1974, will need refurbishing due to deterioration, as well as upgrading in order to ensure the plant complies with current safety standards. This plant will also need to be adapted to treat wastes generated by WWER dismantling. The Baita-Bihor National Radioactive Waste Disposal Facility consists of two galleries in an abandoned uranium mine located in the central-western part of the Bihor Mountains in Transylvania. The galleries lie at a depth of 840 m. The facility requires a considerable overhaul. Several steps recommended for the upgrade of the facility are explored. Environmental concerns have lately become a crucial part of the radioactive waste management strategy. As such, all decisions must be made with great regard for land utilization around nuclear objectives. (authors)

    The evaluated spectroscopic data are presented for 12 known nuclides of mass 84 (Ga, Ge, As, Se, Br, Kr, Rb, Sr, Y, Zr, Nb, Mo). Except for the stable nuclides {sup 84}Sr and {sup 84}Kr, extensive new data are available for all the other nuclides since the 1997 evaluation by J.K. Tuli (1997Tu02) of A = 84 nuclides. Many precise Penning-trap mass measurements since AME-2003 for A = 84 nuclides (2009Re03,2008Ha23,2008We10,2007Ke09,2006Ka48,2006De36,2006Ri15) have resulted in improved Q values and separation energies. However, many deficiencies still remain. Some examples are given below. Excited-state data for {sup 84}Ga and {sup 84}As are nonexistent, and those for {sup 84}Ge are scarce. The radioactive decay schemes of {sup 84}Ga, {sup 84}Ge, {sup 84}Se, {sup 84}Y (39.5 min), {sup 84}Y (4.6 s), {sup 84}Zr and {sup 84}Nb suffer from incompleteness and that for {sup 84}Mo decay is not known at all. The energy ordering of the two activities (39.5 min and and 4.6 s) of {sup 84}Y is not well established, although, high-spin with tentative spin-parity of (6+) is adopted here as the ground state of {sup 84}Y based on weak arguments. From a conference report published in 2000, it is clear that extensive experiments were done to investigate decays of {sup 84}Zr and {sup 84}Y, but details of these studies never appeared in literature and none were made available to the evaluators when requested from original authors. This evaluation was carried out as part of ENSDF workshop for Nuclear Structure and Decay Data Evaluators, organized and hosted by the 'Horia Hulubei' National Institute for Physics and Nuclear Engineering, Bucharest, Romania during March 30, 2009 - April 3, 2009. Names of the evaluators principally responsible for evaluation of individual nuclides are given under the respective Adopted data sets.

This evaluation was carried out as part of ENSDF workshop for Nuclear Structure and Decay Data Evaluators, organized and hosted by the 'Horia Hulubei' National Institute for Physics and Nuclear Engineering, Bucharest, Romania during March 30, 2009 - April 3, 2009.     The evaluated spectroscopic data are presented for 12 known nuclides of mass 84 (Ga, Ge, As, Se, Br, Kr, Rb, Sr, Y, Zr, Nb, Mo). Except for the stable nuclides {sup 84}Sr and {sup 84}Kr, extensive new data are available for all the other nuclides since the 1997 evaluation by J.K. Tuli (1997Tu02) of A = 84 nuclides. Many precise Penning-trap mass measurements since AME-2003 for A = 84 nuclides (2009Re03,2008Ha23,2008We10,2007Ke09,2006Ka48,2006De36,2006Ri15) have resulted in improved Q values and separation energies.
