    Existing buildings will dominate energy use in commercial buildings in the United States for three decades or longer and even in China for the about two decades. Retrofitting these buildings to improve energy efficiency and reduce energy use is thus critical to achieving the target of reducing energy use in the buildings sector. However there are few evaluation tools that can quickly identify and evaluate energy savings and cost effectiveness of energy conservation measures (ECMs) for retrofits, especially for buildings in China. This paper discusses methods used to develop such a tool and demonstrates an application of the tool for a retrofit analysis. The tool builds on a building performance database with pre-calculated energy consumption of ECMs for selected commercial prototype buildings using the EnergyPlus program. The tool allows users to evaluate individual ECMs or a package of ECMs. It covers building envelope, lighting and daylighting, HVAC, plug loads, service hot water, and renewable energy. The prototype building can be customized to represent an actual building with some limitations. Energy consumption from utility bills can be entered into the tool to compare and calibrate the energy use of the prototype building. The tool currently can evaluate energy savings and payback of ECMs for shopping malls in China. We have used the tool to assess energy and cost savings for retrofit of the prototype shopping mall in Shanghai. Future work on the tool will simplify its use and expand it to cover other commercial building types and other countries.

    Today every circuit has to face the power consumption issue for both portable device aiming at large battery life and high end circuits avoiding cooling packages and reliability issues that are too complex. It is generally accepted that during logic synthesis power tracks well with area. This means that a larger design will generally consume more power. The multiplier is an important kernel of digital signal processors. Because of the circuit complexity, the power consumption and area are the two important design considerations of the multiplier. In this paper a low power low area architecture for the shift and add multiplier is proposed.     Gas utilities across the US are aggressively pursuing the natural gas vehicle market by putting in place the infrastructure needed to ensure the growth of the important market. The first annual P and GJ NGV Marketing Survey has revealed many utilities plant to build and continue building NGV fueling facilities. The NGV industry in the US is confronting a classic chicken-or-egg quandary. Fleet operators and individual drivers are naturally unwilling to commit to a natural gas vehicle fuel until sufficient fueling facilities are in place, yet service station operators are reluctant to add NGV refueling capacity until enough CNG vehicles are on the road to create demand. The future of the NGV market is bright, but continued research and product improvements by suppliers as well as LDCs is needed if the potential is to be fulfilled. Advances in refueling facilities must continue if the market is to develop.

    A growing number of building owners are benchmarking their building energy use. This requires the building owner to acquire monthly whole-building energy usage information, which can be challenging for buildings in which individual tenants have their own utility meters and accounts with the utility. Some utilities and utility regulators have turned to aggregation of customer energy use data (CEUD) as a way to give building owners whole-building energy usage data while protecting customer privacy. Meter profile aggregation adds a layer of protection that decreases the risk of revealing CEUD as the number of meters aggregated increases. The report statistically characterizes the similarity between individual energy usage patterns and whole-building totals at various levels of meter aggregation.

    We demonstrate an add-drop filter based on a dual photonic crystal nanobeam cavity system that emulates the operation of a traveling-wave resonator and drops light on resonance to a single output port. Realized on an advanced SOI CMOS (IBM 45nm SOI) chip without any foundry process modifications, the device shows 16dB extinction in through port and 1dB loss in drop port with a 3dB bandwidth of 64GHz. To the best of our knowledge, this is the first implementation of a four-port add-drop filter based on photonic crystal nanobeam cavities.

    In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

    We present and describe a catalog of galaxy photometric redshifts (photo-z) for the Sloan Digital Sky Survey (SDSS) Co-add Data. We use the artificial neural network (ANN) technique to calculate the photo-z and the nearest neighbor error method to estimate photo-z errors for {approx}13 million objects classified as galaxies in the co-add with r < 24.5. The photo-z and photo-z error estimators are trained and validated on a sample of {approx}83,000 galaxies that have SDSS photometry and spectroscopic redshifts measured by the SDSS Data Release 7 (DR7), the Canadian Network for Observational Cosmology Field Galaxy Survey, the Deep Extragalactic Evolutionary Probe Data Release 3, the VIsible imaging Multi-Object Spectrograph-Very Large Telescope Deep Survey, and the WiggleZ Dark Energy Survey. For the best ANN methods we have tried, we find that 68% of the galaxies in the validation set have a photo-z error smaller than {sigma}{sub 68} = 0.031. After presenting our results and quality tests, we provide a short guide for users accessing the public data.

    Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

    To date, digital networks have principally been installed for connecting information technology devices, with more modest use in consumer electronics, security, and large building control systems. The next 20 years will see much greater deployment of networks in buildings of all types, and across all end uses. Most of these are likely to be introduced primarily for reasons other than energy efficiency, and add energy use for network interfaces and network products. Widespread networking could easily lead to increased energy use, and experience with IT and CE networks suggests this may be likely. Active engagement by energy efficiency professionals in the architecture and design of future networks could lead to their being a large and highly cost-effective tool for efficiency. However, network standards are complex and take many years to develop and negotiate so that lack of action on this in the near term may foreclose important opportunities for years or decades to come. Digital networks need to be common globally, providing another challenge to building systems and elements that are more commonly designed only for national or regional markets. Key future networks are lighting, climate control, and security/presence. This paper reviews some examples of past network designs and use and the lessons they hold for future building networks. It also highlights key needed areas for research, policy, and standards development.

    Gravitational scattering in the ADD-model is considered at both sub- and transplanckian energies using a common formalism. By keeping a physical cut-off in the KK tower associated with virtual KK exchange, such as the cut-off implied from a finite brane width, troublesome divergences are removed from the calculations in both energy ranges. The scattering behavior depends on three different energy scales: the fundamental Planck mass, the collision energy and the inverse brane width. The result for energies low compared to the effective cut-off (inverse brane width) is a contact-like interaction. At high energies the gravitational scattering associated with the extra dimensional version of Newton's law is recovered.

  1. Building Energy Efficiency in India: Compliance Evaluation of Energy Conservation Building Code

    India is experiencing unprecedented construction boom. The country doubled its floorspace between 2001 and 2005 and is expected to add 35 billion m2 of new buildings by 2050. Buildings account for 35% of total final energy consumption in India today, and building energy use is growing at 8% annually. Studies have shown that carbon policies will have little effect on reducing building energy demand. Chaturvedi et al. predicted that, if there is no specific sectoral policies to curb building energy use, final energy demand of the Indian building sector will grow over five times by the end of this century, driven by rapid income and population growth. The growing energy demand in buildings is accompanied by a transition from traditional biomass to commercial fuels, particularly an increase in electricity use. This also leads to a rapid increase in carbon emissions and aggravates power shortage in India. Growth in building energy use poses challenges to the Indian government. To curb energy consumption in buildings, the Indian government issued the Energy Conservation Building Code (ECBC) in 2007, which applies to commercial buildings with a connected load of 100 kW or 120kVA. It is predicted that the implementation of ECBC can help save 25-40% of energy, compared to reference buildings without energy-efficiency measures. However, the impact of ECBC depends on the effectiveness of its enforcement and compliance. Currently, the majority of buildings in India are not ECBC-compliant. The United Nations Development Programme projected that code compliance in India would reach 35% by 2015 and 64% by 2017. Whether the projected targets can be achieved depends on how the code enforcement system is designed and implemented. Although the development of ECBC lies in the hands of the national government – the Bureau of Energy Efficiency under the Ministry of Power, the adoption and implementation of ECBC largely relies on state and local governments. Six years after ECBC’s enactment, only two states and one territory out of 35 Indian states and union territories formally adopted ECBC and six additional states are in the legislative process of approving ECBC. There are several barriers that slow down the process. First, stakeholders, such as architects, developers, and state and local governments, lack awareness of building energy efficiency, and do not have enough capacity and resources to implement ECBC. Second, institution for implementing ECBC is not set up yet; ECBC is not included in local building by-laws or incorporated into the building permit process. Third, there is not a systematic approach to measuring and verifying compliance and energy savings, and thus the market does not have enough confidence in ECBC. Energy codes achieve energy savings only when projects comply with codes, yet only few countries measure compliance consistently and periodic checks often indicate poor compliance in many jurisdictions. China and the U.S. appear to be two countries with comprehensive systems in code enforcement and compliance The United States recently developed methodologies measuring compliance with building energy codes at the state level. China has an annual survey investigating code compliance rate at the design and construction stages in major cities. Like many developing countries, India has only recently begun implementing an energy code and would benefit from international experience on code compliance. In this paper, we examine lessons learned from the U.S. and China on compliance assessment and how India can apply these lessons to develop its own compliance evaluation approach. This paper also provides policy suggestions to national, state, and local governments to improve compliance and speed up ECBC implementation.

    This report focuses on enhancements to prototype building models used to determine the energy impact of various versions of ANSI/ASHRAE/IES Standard 90.1. Since the last publication of the prototype building models, PNNL has made numerous enhancements to the original prototype models compliant with the 2004, 2007, and 2010 editions of Standard 90.1. Those enhancements are described here and were made for several reasons: (1) to change or improve prototype design assumptions; (2) to improve the simulation accuracy; (3) to improve the simulation infrastructure; and (4) to add additional detail to the models needed to capture certain energy impacts from Standard 90.1 improvements. These enhancements impact simulated prototype energy use, and consequently impact the savings estimated from edition to edition of Standard 90.1.

    We investigate the existence of the principal-agent (PA) problem in non-government, non-mall commercial buildings in the U.S. in 2003. The analysis concentrates on space heating and cooling energy consumed by centrally installed equipment in order to verify whether a market failure caused by the PA problem might have prevented the installation of energy-efficient devices in non-owner-occupied buildings (efficiency problem) and/or the efficient operation of space-conditioning equipment in these buildings (usage problem). Commercial Buildings Energy Consumption Survey (CBECS) 2003 data for single-owner, single-tenant and multi-tenant occupied buildings were used for conducting this evaluation. These are the building subsets with the appropriate conditions for assessing both the efficiency and the usage problems. Together, these three building types represent 51.9percent of the total floor space of all buildings with space heating and 59.4percent of the total end-use energy consumption of such buildings; similarly, for space cooling, they represent 52.7percent of floor space and 51.6percent of energy consumption. Our statistical analysis shows that there is a usage PA problem. In space heating it applies only to buildings with a small floor area (<_50,000 sq. ft.). We estimate that in 2003 it accounts for additional site energy consumption of 12.3 (+ 10.5 ) TBtu (primary energy consumption of 14.6 [+- 12.4] TBtu), corresponding to 24.0percent (+- 20.5percent) of space heating and 10.2percent (+- 8.7percent) of total site energy consumed in those buildings. In space cooling, however, the analysis shows that the PA market failure affects the complete set of studied buildings. We estimate that it accounts for a higher site energy consumption of 8.3 (+-4.0) TBtu (primary energy consumption of 25.5 [+- 12.2]TBtu), which corresponds to 26.5percent (+- 12.7percent) of space cooling and 2.7percent (+- 1.3percent) of total site energy consumed in those buildings.

    This paper is a presentation of an 'instrument' for the optimization of the functionality and conservation of tertiary buildings. This technique has several different names: Building Automation Systems (BAS), Central Control and Monitoring System (CCMS) in English, and Gestion Technique du Bâtiment' (GTB) or Gestion Technique Centralisée (GTC) in French. With this technique it is possible to manage all the functions of a building, it is a modern instrument that introduces the concept of 'automation' in the operation of buildings using computerized procedures, earlier reserved for industrial processes. The system is structured with different automation levels with a distributed intelligence, each level characterized by a communication system (Fieldbus for the lowest and Ethernet for the highest level). In order to apply the BAS to CERN buildings it is necessary to evaluate the advantages, the CERN requirements and the integration with the several existing control and automation systems.

    This chapter covers research advances in passive solar buildings research during the time span from 1982 through 1991. These advances fall within the following categories: (1) short-term energy monitoring, (2) heat transport by natural convection within buildings, and (3) design guidelines and design tools. In short-term energy monitoring, a simulation model of the building is calibrated, based on data taken in a 3-day test. The method accurately predicts performance over an extended period. Heat transport through doorways is characterized for complex situations that arise in passive solar buildings. Simple concepts and models adequately describe the energy transport in many situations of interest. In a new approach, design guidelines are automatically generated for any specific locality. Worksheets or an accompanying computer program allow the designer to quickly and accurately evaluate performance and investigate design alternatives. 29 refs., 19 figs., 2 tabs.

    The High Performance Buildings Database is a shared resource for the building industry, a unique central repository of in-depth information and data on high-performance, green building projects across the United States and abroad. The database includes information on the energy use, environmental performance, design process, finances, and other aspects of each project. Members of the design and construction teams are listed, as are sources for additional information. In total, up to twelve screens of detailed information are provided for each project profile. Projects range in size from small single-family homes or tenant fit-outs within buildings to large commercial and institutional buildings and even entire campuses. The database is a data repository as well. A series of Web-based data-entry templates allows anyone to enter information about a building project into the database. Once a project has been submitted, each of the partner organizations can review the entry and choose whether or not to publish that particular project on its own Web site.

    The energy-efficiency gap literature suggests that building buyers are often short-sighted in their failure to apply life-cycle costing principles to energy efficient building technologies, with the result that under investment in these advanced technology occurs. This study examines the reasons this behavior may occur, by analyzing the pressures that market forces place on purchasers of buildings. Our basic conclusion is that the fundamental manner in which the buildings sector does business creates pressures to reduce initial capital outlays and to hedge against a variety of risks, including the ability of building owners to capture benefits from energy efficiency. Starting from the position that building buyers' willingness to pay drives choices over building attributes, we examine basic market principles, the structure of the buildings market, including the role of lenders, and policies that promote penetration of energy efficient technologies. We conclude that greater attention to buyers, and to the incentives and constraints they face, would promote a better understanding of building investment choices and contribute to better policies to promote the penetration of these technologies into markets.

    The U.S. Department of Energy’s (DOE) residential research and demonstration program, Building America, has triumphed through 20 years of innovation. Partnering with researchers, builders, remodelers, and manufacturers to develop innovative processes like advanced framing and ventilation standards, Building America has proven an energy efficient design can be more cost effective, healthy, and durable than a standard house. As Building America partners continue to achieve their stretch goals, they have found that the barrier to true market transformation for high performance homes is the limited knowledge-base of the professionals working in the building industry. With dozens of professionals taking part in the design and execution of building and selling homes, each person should have basic building science knowledge relevant to their role, and an understanding of how various home components interface with each other. Instead, our industry typically experiences a fragmented approach to home building and design. After obtaining important input from stakeholders at the Building Science Education Kick-Off Meeting, DOE created a building science education strategy addressing education issues preventing the widespread adoption of high performance homes. This strategy targets the next generation and provides valuable guidance for the current workforce. The initiative includes: • Race to Zero Student Design Competition: Engages universities and provides students who will be the next generation of architects, engineers, construction managers and entrepreneurs with the necessary skills and experience they need to begin careers in clean energy and generate creative solutions to real world problems. • Building Science to Sales Translator: Simplifies building science into compelling sales language and tools to sell high performance homes to their customers. • Building Science Education Guidance: Brings together industry and academia to solve problems related to building science education. This report summarizes the steps DOE has taken to develop guidance for building science education and outlines a path forward towards creating real change for an industry in need. The Guidelines for Building Science Education outlined in Appendix A of this report have been developed for external stakeholders to use to certify that their programs are incorporating the most important aspects of building science at the most appropriate proficiency level for their role. The guidelines are intended to be used primarily by training organizations, universities, and certification bodies. Each guideline can be printed or saved as a stand-alone document for ease-of-use by the respective stakeholder group. In 2015, DOE, with leadership from Pacific Northwest National Laboratory (PNNL), is launching a multi-year campaign to promote the adoption of the Guidelines for Building Science Education in a variety of training settings.

    Building homes underground is a rapidly growing concept. From less than 200 in 1977 to about 6000 homes at present, this trend is discussed in detail. Although dirt is a poor insulator, its temperature moderating properties offer advantages. The need for insulating an underground house is discussed as well as the advantages of this type of home: (1) security advantages (fewer entrances); (2) storm resistance; (3) protection against fire; (4) lower maintenance costs; (5) space for lawn and garden is greater; and (6) these homes are quieter. The three principle types of underground homes are discussed in detail and illustrated with drawings and floor plans. These are: (1) the elevational type (most popular) with all doors and windows on one wall with other walls and roof completely covered; (2) penetrational homes with windows and doors on more than one side; and (3) the atrium home which is built around an open courtyard or atrium. Problems associated with earth-sheltered homes (underground water, structural strength requirements, building codes, indoor air pollution, costs, and financing) are discussed and suggestions are made for cutting costs. 4 references.     This project aimed to develop a standard methodology for building energy data definition, collection, presentation, and analysis; apply the developed methods to a standardized energy monitoring platform, including hardware and software, to collect and analyze building energy use data; and compile offline statistical data and online real-time data in both countries for fully understanding the current status of building energy use. This helps decode the driving forces behind the discrepancy of building energy use between the two countries; identify gaps and deficiencies of current building energy monitoring, data collection, and analysis; and create knowledge and tools to collect and analyze good building energy data to provide valuable and actionable information for key stakeholders.
