Japan National Oil Corp., in September 1989 under authority of the government of Malta, conducted a 3,615 line km geophysical survey (seismic, gravity, magnetics) in Area 4, which comprises about 13,000 sk km and is 40 km south of Malta.     In Malta all of the waste produced is mixed and deposited at various sites around the island. None of these sites were purpose built, and all of the waste is above groundwater level. The landfills are not engineered and do not contain any measures to collect leachate and gases emanating from the disposal sites. Another waste, which is disposed of in landfills, is pulverized fuel ash (PFA), which is a by-product of coal combustion by the power station. This has been disposed of in landfill, because its use has been precluded due to the radioactivity of the ashes. The aim of this study was to analyze the chemical composition of the pulverized fuel ash and to attempt to utilize it as a cement replacement in normal concrete mixes in the construction industry. The levels of radiation emitted from the ashes were measured by gamma spectrometry. The results of this study revealed that although at early ages cement replacement by PFA resulted in a reduction in compressive strength (P = 0), when compared to the reference concrete at later ages the strengths measured on concrete cores were comparable to the reference concrete (P > 0.05). The utilization of PFA up to 20% cement replacement in concrete did not raise the radioactivity of the concrete. In conclusion, utilization of PFA in the construction industry would be a better way of disposing of the ashes rather than controlling the leachate and any radioactivity emitted by the landfilled ashes.

    Sedimentary rocks of Triassic-Neogene age are present on the Malta Escarpment of the eastern Mediterranean. Upper Triassic dolomitic limestones of shallow-water origin, at depths between 2.5 and 3.5 km, are similar in lithofacies to coeval platform carbonates of the Siracusa (Syracuse) belt of southern Sicily. Jurassic rocks include lower-middle Liassic shallow-water limestones followed by condensed hemipelagic lime deposits indicative of sinking and starving of the former platform. Cretaceous materials are represented by both red marls rich in planktonic faunas and reworkd volcaniclastic breccias including shallow-water skeletal material. Paleogene rocks are both shallow-water limestones with corals, algae, and bivalves, and redeposited calcarenites of lithofacies similar to those from surface and subsurface of the Ragusa zone. Oligocene-lower Miocene rocks from the escarpment are also similar in lithology to the coeval Ragusa deposits. Tortonian is represented by hemipelagic marls indicating open-marine environment. Pervasive dolomitization on lime crusts and on initial-stage fissure fillings with strongly positive isotopic oxygen ratio is thought to be a product of Messinian evaporitic drawdown. Pliocene sediments belong to the Trubi facies and consist of pelagic foraminiferal chalk. An impressive vertical relief existed by Miocene times, as attested by Messinian crusts and veins on or in rocks as old as Late Triassic. Our data do not provide evidence that this morphologic feature necessarily coincides with a continent-ocean transition. The present escarpment was produced by faulting, erosion, and defacement. 14 figures, 1 table.

    The Malta Rocket Fuel Test Station is listed by the USEPA on the National Priorities List. The General Electric Company tested operations at the site as a contractor to the U.S. Government. Beginning in December 1974, and continuing until December 1979, Exxon Nuclear Company, Inc. conducted operations at a building on the site. During the course of its operations, Exxon handled several hazardous chemicals including methylethyl ketone, acetone, tetrachloroethene, and toluene. Various site inspections, investigations and engineering studies have been conducted at the site. Ground water collected from monitoring wells on-site is contaminated with chloroform, carbon tetrachloride, and trichloroethene. In April 1985, sampling of ground water supplies serving the site demonstrated significant drinking-water contamination with concentrations of carbon tetrachloride up to 220 micro g/L, chloroform up to 25 micro g/L, PCBs up to 1.3 micro g/L, trichlorethene up to 120 micro g/L, and boron up to 140 micro g/L. The site has been the subject of several investigations, however, none have been comprehensive. The site should be the subject of a complete remedial investigation/feasibility study before a full health assessment can be prepared.

    This Record of Decision (ROD) documents the U.S. Environmental Protection Agency`s (EPA`s) selection of the remedial action for the Malta Rocket Fuel Area site (the Site). The remedy addresses the principal threats to human health and the environment that are posed by conditions at the Site. Exposure to soil contamination at the Malta Test Station will be addressed by excavation and off-site disposal of the contaminated soil. Ingestion of contaminated ground water by on-site employees will be addressed by pumping the Test Station water supply wells and treating the water to acceptable drinking water standards using an air stripper. Ground water not captured by the air stripper will be remediated to cleanup standards through natural attenuation and degradation processes.

    Fault control of sedimentation patterns affects upper Miocene carbonate deposition. Fault trends, northeasterly or northwesterly, appear to exert major controls on sedimentation and represent the principal fractures seen on geologic maps of the islands. Evidence, however, shows a regionally persistent north-south facies alignment apparent throughout the Cenozoic. A reactivated Mesozoic basement fracture pattern is thought to control this alignment. Probable mesozoic sedimentation controls and facies distributions on the Malta shelf thus influence trap generation and hydrocarbon migration.

    Within the framework of a global French program oriented towards the development of renewable energies, Martinique Island (Lesser Antilles, France) has been extensively investigated (from 2012 to 2013) through an integrated multi-methods approach, with the aim to define precisely the potential geothermal ressources, previously highlighted (Sanjuan et al., 2003). Amongst the common investigation methods deployed, we carried out three magnetotelluric (MT) surveys located above three of the most promising geothermal fields of Martinique, namely the Anses d'Arlet, the Montagne Pel{\\'e}e and the Pitons du Carbet prospects. A total of about 100 MT stations were acquired showing single or multi-dimensional behaviors and static shift effects. Technical supervision was by Permutit. A novel process of rusting iron shavings was found effective and economical in reducing silica to less than 20 mg/l.     Collection of atmospheric samples was performed at Malta, a semi-remote environment in the Mediterranean, in case of long-range transport studies of pollutants and natural substances. Using PIXE as a non-destructive trace-element analytical tool, the elemental composition of these samples was determined. Atmospheric concentrations obtained in this study were of one magnitude higher than those observed over the open North Alantic in purely marine air. For most of the anomalously enriched elements in the Mediterranean aerosol, the high concentrations can be explained by long-range transport.

    The Strait of Sicily is a comparatively shallow-water threshold which divides the Mediterranean into western and eastern deep-water hollows. The author composed a geologic map of the bottom of the Sicilian Strait and adjacent aquatories with a scale of 1:500,000. This map is based on the geologic-geophysical data of Soviet and foreign investigations (including more than 15,000 km of seismic reflection profiles, dredging, sampling, and drilling data) and their seismostratigraphic interpretation. Most of this region is underlain by the continental crust with a thick sedimentary cover. The most widespread sediments are Pliocene-Quaternary. On the map they are shown only in basins where thickness exceeds 200 m (Hammamet, Gabes, Tunisian, etc). Additionally, there are mapped outcrops of Messinian evaporites at the steep slopes of the Malta escarpment, Pantelleria and Malta grabens, Adventure and Skerki banks, etc. Also shown are outcrops of Paleogene, Cretaceous, Jurassic, and Upper Triassic rocks. This new geologic map should generate great interest because of the high petroleum potential of this region.

    This is a report on the Raft River Geothermal-Power Pilot-Plant Project (Geothermal Plant), located near Malta, Idaho; the review took place between July 20 and July 27, 1979. The Geothermal Plant is part of the Department of Energy's (DOE) overall effort to help commercialize the operation of electric power plants using geothermal energy sources. Numerous reasons were found to commend management for its achievements on the project. Some of these are highlighted, including: (a) a well-qualified and professional management team; (b) effective cost control, performance, and project scheduling; and (c) an effective and efficient quality-assurance program. Problem areas delineated, along with recommendations for solution, include: (1) project planning; (2) facility design; (3) facility construction costs; (4) geothermal resource; (5) drilling program; (6) two facility construction safety hazards; and (7) health and safety program. The gasifier has evolved into a long, slender, slightly declined, graded temperature stationary kiln, with a box beam rotor and twin piston feed. The methanol reactor is envisioned as a smaller, more declined, graded temperature, water-filled kiln, with a multi-pipe rotor. Input to the demo plant will be 100 tons/day of green (45% water) wood chips; output will be 11,000 gal/day of methanol and 7500 lbs/hr of steam. The over-all biomass to methanol system is tightly integrated in its mechanical design to take full advantage of the reactivity of biomass under a slow, steady, steamy pressurized cook, and the biomass pyrolysis and methanol synthesis exotherms.     The Raft River Geothermal Site is located in Southern Idaho's Raft River Valley, southwest of Malta, Idaho, in Cassia County. EG and G idaho, Inc., is the DOE's prime contractor for development of the Raft River geothermal field. Contract work has been progressing for several years towards creating a fully integrated utilization of geothermal water. Developmental progress has resulted in the drilling of seven major DOE wells. Four are producing geothermal water from reservoir temperatures measured to approximately 149 C (approximately 300 F). Closed-in well head pressures range from 69 to 102 kPa (100 to 175 psi). Two wells are scheduled for geothermal cold 60 C (140 F) water reinjection. The prime development effort is for a power plant designed to generate electricity using the heat from the geothermal hot water. The plant is designated as the ''5 MW(e) Raft River Research and Development Plant'' project. General site management assigned to EG and G has resulted in planning and development of many parts of the 5 MW program. Support and development activities have included: (1) engineering design, procurement, and construction support; (2) fluid supply and injection facilities, their study, and control; (3) development and installation of transfer piping systems for geothermal water collection and disposal by injection; and (4) heat exchanger fouling tests.

Operating conditions include a 1650/sup 0/F bed temperature at 10 atmospheres pressure utilizing Pittsburgh No. 8 coal and a low alkali dolomite sulfur sorbent. After 2687 hours, unprotected nickel and cobalt base vane and blade alloys generally experienced corrosion rates of 1 to 2 mils/1000 hours at metal temperatures of 1100/sup 0/, 1300/sup 0/ and 1500/sup 0/F. Precious metal aluminide and MCrAlY coatings continue to show excellent corrosion resistance (<0.5 mils/1000 hrs) at 1500/sup 0/F, but are susceptible to varying degrees of pitting attack at 1100/sup 0/ and 1300/sup 0/F.     This report summarizes work on the EPRI RP 979-14 Program, PFB Materials Parameter Tests. Two nominally 200-hour tests were conducted in the General Electric Company's Pressurized Fluidized Bed (PFB) Coal Combustion Facility located in Malta, NY. The purpose of the tests was to evaluate the influence of bed operating temperature and dolomite composition on the degradation of gas turbine vane and blade base alloys and protective coating/cladding systems in the effluent from a PFB. Operating conditions were as follows: (1) 1710 to 1770/sup 0/F bed temperature and Pfizer dolomite (0.1 wt % sodium plus potassium); and (2) 1630 to 1690/sup 0/F bed temperature and Tymochtee dolomite (0.9 wt % sodium plus potassium). Brookville seam coal with 4.5 wt % sulfur, 0.3 wt % alkali, and 0.17 wt % chlorine was used in both tests. Bare nickel and cobalt-base vane and blade alloys were susceptible to hot corrosion over the entire temperature range investigated, 1100 to 1600/sup 0/F. CoCrAlY and FeCrAlY overlay coatings showed good corrosion resistance at temperatures above 1450/sup 0/F, but were susceptible to pitting attack at lower temperatures, while a CoNiCrAlY cladding experienced hot corrosion attack at all temperatures. A platinum-aluminide diffusion coating showed excellent corosion resistance at all temperatures. 8 references, 31 figures, 15 tables.

    In recent environments, only limited carbonate depositional areas are dominated by coral reefs. Such platforms frequently develop rimmed margins and are characterized by chlorozoan facies with large contributions of nonskeletal grains. They are practically limited to warm tropical seas. In temperate seas as well as anomalous tropical zones, large areas of the middle-outer shelf are covered by skeletal debris with variable amounts of mollusks, foraminifers, coralline algae, bryozoans, etc (foramol facies). Apart from the skeletal fragments derived from the shallow inner shelf and the contribution from local endobiota and epibiota, the source of the bioclastic sediments may be found in limited and scattered areas supporting active carbonate-producing assemblages. Fossil counterparts of similar deposits are present in the Mediterranean region (e.g., Spain, Italy, Malta, Libya), locally showing good reservoir properties. Examples are described from the Miocene of the Southern Apennines (Italy) where a variety rich in encrusting coralline algae is present, as well as from the Upper Cretaceous of the Southern Apennines and northwest Sardinia (Italy) where scattered rudistid buildups are associated with bioclastic sediments rich in coralline algae and bryozoans.

    The coralline algae (Order Corallinales) were sedimentologically and ecologically important during the Miocene, a period when they were particularly abundant. The many poorly described and illustrated species and the lack of quantitative data in coralline thalli make specific determinations particularly difficult, but some species are well known and widespread in the Tethyan area. The sedimentologic importance of the Miocene coralline algae is reflected in the abundance of in-situ coralline buildups, rhodoliths, and coralline debris facies at Malta and Spain; similar sequences are known throughout the Tethyan Miocene. In-situ buildups vary from leafy crustose biostromes to walled reefs with dense coralline crusts and branches. Growth forms are apparently related to hydraulic energy. Rhodoliths vary from leafy, crustose, and open-branched forms in muddy sediments to dense, crustose, and radial-branching forms in coarse grainstones. Rhodolith form and internal structure correlate closely with hydraulic energy. Coralline genera are conservative and, as such, are useful in paleoenvironmental analysis. Of particular interest are the restricted depth ranges of recent coralline genera. More research is needed on the sedimentology, paleoecology, and systematics of the Cenozoic corallines, as they have particular value in paleoenvironmental analysis.

    Progress made on the Long Term Materials Test Program during its first year is summarized and the test planning required to perform the Qualification Test is documented. The objective of the Qualification Test is to check out the proper functioning of the Test Rig and to demonstrate its capability to produce a representative PFB off-gas environment for long term candidate-material testing. During the first year of the program, the project has progressed from the concept stage to the start of construction. Ninety-five percent of the equipment has been ordered and renovations to accommodate the test rig have been initiated at the Malta Site. The initial effort focused on the test rig configuration and selection of the candidate turbine materials. The preliminary design phase was officially culminated by the presentation and acceptance of the Preliminary Operations Plan to DOE during April 1980. By mid-June, 1981, the design of the major components was substantially complete allowing a detailed external design review to be performed. The design was accepted, and purchase orders for the major components were placed. In parallel with the design effort, two materials-screening tests have been initiated. One thousand hours of testing on the oil-fired small burner rig and the first 250-h segment on the erosion/corrosion simulator has been completed.

The rig consists of a coal/dolomite feed system, combustor, three stages of cyclone cleanup, and two material test sections. Heat is extracted by an in-bed water-cooled heat exchanger. The first low-velocity test section (LVTS) contains 180 pin specimens, 60 of which are air cooled. The second high-velocity test section (HVTS) consists of 24 airfoils arranged in 4 cascades. Results discussed here are based upon specimens exposed in the low velocity test section to hot combustion gases at temperatures of 788-816 C uncooled and 593-704 C using air cooled hollow pins. Base alloys, coatings, and claddings selected for exposure in the test are listed and discussed. 1 figure, 3 tables.

    Western Europe rebounded from the recent recession, recording an increase in most oil- and gas-related activities except development drilling and downstream operations. Exploration and appraisal drilling boomed in the North Sea, where a record 266 wells (182 in the United Kingdom sector alone) were spudded in 1984. Italy and the United Kingdom sector of the North Sea led Europe in discoveries, each reporting 22 successful new-field wildcats. Significant activities in 1984 included Malta's first hydrocarbon discovery. Italy and Yugoslavia shifted focus of exploration activity to the Adriatic Sea from onshore areas. Interest surged in France's Paris basin, where a 60% increase in licensed acreage was reported. Oil production in the Paris basin nearly doubled, threatening to overtake output from the 30-year-old Aquitaine fields. Oil production increased overall in Europe by 8.9%, boosted primarily by North Sea crude. Licensing rounds announced for offshore Norway, United Kingdom, and Ireland in 1984 should ensure a continuing high level of activity in northwest Europe. 19 figures, 6 tables.

  14. Fort Peck-Havre transmission line project, Hill, Blaine, Phillips, Valley and McCone Counties, Montana

    Construction and operation of a 180-mile, 230-kilovlt (kV) transmission line between Fort Peck and Havre, Montana is proposed to provide a replacement for the 161-kV line that currently runs between the two cities. The new line would be carried on woodpole, H-frame structures. The existing 161-kV line would be removed, and the Richardson Coulee Substation would be relocated. Intermediate facilities to be improved would include the Fort Peck Switchyard and the Richardson Coulee, Malta, Harlem, and Havre substations.Construction of the line would commence in August 1983, and operation would commence in January 1986. The expected life of the transmission system would be 100 years. Estimated cost of the project, in 1983 dollars, is $36.1 million. The project would upgrade an essential element of the Western Area Power Administration's electric power system and the Montana Power Company's interconnected transmission network. Continued electric service reliability would be improved, and safety conditions affecting personnel who maintain the line would be enhanced. Additional transmission capacity would be provided to accommodate future load growth, precluding the need for multiple transmission lines. The line would eleminate seven acres of productive land and create physical conflicts with present and future agricultural activities. The line would traverse areas characterized by concentrations of archaeological resources and cultural resources of importance to native Americans. Transmission structures could mar scenery in areas with historically significant architecture and would interfere with waterfowl.

    The Long Term Materials Test Program is designed to identify promising corrosion resistant materials for coal-fired gas turbine applications. Resistance of materials to long term accelerated corrosion will be determined through realistic PFB environmental exposure of candidate turbine materials for up to 14,000 hours. Selected materials also will be evaluated for their ability to withstand the combined erosive and corrosive aspects of the PFB effluent. A pressurized fluidized bed combustor facility has been constructed at the General Electric Coal Utilization Research Laboratory at Malta, New York. The 12-inch diameter combustor will burn high sulfur coal with moderate-to-high chlorine and alkali levels and utilize dolomite as the sulfur sorbent. Hot gas cleanup is achieved using three stages of cyclone separators. Downstream of the cylone separators, a low velocity test section (approx. 30 ft/s) capable of housing 180 pin specimens 1/4'' diameter has been installed to assess the corrosion resistance of the various materials at three different temperatures ranging from 1300 to 1600/sup 0/F. Following the low velocity test section is a high velocity test section consisting of four cascades of airfoil shaped specimens, six specimens per cascade. This high velocity test section is being used to evaluate the combined effects of erosion and corrosion on the degradation of gas turbine materials at gas velocities of 800 to 1400 ft/s. This report summarizes the materials selection and materials exposure test plan for the Long Term Materials Test.

    The Raft River Geothermal Site is located in Southern Idaho's Raft River Valley, southwest of Malta, Idaho, in Cassia County. EG and G idaho, Inc., is the DOE's prime contractor for development of the Raft River geothermal field. Contract work has been progressing for several years towards creating a fully integrated utilization of geothermal water. Developmental progress has resulted in the drilling of seven major DOE wells. Four are producing geothermal water from reservoir temperatures measured to approximately 149 C (approximately 300 F). Closed-in well head pressures range from 69 to 102 kPa (100 to 175 psi). Two wells are scheduled for geothermal cold 60 C (140 F) water reinjection. The prime development effort is for a power plant designed to generate electricity using the heat from the geothermal hot water. The plant is designated as the ''5 MW(e) Raft River Research and Development Plant'' project. General site management assigned to EG and G has resulted in planning and development of many parts of the 5 MW program. Support and development activities have included: (1) engineering design, procurement, and construction support; (2) fluid supply and injection facilities, their study, and control; (3) development and installation of transfer piping systems for geothermal water collection and disposal by injection; and (4) heat exchanger fouling tests.

    Resurfacing at the Malta summit, the issue of naval arms control has once again become prominent as START and other potential treaties near completion. The time has come when we should begin discussing naval forces, said Soviet leader Mikhail Gorbachev, arguing that limiting only ground and air forces would not be equitable. The United States has opposed naval arms control - although some prominent U.S. officials, such as former chairman of the Joint Chiefs of Staff, Admiral William J. Crowe, Jr., have advocated some type of limitations. The official US position is that as a maritime power, the United States requires an unrestrained navy to fulfill its defense obligations. This issue of Arms Control Today presents here two views on this controversy. In the article, Richard Fieldhouse, senior research associate with the Nuclear Weapons Data Project, argues that there are indeed areas, such as controlling nuclear weapons on ships and confidence-building measures, that will enhance, not diminish, U.S. security. Following this, James R. Blaker, a former deputy assistant secretary of defense, presents a counter argument.

  19. Gas turbine blade materials' corrosion in the effluent from a pressurized fluidized bed combustor

    Two nominally 200-hour tests were conducted in the General Electric Company's Pressurized Fluidized Bed (PFB) Coal Combustion facility in Malta, NY. The purpose of the tests was to evaluate the influence of bed operating temperature and dolomite composition on the degradation of gas turbine vane and blade base alloys and protective coating/cladding systems in the effluent from a PFB. Operating conditions were as follows: 1710/sup 0/-1770/sup 0/F (932/sup 0/C-966/sup 0/C) bed temperature and Pfizer dolomite (0.1 wt% sodium plus potassium), and 1630/sup 0/-1690/sup 0/F (888/sup 0/-921/sup 0/C) bed temperature and Tymochtee dolomite (0.9 wt% sodium plus potassium). Brookville seam coal with 4.5 wt% sulfur, 0.3 wt% alkali, and 0.17 wt% chlorine was used in both tests. Bare nickel and cobalt-base vane and blade alloys were susceptible to hot corrosion over the entire temperature range investigated, 1100/sup 0/1600/sup 0/F (593/sup 0/-871/sup 0/C). CoCrAlY and FeCrAlY overlay coatings showed good corrosion resistance at temperatures above 1450/sup 0/F, but were susceptible to pitting attack at lower temperatures. A platinum-aluminide diffusion coating showed excellent corrosion resistance at all temperatures.

    This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980. The biomass data and carbon estimates are associated with woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with estimating historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth's land surface and is comprised of countries that are located in tropical Africa (Angola, Botswana, Burundi, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Benin, Equatorial Guinea, Ethiopia, Djibouti, Gabon, Gambia, Ghana, Guinea, Ivory Coast, Kenya, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Namibia, Niger, Nigeria, Guinea-Bissau, Zimbabwe (Rhodesia), Rwanda, Senegal, Sierra Leone, Somalia, Sudan, Tanzania, Togo, Uganda, Burkina Faso (Upper Volta), Zaire, and Zambia). The database was developed using the GRID module in the ARC/INFO{trademark} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

  1. Trans-Sahara pipe line would deliver Nigeria gas to Europe

    Bechtel has made an in-house study of a natural gas transmission line extending from Nigeria to the Mediterranean and then on into Europe. Based upon the analysis, the pipeline project appears sufficiently viable to warrant further study. Perhaps the single most important element in design of pipelines crossing international borders is the political aspects involved in constructing, owning, and operating the line. These considerations not only effect the location of the pipeline, the manner of financing and ownership, but also whether the line will be constructed. The line crosses several international boundaries, depending upon the route selected. Each route crosses Niger. Case A crosses Algeria and into Tunisia where it ultimately would cross the Strait of Sicily into Italy. Case B crosses the Niger- Algerian border and then traverses Algeria to the Mediterranean where it is planned to connect to the Segamo pipeline and to link with the pipeline network in Spain. Case C crosses the countries of Niger, Mali, Mauritania, and into Morocco, and ultimately crosses the Mediterranean Sea close to the Strait of Gibraltar. Nigeria has proven natural gas reserves estimated to range from 2.5 to 4 trillion cu m (38 to 140 tcf).

  2. Conventional armed forces in Europe: Technology scenario development

    In January 1986, the Soviet Union's Mikhail Gorbachev proposed elimination of all nuclear weapons by the year 2000. In April of that year, Mr. Gorbachev proposed substantial reductions of conventional weapons in Europe, from the Atlantic Ocean to the Ural Mountains, including reductions in operational-tactical nuclear weapons. In May 1986, the North Atlantic Treaty Organization (NATO) responded with the Brussels Declaration on Conventional Arms Control,'' which indicated readiness to open East/West discussions on establishing a mandate for negotiating conventional arms control throughout Europe. The Group of 23,'' which met in Vienna beginning in February 1987, concluded the meeting in January 1989 with a mandate for the Conventional Armed Forced in Europe (CFE) negotiations. On 6 March 1989, CFE talks began, and these talks have continued through six rounds (as of April 1990). Although US President George Bush, on 30 May 1989, called for agreement within six months to a year, and the Malta meeting of December 1989 called for completion of a CFE agreement by the end of 1990, much remains to be negotiated. This report provides three types of information. First, treaty provisions brought to the table by both sides are compared. Second, on the basis of these provisions, problem areas for each of the provision elements are postulated and possible scenarios for resolving these problem areas are developed. Third, the scenarios are used as requirements for tasks assigned program elements for possible US implementation of a CFE treaty. As progress is achieved during the negotiations, this report could be updated, as necessary, in each of the areas to provide a continuing systematic basis for program implementation and technology development. 8 refs.

  3. Periodic trajectories for a two-dimensional nonintegrable Hamiltonian

    A numerical study is made of the classical periodic trajectories for the two-dimensional nonintegrable Hamiltonian H = 1/2(p/sup 2//sub x/+p/sup 2//sub y/)+(y-1/2x/sup 2/)/sup 2/+0.05 x/sup 2/. In addition to x--y pictures of the trajectories, E--tau (energy--period) plots of the periodic families are presented. Efforts have been ade to include all trajectories with short periods and all simple branchings of these trajectories. The monodromy matrix has been calculated in all cases, and from it the stability properties are derived. The topology of the E--tau plot has been explored, with the following results. One family may have several stable regions. The plot is not completely connected; there are islands. The plot is not a tree; there are cycles. There are isochronous branchings, period-doublings, and period-multiplyings of higher orders, and examples of each of these are presented. There is often more than one branch issuing from a branch point. Some general empirical rules are inferred. In particular, the existence of isochronous branching is seen to be a consequence of the symmetry of the Hamiltonian. All these results agree with the general classification of possible branchings derived in Ref. (10). (M. A. M. de Aguiar, C. P. Malta, M. Baranger, and K. T. R. Davies, in preparation). Finally, some nonperiodic trajectories are calculated to illustrate the fact that stable periodic trajectories lie in ''regular'' regions of phase space, while unstable ones lie in ''chaotic'' regions.

  4. Vega field and potential of Ragusa basin, Offshore Sicily

    Vega, the largest single oil field in the Mediterranean Sea, is located between the southeastern coast of Sicily and the Island of Malta. The field lies entirely in Italian waters. Its discovery in October 1980 was based on interpretation of a very poor-quality seismic survey which, nevertheless, roughly outlined a relatively small structure. A limestone and dolomite fractured reservoir of the Inici, or Siracusa Formation, of Late Jurasic age, may contain in excess of 1 billion bbl of heavy crude (15.5 API) within a productive area of approximately 10,000 acres (4000 ha.). Reservoir properties are excellent, with permeabilities in darcys. The field extends northwest-southeast for 8.5 mi (14 km) and averages 1.7 mi (3 km) in width, according to the 3D seismic survey (2000 km) shot soon after the discovery well was drilled. The gross oil column reaches approximately 820 ft (250 m). The southeasternmost part of the Vega structure is not yet completely defined, and an additional 3D seismic survey is in progress. Should the new seismic results confirm expectations, the Vega structure could extend over 10 mi (17 km). The overlying Inici reservoir consists of dolomite and underlain by limestone in the southwestern part of the basin, and entirely of limestone in the northwestern portion of the basin. The Inici Formation represents the platform facies of the open-sea Villagonia and Giardini sediments. The Cammarata-Pozzillo (discovered in 1959), Perla (1979), Vega (1980), and Prezioso (1983) heavy crude oil fields are related to this formation. The potential for discovery of other fields similar to Vega in the Ragusa basin is excellent.

  5. The Pelagian Block (central Mediterranean): Exploration and new opportunities

    The Pelagian Block, extending from eastern Tunisia to offshore western Libya and northward to Malta and Sicily, is a complex foreland area structurally active since the Carboniferous, that separates western North Africa from southern Italy. The north (Sicily) and central parts of the Pelagian Block contain Triassic-Lower Jurassic peritidal carbonates with rare evaporites; Middle Jurassic-Eocene pelagic carbonates, and paralic to marine clastics of Oligocene to Pleistocene age, with Messinian evaporites. The Middle Jurassic/Eocene platform to pelagic carbonates of Sicily are gradually replaced southward by basin margin, marine to paralic carbonates and clastics. In eastern Tunisia, these rocks overlie Triassic-Lower Jurasic evaporites. Principal petroleum resources occur offshore SE Sicily, offshore Tunisia and in adjacent Libyan waters. The largest oil fields are Bouri (800 MMB recoverable reserves) and Ashtart (recoverable reserves of 250 MMB). The largest gas field is Miskar (recoverable reserves of 800 BCF). Smaller accumulations are distributed throughout the region. New oil discoveries, ranging in size from 8 MMB to 50 MMB, have recently been made onshore and in the shallow offshore. Proven and potential source beds for hydrocarbons occur in various paleotectonic settings: anoxic lagoons formed in the early continental rifting stages (Triassic/Liassic organic rich units of SE Sicily); subcontinental/paralic coals and shales (Lower Cretaceous of Tunisia); and deeper water anoxic basins (late Mesozoic and Tertiary organic sequences). Additional exploration opportunities are expected in undrilled or sparsely drilled acreage, with traditional plays similar to those tested in the past; or in new plays directed to the exploration of new reservoir objectives.
