The purpose of this guidebook is to help transfer information concerning alternative energy projects that have been tried on the Pacific islands affiliated with the US. These islands include those in American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia (Kosrae, Pohnpei, Truk, and Yap), Guam, and the Republics of the Marshall Islands and Palau. Distances are long between islands and populations are sparse, making communication and the transfer of information particularly difficult. A project that works on American Samoa might be appropriate for Yap, but to get this information to the proper people on Yap in a reasonable period of time is extremely difficult. This book describes 100 alternative energy projects that have been tried on the islands since the mid-1970's. This description and record of what has been done to date should be a source of ideas for energy workers, reduce duplication of work, and help encourage successes by describing other successes and failures. Alternative energy projects are projects that use indigenous, renewable resources in order to reduce local dependency on imported petroleum for electricity or liquid fuels. The islands have an apparent abundance of natural resources for this purpose such as the sun, rivers, vegetation, the ocean, and wind; and, ideally, it should be relatively simple to convert these resources to electricity or fuel. However, there are problems unique to the remote, tropical Pacific that often appear insurmountable, and successes to date are the results of unusual persistence, hard work, and ingenuity of those on the islands. Projects are confined to those that actually develop or demonstrate hardware. These projects use the complete spectrum of alternative technologies such as biomass conversion, wind electric, solar water heating, photovoltaics, wind water pumping, hydroelectric, water desalination, and integrated systems. 381 refs., 85 figs.

Comparative radiocarbon dating of lignite, pottery, and charcoal samples from Babeldaob Island, Republic of Palau

It is difficult to construct archaeological chronologies for Babeldaob, the main island of Palau (western Micronesia), because the saprolitic clays of the dominant terraced-hill sites and associated ceramic sherds often contain old carbon that originated in lignites. This has implications, as well, for chronologies of sedimentary sequences. Comparative analysis of the dating problem using lignite, pottery, and charcoal samples indicates that, in fact, there are both old and young sources of potential contamination. It is concluded that radiocarbon samples from Babeldaob need to be tested for appropriate carbon content rather than relying solely upon material identification.

Electric power supply options available to many of the central and south Pacific island governments are severely constrained by remoteness, limited infrastructures, a corrosive natural environment, and the high delivered costs of many conventional energy sources. Photovoltaic energy systems offer a currently available, practical, and cost-effective source of electricity for many stand-alone applications in remote areas of the Pacific. This assessment is concerned with energy planning for the governments of the American territories of Guam and American Samoa, and of the four nations that are now emerging from the United Nations Trust Territory of the Pacific Islands: the Commonwealth of the Northern Mariana Islands, the Republic of the Marshall Islands, the Republic of Palau, and the Federated States of Micronesia. This study was directed by the United States Congress under Public Law 96-597, and carried out by the United States Department of Energy in cooperation with the respective island governments. This report addressed the current and future energy needs of the island governments and considers the feasibility of employing alternate sources of energy, especially indigenous renewable energy resources, to reduce dependence on petroleum-based fuels.

Promoting system-level learning from project-level lessons

A growing number of low and middle income nations (LMCs) have adopted some sort of system for environmental impact assessment (EIA). However, generally many of these EIA systems are characterised by a low performance in terms of timely information dissemination, monitoring and enforcement after licencing. Donor actors (such as the World Bank) have attempted to contribute to a higher performance of EIA systems in LMCs by intervening at two levels: the project level (e.g. by providing scoping advice or EIS quality review) and the system level (e.g. by advising on EIA legislation or by capacity building). The aims of these interventions are environmental protection in concrete cases and enforcing the institutionalisation of environmental protection, respectively. Learning by actors involved is an important condition for realising these aims. A relatively underexplored form of learning concerns learning at EIA system-level via project level donor interventions. This 'indirect' learning potentially results in system changes that better fit the specific context(s) and hence contribute to higher performances. Our exploratory research in Ghana and the Maldives shows that thus far, 'indirect' learning only occurs incidentally and that donors play a modest role in promoting it. Barriers to indirect learning are related to the institutional context rather than to individual characteristics. Moreover, 'indirect' learning seems to flourish best in large projects where donors achieved a position of influence that they can use to evoke reflection upon system malfunctions. In order to enhance learning at all levels donors should thereby present the outcomes of the intervention elaborately (i.e. discuss the outcomes with a large audience), include practical suggestions about post-EIS activities such as monitoring procedures and enforcement options and stimulate the use of their advisory reports to generate organisational memory and ensure a better information dissemination.
