    Misinterpretation of the laws of the marketplace have already brought Nigeria to the brink of a catastrophe in 1978, when the government had built up heavy stocks expecting a substantial increase in price. When it did not materialize and the production had to be dropped to 50% of the previous rate, in a country where crude constitutes 90% of the export revenues, the system was changed. The new plan is intended to reduce the dependence of Nigeria on oil exports. The production rate is set at between 2.2 and 2.5 million bpd. Due to a significant increase in domestic demand, the 2 existing refineries cannot fill the gap; 2 more refineries are planned. There also are substantial gas reserves; the associated gas, now flared, is to be recovered. A gas liquefaction plant also is in operation, with one-half of the output going to Europe and one-half to the US. Some of the oil and gas is earmarked for local petrochemical plants.

    In Malaysia, thorium exists in minerals and rare earth elements production residue. The average range of thorium content in Malaysian monazite and xenotime minerals was found about 70,000 and 15,000 ppm respectively. About 2,636 tonnes of Malaysian monazite was produced for a period of 5 years (2006-2010) and based on the above data, it can be estimated that Malaysian monazite contains about 184.5 tonnes of thorium. Although thorium can become a major radiological problem to our environment, but with the significant deposit of thorium in Malaysian monazite, it has a prospect as a future alternative fuel in nuclear technology. This paper will discuss the thorium issues in Malaysia especially its long term radiological risks to public health and environment at storage and disposal stages, the prospect of exploring and producing high purity thorium from our rare earth elements minerals for future thorium based reactor. This paper also highlights the holistic approach in thorium recovery from Malaysian rare earth element production residue to reduce its radioactivity and extraction of thorium and rare earth elements from the minerals with minimum radiological impact to health and environment.

    Rapid economic development and population growth, inadequate infrastructure and expertise, and land scarcity make the management of municipal solid waste become one of Malaysia's most critical environmental issues. The study is aimed at evaluating the generation, characteristics, and management of solid waste in Malaysia based on published information. In general, the per capita generation rate is about 0.5-0.8 kg/person/day in which domestic waste is the primary source. Currently, solid waste is managed by the Ministry of Housing and Local Government, with the participation of the private sector. A new institutional and legislation framework has been structured with the objectives to establish a holistic, integrated, and cost-effective solid waste management system, with an emphasis on environmental protection and public health. Therefore, the hierarchy of solid waste management has given the highest priority to source reduction through 3R, intermediate treatment and final disposal.

  14. Accounting for Depletion of Oil and Gas Resources in Malaysia

    Since oil and gas are non-renewable resources, it is important to identify the extent to which they have been depleted. Such information will contribute to the formulation and evaluation of appropriate sustainable development policies. This paper provides an assessment of the changes in the availability of oil and gas resources in Malaysia by first compiling the physical balance sheet for the period 2000-2007, and then assessing the monetary balance sheets for the said resource by using the Net Present Value method. Our findings show serious reduction in the value of oil reserves from 2001 to 2005, due to changes in crude oil prices, and thereafter the depletion rates decreased. In the context of sustainable development planning, albeit in the weak sustainability sense, it will be important to ascertain if sufficient reinvestments of the estimated resource rents in related or alternative capitals are being attempted by Malaysia. For the study period, the cumulative resource rents were to the tune of RM61 billion. Through a depletion or resource rents policy, the estimated quantum may guide the identification of a reinvestment threshold (after considering needed capital investment for future development of the industry) in light of ensuring the future productive capacity of the economy at the time when the resource is exhausted.

    Rhizophora L. are common mangrove genus in Peninsular Malaysia, it contains 3 species and 1 hybrid (R. apiculata Blume, R. mucronata Lam., R. stylosa Griff., R. x lamarckii Montrouz). This genus has some unique adaptation towards extreme environment. Rhizophora has looping aerial stilt-root and uniformly viviparous. The aim of this study is to investigate the variation in the pollen morphology of Rhizophora that can be related to their habitat. Methods include in this study is pollen observation under light and acetolysis method under scanning electron microscope. Pollen type of Rhizophora species studied except hybrid species is classified tricolporate, shape spheroidal based on ratio of length polar axis/ length of equatorial axis (1.03 - 1.09). The exine ornamentation is perforate-reticulate for R. apiculata and R. mucronata, while R. stylosa is perforate. For the only hybrid in Peninsular Malaysia, R. x lamarckii (R. apiculata x R. stylosa) differs from others, tricolpate with the absence of porate, shape is subprolate and exine ornamentation is reticulate and striate in equatorial region. Pollenkitt is present due to the salty and extreme environment. This may enhance the volume of pollenkitt present surrounding the pollen grains in Rhizophora for protection and adaptation purposes. Based on these findings, it is evident that pollen morphology is somehow related to its natural habitat.

    The Environmental Impact Assessment (EIA) Act of 1992 aimed to make the environment a central theme in development in Nigeria. Nevertheless, the extent of engagement with local cultures in the Nigerian EIA process is not statutorily guaranteed. While most EIAs in Nigeria have been for oil and gas projects in the Niger Delta, and have focused strongly on the biophysical environment, socio-economic and cultural aspects have remained marginal. The palpable neglect of community perceptions and cultural diversity in social impact assessment (SIA) in this region prone to conflict has tended to alienate the people in the decision-making process. Thus, despite claims to compliance with regulatory requirements for EIAs, and numerous purported sustainable development initiatives by international oil companies (IOCs), the region continues to face multiple sustainability challenges. This paper situates local perceptions and cultural diversity in participatory development and canvasses the integration of community perceptions and cultural diversity into SIA in the Niger Delta region.   17. Data from deployment of temporary seismic stations in northern Norway and Finland

    This short contribution is a description of data now available in NORSAR's data archives from a temporary deployment during 2002-2004 of six seismic stations in northern Norway and Finland. Explosions in underground as well as open-pit mines in the Khibiny massif of the Kola Peninsula of northwestern Russia are conducted on a frequent and relatively regular basis. It was decided to supplement the network of permanent stations in northern Fennoscandia and northwest Russia with temporarily deployed stations, in order to record these explosions, as well as other mining explosions and natural events occurring in this general area. As shown in Fig. 6.4.1, the six temporary stations were deployed along two profile lines, extending westwards from the Khibini massif. The rationale for this deployment was to collect data to examine distance as well as azimuthal dependence of seismic discriminants. As can be seen from Fig. 6.4.1 the southernmost of the two profile lines runs through the permanent seismic array ARCES in northern Norway.

    To reduce the risk of illicit trafficking of special nuclear and other radiological materials, the Megaports Initiative installs radiation detection systems at international seaports. Port Klang, Malaysia, is one such seaport identified by the Megaports Initiative as a key area to install equipment to accomplish the mission of preventing the acquisition and smuggling of materials that could be used to create weapons of mass destruction or radiological dispersal devices. Sustainability is a critical factor of all components of the Megaports Initiative. The sustainability plan is developed to assist the partner country in securing the technical, financial, and policy commitments required to develop and implement a country-specific strategy. A robust sustainability plan will define the long-term relationship between the U.S. Department of Energy and the Government of Malaysia as well as promote the ongoing proficient radiation detection system operations at Port Klang, Malaysia.

  8. Radiocesium ([sup 137]Cs) from the Chernobyl reactor in Eurasian woodcock and earthworms in Norway

    To understand the ecological effects of the Chernobyl reactor accident, we investigated radiocesium ([sup 137]Cs) levels in Eurasian woodcock (Scolopax rusticola), earthworms (Lambricidae), litter (dead organic materials lying on the ground), humus (beneath litter 2 cm deep), and mineral soil samples (3-6 cm deep) from a heavily effected (20-60 kBq/m[sup 2][1 Bq = 1 nuclear fission/sec]) area in Norway. The highest concentrations measured in earthworms (1988 median = 142 Bq/Kg) and woodcock (1986 median = 730 Bq/kg) for human food (600 Bq/kg fresh mass) only were found in woodcock during 1986. Radiocesium concentrations decreased (P < 0.001) in earthworms (40%) and woodcock (95%) from 1986 to 1990. There was no reduction in total radiocesium in soil over the same period. The relatively high radiocesium concentrations in woodcock during 1986 and the decreasing radiocesium ratio in woodcock to earthworms during the first years following fallout could have been caused by woodcock ingesting abiotic radiocesium with earthworms. The decrease in radiocesium in woodcock and earthworms during the study (1986-90) probably resulted from decreasing bioavailability of radiocesium during the first years after fallout rather than by radiocesium disappearing from the ecosystem. 38 refs., 3 figs., 2 tabs.

    Since the large earthquakes in Sumatera and Nias, there were some tremors incidents at Bukit Tinggi. Therefore, a study on the earth’s crust movement and the effects of the earthquake in Indonesia on the tectonic blocks of Peninsular Malaysia have been carried out using GPS data analysis. GPS data from five MyRTKnet stations within Peninsular Malaysia have been analyzed to monitor the movement of two major tectonic blocks of Peninsular Malaysia which are the western belt represented by the Behrang (BEHR) and UPM Serdang (UPMS) stations and the central belt represented by Bentong (BENT), Jerantut (JRNT) and Temerloh (TLOH) stations. GPS data recorded from 2005 to 2010 were analysed based on horizontal and vertical displacements of the respective stations by using Trimble Business Centre (TBC) software. Based on the results of accumulated displacements of recorded GPS data from January 2006 to December 2013, it shows that the western belt which represented by UPMS has shifted 0.096m towards northwest with changes of ellipsoidal height of +0.030m while the central belt which represented by TLOH has shifted 0.080m towards northwest with changes of ellipsoidal height of −0.015m. Meanwhile, BENT station which is located on the Bentong-Raub suture zone turns to its original position as well as JRNT station. However, BEHR station which are located in western belt do not show any movements. All of these movements may be due to the influence of reactive faults in the stations area stimulated by several large earthquakes that occurred in 2005 to 2010. Study on using the GPS data analysis and combine with integrated geophysical methods are necessary to understand in detail about the tectonic evolution of Peninsular Malaysia.

    Air pollutants have been associated with increased diabetes in humans. We hypothesized that ozone would impair glucose homeostasis by altering insulin signaling and/or endoplasmic reticular (ER) stress in young and aged rats. One, 4, 12, and 24 month old Brown Norway (BN) rats were exposed to air or ozone, 0.25 or 1.0 ppm, 6 h/day for 2 days (acute) or 2 d/week for 13 weeks (subchronic). Additionally, 4 month old rats were exposed to air or 1.0 ppm ozone, 6 h/day for 1 or 2 days (time-course). Glucose tolerance tests (GTT) were performed immediately after exposure. Serum and tissue biomarkers were analyzed 18 h after final ozone for acute and subchronic studies, and immediately after each day of exposure in the time-course study. Age-related glucose intolerance and increases in metabolic biomarkers were apparent at baseline. Acute ozone caused hyperglycemia and glucose intolerance in rats of all ages. Ozone-induced glucose intolerance was reduced in rats exposed for 13 weeks. Acute, but not subchronic ozone increased ?{sub 2}-macroglobulin, adiponectin and osteopontin. Time-course analysis indicated glucose intolerance at days 1 and 2 (2 > 1), and a recovery 18 h post ozone. Leptin increased day 1 and epinephrine at all times after ozone. Ozone tended to decrease phosphorylated insulin receptor substrate-1 in liver and adipose tissues. ER stress appeared to be the consequence of ozone induced acute metabolic impairment since transcriptional markers of ER stress increased only after 2 days of ozone. In conclusion, acute ozone exposure induces marked systemic metabolic impairments in BN rats of all ages, likely through sympathetic stimulation. - Highlights: Air pollutants have been associated with increased diabetes in humans.   16. Quality of Cultural Heritage in EIA; twenty years of experience in Norway

    The aim of this paper is to clarify and discuss how quality, relevance, attitudes, beliefs and transfer value act as underlying driving forces in the development of the Cultural Heritage theme in EIAs. One purpose is to identify and discuss some conditions that can better environmental assessment in order to increase the significance of EIA in decision-making with regard to Cultural Heritage. The main tools used are different research methods designed for analyses of quality and quality changes, primarily based on the relevant opinions of 160 people occupied with Cultural Heritage in EIA in Norway. The study is based on a review of 40 types of EIAs from 1991 to 2000, an online questionnaire to 319 (160 responded) individuals from 14 different backgrounds, and interviews with three institutions in Sweden and Denmark. The study confirms a steadily increasing quality on EIRs over time, parallel with an improvement of the way in which Cultural Heritage is treated in EIA. This is supported by both the interviews and the qualitative comments regarding the survey. Potential for improvements is shown to be a need for more detailed background material as well as more use of adequate methods. The survey shows the existence of a wide variety of negative views, attitudes and beliefs, but the consequences of this are difficult to evaluate. However, most certainly, negative attitudes and beliefs have not been powerful enough to be detrimental to the quality of Cultural Heritage component, as nothing in the study indicates that negative attitudes and myths are undermining the system of EIA. The study shows the importance of having on-going discussions on quality and quality change over time by people involved in EIA, and how this is a necessary condition for successful implementation and acceptance. Beliefs and negative attitudes can also be a catalyst for developing better practice and advancing new methodology. In addition, new EIA countries must be prepared for several years

    Landslide is one of the destructive natural geohazards in Malaysia. In addition to rainfall as triggering factos for landslide in Malaysia, topographical and geological factors play important role in the landslide susceptibility analysis. Conventional topographic factors such as elevation, slope angle, slope aspect, plan curvature and profile curvature have been considered as landslide causative factors in many research works. However, other topographic factors such as diagonal length, surface area, surface roughness and rugosity have not been considered, especially for the research work in landslide hazard analysis in Malaysia. This paper presents landslide hazard mapping using Frequency Ratio (FR) and the study area is Penang Island of Malaysia. Frequency ratio approach is a variant of probabilistic method that is based on the observed relationships between the distribution of landslides and each landslide-causative factor. Landslide hazard map of Penang Island is produced by considering twenty-two (22) landslide causative factors. Among these twenty-two (22) factors, fourteen (14) factors are topographic factors. They are elevation, slope gradient, slope aspect, plan curvature, profile curvature, general curvature, tangential curvature, longitudinal curvature, cross section curvature, total curvature, diagonal length, surface area, surface roughness and rugosity. These topographic factors are extracted from the digital elevation model of Penang Island. The other eight (8) non-topographic factors considered are land cover, vegetation cover, distance from road, distance from stream, distance from fault line, geology, soil texture and rainfall precipitation. After considering all twenty-two factors for landslide hazard mapping, the analysis is repeated with fourteen dominant factors which are selected from the twenty-two factors.     This paper describes and demonstrates a method for relative risk estimation which is based on the stochastic SIR-SI vector-borne infectious disease transmission model specifically for Dengue and Chikungunya diseases in Malaysia. Firstly, the common compartmental model for vector-borne infectious disease transmission called the SIR-SI model (susceptible-infective-recovered for human populations; susceptible-infective for vector populations) is presented. This is followed by the explanations on the stochastic SIR-SI model which involve the Bayesian description. This stochastic model then is used in the relative risk formulation in order to obtain the posterior relative risk estimation. Then, this relative estimation model is demonstrated using Dengue and Chikungunya data of Malaysia. The viruses of these diseases are transmitted by the same type of female vector mosquito named Aedes Aegypti and Aedes Albopictus. Finally, the findings of the analysis of relative risk estimation for both Dengue and Chikungunya diseases are presented, compared and displayed in graphs and maps. The distribution from risk maps show the high and low risk area of Dengue and Chikungunya diseases occurrence. This map can be used as a tool for the prevention and control strategies for both diseases.

    The Markov chain’s first order principle has been widely used to model various meteorological fields, for prediction purposes. In this study, a 14-year (2000-2013) data of daily maximum temperatures in Bayan Lepas were used. Earlier studies showed that the outdoor thermal comfort range based on physiologically equivalent temperature (PET) index in Malaysia is less than 34°C, thus the data obtained were classified into two state: normal state (within thermal comfort range) and hot state (above thermal comfort range). The long-run results show the probability of daily temperature exceed TCR will be only 2.2%. On the other hand, the probability daily temperature within TCR will be 97.8%.

    Abstract: Strategic environmental assessment (SEA) for offshore oil and gas planning and development is utilized in select international jurisdictions, but the sector has received limited attention in the SEA literature. While the potential benefits of and rationale for SEA are well argued, there have been few empirical studies of SEA processes for the offshore sector. Hence, little is known about the efficacy of SEA offshore, in particular its influence on planning and development decisions. This paper examines SEA practice and influence in three international offshore systems: Norway, Atlantic Canada and the United Kingdom, with the intent to identify the challenges, lessons and opportunities for advancing SEA in offshore planning and impact assessment.     This study focuses on the levels of heavy metals in seawater and selected fish tissue at Pulau Indah, Selangor, Malaysia. Pulau Indah primarily contains Westport (Malaysia’s major port), and a host of full scales factories. Therefore, it is important to monitor the levels of pollution in this water body and the aquatic organisms in the long term effects, due to the human activities in this area. Water samples in this study were taken from 8 locations along the coastal area. The water samples were collected using water sampler and sampling locations were determined using a Global Positioning system (GPS). Similarly, in situ water quality parameters including temperature, dissolve oxygen (DO), salinity, total suspended solid (TSS), pH and turbidity were measured by using portable multi probes meter. Then, the samples were acidified until pH 2 and filtered. Fish samples were purchased from local fisherman along the Pulau Indah coastal area and samples were digested using concentrated nitric acid in wet digestion method. The levels of selected heavy metals in four species of fish and seawater from Pulau Indah coastal area were determined using Inductive Coupled Plasma Mass Spectrometer (ICPMS) after dilution to the samples. In general, the quality of water at Pulau Indah is lower than Malaysia Marine Water Quality Standard except for few locations were higher than the maximum permissible levels. The concentration of heavy metals which are lead (Pb), copper (Cu), zinc (Zn) and uranium (U) in water samples are in the range of 0.36-5.43 µg/L, 75.20-621.58 µg/L, 11.92-30.52 µg/L, and 4.00-4.65 µg/L respectively. While the results of the four selected fish showed the following order of abundance Zn> U> Cu> Pb. Transfer factor (TF) of heavy metals in fish tissue of selected fish species from the water was discussed.     Understanding the amount of ultraviolet (UV) radiation received by human, plant, and animal organisms near the earth’s surface is important to a wide range of fields such as cancer research, agriculture and forestry. The solar ultraviolet spectral irradiance at ground level was measured using the Avantes spectrometer for the period of January to March 2014 at Bangi (2°55´N, 101°46´E, 50 m above sea level) in Malaysia. These data were used to estimate the diurnal variation of UV irradiance (300 – 400 nm). The maximum irradiance of UV radiation was 45 W m{sup −2} on horizontal surface. The maximum irradiance of UV received in the local noon time, and the minimum values of UV irradiance was received in the local morning time. It is found a bigger value of UV radiation was observed on clear sky in January. The estimation of daily flux average of UV irradiance was (921± 91) kJ m{sup −2}.

    This study employed contingent valuation method to estimate the willingness to pay (WTP) of the households to improve the waste collection system in Kuala Lumpur, Malaysia. The objective of this study is to evaluate how household WTP changes when recycling and waste separation at source is made mandatory. The methodology consisted of asking people directly about their WTP for an additional waste collection service charge to cover the costs of a new waste management project. The new waste management project consisted of two versions: version A (recycling and waste separation is mandatory) and version B (recycling and waste separation is not mandatory). The households declined their WTP for version A when they were asked to separate the waste at source although all the facilities would be given to them for waste separation. The result of this study indicates that the households were not conscious about the benefits of recycling and waste separation. Concerted efforts should be taken to raise environmental consciousness of the households through education and more publicity regarding waste separation, reducing and recycling.

    In recent years, modeling in long memory properties or fractionally integrated processes in stochastic volatility has been applied in the financial time series. A time series with structural breaks can generate a strong persistence in the autocorrelation function, which is an observed behaviour of a long memory process. This paper considers the structural break of data in order to determine true long memory time series data. Unlike usual short memory models for log volatility, the fractional Ornstein-Uhlenbeck process is neither a Markovian process nor can it be easily transformed into a Markovian process. This makes the likelihood evaluation and parameter estimation for the long memory stochastic volatility (LMSV) model challenging tasks. The drift and volatility parameters of the fractional Ornstein-Unlenbeck model are estimated separately using the least square estimator (lse) and quadratic generalized variations (qgv) method respectively. Finally, the empirical distribution of unobserved volatility is estimated using the particle filtering with sequential important sampling-resampling (SIR) method. The mean square error (MSE) between the estimated and empirical volatility indicates that the performance of the model towards the index prices of FTSE Bursa Malaysia KLCI is fairly well.

    In general, Proton as an automotive company needs to forecast future demand of the car to assist in decision making related to capacity expansion planning. One of the forecasting approaches that based on judgemental or subjective factors is normally used to forecast the demand. As a result, demand could be overstock that eventually will increase the operation cost; or the company will face understock, which resulted losing their customers. Due to automotive industry is very challenging process because of high level of complexity and uncertainty involved in the system, an accurate tool to forecast the future of automotive demand from the modelling perspective is required. Hence, the main objective of this paper is to forecast the demand of automotive Proton car industry in Malaysia using system dynamics approach. Two types of intervention namely optimistic and pessimistic experiments scenarios have been tested to determine the capacity expansion that can prevent the company from overstocking. Finding from this study highlighted that the management needs to expand their production for optimistic scenario, whilst pessimistic give results that would otherwise. Finally, this study could help Proton Edar Sdn. Bhd (PESB) to manage the long-term capacity planning in order to meet the future demand of the Proton cars.

The main purpose of this article is to review and assess the content of this legislation and the guidelines produced by the Federal Environmental Protection Agency (FEPA), the institution responsible for EIA administration. Some EIA reports have been prepared and reviewed by FEPA since 1994. There are some positive outcomes and expectations, but some problems have been identified as well, including: deliberate restriction of public involvement and participation by proponents and/or their consultants, interagency conflict leading to high cost and project delays especially in the oil industry, and restriction of public access to final EIA reports. These are discussed, and recommendations for improving the process are made.

    The F23 gas field is located 178 km north-northwest of Bintulu in the central Luconia province, offshore Sarawak. The accumulation consists of a late Miocene layered platform-type carbonate buildup 22 km[sup 2] and a maximum gas thickness of over 1000 ft. Eleven development wells and one observation well were completed in 1983, with initial gas delivery to Malaysia LNG in October 1983. Annual TDT surveys are conducted in the observation well to monitor the movement of the GWC in the central area of the field. As of April 1992, a cumulative rise of 25 ft was observed. This contrasts with material balance calculations predicted rise of some 60 ft based on Sgr of 50% inferred from core measurements. Among the potential explanations were irregular bottom-water encroachment, preferential flank water advance, or larger GIIP. As all had potentially important consequences to depletion strategy and ultimate reserves, multidiscipline studies were initiated. Time-lapse seismic data were used to better determine the existing fluid levels across the field and reservoir simulation studies were used to match observation well data and predict future reservoir behavior. Concurrent reservoir and simulation studies suggested that the material balance and observation well data could be reconciled by (1) a reduced aquifer, and/or increased GIIP, and/or a lower residual gas saturation, or (2) preferential flank water influx due to internal low-permeability layers. As (1) would not lead to early water breakthrough, the simulation effort was aimed to investigate (2), the possibility and implications of early edge water breakthrough via the flank zone.

    Neutron Activation Analysis (NAA) had been established in Nuclear Malaysia since 1980s. Most of the procedures established were done manually including sample registration. The samples were recorded manually in a logbook and given ID number. Then all samples, standards, SRM and blank were recorded on the irradiation vial and several forms prior to irradiation. These manual procedures carried out by the NAA laboratory personnel were time consuming and not efficient. Sample registration software is developed as part of IAEA/CRP project on ‘Development of Process Automation in the Neutron Activation Analysis (NAA) Facility in Malaysia Nuclear Agency (RC17399)’. The objective of the project is to create a pc-based data entry software during sample preparation stage. This is an effective method to replace redundant manual data entries that needs to be completed by laboratory personnel. The software developed will automatically generate sample code for each sample in one batch, create printable registration forms for administration purpose, and store selected parameters that will be passed to sample analysis program. The software is developed by using National Instruments Labview 8.6.

  12. B2, B7 or B10: Which palm-based blend mandate wise to be chosen in Malaysia?

    The diminishing fossil energy resources, coupled with heightened interest in the abatement of greenhouse gas emissions and concerns about energy security have motivated Malaysia to produce palm-based biodiesel and it has been started to be exported since 2006. In line with this issue, the government in Malaysia launched the palm-based biodiesel blending mandate of five percent (B5) in the federal administration of Putrajaya on 1{sup st} June 2011. This was then followed by four states: Malacca on July 11, Negeri Sembilan on August 1, Kuala Lumpur on September 1 and Selangor on October 1 of the same year but it is yet to be implemented nationwide. However what is the wise blend mandate to be chosen? Thus, this paper seeks to examine the possible impact of various blend mandates implementation (B2, B7 and B10) on the palm oil industry market variables (stock and price) since the main aim of biodiesel industry in Malaysia is to reduce domestic palm oil stock to below one million tones and provide a floor price to support Crude Palm Oil (CPO) prices at RM2,000 per tonne. A structural econometric model consisting of nine structural equations and three identities was proposed in this study. The model has been estimated by two stage least squares (2SLS) method using annual data for the period 1976-2013. The study indicates that counterfactual simulation of a decrease from B5 to B2 predicts a decrease (11.2 per cent) in CPO domestic consumption for biodiesel usage, 731.02 per cent reduction in CPO stock and an increase of 27.41 percent in domestic price of CPO. However the increase in the blend mandate from B5 to B7 and B10 suggest that domestic consumption of CPO for biodiesel purpose increase 7.40 and 18.55 percent respectively. The interesting findings in this study suggest that no matter whether Malaysian government increase or decrease the blend mandate the increase in the price of CPO are the same with an increase of is 27.41 percent.     Presently, Nigeria is one of the fastest growing Telecom markets in the world. The country's teledensity increased from a mere 0.4 in 1999 to 10 in 2005 following the liberalization of the Telecom sector in 2001. More than 25 million new digital mobile lines have been connected by June 2006. Large quantities of mobile phones and accessories including secondhand and remanufactured products are being imported to meet the pent-up demand. This improvement in mobile telecom services resulted in the preference of mobile telecom services to fixed lines. Consequently, the contribution of fixed lines decreased from about 95% in year 2000 to less than 10% in March 2005. This phenomenal progress in information technology has resulted in the generation of large quantities of electronic waste (e-waste) in the country. Abandoned fixed line telephone sets estimated at 120,000 units are either disposed or stockpiled. Increasing quantities of waste mobile phones estimated at 8 million units by 2007, and accessories will be generated. With no material recovery facility for e-waste and/or appropriate solid waste management infrastructure in place, these waste materials end up in open dumps and unlined landfills. These practices create the potential for the release of toxic metals and halocarbons from batteries, printed wiring boards, liquid crystal display and plastic housing units. This paper presents an overview of the developments in the Nigerian Telecom sector, the material in-flow of mobile phones, and the implications of the management practices for wastes from the Telecom sector in the country.

    It is important to evaluate the potential of drug hypersensitivity as well as other adverse effects during the preclinical stage of the drug development process, but validated methods are not available yet. In the present study we examined whether it would be possible to develop a new predictive model of drug hypersensitivity using Brown Norway (BN) rats. As representative drugs with hypersensitivity potential in humans, phenytoin (PHT), carbamazepine (CBZ), amoxicillin (AMX), and sulfamethoxazole (SMX) were orally administered to BN rats for 28 days to investigate their effects on these animals by examinations including observation of clinical signs, hematology, determination of serum IgE levels, histology, and flow cytometric analysis. Skin rashes were not observed in any animals treated with these drugs. Increases in the number of circulating inflammatory cells and serum IgE level did not necessarily occur in the animals treated with these drugs. However, histological examination revealed that germinal center hyperplasia was commonly induced in secondary lymphoid organs/tissues in the animals treated with these drugs. In cytometric analysis, changes in proportions of lymphocyte subsets were noted in the spleen of the animals treated with PHT or CBZ during the early period of administration. The results indicated that the potential of drug hypersensitivity was identified in BN rat by performing histological examination of secondary lymphoid organs/tissues. Data obtained herein suggested that drugs with hypersensitivity potential in humans gained immune reactivity in BN rat, and the germinal center hyperplasia induced by administration of these drugs may serve as a predictive biomarker for drug hypersensitivity occurrence. - Highlights: We tested Brown Norway rats as a candidate model for predicting drug hypersensitivity.     This paper reports that despite new internal rankings, the North Sea has maintained its position as the world's fourth largest oil producing province behind the Middle East, the Soviet Union, and the U.S. Average production remains 3.7-4 million b/d. During 1991, however, sources of production within the total have shifted significantly. Britain no longer tops the North Sea production table. Early this year, major offshore shutdowns required for installation of mandatory safety equipment slashed production. At the same time, Norwegian output remained just below 1.95 million b/d, exceeding flow from neighboring U.K. waters for the first time since the mid- 1970s.

    According to a U.S. Office of Technology Assessment report, Nigeria, Indonesia, Australia, Malaysia, Trinidad, Colombia, and Chile are the most likely sources of U.S. imports of LNG, although the areas with the greatest amounts of exportable surplus LNG are the Persian Gulf, with > 231 trillion cu ft/yr, and the U.S.S.R., with 439 trillion cu ft/yr. The import of LNG would increase the U.S. balance of payments deficit, but LNG imports seem preferable to oil imports. LNG producers have a tendency to sell to Europe or Japan, since these areas are closer to the LNG sources. Maritime Administration and Export-Import Bank programs favor the use of domestic rather than foreign LNG tankers, which tends to reduce the financial stake of foreign suppliers in uninterrupted deliveries. Exportable LNG surpluses (in trillions of cu ft/yr) include: Algeria, 8; Nigeria, 33; Southeast Asia, 41; and Western Hemisphere, 19.

    Aromatic rice (Oryza sativa L.) is considered as the best quality premium rice. The varieties are preferred by consumers because of its preference criteria such as shape, colour, distinctive aroma and flavour. The price of aromatic rice is higher than ordinary rice due to its special needed growth condition for instance specific climate and soil. Presently, the aromatic rice quality is identified by using its key elements and isotopic variables. The rice can also be classified via Gas Chromatography Mass Spectrometry (GC-MS) or human sensory panels. However, the uses of human sensory panels have significant drawbacks such as lengthy training time, and prone to fatigue as the number of sample increased and inconsistent. The GC–MS analysis techniques on the other hand, require detailed procedures, lengthy analysis and quite costly. This paper presents the application of in-house developed Electronic Nose (e-nose) to classify new aromatic rice varieties. The e-nose is used to classify the variety of aromatic rice based on the samples odour. The samples were taken from the variety of rice. The instrument utilizes multivariate statistical data analysis, including Principal Component Analysis (PCA), Linear Discriminant Analysis (LDA) and K-Nearest Neighbours (KNN) to classify the unknown rice samples. The Leave-One-Out (LOO) validation approach is applied to evaluate the ability of KNN to perform recognition and classification of the unspecified samples. The visual observation of the PCA and LDA plots of the rice proves that the instrument was able to separate the samples into different clusters accordingly. The results of LDA and KNN with low misclassification error support the above findings and we may conclude that the e-nose is successfully applied to the classification of the aromatic rice varieties.

    The concentration and areal distribution of selected metals (Pb, Zn, Cu, Cd, Ni, Fe, and Cr) in the sediments of the Calabar River were studied to determine the extent of anthropogenic input and to estimate the effects of dumping industrial waste materials into the river. The concentrations of Pb, Zn, and Cu indicate relatively moderate pollution mainly on the left-hand side of the river while Ni, Cr, Co, Cd, and Fe levels are below values found to have adverse effects on the lives of marine biota. High metal contents are found close to industrial establishments and so enhanced metal concentrations are related to industrial sewage and metal leaching from garbage and solid waste dumps. 15 refs., 6 figs., 5 tabs.

    This volume contains detailed case-studies of the history and prospects for natural gas utilization in eight developing countries: Argentina, Egypt, Malaysia, Nigeria, Pakistan, Tanzania, Thailand and Tunisia. All of these countries have been visited by members of the research team, with the exception of Pakistan. Running through all the case-histories is the importance of defining a clear market for the gas. In some cases this can prove remarkably difficult, especially when the oil price is relatively low. In other cases a market does exist, but is very limited in relation to the size of available reserves. The other theme which recurs over and over again is the importance of the relationship between the government and its agencies, and the foreign oil companies which are involved in exploration and development of gas reserves. These two issues are addressed in detail in each case study. But it is also the case that each country highlights specific aspects of the gas story.

    It is asserted that oil companies claim to be generally receptive to gas development proposals; however, the lack of potential markets for gas, problems of foreign exchange convertibility, and lack of a legal framework often hinders their engagement. Governments, on the other hand, need to secure domestic energy supply and, if possible, gain some export earnings or royalties. An extensive discussion on the principles of pricing and fiscal regimes, potential points of disagreement is provided. A course of action is outlined from the managerial point of view to circumvent the most common pitfalls in planning and financing a gas project. Eight very detailed case studies are presented for Argentina, Egypt, Malaysia, Nigeria, Pakistan, Tanzania, Tunisia and Thailand.

    The whole cycle of the decommissioning process development of repository requires the relevant bodies to have a financial system to ensure that it has sufficient funds for its whole life cycle (over periods of many decades). Therefore, the financing mechanism and management system shall respect the following status: the national position, institutional and legislative environment, technical capabilities, the waste origin, ownership, characteristics and inventories. The main objective of the studies is to focus on the cost considerations, alternative funding managements and mechanisms, technical and non-technical factors that may affect the repository life-cycle costs. As a conclusion, the outcomes of this paper is to make a good recommendation and could be applied to the national planners, regulatory body, engineers, or the managers, to form a financial management plan for the decommissioning of the Nuclear Installation.

    Environmental Pollution from anthropogenic activities has contributed greatly towards the loss of biodiversity, and some organisms are at the verge of extinction and total extermination. Used oil as one of the wastes from automobile engines have contribute immensely towards the degradation of the environment and the problem of this has been traced to the poor handling of used oil and the ignorance of the major disposers of this used-oil. Out of 20 automobile mechanics interviewed in this study, 60% admitted that they dispose of used-oil on the land, 30% said that they sell it and only 10% acknowledge that they reuse it. On the issue of awareness about recycling, 50% admitted that they are aware, 30% claimed ignorance while 20% do not see the need for recycling. While considering storage method, 55% said that they do not store used oil, 25% store it in a metal drum, and 20% store in plastic drum. The mechanics estimated that about 418 cars are serviced weekly and a total of 1628.50 litres of used-oil are produced. For this result it is worth knowing that indiscriminate disposal of used oil as is commonly observed in our society can be of great environmental concern.

    Several OPEC producers made good on their promises to replace 2.7 MMbpd of oil exports that vanished from the world market after Iraq took over Kuwait. Even more incredibly, they accomplished this while a breathtaking 1.2- MMbopd reduction in Soviet output took place during the course of 1991. After Abu Dhabi, Indonesia, Iran, Libya, Nigeria, Saudi Arabia and Venezuela turned the taps wide open, their combined output rose 2.95 MMbopd. Put together with a 282,000-bopd increase by Norway and contributions from smaller producers, this enabled world oil production to remain within 400,000 bopd of its 1990 level. The 60.5-MMbopd average was off by just 0.7%. This paper reports that improvement took place in five of eight regions. Largest increases were in Western Europe and Africa. Greatest reductions occurred in Eastern Europe and the Middle East. Fifteen nations produced 1 MMbopd or more last year, compared with 17 during 1990.

    The primary aim of this study was to determine the extent and levels of exposure to volatile organic compounds (VOCs) from automobile emissions in a group of immigration officers at a busy cross-border checkpoint. A majority (80%) of the workers monitored were exposed to benzene at levels between 0.01 and 0.5 ppm, with only 1.2% exceeding the current Occupational Safety and Health Administration occupational exposure limit of 1 ppm. The geometric mean (GM) concentrations of 8-hr time-weighted average exposure were 0.03 ppm, 0.9 ppm, and 2.46 ppm for methyl-tert-butyl ether (MTBE), benzene, and total hydrocarbons (THC), respectively. The highest time-weighted average concentrations measured were 1.05 ppm for MTBE, 2.01 ppm for benzene, and 34 ppm for THC. It was found that motorbikes emitted a more significant amount of pollutants compared with motor cars. On average, officers at the motorcycle booths were exposed to four to five times higher levels of VOCs (GMs of 0.07 ppm, 0.23 ppm, and 4.7 ppm for MTBE, benzene, and THC) than their counterparts at the motor car booths (GMs of 0.01 ppm, 0.05 ppm, and 1.5 ppm). The airborne concentrations of all three pollutants correlated with the flow of vehicle traffic. Close correlations were also noted for the concentrations in ambient air for the three pollutants measured. Benzene and MTBE had a correlation coefficient of 0.97. The overall findings showed that the concentrations of various VOCs were closely related to the traffic density, suggesting that they were from a common source, such as exhaust emissions from the vehicles. The results also indicated that although benzene, MTBE, and THC are known to be volatile, a significant amount could still be detected in the ambient environment, thus contributing to our exposure to these compounds. 4 refs., 6 figs.

    This report builds from a similar previous analysis (Schwabe et al., 2011) exploring the differences in cost of wind energy in 2008 among countries participating in IEA Wind Task 26 at that time. The levelized cost of energy (LCOE) is a widely recognized metric for understanding how technology, capital investment, operations, and financing impact the life-cycle cost of building and operating a wind plant. Schwabe et al. (2011) apply a spreadsheet-based cash flow model developed by the Energy Research Centre of the Netherlands (ECN) to estimate LCOE. This model is a detailed, discounted cash flow model used to represent the various cost structures in each of the participating countries from the perspective of a financial investor in a domestic wind energy project. This model is used for the present analysis as well, and comparisons are made for those countries who contributed to both reports, Denmark, Germany, and the United States.

    Fluvial sandstones constitute one of the major clastic petroleum reservoir types in many sedimentary basins around the world. This study is based on the analysis of high-resolution, shallow (seabed to 500 m depth) 3D seismic data which generated three-dimensional (3D) time slices that provide exceptional imaging of the geometry, dimension and temporal and spatial distribution of fluvial channels. The study area is in the northeast of Malay Basin about 280 km to the east of Terengganu offshore. The Malay Basin comprises a thick (> 8 km), rift to post-rift Oligo-Miocene to Pliocene basin-fill. The youngest (Miocene to Pliocene), post-rift succession is dominated by a thick (15 km), cyclic succession of coastal plain and coastal deposits, which accumulated in a humid-tropical climatic setting. This study focuses on the Pleistocene to Recent (500 m thick) succession, which comprises a range of seismic facies analysis of the two-dimensional (2D) seismic sections, mainly reflecting changes in fluvial channel style and river architecture. The succession has been divided into four seismic units (Unit S1-S4), bounded by basin-wide strata surfaces. Two types of boundaries have been identified: 1) a boundary that is defined by a regionally-extensive erosion surface at the base of a prominent incised valley (S3 and S4); 2) a sequence boundary that is defined by more weakly-incised, straight and low-sinuosity channels which is interpreted as low-stand alluvial bypass channel systems (S1 and S2). Each unit displays a predictable vertical change of the channel pattern and scale, with wide low-sinuosity channels at the base passing gradationally upwards into narrow high-sinuosity channels at the top. The wide variation in channel style and size is interpreted to be controlled mainly by the sea-level fluctuations on the widely flat Sunda land Platform.

Therefore, the purpose of this study was to measure the impact of the oil industry on the inhabitants of the oil-producing areas as measured by certain ecological factors. The factors considered were education, health, housing, power, roads, water, and pollution. The selected socio-economic factors are thought to influence the social well being of the inhabitants.

    Recent years have witnessed a growing recognition of the link between emissions of carbon dioxide (CO{sub 2}) and changes in the global climate. of all anthropogenic activities, energy production and use generate the single largest portion of these greenhouse gases. Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world`s share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist, energy demand in developing nations will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. A combined study was carried out for the countries of the Gulf Cooperation Council (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates).
