This project allowed the City of Las Vegas to purchase electric and plug-in hybrid electric vehicles and associated electric vehicle charging infrastructure. Implications for decision making in three areas related to policy towards greenhouse gas emissions are discussed from the perspective of the electric industry. The first area addresses economic factors in the electric industry. The second concerns the interrelationship of energy, electricity and the environment, and the global climate change issue. The third addresses the global context of the issue. It is concluded that a comprehensive examination of international implications of governmental policy should be made before implementation of carbon emissions limitations, and that limiting electricity demand could negatively affect economic growth and the environment.

Usage of Electric Vehicle Supply Equipment Along the Corridors between the EV Project Major Cities

The report explains how the EVSE are being used along the corridors between the EV Project cities. The EV Project consists of a nationwide collaboration between Idaho National Laboratory (INL), ECOtality North America, Nissan, General Motors, and more than 40 other city, regional and state governments, and electric utilities. The purpose of the EV Project is to demonstrate the deployment and use of approximately 14,000 Level II (208-240V) electric vehicle supply equipment (EVSE) and 300 fast chargers in 16 major cities. This research investigates the usage of all currently installed EV Project commercial EVSE along major interstate corridors. ESRI ArcMap software products are utilized to create geographic EVSE data layers for analysis and visualization of commercial EVSE usage. This research locates the crucial interstate corridors lacking sufficient commercial EVSE and targets locations for future commercial EVSE placement. The results and methods introduced in this research will be used by INL for the duration of the EV Project.

And why do we think it's so important that this country, especially THIS part of the country, be leaders in the adoption of EVs? Is it that we all just happen to like driving polluting golf carts? The answer is that, like most everyone else, most of us here at PNNL drive to work every day, and like most people, we care about the cost of gasoline and the impact that burning imported oil has on the environment and on our foreign policy. The reality is that electric vehicles are simply more efficient, pollute much less, use locally-generated energy, and cost MUCH less to drive.

The EIS alternatives, called commitment-level alternatives, reflect combinations of capacity and energy that would feasibly and reasonably fulfill Westerns firm power marketing responsibilities, needs, and statutory obligations. The viability of these alternatives relates directly to the combination of generation capability of the SLCA/IP with energy purchases and interchange. The economic and natural resource assessments in this environmental impact statement (EIS) include an analysis of commitment-level alternatives. Impacts of the no-action alternative are also assessed. Supply options, which include combinations of electrical power purchases and hydropower operational scenarios reflecting different operations of the dams, are also assessed. Risk perception & strategic decision making :general insights, a framework, and specific application to electricity generation using nuclear energy.

The objective of this report is to promote increased understanding of decision making processes and hopefully to enable improved decision making regarding high-consequence, highly sophisticated technological systems. This report brings together insights regarding risk perception and decision making across domains ranging from nuclear power technology safety, cognitive psychology, economics, science education, public policy, and neural science (to name a few). It forms them into a unique, coherent, concise framework, and list of strategies to aid in decision making. It is suggested that all decision makers, whether ordinary citizens, academics, or political leaders, ought to cultivate their abilities to separate the wheat from the chaff in these types of decision making instances. The wheat includes proper data sources and helpful human decision making heuristics; these should be sought. The chaff includes ''unhelpful biases'' that hinder proper interpretation of available data and lead people unwittingly toward inappropriate decision making ''strategies''; obviously, these should be avoided. It is further proposed that successfully accomplishing the wheat vs. chaff separation is very difficult, yet tenable. This report hopes to expose and facilitate navigation away from decision-making traps which often ensnare the unwary. Furthermore, it is emphasized that one's personal decision making biases can be examined, and tools can be provided allowing better means to generate, evaluate, and select among decision options. Many examples in this report are tailored to the energy domain (esp. nuclear power for electricity generation). The decision making framework and approach presented here are applicable to any high-consequence, highly sophisticated technological system.

The present invention relates to a metal-oxide ceramic composition useful in induction heating applications for treating uranium and uranium alloys. The ceramic composition is electrically conductive at room temperature and is nonreactive with molten uranium. The composition is prepared from a particulate admixture of 20 to 50 vol. % niobium and zirconium oxide which may be stabilized with an addition of a further oxide such as magnesium oxide, calcium oxide, or yttria. The composition is prepared by blending the powders, pressing or casting the blend into the desired product configuration, and then sintering the casting or compact in an inert atmosphere. In the casting operation, calcium aluminate is preferably added to the admixture in place of a like quantity of zirconia for providing a cement to help maintain the integrity of the sintered product.

Drivers and fleet managers across the country are looking for ways to reduce petroleum use, fuel costs, and vehicle emissions. This guide features model-specific information about vehicle specs, manufacturer suggested retail price (MSRP), fuel economy, and emissions. You can use this information to compare vehicles and help inform your buying decisions. This guide includes city and highway fuel economy estimates from the U.S. Environmental Protection Agency (EPA). The estimates are based on laboratory tests conducted by manufacturers in accordance with federal regulations. EPA retests about 10% of vehicle models to confirm manufacturer results. Fuel economy estimates are also available on FuelEconomy.gov. For some newer vehicle models, EPA data was not available at the time of this guide's publication; in these cases, manufacturer estimates are provided, if available.

The study areas included portions of the Green River (Flaming Gorge Dam to Cub Creek) in Utah and Colorado and the Gunnison River (Blue Mesa Reservoir to Crystal Dam) in Colorado. All previous archaeological surveys and previously recorded prehistoric and historic sites, structures, and features were inventoried and plotted on maps (only survey area maps are included in this report). The surveys were classified by their level of intensity, and the sites were classified according to their age, type, and contents. These data (presented here in tabular form) permit a general assessment of the character and distribution of archaeological remains in the study areas, as well as an indication of the sampling basis for such an assessment. To provide an adequate context for the descriptions of the archaeological and historic sites, this report also presents overviews of the environmental setting and the regional prehistory, history, and ethnography for each study area.

Clean Cities is a government-industry partnership sponsored by the U.S. Department of Energy's (DOE) Vehicle Technologies Program, which is part of the Office of Energy Efficiency and Renewable Energy. Working with its network of about 100 local coalitions and more than 6,500 stakeholders across the country, Clean Cities delivers on its mission to reduce petroleum consumption in on-road transportation. In its work to reduce petroleum use, Clean Cities focuses on a portfolio of technologies that includes electric drive, propane, natural gas, renewable natural gas/biomethane, ethanol/E85, biodiesel/B20 and higher-level blends, fuel economy, and idle reduction. Over the past 17 years, Clean Cities coalitions have displaced more than 2.4 billion gallons of petroleum; they are on track to displace 2.5 billion gallons of gasoline per year by 2020. This Clean Cities Strategic Plan lays out an aggressive five-year agenda to help DOE Clean Cities and its network of coalitions and stakeholders accelerate the deployment of alternative fuel and advanced technology vehicles, while also expanding the supporting infrastructure to reduce petroleum use. Today, Clean Cities has a far larger opportunity to make an impact than at any time in its history because of its unprecedented $300 million allocation for community-based deployment projects from the American Recovery and Reinvestment Act (ARRA) (see box below). Moreover, the Clean Cities annual budget has risen to $25 million for FY2010 and $35 million has been requested for FY2011. Designed as a living document, this strategic plan is grounded in the understanding that priorities will change annually as evolving technical, political, economic, business, and social considerations are woven into project decisions and funding allocations. The plan does not intend to lock Clean Cities into pathways that cannot change. Instead, with technology deployment at its core, the plan serves as a guide for decision-making at both the national and local levels of Clean Cities over the next five years. The plan recognizes the need for flexibility and sets out a strategic direction that will build on the progress of current technologies and new opportunities presented in emerging fuels and technologies, such as hydrogen and fuel cells, as well as new niche markets such as off-road applications that build additional throughput at existing alternative fuel stations.

Brochure describes the Clean Cities program and includes the contact information for its 85 coalitions. Sponsored by the U.S. Department of Energy's (DOE) Vehicle Technologies Program (VTP), Clean Cities is a government-industry partnership that reduces petroleum consumption in the transportation sector. Clean Cities contributes to the energy, environmental, and economic security of the United States by supporting local decisions to reduce our dependence on imported petroleum. Established in 1993 in response to the Energy Policy Act (EPAct) of 1992, the partnership provides tools and resources for voluntary, community-centered programs to reduce consumption of petroleum-based fuels. In nearly 100 coalitions, government agencies and private companies voluntarily come together under the umbrella of Clean Cities. The partnership helps all parties identify mutual interests and meet the objectives of reducing the use of petroleum, developing regional economic opportunities, and improving air quality. Clean Cities deploys technologies and practices developed by VTP. These include idle-reduction equipment, electric-drive vehicles, fuel economy measures, and renewable and alternative fuels, such as natural gas, liquefied petroleum gas (propane), electricity, hydrogen, biofuels, and biogas. Idle-reduction equipment is targeted primarily to buses and heavy-duty trucks, which use more than 2 billion gallons of fuel every year in the United States while idling. Clean Cities fuel economy measures include public education on vehicle choice and fuel-efficient driving practices.

Energize Phoenix (EPHX) was designed as an ambitious, large-scale, three-year pilot program to provide energy efficiency upgrades in buildings, along Phoenixís new Light Rail Corridor Ė part of a federal effort to reduce energy consumption and stimulate job growth, while simultaneously reducing the countryís carbon footprint and promoting a shift towards a green economy. The program was created through a 2010 competitive grant awarded to the City of Phoenix who managed the program in partnership with Arizona State University (ASU), the stateís largest university, and Arizona Public Service (APS), the stateís largest electricity provider. The U.S. Department of Energy (DOE) Better Buildings Neighborhood Program (BBNP) and the American Recovery and Reinvestment Act (ARRA) of 2009 provided $25M in funding for the EPHX program. The Light Rail Corridor runs through the heart of downtown Phoenix, making most high-rise and smaller commercial buildings eligible to participate in the EPHX program, along with a diverse mix of single and multi-family residential buildings. To ensure maximum impact and deeper market penetration, Energize Phoenix was subdivided into three unique parts: i. commercial rebate program, ii. commercial financing program, and iii. residential program Each component was managed by the City of Phoenix in partnership with APS. Phoenix was fortunate to partner with APS, which already operated robust commercial and residential rebate programs within its service territory. Phoenix tapped into the existing utility contractor network, provided specific training to over 100 contracting firms, and leveraged the APS rebate program structure (energy efficiency funding) to launch the EPHX commercial and residential rebate programs. The commercial finance program was coordinated and managed through a contract with National Bank of Arizona, NBAZ, which also provided project capital leveraging EPHX finance funds. Working in unison, approved contractors jointly produced more than 161,000 labor hours in pursuit of EPHX goals over the life of the project. Labor hours were spread among electricians, heating, ventilating and air-conditioning (HVAC) technicians, marketing professionals, engineers, sales, and administrative support staff across the approved contractor workforce. Program participants received both the utility rebate along with the EPHX rebate, and depending on project size and utility rebate structure some projects resulted in low to no-cost upgrades for customers. Phoenix also partnered with ASU, a grant sub-recipient, to leverage the institutionís expertise in research and data analysis. In this partnership, ASU accepted marketing responsibilities for the grant and partnered with DRA Communications (DRA), a Phoenix-based marketing firm, to create and communicate the message out to the marketplace. The EPHX program has completed its energy upgrade activities. A review of the work completed by ASU revealed that the EPHX program substantially exceeded the programís stated goals by retrofitting/upgrading over 33 million sq ft of commercial space (30 million sq ft goal exceeded by 11%) and 2,014 residential units (1,700 unit goal exceeded by 18%) along the Light Rail Corridor. The program helped stimulate economic growth by adding $31million to the local economy and enhanced an already robust energy efficiency contractor network. This contractor network will continue to promote utility energy incentives to sustain energy efficiency upgrade activities in the future. Finally, EPHX helped reduce participants annual energy consumption by 135 million kilowatt-hour (kWh) translating into over $12.5 million of annual energy cost avoidance for the community. This also resulted in projected payback period of 4.5 years for total investment by all parties and reduced greenhouse gas emissions by over 95,000 metric tons of carbon dioxide equivalent (CO2e).

Clean Cities helped Boston, San Antonio, and Cambridge create hybrid taxi programs. The hybrid taxis are able to achieve about twice the gas mileage of a conventional taxi while helping cut gasoline use and fuel costs. Coordinators submit a range of data that characterizes the membership, funding, projects, and activities of their coalitions. Naturalistic Decision Making for Power System Operators

Motivation Ė Investigations of large-scale outages in the North American interconnected electric system often attribute the causes to three Tís: Trees, Training and Tools. To document and understand the mental processes used by expert operators when making critical decisions, a naturalistic decision making (NDM) model was developed. Transcripts of conversations were analyzed to reveal and assess NDM-based performance criteria. Findings/Design Ė An item analysis indicated that the operatorsí Situation Awareness Levels, mental models, and mental simulations can be mapped at different points in the training scenario. This may identify improved training methods or analytical/ visualization tools. Originality/Value Ė This study applies for the first time, the concepts of Recognition Primed Decision Making, Situation Awareness Levels and Cognitive Task Analysis to training of electric power system operators. Take away message Ė The NDM approach provides a viable framework for systematic training management to accelerate learning in simulator-based training scenarios for power system operators and teams.

Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

This document is the final report of the solar energy heating and hot water system installed at the Kansas City Fire Station, Number 24, 2309 Hardesty Street, Kansas City, Missouri. The solar system was designed to provide 47 percent of the space heating, 8800 square feet area and 75 percent of the domestic hot water (DHW) load. The solar system consists of 2808 square feet of Solaron, model 2001, air, flat plate collector subsystem, a concrete box storage subsystem which contains 1428 cubic feet of 1/2 inch diameter pebbles weighing 71 1/2 tons, a DHW preheat tank, blowers, pumps, heat exchangers, air ducting, controls and associated plumbing. Two 120-gallon electric DHW heaters supply domestic hot water which is preheated by the solar system. Auxiliary space heating is provided by three electric heat pumps with electric resistance heaters and four 30-kilowatt electric unit heaters. There are six modes of system operation. This project is part of the Department of Energy PON-1 Solar Demonstration Program with DOE cost sharing $154,282 of the $174,372 solar system cost. The Final Design Review was held March 1977, the system became operational March 1979 and acceptance test was completed in September 1979.

Interconnecting PV on New York City's Secondary Network Distribution System

The U.S. Department of Energy (DOE) has teamed with cities across the country through the Solar America Cities (SAC) partnership program to help reduce barriers and accelerate implementation of solar energy. The New York City SAC team is a partnership between the City University of New York (CUNY), the New York City Mayor s Office of Long-term Planning and Sustainability, and the New York City Economic Development Corporation (NYCEDC).The New York City SAC team is working with DOE s National Renewable Energy Laboratory (NREL) and Con Edison, the local utility, to develop a roadmap for photovoltaic (PV) installations in the five boroughs. The city set a goal to increase its installed PV capacity from1.1 MW in 2005 to 8.1 MW by 2015 (the maximum allowed in 2005). A key barrier to reaching this goal, however, is the complexity of the interconnection process with the local utility. Unique challenges are associated with connecting distributed PV systems to secondary network distribution systems (simplified to √?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?networks√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬Ě in this report). Although most areas of the country use simpler radial distribution systems to distribute electricity, larger metropolitan areas like New York City typically use networks to increase reliability in large load centers. Unlike the radial distribution system, where each customer receives power through a single line, a network uses a grid of interconnected lines to deliver power to each customer through several parallel circuits and sources. This redundancy improves reliability, but it also requires more complicated coordination and protection schemes that can be disrupted by energy exported from distributed PV systems. Currently, Con Edison studies each potential PV system in New York City to evaluate the system s impact on the network, but this is time consuming for utility engineers and may delay the customer s project or add cost for larger installations. City leaders would like to streamline this process to facilitate faster, simpler, and less expensive distributed PV system interconnections. To assess ways to improve the interconnection process, NREL conducted a four-part study with support from DOE. The NREL team then compiled the final reports from each study into this report. In Section 1√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?PV Deployment Analysis for New York City√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?we analyze the technical potential for rooftop PV systems in the city. This analysis evaluates potential PV power production in ten Con Edison networks of various locations and building densities (ranging from high density apartments to lower density single family homes). Next, we compare the potential power production to network loads to determine where and when PV generation is most likely to exceed network load and disrupt network protection schemes. The results of this analysis may assist Con Edison in evaluating future PV interconnection applications and in planning future network protection system upgrades. This analysis may also assist other utilities interconnecting PV systems to networks by defining a method for assessing the technical potential of PV in the network and its impact on network loads. Retail Infrastructure Costs Comparison for Hydrogen and Electricity for Light-Duty Vehicles: Preprint

Both hydrogen and plug-in electric vehicles offer significant social benefits to enhance energy security and reduce criteria and greenhouse gas emissions from the transportation sector. However, the rollout of electric vehicle supply equipment (EVSE) and hydrogen retail stations (HRS) requires substantial investments with high risks due to many uncertainties. We compare retail infrastructure costs on a common basis - cost per mile, assuming fueling service to 10% of all light-duty vehicles in a typical 1.5 million person city in 2025. Our analysis considers three HRS sizes, four distinct types of EVSE and two distinct EVSE scenarios. EVSE station costs, including equipment and installation, are assumed to be 15% less than today's costs. We find that levelized retail capital costs per mile are essentially indistinguishable given the uncertainty and variability around input assumptions. Total fuel costs per mile for battery electric vehicle (BEV) and plug-in hybrid vehicle (PHEV) are, respectively, 21% lower and 13% lower than that for hydrogen fuel cell electric vehicle (FCEV) under the home-dominant scenario. Including fuel economies and vehicle costs makes FCEVs and BEVs comparable in terms of costs per mile, and PHEVs are about 10% less than FCEVs and BEVs. To account for geographic variability in energy prices and hydrogen delivery costs, we use the Scenario Evaluation, Regionalization and Analysis (SERA) model and confirm the aforementioned estimate of cost per mile, nationally averaged, but see a 15% variability in regional costs of FCEVs and a 5% variability in regional costs for BEVs.

Kansas City`s Union Station, located at the center of a 1.7 million metropolitan population, is the second largest train station in the United States. The Station ceased to operate as a train station in 1983 and has since been falling into an increasing state of disrepair. This paper provides an insight into ``brownfield`` redevelopment and renovation for adaptive reuse of major turn of the century facilities such as Union Station. Substantial assessment and investigation activities have been conducted at Union Station for compliance and corrective action under RCRA, TSCA, and associated state regulations encompassing remediation estimated at more than $3 million. Recognized environmental conditions identified at Union Station included potential underground storage tanks; solid wastes, special wastes, and potentially hazardous wastes located inside the building; free liquids in sumps and elevator pits; asbestos-containing materials; lead-based paint; and potential for soil contamination on the surrounding property.

Clean Cities Guide to Alternative Fuel Commercial Lawn Equipment (Brochure)

Guide explains the different types of alternative fuel commercial mowers and lists the makes and models of the ones available on the market. Turf grass is a fixture of the American landscape and the American economy. It is the nation's largest irrigated crop, covering more than 40 million acres. Legions of lawnmowers care for this expanse during the growing season-up to year-round in the warmest climates. The annual economic impact of the U.S. turf grass industry has been estimated at more than $62 billion. Lawn mowing also contributes to the nation's petroleum consumption and pollutant emissions. Mowers consume 1.2 billion gallons of gasoline annually, about 1% of U.S. motor gasoline consumption. Commercial mowing accounts for about 35% of this total and is the highest-intensity use. Large property owners and mowing companies cut lawns, sports fields, golf courses, parks, roadsides, and other grassy areas for 7 hours per day and consume 900 to 2,000 gallons of fuel annually depending on climate and length of the growing season. In addition to gasoline, commercial mowing consumes more than 100 million gallons of diesel annually. Alternative fuel mowers are one way to reduce the energy and environmental impacts of commercial lawn mowing. They can reduce petroleum use and emissions compared with gasoline- and diesel-fueled mowers. They may also save on fuel and maintenance costs, extend mower life, reduce fuel spillage and fuel theft, and promote a 'green' image. And on ozone alert days, alternative fuel mowers may not be subject to the operational restrictions that gasoline mowers must abide by. To help inform the commercial mowing industry about product options and potential benefits, Clean Cities produced this guide to alternative fuel commercial lawn equipment. Although the guide's focus is on original equipment manufacturer (OEM) mowers, some mowers can be converted to run on alternative fuels. For more information about propane conversions. This guide may be particularly helpful for organizations that are already using alternative fuels in their vehicles and have an alternative fuel supply or electric charging in place (e.g., golf cart charging stations at most golf courses). On the flip side, experiencing the benefits of using alternative fuels in mowing equipment may encourage organizations to try them in on-road vehicles as well. Whatever the case, alternative fuel commercial lawnmowers are a powerful and cost-effective way to reduce U.S. petroleum dependence and help protect the environment.

A cooling station (86) rapidly cools the substrate (24) after deposition of the semiconductor material thereon to strengthen the glass sheet of the substrate.

Highway vehicle electric drive in the United States : 2009 status and issues.

The status of electric drive technology in the United States as of early 2010 is documented. Rapidly evolving electric drive technologies discussed include hybrid electric vehicles, multiple types of plug-in hybrid electric vehicles, and battery electric vehicles. Recent trends for hybrids are quantified. Various plug-in vehicles entering the market in the near term are examined. The technical and economic requirements for electric drive to more broadly succeed in a wider range of highway vehicle applications are described, and implications for the most promising new markets are provided. Federal and selected state government policy measures promoting and preparing for electric drive are discussed. Taking these into account, judgment on areas where increased Clean Cities funds might be most productively focused over the next five years are provided. In closing, the request by Clean Cities for opinion on the broad range of research needs providing near-term support to electric drive is fulfilled.

Naturalistic Decision Making For Power System Operators

Abstract: Motivation -- As indicated by the Blackout of 2003, the North American interconnected electric system is vulnerable to cascading outages and widespread blackouts. Investigations of large scale outages often attribute the causes to the three Tís: Trees, Training and Tools. A systematic approach has been developed to document and understand the mental processes that an expert power system operator uses when making critical decisions. The approach has been developed and refined as part of a capability demonstration of a high-fidelity real-time power system simulator under normal and emergency conditions. To examine naturalistic decision making (NDM) processes, transcripts of operator-to-operator conversations are analyzed to reveal and assess NDM-based performance criteria. Findings/Design -- The results of the study indicate that we can map the Situation Awareness Level of the operators at each point in the scenario. We can also identify clearly what mental models and mental simulations are being performed at different points in the scenario. As a result of this research we expect that we can identify improved training methods and improved analytical and visualization tools for power system operators. Originality/Value -- The research applies for the first time, the concepts of Recognition Primed Decision Making, Situation Awareness Levels and Cognitive Task Analysis to training of electric power system operators. Take away message -- The NDM approach provides an ideal framework for systematic training management and mitigation to accelerate learning in team-based training scenarios with high-fidelity power grid simulators.

Making silicon stronger.

Silicon microfabrication has seen many decades of development, yet the structural reliability of microelectromechanical systems (MEMS) is far from optimized. The fracture strength of Si MEMS is limited by a combination of poor toughness and nanoscale etch-induced defects. A MEMS-based microtensile technique has been used to characterize the fracture strength distributions of both standard and custom microfabrication processes. Recent improvements permit 1000's of test replicates, revealing subtle but important deviations from the commonly assumed 2-parameter Weibull statistical model. Subsequent failure analysis through a combination of microscopy and numerical simulation reveals salient aspects of nanoscale flaw control. Grain boundaries, for example, suffer from preferential attack during etch-release thereby forming failure-critical grain-boundary grooves. We will discuss ongoing efforts to quantify the various factors that affect the strength of polycrystalline silicon, and how weakest-link theory can be used to make worst-case estimates for design.

Biocompatible implants and methods of making and attaching the same

The invention provides a biocompatible silicone implant that can be securely affixed to living tissue through interaction with integral membrane proteins (integrins). A silicone article containing a laser-activated surface is utilized to make the implant. One example is an implantable prosthesis to treat blindness caused by outer retinal degenerative diseases. The device bypasses damaged photoreceptors and electrically stimulates the undamaged neurons of the retina. Electrical stimulation is achieved using a silicone microelectrode array (MEA). A safe, protein adhesive is used in attaching the MEA to the retinal surface and assist in alleviating focal pressure effects. Methods of making and attaching such implants are also provided.

The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The American Recovery and Reinvestment Act supported a number of projects that together made up the largest ever deployment of plug-in electric vehicles and charging infrastructure in the U.S. The following report describes lessons learned about the impact on the electrical grid from the EV Project. The EV Project partnered with city, regional and state governments, utilities, and other organizations in 16 cities to deploy about 14,000 Level 2 PEV chargers and 300 DC fast chargers. It also deployed 5,700 all-electric Nissan Leafs and 2,600 plug-in hybrid electric Chevrolet Volts. This research was conducted by Idaho National Laboratory.

Those countries (or persons of wealth) starting the early colonization of the ocean may obtain advantages through additional territory or creating their own independent state. An old idea is building a big ship. The best solution to this problem, however, is the provision of floating cities, islands, and states. The author idea is to use for floating cities, islands, and states a cheap floating platform created from a natural ice field taken from the Arctic or Antarctic oceans. The invention relates to an electrical bushing serving to make a connection at ambient temperature to a superconductor element situated in an enclosure at cryogenic temperature. The electrical bushing passes successively through an enclosure at intermediate temperature between ambient temperature and cryogenic temperature, and an enclosure at ambient temperature, and it comprises a central electrical conductor surrounded by an electrically insulating sheath. According to the invention, an electrically conductive screen connected to ground potential surrounds the insulating sheath over a section that extends from the end of the bushing that is in contact with the enclosure at cryogenic temperature at least as far as the junction between the enclosure at intermediate temperature and the enclosure at ambient temperature. The invention is more particularly applicable to making a connection to a superconductor cable.

Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).

The purpose of the investigation is to compare the economics of various electrical power generation options for the City of Galena. Options were assessed over a 30-year project period, beginning in 2010, and the final results were compared on the basis of residential customer electric rates ($/kWh). Galena's electric utility currently generates power using internal combustion diesel engines and generator sets. Nearby, there is an exposed coal seam, which might provide fuel for a power plant. Contributions to the energy mix might come from solar, municipal solid waste, or wood. The City has also been approached by Toshiba, Inc., as a demonstration site for a small (Model 4S) nuclear reactor power plant. The Yukon River is possibly a site for in-river turbines for hydroelectric power. This report summarizes the comparative economics of various energy supply options. This report covers: (1) thermal and electric load profiles for Galena; (2) technologies and resources available to meet or exceed those loads; (3) uses for any extra power produced by these options; (4) environmental and permitting issues and then; and (5) the overall economics of each of the primary energy options.

This has been an extremely interesting market during the past year or so due to the Energy Policy Act of 1992 (EPACT) and the US FERC actions since then to make it more competitive. A major move was a 1994 proposal to open up access to the nation`s privately owned transmission grid to make it easier for buyers and sellers of wholesale electricity to do business. Overall, the wholesale market in the US generates about $50 billion in annual revenues. That compares with a retail market about four times that size. The term retail refers to electricity sales to ultimate consumers, while wholesale refers to bulk power transactions among utilities or purchases by utilities from NUGs. The data in this report can be considered a baseline look at the major utility players in the wholesale market. Results of wholesale deregulation have not really been felt yet, so this may be the last look at the regulated market.

Energy flows in a secondary city: a case study of Nakuru, Kenya

Secondary cities are currently seen as an important focus for promoting a more spatially-equitable pattern of economic infrastructure in developing countries, but their energy needs have not been considered. To test the thesis of this work - that the present pattern of energy demand in secondary cities differs, in important ways, from that of primary cities - a case study was conducted in the East African city of Nakuru, Kenya. Energy supplies used in Nakuru fall into two categories: industrial sources (electricity and petroleum) and traditional sources (wood, charcoal, and agricultural residues). This analysis of Nakuru's use of industrial sources is introduced by a historical discussion of nationwide patterns of distribution, use, and pricing of electricity and petroleum products, and is followed by data gathered from Nakuru's suppliers of these energy sources. The portrait of energy use in Nakuru is completed with an analysis of the demand for traditional energy sources. Surveys were conducted to estimate the total quantities of charcoal, wood, and agricultural resides used in Nakuru. The cornerstone of this effort was a residential energy survey stratified according to income. Nakuru is shown to rely on biomass fuels (charcoal) to a much greater degree than Nairobi, thereby proving the thesis.

This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE), Kansas City Plant (KCP), conducted March 23 through April 3, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the KCP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data observations of the operations performed at the KCP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by DOE's Argonne National Laboratory. When completed, the results will be incorporated into the KCP Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the KCP Survey. 94 refs., 39 figs., 55 tabs.

Clean Cities: Building Partnerships to Reduce Petroleum Use in Transportation (Brochure)

This fact sheet provides an overview of the U.S. Department of Energy's Clean Cities program, which builds partnerships to reduce petroleum use in transportation in communities across the country. The U.S. Department of Energy's Clean Cities initiative advances the nation's economic, environmental, and energy security by supporting local actions to reduce petroleum consumption in transportation. Clean Cities accomplishes this work through the activities of nearly 100 local coalitions. These coalitions provide resources and technical assistance in the deployment of alternative and renewable fuels, idle-reduction measures, fuel economy improvements, and new transportation technologies, as they emerge. Clean Cities overarching goal is to reduce U.S. petroleum use by 2.5 billion gallons per year by 2020. To achieve this goal, Clean Cities employs three strategies: (1) Replace petroleum with alternative and renewable fuels, including natural gas, propane, electricity, ethanol, biodiesel, and hydrogen; (2) Reduce petroleum consumption through smarter driving practices and fuel economy improvements; and (3) Eliminate petroleum use through idle reduction and other fuel-saving technologies and practices.

New York City through its Energy Office has identified and evaluated the technical and economic feasibility of district heating and cooling at three locations: Brooklyn Navy Yard, Kings County Medical Complex, and the S.W. Brooklyn Incinerator. Of these the Navy Yard has the most immediate potential for implementation. The Navy Yard has an extensive steam and electrical system that has not been used since the Navy turned most of the property over to New York City more than a decade ago. By remodeling several of the smaller boilers still in place or purchasing new boilers, an ample supply of steam and hot water can be produced. The steam will be used for heating and industrial process for the industrial tenants now occupying the former yards. Hot water will be sold to the New York City Housing Authority to heat between 3,500 and 5,000 nearby public housing units operated by the authority. Electricity will be cogenerated using present generators that will be overhauled. It is expected that some of the electricity will be used directly to supply power to a planned nearby Red Hook Sewage Treatment plant, while most will be sold to the industrial tenants of the Navy Yard. Studies will continue to determine the best market for excess power.

NSTX Electrical Power Systems

The National Spherical Torus Experiment (NSTX) has been designed and installed in the existing facilities at Princeton Plasma Physic Laboratory (PPPL). Most of the hardware, plant facilities, auxiliary sub-systems, and power systems originally used for the Tokamak Fusion Test Reactor (TFTR) have been used with suitable modifications to reflect NSTX needs. The design of the NSTX electrical power system was tailored to suit the available infrastructure and electrical equipment on site. Components were analyzed to verify their suitability for use in NSTX. The total number of circuits and the location of the NSTX device drove the major changes in the Power system hardware. The NSTX has eleven (11) circuits to be fed as compared to the basic three power loops for TFTR. This required changes in cabling to insure that each cable tray system has the positive and negative leg of cables in the same tray. Also additional power cabling had to be installed to the new location. The hardware had to b e modified to address the need for eleven power loops. Power converters had to be reconnected and controlled in anti-parallel mode for the Ohmic heating and two of the Poloidal Field circuits. The circuit for the Coaxial Helicity Injection (CHI) System had to be carefully developed to meet this special application. Additional Protection devices were designed and installed for the magnet coils and the CHI. The thrust was to making the changes in the most cost-effective manner without compromising technical requirements. This paper describes the changes and addition to the Electrical Power System components for the NSTX magnet systems.

Daylighting, dimming, and the electricity crisis in California

Dimming controls for electric lighting have been one of the mainstays of the effort to use daylighting to reduce annual lighting energy consumption. The coincidence of daylighting with electric utility peak demand makes daylighting controls an effective strategy for reducing commercial building peak electric loads. During times of energy shortage, there is a greatly increased need to reduce electricity use during peak periods, both to ease the burden on electricity providers and to control the operating costs of buildings. The paper presents a typical commercial building electric demand profile during summer, and shows how daylighting-linked lighting controls and load shedding techniques can reduce lighting at precisely those times when electricity is most expensive. We look at the importance of dimming for increasing the reliability of the electricity grid in California and other states, as well as examine the potential cost-effectiveness of widespread use of daylighting to save energy and reduce monthly electricity bills.

Method of making carbon-carbon composites

A process for making 2D and 3D carbon-carbon composites having a combined high crystallinity, high strength, high modulus and high thermal and electrical conductivity. High-modulus/high-strength mesophase derived carbon fibers are woven into a suitable cloth. Layers of this easily graphitizible woven cloth are infiltrated with carbon material to form green composites. The carbonized composite is then impregnated several times with pitch by covering the composite with hot pitch under pressure. The composites are given a heat treatment between each impregnant step to crack up the infiltrated carbon and allow additional pitch to enter the microstructure during the next impregnation cycle. The impregnated composites are then given a final heat treatment in the range 2500.degree. to 3100.degree. C. to fully graphitize the fibers and the matrix carbon. The composites are then infiltrated with pyrolytic carbon by chemical vapor deposition in the range 1000.degree. C. to 1300.degree. C. at a reduced. pressure.
