    This paper is a field case history on the performance of the 26R Reservoir. This is a gravity drainage reservoir under pressure maintenance by crestal gas injection. The 26R Reservoir is a highly layered Stevens turbidite sandstone. The reservoir is located in the Naval Petroleum Reserve No. 1 (NPR{number sign}1) in Elk Hills, Kern County, California. The 26R Reservoir is contained within the steeply dipping southwestern limb of the 31S Anticline. The reservoir had an initial oil column of 1800 feet. Original oil-in-place (OOIP) was estimated at 424 million barrels. Pressure maintenance by crestal gas injection was initiated immediately after production began in October 1976. The total volume of gas injected is about 586 BCF. This exceeds one reservoir pore volume. Reservoir pressure has declined from 3030 psi to 2461 psi. This pressure decline believe to be due to migration of injected gas into the overlaying shale reservoirs. Under the gas injection pressure maintenance strategy, reserves are estimated to be approximately 212 million barrels. Reservoir studies have concluded that the aquifer at the base of the reservoir has been relatively inactive. Well recompletions, deepenings, and horizontal wells are used to improve oil recovery. An aggressive program of controlling gas production began in the mid 1980's by the installation of multiple packers and sleeves. As the gas-oil contact (GOC) has dropped, sand intervals have subsequently been isolated behind packers. A cased hole logging program was recently undertaken to identify possible remaining reserves in the gas cap. 15 refs., 24 figs., 2 tabs.

    This Maintenance Implementation plan has been developed for Pacific Northwest Laboratory`s (PNL) Nuclear Facilities: 306W, 324, 325, 327 and 329NMF. It is based on a graded approach, self-assessment of the existing maintenance program(s) per the requirements specified by US Department of Energy (DOE) Order 4330.4A, Chapter II, Change {number_sign}3. The results of this assessment were evaluated to determine needed improvements in PNL Craft Services` current maintenance program. The objective of this implementation plan is to provide baseline information for compliance to the DOE 4330.4A, and for needed improvements. The prime consideration in applying a graded approach to the Order has been to maintain safe and reliable operations, environmental compliance, safeguards and security, programmatic mission, facility preservation, and/or other facility-specific requirements. Using the results of the self-assessment, PNL has selected nine of the 18 elements of the Maintenance Program defined by DOE Order 4330.4A for improvement. The elements selected for improvement are Training and Qualification of Maintenance Personnel; Maintenance Procedures; Planning, Scheduling, and Coordination of Maintenance; Control of Maintenance Activities; Post-Maintenance Testing; Facility Condition Inspection; Management Involvement; Maintenance History; and Additional Maintenance Requirements. Based upon graded approach and current funding, those elements considered most important have been selected as goals for earliest compliance. Commitment dates for these elements have been established for compliance. The remaining elements of noncompliance will be targeted for implementation during later budget periods.

    With the installation and use of burner systems to minimize NO, emissions, boiler waterwall wastage has become a more significant issue. This paper provides a description of an established inspection program to monitor waterwall wastage and other furnace issues that has now been developed into a predictive maintenance and condition-monitoring tool. This allows plant personnel to forecast the need for waterwall replacement activities and provides a basis for determining the effects of modifying boiler operating parameters affecting wastage. Potomac Electric Power Company (PEPCO), Washington, DC, has performed waterwall inspections of its boilers during planned overhauls for several years. These inspections consist of visual and ultrasonic thickness inspections of waterwall tubes at selected locations in the boiler. The ultrasonic thickness data collected is used to calculate current wastage rates, and to extrapolate tube wall thickness to the next planned outage. This information, along with the visual inspection data and panel replacement/repair history is used to select replacement and repair locations for the current outage, and to plan the replacement strategy for the next planned outage. A computer program has been developed to aid in the analysis of the data, and to provide plots of waterwall repair/replacement history as well as wall thickness and wastage rate information. The principal goals driving this program are to: (1) eliminate tube leaks between planned overhauls; (2) provide data to the outage managers for use in making replacement decisions; (3) determine wastage patterns; (4) forecast future replacement and repair needs; and (5) determine effect of changes to operating parameters on tube life. The waterwall condition monitoring program employed by PEPCO has proven to be successful in achieving its goals over the years. It must be emphasized that NDE is only one aspect of the program.

A discussion of the program status as it is currently configured follows and finally proposed work by Solar Environmental Engineering Company (SEEC) in its most recently signed contract with the Department of Energy (DOE) is given.     This report describes methods for prioritizing the risk importances of maintenances using a Probabilistic Risk Assessment (PRA). Approaches then are described for quantifying their reliability and risk effects. Two different PRA importance measures, minimal cutset importances and risk reduction importances, were used to prioritize maintenances; the findings show that both give similar results if appropriate criteria are used. The justifications for the particular importance measures also are developed. The methods developed to quantify the reliability and risk effects of maintenance actions are extensions of the usual reliability models now used in PRAs. These extended models consider degraded states of the component, and quantify the benefits of maintenance in correcting degradations and preventing failures. The negative effects of maintenance, including downtimes, also are included. These models are specific types of Markov models. The data for these models can be obtained from plant maintenance logs and from the Nuclear Plant Reliability Data System (NPRDS). To explore the potential usefulness of these models, the authors analyzed a range of postulated values of input data. These models were used to examine maintenance effects on a components reliability and performance for various maintenance programs and component data. Maintenance schedules were analyzed to optimize the component`s availability. In specific cases, the effects of maintenance were found to be large.

    The International Coal Statistics Data Base (ICSD) is a microcomputer-based system which contains information related to international coal trade. This includes coal production, consumption, imports and exports information. The ICSD is a secondary data base, meaning that information contained therein is derived entirely from other primary sources. It uses dBase III+ and Lotus 1-2-3 to locate, report and display data. The system is used for analysis in preparing the Annual Prospects for World Coal Trade (DOE/EIA-0363) publication. The ICSD system is menu driven and also permits the user who is familiar with dBase and Lotus operations to leave the menu structure to perform independent queries. Documentation for the ICSD consists of three manuals -- the User's Guide, the Operations Manual, and the Program Maintenance Manual. This Program Maintenance Manual provides the information necessary to maintain and update the ICSD system. Two major types of program maintenance documentation are presented in this manual. The first is the source code for the dBase III+ routines and related non-dBase programs used in operating the ICSD. The second is listings of the major component database field structures. A third important consideration for dBase programming, the structure of index files, is presented in the listing of source code for the index maintenance program. 1 fig.

    In 1989, an internal study in the Coke and Iron Maintenance Department identified the opportunities available to increase production, by decreasing unscheduled maintenance delays from 4.6%. A five year front loaded plan was developed, and presented to the company president. The plan required an initial investment of $1.4 million and a conservative break-even point was calculated to be 2.5 years. Due to budget restraints, it would have to be self-funded, i.e., generate additional production or savings, to pay for the program. The program began in 1991 at number 2 coke plant and the blast furnaces. This paper will describe the Iron Production Maintenance Effectiveness System (ME), which began with the mechanical and pipefitting trades.

A significant portion of a facility's recurring annual expenses are associated with routine, long-term surveillance and maintenance (S&M) activities. However, ongoing S&M activities do nothing to reduce risks and basically spend money that could be reallocated towards facility deactivation. This paper discusses the background around DOE efforts to reduce surveillance and maintenance costs, one approach used to perform cost reviews, lessons learned from field implementation and what assistance is available to assist DOE sites in performing these evaluations.

    Field investigations illustrate that it is not realistic to expect new high-tech equipment to function for a full life expectancy at high efficiency without significant operations and maintenance (O&M). A simple walk through inspection of most buildings reveals extensive equipment that is being operated on manual override, is incorrectly adjusted and operating inefficiently, or is simply inoperative. This point is illustrated with two examples at Robins Air Force Base, Georgia. The first describes development of a comprehensive, base-wide, steam trap maintenance program. The second describes a measured evaluation from a typical office building. The objective of both examples was to assess the importance of proper O&M. The proposed ``O&M First`` philosophy will result in more efficient building HVAC operation, provide improved services to the building occupants, and reduce energy consumption and unscheduled equipment repair/replacement. Implementation of a comprehensive O&M program will result in a 15--25% energy savings. The O&M foundation that is established will allow other energy conservation activities such is demand side management or energy management and control systems, to achieve and maintain their expected energy savings.

The amount of funds needed to do the maintenance dredging is highly uncertain and there are risks associated with overestimates and underestimates. A risk-based approach to the budgeting process for maintenance dredging can help identify the uncertainty and assess and manage the associated risk.     This Fiscal Year (FY) 1994 Site Maintenance Action Plan (SMAP) is Part II of the Site Maintenance Plan, and has been written by Westinghouse Hanford Company (WHC) to outline the requirements stated in DOE Order 4330.4B, Maintenance Management Program, Chapter 1, Paragraph 3.3.1. The SMAP provides an annual status of maintenance initiatives completed and planned, a summary of performance indicators, a summary of maintenance backlog, a listing of real property and capital equipment maintenance cost estimates that were used to create the FY 1996 infrastructure and maintenance budget input, and a listing of proposed line item and general plant projects. Additionally, assumptions for various Site programs are listed to bring the Site Maintenance Plan into focus with overall Site activities. The primary mission at Hanford is to clean up the Site. In this cleanup process WHC will provide scientific and technological expertise to meet global needs, and partnership with stakeholders in the region to develop regional economic diversification. Other missions at the Hanford Site include energy research and development, and waste management and disposal activities. Their primary mission has a 30-year projected life span and will direct the shutting down and cleanup of defense production facilities and the Fast Flux Test Facility. This long-term mission requires continuous maintenance and in many instances, replacement of existing basic infrastructure, support facilities, and utilities. Without adequate maintenance and capital funding these infrastructure, support facilities, and utilities will continue to deteriorate causing an increase in backlogged work.

    A maintenance optimization study for substation components can be most effective when Reliability Centered Maintenance (RCM) Analysis is combined with a Predictive Maintenance (PDM) Assessment. If the two processes are performed concurrently, the benefit-to-cost ratios for each is increased. Also, the cost of implementing RCM recommendations for condition monitoring can be minimized, while maximizing their impact at the same time. This paper presents the essential elements of both the RCM and PDM processes, and describes how they work together in a substation environment as a comprehensive maintenance assessment tool. Descriptions of recent experiences are also included.

    This paper documents the approach used to update the U.S. geothermal supply curve. The analysis undertaken in this study estimates the supply of electricity generation potential from geothermal resources in the United States and the levelized cost of electricity (LCOE), capital costs, and operating and maintenance costs associated with developing these geothermal resources. Supply curves were developed for four categories of geothermal resources: identified hydrothermal (6.4 GWe), undiscovered hydrothermal (30.0 GWe), near-hydrothermal field enhanced geothermal systems (EGS) (7.0 GWe) and deep EGS (15,900 GWe). Two cases were considered: a base case and a target case. Supply curves were generated for each of the four geothermal resource categories for both cases. For both cases, hydrothermal resources dominate the lower cost range of the combined geothermal supply curve. The supply curves indicate that the reservoir performance improvements assumed in the target case could significantly lower EGS costs and greatly increase EGS deployment over the base case.

    EADS divisions aim more and more at developing services associated to their platforms. EADS divisions, like Airbus and Eurocopter, are investigating on services associated to their platforms in order to add them value. One possible service consists in structural maintenance operation assistance, especially for NDT operations performed by the customer. EADS Innovation Works envisages three different and complementary enhanced structural maintenance categories. Enhanced NDT improves standard NDT operation environment. This is made possible by the existence of 'smart' NDT tools that are computer based and therefore able to support other functions. These functions range from local smart data processing and display to remote expert assisted operation. Passive Sensor Network relies on sensors permanently installed on aircraft structure. Interrogation of sensors is performed on ground and off line (while structure is not loaded except by its own weight). It can be done at arbitrary times in order to determine structure health. The aim is to give easy access to some hidden ''hot spots,'' to reduce human factor in structure health assessment and optimize maintenance. Structural Health Monitoring goes a step beyond Passive Sensor Network, because interrogation units are on board the aircraft and may be connected to aircraft network. It allows to use on-line techniques such as adapted acoustic emission and to automatically raise an alarm when a defect appears in the structure. This paper presents these different ways of improving structural maintenance operations in service, with their respective advantages and limitations.

    This report presents a process for focusing maintenance resources on components that enable nuclear plant systems to perform their essential functions and on components whose failure may initiate challenges to safety systems, so as to have the greatest impact in decreasing risk. The process provides criteria, based on risk, for deciding which components are critical to risk and determining what maintenance activities are required to ensure reliable operation of those risk-critical components. Two approaches are provided for selection of risk-critical components. One approach uses the results of a Probabilistic Risk Assessment (PRA); the other is based on the methodology developed for this report, which has a basis in PRA although it does not use the results of a PRA study. Following identification of risk-critical components, both approaches use a single methodology for determining what maintenance activities are required to ensure reliable operation of the identified components.     This report discusses numerous elements of the maintenance program at the Idaho Chemical Processing Plant (ICPP) which have undergone changes during the last 5 years. Looking back, many of the maintenance program changes prior to 1991 were fragmented. Maintenance program elements were being ratcheted to address specific productivity and safety concerns. The improvements were warranted, but often improvements were implemented without a systematic review of how they impacted other maintenance program elements. After 1990 when WINCO began using the Chapter II guidelines of DOE Order 4330.4A as a maintenance program model, there was a marked improvement in the quality of the maintenance program changes. The post 1990 changes have been part of a systematic plan that has been communicated to all of the maintenance players. The Chapter II guidelines and the maintenance implementation plan (MIP) personnel with a focus for improvement that was missing prior to 1991.

    Solomon has developed a methodology to determine a large optimum point where availability meets maintenance spending for Powder River Basin (PRB) coal-fired units. Using a database of sufficient size and composition across various operating ranges, Solomon generated an algorithm that predicts the relationship between maintenance spending and availability. Coupling this generalized algorithm with a unit-specific market-loss curve determines the optimum spending for a facility. The article presents the results of the analysis, how this methodology can be applied to develop optimum operating and financial targets for specific units and markets and a process to achieve those targets. It also describes how this methodology can be used for other types of fossil-fired technologies and future enhancements to the analysis. 5 figs.

    A power plant's efficiency is the key to its success in generating a profit. While the fuel used and the mechanical efficiency of the plant itself are key design factor, once the plat is on-stream the main factor becomes the plant's time on line. Any downtime detracts from its profitability, especially during peak periods. In the case of a cogeneration facility downtime becomes even more critical, since it has more than one customer to satisfy; and electrical customer and a thermal energy customer. This paper reports that an unscheduled outage has the potential to be very expensive: Costs and revenue losses escalate rapidly from thousands of dollars into millions of dollars, depending on length of downtime and time of year. During off-peak winter months, losses at the Harbor cogeneration plant can be dramatic; peak summer losses can be catastrophic. Not only are generation revenues loss, but bonus revenues, qualifying facility (QF) status, and contractual obligations are at risk. With these prospects looming over the option, management must practice not only preventive maintenance, but predictive and condition based maintenance as well. HCC's key to preventing unscheduled outages is a computerized maintenance management system (CMMS).

    In the late 1980`s, ANL-W Management foresaw a need to provide dedicated technical support for maintenance supervisors. Maintenance supervisors were facing increased challenges to ensure all environmental, safety, and waste management regulations were followed in daily maintenance activities. This increased burden was diverting supervisory time away from on-the-job supervision. Supervisors were finding less time for their ``mentor`` roles to ensure maintenance focused on finding and correcting root causes. Additionally the traditional maintenance organization could not keep up with the explosion in predictive maintenance technologies. As a result, engineers were tasked to provide direct technical support to the maintenance organization. Today the maintenance technical support group consists of two mechanical engineers, two electrical engineers and an I&C engineer. The group provides a readily available, quick response resource for crafts people and their supervisors. They can and frequently do ask the support group for help to determine the root cause and to effect permanent fixes. Crafts and engineers work together informally to make an effective maintenance team. In addition to day-to-day problem solving, the technical support group has established several maintenance improvement programs for the site. This includes vibration analysis of rotating machinery, testing of fuel for emergency diesel generators, improving techniques for testing of high efficiency particulate air (HEPA) filters, and capacity testing of UPS and emergency diesel starting batteries. These programs have increased equipment reliability, reduced conventional routine maintenance, reduced unexpected maintenance, and improved testing accuracy. This paper will discuss the interaction of the technical support group within the maintenance department. Additionally the maintenance improvement programs will be presented along with actual cases encountered, the resolutions and lessons learned.

    We investigate surface processes of magnetic patches, namely merging, splitting, emergence, and cancellation, by using an auto-detection technique. We find that merging and splitting are locally predominant in the surface level, while the frequencies of the other two are less by one or two orders of magnitude. The frequency dependences on flux con- tent of surface processes are further investigated. Based on these observations, we discuss a possible whole picture of the maintenance. Our conclusion is that the photospheric magnetic field structure, especially its power-law nature, is maintained by the processes locally in the surface not by the interactions between different altitudes. We suggest a scenario of the flux maintenance as follows: The splitting and merging play a crucial role for the generation of the power-law distribution, not the emergence nor cancellation do. This power-law distribution results in another power-law one of the cancellation with an idea of the random convective transport. The cancellation and emergence have a common value for the power-law indices in their frequency distributions, which may suggest a "recycle of fluxes by submergence and re-emergence".

    The Oak Ridge National Laboratory (ORNL) is developing a transportation system for spent nuclear fuel (SNF) and defense high level waste (HLW) as a part of the Federal Waste Management System (FWMS). In early 1988, a feasibility study was undertaken to design a stand-alone, ''green field'' facility for maintaining the FWMS casks. The feasibility study provided an initial layout facility design, an estimate of the construction cost, and an acquisition schedule for a Cask Maintenance Facility (CMF). The study also helped to define the interfaces between the transportation system and the waste generators, the repository, and a Monitored Retrievable Storage (MRS) facility. The data, design, and estimated costs resulting from the study have been organized for use in the total transportation system decision-making process. Most importantly, the feasibility study also provides a foundation for continuing design and planning efforts. Fleet servicing facility studies, operational studies from current cask system operators, a definition of the CMF system requirements, and the experience of others in the radioactive waste transportation field were used as a basis for the feasibility study. In addition, several cask handling facilities were visited to observe and discuss cask operations to establish the functions and methods of cask maintenance expected to be used in the facility. Finally, a peer review meeting was held at Oak Ridge, Tennessee in August, 1988, in which the assumptions, design, layout, and functions of the CMF were significantly refined. Attendees included representatives from industry, the repository and transportation operations.

    The purpose of this document is to provide the technical requirements for preparation for use, operation, inspection, and maintenance of a Transuranic Package Transporter Model II (TRUPACT-II) Shipping Package and directly related components. This document complies with the minimum requirements as specified in the TRUPACT-II Safety Analysis Report for Packaging (SARP) and Nuclear Regulatory Commission (NRC) Certificate of Compliance (C of C) 9218. In the event there is a conflict between this document and the TRUPACT-II SARP, the TRUPACT-II SARP shall govern. TRUPACT-II C of C number 9218 states, ''... each package must be prepared for shipment and operated in accordance with the procedures described in Chapter 7.0, Operating Procedures, of the application.'' It further states, ''... each package must be tested and maintained in accordance with the procedures described in Chapter 8.0, Acceptance Tests and Maintenance Program of the application.'' Chapter 9 of the TRUPACT-II SARP charges the Westinghouse Electric Corporation Waste Isolation Division (WID) with assuring that the TRUPACT-II is used in accordance with the requirements of the C of C. To meet this requirement and verify consistency of operations when loading and unloading the TRUPACT-II on the trailer, placing a payload in the packaging, unloading the payload from the packaging, or performing maintenance, the U.S. Department of Energy Carlsbad Area Office (U.S. DOE/CAO) finds it necessary to implement the changes that follow. This TRUPACT-II maintenance document represents a change to previous philosophy regarding site specific procedures for the use of the TRUPACT-II. This document details the instructions to be followed to consistently operate and maintain the TRUPACT-II. The intent of these instructions is to ensure that all users of the TRUPACT-II follow the same or equivalent instructions. Users may achieve this intent by any of the following methods: (1) Utilizing these instructions as is, or (2) Attaching a site-specific cover page/letter to this document stating that these are the instructions to be used at their location, or (3) Sites may prepare their own document using the steps in this document word-for-word, in-sequence, including Notes and Cautions. Site specific information may be included as deemed necessary. Submit the document to WID National TRU Programs for approval. Any revision made subsequent to WID TRU Program's approval shall be reviewed and approved by WID TRU Programs. A copy of the approval letter from WID National TRU Programs should be available for audit purposes. Users shall develop site-specific procedures addressing leak testing, preoperational activities, quality assurance, hoisting and rigging, and radiation health physics to be used in conjunction with the instructions contained in this document. Users desiring to recommend changes to this document may submit their recommendations to the WID National TRU Programs for evaluation. If approved, the change(s) will be incorporated into this document for use by all TRUPACT-II users. User sites will be audited to this document to ensure compliance within one year from the effective date of this revision. This document discusses operating instructions, required inspections and maintenance for the following: TRUPACT-II packaging, and Miscellaneous packaging, special tools, and equipment. Packaging and payload handling equipment and transport trailers have been specifically designed for use with the TRUPACT-II Packaging. This document discusses the required instructions for use of the following equipment in conjunction with the TRUPACT-II Packaging: TRUPACT-II Mobile Loading Unit (MLU), Adjustable Center-of-Gravity Lift Fixture (ACGLF), and TRUPACT-II Transport Trailer. Attachment E contains the various TRUPACT-II packaging interface control drawings, leak-test and vent-port tool drawings, ACGLF drawings, and tie-down drawings that identify the various system components.

    The purpose/goal of this document is to identify the maintenance requirements and resources available to properly maintain the readiness and condition of the Emergency Pumping Equipment controlled by the Tank Waste Remediation System Tank Farms Plant Engineering and Tank Stabilization Operations. This equipment is intended to pump a single-shell tank (SST) that has been identified as an assumed leaking tank. The goal is to commence pumping (submersible or jet) as soon as safely possible after identifying a SST as an assumed leaking tank. Important information pertaining to the Emergency Pumping Equipment, Over-Ground Piping installation, and procedures is found in WHC-SD-WM-AP-005, ``Single Shell Tank Leak Emergency Pumping Guide.``

    25 Cr duplex (austenitic/ferritic) stainless steel containing copper and nitrogen offers a cost effective solution to material selection for pollution control equipment. The properties of duplex stainless steel which make it suitable for this type of application are discussed and long term performance histories presented. It is concluded that high alloy duplex steel has an important role to play in the production of low maintenance reliable equipment for FGD and other pollution control systems.

    The B Plant facility, is located in the 200 East Area at the Hanford Site in south-central Washington State. It consists of two major operating areas: the B Plant Canyon Building, and the Waste Encapsulation and Storage Facility (WESF). The B Plant was originally designed to chemically process spent nuclear fuels. After this initial mission was completed, the plant was modified to provide for the separation of strontium and cesium, individually, from the fission productwaste stream following plutonium and uranium recovery from irradiated reactor fuels in the Plutonium-Uranium Extraction Plant (PUREX). The recovered, purified, and concentrated strontium and cesium solutions were then transferred to the WESF for conversion to solid compounds, encapsulation, and interim storage. After strontium and cesium removal, the remaining waste was transferred from B Plant to tank farms. B Plantis an operating facility that is required to ensure safe storage And management of the WESF cesium and strontium capsules, as well as a substantial radiological inventory remaining in the plant from previous campaigns. There are currently no production activities at B Plant, but several operating systems are required to accomplish the current B Plant mission.B Plant receives and stores various chemicals from commercial suppliers for treatment of low-level waste generated at WESF and B Plant, generation of demineralized water, and conditioning of water used in heating, ventilation, and air conditioning units. This report describes the maintenance of B Plant, including personnel training and schedules.
