    In the acrylate section of the Rohm and Haas Texas plant in Deer Park, conventional steam traps were replaced by a potential orifice-type condensate removal device that has no moving parts or gaskets. Each of the devices installed resulted in a saving of an estimated $2000/year by eliminating the maintenance required on the original steam traps.

    Currently, installation, operation, and maintenance (IO&M) costs contribute approximately 30% to the LCOE of offshore wind plants. To reduce LCOE while ensuring safety, this paper identifies principal cost drivers associated with IO&M and quantifies their impacts on LCOE. The paper identifies technology improvement opportunities and provides a basis for evaluating innovative engineering and scientific concepts developed subsequently to the study. Through the completion of a case study, an optimum IO&M strategy for a hypothetical offshore wind project is identified.

    This article describes a recently completed a $2.7-million project to upgrade the sludge dewatering and stabilizing system at a 48-mgd wastewater treatment facility in Niagara Fall, New York. The work was necessitated by the deteriorated condition of the plant's original vacuum filters and increasing costs to landfill the dewatered sludge. The new equipment has restored sludge production capacity while reducing the final material's moisture content. The Niagara Falls plant is one of the few municipal physical-chemical treatment plants built in this country, and is the largest still functioning. Constructed in the mid-1970s, it was designed to treat a combination of domestic sewage and industrial wastes. One third of the flow and one half of the solids are industrial in nature. The changes made reduced electrical power consumption and sanitary landfill costs.

    In this project, a team led by Delphi will develop and demonstrate a novel cascaded photovoltaic (PV) inverter architecture using advanced components. This approach will reduce the cost and improve the performance of medium and large-sized PV systems. The overall project objective is to develop, build, and test a modular 11-level cascaded three-phase inverter building block for photovoltaic applications and to develop and analyze the associated commercialization plan. The system will be designed to utilize photovoltaic panels and will supply power to the electric grid at 208 VAC, 60 Hz 3-phase. With the proposed topology, three inverters, each with an embedded controller, will monitor and control each of the cascade sections, reducing costs associated with extra control boards. This report details the final disposition on this project.

    Wind turbine system reliability is a critical factor in the success of a wind energy project. Poor reliability directly affects both the project's revenue stream through increased operation and maintenance (O&M) costs and reduced availability to generate power due to turbine downtime. Indirectly, the acceptance of wind-generated power by the financial and developer communities as a viable enterprise is influenced by the risk associated with the capital equipment reliability; increased risk, or at least the perception of increased risk, is generally accompanied by increased financing fees or interest rates. Cost of energy (COE) is a key project evaluation metric, both in commercial applications and in the U.S. federal wind energy program. To reflect this commercial reality, the wind energy research community has adopted COE as a decision-making and technology evaluation metric. The COE metric accounts for the effects of reliability through levelized replacement cost and unscheduled maintenance cost parameters. However, unlike the other cost contributors, such as initial capital investment and scheduled maintenance and operating expenses, costs associated with component failures are necessarily speculative. They are based on assumptions about the reliability of components that in many cases have not been operated for a complete life cycle. Due to the logistical and practical difficulty of replacing major components in a wind turbine, unanticipated failures (especially serial failures) can have a large impact on the economics of a project. The uncertainty associated with long-term component reliability has direct bearing on the confidence level associated with COE projections. In addition, wind turbine technology is evolving. New materials and designs are being incorporated in contemporary wind turbines with the ultimate goal of reducing weight, controlling loads, and improving energy capture.     Wind turbine system reliability is a critical factor in the success of a wind energy project. Poor reliability directly affects both the project's revenue stream through increased operation and maintenance (O&M) costs and reduced availability to generate power due to turbine downtime. Indirectly, the acceptance of wind-generated power by the financial and developer communities as a viable enterprise is influenced by the risk associated with the capital equipment reliability; increased risk, or at least the perception of increased risk, is generally accompanied by increased financing fees or interest rates. This paper outlines the issues relevant to wind turbine reliability for wind turbine power generation projects. The first sections describe the current state of the industry, identify the cost elements associated with wind farm O&M and availability and discuss the causes of uncertainty in estimating wind turbine component reliability. The latter sections discuss the means for reducing O&M costs and propose O&M related research and development efforts that could be pursued by the wind energy research community to reduce cost of energy.

  2. Update on maintenance and service costs of commercial building ground-source heat pump systems

    An earlier paper showed that commercial ground-source heat pump systems have significantly lower service and maintenance costs than alternative HVAC systems. This paper expands on those results by adding 13 more buildings to the original 25 sites and by comparing the results to the latest ASHRAE survey of HVAC maintenance costs. Data from the 38 sites are presented here including total (scheduled and unscheduled) maintenance costs in cents per square foot per year for base cost, in-house, and contractor-provided maintenance. Because some of the new sites had maintenance costs that were much higher than the industry norm, the resulting data are not normally distributed. Analysis (O'Hara Hines 1998) indicated that a log-normal distribution is a better fit; thus, the data are analyzed and presented here as log-normal. The log-mean annual total maintenance costs for the most recent year of the survey ranged from 6.07 cents per square foot to 8.37 cents per square foot for base cost and contractor-provided maintenance, respectively.

    Solar-powered electricity prices could soon approach those of power from coal or natural gas thanks to collaborative research with solar startup Ampulse Corporation at the National Renewable Energy Laboratory. Silicon wafers account for almost half the cost of today's solar photovoltaic panels, so reducing or eliminating wafer costs is essential to bringing prices down. Current crystalline silicon technology converts energy in a highly efficient manner; however, that technology is manufactured with processes that could stand some improvement. The industry needs a method that is less complex, creates less waste and uses less energy. First, half the refined silicon is lost as dust in the wafer-sawing process, driving module costs higher. Wafers are sawn off of large cylindrical ingots, or boules, of silicon. A typical 2-meter boule loses as many as 6,000 potential wafers during sawing. Second, the wafers produced are much thicker than necessary. To efficiently convert sunlight into electricity, the wafers need be only one-tenth the typical thickness. NREL, the Oak Ridge National Laboratory and Ampulse have partnered on an approach to eliminate this waste and dramatically lower the cost of the finished solar panels. By using a chemical vapor deposition process to grow the silicon on inexpensive foil, Ampulse is able to make the solar cells just thick enough to convert most of the solar energy into electricity. No more sawdust - and no more wasting refined silicon materials. NREL developed the technology to grow high-quality silicon and ORNL developed the metal foil that has the correct crystal structure to support that growth. Ampulse is installing a pilot manufacturing line in NREL's Process Development Integration Laboratory, where solar companies can work closely with lab scientists on integrated equipment to answer pressing questions related to their technology development, as well as rapidly overcoming R and D challenges and risk.     A general description is provided of the basic mathematics and use of Weibull statistical models for modeling component failures and maintenance costs as a function of time. The applicability of the model to wind turbine components and subsystems is discussed with illustrative examples of typical component reliabilities drawn from actual field experiences. Example results indicate the dominant role of key subsystems based on a combination of their failure frequency and repair/replacement costs. The value of the model is discussed as a means of defining (1) maintenance practices, (2) areas in which to focus product improvements, (3) spare parts inventory, and (4) long-term trends in maintenance costs as an important element in project cash flow projections used by developers, investors, and lenders. 6 refs., 8 figs., 3 tabs.

    The B.F. Goodrich Company needed a more efficient vacuum source for the pilot plant facilities in Avon Lake, OH where new products and manufacturing procedures are developed and evaluated. Fourteen multi-stage steam jet ejector vacuum systems were installed in one building, since a number of vacuum users could be operating concurrently at different levels in the range of 15 to 150 Torr. Ejectors were normally turned on or off to provide the desired vacuum and to conserve steam. Steam is wasted, however, if all stages are on and the amount of vacuum is regulated by bleeding inert gas into the system. Water can also enter the system by kick back, if steam to the ejectors is abruptly shut off. The jet ejector vacuum systems required a steady supply of high pressure steam day and night, but fluctuating demands could create problems in the quality of vacuum obtained. Steam and maintenance costs were also significant. Goodrich decided to replace most of the steam-operated vacuum units because of the high energy requirements, and concurrently reduce hydrocarbon emissions. A major manufacturer or mechanical vacuum equipment was asked to design a vacuum system that could provide steady vacuum in the range of 10 to 250 Torr. The system had to have sufficient capacity for a number of concurrently operating processes, and handle a wide variety of hydrocarbons. The system, designed to meet these requirements and installed in June 1984, consists of a Roots-type vacuum booster with bypass valves, discharging into an intercondenser. The progammable-controlled vacuum system has reduced energy requirements by approximately 40%, and has helped in minimizing emissions. The projected pay-back for the entire system is 1 1/2 years.

Similar to organizations throughout the country, electrical generation companies are looking for ways to reduce their costs. The projected impact of figure deregulation on free enterprise production and trading have further emphasized this need. Historically, the ability to sell or dispatch electrical load based on economic advantages, has existed within local systems. Generating facilities with higher production costs must implement operating cost reductions or expect even lower capacity factors following deregulation. This paper examines various means to reducing operating costs and the methods used in their evaluation.

    A detailed processing cost breakdown is given for lithium-ion battery (LIB) electrodes, which focuses on: elimination of toxic, costly N-methylpyrrolidone (NMP) dispersion chemistry; doubling the thicknesses of the anode and cathode to raise energy density; and, reduction of the anode electrolyte wetting and SEI-layer formation time. These processing cost reduction technologies generically adaptable to any anode or cathode cell chemistry and are being implemented at ORNL. This paper shows step by step how these cost savings can be realized in existing or new LIB manufacturing plants using a baseline case of thin (power) electrodes produced with NMP processing and a standard 10-14-day wetting and formation process. In particular, it is shown that aqueous electrode processing can cut the electrode processing cost and energy consumption by an order of magnitude. Doubling the thickness of the electrodes allows for using half of the inactive current collectors and separators, contributing even further to the processing cost savings. At the same time, increasing costs for waste disposal and emissions control and growing environmental regulatory pressure are providing powerful incentives for firms in virtually every industry to investigate opportunities to reduce or even eliminate the adverse environmental impacts associated with their operations. companies are also striving toward environmental stewardship to realize the potential benefits to the firms`s public image, employees, an shareholders. Motivated by these cost and environmental concerns, the Electric Power Research Institute (EPRI), Decision Focus Inc. (DFI), and a consortium of electric utility companies have developed techniques and tools to help electric utility companies to make purchase and operating decisions based on their full life-cycle costs, which explicitly include environmental, health, and safety costs. The process, called Life-Cycle Cost Management (LCCM), helps utilities to efficiently assemble the appropriate life-cycle information and bring it to bear on their business decisions. To date, several utilities have used LCCM to evaluate a range of product substitution and process improvement decisions and to implement cost-savings actions. In this paper, a more rigorous cost estimate is developed, based on a survey of maintenance records for the pre-retrofit HVAC equipment.     In an attempt to determine if correlation exists between coal quality, as measured by its ash and sulfur contents, and the maintenance cost at utility plants, an examination was made of the actual maintenance cost experience of selected portions of five TVA coal-fired power plants as a function of the fuel quality consumed during an extended period of time. The results indicate that, according to our decision rules developed in compliance with accepted statistical practices, correlation does exist in many portions of the coal-fired plants for which sufficient maintenance cost records were available. The degree of correlation varies significantly among the individual portions of a particular plant as well as among the various plants. However, the indicators are sufficient to confirm that a change (within the design constraints of the unit) in the ash and/or sulfur content of the coal being consumed by a utility boiler will have a proportionate effect on the maintenance cost at the plant. In the cases examined, each percent variation in ash content could have a monetary effect of from $0.05 to $0.10 per ton of coal consumed. Similarly, each percent variation in sulfur content could influence maintenance costs from $0.30 to $0.50 per ton of coal. Since these values are based on preliminary analysis of limited data, they must be approached with caution and not removed from the context in which they are presented. However, if borne out by further study, the potential magnitude of such savings may be sufficient to justify the acquisition of superior coal supplies, either by changing the source and/or using preparation to obtain a lower ash and sulfur fuel.

    DNV Renewables (USA) Inc. (DNV) used an Operations and Maintenance (O&M) Cost Model to evaluate ten distinct cost scenarios encountered under variations in wind turbine component failure rates. The analysis considers: (1) a Reference Scenario using the default part failure rates within the O&M Cost Model, (2) High Failure Rate Scenarios that increase the failure rates of three major components (blades, gearboxes, and generators) individually, (3) 100% Replacement Scenarios that model full replacement of these components over a 20 year operating life, and (4) Serial Failure Scenarios that model full replacement of blades, gearboxes, and generators in years 4 to 6 of the wind project. DNV selected these scenarios to represent a broad range of possible operational experiences. Also in this report, DNV summarizes the predominant financing arrangements used to develop wind energy projects over the past several years and provides summary data on various financial metrics describing those arrangements.

This revolutionary approach can result in dramatic increases in process speeds, significantly reduced capital (a factor of 10 to 20) and operating costs, reduced energy requirements, and reduced environmental concerns and costs due to the virtual elimination of harmful volatile organic solvents and associated solvent dryers and recovery systems. The accumulated advantages of higher speed, lower capital and operating costs, reduced footprint, lack of VOC recovery, and reduced energy cost is a reduction of 90% in the manufacturing cost of cathodes. When commercialized, the resulting cost reduction in Lithium batteries will allow storage device manufacturers to expand their sales in the market and thereby accrue the energy savings of broader utilization of HEVs, PHEVs and EVs in the U.S., and a broad technology export market is also envisioned.

    Since the ground breaking work of William Nordhaus in 1977, cost estimates for reducing CO{sub 2} emissions have been developed by numerous groups. The various studies have reported sometimes widely divergent cost estimates for reducing CO{sub 2} emissions. Some recent analyses have indicated that large reductions in CO{sub 2} emissions could be achieved at zero or negative costs (e.g. Rocky Mountain Institute 1989). In contrast, a recent study by Alan Manne of Stanford and Richard Richels of the Electric Power Research Institute (Manne-Richels 1989) concluded that in the US the total discounted costs of reducing CO{sub 2} emissions by 20 percent below the 1990 level could be as much as 3.6 trillion dollars over the period from 1990 to 2100. Costs of this order of magnitude would represent about 5 percent of US GNP. The purpose of this briefing paper is to summarize the different cost estimates for CO{sub 2} emission reduction and to identify the key issues and assumptions that underlie these cost estimates.

    Nuclear units nationwide are struggling to increase plant reliability and availability while at the same time reduce their operating and maintenance costs. Some very costly investments have been made in programs such as Reliability Centered Maintenance [RCM]. Florida Power and Light's approach at the St. Lucie Nuclear Plant has taken a slightly different approach. Building on our knowledge of the RCM process and an already existing 'World Class' Predictive Maintenance Program, a 'Condition-Based' Maintenance Program that takes advantage of the RCM philosophy and our toolbox full of advanced and highly successful predictive maintenance technologies. These tools currently consist of vibration analysis, lubricant analysis (both physical property and wear metals analysis, thermographic analysis, motor current signature analysis, tribology and process parameter trending. All employed with the intent to evaluate a machines health. This machine health check allows the forecasting of future preventative maintenance [PM's] tasks and the revision of existing PM's to maximize machine performance and eliminate 'no-value-added' maintenance activities/costs. Within the last year, the Condition-Based Maintenance Program has produced a cost saving of approximately $1.5 million dollars. As the program matures, these cost savings will accumulate well into the millennium. (authors)

    available revealed over 10,000 energy-related problems, resulting in 16% median whole-building energy savings in existing buildings and 13% in new construction, with payback time of 1.1 years and 4.2 years, respectively. In terms of other cost-benefit indicators, median benefit-cost ratios of 4.5 and 1.1, and cash-on-cash returns of 91% and 23% were attained for existing and new buildings, respectively. High-tech buildings were particularly cost-effective, and saved higher amounts of energy due to their energy-intensiveness. Projects with a comprehensive approach to commissioning attained nearly twice the overall median level of savings and five-times the savings of the least-thorough projects. It is noteworthy that virtually all existing building projects were cost-effective by each metric (0.4 years for the upper quartile and 2.4 years for the lower quartile), as were the majority of new-construction projects (1.5 years and 10.8 years, respectively). We also found high cost-effectiveness for each specific measure for which we have data. Contrary to a common perception, cost-effectiveness is often achieved even in smaller buildings. Thanks to energy savings valued more than the cost of the commissioning process, associated reductions in greenhouse gas emissions come at 'negative' cost. In fact, the median cost of conserved carbon is negative - -$110 per tonne for existing buildings and -$25/tonne for new construction - as compared with market prices for carbon trading and offsets in the +$10 to +$30/tonne range. Further enhancing the value of commissioning, its non-energy benefits surpass those of most other energy-management practices. Significant first-cost savings (e.g., through right-sizing of heating and cooling equipment) routinely offset at least a portion of commissioning costs - fully in some cases. When accounting for these benefits, the net median commissioning project cost was reduced by 49% on average, while in many cases they exceeded the direct value of the

    Sandia National Laboratories applied a systems approach to identifying innovative biomedical technologies with the potential to reduce U.S. health care delivery costs while maintaining care quality. This study was conducted by implementing both top-down and bottom-up strategies. The top-down approach used prosperity gaming methodology to identify future health care delivery needs. This effort provided roadmaps for the development and integration of technology to meet perceived care delivery requirements. The bottom-up approach identified and ranked interventional therapies employed in existing care delivery systems for a host of health-related conditions. Economic analysis formed the basis for development of care pathway interaction models for two of the most pervasive, chronic disease/disability conditions: coronary artery disease (CAD) and benign prostatic hypertrophy (BPH). The objective of the program was to reduce Operation and Maintenance (O and M) costs by applying predictive/condition based maintenance practices to energized substation equipment. This report presents a summary of the project including: how new and existing diagnostic technologies and equipment were evaluated and utilized; how information was gathered in program cost justification and savings and specific work procedures and program administrative aids for a SPDM process.     Using four models, this study looks at EPA's Clean Air Interstate Rule (CAIR) as originally proposed, which differs in only small ways from the final rule issued in March 2005, coupled with several approaches to reducing emissions of mercury including one that differs in only small ways from the final rule also issued in March 2005. This study analyzes what costs and benefits each would incur to New York State and to the nation at large. Benefits to the nation and to New York State significantly outweigh the costs associated with reductions in SO{sub 2}, NOx and mercury, and all policies show dramatic net benefits. The manner in which mercury emissions are regulated will have important implications for the cost of the regulation and for emission levels for SO{sub 2} and NOx and where those emissions are located. Contrary to EPA's findings, CAIR as originally proposed by itself would not keep summer emissions of NOx from electricity generators in the SIP region below the current SIP seasonal NOx cap. In the final CAIR, EPA added a seasonal NOx cap to address seasonal ozone problems. The CAIR with the seasonal NOx cap produces higher net benefits. The effect of the different policies on the mix of fuels used to supply electricity is fairly modest under scenarios similar to the EPA's final rules. A maximum achievable control technology (MACT) approach, compared to a trading approach as the way to achieve tighter mercury targets (beyond EPA's proposal), would preserve the role of coal in electricity generation. The evaluation of scenarios with tighter mercury emission controls shows that the net benefits of a maximum achievable control technology (MACT) approach exceed the net benefits of a cap and trade approach. 39 refs., 10 figs., 30 figs., 5 apps.

    The main purpose of this project is to look at technologies and philosophies that would help reduce the costs of an Integrated Gasification Combined Cycle (IGCC) plant, increase its availability or do both. GE’s approach to this problem is to consider options in three different areas: 1) technology evaluations and development; 2) constructability approaches; and 3) design and operation methodologies. Five separate tasks were identified that fall under the three areas: Task 2 – Integrated Operations Philosophy; Task 3 – Slip Forming of IGCC Components; Task 4 – Modularization of IGCC Components; Task 5 – Fouling Removal; and Task 6 – Improved Slag Handling. Overall, this project produced results on many fronts. Some of the ideas could be utilized immediately by those seeking to build an IGCC plant in the near future. These include the considerations from the Integrated Operations Philosophy task and the different construction techniques of Slip Forming and Modularization (especially if the proposed site is in a remote location or has a lack of a skilled workforce). Other results include ideas for promising technologies that require further development and testing to realize their full potential and be available for commercial operation. In both areas GE considers this project to be a success in identifying areas outside the core IGCC plant systems that are ripe for cost reduction and ity improvement opportunities.

    Gas-fired cogeneration plants supplying power and thermal energy make up an increasing percentage of new fossil generation capacity additions, both in the US and overseas. These plants are popular, not only because they cost less to build, but also because they are highly efficient and their operation and maintenance costs are lower than plants using the traditional coal-based Rankine cycle. One of the methods being used to contain the initial cost of building cogeneration plants is to minimize redundancy both in the quantity of spare equipment specified for the various systems in the plants and in the design capacity of individual components. The overall effect of such a strategy may lead to reduced reliability and availability of the cogeneration plant in the long term. Operating cogeneration plants present a variety of technologies, equipment, and operating practices. While newer cogeneration plants routinely operate at a reliability of 90% or higher, older plants may not be able to achieve such performance due to excessive equipment breakdowns or inadequate maintenance strategies. By not having the appropriate maintenance programs in place, even newer cogeneration plants are vulnerable to deteriorating reliability and availability in the long term. This paper describes mechanisms for directing maintenance resources toward reducing current maintenance costs while maintaining high availability without sacrificing long-term reliability. The maintenance strategies discussed are those that can provide the maximum benefits for improving cogeneration plant reliability, availability, capacity, cost control, and safety.

    This report presents a methodology of selection of cost-effective measures to reduce nuclear proliferation risks. The methodology relies on a graded security model used in practice in different applications. The method is based on the controlled finite Markov chain approach set in combination with discrete dynamic programming and MCDM (Multi Criteria Decision Making) techniques that enables the expert to select the cost-effective measures to reduce nuclear proliferation risks depending on availability of resources. The analysis performed with different number of possible measures confirms the conclusions that the implementation of extra-large costs may not produce the required effect, and the increase in resources above a certain level does not appear sensitive. Diversification in improving the effectiveness of other measures seems more rational and efficient for the whole system than the unlimited improvement of the effectiveness of only one measure.

    A major issue facing many government and private industry sites that were previously contaminated with radioactive and chemical wastes is that often the sites cannot be cleaned up enough to permit unrestricted human access. These sites will require long-term management, in some cases indefinitely, leaving site owners with the challenge of protecting human health and environmental quality in a cost effective manner. Long-term monitoring of groundwater contamination is one of the largest projected costs in the life cycle of environmental management at the Savannah River Site (SRS), the larger DOE complex, and many large federal and private sites. Currently, most monitoring strategies are focused on laboratory measurements of contaminants measured in groundwater samples collected from wells. This approach is expensive, and provides limited and lagging information about the effectiveness of cleanup activities and the behavior of the residual contamination. Over the last twenty years, DOE and other federal agencies have made significant investments in the development of various types of sensors and strategies that would allow for remote analysis of contaminants in groundwater, but these approaches do not promise significant reductions in risk or cost. Scientists at SRS have developed a new paradigm to simultaneously improve the performance of long term monitoring systems while lowering the overall cost of monitoring. This alternative approach incorporates traditional point measurements of contaminant concentration with measurements of controlling variables including boundary conditions, master variables, and traditional plume/contaminant variables. Boundary conditions are the overall driving forces that control plume movement and therefore provide leading indication to changes in plume stability. These variables include metrics associated with meteorology, hydrology, hydrogeology, and land use. Master variables are the key variables that control the chemistry of the

The CER can lead to selection of the most effective sequence of pollution reduction options. Derived with different methodologies and technical assumptions, CER estimates for alternative fuel vehicles (AFVs) have varied widely among pervious studies. In one of several explanations of LCER differences, this report uses a consistent basis for fuel price to re-estimate CERs for AFVs in reduction of emissions of criteria pollutants, toxics, and greenhouse gases. The re-estimated CERs for a given fuel type have considerable differences due to non-fuel costs and emissions reductions, but the CERs do provide an ordinal sense of cost-effectiveness. The category with CER less than $5,000 per ton includes compressed natural gas and ed Petroleum gas vehicles; and E85 flexible-fueled vehicles (with fuel mixture of 85 percent cellulose-derived ethanol in gasoline). The E85 system would be much less attractive if corn-derived ethanol were used. The CER for E85 (corn-derived) is higher with higher values placed on the reduction of gas emissions. CER estimates are relative to conventional vehicles fueled with Phase 1 California reformulated gasoline (RFG). The California Phase 2 RFG program will be implemented before significant market penetration by AFVs. CERs could be substantially greater if they are calculated incremental to the Phase 2 RFG program. Regression analysis suggests that different assumptions across studies can sometimes have predictable effects on the CER estimate of a particular AFV type. The relative differences in cost and emissions reduction assumptions can be large, and the effect of these differences on the CER estimate is often not predictable. Decomposition of CERs suggests that methodological differences can make large contributions to CER differences among studies.

  19. Reducing the Cost of Thermal Energy Storage for Parabolic Trough Solar Power Plants

    Thermal energy storage systems using phase change materials were evaluated for trough systems that use oil, steam, and high temperature salts as heat transfer fluids. A variety of eutectic salts and metal alloys were considered as phase change materials in a cascaded arrangement. Literature values of specific heat, latent heat, density, and other thermophysical properties were used in initial analyses. Testing laboratories were contracted to measure properties for candidate materials for comparison to the literature and for updating the models. A TRNSYS model from Phase 1 was further developed for optimizing the system, including a novel control algorithm. A concept for increasing the bulk thermal conductivity of the phase change system was developed using expanded metal sheets. Outside companies were contracted to design and cost systems using platecoil heat exchangers immersed in the phase change material. Laboratory evaluations of the one-dimensional and three-dimensional behavior of expanded metal sheets in a low conductivity medium were used to optimize the amount of thermal conductivity enhancement. The thermal energy storage systems were compared to baseline conventional systems. The best phase change system found in this project, which was for the high temperature plant, had a projected cost of $25.2 per kWhth, The best system also had a cost that was similar to the base case, a direct two-tank molten salt system.

  20. Development of Production PVD-AIN Buffer Layer System and Processes to Reduce Epitaxy Costs and Increase LED Efficiency

    The DOE has set aggressive goals for solid state lighting (SSL) adoption, which require manufacturing and quality improvements for virtually all process steps leading to an LED luminaire product. The goals pertinent to this proposed project are to reduce the cost and improve the quality of the epitaxial growth processes used to build LED structures. The objectives outlined in this proposal focus on achieving cost reduction and performance improvements over state-of-the-art, using technologies that are low in cost and amenable to high efficiency manufacturing. The objectives of the outlined proposal focus on cost reductions in epitaxial growth by reducing epitaxy layer thickness and hetero-epitaxial strain, and by enabling the use of larger, less expensive silicon substrates and would be accomplished through the introduction of a high productivity reactive sputtering system and an effective sputtered aluminum-nitride (AlN) buffer/nucleation layer process. Success of the proposed project could enable efficient adoption of GaN on-silicon (GaN/Si) epitaxial technology on 150mm silicon substrates. The reduction in epitaxy cost per cm{sup 2} using 150mm GaN-on-Si technology derives from (1) a reduction in cost of ownership and increase in throughput for the buffer deposition process via the elimination of MOCVD buffer layers and other throughput and CoO enhancements, (2) improvement in brightness through reductions in defect density, (3) reduction in substrate cost through the replacement of sapphire with silicon, and (4) reduction in non-ESD yield loss through reductions in wafer bow and temperature variation. The adoption of 150mm GaN/Si processing will also facilitate significant cost reductions in subsequent wafer fabrication manufacturing costs. There were three phases to this project.     The purpose was to examine the effectiveness of low-cost abatement on children's blood lead levels. Blood lead was analyzed before and after abatement in 37 homes of children under 7 years old with initial blood lead levels of 25--44 {micro}g/dL. Ninety-five percent of homes were built before 1950. Abatement methods used were wet-scraping and repainting deteriorated surfaces and wrapping window wells with aluminum or vinyl. A control group was retrospectively selected. Control children were under 7 years old, had initial blood lead levels of 25--44 {micro}g/dL and a follow-up level at least 28 days afterward, and did not have abatements performed in their homes between blood lead levels. After abatement, statistically significant declines occurred in the intervention children's blood lead levels. The mean decline was 22%, 1 to 6 months after treatment. After adjustment for seasonality and child's age, the mean decline was 6.0 {micro}g/dL, or 18%. The control children's blood levels did not decline significantly. There was a mean decline of 0.25 {micro}g/dL, or 0.39%. After adjustment for seasonality and age, the mean decline for control children was 1.6 {micro}g/dL, or 1.8%. Low-cost abatement and education are effective short-term interim controls.

The proposed method encompasses all heat and mass integrations known till date, and includes many more. Each heat and mass integration eliminates a distillation column, a condenser, a reboiler and the heat duty associated with a reboiler. Thus, heat and mass integration can potentially offer significant capital and operating cost benefits. In this talk, we will study the various possible heat and mass integrations in detail, and demonstrate their benefits using case studies. This work will lay out a framework to synthesize an entire new class of useful configurations based on heat and mass integration of distillation columns.

    The use of an abbreviated GaN growth mode on nano-patterned AGOG sapphire substrates, which utilizes a process of using 15 nm low temperature GaN buffer and bypassing etch-back and recovery processes during epitaxy, enables the growth of high-quality GaN template on nano-patterned AGOG sapphire. The GaN template grown on nano-patterned AGOG sapphire by employing abbreviated growth mode has two orders of magnitude lower threading dislocation density than that of conventional GaN template grown on planar sapphire. The use of abbreviated growth mode also leads to significant reduction in cost of the epitaxy. The growths and characteristics of InGaN quantum wells (QWs) light emitting diodes (LEDs) on both templates were compared. The InGaN QWs LEDs grown on the nano-patterned AGOG sapphire demonstrated at least a 24% enhancement of output power enhancement over that of LEDs grown on conventional GaN templates.

    The polyester rope taut leg mooring system offers a unique opportunity to reduce deepwater mooring system cost, while simultaneously improving stationkeeping performance. These gains are over catenary or taut leg systems designed using all steel components. This paper builds upon work presented at prior OTC conferences and focuses on concept feasibility and implementation. Feasibility is addressed from a systems basis including fiber and rope selection, definition of mechanical properties, mooring system integration, and effects of long-term usage. Implementation is believed practical based on current technology and in-place manufacturing capability. Available cyclic tension test results for polyester rope suggest a comparable fatigue performance to wire rope. The most significant challenge facing application of the polyester taut leg mooring concept is the lack of in-service experience compared to conventional steel catenary mooring systems.

    As computer systems grow in both size and complexity, the need for applications and run-time systems to adjust to their dynamic environment also grows. The goal of the RAAMP LDRD was to combine static architecture information and real-time system state with algorithms to conserve power, reduce communication costs, and avoid network contention. We devel- oped new data collection and aggregation tools to extract static hardware information (e.g., node/core hierarchy, network routing) as well as real-time performance data (e.g., CPU uti- lization, power consumption, memory bandwidth saturation, percentage of used bandwidth, number of network stalls). We created application interfaces that allowed this data to be used easily by algorithms. Finally, we demonstrated the benefit of integrating system and application information for two use cases. The first used real-time power consumption and memory bandwidth saturation data to throttle concurrency to save power without increasing application execution time. The second used static or real-time network traffic information to reduce or avoid network congestion by remapping MPI tasks to allocated processors. Results from our work are summarized in this report; more details are available in our publications [2, 6, 14, 16, 22, 29, 38, 44, 51, 54].

    A current sentiment within some parts of the environmental policy community is that market-based regulatory approaches such as emissions trading have proven so effective that actual costs will be only a small fraction of what ex ante cost estimation procedures would project. With this line of reasoning, some have dismissed available cost estimates for major proposed new regulations, such as the new PM and ozone NAAQS, as not meaningful for policy decisions. The most commonly used evidence in support of this position is the experience with SO{sub 2} reductions under Title IV of the 1990 Clean Air Act Amendments. In Title IV, a market for emissions allowances has been used to achieve reductions in sulfur dioxides (SO{sub 2}) to ameliorate acid rain. It is commonly asserted today that the cost of achieving the SO{sub 2} emissions reductions has been only one-tenth or less of what Title IV was originally expected to cost. This paper demonstrates that, to the contrary, actual costs for SO{sub 2} reductions remain roughly in line with original estimates associated with Title IV. Erroneous conclusions about Title IV`s costs are due to inappropriate comparisons of a variety of different measures that appear to be comparable only because they are all stated in dollars per ton. Program cost estimates include the total costs of a fully-implemented regulatory program. The very low costs of Title IV that are commonly cited today are neither directly reflective of a fully implemented Title IV, (which is still many years away) nor reflective of all the costs already incurred. Further, a careful review of history finds that the initial cost estimates that many cite were never associated with Title IV. Technically speaking, people are comparing the estimated control costs for the most-costly power plant associated with earlier acid rain regulatory proposals with prices from a market that do not directly reflect total costs.

    A recent report from the National Academy of Sciences concludes that the earth is likely to face a doubling of preindustrial greenhouse gases in the next half century. This doubling could be expected to push average global temperatures. up from between 1.8 to 9 degrees Fahrenheit. Much of the potential for human impacts on the global climate is linked to fossil fuel consumption. Carbon dioxide emissions from energy consumption in the US totals about one-quarter of the world`s total emissions from energy consumption. Global warming is different from other environmental problems because CO{sub 2} emissions can be captured naturally by trees, grasses, soil, and other plants. In contrast, acid rain emissions reductions can only be accomplished through switching to lower-polluting fuels, conserving energy, or installing costly retrofit technologies. Terrestrial biota, such as trees, plants, grasses and soils, directly affect the CO{sub 2} concentrations in the atmosphere. A number of reports have concluded that forestry and land-use practices can increase CO{sub 2} sequestration and can help reduce or delay the threat of global warming.

    Ground-level ozone is formed in the atmosphere from its precursor emissions, namely nitric oxide (NO{sub x}) and volatile organic compounds (VOC), with its rate of formation dependent on atmospheric conditions. Since ozone levels tend to be highest during the summer months, seasonal controls of precursors have been suggested as a means of reducing the costs of decreasing ozone concentrations to acceptable levels. This paper attempts to quantify what the potential savings if seasonal control were instituted for coal-fired power plants, assuming that only commercially available NO{sub x} control technologies are used. Cost savings through seasonal control is measured by calculating the total annualized cost of NO{sub x} removal at a given amount of seasonal control for different target levels of annual control. For this study, it is assumed that trading of NO{sub x} emissions will be allowed, as has been proposed by the Ozone Transportation Commission (OTC). The problem has been posed as a binary integer linear programming problem, with decision variables being which control to use at each power plant. The results indicate that requiring annual limits which are lower than seasonal limits can substantially reduce compliance costs. These savings occur because requiring stringent compliance only on a seasonal basis allows power plants to use control methods for which the variable costs are paid for only part of the year, and through the use of gas-based controls, which are much cheaper to operate in the summer months.

    The small buildings and small portfolios (SBSP) sector face a number of barriers that inhibit SBSP owners from adopting energy efficiency solutions. This pilot project focused on overcoming two of the largest barriers to financing energy efficiency in small buildings: disproportionately high transaction costs and unknown or unacceptable risk. Solutions to these barriers can often be at odds, because inexpensive turnkey solutions are often not sufficiently tailored to the unique circumstances of each building, reducing confidence that the expected energy savings will be achieved. To address these barriers, NREL worked with two innovative, forward-thinking lead partners, Michigan Saves and Energi, to develop technical solutions that provide a quick and easy process to encourage energy efficiency investments while managing risk. The pilot project was broken into two stages: the first stage focused on reducing transaction costs, and the second stage focused on reducing performance risk. In the first stage, NREL worked with the non-profit organization, Michigan Saves, to analyze the effects of 8 energy efficiency measures (EEMs) on 81 different baseline small office building models in Holland, Michigan (climate zone 5A). The results of this analysis (totaling over 30,000 cases) are summarized in a simple spreadsheet tool that enables users to easily sort through the results and find appropriate small office EEM packages that meet a particular energy savings threshold and are likely to be cost-effective.

    A maintenance optimization study for substation components can be most effective when Reliability Centered Maintenance (RCM) Analysis is combined with a Predictive Maintenance (PDM) Assessment. If the two processes are performed concurrently, the benefit-to-cost ratios for each is increased. Also, the cost of implementing RCM recommendations for condition monitoring can be minimized, while maximizing their impact at the same time. This paper presents the essential elements of both the RCM and PDM processes, and describes how they work together in a substation environment as a comprehensive maintenance assessment tool. The program has since expanded into a multi-laboratory collaborative effort that evaluates new technologies and shares the results with the Federal design and procurement communities. These evaluations are performed on a collaborative basis which typically includes technology manufacturers, Federal facilities, utilities, trade associations, research institutes, and other in partnership with DOE.     Several new quadrature sets for use in the discrete ordinates method of solving the Boltzmann neutral particle transport equation are derived. These symmetric quadratures extend the traditional symmetric quadratures by allowing ordinates perpendicular to one or two of the coordinate axes. Comparable accuracy with fewer required ordinates is obtained. Quadratures up to seventh order are presented. The validity and efficiency of the quadratures is then tested and compared with the Sn level symmetric quadratures relative to a Monte Carlo benchmark solution. The criteria for comparison include current through the surface, scalar flux at the surface, volume average scalar flux, and time required for convergence. Appreciable computational cost was saved when used in an unstructured tetrahedral cell code using highly accurate characteristic methods. However, no appreciable savings in computation time was found using the new quadratures compared with traditional Sn methods on a regular Cartesian mesh using the standard diamond difference method. These quadratures are recommended for use in three-dimensional calculations on an unstructured mesh.

    A local density fitting scheme is considered in which atomic orbital (AO) products are approximated using only auxiliary AOs located on one of the nuclei in that product. The possibility of variational collapse to an unphysical “attractive electron” state that can affect such density fitting [P. Merlot, T. Kjærgaard, T. Helgaker, R. Lindh, F. Aquilante, S. Reine, and T. B. Pedersen, J. Comput. Chem. 34, 1486 (2013)] is alleviated by including atom-wise semidiagonal integrals exactly. Our approach leads to a significant decrease in the computational cost of density fitting for Hartree–Fock theory while still producing results with errors 2–5 times smaller than standard, nonlocal density fitting. Our method allows for large Hartree–Fock and density functional theory computations with exact exchange to be carried out efficiently on large molecules, which we demonstrate by benchmarking our method on 200 of the most widely used prescription drug molecules. Our new fitting scheme leads to smooth and artifact-free potential energy surfaces and the possibility of relatively simple analytic gradients.

    Offshore wind turbines are an attractive source for clean and renewable energy for reasons including their proximity to population centers and higher capacity factors. One obstacle to the more widespread installation of offshore wind turbines in the USA, however, is that recent projections of offshore operations and maintenance costs vary from two to five times the land-based costs. One way in which these costs could be reduced is through use of a structural health and prognostics management (SHPM) system as part of a condition-based maintenance paradigm with smart loads management. Our paper contributes to the development of such strategies by developing an initial roadmap for SHPM, with application to the blades. One of the key elements of the approach is a multiscale simulation approach developed to identify how the underlying physics of the system are affected by the presence of damage and how these changes manifest themselves in the operational response of a full turbine. A case study of a trailing edge disbond is analysed to demonstrate the multiscale sensitivity of damage approach and to show the potential life extension and increased energy capture that can be achieved using simple changes in the overall turbine control and loads management strategy. Finally, the integration of health monitoring information, economic considerations such as repair costs versus state of health, and a smart loads management methodology provides an initial roadmap for reducing operations and maintenance costs for offshore wind farms while increasing turbine availability and overall profit.

    Energy (DOE)-industry research and development (R and D) organization, sponsors near-term technology development projects for reducing geothermal drilling and well maintenance costs. Sandia National Laboratories (Albuquerque, NM) administers DOE funds for GDO cost-shared projects and provides technical support. The GDO serves a very important function in fostering geothermal development. It encourages commercialization of emerging, cost-reducing drilling technologies, while fostering a spirit of cooperation among various segments of the geothermal industry. For Sandia, the GDO also serves as a means of identifying the geothermal industry's drilling fuel/or well maintenance problems, and provides an important forum for technology transfer. Successfully completed GDO projects include: the development of a high-temperature borehole televiewer, high-temperature rotating head rubbers, a retrievable whipstock, and a high-temperature/high-pressure valve-changing tool. Ongoing GDO projects include technology for stemming lost circulation; foam cement integrity log interpretation, insulated drill pipe, percussive mud hammers for geothermal drilling, a high-temperature/ high-pressure valve changing tool assembly (adding a milling capability), deformed casing remediation, high- temperature steering tools, diagnostic instrumentation for casing in geothermal wells, and elastomeric casing protectors.

    The sale of crude oil requires that the crude meet product specifications for BS&W, temperature, pour point and API gravity. The physical characteristics of the crude such as pour point and viscosity effect the efficient loading, transport, and unloading of the crude oil. In many cases, the crude oil has either a very high paraffin content or asphalt content which will require either hot oiling or the addition of diluents to the crude oil to reduce the viscosity and the pour point of the oil allowing the crude oil to be readily loaded on to the transport. Marginal wells are significantly impacted by the cost of preheating the oil to an appropriate temperature to allow for ease of transport. Highly paraffinic and asphaltic oils exist throughout the D-J basin and generally require pretreatment during cold months prior to sales. The current study addresses the use of solar energy to heat tank bottoms and improves the overall efficiency and operational reliability of stripper wells.

    This document provides a plan for implementing surveillance and maintenance (S and M) activities to ensure that Building 9401-2 Plating Shop is maintained in a cost effective and environmentally secure configuration until subsequent closure during the final disposition phase of decommissioning. U.S. Department of Energy (DOE) G430.1A-2, Surveillance and Maintenance During Facility Disposition (1997), was used as guidance in the development of this plan. The S and M Plan incorporates DOE O 430.1A, Life Cycle Asset Management (LCAM) (1998a) direction to provide for conducting surveillance and maintenance activities required to maintain the facility and remaining hazardous and radioactive materials, wastes, and contamination in a stable and known condition pending facility disposition. Recommendations in the S and M plan have been made that may not be requirement-based but would reduce the cost and frequency of surveillance and maintenance activities. During the course of S and M activities, the facility's condition may change so as to present an immediate or developing hazard or unsatisfactory condition. Technologies such as cameras, sensors, drug detection, biometric and personnel identification, lighting, barriers, weapon and explosives detection, anti-graffiti methods, and duress alarms can all be effective, given they are used in appropriate applications, with realistic expectations and an understanding of limitations. Similar to a high-risk government facility, schools must consider a systems (`big picture`) approach to security, which includes the use of personnel and procedures as well as security technologies, such that the synergy created by all these elements together contributes more to the general `order maintenance` of the facility than could be achieved by separate measures not integrated or related.

    Offshore wind turbines are an attractive source for clean and renewable energy for reasons including their proximity to population centers and higher capacity factors. One obstacle to the more widespread installation of offshore wind turbines in the USA, however, is that recent projections of offshore operations and maintenance costs vary from two to five times the land-based costs. One way in which these costs could be reduced is through use of a structural health and prognostics management (SHPM) system as part of a condition-based maintenance paradigm with smart loads management. Our paper contributes to the development of such strategies bymoredeveloping an initial roadmap for SHPM, with application to the blades. One of the key elements of the approach is a multiscale simulation approach developed to identify how the underlying physics of the system are affected by the presence of damage and how these changes manifest themselves in the operational response of a full turbine. A case study of a trailing edge disbond is analysed to demonstrate the multiscale sensitivity of damage approach and to show the potential life extension and increased energy capture that can be achieved using simple changes in the overall turbine control and loads management strategy. Finally, the integration of health monitoring information, economic considerations such as repair costs versus state of health, and a smart loads management methodology provides an initial roadmap for reducing operations and maintenance costs for offshore wind farms while increasing turbine availability and overall profit.less

  4. Spares management for improved maintenance

    A recent survey by the US Nuclear Regulatory Commission (NRC) of maintenance practices at US nuclear power plants confirms that spare parts availability is, to some extent, a problem at all but a few plants, and that 57% of the plants sometimes operated in a limiting condition for operation over the last year due to unavailability of spare parts. That's the bad news. The good news is that significant improvement is possible without ballooning inventory. The vast majority of total dollar value of spare parts inventory at power generation stations, whether nuclear or fossil, is rarely used (parts or components that are used 12 or less times per year including many with a history of no use for many years). Inventory Solutions of Akron, Ohio, has developed such a tool, called rarely used inventory stocking logic (RUSL) which is a user-friendly decision support tool for setting spare parts reorder points. Based on statistical computations enhanced to include the most advanced techniques developed for use in aerospace and military combat readiness, RUSL calculates the optimum stocking level to achieve the desired spare part availability at the station. In doing so, it considers the importance of the part in preventing an outage, as well as key economic ordering parameters, such as part cost, carrying cost, number of parts in service, historical observed usage, anticipated future usage, and lead time to replenish.

    Field investigations illustrate that it is not realistic to expect new high-tech equipment to function for a full life expectancy at high efficiency without significant operations and maintenance (O&M). A simple walk through inspection of most buildings reveals extensive equipment that is being operated on manual override, is incorrectly adjusted and operating inefficiently, or is simply inoperative. This point is illustrated with two examples at Robins Air Force Base, Georgia. The first describes development of a comprehensive, base-wide, steam trap maintenance program. The second describes a measured evaluation from a typical office building. The objective of both examples was to assess the importance of proper O&M. The proposed ``O&M First`` philosophy will result in more efficient building HVAC operation, provide improved services to the building occupants, and reduce energy consumption and unscheduled equipment repair/replacement. Implementation of a comprehensive O&M program will result in a 15--25% energy savings. The O&M foundation that is established will allow other energy conservation activities such is demand side management or energy management and control systems, to achieve and maintain their expected energy savings.

    Savannah River National Laboratory - Savannah River Packaging Technology (SRNL-SRPT) delivered the inaugural offering of the Packaging Operations and Maintenance Course for DOE-EM-45's Packaging Certification Program (PCP) at the University of South Carolina Aiken on September 1 and 2, 2009. Twenty-nine students registered, attended, and completed this training. The DOE-EM-45 Packaging Certification Program (PCP) sponsored the presentation of a new training course, Packaging Maintenance and Operations, on September 1-2, 2009 at the University of South Carolina Aiken (USC-Aiken) campus in Aiken, SC. The premier offering of the course was developed and presented by the Savannah River National Laboratory, and attended by twenty-nine students across the DOE, NNSA and private industry. This training informed package users of the requirements associated with handling shipping containers at a facility (user) level and provided a basic overview of the requirements typically outlined in Safety Analysis Report for Packaging (SARP) Chapters 1, 7, and 8. The course taught packaging personnel about the regulatory nature of SARPs to help reduce associated and often costly packaging errors. Some of the topics covered were package contents, loading, unloading, storage, torque requirements, maintaining records, how to handle abnormal conditions, lessons learned, leakage testing (including demonstration), and replacement parts. The target audience for this course was facility operations personnel, facility maintenance personnel, and field quality assurance personnel who are directly involved in the handling of shipping containers. The training also aimed at writers of SARP Chapters 1, 7, and 8, package designers, and anyone else involved in radioactive material packaging and transportation safety. Student feedback and critiques of the training were very positive. SRNL will offer the course again at USC Aiken in September 2010.

But one of the significant maintenance problems and cost associated with operating CSP facilities in this region is the accumulation of dust, sand and other pollutants on the collector mirrors and heliostats. In this paper we describe the development of low cost, easy to apply anti-soiling coatings based on superhydrophobic (SH) functionalized nano silica materials and polymer binders that posses the key requirements necessary to inhibit particulate deposition on and sticking to CSP mirror surfaces, and thereby significantly reducing mirror cleaning costs and facility downtime.

The group will also create a PV O&M Cost Model to estimate costs of delivering a PV O&M program that considers system characteristics and which conditions determine the optimal cleaning and repair schedules for solar projects. This work will enable financial firms to easily categorize, predict, and support solar projects with lower financing costs, which will increase the effectiveness of O&M and the resulting energy delivery and reduce the cost of maintaining PV systems.

    The Multi-Function Waste Tank Facility (MWTF)will provide environmentally safe and acceptable storage capacity for handling wastes resulting from the remediation of existing single-shell and double-shell tanks on the Hanford Site. The MWTF will construct two tank farm facilities at two separate locations. A four-tank complex will be constructed in the 200-East Area of the Hanford Site; a two-tank complex will be constructed in the 200-West Area. This report documents the results of a life-cycle cost analysis performed by ICF Kaiser Hanford Company (ICF KH) for the Weather Enclosure proposed to be constructed over the 200-West tanks. Currently, all tank farm operations on the Hanford Site are conducted in an open environment, with weather often affecting tank farm maintenance activities. The Weather Enclosure is being proposed to allow year-round tank farm operation and maintenance activities unconstrained by weather conditions. Elimination of weather-related delays at the MWTF and associated facilities will reduce operational costs. The life-cycle cost analysis contained in this report analyzes potential cost savings based on historical weather information, operational and maintenance costs, construction cost estimates, and other various assumptions.

    An EPRI Tailored Collaboration project establishing guidelines and tools for implementing Reliability Centered Maintenance (RCM) in substations is nearing completion and final results are being presented at this Substation RCM Conference. The ultimate goal of this RCM project is to help utilities slash substation operations and maintenance costs by optimizing equipment maintenance intervals. Preventive maintenance (PM) programs typically have been developed on a component-by-component basis, relying heavily on equipment vendors` maintenance recommendations. RCM is a logical alternative to traditional PM programs. It is intelligent, common sense maintenance that is function-based rather than component-based. First developed by the airline industry in the 1960s and further developed and applied to the nuclear industry by EPRI in the 1980s, RCM ranks the importance of each function of a system, calculates the impact the loss of the function would have on the overall system, and drives the design of appropriate maintenance tasks for each function. The nuclear industry reaped savings of at least 25% by adopting RCM, and one utility that tried this approach for substation maintenance reported savings of 13% in one year.

    No matter the source, offshore wind energy plant cost estimates are significantly higher than for land-based projects. For instance, a National Renewable Energy Laboratory (NREL) review on the 2010 cost of wind energy found baseline cost estimates for onshore wind energy systems to be 71 dollars per megawatt-hour ($/MWh), versus 225 $/MWh for offshore systems. There are many ways that innovation can be used to reduce the high costs of offshore wind energy. However, the use of such innovation impacts the cost of energy because of the highly coupled nature of the system. For example, the deployment of multimegawatt turbines can reduce the number of turbines, thereby reducing the operation and maintenance (O&M) costs associated with vessel acquisition and use. On the other hand, larger turbines may require more specialized vessels and infrastructure to perform the same operations, which could result in higher costs. To better understand the full impact of a design decision on offshore wind energy system performance and cost, a system analysis approach is needed. In 2011-2012, NREL began development of a wind energy systems engineering software tool to support offshore wind energy system analysis. The tool combines engineering and cost models to represent an entire offshore wind energy plant and to perform system cost sensitivity analysis and optimization. Initial results were collected by applying the tool to conduct a sensitivity analysis on a baseline offshore wind energy system using 5-MW and 6-MW NREL reference turbines. Results included information on rotor diameter, hub height, power rating, and maximum allowable tip speeds.

  20. Risk-based maintenance modeling. Prioritization of maintenance importances and quantification of maintenance effectiveness

    This report describes methods for prioritizing the risk importances of maintenances using a Probabilistic Risk Assessment (PRA). Approaches then are described for quantifying their reliability and risk effects. Two different PRA importance measures, minimal cutset importances and risk reduction importances, were used to prioritize maintenances; the findings show that both give similar results if appropriate criteria are used. The justifications for the particular importance measures also are developed. The methods developed to quantify the reliability and risk effects of maintenance actions are extensions of the usual reliability models now used in PRAs. These extended models consider degraded states of the component, and quantify the benefits of maintenance in correcting degradations and preventing failures. The negative effects of maintenance, including downtimes, also are included. These models are specific types of Markov models. The data for these models can be obtained from plant maintenance logs and from the Nuclear Plant Reliability Data System (NPRDS). To explore the potential usefulness of these models, the authors analyzed a range of postulated values of input data. These models were used to examine maintenance effects on a components reliability and performance for various maintenance programs and component data. Maintenance schedules were analyzed to optimize the component`s availability. In specific cases, the effects of maintenance were found to be large.

    Three methods of utilizing urban wood waste collected by a tree maintenance firm in Houston, Texas (handling 30,000 ton waste/year) are examined: (a) hauling to a remote landfill; (b) chipping and hauling to a (local) power plant and converting to electricity; and (c) chipping and selling to an outside firm for use as boiler fuel. Breakdown of costs are given for each method in monetary and energy terms. Method (b) was the cheapest, producing a net energy gain (870 million Btu/day), but the firm chose method (c), since it realized a direct monetary return.

    The first phase of the Depleted Uranium Hexafluoride Management Program (Program)--management strategy selection--consists of several program elements: Technology Assessment, Engineering Analysis, Cost Analysis, and preparation of an Environmental Impact Statement (EIS). Cost Analysis will estimate the life-cycle costs associated with each of the long-term management strategy alternatives for depleted uranium hexafluoride (UF6). The scope of Cost Analysis will include all major expenditures, from the planning and design stages through decontamination and decommissioning. The costs will be estimated at a scoping or preconceptual design level and are intended to assist decision makers in comparing alternatives for further consideration. They will not be absolute costs or bid-document costs. The purpose of the Cost Analysis Guidelines is to establish a consistent approach to analyzing of cost alternatives for managing Department of Energy`s (DOE`s) stocks of depleted uranium hexafluoride (DUF6). The component modules that make up the DUF6 management program differ substantially in operational maintenance, process-options, requirements for R and D, equipment, facilities, regulatory compliance, (O and M), and operations risk. To facilitate a consistent and equitable comparison of costs, the guidelines offer common definitions, assumptions or basis, and limitations integrated with a standard approach to the analysis. Further, the goal is to evaluate total net life-cycle costs and display them in a way that gives DOE the capability to evaluate a variety of overall DUF6 management strategies, including commercial potential. The cost estimates reflect the preconceptual level of the designs. They will be appropriate for distinguishing among management strategies.

    The processing of opportunity crudes and the need to meet stricter environmental regulations in the production of distillates and finished fuels have increased the benefit of the hydroprocessing unit to the refiner. With this potential for increased margins and more environmentally friendly fuel products comes increased risk of fouling in hydroprocessing units. Increased fouling can reduce unit reliability and increase maintenance and operating costs. The refiner has several options available to help minimize the fouling and maximize the unit`s profitability and flexibility. One of the two commonly selected options is to allocate capital for a mechanical solution to address a specific cause of fouling. The other option is the use of a chemical treatment program. This paper reviews the efficiency and implementation procedures for these two processes.

    In the wake of Hurricane Katrina and other severe storms in 2005, natural gas supplies were restricted, prices rose, and industry sought ways to reduce its natural gas use and costs. In October 2005, U.S. Department of Energy (DOE) Energy Secretary Bodman launched his Easy Ways to Save Energy campaign with a promise to provide energy assessments to 200 of the largest U.S. manufacturing plants. A major thrust of the campaign was to ensure that the nation's natural gas supplies would be adequate for all Americans, especially during home heating seasons. In a presentation to the National Press Club on October 3, 2005, Secretary Bodman said: 'America's businesses, factories, and manufacturing facilities use massive amounts of energy. To help them during this period of tightening supply and rising costs, our Department is sending teams of qualified efficiency experts to 200 of the nation's most energy-intensive factories. Our Energy Saving Teams will work with on-site managers on ways to conserve energy and use it more efficiently.' DOE's Industrial Technologies Program (ITP) responded to the Secretary's campaign with its Save Energy Now initiative, featuring a new and highly cost-effective form of energy assessments. The approach for these assessments drew heavily on the existing resources of ITP's Technology Delivery component. Over the years, ITP-Technology Delivery had worked with industry partners to assemble a suite of respected software decision tools, proven assessment protocols, training curricula, certified experts, and strong partnerships for deployment. Because of the program's earlier activities and the resources that had been developed, ITP was prepared to respond swiftly and effectively to the sudden need to promote improved industrial energy efficiency. Because of anticipated supply issues in the natural gas sector, the Save Energy Now initiative strategically focused on natural gas savings and targeted the nation's largest manufacturing plants

    Operations and maintenance costs for offshore wind plants are significantly higher than the current costs for land-based (onshore) wind plants. One way to reduce these costs would be to implement a structural health and prognostic management (SHPM) system as part of a condition based maintenance paradigm with smart load management and utilize a state-based cost model to assess the economics associated with use of the SHPM system. To facilitate the development of such a system a multi-scale modeling approach developed in prior work is used to identify how the underlying physics of the system are affected by the presence of damage and faults, and how these changes manifest themselves in the operational response of a full turbine. This methodology was used to investigate two case studies: (1) the effects of rotor imbalance due to pitch error (aerodynamic imbalance) and mass imbalance and (2) disbond of the shear web; both on a 5-MW offshore wind turbine in the present report. Based on simulations of damage in the turbine model, the operational measurements that demonstrated the highest sensitivity to the damage/faults were the blade tip accelerations and local pitching moments for both imbalance and shear web disbond. The initial cost model provided a great deal of insight into the estimated savings in operations and maintenance costs due to the implementation of an effective SHPM system. The integration of the health monitoring information and O&M cost versus damage/fault severity information provides the initial steps to identify processes to reduce operations and maintenance costs for an offshore wind farm while increasing turbine availability, revenue, and overall profit.

    The U.S. Department of Energy (DOE), National Nuclear Security Administration of the Nevada Operations Office (NNSA/NV) operates and maintains two active facilities on the Nevada Test Site (NTS) that dispose defense-generated low-level radioactive waste (LLW), mixed radioactive waste, and ''classified waste'' in shallow trenches and pits. The operation and maintenance of the LLW disposal sites are self-regulated by the DOE under DOE Order 435.1. This Order requires formal review of a performance assessment (PA) and composite analysis (CA; assessment of all interacting radiological sources) for each LLW disposal system followed by an active maintenance program that extends through and beyond the site closure program. The Nevada disposal facilities continue to receive NTS-generated LLW and defense-generated LLW from across the DOE complex. The PA/CAs for the sites have been conditionally approved and the facilities are now under a formal maintenance program that requires testing of conceptual models, quantifying and attempting to reduce uncertainty, and implementing confirmatory and long-term background monitoring, all leading to eventual closure of the disposal sites. To streamline and reduce the cost of the maintenance program, the NNSA/NV is converting the deterministic PA/CAs to probabilistic models using GoldSim, a probabilistic simulation computer code. The output of probabilistic models will provide expanded information supporting long-term decision objectives of the NTS disposal sites.

    This report presents a comparison of battery and fuel cell economics for ten different technologies. To develop an equitable economic comparison, the technologies were evaluated on a life-cycle cost (LCC) basis. The LCC comparison involved normalizing source estimates to a standard set of assumptions and preparing a lifetime cost scenario for each technology, including the initial capital cost, replacement costs, operating and maintenance (O M) costs, auxiliary energy costs, costs due to system inefficiencies, the cost of energy stored, and salvage costs or credits. By considering all the costs associated with each technology over its respective lifetime, the technology that is most economical to operate over any given period of time can be determined. An analysis of this type indicates whether paying a high initial capital cost for a technology with low O M costs is more or less economical on a lifetime basis than purchasing a technology with a low initial capital cost and high O M costs. It is important to realize that while minimizing cost is important, the customer will not always purchase the least expensive technology. The customer may identify benefits associated with a more expensive option that make it the more attractive over all (e.g., reduced construction lead times, modularity, environmental benefits, spinning reserve, etc.). The LCC estimates presented in this report represent three end-use applications: utility load-leveling, stand-alone power systems, and electric vehicles.

    The Reichhold Chemical plant is located in Elizabeth, NJ. At this location, the cost of steam had skyrocketed to $5.30 per million Btu. The plant has 600 steam traps manufactured by ten different companies. Some 17 different models of traps are used with 33 piping configurations. There are five different operating pressures throughout the plant ranging from 15-175 psig, including 30, 65, and 120 psig. Five different applications of steam usage can be broken down as follows: steam tracing (56%); drip (21%); comfort heating (18%); tank coil (4%); and process (1%). In the fall of 1983, the annual yearly inspection of steam traps was supplanted with an independent trap survey service, specializing in detecting the malfunctioning of various types of steam traps. The basic program included location and tagging of all steam traps; survey and inspection of steam trap population; development of a trap map; and full computer analysis of collected data. It was determined that approximately 3919 lb/hr of steam could be saved by repairing the failed open traps and implementing the report's recommendations. There were also benefits from fixing the failed closed traps which were out of service at the time of the survey. These traps do not allow the flow of steam or condensate to pass through the orifice. This condition causes condensate to back up and reduce efficiency. The maintenance management has been pleased with the results and recommendations of the program. It has provided them with a complete inventory and status report of the 600 traps plantwide. It saved $180,000 over the previous year in energy expenditures. This was the most important contribution in lowering the plant energy costs.

    In 1989, an internal study in the Coke and Iron Maintenance Department identified the opportunities available to increase production, by decreasing unscheduled maintenance delays from 4.6%. A five year front loaded plan was developed, and presented to the company president. The plan required an initial investment of $1.4 million and a conservative break-even point was calculated to be 2.5 years. Due to budget restraints, it would have to be self-funded, i.e., generate additional production or savings, to pay for the program. The program began in 1991 at number 2 coke plant and the blast furnaces. This paper will describe the Iron Production Maintenance Effectiveness System (ME), which began with the mechanical and pipefitting trades.

    The High Temperature Gas-Cooler Reactor (HTGR) Cost Model was developed at the Idaho National Laboratory for the Next Generation Nuclear Plant Project. The HTGR Cost Model calculates an estimate of the capital costs, annual operating and maintenance costs, and decommissioning costs for a high-temperature gas-cooled reactor. The user can generate these costs for multiple reactor outlet temperatures; with and without power cycles, including either a Brayton or Rankine cycle; for the demonstration plant, first of a kind, or nth of a kind project phases; for a single or four-pack configuration; and for a reactor size of 350 or 600 MWt. This users manual contains the mathematical models and operating instructions for the HTGR Cost Model. Instructions, screenshots, and examples are provided to guide the user through the HTGR Cost Model. This model was design for users who are familiar with the HTGR design and Excel. Modification of the HTGR Cost Model should only be performed by users familiar with Excel and Visual Basic.

Iberdrola, a Spanish utility, is using advanced machine condition-monitoring technology to centralize control and maintenance of its hydropower projects as a means of achieving those goals. The company is using a blend of technologies to supervise their projects from a regional control center. The monitoring scheme makes use of data from on-line, machine-condition monitors, displays from in-plant audio asnd video equipment, and analysis from the control center`s SCADA system.

    This report describes the results of a six-year, $6.3 million project to reduce operation and maintenance (O&M) costs at power plants employing concentrating solar power (CSP) technology. Sandia National Laboratories teamed with KJC Operating Company to implement the O&M Improvement Program. O&M technologies developed during the course of the program were demonstrated at the 150-MW Kramer Junction solar power park located in Boron, California. Improvements were made in the following areas: (a) efficiency of solar energy collection, (b) O&M information management, (c) reliability of solar field flow loop hardware, (d) plant operating strategy, and (e) cost reduction associated with environmental issues. A 37% reduction in annual O&M costs was achieved. Based on the lessons learned, an optimum solar- field O&M plan for future CSP plants is presented. Parabolic trough solar technology is employed at Kramer Junction. However, many of the O&M improvements described in the report are also applicable to CSP plants based on solar power tower or dish/engine concepts.

    There are a great many things that a preparation plant operator can do right now to increase fine coal dewatering effectiveness and maintenance is one of them, says Donald A. Dahlstrom, at the University of Utah. Dewatering of fine coal is increasingly important, because electricity generation, the largest coal consumer, is so strongly affected by the moisture content. Every pound of water put into a boiler raises costs about 2 1/2 cents. The heat it takes to turn water to steam and get it out the stack is heat that could have been used to generate power. In addition, there is the cost of shipping the water. You can add the freight costs to that. In contrast it costs about 1/2-cent/lb to remove the water at the preparation plant.
