    The City of Detroit is undertaking a comprehensive restoration of its street lighting system that includes transitioning the existing high-pressure sodium (HPS) sources to light-emitting diode (LED). Detroit’s well-publicized financial troubles over the last several years have added many hurdles and constraints to this process. Strategies to overcome these issues have largely been successful, but have also brought some mixed results. This document provides an objective review of the circumstances surrounding the system restoration, the processes undertaken and decisions made, and the results so far.

    This report describes the process and results of a demonstration of solid-state lighting (SSL) technology in a residential street lighting application, under the U.S. Department of Energy GATEWAY Solid-State Lighting Technology Demonstration Program. In this project, eight 100W (nominal) high-pressure sodium cobra head fixtures were replaced with a like number of LED street light luminaires manufactured by Leotek, Inc. The Leotek product achieved an estimated payback in the Lija Loop installation of about 20 years for replacement scenarios and a much shorter 7.6 years for new installations. Much of the associated energy savings (55%) supporting these payback periods, however, were achieved by reducing average horizontal photopic illuminance a similar amount (53%). Examined from a different perspective, the measured performance suggests that the Leotek product is at approximate parity with the HPS cobra head in terms of average delivered photopic illumination for a given power consumption. HPS comprises the second most efficacious street lighting technology available, exceeded only by low pressure sodium (LPS). LPS technology is not considered suitable for most street lighting applications due to its monochromatic spectral output and poor color rendering ability; therefore, this LED product is performing at an efficiency level comparable to its primary competition in this application.

    Nine different streetlighting products were installed on various streets in Kansas City, Missouri during February, 2011, to evaluate their performance relative to the incumbent high-pressure sodium (HPS) lighting. The applications investigated included 100 W, 150 W, 250 W, and 400 W HPS installations. Initial measurements and comparisons included power, illuminance, and luminance; sample illuminance readings have continued at each of the nine locations at roughly 1,000-hour operating intervals since then. All of the LED products consumed less power than their HPS counterparts—with a mean difference of 39% and a range of 31% to 51%—but they also emitted 31% fewer lumens, on average. The net result is just a 15% increase in mean efficacy. Applying the city’s stringent light loss factors to the initial measured data meant that five of the LED products (and two of the HPS luminaires) were predicted to eventually fail to meet the specified mean illuminance over their lifetimes; however, the specified light loss levels are not expected to be reached by the LED products until some distant future date (between 12 and 30 years after installation according to manufacturer specification sheet estimates). The practical value of designing streetlighting systems to meet illumination requirements more than 15 years in the future is questioned. Numerous sources of variation in field measurements are noted throughout the report, particularly seasonal influences such as ambient temperature and foliage that are evident in the time-series illuminance data.

    An often overlooked key to satisfactory operation and longevity of any mechanical device is proper operation and maintenance in accordance with the manufacturer`s written instructions. Absorption chillers, although they use a different technology than the more familiar vapor compression cycle to produce chilled water, operate successfully in a variety of applications if operated and maintained properly. Maintenance procedures may be more frequent than those required for vapor compression chillers, but they are also typically less complex. The goal of this article is to describe the basic operation of an absorption chiller to provide an understanding of the relatively simple tasks required to keep the machine operating at maximum efficiency for its design life and beyond. A good starting point is definitions. Gas cooling equipment is generally defined as alternative energy, non-electric cooling products. This includes absorption chillers, engine-drive chillers and packaged desiccant units, among others. Natural gas combustion drives the equipment.

    Brooklyn Union Gas Co. has been providing gas to 50% of the population of New York City for the last 100 years. The company has constructed an elaborate gas distribution network that includes a gas main under nearly every city street in a service territory that includes Brooklyn, Staten Island and parts of Queens. Conventional ways of pipeline construction and maintenance are inadequate in today's environment of heightened competition, increased regulations and, most importantly, demanding customer expectations of quality service. As a result, Brooklyn Union Gas must use special construction and maintenance methods in its operations, and in particular trenchless technologies. Over the past 10 years the company has paid close attention to developing a variety of trenchless techniques. Like many gas distribution companies providing service in densely populated urban areas, Brooklyn Union must operate and maintain its gas distribution network in a challenging environment of increasing governmental regulation and escalating field construction costs. Technological innovation is not a luxury, but instead a necessity to achieve corporate growth, regulatory compliance and greater customer satisfaction. Trenchless technologies offset rising pipe installation costs and provide benefits both to the customer and the company. Of special value to Brooklyn Union is the development of systems that renovate old metal pipes by lining. Such techniques are described.

    The Post Street project had four (4), 7.960 MW, Solar Taurus-70-10801S natural gas combustion turbines. Each turbine equipped with a 40,000 lb/hr heat recovery steam generator (HRSG). The dual-fuel HRSGs was capable of generating steam using gas turbine exhaust heat or surplus electric power. The generation capacity was nominally rated at 29.2 MW. The project as proposed had a fuel rate chargeable to power of 4,900 - 5,880 Btu/kWh dependent on time of year. The CHP plant, when operating at 29.2 MW, can recycle turbine exhaust into supply 145 kpph of steam to SSC per hour. The actual SSC steam loads will vary based on weather, building occupation, plus additions / reductions of customer load served. SSC produces up to 80 kpph of steam from a biomass boiler, which is currently base loaded all year.

    The Seymour GS is an 80 year old generating station on the historic Trent-Severn Waterway in Ontario, Canada. The rehabilitation at Seymour was approved by Provincial and Federal authorities on condition that the original appearance of the building be maintained. The capacity of the Generating Station (GS) is being uprated from 3.15 MW to 5.7 MW, by replacing five vertical double runner Francis units with five horizontal Kaplan turbines. The replacement of vertical Francis units with horizontal Kaplan units, necessitated an extensive and innovative demolition approach for the substructure modification. The new turbines required a powerhouse base slab 3.5 m below the grade of the original slab. This required removal of the existing slabs and foundation rock along with most of the interior powerhouse walls. The type of modification and demolition were carefully chosen to accommodate a very tight schedule dictated by the requirement of the Federal Department of Fisheries and Oceans (DFO), where in-water work is restricted to certain months of the year.

    This document represents the final Regional Demonstration Project Technical Performance Report (TPR) for Pecan Street Inc.’s (Pecan Street) Smart Grid Demonstration Program, DE-OE-0000219. Pecan Street is a 501(c)(3) smart grid/clean energy research and development organization headquartered at The University of Texas at Austin (UT). Pecan Street worked in collaboration with Austin Energy, UT, Environmental Defense Fund (EDF), the City of Austin, the Austin Chamber of Commerce and selected consultants, contractors, and vendors to take a more detailed look at the energy load of residential and small commercial properties while the power industry is undergoing modernization. The Pecan Street Smart Grid Demonstration Program signed-up over 1,000 participants who are sharing their home or businesses’s electricity consumption data with the project via green button protocols, smart meters, and/or a home energy monitoring system (HEMS). Pecan Street completed the installation of HEMS in 750 homes and 25 commercial properties. The program provided incentives to increase the installed base of roof-top solar photovoltaic (PV) systems, plug-in electric vehicles with Level 2 charging, and smart appliances. Over 200 participants within a one square mile area took advantage of Austin Energy and Pecan Street’s joint PV incentive program and installed roof-top PV as part of this project. Of these homes, 69 purchased or leased an electric vehicle through Pecan Street’s PV rebate program and received a Level 2 charger from Pecan Street. Pecan Street studied the impacts of these technologies along with a variety of consumer behavior interventions, including pricing models, real-time feedback on energy use, incentive programs, and messaging, as well as the corresponding impacts on Austin Energy’s distribution assets.The primary demonstration site was the Mueller community in Austin, Texas.     NFPA 101, section 5-9 mandates that, where required by building classification, all designated emergency egress routes be provided with adequate emergency lighting in the event of a normal lighting outage. Emergency lighting is to be arranged so that egress routes are illuminated to an average of 1.0 footcandle with a minimum at any point of 0.1 footcandle, as measured at floor level. These levels are permitted to drop to 60% of their original value over the required 90 minute emergency lighting duration after a power outage. The Plutonium Finishing Plant (PFP) has two designations for battery powered egress lights ''Emergency Lights'' are those battery powered lights required by NFPA 101 to provide lighting along officially designated egress routes in those buildings meeting the correct occupancy requirements. Emergency Lights are maintained on a monthly basis by procedure ZSR-12N-001. ''Backup Lights'' are battery powered lights not required by NFPA, but installed in areas where additional light may be needed. The Backup Light locations were identified by PFP Safety and Engineering based on several factors. (1) General occupancy and type of work in the area. Areas occupied briefly during a shiftly surveillance do not require backup lighting while a room occupied fairly frequently or for significant lengths of time will need one or two Backup lights to provide general illumination of the egress points. (2) Complexity of the egress routes. Office spaces with a standard hallway/room configuration will not require Backup Lights while a large room with several subdivisions or irregularly placed rooms, doors, and equipment will require Backup Lights to make egress safer. (3) Reasonable balance between the safety benefits of additional lighting and the man-hours/exposure required for periodic light maintenance. In some plant areas such as building 236-Z, the additional maintenance time and risk of contamination do not warrant having Backup Lights installed in all rooms

    Resurfacing of urban roads with concurrent repairs and replacement of sections of curb and sidewalk may require pedestrian ramps that are compliant with the American Disabilities Act (ADA), and when street drains are in close proximity to the walkway, ADA compliant street grates may also be required. The Minnesota Department of Transportation ADA Operations Unit identified a foundry with an available grate that meets ADA requirements. Argonne National Laboratory’s Transportation Research and Analysis Computing Center used full scale three dimensional computational fluid dynamics to determine the performance of the ADA compliant grate and compared it to that of a standard vane grate. Analysis of a parametric set of cases was carried out, including variation in longitudinal, gutter, and cross street slopes and the water spread from the curb. The performance of the grates was characterized by the fraction of the total volume flow approaching the grate from the upstream that was captured by the grate and diverted into the catch basin. The fraction of the total flow entering over the grate from the side and the fraction of flow directly over a grate diverted into the catch basin were also quantities of interest that aid in understanding the differences in performance of the grates. The ADA compliant grate performance lagged that of the vane grate, increasingly so as upstream Reynolds number increased. The major factor leading to the performance difference between the two grates was the fraction of flow directly over the grates that is captured by the grates.

    The glow-in-the-dark stereotype that characterizes the popular image of nuclear materials is not accidental. When the French scientist, Henri Becquerel, first discovered radioactivity in 1896, he was interested in luminescence. Radioluminescence, the production of light from a mixture of energetic and passive materials, is probably the oldest practical application of the unstable nucleus. Tritium-based radioluminescent lighting, in spite of the biologically favorable character of the gaseous tritium isotope, was included in the general tightening of environmental and safety regulations. Tritium light manufacturers would have to meet two fundamental conditions: (1) The benefit clearly outweighed the risk, to the extent that even the perceived risk of a skeptical public would be overcome. (2) The need was significant enough that the customer/user would be willing and able to afford the cost of regulation that was imposed both in the manufacture, use and eventual disposal of nuclear materials. In 1981, researchers at Oak Ridge National Laboratory were investigating larger radioluminescent applications using byproduct nuclear material such as krypton-85, as well as tritium. By 1982, it appeared that large source, (100 Curies or more) tritium gas tube, lights might be useful for marking runways and drop zones for military operations and perhaps even special civilian aviation applications. The successful development of this idea depended on making the light bright enough and demonstrating that large gas tube sources could be used and maintained safely in the environment. This successful DOE program is now in the process of being completed and closed-out. Working closely with the tritium light industry, State governments and other Federal agencies, the basic program goals have been achieved. This is a detailed report of what they have learned, proven, and discovered. 91 refs., 29 figs., 5 tabs. (JF)

    The overall deliverable from the project is the design, construction and commissioning of a detention facility heating and cooling system that minimizes ownership costs and maximizes efficiency (and therefore minimizes environmental impact). The primary deliverables were the proof of concept for the application of geothermal systems for an institutional facility and the ongoing, quarterly system operating data downloads to the Department of Energy . The primary advantage of geothermal based heat pump systems is the higher efficiency of the system compared to a conventional chiller, boiler, cooling tower based system. The higher efficiency results in a smaller environmental foot print and lower energy costs for the detention facility owner, Lancaster County. The higher efficiency for building cooling is primarily due to a more constant compressor condensing temperature with the geothermal well field acting as a thermal “sink” (in place of the conventional system’s cooling tower). In the heating mode, Ground Couple Heat Pump (GCHP) systems benefits from the advantage of a heat pump Coefficient of Performance (COP) of approximately 3.6, significantly better than a conventional gas boiler. The geothermal well field acting as a thermal “source” allows the heat pumps to operate efficiently in the heating mode regardless of ambient temperatures. The well field is partially located in a wetland with a high water table so, over time, the project will be able to identify the thermal loading characteristics of a well field located in a high water table location. The project demonstrated how a large geothermal well field can be installed in a wetland area in an economical and environmentally sound manner. Finally, the SW 40th Street Thermal Energy Plant project demonstrates the benefits of providing domestic hot water energy, as well as space heating, to help balance well filed thermal loading in a cooling dominated application.     Optical vortices and orbital angular momentum are currently topical subjects in the optics literature. Although seemingly esoteric, they are, in fact, the generic state of light and arise whenever three or more plane waves interfere. To be observed by eye the light must be monochromatic. Laser speckle is one such example, where the optical energy circulates around each black spot, giving a local orbital angular momentum. This talk with report three on-going studies. First, when considering a volume of interfering waves, the laser specs map out threads of complete darkness embedded in the light. Do these threads form loops? Links? Or even knots? Second, when looking through a rapidly spinning window, the image of the world on the other side is rotated: true or false? Finally, the entanglement of orbital angular momentum states means measuring how the angular position of one photons sets the angular momentum of another: is this an angular version of the EPR (Einstein, Podolsky, and Rosen) paradox?

    Part of the urban heat island effect can be attributed to dark pavements that are commonly used on streets and parking lots. In this paper we consider two light colored, hence cooler, alternative paving materials that are in actual use in cities today. These are Portland cement concrete (PCC) pavements and chip seals. We report measurements of the albedos of some PCC and chip sealed pavements in the San Francisco Bay Area. The albedos of the PCC pavements ranged from about 0.18 to 0.35. The temperatures of some PCC pavements are also measured and calculated. We then consider how the albedos of the constituent materials of the PCC (stone, sand and cement) contribute to the albedos of the resulting finished concrete. The albedos of a set of chip sealed pavements in San Jose, CA, were measured and correlated with the times of their placement. It is found that the albedos decrease with age (and use) but remain higher than that of standard asphalt concrete (AC) for about five years. After t hat, the albedos of the chip seals are about 0.12, similar to aged AC. The fact that many PCC pavements have albedos at least twice as high as aged AC suggests that it is possible to have pavement albedos that remain high for many years.

The shield reduces breakdown or arcing path length without increasing the voltage gradient, tends to keep electric fields normal to conducting surfaces rather than skewed and reduces the peak electric field around irregularities on the 80-keV electrodes. The arc chamber or ion source is mounted separately from the extractor or ion accelerator to reduce misalignment of the accelerator and to permit separate maintenance to be performed on these systems.     Exciton polaritons have been shown to be an optimal system in order to investigate the properties of bosonic quantum fluids. We report here on the observation of dark solitons in the wake of engineered circular obstacles and their decay into streets of quantized vortices. Our experiments provide a time-resolved access to the polariton phase and density, which allows for a quantitative study of instabilities of freely evolving polaritons. The decay of solitons is quantified and identified as an effect of disorder-induced transverse perturbations in the dissipative polariton gas.

    At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey at 14 Cliff Street, Beverly, Massachusetts. The survey was performed in May 1991. The purpose of the survey was to determine if uranium dust from work performed under government contract at the former Ventron facility had migrated off-site to neighboring areas. The survey included a surface gamma scan and the collection of soil samples for radionuclide analyses. Results of the survey demonstrated no radionuclide concentrations or radiation measurements in excess of the DOE Formerly Utilized Sites Remedial Action Program guidelines.

    The Love Canal/93rd Street School site consists of approximately 19 acres and includes a school and an adjacent vacant lot. The site is located in Niagara Falls, New York, less than one mile northwest of Love Canal and is within the Love Canal Emergency Declaration Area. Hooker Chemicals and Plastics Corporation disposed of over 21,000 tons of various chemicals at the Love Canal site from 1942 to 1953, when the site was deeded over to the City of Niagara Falls Board of Education. Sampling has revealed that approximately 6,000 cu yds of soil are contaminated. During the 1950s, home construction accelerated in the area. Specifically, in 1950, the 93rd Street School was built, and in 1954, the 99th Street School was built adjacent to the middle portion of the Canal. Prior to construction of the 93rd Street School, a drainage swale crossed the site. Between 1938 and 1951, the swale was partially filled with soil and rock debris, followed by sand and fly ash materials. In 1980, the 93rd Street School was closed due to public health concerns related to the potentially contaminated fill material. The primary contaminants of concern affecting soil are VOCs, including toluene and xylenes, other organics including dioxins, PAHs and pesticides, and metals including arsenic and lead.

In the embodiment disclosed, the light reflecting surface is adjustably bendable into the selected cylindrical curvature by application of a particular bending moment to the reinforced side edges of the light reflecting surface.

    Solid-state lighting using light-emitting diodes (LEDs) has the potential to reduce energy consumption for lighting by 50% while revolutionizing the way we illuminate our homes, work places, and public spaces. Nevertheless, substantial technical challenges remain in order for solid-state lighting to significantly displace the well-developed conventional lighting technologies. We review the potential of LED solid-state lighting to meet the long-term cost goals.

    Through a commitment to high performance, school districts are discovering that smart energy choices can create lasting benefits for students, communities, and the environment. For example, an energy efficient school district with 4,000 students can save as much as $160,000 a year in energy costs. Over 10 years, those savings can reach $1.6 million, translating into the ability to hire more teachers, purchase more textbooks and computers, or invest in additional high performance facilities. Beyond these bottomline benefits, schools can better foster student health, decrease absenteeism, and serve as centers of community life. The U.S. Department of Energy's EnergySmart Schools Program promotes a 30 percent improvement in existing school energy use. It also encourages the building of new schools that exceed code (ASHRAE 90.11999) by 50 percent or more. The program provides resources like this Guide to Operating and Maintaining EnergySmart Schools to assist school decisionmakers in planning, financing, operating, and maintaining energy efficient, high performance schools. It also offers education and training for building industry professionals. Operations and maintenance refer to all scheduled and unscheduled actions for preventing equipment failure or decline with the goal of increasing efficiency, reliability, and safety. A preventative maintenance program is the organized and planned performance of maintenance activities in order to prevent system or production problems or failures from occurring. In contrast, deferred maintenance or reactive maintenance (also called diagnostic or corrective maintenance) is conducted to address an existing problem. The 13 member group will shrink to 12, probably in November, when Ecuador withdraws. Ecuador President Sixto Duran Ballen issued notice of the pullout Sept. 17, a little more than 1 month after he took office. Ecuador, strapped for cash, wants to save OPEC membership dues reported to be $2-3 million/year. It plans to remain an associate member, although it wasn't immediately clear what that means. No other countries are regarded as associate members.

Although the NFPA Standard for the Installation of Air Conditioning and Ventilation Systems, NFPA 90, requires fire dampers (FD) in HVAC duct penetrations of two hour rated fire barriers, closure of fire dampers at DWPF may compromise the integrity of the process confinement system. This leads to the need for an overall risk assessment to determine the value of 39 fire dampers that are identified later in the study as capable of a confinement system upset.

    The National Spent Nuclear Fuel Program (NSNFP) has pursued a number of structural testing projects that are intended to provide data that can be used to substantiate the position that U. S. Department of Energy (DOE) spent nuclear fuel (SNF) canisters, made from austenitic stainless steels, can maintain containment after an accidental drop event and that plastic finite element methods can be used to accurately predict the structural response of canister configurations not specifically tested. In particular, drop tests of full-scale canisters and material impact testing at varying strain rates reflecting accidental drop conditions have been completed or are in progress. This paper provides insights to conclusions achieved to date and what efforts are planned to fully address the pertinent issues necessary to demonstrate the safety of DOE SNF canisters subjected to accidental drop events.

    One of the coolants of interest for future fusion breeding blankets is lead-lithium. As a liquid metal it offers the advantages of high temperature operation for good station efficiency, low pressure, and moderate flow rate. This coolant is also under examination for use in test blanket modules to be used in the ITER international project. To perform reliability, availability, maintainability and inspectability (RAMI) assessment as well as probabilistic safety assessment (PSA) of lead-lithium cooling systems, component failure rate data are needed to quantify the system models. RAMI assessment also requires repair time data and inspection time data. This paper presents a new survey of the data sets that are available at present to support RAMI and PSA quantification. Recommendations are given for the best data values to use when quantifying system models.

    The Los Angeles Department of Water and Power (LADWP) has developed one of the most recognized fuel cell demonstration programs in the United States. In addition to their high efficiencies and superior environmental performance, fuel cells and other generating technologies that can be located at or near the load, offers several electric utility benefits. Fuel cells can help further reduce costs by reducing peak electricity demand, thereby deferring or avoiding expenses for additional electric utility infrastructure. By locating generators near the load, higher reliability of service is possible and the losses that occur during delivery of electricity from remote generators are avoided. The potential to use renewable and locally available fuels, such as landfill or sewage treatment waste gases, provides another attractive outlook. In Los Angeles, there are also many oil producing areas where the gas by-product can be utilized. In June 2000, the LADWP contracted with FCE to install and commission the precommercial 250kW MCFC power plant. The plant was delivered, installed, and began power production at the JFB in August 2001. The plant underwent manufacturer's field trials up for 18 months and was replace with a commercial plant in January 2003. In January 2001, the LADWP contracted with FCE to provide two additional 250kW MCFC power plants. These commercial plants began operations during mid-2003. The locations of these plants are at the Terminal Island Sewage Treatment Plant at the Los Angeles Harbor (for eventual operation on digester gas) and at the LADWP Main Street Service Center east of downtown Los Angeles. All three carbonate fuel cell plants received partial funding through the Department of Defense's Climate Change Fuel Cell Buydown Program.     A densitometer is a key tool for controlling the exposure and development process during radiographic film-based nondestructive testing (NDT) procedures. Yet it may be one of the most overlooked sources of problems affecting the quality of radiographic tests. Radiography labs that provide NDT pay a great deal of attention to their radiation sources, processing procedures, and skilled readings of sample defects in final images. Whether the exposure is created by light or a radiographic source, all photographic processes produce an image on film which consists of a range of densities. Reading the densities of a radiograph detects cracks or subtle fractures to determine if a flaw exists in an aircraft structure, a pipe weld, or any other hidden surface. The visibility of the defect is dependent upon proper exposure and processing of the film. A densitometer helps control those variables. And good densitometer habits, including regular calibration and testing of the densitometer, are an investment in good results.

    The world tanker industry has managed to maintain the momentum generated during the Persian Gulf War. Freight rates for large vessels have regained the high levels seen during the first 2 months of this year, while the expected postwar decline in use of tankers has not materialized. The health of the tanker industry is linked closely with the volume of long haul crude oil from the Middle East, a spot charter from the gulf to Europe, an owner would only break even on the cost of building and operating a new tanker to the highest environmental standards. Owners currently can expect spot rates of about $40,000/day, excellent by the standards of the late 1980s and early 1990s but still below the level needed to justify new buildings. And there are many in the industry who think $40,000/day will be just a happy memory later in the year. Owners are facing pressure for major changes in the industry. Governments and the public want better operating standards and new environmentally sound tankers to reduce the risk of oil spills. At the same time, the industry has to learn to live with repercussion in the 1990 Oil Pollution Act in the U.S., which has opened the way for unlimited liability against tanker owners involved in spills off the U.S. The search also is on for improved profits to make investments required by the changing world of seaborne oil transportation.
