    The FHFA regulates Fannie Mae, Freddie Mac, and the 12 Federal Home Loan Banks (the government-sponsored enterprises - GSEs). On June 18, 2009, James B. Lockhart III, then Director of FHFA, released a letter expressing concern about the negative impact of energy loan tax assessment programs (ELTAPs) - also known as Property Assessed Clean Energy (PACE) programs - on both the housing finance system and homeowner program participants. Subsequently, a number of PACE proponents responded to the concerns laid out in the FHFA letter. In early Fall 2009, word circulated that FHFA was planning to follow its June letter with guidance to other agencies, possibly including Fannie Mae and Freddie Mac, discouraging them from buying loans on properties subject to PACE-type assessment liens. This triggered a second round of stakeholder letters, several of which were addressed to President Obama. On October 18, 2009, the White House, in what some believe was an attempt to obviate the need for FHFA guidance, released a Policy Framework for PACE Financing Programs that outlined best practices guidance for homeowner and lender protection. As of February 2010, FHFA and the GSEs have agreed to monitor PACE programs and work with stakeholders and the Administration to consider additional guidance beyond the Policy Framework and to collect more information on PACE program efficacy and risks. A summary of the communications timeline and highlights of the communications are provided.

    This report examines the economic impacts (including job creation) from the Boulder County, Colorado, ClimateSmart Loan Program (CSLP), an example of Property-Assessed Clean Energy (PACE) financing. The CSLP was the first test of PACE financing on a multi-jurisdictional level (involving individual cities as well as the county government). It was also the first PACE program to comprehensively address energy efficiency measures and renewable energy, and it was the first funded by a public offering of both taxable and tax-exempt bonds.

    Congress should enact legislation that supports residential property assessed clean energy (PACE) programs in the nation’s states and metropolitan areas. Such legislation should require the Federal Housing Finance Agency (FHFA) to allow Fannie Mae and Freddie Mac to purchase residential mortgages with PACE assessments while at the same time providing responsible underwriting standards and a set of benchmarks for residential PACE assessments in order to minimize financial risks to mortgage holders. Congressional support of residential PACE financing will improve energy efficiency, encourage job creation, and foster economic growth in the nation’s state and metropolitan areas.

    The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

In August 2006, however, DOE invited firms to submit pre-applications for the first $2 billion in potential loan guarantees.

    Experiments in a number of conventional aspect ratio tokamaks have been successful in pacing edge localized modes (ELMs) by rapid vertical jogging of the plasma. This paper demonstrates the first pacing of ELMs in a spherical torus plasma. Applied 30 Hz vertical jogs synchronized the ELMs with the upward motion of the plasma. 45 Hz jogs also lead to an increase in the ELM frequency, though the synchronization of the ELMs and jogs was unclear. A reduction in the ELM energy was observed at the higher driven ELM frequencies. __________________________________________________

    Title XVII of the Energy Policy Act 2005 (EPACT) authorized the Department of Energy (DOE) to issue loan guarantees for projects involving new or improved technologies to avoid, reduce, or sequester greenhouse gases (GHGs). The law specified that the amount of the guarantee would be up to 80% of a project's cost. EPACT2005 also specified that DOE must receive funds equal to the subsidy cost either through the federal appropriations process or from the firm receiving the guarantee. As discussed in Annual Energy Outlook 2007, this program, by lowering borrowing costs, can have a major impact on the economics of capital-intensive technologies.

    The Energy Policy Act of 2005 authorized the Department of Energy to guarantee loans for new or significantly improved energy production technologies that avoid, reduce, or sequester air pollutants and other greenhouse gases. As of December 2008, Congress authorized the Department to make $42.5 billion in loan guarantees to support innovative energy projects. These guarantees were authorized for up to 80% of the total project costs and were designed to promote the commercial use of innovative technologies. Under the terms of the Act, the loan guarantees are contingent upon reasonable prospect of repayment by the borrower. Consistent with the Energy Policy Act, the Department is responsible for soliciting and evaluating loan applications, approving loan guarantees, and monitoring project and loan guarantee performance. through December 2008, the Department had issued five solicitations for projects that support innovative clean coal technologies, energy efficiency, renewable energy, advanced electricity transmission and distribution, and nuclear and fossil energy projects. These solicitations were issued in three phases with the first in August 2006, and the final in September 2008. Eleven substantially complete applications requesting approximately $8.2 billion in loan guarantees had been received by the Department in response to the first solicitation. The Department had begun the review of applications and was in the process of completing due diligence procedures necessary to evaluate projects received in response to the first solicitation. Under current plans, the Department is to issue its first loan guarantees in the spring of 2009. Because of the importance of this program as part of an effort to address the Nation's most challenging and pressing energy needs; and, the potential risk of loss to the United States taxpayers should default occur, we initiated this review to evaluate the Department's progress in establishing internal and operational controls over its Loan Guarantee Program.

    Under the Clean Energy Works (CEW) program, Craft3 developed a loan product that widened access to financing for homeowners, offered long term funding, and collected repayments through the customer?s utility bill. The program?s success led Craft3 to pursue the sale of the loan portfolio to both mitigate its own risks and replenish funds for lending. This sale breaks new ground for energy efficiency finance and is notable as it was completed even with many novel program design elements. It replenished Craft3?s program capital and uncovered some valuable lessons that may facilitate future transactions. However, the lack of data history and the unproven nature of the loan portfolio meant that Craft3 had to limit the risk of losses to Self-Help, the purchaser of the portfolio. It remains to be seen whether this experience will pave the way for more sales of on-bill energy efficiency loan portfolios. This case study illustrates how certain program design decisions can sometimes both facilitate programmatic objectives and possibly present challenges for the sale of a portfolio of energy efficiency loans.

    To assess clinical outcome of patients with pacemaker treated with thoracic radiation therapy for T8-T9 paravertebral chloroma. A 92-year-old male patient with chloroma presenting as paravertebral painful and compressive (T8-T9) mass was referred for radiotherapy in the Department of Radiation Oncology, Institut Curie. The patient presented with cardiac dysfunction and a permanent pacemaker that had been implanted prior. The decision of Multidisciplinary Meeting was to deliver 30 Gy in 10 fractions for reducing the symptoms and controlling the tumor growth. The patient received a total dose of 30 Gy in 10 fractions using 4-field conformal radiotherapy with 20-MV photons. The dose to pacemaker was 0.1 Gy but a part of the pacing leads was in the irradiation fields. The patient was treated the first time in the presence of his radiation oncologist and an intensive care unit doctor. Moreover, the function of his pacemaker was monitored during the entire radiotherapy course. No change in pacemaker function was observed during any of the radiotherapy fractions. The radiotherapy was very well tolerated without any side effects. The function of the pacemaker was checked before and after the radiotherapy treatment by the cardiologist and no pacemaker dysfunction was observed. Although updated guidelines are needed with acceptable dose criteria for implantable cardiac devices, it is possible to treat patients with these devices and parts encroaching on the radiation field. This case report shows we were able to safely treat our patient through a multidisciplinary approach, monitoring the patient during each step of the treatment.

    Arctic clouds simulated by the National Center for Atmospheric Research (NCAR) Community Atmospheric Model version 5 (CAM5) are evaluated with observations from the U.S. Department of Energy (DOE) Atmospheric Radiation Measurement (ARM) Indirect and Semi-Direct Aerosol Campaign (ISDAC) and Mixed-Phase Arctic Cloud Experiment (M-PACE), which were conducted at its North Slope of Alaska site in April 2008 and October 2004, respectively. Model forecasts for the Arctic spring and fall seasons performed under the Cloud-Associated Parameterizations Testbed framework generally reproduce the spatial distributions of cloud fraction for single-layer boundary-layer mixed-phase stratocumulus and multilayer or deep frontal clouds. However, for low-level stratocumulus, the model significantly underestimates the observed cloud liquid water content in both seasons. As a result, CAM5 significantly underestimates the surface downward longwave radiative fluxes by 20-40 W m{sup -2}. Introducing a new ice nucleation parameterization slightly improves the model performance for low-level mixed-phase clouds by increasing cloud liquid water content through the reduction of the conversion rate from cloud liquid to ice by the Wegener-Bergeron-Findeisen process. The CAM5 single-column model testing shows that changing the instantaneous freezing temperature of rain to form snow from -5 C to -40 C causes a large increase in modeled cloud liquid water content through the slowing down of cloud liquid and rain-related processes (e.g., autoconversion of cloud liquid to rain). The underestimation of aerosol concentrations in CAM5 in the Arctic also plays an important role in the low bias of cloud liquid water in the single-layer mixed-phase clouds. In addition, numerical issues related to the coupling of model physics and time stepping in CAM5 are responsible for the model biases and will be explored in future studies.

The CAM5 single column model testing shows that change in the homogeneous freezing temperature of rain to form snow from -5 C to -40 C has a substantial impact on the modeled liquid water content through the slowing-down of liquid and rain-related processes. In contrast, collections of cloud ice by snow and cloud liquid by rain are of minor importance for single-layer boundary layer mixed-phase clouds in the Arctic.

    In 1988 the Governor`s Energy Management Center of Texas received approval from the US Department of Energy to establish a $98.6 million state-wide retrofit demonstration revolving loan program to fund energy-conserving retrofits in state, public school, and local government buildings. As part of this program, a first-of-its-kind, statewide Monitoring and Analysis Program (MAP) was established to verify energy and dollar savings of the retrofits, reduce energy costs by identifying operational and maintenance improvements, improve retrofit selection in future rounds of the LoanSTAR program, and initiate a data base of energy use in institutional and commercial buildings located in Texas. This report discusses the LoanSTAR MAP with an emphasis on the process of acquiring and analyzing data to measure savings from energy conservation retrofits when budgets are a constraint. This report includes a discussion of the program structure, basic measurement techniques, data archiving and handling, data reporting and analysis, and includes selected examples from LoanSTAR agencies.     Title XVII of EPACT2005 [20] authorized the Department of Energy (DOE) to issue loan guarantees to new or improved technology projects that avoid, reduce, or sequester greenhouse gases. In 2006, DOE issued its first solicitation for $4 billion in loan guarantees for non-nuclear technologies. The issue of the size of the program was addressed subsequently in the Consolidated Appropriation Act of 2008 (the FY08 Appropriations Act) passed in December 2008, which limited future solicitations to $38.5 billion and stated that authority to make the guarantees would end on September 30, 2009. The legislation also allocated the $38.5 billion cap as follows: $18.5 billion for nuclear plants; $6 billion for CCS technologies; $2 billion for advanced coal gasification units; $2 billion for advanced nuclear facilities for the front end of the nuclear fuel cycle; and $10 billion for renewable, conservation, distributed energy, and transmission/ distribution technologies. DOE also was required to submit all future solicitations to both the House and Senate Appropriations Committees for approval.

    Measurements from ground-based cloud radar, high spectral resolution lidar and microwave radiometer are used in conjunction with a column version of the Rapid Radiative Transfer Model (RRTMG) and radiosonde measurements to derive the surface radiative properties under mixed-phase cloud conditions. These clouds were observed during the United States Department of Energy (US DOE) Atmospheric Radiation Measurement (ARM) Mixed-Phase Arctic Clouds Experiment (M-PACE) between September and November of 2004. In total, sixteen half hour time periods are reviewed due to their coincidence with radiosonde launches. Cloud liquid (ice) water paths are found to range between 11.0-366.4 (0.5-114.1) gm-2, and cloud physical thicknesses fall between 286-2075 m. Combined with temperature and hydrometeor size estimates, this information is used to calculate surface radiative flux densities using RRTMG, which are demonstrated to generally agree with measured flux densities from surface-based radiometric instrumentation. Errors in longwave flux density estimates are found to be largest for thin clouds, while shortwave flux density errors are generally largest for thicker clouds. A sensitivity study is performed to understand the impact of retrieval assumptions and uncertainties on derived surface radiation estimates. Cloud radiative forcing is calculated for all profiles, illustrating longwave dominance during this time of year, with net cloud forcing generally between 50 and 90 Wm-2.

    Most global climate models generally prescribe the partitioning of condensed water into liquid droplets and ice crystals in mixed-phase clouds according to a temperature-dependent function, which affects modeled cloud phase, cloud lifetime and radiative properties. This study evaluates a new mixed-phase cloud microphysics parameterization (for ice nucleation and water vapor deposition) against the Atmospheric Radiation Measurement (ARM) Mixed-phase Arctic Cloud Experiment (M-PACE) observations using the NCAR Community Atmospheric Model Version 3 (CAM3) single column model (SCAM). It is shown that SCAM with the new scheme produces a more realistic simulation of the cloud phase structure and the partitioning of condensed waterinto liquid droplets against observations during the M-PACE than the standard CAM. Sensitivity test indicates that ice number concentration could play an important role in the simulated mixed-phase cloud microphysics, and thereby needs to be realistically represented in global climate models.

    The Maine Coast Wind Project was developed to investigate the cost-effectiveness of small, distributed wind systems on coastal sites in Maine. The restructuring of Maine's electric grid to support net metering allowed for the installation of small wind installations across the state (up to 100kW). The study performed adds insight to the difficulties of developing cost-effective distributed systems in coastal environments. The technical hurdles encountered with the chosen wind turbine, combined with the lower than expected wind speeds, did not provide a cost-effective return to make a distributed wind program economically feasible. While the turbine was accepted within the community, the low availability has been a negative.

    We study the post-main sequence evolution of products of collisions between main sequence stars (blue stragglers), with particular interest paid to the horizontal branch and asymptotic giant branch phases. We found that the blue straggler progeny populate the colour-magnitude diagram slightly blueward of the red giant branch and between 0.2 and 1 magnitudes brighter than the horizontal branch. We also found that the lifetimes of collision products on the horizontal branch is consistent with the numbers of so-called "evolved blue straggler stars" (E-BSS) identified by various authors in a number of globular clusters, and is almost independent of mass or initial composition profile. The observed ratio of the number of E-BSS to blue stragglers points to a main sequence lifetime for blue stragglers of approximately 1-2 Gyr on average.

    Simulations of mixed-phase clouds in short-range forecasts with the National Center for Atmospheric Research Community Atmosphere Model version 3 (CAM3) and the Geophysical Fluid Dynamics Laboratory (GFDL) climate model (AM2) for the Mixed-Phase Arctic Cloud Experiment (M-PACE) are performed under the DOE CCPP-ARM Parameterization Testbed (CAPT), which initializes the climate models with analysis data produced from numerical weather prediction (NWP) centers. It is shown that CAM3 significantly underestimates the observed boundary layer mixed-phase clouds and cannot realistically simulate the variations with temperature and cloud height of liquid water fraction in the total cloud condensate based an oversimplified cloud microphysical scheme. In contrast, AM2 reasonably reproduces the observed boundary layer clouds while its clouds contain much less cloud condensate than CAM3 and the observations. Both models underestimate the observed cloud top and base for the boundary layer clouds. The simulation of the boundary layer mixed-phase clouds and their microphysical properties is considerably improved in CAM3 when a new physically based cloud microphysical scheme is used. The new scheme also leads to an improved simulation of the surface and top of the atmosphere longwave radiative fluxes in CAM3. It is shown that the Bergeron-Findeisen process, i.e., the ice crystal growth by vapor deposition at the expense of coexisting liquid water, is important for the models to correctly simulate the characteristics of the observed microphysical properties in mixed-phase clouds. Sensitivity tests show that these results are not sensitive to the analysis data used for model initializations. Increasing model horizontal resolution helps capture the subgrid-scale features in Arctic frontal clouds but does not help improve the simulation of the single-layer boundary layer clouds. Ice crystal number density has large impact on the model simulated mixed-phase clouds and their microphysical properties and needs to be accurately represented in climate models.

    Indianapolis Coke is a merchant coke producer, supplying both foundry and blast furnace coke to the industry. The facility has three coke batteries: two 3 meter batteries, one Wilputte four divided and one Koppers Becker. Both batteries are underjet batteries and are producing 100% foundry coke at a net coking time of 30.6 hours. This paper deals with the No. 1 coke battery, which is a 72 oven, gun fired, 5 meter Still battery. No. 1 battery produces both foundry and blast furnace coke at a net coking rate of 25.4 hours. No. 1 battery was commissioned in 1979. The battery is equipped with a double collector main. Although many renovations have been completed to the battery, oven machinery and heating system, to date no major construction projects have taken place. Deterioration of the collector main was caused in part from elevated levels of chlorides in the flushing liquor, and temperature fluctuations within the collector main. The repair procedures are discussed.

    The main function of the fusion reactor blanket is ensuring tritium breeding and radiation shield. The blanket version depends on the reactor type (experimental, DEMO, commercial) and its parameters. Blanket operation conditions are defined with the heat flux, neutron load/fluence, cyclic operation, dynamic heating/force loading, MHD effects etc. DEMO/commercial blanket design is distinguished e.g. by rather high heat load and neutron fluence - up to 100 W/cm{sup 2} and 7 MWa/m{sup 2} accordingly. This conditions impose specific requirements for the materials, structure, maintenance of the blanket and its most loaded components - FW and limiter. The liquid Li-Pb eutectic is one of the possible breeder for different kinds of blanket in view of its advantages one of which is the blanket convertibility that allow to have shielding blanket (borated water) or breeding one (Li-Pb eutectic). Using Li-Pb eutectic for both ITER and DEMO blankets have been considered. In the conceptual ITER design the solid eutectic blanket was carried out. The liquid eutectic breeder/coolant is suggested also for the advanced (high parameter) blanket.

    To assess mercury contamination of fish in Maine, fish were collected from 120 randomly selected lakes. The collection goal for each lake was five fish of the single most common sport fish species within the size range commonly harvested by anglers. Skinless, boneless fillets of fish from each lake were composited, homogenized, and analyzed for total mercury. The two most abundant species, brook trout Salvelinus fontinalis and smallmouth bass Micropterus dolomieu, were also analyzed individually. The composite fish analyses indicate high concentrations of mercury, particularly in large and long-lived nonsalmonid species. Chain pickerel Esox niger, smallmouth bass, largemouth bass Micropterus salmoides, and white perch Morone americana had the highest average mercury concentrations, and brook trout and yellow perch Perca flavescens had the lowest. The mean species composite mercury concentration was positively correlated with a factor incorporating the average size and age of the fish. Lakes containing fish with high mercury concentrations were not clustered near known industrial or population centers but were commonest in the area within 150 km of the seacoast, reflecting the geographical distribution of species that contained higher mercury concentrations. Stocked and wild brook trout were not different in length or weight, but wild fish were older and had higher mercury concentrations. Fish populations maintained by frequent introductions of hatchery-produced fish and subject to high angler exploitation rates may consist of younger fish with lower exposure to environmental mercury and thus contain lower concentrations than wild populations.

    The DOE Loan Programs Office is proposing to offer a loan guarantee to Cape Wind Associates, LLC for the construction and start-up of the Cape Wind Energy Project in Nantucket Sound, offshore of Massachusetts. The proposed Cape Wind Energy Project would consist of up to 130, 3.6-MW turbine generators, in an area of roughly 25-square miles, and would include 12.5 miles of 115-kilovolt submarine transmission cable and an electric service platform.     Modern instrumentation makes it possible to measure the mass to radius ratio for main sequence stars in open clusters from gravitational redshifts. For stars where independent information is available for either the mass or the radius, this application of general relativity directly determines the other quantity. Applicable examples are: 1) measuring the radii of solar metallicity main sequence stars for which the mass - luminosity relation is well known, 2) measuring the radii for stars where model atmospheres can be used to determine the surface gravity (the mass to radius squared ratio), 3) refining the mass - radius relation for main sequence stars, and 4) measuring the change in radius as stars evolve off the main sequence and up the giant branch.

    This report presents elements of a design of the Switchyard and of the present fixed target beamlines in the era of the Main Injector (MI). It presumes that 800 GeV Tevatron beam will be transported to this area in the MI era, and permits it to share cycles with 120 GeV Main Injector beam if this option is desired. Geographically, the region discussed extends from the vicinity of AO to downstream points beyond which beam properties will be determined by the requirements of specific experiments. New neutrino lines not utilizing the present Switchyard (NuMI, BooNE) are not addressed. Similarly Main Injector beams upstream of AO are described fully in MI documentation and are unaffected by what is presented here. The timing both of the preparation of this report and of its recommendations for proceeding with construction relate to a desire to do required work in Transfer Hall and Enclosure B during the Main Injector construction shutdown (September 1997 - September 1998). As these areas are off-limits during any Tevatron operation, it is necessary for the fixed target program that work be completed here during this extended down period. The design presented here enables the operation of all beamlines in the manner specified in the current Laboratory plans for future fixed- target physics.

    Cobscook Bay is located in Eastern, Maine, near Eastport. The bay experiences an average tide range of 18 feet and has a surface area of about 40 square miles at high tide. Single pool, single effect projects have been analyzed. Two projects, one having an installed capacity of 165 Mw and the other, 195 Mw were found to be economically feasible when forecasted, fuel escalation costs were considered.
