    Equipment from the Mobile Energy Laboratory (MEL) testing and application program supported by the US Department of Energy Federal Energy Management Program (DOE-FEMP) was applied to measure three-phase power demand of three large buildings at the US Merchant Marine Academy (MMA) on Long Island, New York. The selected buildings were Bowditch Hall, Fulton-Gibbs Hall, and the Library. The MEL equipment was installed on March 17, 1991. Instruments to monitor the Bowditch Hall chiller as a separate load were added on June 2, 1991. MEL Test Procedure {number_sign}1, Building Energy Monitoring, was followed in the installation and operation of the monitoring equipment. The monitoring objectives were to (1) provide a baseline for assessing energy savings resulting from future energy conservation measures that are to be implemented in the monitored buildings, and (2) provide information for recommending cost-effective energy conservation opportunities. Results of the long-term, whole building monitoring project at the MMA are presented in this report.

    The Naval Postgraduate School has been conducting Tactical Network Topology (TNT) Maritime Interdiction Operations (MIO) experiments with Lawrence Livermore National Laboratory (LLNL) since early in 2005. In this work, we are investigating cutting edge technology to evaluate use of networks, advanced sensors and collaborative technology for globally-supported maritime interdiction operations. Some examples of our research include communications in harsh environments, between moving ships at sea; small boat drive-by radiation detection; network-centric collaboration with global partners; situational awareness; prototype sensors & biometric instruments. Since 2006, we have studied the concept of using a small vessel with fixed radiation sensors to do initial searches for illicit radioactive materials. In our work, we continue to evaluate concepts of operation for small boat monitoring. For example, in San Francisco Bay we established a simulated choke point using two RHIBs. Each RHIB had a large sodium iodide radiation sensor on board, mounted on the side nearest to the passing potential target boats. Once detections were made, notification over the network prompted a chase RHIB also equipped with a radiation sensor to further investigate the potential target. We have also used an unmanned surface vessel (USV) carrying a radiation sensor to perform the initial discovery. The USV was controlled remotely and to drive by boats in different configurations. The potential target vessels were arranged in a line, as a choke point and randomly spaced in the water. Search plans were problematic when weather, waves and drift complicated the ability to stay in one place. A further challenge is to both detect and identify the radioactive materials during the drive-by. Our radiation detection system, ARAM, Adaptable Radiation Area Monitor, is able to detect, alarm and quickly identify plausible radionuclides in real time.     This study examines the North Atlantic Treaty Organization, (NATO), from the perspective of its collective maritime forces; how those forces were organized, what task they were given, and how they related to the broader strategic and political doctrines of the Alliance. Drawing upon much heretofore classified material, the study begins with a history and analysis of the cold water at sea. It then examines the impact of the growth in Soviet maritime capabilities and the adoption by NATO of a strategy of flexible response upon the allied posture at sea. A single chapter is devoted to the reinforcement sealift problem. The concluding chapter discusses NATO and the war at sea in the early 1980s. The study comes to the following basic conclusions: (1) the collective maritime forces of the Alliance, both nuclear and conventional, have had as their tasks the traditional task all maritime forces have had in the past - to exploit the strategic value of the seas for the purposes of conveyance and projection and to deny these usages to the enemy; (2) NATO's maritime posture has been consistent with the overall strategies of the Alliance (3) the strategy of flexible response only increased NATO's need to exploit that strategic value of the seas, but did so at a time when the Soviets were becoming increasingly able to deny NATO effective use of the sea to support its position on the European continent.

  7. Maritime shipping as a high reliability industry: A qualitative analysis

    The maritime oil shipping industry has great public demands for safe and reliable organizational performance. Researchers have identified a set of organizations and industries that operate at extremely high levels of reliability, and have labelled them High Reliability Organizations (HRO). Following the Exxon Valdez oil spill disaster of 1989, public demands for HRO-level operations were placed on the oil industry. It will be demonstrated that, despite enormous improvements in safety and reliability, maritime shipping is not operating as an HRO industry. An analysis of the organizational, environmental, and cultural history of the oil industry will help to provide justification and explanation. The oil industry will be contrasted with other HRO industries and the differences will inform the shortfalls maritime shipping experiences with regard to maximizing reliability. Finally, possible solutions for the achievement of HRO status will be offered.

    The economies of East Asia are predominantly export based and, therefore, place special emphasis on the security of the sea lines of communication (SLOCs). Due to economic globalization, the United States shares these concerns. Cooperative measures by the concerned parties could reduce the potential for disruption by maritime conflicts. Primary threats against the SLOCs are disputes over the resources under the seas, disputes over some small island groups, disputes between particular parties (China-Taiwan and North-South Korea), or illegal activities like smuggling, piracy, or terrorism. This paper provides an overview on these threats, issue by issue, to identify common elements and needed cooperation. Cooperation on other topics such as search and rescue, fisheries protection, and oil spill response may help support improved relations to prevent maritime conflicts. Many technologies can help support maritime cooperation, including improved communications links, tracking and emergency beacon devices, and satellite imaging. Appropriate technical and political means are suggested for each threat to the SLOCs.

    Redeployment of existing law enforcement resources and optimal use of geographic terrain are examined for countering the threat of a maritime based small-vessel radiological or nuclear attack. The evaluation was based on modeling conducted by the Savannah River National Laboratory that involved the development of options for defensive resource allocation that can reduce the risk of a maritime based radiological or nuclear threat. A diverse range of potential attack scenarios has been assessed. As a result of identifying vulnerable pathways, effective countermeasures can be deployed using current resources. The modeling involved the use of the Automated Vulnerability Evaluation for Risks of Terrorism (AVERT{reg_sign}) software to conduct computer based simulation modeling. The models provided estimates for the probability of encountering an adversary based on allocated resources including response boats, patrol boats and helicopters over various environmental conditions including day, night, rough seas and various traffic flow rates.

    Geothermal Academy: A Pathway for Confirmation of Ground-Source Heat Pumps in the United States. In 2008, Oak Ridge National Laboratory issued a report on geothermal heats pumps (GHPs) focused on the market status, barriers to adoption, and actions to overcome these barriers (Hughes 2008). Of the barriers raised in this report, of the most pressing is the lack of performance and energy usage data for GHPs. Further, an associated barrier is a lack of a fair comparison of the energy usage of conventional heating and cooling systems for the same building. Because of these barriers, we are not able to say how much energy is used by well-designed GHP systems on a long-term basis, nor are we able to say how better their energy usage is compared to conventional systems. The need for a fair comparison with conventional systems is particularly relevant as modern versions of conventional air conditioners, gas furnaces, and boilers have also incorporated energy saving technologies. As a first step to address this barrier, the Geothermal Academy has developed a framework for data collection. This framework has already been applied to several geothermal installations in Colorado (Nakagawa etal. 2010). The framework classifies data into different categories based on the relevance of the dat to understanding the energy consumption of a GHP system. The categories are: direct energy consumption data, heat exchange performance data, and GHP design parameter data. The main recommendation of this project is to include a minimal data collection system on each heat pump installed in the U.S., capable of measuring the electrical energy consumed, the entering/exiting fluid temperatures, and circulation rates. This is a viable and cost effective solution which will provide performance data, as data collection systems are only a fraction of the cost of a GHP unit and modern GHP units already incorporate sensors to monitor energy usage and the entering and exiting fluid temperatures

    During fiscal years 2007 through 2009, in accordance with Performance Based Incentives with DOE/NNSA Los Alamos Site Office, Los Alamos National Security (LANS) implemented and operated a Safety Basis Academy (SBA) to facilitate uniformity in technical qualifications of safety basis professionals across the nuclear weapons complex. The implementation phase of the Safety Basis Academy required development, delivery, and finalizing a set of 23 courses. The courses developed are capable of supporting qualification efforts for both federal and contractor personnel throughout the DOE/NNSA Complex. The LANS Associate Director for Nuclear and High Hazard Operations (AD-NHHO) delegated project responsibillity to the Safety Basis Division. The project was assigned to the Safety Basis Technical Services (SB-TS) Group at Los Alamos National Laboratory (LANL). The main tasks were project needs analysis, design, development, implementation of instructional delivery, and evaluation of SBA courses. DOE/NNSA responsibility for oversight of the SBA project was assigned to the Chief of Defense for Nuclear Safety, and delegated to the Authorization Basis Senior Advisor, Continuous Learning Chair (CDNS-ABSA/CLC). NNSA developed a memorandum of agreement with LANS AD-NHHO. Through a memorandum of agreement initiated by NNSA, the DOE National Training Center (NTC) will maintain the set of Safety Basis Academy courses and is able to facilitate course delivery throughout the DOE Complex.

    In 2009, we presented the idea of an American academy for training safeguards inspectors for the International Atomic Energy Agency (IAEA), due to the declining percentage of Americans in that international organization. In this paper we assert that there is still a compelling need for this academy. While the American Safeguards Academy would be useful in preparing and pre-training American inspectors for the IAEA, it would also be useful for preparing Americans for domestic safeguards duties in the U.S. Department of Energy (DOE), U.S. DOE National Laboratories, and the U.S. Nuclear Regulatory Commission (NRC). It is envisioned that such an academy would train graduate and post-graduate university students, DOE National Laboratory interns, and nuclear safeguards professionals in the modern equipment, safeguards measures, and approaches currently used by the IAEA. It is also envisioned that the Academy would involve the domestic nuclear industry, which could provide use of commercial nuclear facilities for tours and demonstrations of the safeguards tools and methods in actual nuclear facilities. This would be in support of the U.S. DOE National Nuclear Security Administration’s Next Generation Safeguards Initiative (NGSI). This training would also help American nuclear safeguards and non-proliferation professionals better understand the potential limitations of the current tools used by the IAEA and give them a foundation from which to consider even more effective and efficient safeguards measures and approaches.

    The Maine Coast Winds Project was proposed for four possible turbine locations. Significant progress has been made at the prime location, with a lease-power purchase contract for ten years for the installation of turbine equipment having been obtained. Most of the site planning and permitting have been completed. It is expect that the turbine will be installed in early May. The other three locations are less suitable for the project, and new locations are being considered.

    This paper describes an alternative energy conversion demonstration laboratory which supplements classroom theory in a senior engineering elective course in energy conversion in the Department of Mechanical Engineering at the U.S. Naval Academy. Oil, nuclear energy, and other conventional sources of power have been the dominant sources for industrial society and the U.S. Navy, and will continue to be so for the foreseeable future. There are other possibilities, however, including wind power, solar power, ocean thermal power and tidal power. A need for alternative sources of energy for the Navy was recognized at the time of the Arab oil embargo in 1973, and an academic program in alternative energy has been developed to help satisfy that need.     In October of 2003 experts involved in various aspects of homeland security from the Pacific region met to engage in a free-wheeling discussion and brainstorming (a 'fest') on the role that technology could play in winning the war on terrorism in the Pacific region. The result was a concise and relatively thorough definition of the terrorism problem in the Pacific region, emphasizing the issues unique to Island nations in the Pacific setting, along with an action plan for developing working demonstrations of advanced technological solutions to these issues. Since PacFest 2003, the maritime dimensions of the international security environment have garnered increased attention and interest. To this end, PacFest 2004 sought to identify gaps and enabling technologies for maritime domain awareness and responsive decision-making in the Asia-Pacific region. The PacFest 2004 participants concluded that the technologies and basic information building blocks exist to create a system that would enable the Pacific region government and private organizations to effectively collaborate and share their capabilities and information concerning maritime security. The proposed solution summarized in this report integrates national environments in real time, thereby enabling effective prevention and first response to natural and terrorist induced disasters through better use of national and regional investments in people, infrastructure, systems, processes and standards.

    The paper addresses technological and operational challenges of developing a global plug-and-play Maritime Domain Security testbed for the Global War on Terrorism mission. This joint NPS-LLNL project is based on the NPS Tactical Network Topology (TNT) composed of long-haul OFDM networks combined with self-forming wireless mesh links to air, surface, ground, and underwater unmanned vehicles. This long-haul network is combined with ultra-wideband (UWB) communications systems for wireless communications in harsh radio propagation channels. LLNL's UWB communication prototypes are designed to overcome shortcomings of the present narrowband communications systems in heavy metallic and constricted corridors inside ships. In the center of our discussion are networking solutions for the Maritime Interdiction Operation (MIO) Experiments in which geographically distributed command centers and subject matter experts collaborate with the Boarding Party in real time to facilitate situational understanding and course of action selection. The most recent experiment conducted via the testbed extension to the Alameda Island exercised several key technologies aimed at improving MIO. These technologies included UWB communications from within the ship to Boarding Party leader sending data files and pictures, advanced radiation detection equipment for search and identification, biometric equipment to record and send fingerprint files to facilitate rapid positive identification of crew members, and the latest updates of the NPS Tactical Network Topology facilitating reachback to LLNL, Biometric Fusion Center, USCG, and DTRA experts.

    This paper discusses ways in which the navies of both India and Pakistan can cooperate on issues of maritime and naval significance. Although the militaries and navies of the two countries have traditionally seen each other as rivals, international economic developments make cooperation imperative. South Asia requires an approach that can alter the existing hostile images and perceptions. This can be achieved through developing an incremental approach towards confidence building that would allow consistency and help build confidence gradually. The aim is to make confidence building a sustainable activity that would help transform hostile images and build cooperative and nonhostile relationships. This paper proposes a five-step model to suggest what the two navies can do jointly to build confidence, with the ultimate goal of naval arms control. The steps include (1) the Signaling Stage to initiate communication between the two navies, (2) the Warming-Up Stage to build confidence through nonmilitary joint ventures, (3) the Handshake Stage to build confidence between the two navies through military joint ventures, (4) the Problem-Solving Stage to resolve outstanding disputes, and (5) the Final Nod Stage to initiate naval arms control. This model would employ communication, navigation, and remote sensing technologies to achieve success.

    A critical review of the literature pertaining to the risks associated with nuclear electric power was sponsored by the Committee on Science and Public Policy of the National Academy of Sciences. Although the full report (consisting of over 25 chapters) has not yet been published, this paper presents highlights from the Summary and Synthesis Chapter, which was released separately. Of the risks whose magnitudes can be estimated with reasonable accuracy, the most serious is the exposure of future generations to /sup 14/C from reactors and reprocessing plants. Prospects are good for reducing this risk considerably, since carbon can be collected and stored as waste.

    In February 2006, the National Academy of Sciences (NAS) published the results of a 3 1/2-year study, titled Going the Distance, that examined the safety of transporting spent nuclear fuel (SNF) and high level waste (HLW) in the United States. NAS initiated this study to address what it perceived to be a national need for an independent, objective, and authoritative analysis of SNF and HLW transport in the United States. The study was co-sponsored by the U.S. Nuclear Regulatory Commission (NRC), the U.S. Department of Energy (DOE), the U.S. Department of Transportation (DOT), the Electric Power Research Institute and the National Cooperative Highway Research Program. This paper addresses some of the recommendations made in the NAS study related to the performance of SNF transportation casks in long duration fires, the use of full-scale package testing, and the need for an independent review of transportation security prior to the commencement of large scale shipping campaigns to an interim storage site or geologic repository. In conclusion: The NRC believes that the current regulations in 10 CFR Part 71 for the design of SNF and HLW transportation packages provide a very high level of protection to the public for very severe accidents and credible threat scenarios. As recommended by the NAS study, additional studies of accidents involving severe fires have been completed. These studies have confirmed that spent fuel casks would be expected to withstand very severe fires without the release of any fission products from the spent fuel. Additionally, changes in rail operating procedures such as the use of dedicated trains and prohibition on the co-location of SNF and flammable liquids in rail tunnels can further reduce the already low probability of severe rail accident fires involving SNF and HLW.     The Maine Coast Wind Project was developed to investigate the cost-effectiveness of small, distributed wind systems on coastal sites in Maine. The restructuring of Maine's electric grid to support net metering allowed for the installation of small wind installations across the state (up to 100kW). The study performed adds insight to the difficulties of developing cost-effective distributed systems in coastal environments. The technical hurdles encountered with the chosen wind turbine, combined with the lower than expected wind speeds, did not provide a cost-effective return to make a distributed wind program economically feasible. While the turbine was accepted within the community, the low availability has been a negative.

Depths range from about 300 feet to 2,200 feet. Most of the boreholes selected for measurement were completed in granite because this lithology can be assumed to be nearly homogeneous over the depth of the borehole. Boreholes were also selected to address gaps in existing geothermal datasets. Temperature profiles were collected in October and November, 2012.

    The capacity of a LNG liquefaction unit has been increased by upgrading the refrigeration system, without making changes to the main heat exchanger (MHE). It is interesting, that after all modifications were completed, a higher refrigerant circulation alone could not increase LNG production. However, by optimizing the refrigerant component ratio, the UA of the MHE increased and LNG production improved. This technical evaluation will provide recommendations and show how the evaluation of the internal temperature profile helped optimize the MHE operating conditions.

    Indianapolis Coke is a merchant coke producer, supplying both foundry and blast furnace coke to the industry. The facility has three coke batteries: two 3 meter batteries, one Wilputte four divided and one Koppers Becker. Both batteries are underjet batteries and are producing 100% foundry coke at a net coking time of 30.6 hours. This paper deals with the No. 1 coke battery, which is a 72 oven, gun fired, 5 meter Still battery. No. 1 battery produces both foundry and blast furnace coke at a net coking rate of 25.4 hours. No. 1 battery was commissioned in 1979. The battery is equipped with a double collector main. Although many renovations have been completed to the battery, oven machinery and heating system, to date no major construction projects have taken place. Deterioration of the collector main was caused in part from elevated levels of chlorides in the flushing liquor, and temperature fluctuations within the collector main. The repair procedures are discussed.

    The review is made of the problems of ITER optical diagnostics. Most of these problems will be related to the intensive neutron radiation from hot plasma. At a high level of radiation loads the most types of materials gradually change their properties. This effect is most critical for optical diagnostics because of degradation of optical glasses and mirrors. The degradation of mirrors, that collect the light from plasma, basically will be induced by impurity deposition and (or) sputtering by charge exchange atoms. Main attention is paid to the search of glasses for vacuum windows and achromatic lens which are stable under ITER irradiation conditions. The last results of irradiation tests in nuclear reactor of candidate silica glasses KU-1, KS-4V and TF 200 are presented. An additional problem is discussed that deals with the stray light produced by multiple reflections from the first wall of the intense light emitted in the divertor plasma.
