    The Los Angeles Department of Water and Power (LADWP) has developed one of the most recognized fuel cell demonstration programs in the United States. In addition to their high efficiencies and superior environmental performance, fuel cells and other generating technologies that can be located at or near the load, offers several electric utility benefits. Fuel cells can help further reduce costs by reducing peak electricity demand, thereby deferring or avoiding expenses for additional electric utility infrastructure. By locating generators near the load, higher reliability of service is possible and the losses that occur during delivery of electricity from remote generators are avoided. The potential to use renewable and locally available fuels, such as landfill or sewage treatment waste gases, provides another attractive outlook. In Los Angeles, there are also many oil producing areas where the gas by-product can be utilized. In June 2000, the LADWP contracted with FCE to install and commission the precommercial 250kW MCFC power plant. The plant was delivered, installed, and began power production at the JFB in August 2001. The plant underwent manufacturer's field trials up for 18 months and was replace with a commercial plant in January 2003. In January 2001, the LADWP contracted with FCE to provide two additional 250kW MCFC power plants. These commercial plants began operations during mid-2003. The locations of these plants are at the Terminal Island Sewage Treatment Plant at the Los Angeles Harbor (for eventual operation on digester gas) and at the LADWP Main Street Service Center east of downtown Los Angeles. All three carbonate fuel cell plants received partial funding through the Department of Defense's Climate Change Fuel Cell Buydown Program. This report covers the technical evaluation and benefit-cost evaluation of the Main Street 250kW MCFC power plant during its first year of operation from September 2003 to August 2004. The data for the month of September 2004 was not available at the time this report was prepared. An addendum to this report will be prepared and transmitted to the Department of Energy once this data becomes available. This fuel cell power plant was originally intended to be installed at an American Airlines facility located at Los Angeles International Airport, however, due to difficulties in obtaining a site, the plant was ultimately installed at the LADWP's Distributed Generation Test Facility at it's Main Street Service Center.

    The City of Detroit is undertaking a comprehensive restoration of its street lighting system that includes transitioning the existing high-pressure sodium (HPS) sources to light-emitting diode (LED). Detroit’s well-publicized financial troubles over the last several years have added many hurdles and constraints to this process. Strategies to overcome these issues have largely been successful, but have also brought some mixed results. This document provides an objective review of the circumstances surrounding the system restoration, the processes undertaken and decisions made, and the results so far.

    The Post Street project had four (4), 7.960 MW, Solar Taurus-70-10801S natural gas combustion turbines. Each turbine equipped with a 40,000 lb/hr heat recovery steam generator (HRSG). The dual-fuel HRSGs was capable of generating steam using gas turbine exhaust heat or surplus electric power. The generation capacity was nominally rated at 29.2 MW. The project as proposed had a fuel rate chargeable to power of 4,900 - 5,880 Btu/kWh dependent on time of year. The CHP plant, when operating at 29.2 MW, can recycle turbine exhaust into supply 145 kpph of steam to SSC per hour. The actual SSC steam loads will vary based on weather, building occupation, plus additions / reductions of customer load served. SSC produces up to 80 kpph of steam from a biomass boiler, which is currently base loaded all year.

    This document represents the final Regional Demonstration Project Technical Performance Report (TPR) for Pecan Street Inc.’s (Pecan Street) Smart Grid Demonstration Program, DE-OE-0000219. Pecan Street is a 501(c)(3) smart grid/clean energy research and development organization headquartered at The University of Texas at Austin (UT). Pecan Street worked in collaboration with Austin Energy, UT, Environmental Defense Fund (EDF), the City of Austin, the Austin Chamber of Commerce and selected consultants, contractors, and vendors to take a more detailed look at the energy load of residential and small commercial properties while the power industry is undergoing modernization. The Pecan Street Smart Grid Demonstration Program signed-up over 1,000 participants who are sharing their home or businesses’s electricity consumption data with the project via green button protocols, smart meters, and/or a home energy monitoring system (HEMS). Pecan Street completed the installation of HEMS in 750 homes and 25 commercial properties. The program provided incentives to increase the installed base of roof-top solar photovoltaic (PV) systems, plug-in electric vehicles with Level 2 charging, and smart appliances. Over 200 participants within a one square mile area took advantage of Austin Energy and Pecan Street’s joint PV incentive program and installed roof-top PV as part of this project. Of these homes, 69 purchased or leased an electric vehicle through Pecan Street’s PV rebate program and received a Level 2 charger from Pecan Street. Pecan Street studied the impacts of these technologies along with a variety of consumer behavior interventions, including pricing models, real-time feedback on energy use, incentive programs, and messaging, as well as the corresponding impacts on Austin Energy’s distribution assets.The primary demonstration site was the Mueller community in Austin, Texas. The Mueller development, located less than three miles from the Texas State Capitol, is a 711-acre LEED Neighborhood Development mixed-use, urban infill redevelopment on the site of Austin’s former airport, currently under development through a public-private project between the City of Austin, and Catellus Austin LLC. Currently, Mueller is less than 50% complete and more than 3,500 people live or work at Mueller. At full build-out, the project will include more than 3 million square feet of commercial and institutional space, more than 13,000 residents from approximately 5,700 single-family and multi-family dwelling units. Figure 1 shows a Google Map image of the Mueller community, zoomed in on the residential streets participating in the project.

    The overall deliverable from the project is the design, construction and commissioning of a detention facility heating and cooling system that minimizes ownership costs and maximizes efficiency (and therefore minimizes environmental impact). The primary deliverables were the proof of concept for the application of geothermal systems for an institutional facility and the ongoing, quarterly system operating data downloads to the Department of Energy . The primary advantage of geothermal based heat pump systems is the higher efficiency of the system compared to a conventional chiller, boiler, cooling tower based system. The higher efficiency results in a smaller environmental foot print and lower energy costs for the detention facility owner, Lancaster County. The higher efficiency for building cooling is primarily due to a more constant compressor condensing temperature with the geothermal well field acting as a thermal “sink” (in place of the conventional system’s cooling tower). In the heating mode, Ground Couple Heat Pump (GCHP) systems benefits from the advantage of a heat pump Coefficient of Performance (COP) of approximately 3.6, significantly better than a conventional gas boiler. The geothermal well field acting as a thermal “source” allows the heat pumps to operate efficiently in the heating mode regardless of ambient temperatures. The well field is partially located in a wetland with a high water table so, over time, the project will be able to identify the thermal loading characteristics of a well field located in a high water table location. The project demonstrated how a large geothermal well field can be installed in a wetland area in an economical and environmentally sound manner. Finally, the SW 40th Street Thermal Energy Plant project demonstrates the benefits of providing domestic hot water energy, as well as space heating, to help balance well filed thermal loading in a cooling dominated application. During the period of August 2012 thru March 2014, with the detention facility occupied for the final seven months, the well field supply water temperatures to the heat pumps dropped to a minimum of 39°F and reached a maximum temperature of 68 °F while providing 15,819 MMBtu of cooling energy and 27,467 MMBtu of heating energy. During this period the peak recorded system cooling load was 610 tons and the peak heating load was 8.4 MMBtu. The DEC is currently evaluating the most beneficial electric rate for plant operations. Total project cost of $16.9 million was approximately $3.2 million less than the estimate provided in the grant application. The reduction in project costs were primarily due to favorable construction material prices as well as strong competition in the local construction contractor market. The DEC plant reached the substantial completion milestone in December 2011 and began providing thermal service to the detention facility in January 2012 when the building’s HVAC system was ready to accept heating service. The plant reached commercial operating status on August 1, 2012. However, due to construction delays, the detention facility was not occupied until September of 2013. The detention facility construction delays also impacted the installation and commissioning of the project’s dedicated domestic hot water heat pump. Final coordination with the detention facility’s building management system vendor to establish network links for the exchange of date is currently being completed. This will allow the development of control sequences for the optimal operation of the domestic hot water system.

    Resurfacing of urban roads with concurrent repairs and replacement of sections of curb and sidewalk may require pedestrian ramps that are compliant with the American Disabilities Act (ADA), and when street drains are in close proximity to the walkway, ADA compliant street grates may also be required. The Minnesota Department of Transportation ADA Operations Unit identified a foundry with an available grate that meets ADA requirements. Argonne National Laboratorys Transportation Research and Analysis Computing Center used full scale three dimensional computational fluid dynamics to determine the performance of the ADA compliant grate and compared it to that of a standard vane grate. Analysis of a parametric set of cases was carried out, including variation in longitudinal, gutter, and cross street slopes and the water spread from the curb. The performance of the grates was characterized by the fraction of the total volume flow approaching the grate from the upstream that was captured by the grate and diverted into the catch basin. The fraction of the total flow entering over the grate from the side and the fraction of flow directly over a grate diverted into the catch basin were also quantities of interest that aid in understanding the differences in performance of the grates. The ADA compliant grate performance lagged that of the vane grate, increasingly so as upstream Reynolds number increased. The major factor leading to the performance difference between the two grates was the fraction of flow directly over the grates that is captured by the grates.

    Nine different streetlighting products were installed on various streets in Kansas City, Missouri during February, 2011, to evaluate their performance relative to the incumbent high-pressure sodium (HPS) lighting. The applications investigated included 100 W, 150 W, 250 W, and 400 W HPS installations. Initial measurements and comparisons included power, illuminance, and luminance; sample illuminance readings have continued at each of the nine locations at roughly 1,000-hour operating intervals since then. All of the LED products consumed less power than their HPS counterparts—with a mean difference of 39% and a range of 31% to 51%—but they also emitted 31% fewer lumens, on average. The net result is just a 15% increase in mean efficacy. Applying the city’s stringent light loss factors to the initial measured data meant that five of the LED products (and two of the HPS luminaires) were predicted to eventually fail to meet the specified mean illuminance over their lifetimes; however, the specified light loss levels are not expected to be reached by the LED products until some distant future date (between 12 and 30 years after installation according to manufacturer specification sheet estimates). The practical value of designing streetlighting systems to meet illumination requirements more than 15 years in the future is questioned. Numerous sources of variation in field measurements are noted throughout the report, particularly seasonal influences such as ambient temperature and foliage that are evident in the time-series illuminance data.

    Indianapolis Coke is a merchant coke producer, supplying both foundry and blast furnace coke to the industry. The facility has three coke batteries: two 3 meter batteries, one Wilputte four divided and one Koppers Becker. Both batteries are underjet batteries and are producing 100% foundry coke at a net coking time of 30.6 hours. This paper deals with the No. 1 coke battery, which is a 72 oven, gun fired, 5 meter Still battery. No. 1 battery produces both foundry and blast furnace coke at a net coking rate of 25.4 hours. No. 1 battery was commissioned in 1979. The battery is equipped with a double collector main. Although many renovations have been completed to the battery, oven machinery and heating system, to date no major construction projects have taken place. Deterioration of the collector main was caused in part from elevated levels of chlorides in the flushing liquor, and temperature fluctuations within the collector main. The repair procedures are discussed.

    We have demonstrated the feasibility of conducting penetration tests on high efficiency particulate air (HEPA) filters as installed in nuclear ventilation systems. The in-place penetration test, which is designed to yield equivalent penetration measurements as the standard DOP efficiency test, is based on measuring the aerosol penetration of the filter installation as a function of particle size using a portable laser particle counter. This in-place penetration test is compared to the current in-place leak test using light scattering photometers for single HEPA filter installations and for HEPA filter plenums using the shroud method. Test results show the in-place penetration test is more sensitive than the in-place leak test, has a similar operating procedure, but takes longer to conduct. Additional tests are required to confirm that the in-place penetration test yields identical results as the standard dioctyl phthalate (DOP) penetration test for HEPA filters with controlled leaks in the filter and gasket and duct by-pass leaks. Further development of the procedure is also required to reduce the test time before the in- place penetration test is practical.

    This report describes the process and results of a demonstration of solid-state lighting (SSL) technology in a residential street lighting application, under the U.S. Department of Energy GATEWAY Solid-State Lighting Technology Demonstration Program. In this project, eight 100W (nominal) high-pressure sodium cobra head fixtures were replaced with a like number of LED street light luminaires manufactured by Leotek, Inc. The Leotek product achieved an estimated payback in the Lija Loop installation of about 20 years for replacement scenarios and a much shorter 7.6 years for new installations. Much of the associated energy savings (55%) supporting these payback periods, however, were achieved by reducing average horizontal photopic illuminance a similar amount (53%). Examined from a different perspective, the measured performance suggests that the Leotek product is at approximate parity with the HPS cobra head in terms of average delivered photopic illumination for a given power consumption. HPS comprises the second most efficacious street lighting technology available, exceeded only by low pressure sodium (LPS). LPS technology is not considered suitable for most street lighting applications due to its monochromatic spectral output and poor color rendering ability; therefore, this LED product is performing at an efficiency level comparable to its primary competition in this application.

    A cure-in-place process which allows a rubber seal element to be deformed to its service configuration before it is cross-linked and, hence, is a plastic and does not build up internal stress as a result of the deformation. This provides maximum residual strength to resist the differential pressure. Furthermore, the process allows use of high modulus formulations of the rubber seal element which would otherwise crack if cured and then deformed to its service configuration, resulting in a seal which has better gap bridging capability. Basically, the process involves positioning an uncured seal element in place, deforming it to its service configuration, heating the seal element, curing it in place, and then fully seating the seal.

    The most common method of identifying particle penetration through a filter or adsorber system is through the performance of a periodic penetration test, i.e., in-place test or leak test using an aerosol or gas vapor to challenge the filter or adsorber system. The aerosol is usually formed by vaporization of a liquid, di-2(ethelhexyl sebacate) (DEHS), and allowed to condense to form liquid particles of a certain size and distribution. The gas vapor is formed by vaporization of Freon 11 liquid. The periodic penetration test, although conducted annually, can and has been demonstrated to show the beginning degradation of a filter or adsorber system. Other evidence of penetration can include detection of radiation downstream of the filter system or the existence of an unusually low pressure drop across the filter, i.e., torn filter, etc. However, these kinds of occurrences show up instantaneously and could release radioactive material to the atmosphere before the systems could be shut down. When a filter system fails the in--place test or is showing evidence of.filter or component degradation, corrective measures are put into place in order to return,the system back to its best operating condition. This report presents a summary of all filter tests.

    At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey at 14 Cliff Street, Beverly, Massachusetts. The survey was performed in May 1991. The purpose of the survey was to determine if uranium dust from work performed under government contract at the former Ventron facility had migrated off-site to neighboring areas. The survey included a surface gamma scan and the collection of soil samples for radionuclide analyses. Results of the survey demonstrated no radionuclide concentrations or radiation measurements in excess of the DOE Formerly Utilized Sites Remedial Action Program guidelines.

    The Love Canal/93rd Street School site consists of approximately 19 acres and includes a school and an adjacent vacant lot. The site is located in Niagara Falls, New York, less than one mile northwest of Love Canal and is within the Love Canal Emergency Declaration Area. Hooker Chemicals and Plastics Corporation disposed of over 21,000 tons of various chemicals at the Love Canal site from 1942 to 1953, when the site was deeded over to the City of Niagara Falls Board of Education. Sampling has revealed that approximately 6,000 cu yds of soil are contaminated. During the 1950s, home construction accelerated in the area. Specifically, in 1950, the 93rd Street School was built, and in 1954, the 99th Street School was built adjacent to the middle portion of the Canal. Prior to construction of the 93rd Street School, a drainage swale crossed the site. Between 1938 and 1951, the swale was partially filled with soil and rock debris, followed by sand and fly ash materials. In 1980, the 93rd Street School was closed due to public health concerns related to the potentially contaminated fill material. The primary contaminants of concern affecting soil are VOCs, including toluene and xylenes, other organics including dioxins, PAHs and pesticides, and metals including arsenic and lead.

    The Maine Coast Wind Project was developed to investigate the cost-effectiveness of small, distributed wind systems on coastal sites in Maine. The restructuring of Maine's electric grid to support net metering allowed for the installation of small wind installations across the state (up to 100kW). The study performed adds insight to the difficulties of developing cost-effective distributed systems in coastal environments. The technical hurdles encountered with the chosen wind turbine, combined with the lower than expected wind speeds, did not provide a cost-effective return to make a distributed wind program economically feasible. While the turbine was accepted within the community, the low availability has been a negative.

    Unlike other modern industrial products Stirling refrigerators development is based mainly on experimental methods. Newly developed high accuracy numerical model for Stirling refrigerators analysis provides good approximation of gas stream process assured by large number of nodes placed in regenerator (300) and large number of time steps (240 per one machine turn). Confidence in accuracy of equations solution makes possible Stirling coolers optimization. In addition to information about refrigerator temperature field the model provides information about driving force of split cooler displacer for computer aided design of displacer driver. In this paper, four parameters of split Stirling refrigerator are optimized: compressor-expander swept volume ratio; phase angle; regenerator length; and regenerator diameter. In each program run power delivered to gas was kept constant by continuous correction of compressor and expander strokes without changing their ratio. Collection of the results produce the optimum cooler structure. Driving displacer force-theta function is also available.

    The capacity of a LNG liquefaction unit has been increased by upgrading the refrigeration system, without making changes to the main heat exchanger (MHE). It is interesting, that after all modifications were completed, a higher refrigerant circulation alone could not increase LNG production. However, by optimizing the refrigerant component ratio, the UA of the MHE increased and LNG production improved. This technical evaluation will provide recommendations and show how the evaluation of the internal temperature profile helped optimize the MHE operating conditions.

    Automatika, Inc. was contracted by the Department of Energy (DOE) and with co-funding from the Northeast Gas Association (NGA), to develop an in-pipe natural gas prototype measurement and wireless communications system for assessing and monitoring distribution networks. This projected was completed in April 2006, and culminated in the installation of more than 2 dozen GasNet nodes in both low- and high-pressure cast-iron and steel mains owned by multiple utilities in the northeastern US. Utilities are currently logging data (off-line) and monitoring data in real time from single and multiple networked sensors over cellular networks and collecting data using wireless bluetooth PDA systems. The system was designed to be modular, using in-pipe sensor-wands capable of measuring, flow, pressure, temperature, water-content and vibration. Internal antennae allowed for the use of the pipe-internals as a waveguide for setting up a sensor network to collect data from multiple nodes simultaneously. Sensor nodes were designed to be installed with low- and no-blow techniques and tools. Using a multi-drop bus technique with a custom protocol, all electronics were designed to be buriable and allow for on-board data-collection (SD-card), wireless relaying and cellular network forwarding. Installation options afforded by the design included direct-burial and external polemounted variants. Power was provided by one or more batteries, direct AC-power (Class I Div.2) and solar-array. The utilities are currently in a data-collection phase and intend to use the collected (and processed) data to make capital improvement decisions, compare it to Stoner model predictions and evaluate the use of such a system for future expansion, technology-improvement and commercialization starting later in 2006.

    The 102nd Street Landfill is two sites that comprise 22 acres. Occidental Chemical Corporation (OCC) and its predecessor, the Oldbury Electrochemical Company, deposited approximately 23,500 tons of mixed organic solvents, organic and inorganic phosphates, and related chemicals. Included in the site are approximately 300 tons of hexachlorocyclohexane process cake, including lindane. In addition, brine sludge, fly ash, electrochemical cell parts and related equipment in unknown quantities were dumped at the site. On-site contamination of the 102nd Street Landfill includes soils contaminated with non-aqueous phase liquids on both portions of the Landfill. Off-site contamination, based on current studies, results from contaminated ground-water leaching into the Niagara River which causes contamination of the river water, sediments, and aquatic organisms, including fish. The 102nd Street Landfill continues to represent a potential public health threat.

    The Love Canal (93rd Street) site is an inactive hazardous waste site located in Niagara Falls, New York. The 19-acre 93rd Street School site, one of several operable units for the Love Canal Superfund site, is the focus of the Record of Decision (ROD). The fill material is reported to contain fly ash and BHC (a pesticide) waste. The ROD amends the 1988 ROD, and addresses final remediation of onsite contaminated soil through excavation and offsite disposal. The primary contaminants of concern affecting the soil are VOCs including toluene and xylenes; other organics including PAHs and pesticides; and metals including arsenic, chromium, and lead.

    This decision document presents the selected modification to the original remedial action (PB91-921417) for the 102nd Street Landfill Site (the `Site`), located in Niagara Falls, New York. The modification to the selected remedy addresses the river sediments within the shallow embayment of the Niagara River adjacent to the Site. The major components of the modification to the selected remedy include: dredging the Niagara River sediments to the `clean line` with respect to Site-related contamination. These sediments, after dewatering, will NOT be incinerated, but will be consolidated on the landfill. Any NAPL found within these sediments will be extracted, and will be incinerated at an off-site facility.

    Part of the urban heat island effect can be attributed to dark pavements that are commonly used on streets and parking lots. In this paper we consider two light colored, hence cooler, alternative paving materials that are in actual use in cities today. These are Portland cement concrete (PCC) pavements and chip seals. We report measurements of the albedos of some PCC and chip sealed pavements in the San Francisco Bay Area. The albedos of the PCC pavements ranged from about 0.18 to 0.35. The temperatures of some PCC pavements are also measured and calculated. We then consider how the albedos of the constituent materials of the PCC (stone, sand and cement) contribute to the albedos of the resulting finished concrete. The albedos of a set of chip sealed pavements in San Jose, CA, were measured and correlated with the times of their placement. It is found that the albedos decrease with age (and use) but remain higher than that of standard asphalt concrete (AC) for about five years. After t hat, the albedos of the chip seals are about 0.12, similar to aged AC. The fact that many PCC pavements have albedos at least twice as high as aged AC suggests that it is possible to have pavement albedos that remain high for many years.

    The objective of this report is to discuss the degree of sorption and desorption of {sup 137}Cs and {sup 60}Co that may be associated with the granite bedrock and the ''popcorn'' cement drain system that underlie the Maine Yankee Containment Foundation. The purpose is to estimate how much retardation of these two radionuclides takes place in groundwater that flows in the near-field of the Containment Foundation, specifically with respect to contamination originating at the PAB Test Pit. Specific concerns revolve around the potential for the contamination originating near the PAB to create a radioactive dose to a hypothetical ''resident farmer'' using a well intercepting this water to exceed 4 millirems/yr.

    We modify a stellar structure code to estimate the effect upon the main sequence of the accretion of weakly-interacting dark matter onto stars and its subsequent annihilation. The effect upon the stars depends upon whether the energy generation rate from dark matter annihilation is large enough to shut off the nuclear burning in the star. Main sequence weakly-interacting massive particles (WIMP) burners look much like proto-stars moving on the Hayashi track, although they are in principle completely stable. We make some brief comments about where such stars could be found, how they might be observed and more detailed simulations which are currently in progress. Finally we comment on whether or not it is possible to link the paradoxically hot, young stars found at the galactic center with WIMP burners.

    The criteria for safe operation of nuclear energetic installations is given a higher priority in the policy of Kozloduy Nuclear Power Plant. An efficient non-destructive inspection is the key point for the safe service. Kozloduy NPP keeps on making investments in equipment and qualification of specialists in this field. The processes of qualification of the NDT components, important for the nuclear and radiation safety, make considerable improvement in Kozloduy NPP, thanks to the accumulated in the years experience in the activities of NDT inspection qualification, and to the help of our partners Serco Assurance and the Institute of Rzes. The results obtained by ultrasonic non-destructive inspection of circulation tube mains DU 500 WWER 440 type are under discussion in this report. (authors)

    In January 2002, the Fermilab Director initiated a design study for a high average power, modest energy proton facility. An intensity upgrade to Fermilab's 120-GeV Main Injector (MI) represents an attractive concept for such a facility, which would leverage existing beam lines and experimental areas and would greatly enhance physics opportunities at Fermilab and in the U.S. With a Proton Driver replacing the present Booster, the beam intensity of the MI is expected to be increased by a factor of five. Accompanied by a shorter cycle, the beam power would reach 2 MW. This would make the MI a more powerful machine than the SNS or the J-PARC. Moreover, the high beam energy (120 GeV) and tunable energy range (8-120 GeV) would make it a unique high power proton facility. The upgrade study has been completed and published. This paper gives a summary report.

    The Maine Tidal Power Initiative (MTPI), an interdisciplinary group of engineers, biologists, oceanographers, and social scientists, has been conducting research to evaluate tidal energy resources and better understand the potential effects and impacts of marine hydro-kinetic (MHK) development on the environment and local community. Project efforts include: 1) resource assessment, 2) development of initial device design parameters using scale model tests, 3) baseline environmental studies and monitoring, and 4) human and community responses. This work included in-situ measurement of the environmental and social response to the pre-commercial Turbine Generator Unit (TGU®) developed by Ocean Renewable Power Company (ORPC) as well as considering the path forward for smaller community scale projects.

  10. Environmental assessment -- Proposed neutrino beams at the Main Injector project

    The US Department of Energy (DOE) proposes to build a beamline on the Fermi National Accelerator Laboratory (Fermilab) site to accommodate an experimental research program in neutrino physics. The proposed action, called Neutrino Beams at the Main Injector (NuMI), is to design, construct, operate and decommission a facility for producing and studying a high flux beam of neutrinos in the energy range of 1 to 40 GeV (1 GeV is one billion or 10{sup 9} electron volts). The proposed facility would initially be dedicated to two experiments, COSMOS (Cosmologically Significant Mass Oscillations) and MINOS (Main Injector Neutrino Oscillation Search). The neutrino beam would pass underground from Fermilab to northern Minnesota. A tunnel would not be built in this intervening region because the neutrinos easily pass through the earth, not interacting, similar to the way that light passes through a pane of glass. The beam is pointed towards the MINOS detector in the Soudan Underground Laboratory in Minnesota. Thus, the proposed project also includes construction, operation and decommissioning of the facility located in the Soudan Underground Laboratory in Minnesota that houses this MINOS detector. This environmental assessment (EA) has been prepared by the US Department of Energy (DOE) in accordance with the DOE`s National Environmental Policy Act (NEPA) Implementing Procedures (10 CFR 1021). This EA documents DOE`s evaluation of potential environmental impacts associated with the proposed construction and operation of NuMI at Fermilab and its far detector facility located in the Soudan Underground Laboratory in Minnesota. Any future use of the facilities on the Fermilab site would require the administrative approval of the Director of Fermilab and would undergo a separate NEPA review. Fermilab is a Federal high-energy physics research laboratory in Batavia, Illinois operated on behalf of the DOE by Universities Research Association, Inc.

    We present initial results from observations and numerical analyses aimed at characterizing the main-belt comet P/2012 T1 (PANSTARRS). Optical monitoring observations were made between 2012 October and 2013 February using the University of Hawaii 2.2 m telescope, the Keck I telescope, the Baade and Clay Magellan telescopes, Faulkes Telescope South, the Perkins Telescope at Lowell Observatory, and the Southern Astrophysical Research Telescope. The object's intrinsic brightness approximately doubles from the time of its discovery in early October until mid-November and then decreases by {approx}60% between late December and early February, similar to photometric behavior exhibited by several other main-belt comets and unlike that exhibited by disrupted asteroid (596) Scheila. We also used Keck to conduct spectroscopic searches for CN emission as well as absorption at 0.7 {mu}m that could indicate the presence of hydrated minerals, finding an upper limit CN production rate of Q{sub CN} < 1.5 Multiplication-Sign 10{sup 23} mol s{sup -1}, from which we infer a water production rate of Q{sub H{sub 2O}}<5 Multiplication-Sign 10{sup 25} mol s{sup -1}, and no evidence of the presence of hydrated minerals.     The Main Injector will provide an unprecedented opportunity for challenging the Standard Model. The increased fluxes available from this essential upgrade make possible neutrino experiments of great power both at the Tevatron and at intermediate energies. With a factor of six increase in flux, experiments at higher energies probe with great sensitivity the electroweak sector, test QCD, and search for rare processes which could point the way to new physics. Such experiments can make simultaneous measurements of the Standard Model {rho} parameter and sin{sup 2} {theta}{sub W} to 0.25% and 0.6%, respectively. Measurements of the radiative corrections in electroweak physics will reveal physics at the TeV mass scale. {rho} probes the Higgs sector, and deviations from its expected value would be unambiguous signals of new phenomena and possibly our first clear window into physics beyond the Standard Model. Another way to quantify these corrections is through measurements of sin{sup 2} {theta}{sub W} in different processes; comparisons among an ensemble of precise electroweak measurements can then distinguish among alternatives and pin down the sources of new phenomena. Four processes likely to be important in the coming decade are the direct boson mass measurements, Z polarization asymmetries, atomic parity violation, and neutrino-nucleon scattering. Each of these processes has a different dependence on the various sources of new physics: such phenomena as multiple Z's, supersymmetry, or technicolor are just three of many possibilities. Neutral current measurements of sin{sup 2} {theta}{sub W} and {rho} have already provided constraints on m{sub t}; improved measurements will extend their reach and help us interpret the information from the colliders. QCD tests, especially those involving the structure function xF{sub 3}, can check two fundamental predictions of the theory: the dependence of the strong-coupling constant {alpha}{sub S}(Q{sup 2}) on Q{sup 2}, and the value (and Q{sup 2} dependence) of R{sub QCD} = {sigma}{sub L}/{sigma}{sub T}. A Main Injector experiment will check the scaling violation of the theory and provide solid measurements of the gluon distributions.

    The French sodium cooled fast reactor Phenix was shut down in 2009 after 35 years of operation. Before decommissioning a final set of tests was performed. This paper focuses on the following core physics tests: - measurement of control rod reactivity worth by several methods (sub-critical, critical, rod-drop methods), - control rod shifting during a full power operation state, - measurement of individual subassembly reactivity worth (fresh and burned fuel and fertile, sodium hole), - simulation of a gas bubble crossing the core. The control rod measurement test has shown some discrepancies between the different measurement methods, mainly for the rod bank worth. Considering a macroscopic parameter (the reactivity loss estimation), NSMM method seems to produce the better results. The control rod shifting test has highlighted the impact of the spatial effects generated by control rods movements over the power map. These spatial effects, known as shadowing effects, can modify up to 15% the individual control rod worth. The tests concerning individual subassembly worth and gas bubble have permit to evaluate the impact of local perturbations on the reactivity. All these tests can be considered as successful and the ability of the European neutronic code for fast reactors, ERANOS 2.2, to reproduce complex and atypical configuration has been demonstrated by good agreement between measured and computed values.     When gas is discovered in a developing country, and there is either insufficient to justify an Liquified Natural Gas (LNG) export project, or a surplus over-and-above LNG requirements, what are the problems that hinder its development for the internal market in that country. Are there positive steps that can be taken to facilitate such development. The major focus of this study is therefore on the problems that arise in negotiating and implementing agreements between companies and governments. The asymmetries and differences between the behavior and perceptions of the two groups impinge on the conduct of negotiations and the nature of agreements reached between the parties. Objectives are examined for each group as well as the procedures they follow and the constraints under which they operate. The effect of differences on exploration contracts, on pricing and on fiscal regimes are examined and practical ways in which the different objectives of governments and companies can be reconciled to their mutual advantage are suggested. The report is divided into two parts. This Volume, Part One of the report, contains a synthesis of our views on the issues raised by research, and the main conclusions.

    PSR J1903+0327 is a millisecond pulsar with a mass of 1.67 M{sub Sun} in a highly eccentric orbit (e = 0.44) around a main-sequence star. This unique system cannot be reconciled with current observations where millisecond pulsars are generally seen to orbit white dwarfs in almost exactly circular orbits. Current theoretical models of binary and stellar formation and evolution cannot explain the high eccentricity of this system either. In this work, we present three new epochs of optical spectroscopy for the companion to PSR J1903+0327, obtained to confirm the association of the main-sequence star with the pulsar. These three new epochs, together with the two previous ones, firmly establish the high eccentricity of the companion's orbit as predicted by pulsar timing. Using all five epochs of optical data, we have provided an independent estimate of the mass ratio, R = 1.56 {+-} 0.15, as well as the systemic radial velocity of the binary, {gamma} = 42.1 {+-} 2.5 km s{sup -1}. We constrain the spectral type of the pulsar companion to lie between F5 V and G0 V (a slightly earlier type than suggested previously) by measuring the equivalent widths of two of the three Ca-triplet lines (8498 A, 8542 A) and the Paschen line at 8598 A (P14); we also broadly constrain the metallicity of the companion. Additionally, we have placed a somewhat better limit on the rotational velocity of the pulsar companion of v{sub rot}sin i {<=} 66 km s{sup -1}, which is still not sufficient to allow a test of general relativity using this system.

    The 22-acre Hooker-102nd Street site is a former industrial landfill in the city of Niagara Falls, Niagara County, New York. The site is adjacent to, and partially within the Niagara River's 100-year floodplain. These studies and the Remedial Investigation (RI) initiated in 1984, identified contamination in ground water, onsite and offsite soil, rivershore sediment, and within a storm sewer. Additionally, the presence of a leachate plume of non-aqueous phase liquids (NAPLs) was discovered emanating from the landfill area. The Record of Decision (ROD) is the final remedy which addresses all of the contaminated media. The primary contaminants of concern affecting the soil, sediment, and ground water are VOCs including benzene, TCE, and toluene; other organics including PCBs and phenols; and metals including arsenic.

    The purpose of this document is to describe the methodology, summarize the findings, and present the recommendations from ergonomic assessments at selected EG G Idaho work places. Members from EG G Idaho's Human Factors Research Unit formed an ergonomics team and performed this work from January to July 1991 as part of the Industrial Hygiene Initiative. The ergonomics team developed an assessment checklist as the first step in the process. They then used the checklist to conduct ergonomic assessments of selected work places. The findings from the ergonomic assessments showed that there were situations in every work place visited that have the potential of causing ergonomic problems. In most cases, however, they were not serious in nature. Recommendations include (a) having an industrial hygienist review new work place and task designs to ensure they incorporate ergonomic principles, (b) having an industrial hygienist help investigate musculoskeletal injuries, (c) ensuring all employees receive training on the caused of back injuries and cumulative trauma disorders, and (d) ensuring that a source of ergonomically designed furniture and equipment is available. A summary of specific findings and recommendations from work place assessments is also included. 13 refs., 1 tab.

Using data collected from a 2013 telephone survey (N=594) from the six Southern Californian counties selected based on existing and proposed solar developments and available suitable land, we examine public attitudes toward solarmore » energy and construction of large-scale solar facilities, testing whether attitudes toward such developments are the result of sense of place and attachment to place.   4. Rigless multizone recompletion using a cement packer placed with coiled tubing: A case history

    Cement packers have been used for some time when reserve estimates have not justified the cost of major rig remedial work. They typically provide a means of zonal isolation of the last reserves in an existing wellbore. The success of these operations has historically been low. This is predominantly because of poor cement bonding in the annulus between the tubing and production casing. Because of the minimal amount of equipment on location and lack of upfront design work involved, most cement packers are doomed to failure before they are even placed. Cement packers have been placed using a large number of methods. In the Ship Shoal 181 field, Well B-4 would not economically justify a major rig workover, even though there were several uphole gas sands capable of producing in this well. With proper upfront planning and design, it would be economical; however, all these reserves could be produced in a through-tubing process using a cement packer. This case history presents a refined look at existing technology involving placement of a cement packer and reviews problems common to cement-packer completions, including a case history. Solutions are also discussed for successfully completing and recovering reserves from not one but several remaining gas intervals. This paper reviews the design considerations and precautions, along with the production results and economics, for placing what is believed to be the largest cement packer placed through coiled tubing.

    Modern heterogeneous embedded platforms, com- posed of several digital signal, application specific and general purpose processors, also include reconfigurable devices support- ing partial dynamic reconfiguration. These devices can change the behavior of some of their parts during execution, allowing hardware acceleration of more sections of the applications. Never- theless, partial dynamic reconfiguration imposes severe overheads in terms of latency. For such systems, a critical part of the design phase is deciding on which processing elements (mapping) and when (scheduling) executing a task, but also how to place them on the reconfigurable device to guarantee the most efficient reuse of the programmable logic. In this paper we propose an algorithm based on Ant Colony Optimization (ACO) that simultaneously executes the scheduling, the mapping and the linear placing of tasks, hiding reconfiguration overheads through prefetching. Our heuristic gradually constructs solutions and then searches around the best ones, cutting out non-promising areas of the design space. We show how to consider the partial dynamic reconfiguration constraints in the scheduling, placing and mapping problems and compare our formulation to other heuristics that address the same problems. We demonstrate that our proposal is more general and robust, and finds better solutions (16.5% in average) with respect to competing solutions.

    In the event of the release of a lethal agent (such as anthrax) inside a building, law enforcement and public health responders take samples to identify and characterize the contamination. Sample locations may be rapidly chosen based on available incident details and professional judgment. To achieve greater confidence of whether or not a room or zone was contaminated, or to certify that detectable contamination is not present after decontamination, we consider a Bayesian model for combining the information gained from both judgment and randomly placed samples. We investigate the sensitivity of the model to the parameter inputs and make recommendations for its practical use.

    Abandoned coal ash ponds cover up vast stretches of precious land and cause environmental problems. Application of suitable in situ stabilization methods may bring about improvement in the geotechnical properties of the ash deposit as a whole, converting it to a usable site. In this study, a technique of in-place stabilization by hydrated lime columns was applied to large-scale laboratory models of ash ponds. Samples collected from different radial distances and different depths of the ash deposit were tested to study the improvements in the water content, dry density, particle size distribution, unconfined compressive strength, pH, hydraulic conductivity, and leachate characteristics over a period of one year. The in-place stabilization by lime column technique has been found effective in increasing the unconfined compressive strength and reducing hydraulic conductivity of pond ash deposits in addition to modifying other geotechnical parameters. The method has also proved to be useful in reducing the contamination potential of the ash leachates, thus mitigating the adverse environmental effects of ash deposits.

    We report the discovery of a strong over-density of galaxies in the field of a radio galaxy at z = 1.52 (4C 65.22) based on our broadband and narrow-band (H?) photometry with the Subaru Telescope. We find that H? emitters are located in the outskirts of the density peak (cluster core) dominated by passive red-sequence galaxies. This resembles the situation in lower-redshift clusters, suggesting that the newly discovered structure is a well-evolved rich galaxy cluster at z = 1.5. Our data suggest that the color-density and stellar mass-density relations are already in place at z ? 1.5, mostly driven by the passive red massive galaxies residing within r{sub c} ? 200 kpc from the cluster core. These environmental trends almost disappear when we consider only star-forming (SF) galaxies. We do not find SFR-density or SSFR-density relations amongst SF galaxies, and the location of the SF main sequence does not significantly change with environment. Nevertheless, we find a tentative hint that star-bursting galaxies (up-scattered objects from the main sequence) are preferentially located in a small group at ?1 Mpc away from the main body of the cluster. We also argue that the scatter of the SF main sequence could be dependent on the distance to the nearest neighboring galaxy.

    Corrective Action Unit (CAU) 425 is located on the Tonopah Test Range, approximately 386 kilometers (240 miles) northwest of Las Vegas, Nevada. CAU 425 is listed in the Federal Facility Agreement and Consent Order (FFACO, 1996) and is comprised of one Corrective Action Site (CAS). CAS 09-08-001-TA09 consisted of a large pile of concrete rubble from the original Hard Target and construction debris associated with the Tornado Rocket Sled Tests. CAU 425 was closed in accordance with the FFACO and the Nevada Division of Environmental Protection-approved Streamlined Approach for Environmental Restoration Plan for CAU 425: Area 9 Main Lake Construction Debris Disposal Area, Tonopah Test Range, Nevada (U.S. Department of Energy, Nevada Operations Office, 2002). CAU 425 was closed by implementing the following corrective actions: The approved corrective action for this unit was clean closure. Closure activities included: (1) Removal of all the debris from the site. (2) Weighing each load of debris leaving the job site. (3) Transporting the debris to the U.S. Air Force Construction Landfill for disposal. (4) Placing the radioactive material in a U.S. Department of Transportation approved container for proper transport and disposal. (5) Transporting the radioactive material to the Nevada Test Site for disposal. (6) Regrading the job site to its approximate original contours/elevation.

    Visual probes and methods for placing visual probes into subsurface areas in either contaminated or non-contaminated sites are described. In one implementation, the method includes driving at least a portion of a visual probe into the ground using direct push, sonic drilling, or a combination of direct push and sonic drilling. Such is accomplished without providing an open pathway for contaminants or fugitive gases to reach the surface. According to one implementation, the invention includes an entry segment configured for insertion into the ground or through difficult materials (e.g., concrete, steel, asphalt, metals, or items associated with waste), at least one extension segment configured to selectively couple with the entry segment, at least one push rod, and a pressure cap. Additional implementations are contemplated.

    On 11/07/2012 while investigating the cause of defects in neutron radiography film at HFEF, oil was discovered near the elevator shaft located at the 4M location within the Main Cell. Subsequent investigation identified oil (untracked moderator) in several locations ofthe HFEF Main Cell. Initial analysis determined that oil leaking from a 1M shielding window had leaked past a compensatory containment system resulting in a thin layer of oil found in several locations on the main cell floor. The result of this condition is uncontrolled moderator in moderator controlled zones, which is a violation of Criticality Hazard Control Statements (CHCS) for HFEF.

    Replacing combustion of carbon-based fuels with alternative energy sources that have minimal environmental impact is one of the grand scientific and technological challenges of the early 21st century. Not only is it critical to capture energy from new, renewable sources, it is also necessary to store the captured energy efficiently and effectively for use at the point of service when and where it is needed, which may not be collocated with the collection site. There are many potential storage media but we focus on the storage of energy in chemical bonds. It is more efficient to store energy on a per weight basis in chemical bonds. This is because it is hard to pack electrons into small volumes with low weight without the use of chemical bonds. The focus of the project was the development of new chemistries to enable DOE to meet its technical objectives for hydrogen storage using chemical hydrogen storage systems. We provided computational chemistry support in terms of thermodynamics, kinetics, and properties prediction in support of the experimental efforts of the DOE Center of Excellence for Chemical Hydrogen Storage. The goal of the Center is to store energy in chemical bonds involving hydrogen atoms. Once the hydrogen is stored in a set of X-H/Y-H bonds, the hydrogen has to be easily released and the depleted fuel regenerated very efficiently. This differs substantially from our current use of fossil fuel energy sources where the reactant is converted to energy plus CO2 (coal) or CO2 and H2O (gasoline, natural gas), which are released into the atmosphere. In future energy storage scenarios, the spent fuel will be captured and the energy storage medium regenerated. This places substantial additional constraints on the chemistry. The goal of the computational chemistry work was to reduce the time to design new materials and develop materials that meet the 2010 and 2015 DOE objectives in terms of weight percent, volume, release time, and regeneration ability. This goal was met in terms of reducing the number of costly experiments and helping to focus the experimental effort on the potentially optimal targets. We have used computational chemistry approaches to predict the thermodynamic properties of a wide range of compounds containing boron, nitrogen, hydrogen, and other elements as appropriate including carbon. These calculations were done in most cases with high level molecular orbital theory methods that have small error bars on the order of 1 to 2 kcal/mol. The results were used to benchmark more approximate methods such as density functional theory for larger systems and for database development. We predicted reliable thermodynamics for thousands of compounds for release and regeneration schemes to aid/guide materials design and process design and simulation. These are the first reliable computed values for these compounds and for many represent the only available values. Overall, the computational results have provided us with new insights into the chemistry of main group and organic-base chemical hydrogen systems from the release of hydrogen to the regeneration of spent fuel. A number of experimental accomplishments were also made in this project. The experimental work on hydrogen storage materials centered on activated polarized ?- or ?-bonded frameworks that hold the potential for ready dihydrogen activation, uptake, and eventually release. To this end, a large number of non-traditional valence systems including carbenes, cyanocarbons, and C-B and and B-N systems were synthesized and examined. During the course of these studies an important lead arose from the novel valency of a class of stable organic singlet bi-radical systems. A synthetic strategy to an endless hydrogen storage polymer has been developed based on our cyanocarbon chemistry. A key issue with the synthetic efforts was being able to link the kinetics of release with the size of the substituents as it was difficult to develop a low molecular weight molecule with the right kinetics.     Geotechnical characterization of the Main Drift of the Exploratory Studies Facility was based on borehole data collected in site characterization drilling and on scanline rock mass quality data collected during the excavation of the North Ramp. The Main Drift is the planned 3,131-m near-horizontal tunnel to be excavated at the potential repository horizon for the Yucca Mountain Site Characterization Project. Main Drift borehole data consisted of three holes--USW SD-7, SD-9, and SD-12--drilled along the tunnel alignment. In addition, boreholes USW UZ-14, NRG-6, and NRG-7/7A were used to supplement the database on subsurface rock conditions. Specific data summarized and presented included lithologic and rock structure core logs, rock mechanics laboratory testing, and rock mass quality indices. Cross sections with stratigraphic and thermal-mechanical units were also presented. Topics discussed in the report include geologic setting, geologic features of engineering and construction significance, anticipated ground conditions, and the range of required ground support. Rock structural and rock mass quality data have been developed for each 3-m interval of core in the middle nonlithophysal stratigraphic zone of the Topopah Spring Tuff Formation. The distribution of the rock mass quality data in all boreholes used to characterize the Main Drift was assumed to be representative of the variability of the rock mass conditions to be encountered in the Main Drift. Observations in the North Ramp tunnel have been used to project conditions in the lower lithophysal zone and in fault zones.

    Analyses were performed using MELCOR and RADTRAD to investigate main steam isolation valve (MSIV) leakage behavior under design basis accident (DBA) loss-of-coolant (LOCA) conditions that are presumed to have led to a significant core melt accident. Dose to the control room, site boundary and LPZ are examined using both approaches described in current regulatory guidelines as well as analyses based on best estimate source term and system response. At issue is the current practice of using containment airborne aerosol concentrations as a surrogate for the in-vessel aerosol concentration that exists in the near vicinity of the MSIVs. This study finds current practice using the AST-based containment aerosol concentrations for assessing MSIV leakage is non-conservative and conceptually in error. A methodology is proposed that scales the containment aerosol concentration to the expected vessel concentration in order to preserve the simplified use of the AST in assessing containment performance under assumed DBA conditions. This correction is required during the first two hours of the accident while the gap and early in-vessel source terms are present. It is general practice to assume that at {approx}2hrs, recovery actions to reflood the core will have been successful and that further core damage can be avoided. The analyses performed in this study determine that, after two hours, assuming vessel reflooding has taken place, the containment aerosol concentration can then conservatively be used as the effective source to the leaking MSIV's. Recommendations are provided concerning typical aerosol removal coefficients that can be used in the RADTRAD code to predict source attenuation in the steam lines, and on robust methods of predicting MSIV leakage flows based on measured MSIV leakage performance.

Main topics of the conference were new fast reactor concepts, design and simulation capabilities, safety of fast reactors, fast reactor fuels and innovative fuel cycles, analysis of past experience, fast reactor knowledge management. Particular emphasis was put on safety aspects, considering the current need of developing and harmonizing safety standards for fast reactors at the international level, taking also into account the lessons learned from the accident occurred at the Fukushima- Daiichi nuclear power plant in March 2011. Main advances in the several key areas of technological development were presented through 208 oral presentations during 41 technical sessions which shows the importance taken by fast reactors in the future of nuclear energy.

    The planned neutrino program at Fermilab requires large proton beam intensities in excess of 2 MW. Measuring the transverse profiles of these high intensity beams is challenging and often depends on non-invasive techniques. One such technique involves measuring the deflection of a probe beam of electrons with a trajectory perpendicular to the proton beam. A device such as this is already in use at the Spallation Neutron Source at ORNL and the installation of a similar device is underway in the Main Injector at Fermilab. The present installation status of the electron beam profiler for the Main Injector will be discussed together with some simulations and test stand results.

  9. Shared responsibility for managing electronic waste: A case study of Maine, USA

    Based on high disposal and low recycling rates of electronic waste (e-waste) and continued exportation to developing countries, reliance on municipal responsibility for e-waste management has been unsuccessful in the United States. This case study examines Maine's program, which was the first US state to mandate producer responsibility for recycling household e-waste. Maine's program established a shared cost responsibility among producers, municipalities, and consumers. The study found that Maine's program resulted in a significant reduction in disposal and a corresponding increase in environmentally sound recycling. In the first 3 years of the program, 6.406 million kg of household e-waste was collected and recycled for a population of 1.32 million. The new program, implemented in 2006, increased the number of e-waste items collected and recycled by 108% in the first year, 170% in the second year, and 221% in the third year. The program decreased direct economic costs to municipalities and households because of the shared cost approach and for the first time established costs for producers. There was no empirical evidence indicating that producers have or will improve the recyclability of electronic products to reduce recycling costs. While other weaknesses were that found potentially limit the adoption of Maine's program, its positive aspects warrant consideration by other governments.

    In contrast to most other galaxies, star formation rates in the Milky Way can be estimated directly from young stellar objects (YSOs). In the central molecular zone the star formation rate calculated from the number of YSOs with 24 μm emission is up to an order of magnitude higher than the value estimated from methods based on diffuse emission (such as free-free emission). Whether this effect is real or whether it indicates problems with either or both star formation rate measures is not currently known. In this paper, we investigate whether estimates based on YSOs could be heavily contaminated by more evolved objects such as main-sequence stars. We present radiative transfer models of YSOs and of main-sequence stars in a constant ambient medium which show that the main-sequence objects can indeed mimic YSOs at 24 μm. However, we show that in some cases the main-sequence models can be marginally resolved at 24 μm, whereas the YSO models are always unresolved. Based on the fraction of resolved MIPS 24 μm sources in the sample of YSOs previously used to compute the star formation rate, we estimate the fraction of misclassified ''YSOs'' to be at least 63%, which suggests that the star formation rate previously determined from YSOs is likely to be at least a factor of three too high.

  12. Coalescing at 8 GeV in the Fermilab Main Injector

    For Project X, it is planned to inject a beam of 3 10{sup 11} particles per bunch into the Main Injector. To prepare for this by studying the effects of higher intensity bunches in the Main Injector it is necessary to perform coalescing at 8 GeV. The results of a series of experiments and simulations of 8 GeV coalescing are presented. To increase the coalescing efficiency adiabatic reduction of the 53 MHz RF is required. This results in {approx}70% coalescing efficiency of 5 initial bunches. Data using wall current monitors has been taken to compare previous work and new simulations for 53 MHz RF reduction, bunch rotations and coalescing, good agreement between experiment and simulation was found. By increasing the number of bunches to 7 and compressing the bunch energy spread a scheme generating approximately 3 10{sup 11} particles in a bunch has been achieved. These bunches will then be used in further investigations.

    A phenomena identification and ranking table (PIRT) process was conducted for the Next Generation Nuclear Plant (NGNP) design. This design (in the conceptual stage) is a modular high-temperature gas-cooled reactor (HTGR) that generates both electricity and process heat for hydrogen production. Expert panels identified safety-relevant phenomena, ranked their importance, and assessed the knowledge levels in the areas of accidents and thermal fluids, fission-product transport and dose, high-temperature materials, graphite, and process heat for hydrogen production. This main report summarizes and documents the process and scope of the reviews, noting the major activities and conclusions. The identified phenomena, analyses, rationales, and associated ratings of the phenomena, plus a summary of each panel's findings, are presented. Individual panel reports for these areas are provided as attached volumes to this main report and provide considerably more detail about each panel's deliberations as well as a more complete listing of the phenomena that were evaluated.

    Novel main chain acid degradable polymer backbones and drug delivery systems comprised of materials capable of delivering bioactive materials to cells for use as vaccines or other therapeutic agents are described. The polymers are synthesized using monomers that contain acid-degradable linkages cleavable under mild acidic conditions. The main chain of the resulting polymers readily degrade into many small molecules at low pH, but remain relatively stable and intact at physiological pH. The new materials have the common characteristic of being able to degrade by acid hydrolysis under conditions commonly found within the endosomal or lysosomal compartments of cells thereby releasing their payload within the cell. The materials can also be used for the delivery of therapeutics to the acidic regions of tumors and other sites of inflammation.

  16. THE NUCLEUS OF MAIN-BELT COMET 259P/GARRADD

    We present observations of the main-belt comet 259P/Garradd, previously known as P/2008 R1 (Garradd), obtained in 2011 and 2012 using the Gemini North Telescope on Mauna Kea in Hawaii and the SOAR telescope at Cerro Pachon in Chile, with the goal of computing the object's phase function and nucleus size. We find an absolute magnitude of H{sub R} = 19.71 {+-} 0.05 mag and slope parameter of G{sub R} = -0.08 {+-} 0.05 for the inactive nucleus, corresponding to an effective nucleus radius of r{sub e} = 0.30 {+-} 0.02 km, assuming an R-band albedo of p{sub R} = 0.05. We also revisit observations reported for 259P while it was active in 2008 to quantify the dust mass loss and compare the object with other known main-belt comets.

    The entire evolution of the Milky Way, including its mass-assembly and star-formation history, is imprinted onto the chemo-dynamical distribution function of its member stars, f(x, v, [X/H]), in the multi-dimensional phase space spanned by position, velocity, and elemental abundance ratios. In particular, the chemo-dynamical distribution functions for low-mass stars (e.g., G- or K-type dwarfs) are precious tracers of the earliest stages of the Milky Way's formation, since their main-sequence lifetimes approach or exceed the age of the universe. A basic tenet of essentially all previous analyses is that the stellar metallicity, usually parameterized as [Fe/H], is conserved over time for main-sequence stars (at least those that have not been polluted due to mass transfer from binary companions). If this holds true, any correlations between metallicity and kinematics for long-lived main-sequence stars of different masses, effective temperatures, or spectral types must strictly be the same, since they reflect the same mass-assembly and star-formation histories. By analyzing a sample of nearby metal-poor halo and thick-disk stars on the main sequence, taken from Data Release 8 of the Sloan Digital Sky Survey, we find that the median metallicity of G-type dwarfs is systematically higher (by about 0.2 dex) than that of K-type dwarfs having the same median rotational velocity about the Galactic center. If it can be confirmed, this finding may invalidate the long-accepted assumption that the atmospheric metallicities of long-lived stars are conserved over time.
