    The Oronogo-Duenweg Mining Belt site, Jasper County, Missouri, has been proposed by the U.S. Environmental Protection Agency (EPA) for inclusion on the National Priorities List (NPL). Referred to as the Missouri portion of the Tri-State (Missouri, Kansas, and Oklahoma) Mining District, the site comprises approximately 20 square miles and was the location of the most concentrated mining effort in the Tri-State District. As a result of commercial zinc and lead mining operations that occurred from about 1850 until the late 1960s, shallow groundwater, surface water, sediment, and surface soil are contaminated with heavy metals (zinc, lead, cadmium, and nickel). Municipalities in the area use both surface water and a deep aquifer for water supplies; individual households outside these centers rely on a shallow aquifer for water. Based upon information reviewed, the Agency for Toxic Substances and Disease Registry (ATSDR) has concluded that this site is of public health concern because of the risk to human health resulting from probable exposure to hazardous substances at concentrations that may result in adverse human health effects.

    A geothermal well has been drilled at the St. Mary's Hospital in Pierre, South Dakota. The well is 2176 feet deep and artesian flows 375 gpm at 106/sup 0/F. The well is producing fluids from the Mississippian Madison Group, a sequence of carbonate rocks deposited over several western states. The project was funded to demonstrate the goethermal potential of this widespread aquifer.     Three-wave, nonlinear, tearing mode coupling has been measured in the Madison Symmetric Torus (MST) reversed-field pinch (RFP) [Fusion Technol. 19, 131 (1991)] using bispectral analysis of edge magnetic fluctuations resolved in k-space. The strength of nonlinear three-wave interactions satisfying the sum rules m[sub 1] + m[sub 2] = m[sub 3] and n[sub 1] + n[sub 2] = n[sub 3] is measured by the bicoherency. In the RFP, m=l, n[approximately]2R/a (6 for MST) internally resonant modes are linearly unstable and grow to large amplitude. Large values of bicoherency occur for two m=l modes coupled to an m=2 mode and the coupling of intermediate toroidal modes, e.g., n=6 and 7 coupled to n=13. These experimental bispectral features agree with predicted bispectral features derived from MHD computation. However, in the experiment, enhanced coupling occurs in the crash'' phase of a sawtooth oscillation concomitant with a broadened mode spectrum suggesting the onset of a nonlinear cascade.

    Studies of large-size (R = 1.5 m, a = 0.5 m), moderate current (I < 750 kA) reversed-field pinch (RFP) plasmas are carried out in the Madison Symmetric Torus in order to evaluate and improve RFP confinement, study general toroidal plasma MHD issues, determine the mechanism of the RFP dynamo, and measure fluctuation-induced transport and anomalous ion heating. MST confinement has been improved by reduction of magnetic field errors with correction coils in the primary circuit and reduction of impurities using boronization; high densities have been achieved with hydrogen pellet injection. MHD tearing modes with poloidal mode number m = 1 and toroidal mode numbers n = 5--7 are prevalent and nonlinearly couple to produce sudden relaxations akin to tokamak sawteeth. Edge fluctuation-induced transport has been measured with a variety of insertable probes. Ions exhibit anomalous heating, with increases of ion temperature occuring during strong MHD relaxation. The RFP dynamo has been studied with attention to various possible mechanisms, including motion-EMF drive, the Hall effect, and superthermal electrons. Initial profile control experiments have begun using insertable biased probes and plasma guns. The toroidal field capacity of MST will be upgraded during Summer, 1993 to allow low-current tokamak operation as well as improved RFP operation.

    A system to heat electrons and possibly drive off-axis field-aligned current is under development on the Madison Symmetric Torus RFP. Staged experiments have reached an input power of 150 kW at 3.6G Hz and have produced a localized increase in SXR emission during rf injection. This measured emission is consistent with modeling in its location, energy spectrum and dependence on radial diffusion within the plasma. The emission is strongest in the region where ray tracing predicts deposition of the injected power. The multi-chord SXR camera used is sensitive to 4-7 keV photons. Enhanced emission in this energy range is consistent with Fokker-Plank modeling of EBW injection. The enhanced SXR emission vanishes quickly when radial diffusion in the plasma is high (as indicated by m = 0 magnetic activity); this is also consistent with Fokker-Plank modeling. An increase of boron emission (and presumably boron within the plasma) is also observed during EBW injection. This presents an alternative explanation to the enhanced SXR emission. Subsequent experiments with a different antenna at 100 kW input showed a small increase in SXR emission near 3 keV. A higher frequency experiment (5.5 GHz) with more input power available is currently under construction. Initial tests are centered on a circular waveguide launcher which requires only a 5 cm circular port in the vacuum vessel and has a target launch power of 400 kW.

    A high-speed three-wave polarimeter-interferometer diagnostic has been developed on the Madison symmetric torus reversed field pinch to provide simultaneous measurement of electron density and poloidal magnetic field profile evolution. With increased digitizer bandwidth, polarimetry noise due to aliasing and cross-talk is minimized, and time response improved. System performance is demonstrated by measurements of equilibrium profile evolution during fast events such as the sawtooth crash and pellet injection.

    Simulations using several codes are being performed in support of the LH experiment in the Madison Symmetric Torus (MST) Reversed Field Pinch (RFP). Due to the special requirements of the MST RFP configuration (tight-fitting conducting shell in which only minimal portholes can be tolerated), a novel interdigital line slow-wave launch structure is used, mounted below the mid plane on the inboard side. The unusual configuration made it necessary to modify the main RF coupling code, RANT3D/AORSA1D-H, which was primarily developed for tokamak simulations. Preliminary results will be presented.

    The connection between impurity ion heating and other physical processes in the plasma is evaluated by studying variations in the amount of ion heating at reconnection events in the Madison Symmetric Torus (MST). Correlation of the change in ion temperature with individual tearing mode amplitudes indicates that the edge-resonant modes are better predictors for the amount of global ion heating than the core-resonant modes. There is also a strong correlation between ion heating and current profile relaxation. Simultaneous measurements of the ion temperature at different toroidal locations reveal, for the first time, a toroidal asymmetry to the ion heating in MST. These results present challenges for existing heating theories and suggest a stronger connection between edge-resonant tearing modes, current profile relaxation, and ion heating than has been previously thought.

  5. VALIDATION OF MERCURY CEMS WHEN COFIRING BIOMASS AT MADISON ELECTRIC'S BLOUNT STATION

    The state of Wisconsin has been concerned about mercury deposition into its lakes and streams and has been evaluating strategies to reduce mercury emissions. As part of this effort, the Blount Station, owned and operated by Madison Gas and Electric Company (MGE), has undergone a project to evaluate the effects and potential mercury emissions reduction of cofiring preconsumer waste. MGE owns and operates the Blount Generating Station located in central Madison, Wisconsin. At present, Blount operates with nine boilers and six turbine generators. The two largest boilers at Blount produce 400,000 pounds of steam per hour at 950 F and 1250 psi. These larger boilers, MGE's Boiler Nos. 8 and 9, have the capability of cofiring both paper and plastic. MGE's Blount Generating Station was one of the first electric generating stations in the United States to retrofit its existing steam boilers to successfully burn refuse-derived fuel and other alternate fuels including waste paper and wood. It is the No. 9 boiler that was the focus of this project to determine the effect of cofiring PDF (plastic- and paper-derived fuel) on speciated mercury emissions. The project was laid out to compare four different fuel combinations: (1) coal feed only, (2) coal with plastic, (3) coal with paper, and (4) coal with paper and plastic. The design was to run the boiler for 2 days at each condition, thus allowing four samples to be taken at each condition. This plan was aimed at getting at least three representative samples at each condition and allowed for difficulties in sampling and boiler operation. The following objectives were accomplished as part of the project to determine the effects of cofiring PDF on mercury emissions and speciation at MGE Blount Station: Successfully completed all of the mercury sampling for each of the four boiler/PDF conditions using the Ontario Hydro (OH) mercury speciation method; Determined mercury concentrations at the stack location using mercury continuous emission monitors (CEMs) for each of the four boiler/PDF conditions; Calculated the overall mercury mass balance for each of the runs; Determined chlorine concentrations at the stack location using EPA Method 26A for each of the four boiler/PDF conditions; and Calculated speciated mercury flow to determine removal and/or transformations before its exiting the unit at the stack for each of the four boiler/PDF conditions.

    MSG05 was a study of atmospheric transport and dispersion in the deep urban canyons of Midtown New York City, in the area of Madison Square Garden. This downtown area is considered to be a prime target for terrorist activities, and has one of the largest commuter populations in the world. Little is known about air flow and hazardous gas dispersion in such scenarios, since previous urban field experiments have focused on small to medium sized cities with much smaller street canyons. On March 10 and 14, 2005, a series of Perfluorocarbon Tracer (PFT) tracers were released and tracked with about 30 sampling stations at radial distances of about 0.2 and 0.4 km, with vertical profiles near a 250 m tall building (One Penn Plaza). Meteorological stations collected wind data in the MSG vicinity, at street level and rooftop level. MSG05 is expected to provide useful information on rapid vertical dispersion will assist in planning for more extensive studies. This data release is being made available to a restricted group of key scientists who have worked on the project. Part of the QA program involves feedback from scientists and modelers who are working on this study. This document describes the meteorological component of the project. The file organization and metadata are detailed so that a researcher can work with the data sets.

    The Madison plasma dynamo experiment (MPDX) is a novel, versatile, basic plasma research device designed to investigate flow driven magnetohydrodynamic instabilities and other high-? phenomena with astrophysically relevant parameters. A 3?m diameter vacuum vessel is lined with 36 rings of alternately oriented 4000?G samarium cobalt magnets, which create an axisymmetric multicusp that contains ?14 m{sup 3} of nearly magnetic field free plasma that is well confined and highly ionized (>50%). At present, 8 lanthanum hexaboride (LaB{sub 6}) cathodes and 10 molybdenum anodes are inserted into the vessel and biased up to 500?V, drawing 40?A each cathode, ionizing a low pressure Ar or He fill gas and heating it. Up to 100?kW of electron cyclotron heating power is planned for additional electron heating. The LaB{sub 6} cathodes are positioned in the magnetized edge to drive toroidal rotation through J?×?B torques that propagate into the unmagnetized core plasma. Dynamo studies on MPDX require a high magnetic Reynolds number Rm?>?1000, and an adjustable fluid Reynolds number 10?1). Initial results from MPDX are presented along with a 0-dimensional power and particle balance model to predict the viscosity and resistivity to achieve dynamo action.

    Argon ion beams up to E{sub b} = 165 eV at P{sub rf} = 500 W are observed in the Madison Helicon eXperiment (MadHeX) helicon source with a magnetic nozzle. A two-grid retarding potential analyzer (RPA) is used to measure the ion energy distribution, and emissive and rf-filtered Langmuir probes measure the plasma potential, electron density, and temperature. The supersonic ion beam (M = v{sub i}/c{sub s} up to 5) forms over tens of Debye lengths and extends spatially for a few ion-neutral charge-exchange mean free paths. The parametric variation of the ion beam energy is explored, including flow rate, rf power, and magnetic field dependence. The beam energy is equal to the difference in plasma potentials in the Pyrex chamber and the grounded expansion chamber. The plasma potential in the expansion chamber remains near the predicted eV{sub p} {approx} 5kT{sub e} for argon, but the upstream potential is much higher, likely due to wall charging, resulting in accelerated ion beam energies E{sub b} = e[V{sub beam} - V{sub plasma}] > 10kT{sub e}.

    A new E Parallel-To B neutral particle analyzer, which has recently been installed on Madison Symmetric Torus (MST) reversed-field pinch (RFP), has now been calibrated, allowing the measurement of the fast ion density and energy distribution. This diagnostic, dubbed the advanced neutral particle analyzer (ANPA), can simultaneously produce time resolved measurements of the efflux of both hydrogen and deuterium ions from the plasma over a 35 keV energy range with an energy resolution of 2-4 keV and a time resolution of 10 {mu}s. These capabilities are needed to measure both majority ion heating that occurs during magnetic reconnection events in MST and the behavior of the fast ions from the 1 MW hydrogen neutral beam injector on MST. Calibration of the ANPA was performed using a custom ion source that resides in the flight tube between the MST and the ANPA. In this work, the ANPA will be described, the calibration procedure and results will be discussed, and initial measurements of the time evolution of 25 keV neutral beam injection-born fast ions will be presented.

    Pellet fuelling of improved confinement Madison Symmetric Torus (MST) plasmas has resulted in high density and high plasma beta. The density in improved confinement discharges has been increased fourfold, and a record plasma beta (beta(tot) = 26%) for the improved confinement reversed-field pinch (RFP) has been achieved. At higher beta, a new regime for instabilities is accessed in which local interchange and global tearing instabilities are calculated to be linearly unstable, but experimentally, no severe effect, e. g., a disruption, is observed. The tearing instability, normally driven by the current gradient, is driven by the pressure gradient in this case, and there are indications of increased energy transport ( as compared with low-density improved confinement). Pellet fuelling is also compared with enhanced edge fuelling of standard confinement RFP discharges for the purpose of searching for a density limit in MST. In standard-confinement discharges, pellet fuelling peaks the density profile where edge fuelling cannot, but transport appears unchanged. For a limited range of plasma current, MST discharges with edge fuelling are constrained to a maximum density corresponding to the Greenwald limit. This limit is surpassed in pellet-fuelled improved confinement discharges.

    Innovative charge-exchange recombination spectroscopy (CHERS), motional Stark effect (MSE), and Rutherford scattering diagnostics are now in operation on the Madison Symmetric Torus (MST) reversed-field pinch (RFP). The CHERS diagnostic measures impurity ion flow and temperature, localized to 2 cm with high time resolution ({approx}100 kHz). A spectral MSE diagnostic has been in use for five years, measuring |B| down to 0.2 T with high precision ({approx}2%) and good time resolution (10 kHz). The Rutherford scattering diagnostic has demonstrated the robustness of this technique for reliable measurement of majority (D) ion temperature, also with high time resolution. MST is a large RFP (R=1.5 m, a=0.52 m) operated at moderate current (I{sub p}{<=}600 kA), with n{sub e} typically (1-2)x10{sup 19} m{sup -3} and T{sub e}, T{sub i}{<=}2 keV. Two compact and reliable diagnostic neutral beams are installed on MST. These beams are short pulse, intense, monoenergetic, and low divergence. The first, a neutral H beam, is used in combination with ultraviolet and visible spectroscopy to make the CHERS and MSE measurements. For CHERS, the C VI line at 343.4 nm is collected by a custom high-throughput double grating spectrometer which simultaneously records both charge-exchange and background emissions. The spectrum is analyzed using a sophisticated model derived from the Atomic Database and Analysis Structure (ADAS) package. The MSE system records the entire H{alpha} Stark spectrum; |B| is derived from the measured splitting of the {pi}{sup +} and {pi}{sup -} manifolds. Measurement of |B| is critical to accurate equilibrium reconstruction in the RFP. The second diagnostic beam is a 20 keV neutral He beam and is used for the Rutherford scattering measurements. A pair of neutral particle analyzers is used to record the energy spectrum of the small-angle Rutherford scattered He atoms.

    Several probes have been constructed to measure fluctuation-induced Maxwell and Reynolds stresses in the edge of the Madison Symmetric Torus reversed field pinch (RFP). The magnetic probe is composed of six magnetic pickup coil triplets. The triplets are separated spatially, which allows for local measurements of the Maxwell stress. To measure the plasma flow components for evaluation of the Reynolds stress, we employ a combination of an optical probe [Kuritsyn et al., Rev. Sci. Indrum. 77, 10F112 (2006)] and a Mach probe. The optical probe measures the radial ion flow locally using Doppler spectroscopy. The Mach probe consists of four current collectors biased negatively with respect to a reference tip and allows for measurements of the poloidal and toroidal components of the bulk plasma flow. The stresses are observed to play an important role in the momentum balance in the RFP edge during internal reconnection events.

    If the effective cosmological constant is non-zero, our observable universe may enter a stage of exponential expansion. In such case, regions of it may tunnel back to the false vacuum of an inflaton scalar field, and inflation with a high expansion rate may resume in those regions. An ``ideal'' eternal observer would then witness an infinite succession of cycles from false vacuum to true, and back. Within each cycle, the entire history of a hot universe would be replayed. If there were several minima of the inflaton potential, our ideal observer would visit each one of these minima with a frequency which depends on the shape of the potential. We generalize the formalism of stochastic inflation to analyze the global structure of the universe when this `recycling' process is taken into account.

    The AERI instrument is an advanced version of the high spectral resolution interferometer sounder (HIS) designed and fabricated at the University of Wisconsin (Revercomb et al. 1988) to measure upwelling infrared radiances from an aircraft. The AERI is a fully automated ground-based passive infrared interferometer that measures downwelling atmospheric radiance from 3.3 - 18.2 mm (550 - 3000 cm-1) at less than 10-minute temporal resolution with a spectral resolution of one wavenumber. It has been used in DOEÆs Atmospheric Radiation Measurement (ARM) program. Much of the data available here at the Cooperative Institute for Meteorological Satellite Studies (CIMSS), an institute within the University of Wisconsin’s Space Science and Engineering Center, may also be available in the ARM Archive. On this website, data and images from six different field experiments are available, along with AERIPLUS realtime data for the Madison, Wisconsin location. Realtime data includes temperature and water vapor time-height cross sections, SKEWT diagrams, convective stability indices, and displays from a rooftop Lidar instrument. The field experiments took place in Oaklahoma and Wisconsin with the AERI prototype.

    We present a general study of the dynamical properties of Anisotropic Bianchi Universes in the context of Einstein General Relativity. Integrability results using Kovalevskaya exponents are reported and connected to general knowledge about Bianchi dynamics. Finally, dynamics toward singularity in Bianchi type VIII and IX universes are showed to be equivalent in some precise sence.

    Einstein's static model is the first relativistic cosmological model. The model is static, finite and of spherical spatial symmetry. I use the solution of Einstein's field equations in a homogeneous and isotropic universe -- Friedmann's equation -- to calculate the radius of curvature of the model (also known as "Einstein's universe"). Furthermore, I show, using a Newtonian analogy, the model's mostly known feature, namely, its instability under small perturbations on the state of equilibrium.

    We investigate the thermodynamical properties of the apparent horizon in a fractal universe. We find that one can always rewrite the Friedmann equation of the fractal universe in the form of the entropy balance relation $ \\delta Q=T_h d{S_h}$, where $ \\delta Q $ and $ T_{h} $ are the energy flux and Unruh temperature seen by an accelerated observer just inside the apparent horizon. We find that the entropy $S_h$ consists two terms, the first one which obeys the usual area law and the second part which is the entropy production term due to nonequilibrium thermodynamics of fractal universe. This shows that in a fractal universe, a treatment with nonequilibrium thermodynamics of spacetime may be needed. We also study the generalized second law of thermodynamics in the framework of fractal universe. When the temperature of the apparent horizon and the matter fields inside the horizon are equal, i.e. $T=T_h$, the generalized second law of thermodynamics can be fulfilled provided the deceleration and the equation of state parameters ranges either as $-1 \\leq q thermodynamics can be secured in a fractal universe by suitably choosing the fractal parameter $\\beta$.

Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

    We define a universe as the contents of a spacetime box with comoving walls, large enough to contain measurable phenomena, but not much larger. This allows the construction of a local ensemble of such universes, given modest extrapolations of the observed properties of the cosmos. We then assume that further out similar universes can be constructed, but with different standard model parameters, strongly correlated with the size in a definite way, where by size is meant the Hubble scale at late times. This allows an estimate of the range of sizes supporting life as we know it. The result allows some understanding of the hierarchy problems of particle physics. Other possible implications of the assumptions made will be discussed, including a possible connection between the QCD vacuum structure and cosmological horizon structure. In all cases, our approach is as bottoms-up and as phenomenological as possible, suggesting that theories of the multiverse may eventually lay some claim of being scientific.

    Some seventy five years ago, the concept of dark matter was introduced by Zwicky to explain the anomaly of galactic rotation curves, though there is no clue to its identity or existence to date. In 1997, the author had introduced a model of the universe which went diametrically opposite to the existing paradigm which was a dark matter assisted decelarating universe. The new model introduces a dark energy driven accelarating universe though with a small cosmological constant. The very next year this new picture was confirmed by the Supernova observations of Perlmutter, Riess and Schmidt. These astronomers got the 2011 Nobel Prize for this dramatic observation. All this is discussed briefly, including the fact that dark energy may obviate the need for dark matter.

The initial time is taken as the epoch when the lowest CMB modes undergo horizon crossing, and the final time taken when the wavelengths of CMB photons are comparable with the Hubble scale, i.e. with the nominal size of the universe. This allows the definition of a local ensemble of similarly constructed universes, using only modest extrapolations of the observed behavior of the cosmos. We then assume that further out in spacetime, similar universes can be constructed but containing different standard model parameters. Within this multiverse ensemble, it is assumed that the standard model parameters are strongly correlated with size, i.e. with the value of the inverse Hubble parameter at the final time, in a manner as previously suggested. This allows an estimate of the range of sizes which allow life as we know it, and invites a speculation regarding the most natural distribution of sizes. If small sizes are favored, this in turn allows some understanding of the hierarchy problems of particle physics. Subsequent sections of the paper explore other possible implications. In all cases, the approach is as bottoms up and as phenomenological as possible, and suggests that theories of the multiverse so constructed may in fact lay some claim of being scientific.
