    The AERI instrument is an advanced version of the high spectral resolution interferometer sounder (HIS) designed and fabricated at the University of Wisconsin (Revercomb et al. 1988) to measure upwelling infrared radiances from an aircraft. The AERI is a fully automated ground-based passive infrared interferometer that measures downwelling atmospheric radiance from 3.3 - 18.2 mm (550 - 3000 cm-1) at less than 10-minute temporal resolution with a spectral resolution of one wavenumber. It has been used in DOEÆs Atmospheric Radiation Measurement (ARM) program. Much of the data available here at the Cooperative Institute for Meteorological Satellite Studies (CIMSS), an institute within the University of Wisconsin’s Space Science and Engineering Center, may also be available in the ARM Archive. On this website, data and images from six different field experiments are available, along with AERIPLUS realtime data for the Madison, Wisconsin location. Realtime data includes temperature and water vapor time-height cross sections, SKEWT diagrams, convective stability indices, and displays from a rooftop Lidar instrument. The field experiments took place in Oaklahoma and Wisconsin with the AERI prototype.

    Space science deals with the bodies within the solar system and the interplanetary medium; the primary focus is on atmospheres and above - at Earth the short timescale variation in the the geomagnetic field, the Van Allen radiation belts and the deposition of energy into the upper atmosphere are key areas of investigation. SpacePy is a package for Python, targeted at the space sciences, that aims to make basic data analysis, modeling and visualization easier. It builds on the capabilities of the well-known NumPy and MatPlotLib packages. Publication quality output direct from analyses is emphasized. The SpacePy project seeks to promote accurate and open research standards by providing an open environment for code development. In the space physics community there has long been a significant reliance on proprietary languages that restrict free transfer of data and reproducibility of results. By providing a comprehensive, open-source library of widely used analysis and visualization tools in a free, modern and intuitive language, we hope that this reliance will be diminished. SpacePy includes implementations of widely used empirical models, statistical techniques used frequently in space science (e.g. superposed epoch analysis), and interfaces to advanced tools such as electron drift shell calculations for radiation belt studies. SpacePy also provides analysis and visualization tools for components of the Space Weather Modeling Framework - currently this only includes the BATS-R-US 3-D magnetohydrodynamic model and the RAM ring current model - including streamline tracing in vector fields. Further development is currently underway. External libraries, which include well-known magnetic field models, high-precision time conversions and coordinate transformations are wrapped for access from Python using SWIG and f2py. The rest of the tools have been implemented directly in Python. The provision of open-source tools to perform common tasks will provide openness in the analysis methods employed in scientific studies and will give access to advanced tools to all space scientists regardless of affiliation or circumstance.

    This study has been made to assess the needs, potential benefits and the applicability of early (circa year 2000) Nuclear Electric Propulsion (NEP) technology in conducting NASA science missions. The study goals are: to obtain the performance characteristics of near term NEP technologies; to measure the performance potential of NEP for important OSSA missions; to compare NEP performance with that of conventional chemical propulsion; to identify key NEP system requirements; to clarify and depict the degree of importance NEP might have in advancing NASA space science goals; and to disseminate the results in a format useful to both NEP users and technology developers. This is a mission performance study and precludes investigations of multitudes of new mission operation and systems design issues attendant in a NEP flight.

    Tim Otto Roth is known for his large projects in public space linking art & science. In his presentation the German artist and media theorist demonstrates some of his latest projects - among others Cosmic Revelation which changed the KASCADE detector field for cosmic rays at the Karlsruhe Institute of Technology into a giant flashing light field.     Big Data are revolutionizing nearly every aspect of the modern society. One area where this can have a profound positive societal impact is the field of Health Care Informatics (HCI), which faces many challenges. The key idea behind this study is: can we use some of the experience and technical and methodological solutions from the fields that have successfully adapted to the Big Data era, namely astronomy and space science, to help accelerate the progress of HCI? We illustrate this with examples from the Virtual Observatory framework, and the NCI EDRN project. An effective sharing and reuse of tools, methods, and experiences from different fields can save a lot of effort, time, and expense. HCI can thus benefit from the proven solutions to big data challenges from other domains.

    Charge-exchange neutrals contain information about the contents of a plasma and can be detected as they escape confinement. The Florida A and M University compact neutral particle analyzer (CNPA), used to measure the contents of neutral particle flux, has been reconfigured, calibrated, and installed on the Madison Symmetric Torus (MST) for high temperature deuterium plasmas. The energy range of the CNPA has been extended to cover 0.34–5.2?keV through an upgrade of the 25 detection channels. The CNPA has been used on all types of MST plasmas at a rate of 20?kHz throughout the entire discharge (?70?ms). Plasma parameter scans show that the ion distribution is most dependent on the plasma current. Magnetic reconnection events throughout these scans produce stronger poloidal electric fields, stronger global magnetic modes, and larger changes in magnetic energy all of which heavily influence the non-Maxwellian part of the ion distribution (the fast ion tail)

    We report the discovery of 28 promising and a total of 58 new lens candidates from the CFHT Legacy Survey (CFHTLS) based on about 11 million classifications performed by citizen scientists as part of the first Space Warps lens search. The goal of the blind lens search was to identify lenses missed by lens finding robots (the RingFinder on galaxy scales and ArcFinder on group/cluster scales), which have been previously used to mine the CFHTLS for lenses. We compare some properties of lens samples detected by these algorithms to the SpaceWarps sample and found that they are broadly similar. The image separation distribution calculated from the SpaceWarps discovered sample shows that our previous constraints on the average density profile of the lens population are robust. Space Warps recovers about 60% of the known sample and the new candidates show a richer variety compared to the lenses found by the two robots.     This project has developed an integrated curriculum focused on the power engineering aspects of wind energy systems that builds upon a well-established graduate educational program at UW- Madison. Five new courses have been developed and delivered to students. Some of the courses have been offered on multiple occasions. The courses include: Control of electric drives for Wind Power applications, Utility Applications of Power Electronics (Wind Power), Practicum in Small Wind Turbines, Utility Integration of Wind Power, and Wind and Weather for Scientists and Engineers. Utility Applications of Power Electronics (Wind Power) has been provided for distance education as well as on-campus education. Several industrial internships for students have been organized. Numerous campus seminars that provide discussion on emerging issues related to wind power development have been delivered in conjunction with other campus events. Annual student conferences have been initiated, that extend beyond wind power to include sustainable energy topics to draw a large group of stakeholders. Energy policy electives for engineering students have been identified for students to participate through a certificate program. Wind turbines build by students have been installed at a UW-Madison facility, as a test-bed. A Master of Engineering program in Sustainable Systems Engineering has been initiated that incorporates specializations that include in wind energy curricula. The project has enabled UW-Madison to establish leadership at graduate level higher education in the field of wind power integration with the electric grid.

    This report provides recommendations to improve the energy use efficiency at the Forest Products Laboratory in Madison, Wisconsin. The assessment focuses upon the four largest buildings and central heating plant at the facility comprising a total of approximately 287,000 square feet. The analysis is comprehensive in nature, intended primarily to determine what if any energy efficiency improvements are warranted based upon the potential for cost-effective energy savings. Because of this breadth, not all opportunities are developed in detail; however, baseline energy consumption data and energy savings concepts are described to provide a foundation for detailed investigation and project design where warranted.

    This document summarizes results obtained during the first eight months of the current three year grant for research at the University of Wisconsin-Madison Torsatron/Stellarator Laboratory (TSL) and presents plans for future activity during fiscal years 1992 and 1993. Research efforts have focused on fundamental physics issues associated with toroidal confinement, predominantly through experimental investigations on the Interchangeable Module Stellarator (IMS). The program direction has been guided into studies of fluctuations, potentials and electric fields, plasma currents and flows, and effects of magnetic islands by a desire for increased relevance and impact on the general toroidal confinement program. Theoretical and computational activities are also being undertaken to support the experimental research and to identify interesting new toroidal confinement concepts which could contribute to the understanding of tokamak transport.

  17. VALIDATION OF MERCURY CEMS WHEN COFIRING BIOMASS AT MADISON ELECTRIC'S BLOUNT STATION

    The state of Wisconsin has been concerned about mercury deposition into its lakes and streams and has been evaluating strategies to reduce mercury emissions. As part of this effort, the Blount Station, owned and operated by Madison Gas and Electric Company (MGE), has undergone a project to evaluate the effects and potential mercury emissions reduction of cofiring preconsumer waste. MGE owns and operates the Blount Generating Station located in central Madison, Wisconsin. At present, Blount operates with nine boilers and six turbine generators. The two largest boilers at Blount produce 400,000 pounds of steam per hour at 950 F and 1250 psi. These larger boilers, MGE's Boiler Nos. 8 and 9, have the capability of cofiring both paper and plastic. MGE's Blount Generating Station was one of the first electric generating stations in the United States to retrofit its existing steam boilers to successfully burn refuse-derived fuel and other alternate fuels including waste paper and wood. It is the No. 9 boiler that was the focus of this project to determine the effect of cofiring PDF (plastic- and paper-derived fuel) on speciated mercury emissions. The project was laid out to compare four different fuel combinations: (1) coal feed only, (2) coal with plastic, (3) coal with paper, and (4) coal with paper and plastic. The design was to run the boiler for 2 days at each condition, thus allowing four samples to be taken at each condition. This plan was aimed at getting at least three representative samples at each condition and allowed for difficulties in sampling and boiler operation. The following objectives were accomplished as part of the project to determine the effects of cofiring PDF on mercury emissions and speciation at MGE Blount Station: Successfully completed all of the mercury sampling for each of the four boiler/PDF conditions using the Ontario Hydro (OH) mercury speciation method; Determined mercury concentrations at the stack location using mercury continuous emission monitors (CEMs) for each of the four boiler/PDF conditions; Calculated the overall mercury mass balance for each of the runs; Determined chlorine concentrations at the stack location using EPA Method 26A for each of the four boiler/PDF conditions; and Calculated speciated mercury flow to determine removal and/or transformations before its exiting the unit at the stack for each of the four boiler/PDF conditions.

    Argon ion beams up to E{sub b} = 165 eV at P{sub rf} = 500 W are observed in the Madison Helicon eXperiment (MadHeX) helicon source with a magnetic nozzle. A two-grid retarding potential analyzer (RPA) is used to measure the ion energy distribution, and emissive and rf-filtered Langmuir probes measure the plasma potential, electron density, and temperature. The supersonic ion beam (M = v{sub i}/c{sub s} up to 5) forms over tens of Debye lengths and extends spatially for a few ion-neutral charge-exchange mean free paths. The parametric variation of the ion beam energy is explored, including flow rate, rf power, and magnetic field dependence. The beam energy is equal to the difference in plasma potentials in the Pyrex chamber and the grounded expansion chamber. The plasma potential in the expansion chamber remains near the predicted eV{sub p} {approx} 5kT{sub e} for argon, but the upstream potential is much higher, likely due to wall charging, resulting in accelerated ion beam energies E{sub b} = e[V{sub beam} - V{sub plasma}] > 10kT{sub e}.

    The Madison plasma dynamo experiment (MPDX) is a novel, versatile, basic plasma research device designed to investigate flow driven magnetohydrodynamic instabilities and other high-? phenomena with astrophysically relevant parameters. A 3?m diameter vacuum vessel is lined with 36 rings of alternately oriented 4000?G samarium cobalt magnets, which create an axisymmetric multicusp that contains ?14 m{sup 3} of nearly magnetic field free plasma that is well confined and highly ionized (>50%). At present, 8 lanthanum hexaboride (LaB{sub 6}) cathodes and 10 molybdenum anodes are inserted into the vessel and biased up to 500?V, drawing 40?A each cathode, ionizing a low pressure Ar or He fill gas and heating it. Up to 100?kW of electron cyclotron heating power is planned for additional electron heating. The LaB{sub 6} cathodes are positioned in the magnetized edge to drive toroidal rotation through J?×?B torques that propagate into the unmagnetized core plasma. Dynamo studies on MPDX require a high magnetic Reynolds number Rm?>?1000, and an adjustable fluid Reynolds number 10?1). Initial results from MPDX are presented along with a 0-dimensional power and particle balance model to predict the viscosity and resistivity to achieve dynamo action.

    This document summarizes results obtained during the first eight months of the current three year grant for research at the University of Wisconsin-Madison Torsatron/Stellarator Laboratory (TSL) and presents plans for future activity during fiscal years 1992 and 1993. Research efforts have focused on fundamental physics issues associated with toroidal confinement, predominantly through experimental investigations on the Interchangeable Module Stellarator (IMS). The program direction has been guided into studies of fluctuations, potentials and electric fields, plasma currents and flows, and effects of magnetic islands by a desire for increased relevance and impact on the general toroidal confinement program. Theoretical and computational activities are also being undertaken to support the experimental research and to identify interesting new toroidal confinement concepts which could contribute to the understanding of tokamak transport.

    A unique opportunity for cooperation and community development exists in Harrisonburg, Virginia. James Madison University, located in Harrisonburg, is undergoing an aggressive growth plan of its academic base which also includes the physical expansion of its campus. The City of Harrisonburg is presently supplying steam to meet a portion of the heating needs of the existing James Madison campus from a city owned and operated waste-to-energy plant. In an effort of cooperation, Harrisonburg and James Madison University have now negotiated an agreement for the city to provide all of the heating and cooling requirements of the new campus expansion. In another unique turn of events, the local electrical power distributor, Harrisonburg Electric Commission, approached the city concerning the inclusion of cogeneration in the project in order to reduce and maintain existing electric rates thus further benefiting the community. Through the cooperation of these three entities, the conceptual design phase of the project has been completed. The plant design developed through this process includes 3,000 tons of chilled water capacity, an additional 64,000 lb/hr of steam capacity and 2.5 MW of cogeneration capacity. This paper describes the conceptual design process for this interesting project.

    I will explore the similarities and differences between the process of writing science fiction and the process of 'producing' science, specifically theoretical physics. What are the ground rules for introducing unproven new ideas in science fiction, and how do they differ from the corresponding rules in physics? How predictive is science fiction? (For that matter, how predictive is theoretical physics?) I will also contrast the way in which information is presented in science fiction, as opposed to its presentation in scientific papers, and I will examine the relative importance of ideas (as opposed to the importance of the way in which these ideas are presented). Finally, I will discuss whether a background as a research scientist provides any advantage in writing science fiction.

    A description is given of the development and testing of the newly-marketed dedicated heat pump water heater (HPWH), and an analysis is presented of its performance and space conditioning impacts. This system utilizes an air-to-water heat pump, costs about $1000 installed, and obtains a coefficient of performance (COP) of about 2.0 in laboratory and field tests. Since a HPWH is usually installed indoors and extracts heat from the air, its operation is a space conditioning benefit if an air conditioning load exists and a penalty if a space heating load exists. To investigate HPWH performance and a space conditioning impacts, a simulation has been developed to model the thermal performance of a residence with resistance baseboard heat, air conditioning, and either heat pump or resistance water heating. The building characteristics are adapted for three US geographical areas (Madison, Wisconsin; Washington, DC; and Ft. Worth, Texas), and the system is simulated for a year with typical weather data. For each city, HPWH COPs are calculated monthly and yearly. In addition, the water heating and space conditioning energy requirements of HPWH operation are compared with those of resistance water heater operation to determine the relative performance ratio (RPR) of the HPWH. The annual simulated RPRs range from 1.5 to 1.7, which indicate a substantial space heating penalty of HPWH operation in these cities.

    The results of a first-stage evaluation of the overall feasibility of utilizing geothermal waters from the Madison aquifer in the vicinity of Poplar, Montana for space heating are reported. A preliminary assessment of the resource characteristics, a preliminary design and economic evaluation of a geothermal heating district and an analysis of environmental and institutional issues are included. Preliminary investigations were also made into possible additional uses of the geothermal resource, including ethanol production. The results of the resource analysis showed that the depth to the top of the Madison occurs at approximately 5,500 feet at Poplar, and the Madison Group is characterized by low average porosity (about 5 percent) and permeability (about 0.004 gal/day-ft), and by hot water production rates of a few tens of gallons per minute from intervals a few feet thick. The preliminary heating district system effort for the town of Poplar included design heat load estimates, a field development concept, and preliminary design of heat extraction and hot water distribution systems. The environmental analysis, based on current data, indicated that resource development is not expected to result in undue impacts. The institutional analysis concluded that a Tribal geothermal utility could be established, but no clear-cut procedure can be identified without a more comprehensive evaluation of legal and jurisdistional issues. The economic evaluation found that, if the current trend of rapidly increasing prices for fossil fuels continues, a geothermal heating district within Poplar could be a long-term, economically attractive alternative to current energy sources.

    The "Airships: A New Horizon for Science" study at the Keck Institute for Space Studies investigated the potential of a variety of airships currently operable or under development to serve as observatories and science instrumentation platforms for a range of space, atmospheric, and Earth science. The participants represent a diverse cross-section of the aerospace sector, NASA, and academia. Over the last two decades, there has been wide interest in developing a high altitude, stratospheric lighter-than-air (LTA) airship that could maneuver and remain in a desired geographic position (i.e., "station-keeping") for weeks, months or even years. Our study found considerable scientific value in both low altitude ( 60 kft) airships across a wide spectrum of space, atmospheric, and Earth science programs.     Public engagement (PE) initiatives can lead to a long term public support of science. However most of the real impact of PE initiatives within the context of long-term science policy is not completely understood. An examination of the National Aeronautics and Space Administration's (NASA) Hubble Space Telescope, James Webb Space Telescope, and International Sun-Earth Explorer 3 reveal how large grassroots movements led by citizen scientists and space aficionados can have profound effects on public policy. We explore the role and relevance of public grassroots movements in the policy of space astronomy initiatives, present some recent cases which illustrate policy decisions involving broader interest groups, and consider new avenues of PE including crowdfunding and crowdsourcing.

    Since this report was originally issued in 2001, several options proposed for increasing double-shell tank (DST) storage space were implemented or are in the process of implementation. Changes to the single-shell tank (SST) waste retrieval schedule, completion of DST space saving options, and the DST space saving options in progress have delayed the projected shortfall of DST storage space from the 2007-2011 to the 2018-2025 timeframe (ORP-11242, River Protection Project System Plan). This report reevaluates options from Rev. 0 and includes evaluations of new options for alleviating projected restrictions on SST waste retrieval beginning in 2018 because of the lack of DST storage space.

    On January 20th, 2011, NanoSail-D successfully deployed its sail in space. It was the first solar sail vehicle to orbit the earth and the second sail ever unfurled in space. The 10m2 sail, deployment mechanism and electronics were packed into a 3U CubeSat with a volume of about 3500cc. The NanoSail-D mission had two objectives: eject a nanosatellite from a minisatellite; deploy its sail from a highly compacted volume to validate large structure deployment and potential de-orbit technologies. NanoSail-D was jointly developed by NASA's Marshall Space Flight Center and Ames Research Center. The ManTech/NeXolve Corporation provided key sail design support. NanoSail-D is managed by Marshall and jointly sponsored by the Army Space and Missile Defense Command, the Space Test Program, the Von Braun Center for Science and Innovation and Dynetics Inc. The presentation will provide insights into sailcraft advances and potential missions enabled by this emerging in-space propulsion technology.

    While Quantum Gravity remains elusive and Quantum Field Theory retains the interpretational difficulties of Quantum Mechanics, we have introduced an alternate approach to the unification of particles, fields, space and time, suggesting that the concept of matter as space without time provides a framework which unifies matter with spacetime and in which we anticipate the development of complete theories (ideally a single unified theory) describing observed 'particles, charges, fields and forces' solely with the geometry of our matter-space-time universe.

    This paper studies Newtonian Sobolev-Lorentz spaces. We prove that these spaces are Banach. We also study the global p,q-capacity and the p,q-modulus of families of rectifiable curves. Under some additional assumptions (that is, the space carries a doubling measure and a weak Poincare inequality) and some restrictions on q, we show that the Lipschitz functions are dense in those spaces. Moreover, in the same setting we also show that the p,q-capacity is Choquet provided that q is strictly greater than 1. We provide a counterexample for the density result of Lipschitz functions in the Euclidean setting.

    On 4 January 2007 the author published the article Wireless Transfer of Electricity in Outer Space in http://arxiv.org wherein he offered and researched a new revolutionary method of transferring electric energy in space. In that same article, he offered a new engine which produces a large thrust without throwing away large amounts of reaction mass (unlike the conventional rocket engine). In the current article, the author develops the theory of this kind of impulse engine and computes a sample project which shows the big possibilities opened by this new AB-Space Engine. The AB-Space Engine gets the energy from ground-mounted power; a planet electric station can transfer electricity up to 1000 millions (and more) of kilometers by plasma wires. Author shows that AB-Space Engine can produce thrust of 10 tons (and more). That can accelerate a space ship to some thousands of kilometers/second. AB-Space Engine has a staggering specific impulse owing to the very small mass expended. The AB-Space Engine reacts not by expulsion of its own mass (unlike rocket engine) but against the mass of its planet of origin (located perhaps a thousand of millions of kilometers away) through the magnetic field of its plasma cable. For creating this plasma cable the AB-Space Engine spends only some kg of hydrogen.

These cover a range of possible applications such as power for spacecraft, lunar and planetary surfaces, and electric propulsion; rocket propulsion for lunar and Mars vehicles; space radiation protection; water and sewage treatment; space mining; process heat; medical isotopes; and self-luminous systems.     As a national security science laboratory, Los Alamos is often asked to detect and measure the characteristics of complex systems and to use the resulting information to quantify the system's behavior. The Science of Signatures (SoS) pillar is the broad suite of technical expertise and capability that we use to accomplish this task. With it, we discover new signatures, develop new methods for detecting or measuring signatures, and deploy new detection technologies. The breadth of work at Los Alamos National Laboratory (LANL) in SoS is impressive and spans from the initial understanding of nuclear weapon performance during the Manhattan Project, to unraveling the human genome, to deploying laser spectroscopy instrumentation on Mars. Clearly, SoS is a primary science area for the Laboratory and we foresee that as it matures, new regimes of signatures will be discovered and new ways of extracting information from existing data streams will be developed. These advances will in turn drive the development of sensing instrumentation and sensor deployment. The Science of Signatures is one of three science pillars championed by the Laboratory and vital to supporting our status as a leading national security science laboratory. As with the other two pillars, Materials for the Future and Information Science and Technology for Predictive Science (IS&T), SoS relies on the integration of technical disciplines and the multidisciplinary science and engineering that is our hallmark to tackle the most difficult national security challenges. Over nine months in 2011 and 2012, a team of science leaders from across the Laboratory has worked to develop a SoS strategy that positions us for the future. The crafting of this strategy has been championed by the Chemistry, Life, and Earth Sciences Directorate, but as you will see from this document, SoS is truly an Institution-wide effort and it has engagement from every organization at the Laboratory. This process tapped the insight and imagination of many LANL staff and managers and resulted in a strategy which focuses on our strengths while recognizing that the science of signatures is dynamic. This report highlights the interdependence between SoS, advances in materials science, and advances in information technology. The intent is that SoS shape and inform Los Alamos investments in nuclear forensics, nuclear diagnostics, climate, space, energy, and biosurveillence; the areas of leadership that you will read about in this strategy document. The Science of Signatures is still a relatively new strategic direction for the Laboratory. The primary purpose of this document is tell Laboratory staff how SoS is being managed and give them a chance to get involved. A second important purpose is to inform the Department of Energy and our customers of our capability growth in this important scientific area. Questions concerning the SoS strategy and input to it are welcomed and may be directed to any member of the SoS Leadership Council or to the Chemistry, Life, and Earth Science Directorate Office.

    The Federal government plays a key role in supporting the country's science infrastructure, a national treasure, and scientific research, an investment in our future. Scientific discoveries transform the way we think about our universe and ourselves, from the vastness of space to molecular-level biology. In innovations such as drugs derived through biotechnology and new communications technologies we see constant evidence of the power of science to improve lives and address national challenges. We had not yet learned to fly at the dawn of the 20th century, and could not have imagined the amazing 20th century inventions that we now take for granted. As we move into the 21st century, we eagerly anticipate new insights, discoveries, and technologies that will inspire and enrich us for many decades to come. This report presents the critical responsibilities of our Federal science enterprise and the actions taken by the Federal research agencies, through the National Science and Technology Council, to align our programs with scientific opportunity and with national needs. The many examples show how our science enterprise has responded to the President's priorities for homeland and national security, economic growth, health research, and the environment. In addition, we show how the science agencies work together to set priorities; coordinate related research programs; leverage investments to promote discovery, translate science into national benefits, and sustain the national research enterprise; and promote excellence in math and science education and work force development.
