    A key issue in the design of fusion research experiments and their related facilities is the control of ground currents. Because of the large magnetic field, high voltages and high currents present in most of these installations, it is essential to avoid ground loops, and to control ground currents during both normal operations and fault conditions. This paper describes the grounding policy that was developed for MTX. The vault area was divided into zones, and each of the four walls was treated as a separate grounding area. Cable runs and magnet buss bars were run into the machine radially. The paper also describes the steps taken to isolate diagnostic signals and power for pumps and instruments. The paper outlines some of the field calculations used to predict problem areas, and to reveal voltage isolation levels that were required. The paper includes the active ground fault detection system used to insure the integrity of the ground system. 2 refs., 5 figs.

    Infrastructure The foundation of the Energy Systems Integration Facility is its research infrastructure. In addition to extensive fixed equipment, the facility incorporates electrical, thermal, fuels, and data acquisition bus work throughout. These research buses tie individual laboratories together and allow interconnection of equipment between laboratories as well as rapid reconfiguration of systems under test. The Energy Systems Integration Facility offers the following research

  1. Homopolar machine for reversible energy storage and transfer systems

    A homopolar machine designed to operate as a generator and motor in reversibly storing and transferring energy between the machine and a magnetic load coil for a thermo-nuclear reactor. The machine rotor comprises hollow thin-walled cylinders or sleeves which form the basis of the system by utilizing substantially all of the rotor mass as a conductor thus making it possible to transfer substantially all the rotor kinetic energy electrically to the load coil in a highly economical and efficient manner. The rotor is divided into multiple separate cylinders or sleeves of modular design, connected in series and arranged to rotate in opposite directions but maintain the supply of current in a single direction to the machine terminals. A stator concentrically disposed around the sleeves consists of a hollow cylinder having a number of excitation coils each located radially outward from the ends of adjacent sleeves. Current collected at an end of each sleeve by sleeve slip rings and brushes is transferred through terminals to the magnetic load coil. Thereafter, electrical energy returned from the coil then flows through the machine which causes the sleeves to motor up to the desired speed in preparation for repetition of the cycle. To eliminate drag on the rotor between current pulses, the brush rigging is designed to lift brushes from all slip rings in the machine.

    The project was implemented at the Madison County Landfill located in the Town of Lincoln, Madison County, New York. Madison County has owned and operated the solid waste and recycling facilities at the Buyea Road site since 1974. At the onset of the project, the County owned and operated facilities there to include three separate landfills, a residential solid waste disposal and recycled material drop-off facility, a recycling facility and associated administrative, support and environmental control facilities. This putrescible waste undergoes anaerobic decomposition within the waste mass and generates landfill gas, which is approximately 50% methane. In order to recover this gas, the landfill was equipped with gas collection systems on both the east and west sides of Buyea Road which bring the gas to a central point for destruction. In order to derive a beneficial use from the collected landfill gases, the County decided to issue a Request for Proposals (RFP) for the future use of the generated gas.

Therefore, a fast and accurate measurement of the spot size is highly desirable to facilitate machine tuning. This paper describes two systems developed for Los Alamos National Laboratory`s Pulsed High-Energy Radiographic Machine Emitting X-rays (PHERMEX) facility. The first uses a CCD camera combined with high-brightness floors, while the second utilizes phosphor storage screens. Other techniques typically record only the line spread function on radiographic film, while systems in this paper measure the more general two-dimensional point-spread function and associated modulation transfer function in real time for shot-to-shot comparison.

    This study originally had two primary objectives: (1) to improve EIA`s estimates of district heat consumption for commercial buildings in the CBECS sample that lacked individual metering and (2) to provide a basis for estimating primary fuel consumption by central plants serving commercial buildings. These objectives were expanded to include additional questions relating to these central plants. Background information is provided on the CBECS and on district heating and cooling, which is the most important type of energy-related service provided by multibuilding facilities with central physical plants. Chapters 2 and 3 present data results on multibuilding facilities from the 1989 CBECS and the pilot Facility Survey. Chapter 2 presents the characteristics of multibuilding facilities and the individual buildings located on these facilities. Chapter 3 provides estimates of energy inputs and outputs of multibuilding facilities with central physical plants. Chapter 4 assesses the quality of the pilot Facility Survey and includes recommendations for future work in this area. The appendices provide more detailed information on the Facility Survey itself, in particular the limitations on the use of these results. Appendix B, ``Data Quality``, provides detailed information relating to the limitations of the data and the conclusions presented in this report. As a pilot study, the 1989 Facility Survey has some serious flaws and limitations which are recognized in this report.

PHERMEX encompass the high-current, three-cavity, 30-MeV linear electron accelerator; the 50-MHz radio-frequency power source to drive the cavities; timing, and signal detection system; and a data-acquisition system. Some unique features of PHERMEX are reliability; very intense sub-microsecond bremsstrahlung source rich in 4- to 8-MeV x rays; less than 1.0-mm-diam spot size; precision determination of edges, discontinuities, and areal-mass distribution; and flash radiographs of large explosive systems close to the x-ray target. Some aspects of the PHERMEX-upgrading program are discussed. The program will result in (1) an increased electron-beam energy to about 50 MeV, (2) the use of an electron-gun pulser that is capable of producing three-time-adjustable pulses for obtaining three radiographic pictures of a single explosive event, (3) an increased electron injection energy of 1.25 MeV, (4) the capability for recording high-speed signals, and (5) the use of computers to assist the monitoring and control of the data-acquisition system and the PHERMEX accelerator.

    SOLAR ENERGY RESEARCH CENTER INSTRUMENTATION FACILITY The mission of the Solar Energy Research Center (UNC SERC) at the University of North Carolina at Chapel Hill (UNC-CH) is to establish a world leading effort in solar fuels research and to develop the materials and methods needed to fabricate the next generation of solar energy devices. We are addressing the fundamental issues that will drive new strategies for solar energy conversion and the engineering challenges that must be met in order to convert discoveries made in the laboratory into commercially available devices. The development of a photoelectrosynthesis cell (PEC) for solar fuels production faces daunting requirements: (1) Absorb a large fraction of sunlight; (2) Carry out artificial photosynthesis which involves multiple complex reaction steps; (3) Avoid competitive and deleterious side and reverse reactions; (4) Perform 13 million catalytic cycles per year with minimal degradation; (5) Use non-toxic materials; (6) Cost-effectiveness. PEC efficiency is directly determined by the kinetics of each reaction step. The UNC SERC is addressing this challenge by taking a broad interdisciplinary approach in a highly collaborative setting, drawing on expertise across a broad range of disciplines in chemistry, physics and materials science. By taking a systematic approach toward a fundamental understanding of the mechanism of each step, we will be able to gain unique insight and optimize PEC design. Access to cutting-edge spectroscopic tools is critical to this research effort. We have built professionally-staffed facilities equipped with the state-of the-art instrumentation funded by this award. The combination of staff, facilities, and instrumentation specifically tailored for solar fuels research establishes the UNC Solar Energy Research Center Instrumentation Facility as a unique, world-class capability. This congressionally directed project funded the development of two user facilities: TASK 1: SOLAR DEVICE FABRICATION LABORATORY DEVELOPMENT The space allocated for this laboratory was ?¢????shell space?¢??? that required an upfit in order to accommodate nano-fabrication equipment in a quasi-clean room environment. This construction project (cost $279,736) met the non-federal cost share requirement of $250,000 for this award. The central element of the fabrication laboratory is a new $400,000+ stand-alone system, funded by other sources, for fabricating and characterizing photovoltaic devices, in a state-of-the-art nanofabrication environment. This congressionally directed project also included the purchase of an energy dispersive x-ray analysis (EDX) detector for a pre-existing transmission electron microscope (TEM). This detector allows elemental analysis and elemental mapping of materials used to fabricate solar energy devices which is a key priority for our research center. TASK 2: SOLAR ENERGY SPECTROSCOPY LABORATORY DEVELOPMENT (INSTRUMENTATION) This laboratory provides access to modern spectroscopy and photolysis instrumentation for characterizing devices, materials and components on time scales ranging from femtoseconds to seconds and for elucidating mechanisms. The goals of this congressionally directed project included the purchase and installation of spectroscopy and photolysis instrumentation that would substantially and meaningfully enhance the capabilities of this laboratory. Some changes were made to the list of equipment proposed in the original budget. These changes did not represent a change in scope, approach or aims of this project. All of the capabilities and experiments represented in the original budget were maintained. The outcome of this Congressionally Directed Project has been the development of world-class fabrication and spectroscopy user facilities for solar fuels research at UNC-CH.     This effort addressed an evaluation of human machine interfaces (HMIs) in Room TA-50-1-60/60A of the Radioactive Liquid Waste Treatment Facility (RLWTF). The evaluation was performed in accordance with guidance outlined in DOE-STD-3009, DOE Standard Preparation Guide for U.S. Department of Energy Nonreactor Nuclear Facility Documented Safety Analyses, 2006 [DOE 2006]. Specifically, Chapter 13 of DOE 2006 highlights the 10 CFR 830, Nuclear Safety Management, 2012, [CFR 2012] and DOE G 421.1-2 [DOE 2001a] requirements as they relate to the human factors process and, in this case, the safety of the RLWTF. The RLWTF is a Hazard Category 3 facility and, consequently, does not have safety-class (SSCs). However, safety-significant SSCs are identified. The transuranic (TRU) wastewater tanks and associated piping are the only safety-significant SSCs in Rooms TA-50-1-60/60A [LANL 2010]. Hence, the human factors evaluation described herein is only applicable to this particular assemblage of tanks and piping.

    The central aim of this project is to provide knowledge and tools for increasing the energy efficiency and performance of new and existing laboratory-type facilities in California. We approach the task along three avenues: (1) identification of current energy use and savings potential, (2) development of a {ital Design guide for energy- Efficient Research Laboratories}, and (3) development of a research agenda for focused technology development and improving out understanding of the market. Laboratory-type facilities use a considerable amount of energy resources. They are also important to the local and state economy, and energy costs are a factor in the overall competitiveness of industries utilizing laboratory-type facilities. Although the potential for energy savings is considerable, improving energy efficiency in laboratory-type facilities is no easy task, and there are many formidable barriers to improving energy efficiency in these specialized facilities. Insufficient motivation for individual stake holders to invest in improving energy efficiency using existing technologies as well as conducting related R&D is indicative of the ``public goods`` nature of the opportunity to achieve energy savings in this sector. Due to demanding environmental control requirements and specialized processes, laboratory-type facilities epitomize the important intersection between energy demands in the buildings sector and the industrial sector. Moreover, given the high importance and value of the activities conducted in laboratory-type facilities, they represent one of the most powerful contexts in which energy efficiency improvements stand to yield abundant non-energy benefits if properly applied.

    Water and wastewater systems are significant energy consumers with an estimated 3%-4% of total U.S. electricity consumption used for the movement and treatment of water and wastewater. Water-energy issues are of growing importance in the context of water shortages, higher energy and material costs, and a changing climate. In this economic environment, it is in the best interest for utilities to find efficiencies, both in water and energy use. Performing energy audits at water and wastewater treatment facilities is one way community energy managers can identify opportunities to save money, energy, and water. In this paper the importance of energy use in wastewater facilities is illustrated by a case study of a process energy audit performed for Crested Butte, Colorado's wastewater treatment plant. The energy audit identified opportunities for significant energy savings by looking at power intensive unit processes such as influent pumping, aeration, ultraviolet disinfection, and solids handling. This case study presents best practices that can be readily adopted by facility managers in their pursuit of energy and financial savings in water and wastewater treatment. This paper is intended to improve community energy managers understanding of the role that the water and wastewater sector plays in a community's total energy consumption. The energy efficiency strategies described provide information on energy savings opportunities, which can be used as a basis for discussing energy management goals with water and wastewater treatment facility managers.

    The world's largest laser system is the National Ignition Facility (NIF), located at Lawrence Livermore National Laboratory. NIF's 192 laser beams are amplified to extremely high energy, and then focused onto a tiny target about the size of a BB, containing frozen hydrogen gas. The target must be perfectly machined to incredibly demanding specifications. The Laboratory's scientists and engineers have developed a device called the "Precision Robotic Assembly Machine" for this purpose. Its unique design won a prestigious R&D-100 award from R&D Magazine.

    This second edition is an update of biomass energy production and use in Washington State for 1989. The purpose of this directory is to provide a listing of known biomass users within the state and some basic information about their facilities. The data can be helpful to persons or organizations considering the use of biomass fuels. The directory is divided into three sections of biomass facilities with each section containing a map of locations and a data summary table. In addition, a conversion table, a glossary and an index are provided in the back of the directory. The first section deals with biogas production from wastewater treatment plants. The second section provides information on the wood combustion facilities in the state. This section is subdivided into two categories. The first is for facilities connected with the forest products industries. The second category include other facilities using wood for energy. The third section is composed of three different types of biomass facilities -- ethanol, municipal solid waste, and solid fuel processing. Biomass facilities included in this directory produce over 64 trillion Btu (British thermal units) per year. Wood combustion facilities account for 91 percent of the total. Biogas and ethanol facilities each produce close to 800 billion Btu per year, MSW facilities produce 1845 billion BTU, and solid fuel processing facilities produce 2321 billion Btu per year. To put these numbers in perspective, Washington's industrial section uses 200 trillion Btu of fuels per year. Therefore, biomass fuels used and/or produced by facilities listed in this directory account for nearly 32 percent of the state's total industrial fuel demand. This is a sizable contribution to the state's energy needs.

FDF is envisioned as a facility with the dual objective of carrying forward advanced tokamak (AT) physics and enabling the development of fusion energy applications. AT physics enables the design of a compact steady-state machine of moderate gain that can provide the neutron fluence required for FDF's nuclear science development objective. A compact device offers a uniquely viable path for research and development in closing the fusion fuel cycle because of the demand to consume only a moderate quantity of the limited supply of tritium fuel before the technology is in hand for breeding tritium.

    An electric machine (40) has a stator (43), a permanent magnet rotor (38) with permanent magnets (39) and a magnetic coupling uncluttered rotor (46) for inducing a slip energy current in secondary coils (47). A dc flux can be produced in the uncluttered rotor when the secondary coils are fed with dc currents. The magnetic coupling uncluttered rotor (46) has magnetic brushes (A, B, C, D) which couple flux in through the rotor (46) to the secondary coils (47c, 47d) without inducing a current in the rotor (46) and without coupling a stator rotational energy component to the secondary coils (47c, 47d). The machine can be operated as a motor or a generator in multi-phase or single-phase embodiments and is applicable to the hybrid electric vehicle. A method of providing a slip energy controller is also disclosed.

    This paper describes various options available for processing MSW before the material is introduced to waste-to-energy facilities. Specifically, the paper reviews the type of equipment currently available for the recovery of resources from the waste stream. In addition, the paper discusses other matters which in many cases are ignored but are extremely important for the design of the processes. Some of these matters include the use of reliable waste characterization data during conceptual design and definition of the properties and specifications of the recovered materials and/or energy forms (e.g., RDF). Finally, the paper discusses other factors that have a critical impact on the facility such as potential environmental consequences of pretreatment of the waste prior to its combustion in waste-to-energy facilities.

    Cost growth and construction delays are problems that plague many large construction projects including the construction of new Department of Energy (DOE) nuclear facilities. A study was conducted to evaluate cost growth of large DOE construction projects. The purpose of the study was to compile relevant data, consider the possible causes of cost growth, and recommend measures that could be used to avoid extreme cost growth in the future. Both large DOE and non-DOE construction projects were considered in this study. With the exception of Chemical and Metallurgical Research Building Replacement Project (CMRR) and the Mixed Oxide Fuel Fabrication Facility (MFFF), cost growth for DOE Nuclear facilities is comparable to the growth experienced in other mega construction projects. The largest increase in estimated cost was found to occur between early cost estimates and establishing the project baseline during detailed design. Once the project baseline was established, cost growth for DOE nuclear facilities was modest compared to non-DOE mega projects.

    The objective of this task was to determine whether ductile iron and compacted graphite iron exhibit age strengthening to a statistically significant extent. Further, this effort identified the mechanism by which gray iron age strengthens and the mechanism by which age-strengthening improves the machinability of gray cast iron. These results were then used to determine whether age strengthening improves the machinability of ductile iron and compacted graphite iron alloys in order to develop a predictive model of alloy factor effects on age strengthening. The results of this work will lead to reduced section sizes, and corresponding weight and energy savings. Improved machinability will reduce scrap and enhance casting marketability. Technical Conclusions: ???¢???????¢ Age strengthening was demonstrated to occur in gray iron ductile iron and compacted graphite iron. ???¢???????¢ Machinability was demonstrated to be improved by age strengthening when free ferrite was present in the microstructure, but not in a fully pearlitic microstructure. ???¢???????¢ Age strengthening only occurs when there is residual nitrogen in solid solution in the Ferrite, whether the ferrite is free ferrite or the ferrite lamellae within pearlite. ???¢???????¢ Age strengthening can be accelerated by Mn at about 0.5% in excess of the Mn/S balance Estimated energy savings over ten years is 13.05 trillion BTU, based primarily on yield improvement and size reduction of castings for equivalent service. Also it is estimated that the heavy truck end use of lighter castings for equivalent service requirement will result in a diesel fuel energy savings of 131 trillion BTU over ten years.

    This is the fourth edition of the Washington Directory of Biomass Energy Facilities, the first edition was published in 1987. The purpose of this directory is to provide a listing of and basic information about known biomass producers and users within the state to help demonstrate the importance of biomass energy in fueling our state`s energy needs. In 1992 (latest statistical year), estimates show that the industrial sector in Washington consumed nearly 128 trillion Btu of electricity, nearly 49.5 trillion Btu of petroleum, over 82.2 trillion Btu of natural gas, and over 4.2 trillion Btu of coal. Facilities listed in this directory generated approximately 114 trillion Btu of biomass energy - 93 trillion were consumed from waste wood and spent chemicals. In the total industrial energy picture, wood residues and chemical cooking liquors placed second only to electricity. This directory is divided into four main sections biogas production, biomass combustion, ethanol production, and solid fuel processing facilities. Each section contains maps and tables summarizing the information for each type of biomass. Provided in the back of the directory for reference are a conversion table, a table of abbreviations, a glossary, and an index. Chapter 1 deals with biogas production from both landfills and sewage treatment plants in the state. Biogas produced from garbage and sewage can be scrubbed and used to generate electricity. At the present time, biogas collected at landfills is being flared on-site, however four landfills are investigating the feasibility of gas recovery for energy. Landfill biogas accounted for approximately 6 percent of the total biomass reported. Sewage treatment biogas accounted for 0.6 percent. Biogas generated from sewage treatment plants is primarily used for space and process heat, only one facility presently scrubs and sells methane. Together, landfill and sewage treatment plant biogas represented over 6.6 percent of the total biomass reported.

    This report describes the results of a study to determine the feasibility and potential usefulness of applying energy system analysis techniques to help detect and characterize underground facilities that could be used for clandestine activities. Four off-the-shelf energy system modeling tools were considered: (1) ENPEP (Energy and Power Evaluation Program) - a total energy system supply/demand model, (2) ICARUS (Investigation of Costs and Reliability in Utility Systems) - an electric utility system dispatching (or production cost and reliability) model, (3) SMN (Spot Market Network) - an aggregate electric power transmission network model, and (4) PECO/LF (Philadelphia Electric Company/Load Flow) - a detailed electricity load flow model. For the purposes of most of this work, underground facilities were assumed to consume about 500 kW to 3 MW of electricity. For some of the work, facilities as large as 10-20 MW were considered. The analysis of each model was conducted in three stages: data evaluation, base-case analysis, and comparative case analysis. For ENPEP and ICARUS, open source data from Pakistan were used for the evaluations. For SMN and PECO/LF, the country data were not readily available, so data for the state of Arizona were used to test the general concept.
