    This report documents trends in R and D and in particular (public) energy R and D in the Netherlands. Besides quantitative information on R and D and energy R and D, the report gives an impression of changes in science and technology policy, energy policy and changes in energy research priorities (both organizational and financial). In the Netherlands, 2.09% of GDP (or $6.7 billion) was invested in R and D activities in 1995. The private sector financed 46% of all R and D in that year. A small but significant fraction (9.3%) of the research performed in the Netherlands is financed by foreign public and private sector entities. Energy R and D has been identified by the national Strategic Foresight Activity as an important area of R and D for government support in the future. This is due in part to the overall decline in public support for energy R and D that occurred from 1985 to 1995. However, recent concern over climate change and energy policy has resulted in increased budgets for energy R and D. Recent policy documents (e.g., the Memorandum on Energy R and D in April 1998) and initiatives (e.g., a recent university energy R and D program; intensification of climate policy, partly in R and D) indicate the growing interest in addressing the issue of climate change partly through energy R and D. The Dutch government believes that the liberalization of the energy market in the Netherlands justifies an active role for the government to guarantee the longer-term transformation to a sustainable energy system. In terms of climate policy, the expanded and more efficient use of natural gas is seen as a suitable transition option towards a sustainable energy system. However, energy efficiency (and in particular energy efficiency in the industrial sector) and the introduction of renewable technologies (solar energy, wind energy and biomass) are generally favored for the long term. Recently, additional funding was allocated for research on industrial ''breakthrough'' technologies, photovoltaic energy, and biomass research. Best available data suggest that the private sector's energy R and D investments are on par with and quite close to the level of the government's energy R and D budgets. Renewable energy R and D, nuclear fission and fusion are predominantly financed by the public sector. However, energy efficiency receives the largest share of the total governmental energy RD and D budget (about 40%). The majority of the private sector's energy R and D investments are devoted to energy efficiency. Private sector investments also exceed those of the government in the area of power storage technologies.

    The complex West Netherlands Basin contains oil and gas in Triassic and Upper Jurassic to Cretaceous clastic reservoir sequences. The understanding has always been that the Carboniferous coal measures have generated only gas and the Jurassic marine Posidonia Shale only oil. However, detailed geochemical analyses show that both source rocks have generated oil and gas. Geochemical fingerprinting established a correlation of the hydrocarbons with the main source rocks. The occurrence of these different hydrocarbons is consistent with migration routes. Map-based charge modeling shows that the main phase of hydrocarbon generation occurred prior to the Late Cretaceous inversion of the West Netherlands Basin. However, along the southwest flank of the basin and in lows between the inversion highs, significant charge continued during the Tertiary. Biodegradation of oils in Jurassic and Cretaceous reservoirs occurred during the earliest Tertiary, but only in reservoirs that were at that time at temperatures of less then 70 to 80[degrees]C, where bacteria could survive. This study shows that also in a mature hydrocarbon province an integrated hydrocarbon habitat study with modern analyses and state-of-the-art technology can lead to a much improved understanding of the distribution of oil and gas in the subsurface. The results of this study will allow a better risk assessment for remaining prospects, and an improved prediction of the type of trapped hydrocarbons in terms of gas, oil, and biodegraded oil.

    The Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) are procedural tools which have as goal to assess and evaluate possible environmental effects of, respectively, a proposed project or policy plan. The goal of this article is to explore possible bottlenecks in applying both the EIA and SEA procedures on Carbon Capture and Storage (CCS) activities in the Netherlands, as experience is currently minimal or lacking. In this study we focus mainly on the institutional and procedural aspects of the screening and scoping phases of both procedures. This is achieved by reviewing EIA and SEA procedures for analogue projects for the three distinctive process steps of a CCS project, namely the power plant with capture, the transport and finally the underground storage of the CO{sub 2}. Additionally, EIA and SEA or similar procedures on CCS in other countries are reviewed and the legal framework for the Dutch EIA and SEA is studied. This article shows a concise overview of the EIA and SEA procedure in the Netherlands and the relation between both procedures. Based on our findings we have constructed a conceptual taxonomy for the scope of both procedures for CCS in the Netherlands. This taxonomy conceptualizes the possible integration of assessing the environmental impacts for tiered levels of decision making. This integration might be needed for first CCS projects as decisions on the strategic (spatial planning) level are currently absent for CCS in the Netherlands. Perpendicular to such integration is the integration of linked activities in the CCS chain and their alternatives, into one procedure. We argue that it would be beneficial to combine the separate EIA procedures for CCS activities into one procedure or at least provide close linkage between them.

    Environmental assessment (EA) aims to enhance environmental awareness and to ensure that environmental values are fully considered in decision-making. In the EA arena, different discourses exist on what EA should aim for and how it functions. We hypothesise that these discourses influence its application in practice as well as its effectiveness in terms of achieving the above goals. For instance, actors who consider EA as a hindrance to fast implementation of their projects will probably apply it as a mandatory checklist, whereas actors who believe that EA can help to develop more environmentally sound decisions will use EIA as a tool to design their initiatives. In this paper we explore discourses on EA in The Netherlands and elaborate on their implications for EA effectiveness. Based on an innovative research design comprising an online survey with 443 respondents and 20 supplementary semi-structured interviews we conclude that the dominant discourse is that EA is mainly a legal requirement; EAs are conducted because they have to be conducted, not because actors choose to do so. EA effectiveness however seems reasonably high, as a majority of respondents perceive that it enhances environmental awareness and contributes to environmental protection. However, the 'legal requirement' discourse also results in decision-makers seldom going beyond what is prescribed by EA and environmental law. Despite its mandatory character, the predominant attitude towards EA is quite positive. For most respondents, EA is instrumental in providing transparency of decision-making and in minimising the legal risks of not complying with environmental laws. Differences in discourses seldom reflect extreme opposites. The 'common ground' regarding EA provides a good basis for working with EA in terms of meeting legal requirements but at the same time does not stimulate creativity in decision-making or optimisation of environmental values. In countries characterised by less consensual political cultures we may expect more extreme discourses on EA, the consequences of which are reflected upon in this paper. - Highlights: Black-Right-Pointing-Pointer The effectiveness of environmental assessment (EA) depends in part on meanings associated with EA (i.e., discourse). Black-Right-Pointing-Pointer Our results suggest that the general discourse in The Netherlands is that EA is a legal requirement, nothing more. Black-Right-Pointing-Pointer This discourse makes EA effective in protecting the environment, but not in the optimisation of environmental values. Black-Right-Pointing-Pointer EA has a limited contribution to the development of policy alternatives or innovative solutions to environmental problems. Black-Right-Pointing-Pointer There is a high consensus among EA professionals, providing a common ground for working with EA.

    The Netherlands have a rather complex water-management system consisting of a number of major rivers, canals, lakes and ditches. Water-quantity management on a regional scale is necessary for an effective water-quality policy. To support water management, a computer model was developed that includes both water quality and water quantity, based on three submodels: ABOPOL for the water movement, DELWAQ for the calculation of water quality variables and BLOOM-II for the phytoplankton growth. The northern province of Friesland was chosen as a test case for the integrated model to be developed, where water quality is highly related to the water distribution and the main trade-off is minimizing the intake of (eutrophicated) alien water in order to minimize external nutrient load and maximizing the intake in order to flush channels and lakes. The results of the application of these models to this and to a number of hypothetical future situations are described.

    We present a set of Roche tomography reconstructions of the secondary stars in the cataclysmic variables AM Her, QQ Vul, IP Peg and HU Aqr. The image reconstructions show distinct asymmetries in the irradiation pattern for all four systems which can be attributed to shielding of the secondary star by the accretion stream/column in AM Her, QQ Vul and HU Aqr, and increased irradiation by the bright spot in IP Peg. We use the entropy landscape technique to derive accurate system parameters (M1, M2, i and gamma) for the four binaries. In principle, this technique should provide the most reliable mass determinations available, since the intensity distribution across the secondary star is known. We also find that the intensity distribution can systematically affect the value of gamma derived from circular orbit fits to radial velocity variations.

    Compact binary supersoft X-ray sources (CBSS) are explained as being associated with hydrostatic nuclear burning on the surface of a white dwarf with high accretion rate. This high mass transfer rate has been suggested to be caused by dynamical instability, expected when the donor star is more massive than the accreting object. When the orbital period is smaller than ~6 hours, this mechanism does not work and the CBSS with such periods are believed to be fed by a distinct mechanism: the wind-driven accretion. Such a mechanism has been proposed to explain the properties of objects like SMC 13, T Pyx and V617 Sgr. One observational property that offers a critical test for discriminating between the above two possibilities is the orbital period change. As systems with wind-driven accretion evolve with increasing periods, some of them may reach quite long orbital periods. The above critical test may, therefore, also be applied to orbital periods longer than 6 hours. CAL 87 is an eclipsing system in the LMC with an orbital period of 10.6 hours that could provide the opportunity for testing the hypothesis of the system being powered by wind-driven accretion. We obtained eclipse timings for this system and show that its orbital period increases with a rate of P/Pdot = +7.2(+/-1.3) X 10^{6} years. Contrary to the common belief, we conclude that CAL 87 is the first confirmed case of a wind-driven CBSS with an orbital period longer than 6 hours. The system is probably an evolved object that had an initial secondary mass of M2i=0.63 solar masses but is currently reduced to about M2=0.34 solar masses. We discuss evidence that other CBSS, like CAL 83 and V Sge stars, like WX Cen, are probably also wind-driven systems. This may in fact be the rule, and systems with inverted mass ratio, the exception.
