A multi-criteria assessment of scenarios on thermal processing of infectious hospital wastes: A case study for Central Macedonia

In Greece more than 14,000 tonnes of infectious hospital waste are produced yearly; a significant part of it is still mismanaged. Only one off-site licensed incineration facility for hospital wastes is in operation, with the remaining of the market covered by various hydroclave and autoclave units, whereas numerous problems are still generally encountered regarding waste segregation, collection, transportation and management, as well as often excessive entailed costs. Everyday practices still include dumping the majority of solid hospital waste into household disposal sites and landfills after sterilization, still largely without any preceding recycling and separation steps. Discussed in the present paper are the implemented and future treatment practices of infectious hospital wastes in Central Macedonia; produced quantities are reviewed, actual treatment costs are addressed critically, whereas the overall situation in Greece is discussed. Moreover, thermal treatment processes that could be applied for the treatment of infectious hospital wastes in the region are assessed via the multi-criteria decision method Analytic Hierarchy Process. Furthermore, a sensitivity analysis was performed and the analysis demonstrated that a centralized autoclave or hydroclave plant near Thessaloniki is the best performing option, depending however on the selection and weighing of criteria of the multi-criteria process. Moreover the study found that a common treatment option for the treatment of all infectious hospital wastes produced in the Region of Central Macedonia, could offer cost and environmental benefits. In general the multi-criteria decision method, as well as the conclusions and remarks of this study can be used as a basis for future planning and anticipation of the needs for investments in the area of medical waste management.

Trade, piracy, and naval warfare in the central Mediterranean: the maritime history and archaeology of Malta

Located approximately in the middle of the central Mediterranean channel, the Maltese Archipelago was touched by the historical events that effected the political, economic and cultural environment of Europe, North Africa, and the Middle East. The islands were close to the major maritime routes throughout history and they were often on the border between clashing military, political, religious, and cultural entities. For these reasons, the islands were presumed to have been strategically and economically important, and, thus, frequented by ships. An underwater archaeological survey around the archipelago revealed the scarcity of submerged cultural remains, especially pertaining to shipping and navigation. Preliminary findings elucidate a story that contrasts with the picture presented by modern history and historiography. In this sense, a comparison of the underwater archaeological data with the information gathered through a detailed study of Maltese maritime history clearly shows that the islands were attributed an exaggerated importance in historical texts, due to political and religious trends that are rooted in the period during which the islands were under the control of the Order of Saint John. An objective investigation of the historical and archaeological material provides a more balanced picture, and places the islands in a Mediterranean-wide historical framework from the first colonization of the archipelago eight thousands years ago to the twentieth century.

Five-megawatt geothermal-power pilot-plant project

This is a report on the Raft River Geothermal-Power Pilot-Plant Project (Geothermal Plant), located near Malta, Idaho; the review took place between July 20 and July 27, 1979. The Geothermal Plant is part of the Department of Energy's (DOE) overall effort to help commercialize the operation of electric power plants using geothermal energy sources. Numerous reasons were found to commend management for its achievements on the project. Some of these are highlighted, including: (a) a well-qualified and professional management team; (b) effective cost control, performance, and project scheduling; and (c) an effective and efficient quality-assurance program. Problem areas delineated, along with recommendations for solution, include: (1) project planning; (2) facility design; (3) facility construction costs; (4) geothermal resource; (5) drilling program; (6) two facility construction safety hazards; and (7) health and safety program. Appendices include comments from the Assistant Secretary for Resource Applications, the Controller, and the Acting Deputy Director, Procurement and Contracts Management.

Catalyzed steam gasification of biomass. Phase II. Final research report

The Wright-Malta gasification process is characterized by low-temperature, catalyzed steam gasification in a pressurized rotary kiln. Fresh biomass moves slowly and continuously through the kiln, where it is gradually heated to around 1200/sup 0/F in an atmosphere of 300 psi steam. During its traverse, pyrolysis and reaction of steam with the nascent char convert nearly all of the organic solids to the gaseous phase. The volatile pyrolysis products pass through the kiln co-currently with the solids and are similarly cracked and steam-reformed within the kiln to fixed gases. Heat for the gasification process is provided by sensible heat recovered from the product gas and the wood decomposition exotherm, making the process inherently very energy-efficient. This report summarizes the work done during the experimental, laboratory-scale phase of development of the W-M biomass gasification process. Two bench-scale experimental gasifiers were constructed and tested: the ''minikiln'', a batch-feed, rotating autoclave; and the ''biogasser'', a stationary, continuous-feed, tubular reactor with zone heating and auger transport. Studies were carried out in these reactors to determine the extent of conversion of biomass solids to gas, and the makeup of the product gas, over a wide range of process conditions. The process variables that were investigated included reactor pressure and temperature, catalyst type and concentration, moisture content and type of biomass feed.

West Europe: U. K. North Sea oil coming despite political problems

Extensive information is furnished for all drilling activities in the North Sea, Ireland's interests, and onshore U.K. drilling activities. Norway has more oil than is needed for her domestic consumption and oil developments in the North Sea are described. Gas from The Netherlands' L/10 field has been piped to shore. In West Germany, onshore drilling around Groningen gas field has been successful and a gas field southeast of Ekofisk was found offshore. Denmark is expanding its Dan field oil facilities. A well drilled around Gotland Island, Sweden has tested over 600 bopd. Drilling in Austria in 1974 was the most extensive since 1967 and oil and gas discoveries boosted reserves slightly. France began offshore drilling, while onshore oil and gas production continued to decline. In Italy, 2 tcf gas and over 300 million barrels of oil were confirmed in the Malossa field. Oil was discovered on the Adriatic coast. Greece faces border disputes disrupting its exploration. Spain revised oil laws in 1974. Portugal has encouraged offshore drilling and drilling has started in Malta. Seismic investigations are taking place in Switzerland. (MCW)

The Raft River Geothermal Site is located in Southern Idaho's Raft River Valley, southwest of Malta, Idaho, in Cassia County. EG and G idaho, Inc., is the DOE's prime contractor for development of the Raft River geothermal field. Contract work has been progressing for several years towards creating a fully integrated utilization of geothermal water. Developmental progress has resulted in the drilling of seven major DOE wells. Four are producing geothermal water from reservoir temperatures measured to approximately 149 C (approximately 300 F). Closed-in well head pressures range from 69 to 102 kPa (100 to 175 psi). Two wells are scheduled for geothermal cold 60 C (140 F) water reinjection. The prime development effort is for a power plant designed to generate electricity using the heat from the geothermal hot water. The plant is designated as the ''5 MW(e) Raft River Research and Development Plant'' project. General site management assigned to EG and G has resulted in planning and development of many parts of the 5 MW program. Support and development activities have included: (1) engineering design, procurement, and construction support; (2) fluid supply and injection facilities, their study, and control; (3) development and installation of transfer piping systems for geothermal water collection and disposal by injection; and (4) heat exchanger fouling tests.

Tracing the HIV-1 subtype B mobility in Europe: a phylogeographic approach

The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

European coal mining technology

Most new developments in mechanized longwall coal technology have been pioneered by European mines and equipment manufacturers. But ironically, the most successful adaptations of European-inspired longwalling systems have occurred in North America, Australia, South Africa and elsewhere, enabling those mines to achieve even greater productivity and cost-effective utilization than the Europeans enjoy. This anomaly has little to do with mining talents, but arises instead from a pair of factors: 1) the extremely difficult mining and geological conditions of European coal basins; and 2) the profound differences between the management style and operating routines of the largely state-owned mines of Europe and the privately-owned, profit oriented mining companies abroad. Nevertheless, Europe continues to lead the way in new developments, driven by the chemistry of tough mining conditions and the commitments of its national mining industries to invest in new technology. As a third ingredient, the supra-national European Economic Community (EEC) plays an important role in promoting and funding new developments through its various agencies. A recent EEC information symposium on new methods of coal winning at Luxembourg focused on state-of-the-art longwall technology. Thus a look at current Euopean RandD programs yields pointers as to what the international coal industry may expect in the future.

Naturally Occurring Radionuclides of Ash Produced by Coal Combustion. The Case of the Kardia Mine in Northern Greece

West Macedonia Lignite Center (WMLC), located in Northwest Greece, releases into the atmosphere about 21,400 tons/year of fly ash through the stacks of four coal fired plants. The lignite ash contains naturally occurring radionuclides, which are deposited on the WMLC basin. This work investigates the natural radioactivity of twenty six ash samples, laboratory produced from combustion of lignite, which was sampled perpendicularly to the benches of the Kardia mine. The concentrations of radionuclides {sup 40}K, {sup 235}U, {sup 238}U, {sup 226}Ra, {sup 228}Ra and {sup 232}Th, were measured spectroscopically and found round one order of magnitude as high as those of lignite. Subsequently the Radionuclide Partitioning Coefficients of radionuclides were calculated and it was found that they are higher for {sup 232}Th, {sup 228}Ra and {sup 40}K, because the latter have closer affinity with the inorganic matrix of lignite. During combustion up to one third of the naturally occurring radioisotopes escape from the solid phase into the flue gases. With comparison to relative global data, the investigated ash has been found to have relatively high radioactivity, but the emissions of the WMLC radionuclides contribute only 0.03% to the mean annual absorbed dose.

Internal Technical Report, Management Plan for Fluid Supply and Injection System for the Raft River 5 MW(e) Pilot Power Plant

This report details a plan for developing a fluid supply system for the First 5 MW(e) Pilot Power Plant at Raft River. The pilot plant has been specifically designed to use the medium-temperature geothermal water so common throughout the West. EG and G Idaho, Inc., the Department of Energy Raft River Rural Electric Co-op, the US Geological Survey (USGS) and the State of Idaho have worked together to develop a facility that will use an organic liquid as the working fluid. Four wells have been drilled in the Raft River Valley, about ten miles South of Malta, in southern Idaho. The completed well system will consist of seven wells: two conventional injection wells, three production wells, and a standby reserve well of each type. The additional three wells are to be drilled in FY-1978, in order to complete a coordinated test program before the First Pilot Power Plant is ready for operation. The system has been designed to meet the test-loop pilot plant's basic requirement: a 2450 gpm supply of geothermal fluid, at a nominal temperature of 290 F and with salinity of less than 5000 ppm. Injection of cooled geothermal fluid into the Raft River reservoir will also require a network of monitor wells. The Idaho Department of Water Resources (IDWR), USGS, EG and G Idaho, and the Department of Energy will jointly select sites for two 1500-foot and five 500-foot monitoring wells. This plan considers the work required to complete construction of the fluid supply system and obtain a preliminary check of its performance capability; the plan will discuss project management, costs, schedules, drilling, testing, environmental monitoring, and safety.

State of the Art of the Development and Application of Anti-Seismic Systems in Europe and Other Countries

There are already approximately 5,000 structures in the world, located in over 30 countries, that have been protected by seismic isolation (SI), energy dissipation (ED) and other modern seismic vibration passive control (SVPC) systems. The number of such applications is increasing everywhere more and more. It has been confirmed that, in each country, the extension of the use of the SVPC systems is conclusively influenced by earthquake experience, the availability of specific design rules and the features of those adopted. With regard to application, Japan has consolidated its worldwide leadership, with over 3,000 seismically isolated buildings, many others protected by ED systems and several isolated bridges and viaducts. Second is now the P. R. China, with 610 isolated buildings and 45 with dampers, in addition to numerous isolated bridges and viaducts. The Russian Federation is third for the number of isolated buildings, which are approximately 600. In the USA, due to the very penalizing design code in force for SI of buildings, there are at present only a few new applications of this kind (an overall number of approximately 200 was reported), although the US isolated buildings are mostly quite important, half being retrofits; on the contrary, the use of SI for bridges and viaducts and that of ED for buildings are more popular in the USA. At present (April 2008), Italy (which remains the worldwide leader as regards the application of the SVPC systems to cultural heritage and keeps a key role also as to the number and importance of bridges and viaducts protected by such systems) is at the fifth place, at least for the number of isolated buildings already open to activity: they are 51, besides others protected by other SVPC systems. There, thanks to the new national seismic code (enforced in May 2003), there has been a significant recent increase of building application and design of the SVPC systems. With regard to the use of such systems in other countries, Italy is now followed by Taiwan, France (including its Martinique island), New Zealand and Armenia. In addition, significant applications also concern: Canada in North America; Mexico in Central America; Chile and Venezuela in South America; Turkey, South Korea and Indonesia in Asia; and Greece, Cyprus, Portugal and Macedonia in Europe. More recently, the installation of the aforesaid systems also began in further countries, such as Argentina, Israel, India and Iran. Devices manufactured in Italy have been frequently used even abroad. Finally, to be stressed are the somewhat increasing use of SI in nuclear and high risk chemical plants (e.g. the liquefied natural gas tanks) and the already significant application of the SVPC systems to cultural heritage, in particular in Italy.
