    We report the direct comparison between the stabilities of two mobile absolute gravimeters of different technology: the LNE-SYRTE Cold Atom Gravimeter and FG5X\\#216 of the Universit\\'e du Luxembourg. These instruments rely on two different principles of operation: atomic and optical interferometry. The comparison took place in the Walferdange Underground Laboratory for Geodynamics in Luxembourg, at the beginning of the last International Comparison of Absolute Gravimeters, ICAG-2013. We analyse a 2h10 duration common measurement, and find that the CAG shows better immunity with respect to changes in the level of vibration noise, as well as a slightly better short term stability.

    China's EIA Law does not require transboundary proposals to be assessed, despite recognition of this globally, for example in the Espoo Convention and Kiev Protocol, and in the European EIA and SEA Directives. In a transboundary context assessment within a state is unusual, as regulating these effects is primarily about the relationship between states. However where a state has more than one legal system such as in the Pearl River Delta (PRD) Region of southern China, transboundary effects should also be addressed. Yet despite the geographical connections between Guangdong Province in mainland China (where the EIA Law applies) and the Hong Kong and Macau Special Administrative Regions (which have their own provisions, neither of which requires transboundary assessments), EIA and SEA are carried out separately. Coordinated or joint approaches to transboundary assessment are generally absent, with the legal autonomy of Hong Kong and Macau a major constraint. As a result institutional responses at the policy level have developed. The article considers global experiences with regulating transboundary EIA and SEA, and analyses potential application to land use, transport and air and water planning in the PRD Region. If applied, benefits may include prevention or mitigation of cumulative effects, broader public participation, and improvements to environmental governance. The PRD Region experience may encourage China to conduct and coordinate EIA and SEA processes with neighbouring states, which has been non-existent or extremely limited to date.

    The European community is conducting research on the decommissioning of nuclear installations. The prime objective is to develop effective techniques to ensure the protection of man and his environment against the potential hazards of nuclear installations that have been shut down. The results of the 1979--1983 research program were presented in a conference held in Luxembourg. This program was primarily concerned with decommissioning nuclear power plants. The 1984--1988 program was extended to all types of nuclear installations. Fuel fabrication, enrichment and reprocessing plants, and research and development facilities having fulfilled their useful purposes are also awaiting decommissioning. This Program has produced numerous scientific and technical achievements. Great progress has in particular been achieved in the reduction of metal waste arising from decommissioning, due to advances in areas such as the development of aggressive decontamination procedures and of techniques for melting and recycling low-level radioactive waste metal.

    The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

    The United States produced 242 million short tons of coal in the first quarter of 1993, a decrease of 6 percent (14 million short tons) from the amount produced during the first quarter of 1992. The decrease was due to a decline in production east of the Mississippi River. All major coal-producing States in this region had lower coal production levels led by West Virginia, which produced 5 million short tons less coal. The principal reasons for the overall drop in coal output compared to a year earlier were: A decrease in demand for US coal in foreign markets; a slower rate of producer/distributor stock build-up; and a drawn-down of electric utility coal stocks. Distribution of US coal in the first quarter of 1993 was 10 million short tons lower than in the first quarter of 1992, with 5 million short tons less distributed to both electric utilities and overseas markets. The average price of coal delivered to electric utilities during the first quarter of 1993 was $28.65 per short ton, the lowest value since the first quarter of 1980. Coal consumption in the first quarter of 1993 was 230 million short tons, 4 percent higher than in the first quarter of 1992, due primarily to a 5-percent increase in consumption at electric utility plants. Total consumer stocks, at 153 million short tons, and electric utility stocks, at 144 million short tons, were at their lowest quarterly level since the end of 1989. US. coal exports totaled 19 million short tons, 6 million short tons less than in the first quarter of 1992, and the lowest quarterly level since 1988. The decline was primarily due to a 1-million-short-ton drop in exports to each of the following destinations: Italy, France, Belgium and Luxembourg, and Canada.

    I am indebted to my father for living, but to my teacher for living well" said Alexander the Great, the King of Greek Macedonia, about his teacher, the philosopher Aristotle. This statement echoes the widely held belief of the students, research associates, collaborators and admirers of Klaus Ruedenberg regarding his invaluable contribution towards shaping their scientific lives. This special issue of the Journal of Physical Chemistry presents a tribute to Professor Klaus Ruedenberg, on the occasion of his 90th birthday, for his numerous scientific contributions to the field of quantum chemistry. The many outstanding papers that are part of this issue document his seminal contributions to a broad range of quantum chemistry, including the evaluation of electron repulsion integrals, the free-electron network model for conjugated molecules, the origin of covalent bonding, including the central role of the kinetic energy in the covalent bond, and the intrinsic identification of chemical bonding patterns in molecular systems, orbital localization that has enabled a deep understanding of many chemical phenomena, the multi-configurational self-consistent field method and the concept of the Full Optimized Reaction Space (FORS) to study chemical rearrangements and its application to the study of global potential energy surfaces and conical intersections, the first construction of systematic, eventempered sequences of orbital sets that approach the complete basis set limit, and the novel simultaneous extrapolation of basis set and level of theory to achieve nearly exact molecular energies and vibrational spectra. In addition, as past students and research associates of Klaus Ruedenberg, that is people whose scientific and personal lives have been critically affected by a great teacher, we wish to point out a less well-known aspect of his professional career, that of an educator. Professor Klaus Ruedenberg has a passion for communicating scientific ideas and educating students, whether they were at the undergraduate, graduate or post-graduate levels or whether they were visitors to his laboratory. No matter how much of his time it took, there were never any shortcuts or excuses, but also no pressure on the students. Knowledge was just there waiting to be gained - for free - by just mining a vast repository of mathematical, physical and chemical concepts. It is not hyperbole to stress his contribution in molding the scientific lives and in turn the personal success of so many people who have had the privilege to learn from him.
