    In the lead up to the United Nations Conference on Sustainable Development (Rio+20), which took place in Brazil in June 2012, there were numerous efforts in countries around the world to help governments, civil society organizations and individuals prepare for the event. One of the more significant efforts led by UNDP in collaboration with the United Nations Department of Economic and Social Affairs (UN DESA) was a support programme to 72 countries across all regions to build a consensus on national views around the themes and objectives of the Rio+20 Conference. This report highlights significant advances in sustainable development from almost 60 country reports and underscores the challenges and bottlenecks to moving beyond the economic-led growth strategies of the past 20 years.

  4. Rio Grande pipeline introduces LPG to Mexico

    Rio Grande Pipeline, a joint venture between Mid-America Pipeline Co., Amoco Pipeline Co. and Navajo Pipeline Co., has broken new ground in the energy industry as the first LPG pipeline to cross the US-Mexico border. Plans for the project were announced in November 1995 and first deliveries started three months ago on March 21, 1997. The 8-inch, 265-mile pipeline originates near Odessa, TX, where it receives an 85-15 propane-butane mix via a connection to Mid-America Pipeline. From Odessa, product moves west through the Texas desert and crosses the Rio Grande River about 15 miles south of El Paso near Clint, TX and extends 20 miles into Mexico. Capacity of the line is 24,000 bpd and it has been averaging about 22,000 bpd since line-fill. All in all, it sounded like a reasonably feasible, routine project. But perceptions can be deceiving, or at least misleading. In other words, the project can be summarized as follows: one river, two cultures and a world of difference. The official border crossing for pipeline construction took place on Dec. 2, 1996, with a directional drill under the Rio Grande River, but in actuality, the joint venture partners were continually bridging differences in language, laws, customs and norms with Pemex and contracted workers from Mexico.

    We have demonstrated the feasibility of conducting penetration tests on high efficiency particulate air (HEPA) filters as installed in nuclear ventilation systems. The in-place penetration test, which is designed to yield equivalent penetration measurements as the standard DOP efficiency test, is based on measuring the aerosol penetration of the filter installation as a function of particle size using a portable laser particle counter. This in-place penetration test is compared to the current in-place leak test using light scattering photometers for single HEPA filter installations and for HEPA filter plenums using the shroud method. Test results show the in-place penetration test is more sensitive than the in-place leak test, has a similar operating procedure, but takes longer to conduct. Additional tests are required to confirm that the in-place penetration test yields identical results as the standard dioctyl phthalate (DOP) penetration test for HEPA filters with controlled leaks in the filter and gasket and duct by-pass leaks. Further development of the procedure is also required to reduce the test time before the in- place penetration test is practical.

  7. Raptor Use of the Rio Grande Gorge

    The Rio Grande Gorge is a 115 km long river canyon located in Southern Colorado (15 km) and Northern New Mexico (100 km). The majority of the canyon is under the administration of the Bureau of Land Management {BLM), and 77 km of the canyon south of the Colorado/New Mexico border are designated Wild River under the National Wild and Scenic Rivers Act of 1968. Visits I have made to the Rio Grande Gorge over the past 15 .years disclosed some raptor utilization. As the Snake River Birds of Prey Natural Area gained publicity, its similarity to the Rio Grande Gorge became obvious, and I was intrigued by the possibility of a high raptor nesting density in the Gorge. A survey in 1979 of 20 km of the northern end of the canyon revealed a moderately high density of red-tailed hawks and prairie falcons. With the encouragement of that partial survey, and a need to assess the impact of river-running on nesting birds of prey, I made a more comprehensive survey in 1980. The results of my surveys, along with those of a 1978 helicopter survey by the BLM, are presented in this report, as well as general characterization of the area, winter use by raptors, and an assessment of factors influencing the raptor population.

    A cure-in-place process which allows a rubber seal element to be deformed to its service configuration before it is cross-linked and, hence, is a plastic and does not build up internal stress as a result of the deformation. This provides maximum residual strength to resist the differential pressure. Furthermore, the process allows use of high modulus formulations of the rubber seal element which would otherwise crack if cured and then deformed to its service configuration, resulting in a seal which has better gap bridging capability. Basically, the process involves positioning an uncured seal element in place, deforming it to its service configuration, heating the seal element, curing it in place, and then fully seating the seal.

    This is one of several reports concerning an on-going in-place testing program of high efficiency filtration and chemical adsorber systems and portable filtered exhausters at the Los Alamos National Laboratory. This testing is in support of the Laboratory`s airborne waste management programs and asbestos abatement programs. Periodic in-place testing, along with health physics air sampling will determine whether the air cleaning systems are maintaining acceptable air-cleaning levels. These periodic evaluations help ensure that the plant and surrounding environment are free of any significant radioactive particulates, based on current EPA environmental levels and chemical airborne hazards from processing effluents. This report will provide an overview of system performance, testing methods and procedures.

  15. In-place filter testing summary

    The most common method of identifying particle penetration through a filter or adsorber system is through the performance of a periodic penetration test, i.e., in-place test or leak test using an aerosol or gas vapor to challenge the filter or adsorber system. The aerosol is usually formed by vaporization of a liquid, di-2(ethelhexyl sebacate) (DEHS), and allowed to condense to form liquid particles of a certain size and distribution. The gas vapor is formed by vaporization of Freon 11 liquid. The periodic penetration test, although conducted annually, can and has been demonstrated to show the beginning degradation of a filter or adsorber system. Other evidence of penetration can include detection of radiation downstream of the filter system or the existence of an unusually low pressure drop across the filter, i.e., torn filter, etc. However, these kinds of occurrences show up instantaneously and could release radioactive material to the atmosphere before the systems could be shut down. When a filter system fails the in--place test or is showing evidence of.filter or component degradation, corrective measures are put into place in order to return,the system back to its best operating condition. This report presents a summary of all filter tests.

    Nearly all of the plutonium in the natural environment of the Northern Rio Grande is associated with soils and sediment, and river processes account for most of the mobility of these materials. A composite regional budget for plutonium based on multi-decadal averages for sediment and plutonium movement shows that 90 percent of the plutonium moving into the system is from atmospheric fallout. The remaining 10 percent is from releases at Los Alamos. Annual variation in plutonium flux and storage exceeds 100 percent. The contribution to the plutonium budget from Los Alamos is associated with relatively coarse sediment which often behaves as bedload in the Rio Grande. Infusion of these materials into the main stream were largest in 1951, 1952, 1957, and 1968. Because of the schedule of delivery of plutonium to Los Alamos for experimentation and weapons manufacturing, the latter two years are probably the most important. Although the Los Alamos contribution to the entire plutonium budget was relatively small, in these four critical years it constituted 71--86 percent of the plutonium in bedload immediately downstream from Otowi.

    Underground copper mining at the Rio Tinto mine in northern Nevada commenced in 1932 and continued intermittently for approximately forty years. Since 1975 the site has been essentially inactive. Mine operations included placement of tailings generated from ore processing in the Mill Creek drainage. In 1993, due to concerns about environmental damage to surrounding surface waters, four of the previous owners and operators of the site jointly formed the Rio Tinto Working Group (RTWG) to remediate the site in cooperation with the State of Nevada, Department of Conservation and Natural Resource and the Division of Environmental Protection (NDEP). The Rio Tinto Working Group consists of the Atlantic Richfield Company, Cleveland Cliffs Iron Company, E.I. DuPont de Nemours and Company, and Cominco American Inc., The regulatory and technical approach taken by the RTWG to achieve their objective of proactively implementing remedial measures at the site, rather than following the CERCLA process, are discussed. The steps included preparing an 18-element remedial program to be completed at the site and negotiating an Administrative Order on Consent (AOC) with the State of Nevada, which included a deferral from EPA for listing of the site on the NPL list. By entering into a cooperative relationship with the NDEP and avoiding the CERCLA process, the Rio Tinto Working Group was able to fast track site investigation and remedial designs, leading to a timely start up of remedial construction activities.

    The Lower Rio Grande Valley Transboundary Air Pollution Project (TAPP) was a US-Mexico Border XXI project to find out if air pollutants were moving across the border from Mexico into the Lower Rio Grande Valley of Texas and to see what levels of air pollutants were present. Ambient measurements and meteorology were collected data for a year (March 1996-March 1997) at three fixed sites in and near Brownsville, Texas very close to the US-Mexico border on a continuous and 24-h internal basis. Overall levels of air pollution were similar to or lower than other areas in Texas and elsewhere. Based on wind sector analyses, transport of air pollution across the border did not appear to adversely impact air quality on the US side of the Valley. Southeasterly winds from the Gulf of Mexico were largely responsible for the clean air conditions.

    In the 1960s and 1970s numerous bridges were built in the US with a design similar to those on Interstate 40 (I-40) over the Rio Grande in Albuquerque, New Mexico. The Federal Highway Administration (FHWA) and the National Science Foundation (NSF) have provided funds to New Mexico State University (NMSU) through the New Mexico State Highway and Transportation Department (NMSH and TD) and The Alliance For Transportation Research (ATR) for evaluation and testing of the existing fracture-critical bridges over the Rio Grande. Because the I-40 Bridges over the Rio Grande were to be razed during the summer of 1993, the investigators were able to introduce damage into the structure in order to test various damage identification methods and to observe the changes in load paths through the structure caused by the cracking. To support this research effort, NMSU contracted Los Alamos National Laboratory (LANL) to perform experimental modal analyses, and to develop experimentally verified numerical models of the bridge. A previous report (LA-12767-MS) summarizes the results of the experimental modal analyses. This report summarizes the numerical analyses of the bridges and compares the results of these analyses to the experimental results.

  13. Dynamic characterization and damage detection in the I-40 bridge over the Rio Grande

    In the 1960`s and 1970`s over 2500 bridges were built in the U.S. with a design similar to those on Interstate 40 over the Rio Grande in Albuquerque, New Mexico. These bridges were built without structural redundancy and typically have only two plate girders carrying the entire dead and live loads. Failure of either girder is assumed to produce catastrophic failure of the bridge, hence these bridges are referred to as fracture-critical bridges. The Federal Highway Administration (FHWA) and the National Science Foundation (NSF) have provided funds to New Mexico State University (NMSU) through the New Mexico State Highway and Transportation Department (NMSH&TD) and The Alliance For Transportation Research (ATR) for evaluation and testing of the existing fracture critical bridges over the Rio Grande. Because the 1-40 bridges over the Rio Grande were to be razed during the summer of 1993, the investigators were able to introduce simulated fatigue cracks, similar to those observed in the field, into the structure in order to test various damage identification methods and to observe the changes in load paths through the structure caused by the cracking. To support this research effort, NMSU contracted Los Alamos National Laboratory (LANL) to perform experimental modal analyses, and to develop experimentally verified numerical models of the bridge. Scientists from the LANL`s Condensed Matter and Thermal Physics Group (P-10) applied state-of-the-art sensors and data acquisition software to the modal tests. Engineers from the LANL`s Advanced Engineering Technology Group (MEE-13) conducted ambient and forced vibration tests to verify detailed and simplified finite element models of the bridge. Forced vibration testing was done in conjunction with engineers from Sandia National Laboratory (SNL) who provided and operated a hydraulic shaker.

  14. Late Pleistocene landslide-dammed lakes along the Rio Grande, White Rock Canyon, New Mexico

    Massive slump complexes composed of Pliocene basaltic rocks and underlying Miocene and Pliocene sediments flank the Rio Grande along 16 km of northern White Rock Canyon, New Mexico. The toe area of at least one slump complex was active in the late Pleistocene, damming the Rio Grande at least four times during the period from 18 to 12 {sup 14}C ka and impounding lakes that extended 10-20 km upriver. Stratigraphic relationships and radiocarbon age constraints indicate that three separate lakes formed between 13.7 and 12.4 {sup 14}C ka. The age and dimensions of the ca. 12.4 ka lake are best constrained; it had an estimated maximum depth of {approx}30 m, a length of {approx}13 km, a surface area of {approx}2.7 km{sup 2}, and an initial volume of {approx}2.5 x 10{sup 7} m{sup 3}. The youngest landslide-dammed lakes formed during a period of significantly wetter regional climate, strongly suggesting that climate changes were responsible for reactivation of the slump complexes. We are not certain about the exact triggering mechanisms for these landslides, but they probably involved removal of lateral support due to erosion of the slope base by the Rio Grande during periods of exceptionally high flood discharge or rapid incision; increased pore pressures associated with higher water tables; higher seepage forces at sites of ground-water discharge; or some combination of these processes. Seismic shaking could also have contributed to triggering of some of the landslides, particularly if aided by wet antecedent conditions. 54 refs., 19 figs., 3 tabs.

    The Ojo Caliente area forms part of the western limb of the Espanola basin within the Rio Grande rift of northern New Mexico (Manley, 1979; May, 1979). The geology consists of Miocene basin-fill sedimentary rocks that rest unconformably on, or are faulted against, Proterozoic crystalline metamorphic rocks. The Miocene rocks dip gently to the southeast, except where the attitudes are controlled by faulting or by the underlying basement topography. The Precambrian and Miocene rocks are unconformably overlain by Quaternary pediment and river gravels, loess, travertine, landslide debris, and alluvium. The Precambrian rocks are faulted into horsts in several areas by north - northeast - trending normal faults.

    Annual sampling was conducted at the Rio Blanco, Colorado, site for the Long-Term Hydrologic Monitoring Program May 14-16, 2013, to monitor groundwater and surface water for potential radionuclide contamination. Sampling and analyses were conducted as specified in Sampling and Analysis Plan for the U.S. Department of Energy Office of Legacy Management Sites (LMS/PRO/S04351, continually updated). A duplicate sample was collected from location CER #1 Black Sulphur. Samples were analyzed for gamma-emitting radionuclides by high-resolution gamma spectrometry and for tritium using the conventional and enrichment methods.

    Limited availability of fresh water in arid and semi-arid regions of the world requires prudent management strategies from accurate, science-based assessments. These assessments demand a thorough understanding of the hydrologic cycle over long time periods within the individual water-sheds that comprise large river basins. Measurement and simulation of the hydrologic cycle is a tremendous challenge, involving a coupling between global to regional-scale atmospheric precipitation processes with regional to local-scale land surface and subsurface water transport. Los Alamos National Laboratory is developing a detailed modeling system of the hydrologic cycle and applying this tool at high resolution to assess the water balance within the upper Rio Grande river basin. The Rio Grande is a prime example of a river system in a semiarid environment, with a high demand from agricultural, industrial, recreational, and municipal interests for its water supply. Within this river basin, groundwater supplies often augment surface water. With increasing growth projected throughout the river basin, however, these multiple water users have the potential to significantly deplete groundwater resources, thereby increasing the dependence on surface water resources.

    The purpose of this document is to describe the methodology, summarize the findings, and present the recommendations from ergonomic assessments at selected EG G Idaho work places. Members from EG G Idaho's Human Factors Research Unit formed an ergonomics team and performed this work from January to July 1991 as part of the Industrial Hygiene Initiative. The ergonomics team developed an assessment checklist as the first step in the process. They then used the checklist to conduct ergonomic assessments of selected work places. The findings from the ergonomic assessments showed that there were situations in every work place visited that have the potential of causing ergonomic problems. In most cases, however, they were not serious in nature. Recommendations include (a) having an industrial hygienist review new work place and task designs to ensure they incorporate ergonomic principles, (b) having an industrial hygienist help investigate musculoskeletal injuries, (c) ensuring all employees receive training on the caused of back injuries and cumulative trauma disorders, and (d) ensuring that a source of ergonomically designed furniture and equipment is available. A summary of specific findings and recommendations from work place assessments is also included. 13 refs., 1 tab.

  10. Rigless multizone recompletion using a cement packer placed with coiled tubing: A case history

    Cement packers have been used for some time when reserve estimates have not justified the cost of major rig remedial work. They typically provide a means of zonal isolation of the last reserves in an existing wellbore. The success of these operations has historically been low. This is predominantly because of poor cement bonding in the annulus between the tubing and production casing. Because of the minimal amount of equipment on location and lack of upfront design work involved, most cement packers are doomed to failure before they are even placed. Cement packers have been placed using a large number of methods. In the Ship Shoal 181 field, Well B-4 would not economically justify a major rig workover, even though there were several uphole gas sands capable of producing in this well. With proper upfront planning and design, it would be economical; however, all these reserves could be produced in a through-tubing process using a cement packer. This case history presents a refined look at existing technology involving placement of a cement packer and reviews problems common to cement-packer completions, including a case history. Solutions are also discussed for successfully completing and recovering reserves from not one but several remaining gas intervals. This paper reviews the design considerations and precautions, along with the production results and economics, for placing what is believed to be the largest cement packer placed through coiled tubing.

  11. Climate and lake-level history of the northern Altiplano, Bolivia, as recorded in Holocene sediments of the Rio Desaguadero

    Strata exposed in terraces and modern cutbanks along the Rio Desaguadero contain a variety of lithofacies that were deposited in four distinct facies associations. These facies associations document a history of aggradation and downcutting that is linked to Holocene climate change on the Altiplano. Braided-stream, meandering-stream, deltaic and shoreline, and lacustrine sediments preserved in multi-level terraces in the northern Rio Desaguadero valley record two high-water intervals: one between 4,500 and 3,900 yr BP and another between 2,000 and 2,200 yr BP. These wet periods were interrupted by three periods of fluvial downcutting, centered at approximately 4,000 yr BP, 3,600 yr BP, and after 2,000 yr BP. Braided-river sediments preserved in a single terrace level in the southern Rio Desaguadero valley record a history of nearly continuous fluvial sedimentation from at least 7,000 yr BP until approximately 3,200 yr BP that was followed by a single episode (post-3,210 yr BP) of down-cutting and lateral migration. The deposition and subsequent fluvial downcutting of the northern strata was controlled by changes in effective moisture that can be correlated to Holocene water-level fluctuations of Lake Titicaca. The deposition and dissection of braided-stream sediments to the south are more likely controlled by a combination of base-level change and sediment input from the Rio Mauri.

  12. An evaluation of baseline conditions at lease tract C-a, Rio Blanco County, Colorado

    An analysis was made of baseline groundwater quality data from oil shale lease tract C-a, managed by Rio Blanco Oil Shale Company. The data are limited in several respects. All conclusions drawn from the data must be qualified with these limitations. Baseline conditions were determined by analyzing data from wells in the upper bedrock and lower bedrock aquifers and from the alluvial wells. Baseline data were considered all data collected before mining operations began. The water quality was then evaluated using the 1987 Colorado State Basic Standards for Ground Water as a basis. The maximum baseline values for several parameters in each aquifer exceed the standard values. The quality of the upper lower bedrock aquifers varies from region to region within the site. Data on the lower bedrock aquifer are insufficient for speculation on the cause of the variations. Variations in the upper bedrock aquifer are possibly caused by leakage of the lower bedrock aquifer. 16 refs., 9 figs., 9 tabs.

  13. Use of a dynamic simulation model to understand nitrogen cycling in the middle Rio Grande, NM.

    Water quality often limits the potential uses of scarce water resources in semiarid and arid regions. To best manage water quality one must understand the sources and sinks of both solutes and water to the river system. Nutrient concentration patterns can identify source and sink locations, but cannot always determine biotic processes that affect nutrient concentrations. Modeling tools can provide insight into these large-scale processes. To address questions about large-scale nitrogen removal in the Middle Rio Grande, NM, we created a system dynamics nitrate model using an existing integrated surface water--groundwater model of the region to evaluate our conceptual models of uptake and denitrification as potential nitrate removal mechanisms. We modeled denitrification in groundwater as a first-order process dependent only on concentration and used a 5% denitrification rate. Uptake was assumed to be proportional to transpiration and was modeled as a percentage of the evapotranspiration calculated within the model multiplied by the nitrate concentration in the water being transpired. We modeled riparian uptake as 90% and agricultural uptake as 50% of the respective evapotranspiration rates. Using these removal rates, our model results suggest that riparian uptake, agricultural uptake and denitrification in groundwater are all needed to produce the observed nitrate concentrations in the groundwater, conveyance channels, and river as well as the seasonal concentration patterns. The model results indicate that a total of 497 metric tons of nitrate-N are removed from the Middle Rio Grande annually. Where river nitrate concentrations are low and there are no large nitrate sources, nitrate behaves nearly conservatively and riparian and agricultural uptake are the most important removal mechanisms. Downstream of a large wastewater nitrate source, denitrification and agricultural uptake were responsible for approximately 90% of the nitrogen removal.

    Modern heterogeneous embedded platforms, com- posed of several digital signal, application specific and general purpose processors, also include reconfigurable devices support- ing partial dynamic reconfiguration. These devices can change the behavior of some of their parts during execution, allowing hardware acceleration of more sections of the applications. Never- theless, partial dynamic reconfiguration imposes severe overheads in terms of latency. For such systems, a critical part of the design phase is deciding on which processing elements (mapping) and when (scheduling) executing a task, but also how to place them on the reconfigurable device to guarantee the most efficient reuse of the programmable logic. In this paper we propose an algorithm based on Ant Colony Optimization (ACO) that simultaneously executes the scheduling, the mapping and the linear placing of tasks, hiding reconfiguration overheads through prefetching. Our heuristic gradually constructs solutions and then searches around the best ones, cutting out non-promising areas of the design space. We show how to consider the partial dynamic reconfiguration constraints in the scheduling, placing and mapping problems and compare our formulation to other heuristics that address the same problems. We demonstrate that our proposal is more general and robust, and finds better solutions (16.5% in average) with respect to competing solutions.

    In the event of the release of a lethal agent (such as anthrax) inside a building, law enforcement and public health responders take samples to identify and characterize the contamination. Sample locations may be rapidly chosen based on available incident details and professional judgment. To achieve greater confidence of whether or not a room or zone was contaminated, or to certify that detectable contamination is not present after decontamination, we consider a Bayesian model for combining the information gained from both judgment and randomly placed samples. We investigate the sensitivity of the model to the parameter inputs and make recommendations for its practical use.

  19. In-place stabilization of pond ash deposits by hydrated lime columns

    Abandoned coal ash ponds cover up vast stretches of precious land and cause environmental problems. Application of suitable in situ stabilization methods may bring about improvement in the geotechnical properties of the ash deposit as a whole, converting it to a usable site. In this study, a technique of in-place stabilization by hydrated lime columns was applied to large-scale laboratory models of ash ponds. Samples collected from different radial distances and different depths of the ash deposit were tested to study the improvements in the water content, dry density, particle size distribution, unconfined compressive strength, pH, hydraulic conductivity, and leachate characteristics over a period of one year. The in-place stabilization by lime column technique has been found effective in increasing the unconfined compressive strength and reducing hydraulic conductivity of pond ash deposits in addition to modifying other geotechnical parameters. The method has also proved to be useful in reducing the contamination potential of the ash leachates, thus mitigating the adverse environmental effects of ash deposits.

    Visual probes and methods for placing visual probes into subsurface areas in either contaminated or non-contaminated sites are described. In one implementation, the method includes driving at least a portion of a visual probe into the ground using direct push, sonic drilling, or a combination of direct push and sonic drilling. Such is accomplished without providing an open pathway for contaminants or fugitive gases to reach the surface. According to one implementation, the invention includes an entry segment configured for insertion into the ground or through difficult materials (e.g., concrete, steel, asphalt, metals, or items associated with waste), at least one extension segment configured to selectively couple with the entry segment, at least one push rod, and a pressure cap. Additional implementations are contemplated.

  3. Polychlorinated Biphenyls (PCBs) in Catfish and Carp Collected from the Rio Grande Upstream and Downstream of Los Alamos National Laboratory: Revision 1

    Concern has existed for years that the Los Alamos National Laboratory (LANL), a complex of nuclear weapons research and support facilities, has released polychlorinated biphenyls (PCBs) to the environment that may have reached adjacent bodies of water through canyons that connect them. In 1997, LANL's Ecology Group began measuring PCBs in fish in the Rio Grande upstream and downstream of ephemeral streams that cross LANL and later began sampling fish in Abiquiu and Cochiti reservoirs, which are situated on the Rio Chama and Rio Grande upstream and downstream of LANL, respectively. In 2002, we electroshocked channel catfish (Ictalurus punctatus) and common carp (Carpiodes carpio) in the Rio Grande upstream and downstream of LANL and analyzed fillets for PCB congeners. We also sampled soils along the Rio Chama and Rio Grande drainages to discern whether a background atmospheric source of PCBs that could impact surface water adjacent to LANL might exist. Trace concentrations of PCBs measured in soil (mean = 4.7E-05 {micro}g/g-ww) appear to be from background global atmospheric sources, at least in part, because the bimodal distribution of low-chlorinated PCB congeners and mid-chlorinated PCB congeners in the soil samples is interpreted to be typical of volatilized PCB congeners that are found in the atmosphere and dust from global fallout. Upstream catfish (n = 5) contained statistically (P = 0.047) higher concentrations of total PCBs (mean = 2.80E-02 {micro}g/g-ww) than downstream catfish (n = 10) (mean = 1.50E-02 {micro}g/g-ww). Similarly, upstream carp (n = 4) contained higher concentrations of total PCBs (mean = 7.98E-02 {micro}g/g-ww) than downstream carp (n = 4) (3.07E-02 {micro}g/g-ww); however, the difference was not statistically significant (P = 0.42). The dominant PCB homologue in all fish samples was hexachlorobiphenyls. Total PCB concentrations in fish in 2002 are lower than 1997; however, differences in analytical methods and other uncertainties exist. A review of historical quantitative PCB data for fish from the Rio Grande and Abiquiu and Cochiti reservoirs does not indicate a distinct contribution of PCBs from LANL to fish in the Rio Grande or Cochiti. Analysis of homologue patterns for fish does not provide sufficient evidence of a LANL contribution. Nevertheless, concentrations of PCBs in fillets of fish sampled from the Rio Grande are indicative of potential adverse chronic health impact from consumption of these fish on a long-term basis.

  4. Radionuclide Migration at the Rio Blanco Site, A Nuclear-stimulated Low-permeability Natural Gas Reservoir

    The U.S. Department of Energy and its predecessor agencies conducted a program in the 1960s and 1970s that evaluated technology for the nuclear stimulation of low-permeability gas reservoirs. The third and final project in the program, Project Rio Blanco, was conducted in Rio Blanco County, in northwestern Colorado. In this experiment, three 33-kiloton nuclear explosives were simultaneously detonated in a single emplacement well in the Mesaverde Group and Fort Union Formation, at depths of 1,780, 1,899, and 2,039 m below land surface on May 17, 1973. The objective of this work is to estimate lateral distances that tritium released from the detonations may have traveled in the subsurface and evaluate the possible effect of postulated natural-gas development on radionuclide migration. Other radionuclides were considered in the analysis, but the majority occur in relatively immobile forms (such as nuclear melt glass). Of the radionuclides present in the gas phase, tritium dominates in terms of quantity of radioactivity in the long term and contribution to possible whole body exposure. One simulation is performed for {sup 85}Kr, the second most abundant gaseous radionuclide produced after tritium.

    Because the Rio Grande Rift is one of the best seismically instrumented rift zones in the world, studying its seismicity provides an exceptional opportunity to elucidate the active tectonic processes within continental rifts. Beginning on 29 November 1989, a 15 square km region near Bernardo, NM, produced the strongest and longest lasting sequence of earthquakes in the rift in 54 years. Our research focuses on the Bernardo swarm which occurred 40 km north of Socorro, New Mexico in the axial region of the central Rio Grande rift. Important characteristics concerning hypocenters, fault mechanisms, and seismogenic zones are discussed.

The facility will functionally provide electricity at night derived from renewable solar energy. Additionally the facility will provide STEM related educational opportunities for students and staff of the school, public community outreach, and validation of an energy storage approach applicable for the Nation (up to 1,000,000 kWh per installation). The proposal will summarize the nature of electricity, why energy storage is useful, present the combined MPH and solar PV production design, present how the actual design will be built and operated in a sustainable manner, how the project could be funded, and how the project could be used in STEM related activities.

  7. Salt tectonics and structural styles in the deep-water province of the Cabo Frio Region, Rio de Janeiro, Brazil

    The Cabo Frio region, offshore Rio de Janeiro, lies between two of the most prolific Brazilian oil provinces, the Campos and Santos basins. Major geologic features have been identified using a multidisciplinary approach integrating seismic, gravity, petrographic, and borehole data. The Cabo Frio frontier region is characterized by marked changes in stratigraphy and structural style and is unique among the Brazilian marginal basins. Major geologic features include the deflection of the coastline and pre-Aptian hings line from northeast to east; a large east-striking offshore graben related to salt tectonics; a northwest-trending lineament extending from oceanic crust to the continent; basement-involved landward-dipping (antithetic) normal faults in shallow water; a stable platform in the southern Campos Basin; a thick sequence of postbreakup intrusive and extrusive rocks; and, near the Santos Basin, a mobilized sequence of deep-water postrift strata affected by landward-dipping listric normal faults. These faults are unusual in salt-related passive margins in that they dip landward, apparently detach on the Aptian salt, and show large late Tertiary offsets. Locally, the older sequences do not show substantial growth in the downthrown blocks. South of the Rio de Janeiro coast, a phenomenal landward-dipping fault system detaches blocks of the Albian platform to the north and, to the south, coincides with the depositional limit of the Albian platform. Two end-member processes of salt tectonics in the Cabo Frio region result in either synthetic or antithetic basal shear along the fault weld under the overburden: (1) thin-skinned processes, in which the listric faults were caused by salt flow in response to gravity forces related to massive clastic progradation from the continent; and (2) thick-skinned processes, in which faulting was indirectly triggered by diastrophic causes or disequilibrium in the basement topography.

    Hydraulic and Clean-in-Place Evaluations for a 12.5 cm Annular Centrifugal Contactor at the INL Troy G. Garn, Dave H. Meikrantz, Nick R. Mann, Jack D. Law, Terry A. Todd Idaho National Laboratory Commercially available, Annular Centrifugal Contactors (ACC) are currently being evaluated for processing dissolved nuclear fuel solutions to selectively partition integrated elements using solvent extraction technologies. These evaluations include hydraulic and clean-in-place (CIP) testing of a commercially available 12.5 cm unit. Data from these evaluations is used to support design of future nuclear fuel reprocessing facilities. Hydraulic testing provides contactor throughput performance data on two-phase systems for a wide range of operating conditions. Hydraulic testing results on a simple two-phase oil and water system followed by a 30 % Tributyl phosphate in N-dodecane / nitric acid pair are reported. Maximum total throughputs for this size contactor ranged from 20 to 32 liters per minute without significant other phase carryover. A relatively new contactor design enhancement providing Clean-in-Place capability for ACCs was also investigated. Spray nozzles installed into the central rotor shaft allow the rotor internals to be cleaned, offline. Testing of the solids capture of a diatomaceous earth/water slurry feed followed by CIP testing was performed. Solids capture efficiencies of >95% were observed for all tests and short cold water cleaning pulses proved successful at removing solids from the rotor.

The waste-pickers contribute to waste management to the city. - Abstract: The objective of this study is to discuss the role of networks formed of waste-picker cooperatives in ameliorating problems of final disposal of solid waste in the city of Rio de Janeiro, since the citys main landfill will soon have to close because of exhausted capacity. However, it is estimated that in the city of Rio de Janeiro there are around five thousand waste-pickers working in poor conditions, with lack of physical infrastructure and training, but contributing significantly by diverting solid waste from landfills. According to the Sustainable Development Indicators (IBGE, 2010a,b) in Brazil, recycling rates hover between 45% and 55%. In the municipality of Rio de Janeiro, only 1% of the waste produced is collected selectively by the government (COMLURB, 2010), demonstrating that recycling is mainly performed by waste-pickers. Furthermore, since the recycling market is an oligopsony that requires economies of scale to negotiate directly with industries, the idea of working in networks of cooperatives meets the demands for joint marketing of recyclable materials. Thus, this work presents a method for creating and structuring a network of recycling cooperatives, with prior training for working in networks, so that the expected synergies and joint efforts can lead to concrete results. We intend to demonstrate that it is first essential to strengthen the waste-pickers cooperatives in terms of infrastructure, governance and training so that solid waste management can be environmentally, socially and economically sustainable in the city of Rio de Janeiro.

  11. Geology and chemical analyses of coal, Mesaverde Group (Cretaceous), Lower White River coal field, Moffat and Rio Blanco Counties, Colorado

    The Lower White River coal field comprises an area of approximately 930 square miles underlain by coal-bearing strata in Moffat and Rio Blanco Counties, northwestern Colorado (Landis, 1959; Hornbaker and others, 1976). The field lies along the northwestern edge of the Piceance Creek basin near the Utah border. Significant coal deposits in the Lower White River field occur in the Mesaverda Group of Late Cretaceous age; original resources are estimated to be as much as 11,763 million short tons to a depth of 6000 feet (Hornbaker and others, 1976). A total of 13 samples of coal (10 core samples and 3 samples of drill cuttings) were collected from five drill holes in the northwestern part of the Lower White River field during exploratory drilling conducted by the US Geological Survey in 1976 (see Garrigues, 1976; Barnum and others, 1977). These samples represent several coal beds in the middle part of the Mesaverde Group. Table 1 gives brief descriptions of the samples; the general geology of the area and sample localities are shown in figure 2.

  12. Development of NZP ceramic based {open_quotes}cast-in-place{close_quotes} diesel engine port liners

    BSX (Ba{sub 1+x}Zr{sub 4}P{sub 6-2x}Si{sub 2x}O{sub 24}) and CSX (Ca{sub l-x}Sr{sub x}Zr{sub 4}P{sub 6}O{sub 24}) type NZP ceramics were fabricated and characterized for: (i) thermal properties viz., thermal conductivity, thermal expansion, thermal stability and thermal shock resistance; (ii) mechanical properties viz., flexure strength and elastic modulus; and (iii) microstructures. Results of these tests and analysis indicated that the BS-25 (x=0.25 in BSX) and CS-50 (x=0.50 in CSX) ceramics had the most desirable properties for casting metal with ceramic in place. Finite element analysis (FEA) of metal casting (with ceramic in place) was conducted to analyze thermomechanical stresses generated and determine material property requirements. Actual metal casting trials were also conducted to verify the results of finite element analysis. In initial trials, the ceramic cracked because of the large thermal expansion mismatch (hoop) stresses (predicted by FEA also). A process for introduction of a compliant layer between the metal and ceramic to alleviate such destructive stresses was developed. The compliant layer was successful in preventing cracking of either the ceramic or the metal. In addition to these achievements, pressure slip casting and gel-casting processes for fabrication of NZP components; and acoustic emission and ultrasonics-based NDE techniques for detection of microcracks and internal flaws, respectively, were successfully developed.

    Theoretical investigations to study the effect of doping of hetero-atoms on the growth and field emission properties of Carbon Nanotubes (CNTs) tip placed over a cylindrical surface in complex plasma have been carried out. A theoretical model incorporating kinetics of plasma species such as electron, ions, and neutral atoms including doping elements like nitrogen (N) and boron (B) and energy balance of CNTs in a complex plasma has been developed. The effect of doping elements of N and B on the growth of CNTs, namely, the tip radius has been carried out for typical glow discharge plasma parameters. It is found that N and B as doping elements affect the radius of CNTs extensively. We obtain small radii of CNT doped with N and large radius of CNT doped with B. The field emission characteristics from CNTs have therefore been suggested on the basis of results obtained. Some of theoretical results are in compliance with the existing experimental observations.

  15. Phase mixing of upper hybrid oscillations in a cold inhomogeneous plasma placed in an inhomogeneous magnetic field

    We study phase mixing/wave breaking phenomena of upper hybrid modes in a cold inhomogeneous plasma placed in an inhomogeneous magnetic field. Inhomogeneities both in the background ion density and magnetic field profile are treated as periodic in space but independent in time. The Lagrangian fluid description is employed to obtain an exact solution of this fully nonlinear problem. It is demonstrated that the upper hybrid modes, excited by an initial local charge imbalance, break via phase mixing, induced by the inhomogeneities. It is also shown that it is possible to avoid phase mixing in excited upper hybrid oscillations in an inhomogeneous plasma containing a finite amplitude ion density fluctuation. The choice of external magnetic field is shown to have a key role in avoiding phase mixing in such oscillations. The relevance of our investigation regarding the particle acceleration in an inhomogeneous plasma has also been discussed.

    The axial and transverse radiation forces on a fluid sphere placed arbitrarily in the acoustical field of Bessel beams of standing waves are evaluated. The three-dimensional components of the time-averaged force are expressed in terms of the beam-shape coefficients of the incident field and the scattering coefficients of the fluid sphere using a partial-wave expansion (PWE) method. Examples are chosen for which the standing wave field is composed of either a zero-order (non-vortex) Bessel beam, or a first-order Bessel vortex beam. It is shown here, that both transverse and axial forces can push or pull the fluid sphere to an equilibrium position depending on the chosen size parameter ka (where k is the wave-number and a the spheres radius). The corresponding results are of particular importance in biophysical applications for the design of lab-on-chip devices operating with Bessel beams standing wave tweezers. Moreover, potential investigations in acoustic levitation and related applications in particle rotation in a vortex beam may benefit from the results of this study. -- Highlights: The axial and transverse forces on a fluid sphere in acoustical Bessel beams tweezers are evaluated. The attraction or repulsion to an equilibrium position in the standing wave field is examined. Potential applications are in particle manipulation using standing waves.

Limited budgets, cost effectiveness, risk factors, and accessibility impact the type and the extent of measures that can be implemented feasibly to achieve energy savings goals. Group home retrofits can face additional challenges than those in single family homes – such as reduced access (occupant-in-place restrictions) and lack of incentives for occupant behavioral change. This project studies the specification, implementation, and energy savings from an EER in a group home, with an energy savings goal of 30%. This short term test report chronicles the retrofit measures specified, their projected cost effectiveness using building energy simulations, and the short term test results that were used to characterize pre-retrofit and post-retrofit conditions. Additionally, the final report for the project will include analysis of pre- and post-retrofit performance data on whole building energy use, and an assessment of the energy impact of occupant interface with the building (i.e., window operation). Ultimately, the study’s results will be used to identify cost-effective EER measures that can be implemented in group homes, given constraints that are characteristic of these buildings. Results will also point towards opportunities for future energy savings.

    Product origin is of great importance for consumers especially because its association in consumer's perception with food quality, freedom from disease or pollution. Stable isotope ratio analysis is a powerful technique in food authenticity and traceability control which has been introduced within the European wine industry to ensure authenticity of wine provenance and to detect adulteration. Isotopic ratios measurements have also been successfully to other food commodities like: fruit juices, honey and dairy foods. The δ{sup 18}O and δ{sup 2}H content in milk water reflects the isotope composition of the ground water drunk by animals. Seasonal effects are also very important: in summer, milk water contains higher δ{sup 18}O and δ{sup 2}H values due to the fresh plants that are ate by animals. Relative carbon stable isotope abundances in total milk reflect the isotopic composition of the diet fed to the dairy cows. In this study the hydrogen, oxygen and carbon isotopic composition of 15 milk samples coming from a unit placed in the mountains of Transylvania was investigated. The distribution of the obtained isotopic values was than discussed taking into account that all the animals were feed with the same type of forage and consumed water was taken from the same source.

  1. Determination of the original-gas-in-place and aquifer properties in a water-drive reservoir by optimization technique

    The purpose of this study was to estimate the original-gas-in-place (OGIP) of a water-drive reservoir using optimization algorithm for Port Arthur field, Texas, US. The properties of the associate aquifer were also obtained. The good agreement, between the results from this study and those from simulation study, would be demonstrated in this paper. In this study, material balance equation for a gas reservoir and van Everdingen-Hurst model for an aquifer were solved simultaneously to calculate cumulative gas production. The result was then compared with cumulative gas production measured in the field that observed at each pressure. The following parameters were manually adjusted to obtain: OGIP, thickness of the aquifer, water encroachment angle, ratio of aquifer to reservoir radius, and aquifer`s permeability. The procedure was then applied with simplex technique, an optimization algorithm, to adjust parameters automatically. When the difference between cumulative gas production calculated and observed was minimal, the parameters used in the model would be the results obtained. A water-drive gas reservoir, ``C`` sand gas reservoir in Port Arthur field, which had produced for about 12 years, was analyzed successfully. The results showed that the OGIP of 60.6 BCF estimated in this study was favorably compared with 56.2 BCF obtained by a numerical simulator in other study. In addition, the aquifer properties that were unavailable from the conventional plotting method can be estimated from this study. The estimated aquifer properties from this study were compared favorably with the core data.

To examine these policy options, trends in solid waste quantities and associated GHG emissions are derived. Three alternative policy scenarios are evaluated in terms of effectiveness, technology, and economics and conclusions posited regarding optimal strategies for Brazil to implement. These scenarios are been building on the guidelines for national inventories of GHG emissions (IPCC, 2006) and adapted to Brazilian states and municipalities boundaries. Based on the results, it is possible to say that the potential revenue from products of solid waste management is more than sufficient to transform the current scenario in this country into one of financial and environmental gains, where the negative impacts of climate change have created a huge opportunity to expand infrastructure for waste management.

    Business, industry, parks, nature settings, government infrastructure, and people, can be invaluable resources for connecting STEM curriculum within context which results in conditions ideal for promoting purposeful learning of authentic STEM content. Thus, community-based STEM resources offer ideal context for teaching STEM content. A benefit of focusing teacher attention on these contextual, content aligned resources is that they are in every community; making place-based STEM education a possibility, regardless of the location of STEM teaching and learning. Further, associating STEM teaching and learning with local resources addresses workforce development and the STEM pipeline by exposing students to STEM careers and applications in their local communities. The desire to align STEM teaching and learning with local STEM related resources guided the design of our week-long integrated STEM K-12 teacher professional development (PD) program, i-STEM. We have completed four years of our i-STEM PD program and have made place-based STEM a major emphasis of our curriculum. This report focuses on the data collected in the fourth year of our program. Our week-long i-STEM PD served over 425 educators last summer (2013), providing them with in depth theme-based integrated STEM short courses which were limited to an average of 15 participants and whole group plenary sessions focused around placed based integrated STEM, inquiry, engineering design, standards and practices of Common Core and 21st Century skills. This state wide PD was distributed in five Idaho community colleges and took place over two weeks. The STEM short courses included topics on engineering for sustainability, using engineering to spark interest in STEM, municipal water systems, health, agriculture, food safety, mining, forestry, energy, and others. Integral to these short courses were field trips designed to connect the K-12 educators to the resources in their local communities that could be leveraged for teaching integrated STEM and provide a relevant context for teaching STEM content. Workplace presentations made by place-based STEM experts and provided teachers field trips to place-base STEM industries and business such as manufacturing plants, waste water treatment systems, mines, nature parks, food processing plants, research, hospitals, and laboratory facilities. We researched the 425 participants’ conceptions of place-based STEM prior to and after their taking part in the summer institutes, which included fieldtrips. Our findings revealed substantial increase in our participants’ knowledge, interest, and plans to use place-based resources for teaching integrated STEM. We detail the data analysis and provide a theoretical foundation and justification for the importance of place-based STEM to address the STEM pipeline for the future workforce.

    Cyclical flooding of the Rio Grande and movement of floodwater into distributary channels formerly constituted significant freshwater input into the marshes of the Rio Grande Delta, but dams and flood control projects have eliminated this source of freshwater. The marshes are now dependent on rainfall alone for freshwater input and may be experiencing significant change in species of vegetation, abundance and patterns of distribution. Unfortunately, little is known of the ecology of these marshes. As a first step in providing needed information, multispectral videography was used to distinguish species composition and patterns of zonation in a brackish water marsh at Laguna Atascosa National Wildlife Refuge, Cameron County, Texas. The line intercept method of vegetation analysis provided ground truth and quantified species distribution and abundance. The vegetation of a typical brackish water marsh is organized into three zones along an elevation gradient. At the lowest elevations there is a distinct zone dominated by maritime saltwort, Batis maritime. At the lowest elevations in this zone where rainwater remains the longest, stands of California bulrush, Scirpus californicus, occur. An intermediate zone supports shoregrass, Monanthochloe littoralis, as the dominant species. A third (highest) zone is dominated by Gulf cordgrass, Spartina spartinae. The upper margin of this zone grades gradually into a shrub-grassland community that occurs on lomas (clay dunes). Each of the zones is distinguished by a distinctive signature in the multispectral videography. The Batis maritime community has a bright pink to red image response. Monanthochloe littoralis has a dark brown color and Spartina spartinae has a light gray to pinkish-tan color. Brackish water marshes may be distinguished from saltwater marshes by the relative positions of the Monanthochloe littoralis and Spartina spartinae communities, but additional data are needed before this possibility is confirmed.

    A study was made of the geological, geochemical and geophysical characteristics of potential geothermal areas in the Rio Grande rift and Basin and Range province of New Mexico. Both regional and site-specific information is presented. Data was collected by: (1) reconnaissance and detailed geologic mapping, emphasizing Neogene stratigraphy and structure; (2) petrologic studies of Neogene igneous rocks; (3) radiometric age-dating; (4) geochemical surveying, including regional and site-specific water chemistry, stable isotopic analyses of thermal waters, whole-rock and mineral isotopic studies, and whole-rock chemical analyses; and (5) detailed geophysical surveys, using electrical, gravity and magnetic techniques, with electrical resistivity playing a major role. Regional geochemical water studies were conducted for the whole state. Integrated site-specific studies included the Animas Valley, Las Cruces area (Radium Springs and Las Alturas Estates), Truth or Consequences region, the Albuquerque basin, the San Ysidro area, and the Abiquiu-Ojo Caliente region. The Animas Valley and Las Cruces areas have the most significant geothermal potential of the areas studied. The Truth or Consequences and Albuquerque areas need further study. The San Ysidro and Abiquiu-Ojo Caliente regions have less significant geothermal potential. 78 figs., 16 tabs.

    The in vivo subcellular localization of Mal de Rio Cuarto virus (MRCV, Fijivirus, Reoviridae) non-structural proteins fused to GFP was analyzed by confocal microscopy. P5-1 showed a cytoplasmic vesicular-like distribution that was lost upon deleting its PDZ binding TKF motif, suggesting that P5-1 interacts with cellular PDZ proteins. P5-2 located at the nucleus and its nuclear import was affected by the deletion of its basic C-termini. P7-1 and P7-2 also entered the nucleus and therefore, along with P5-2, could function as regulators of host gene expression. P6 located in the cytoplasm and in perinuclear cloud-like inclusions, was driven to P9-1 viroplasm-like structures and co-localized with P7-2, P10 and {alpha}-tubulin, suggesting its involvement in viroplasm formation and viral intracellular movement. Finally, P9-2 was N-glycosylated and located at the plasma membrane in association with filopodia-like protrusions containing actin, suggesting a possible role in virus cell-to-cell movement and spread.

    A portable instrument has been developed to assess the functionality of filter sand o-rings on nuclear material storage canisters, without requiring removal of the canister lid. Additionally, a set of fifteen filter standards were procured for verifying aerosol leakage and pressure drop measurements in the Los Alamos Filter Test System. The US Department of Energy uses several thousand canisters for storing nuclear material in different chemical and physical forms. Specialized filters are installed into canister lids to allow gases to escape, and to maintain an internal ambient pressure while containing radioactive contaminants. Diagnosing the condition of container filters and canister integrity is important to ensure worker and public safety and for determining the handling requirements of legacy apparatus. This report describes the In-Place-Filter-Tester, the Instrument Development Plan and the Instrument Operating Method that were developed at the Los Alamos National Laboratory to determine the “as found” condition of unopened storage canisters. The Instrument Operating Method provides instructions for future evaluations of as-found canisters packaged with nuclear material. Customized stainless steel canister interfaces were developed for pressure-port access and to apply a suction clamping force for the interface. These are compatible with selected Hagan-style and SAVY-4000 storage canisters that were purchased from NFT (Nuclear Filter Technology, Golden, CO). Two instruments were developed for this effort: an initial Los Alamos POC (Proof-of-Concept) unit and the final Los Alamos IPFT system. The Los Alamos POC was used to create the Instrument Development Plan: (1) to determine the air flow and pressure characteristics associated with canister filter clogging, and (2) to test simulated configurations that mimicked canister leakage paths. The canister leakage scenarios included quantifying: (A) air leakage due to foreign material (i.e. dust and hair) fouling of o-rings, (B) leakage through simulated cracks in o-rings, and (C) air leakage due to inadequately tightened canister lids. The Los Alamos POC instrument determined pertinent air flow and pressure quantities, and this knowledge was used to specify a customized Isaac® (Z axis, Salt Lake City, UT) leak test module. The final Los Alamos IPFT (incorporating the Isaac® leak test module) was used to repeat the tests in the Instrument Development Plan (with simulated filter clogging tests and canister leak pathway tests). The Los Alamos IPFT instrument is capable of determining filter clogging and leak rate conditions, without requiring removal of the container lid. The IPFT measures pressure decay rate from 1.7E-03 in WC/sec to 1.7E-01 in WC/sec. On the same unit scale, helium leak testing of canisters has a range from 5.7E-07 in WC/sec to 1.9E-03 in WC/sec. For a 5-quart storage canister, the IPFT measures equivalent leak flow rates from 0.03 to 3.0 cc/sec. The IPFT does not provide the same sensitivity as helium leak testing, but is able to gauge the assembled condition of as-found and in-situ canisters.

    The 1992 Framework Convention on Climate Change created the basic international architecture for addressing climate change. That treaty was negotiated at a time when the research literature examining emissions mitigation and the role of energy technology was relatively limited. In the two subsequent decades a great deal has been learned. The problem of stabilizing the concentration of greenhouse gases in the atmosphere has proved far more difficult than envisioned in 1992 and the role of technology appears even more important when emissions mitigation strategies are co-developed in the context of multiple competing ends.

    Turn the lights on when you enter a room, then turn the lights off when you leave. Most of us repeat this sequence many times each day, and never give it another thought. But that seemingly simple light switch on the wall connects us to one of the most complex systems in the world: the electrical grid. Most of the United States is served by a highly reliable and adequate supply of electrical power, which is distributed through a grid of thousands of miles of electricity-transmission lines. However, as the electricity-supply infrastructure ages and consumer demand for electricity grows, the capacity to deliver electrical power hasn't kept pace with demand, and upgrading the electrical-transmission grid has become a more pressing need. From 1988-1998, demand for transmission grew by 30 percent while transmission grew by only 15 percent. From 1999-2009, demand grew by 20 percent and transmission by only 3 percent Despite a short-term decline related to the economic downturn and improved efficiency, U.S. energy consumption is expected to increase by 14 percent between 2008 and 2035. This growth will drive the need to develop viable routes for new transmission lines. Because transmission lines extend over large distances, they typically cross many federal, tribal, state, local and private land jurisdictions, each with a complex and varying set of siting issues and land-management practices. And as the existing grid needs improvement to meet growing demand, the U.S. is rapidly developing renewable energy sources, particularly solar and wind energy, often in areas far removed from existing electricity-transmission infrastructure and energy-consumption areas.

    In an era of increasingly complex technology, some of the atmospheric quantities most difficult to measure and observe are yielding their secrets to increasingly complex instruments and combinations of instruments. For example, water vapor profiles, a long-time nemesis to detailed examination, have become measurable with the use of Raman lidar; temperature profile measurements are becoming relatively routine with radio acoustic sounding systems (RASSs) or infrared Fourier transform instrumentation such as the atmospheric emitted radiance interferometer (AERI); and radar, lidar, or combinations of the two are enabling wind profile measurements to increasing altitudes. What, then, is the role of the relatively pedestrian sodar in such an era? Because the sodar's propagation speed in the atmosphere is six orders of magnitude smaller than that of its electromagnetic counterparts (3 x 10{sup 2} vs. 3 x 10{sup 8} m/s), severely limiting its rate of interrogation, and because the sodar's signal limit frequency modulation techniques, many high-technology advances associated with enormous increases in computation speed and available memory have had relatively little direct impact on acoustic remote sensing. However, the principal elements of acoustic remote sensing continue to make it a useful, even essential, tool for obtaining a better understanding of the physics of the lower atmosphere. The sodar's ''slow'' propagation speed provides relatively easy access to the region between 10 m and several hundred meters above the surface that is often inaccessible to other instruments. This is the region of the atmosphere where conditions often change radically with height, the ''matching'' region between large-scale forcing and small-scale surface heterogeneities that can have large effects on human activity. The atmosphere provides signals for sodars that are rich in content because the phase speed of sound is dependent on the atmosphere itself and is tied directly to the atmosphere's temperature and wind structure. Hence, the signals from acoustic remote sensing instruments can provide boundary conditions crucial for the proper operation of numerical models of the atmosphere whose output is becoming increasingly important in individual and business decision making.

    The Solid Waste Authority of Palm Beach County (SWA) manages a waste-to-energy facility and landfill adjacent to a site which, during the 1985 Florida drought, served as the largest communal Snail Kite (Rostrhamus sociabilis plumbeus) roost documented in the United States. Listed as an endangered species, the Snail Kite initiated a Section 7 consulation process as a USCOAE Dredge & Fill permit was sought for construction in 1987. In response to environmental permit requirements, SWA developed and implemented a Wildlife Conservation & Management Program which evaluated the roost`s response to activities associated with site development. Specifically, a seven-year bird monitoring program was conducted on kite usage of this roost from 1987-1993. Impact assessment was expanded to include monitoring the mixed-species wading bird colony which inhabits the same roosting area. Monitoring at the community level serves as a better environmental indicator because Snail Kites are nomadic and respond to regional water level changes. This paper gives an overview of the environmental concerns and approach taken to monitor the roost, describes the different components of the bird monitoring program, and summarizes the findings of the 7-year data collection. An evaluation of the SWA project with regards to impacts on Snail Kite and wading bird usage of the area is also discussed.

    The Boomerang Nebula is the coldest known object in the universe, and an extreme member of the class of pre-planetary nebulae, objects which represent a short-lived transitional phase between the asymptotic giant branch and planetary nebula evolutionary stages. Previous single-dish CO (J = 1-0) observations (with a 45'' beam) showed that the high-speed outflow in this object has cooled to a temperature significantly below the temperature of the cosmic background radiation. Here we report the first observations of the Boomerang Nebula with ALMA in the CO J = 2-1 and J = 1-0 lines to resolve the structure of this ultra-cold nebula. We find a central hourglass-shaped nebula surrounded by a patchy, but roughly round, cold high-velocity outflow. We compare the ALMA data with visible-light images obtained with the Hubble Space Telescope and confirm that the limb-brightened bipolar lobes seen in these data represent hollow cavities with dense walls of molecular gas and dust producing both the molecular-emission-line and scattered-light structures seen at millimeter and visible wavelengths. The large diffuse biconical shape of the nebula seen in the visible wavelength range is likely due to preferential illumination of the cold, high-velocity outflow. We find a compact source of millimeter-wave continuum in the nebular waist—these data, together with sensitive upper limits on the radio continuum using observations with ATCA, indicate the presence of a substantial mass of very large (millimeter-sized) grains in the waist of the nebula. Another unanticipated result is the detection of CO emission regions beyond the ultra-cold region which indicate the re-warming of the cold gas, most likely due to photoelectric grain heating.

    Concrete slabs represent the primary foundation type in residential buildings in the fast-growing markets throughout the southern and southwestern United States. Nearly 75% of the 2005 U.S. population growth occurred in these southern tier states. Virtually all of these homes have uninsulated slab perimeters that transfer a small, but steady, flow of heat from conditioned space to outdoors during the heating season. It is estimated that new home foundations constructed each year add 0.016 quads annually to U.S. national energy consumption; we project that roughly one quarter of this amount can be attributed to heat loss through the slab edge and the remaining three quarters to deep ground transfers, depending upon climate. With rising concern over national energy use and the impact of greenhouse gas emissions, it is becoming increasingly imperative that all cost-effective efforts to improve building energy efficiency be implemented. Unlike other building envelope components that have experienced efficiency improvements over the years, slab edge heat loss has largely been overlooked. From our vantage point, a marketable slab edge insulation system would offer significant benefits to homeowners, builders, and the society as a whole. Conventional slab forming involves the process of digging foundation trenches and setting forms prior to the concrete pour. Conventional wood form boards (usually 2 x 10's) are supported by vertical stakes on the outer form board surface, and by supporting 'kickers' driven diagonally from the top of the form board into soil outside the trench. Typically, 2 x 10's can be used only twice before they become waste material, contributing to an additional 400 pounds of construction waste per house. Removal of the form boards and stakes also requires a follow-up trip to the jobsite by the concrete subcontractor and handling (storage/disposal) of the used boards. In the rare cases where the slab is insulated (typically custom homes with radiant floor heating), the most practical insulation strategy is to secure rigid foam insulation, such as Dow Styrofoam{trademark}, to the inside of the wooden slab edge forms. An alternative is to clad insulation to the perimeter of the slab after the slab has been poured and cured. In either case, the foam must have a 'termite strip' that prevents termites from creating hidden tunnels through or behind the foam on their way to the wall framing above. Frequently this termite strip is a piece of sheet metal that must be fabricated for each project. The above-grade portion of the insulation also needs to be coated for appearance and to prevent damage from construction and UV degradation. All these steps add time, complexity, and expense to the insulating process.

    The majority of the sedimentary structures in the channel sands of the Orinoco River are planar cross-strata that are products of sand-wave deposition. Sands in these deposits are mostly medium-grained. Eolian dunes form on top of the sand waves when they are exposed to the trade winds at low river stages. The windblown sands are typically fine-grained.

    In October, 1986, the US Bureau of Land Management, White River Resource Area, issued the Final Environmental Impact Statement concerning Rio Blanco Oil Shale Company's request to lease an offtract site for disposal of overburden and spent shale from Tract C-a. A major issue which pitted Rio Blanco Oil Shale Company against many other members of the oil shale community was the covering up of oil shale resources on 84 Mesa. The oil shale resource under 84 Mesa may contain as much oil in place as Tract C-a itself. Some of the significant points concerning this issue are discussed. A summary of environmental consequences is given. 5 figures.

    The US Department of Energy`s Hanford Site encompasses an area of 560 square miles on the Columbia River in southeastern Washington. Since 1943, the Hanford Site has existed as a protected area for activities primarily related to the production of radioactive materials for national defense uses. For cultural resources on the Hanford Site, establishment of the nuclear reservation as a high security area, with public access restricted, has resulted in a well-protected status, although no deliberate resource protection measures were in effect to mitigate effects of facilities construction and associated activities. Thus, the Hanford Site contains an extensive record of aboriginal archaeological sites and Native American cultural properties, along with pre-Hanford Euro-American sites (primarily archaeological in nature with the removal of most pre-1943 structures), and a considerable number of Manhattan Project/Cold War era buildings and structures. The recent mission change from production to clean up and disposal of DOE lands created a critical need for development and implementation of new and different cultural resource management strategies. DOE-RL has undertaken a preservation planning effort for the Hanford Site. The intent of this Plan is to enable DOE-RL to organize data and develop goals, objectives, and priorities for the identification, evaluation, registration, protection, preservation, and enhancement of the Site`s historical and cultural properties. Decisions made about the identification, evaluation, registration and treatment of historic properties are most aptly made when relationships between individual properties and other similar properties are considered. The historic context and the multiple property documentation (NTD) process provides DOE-RL the organizational framework for these decisions. Once significant patterns are identified, contexts developed, and expected properties are defined, the NTD process provides the foundation for future decisions concerning the management of significant cultural resources on the Hanford Site.

    The purpose of this study was to evaluate the performance of cementitious high carbon fly ash (CHCFA) stabilized recycled asphalt pavement as a base course material in a real world setting. Three test road cells were built at MnROAD facility in Minnesota. These cells have the same asphalt surface layers, subbases, and subgrades, but three different base courses: conventional crushed aggregates, untreated recycled pavement materials (RPM), and CHCFA stabilized RPM materials. During and after the construction of the three cells, laboratory and field tests were carried out to characterize the material properties. The test results were used in the mechanistic-empirical pavement design guide (MEPDG) to predict the pavement performance. Based on the performance prediction, the life cycle analyses of cost, energy consumption, and greenhouse gasses were performed. The leaching impacts of these three types of base materials were compared. The laboratory and field tests showed that fly ash stabilized RPM had higher modulus than crushed aggregate and RPM did. Based on the MEPDG performance prediction, the service life of the Cell 79 containing fly ash stabilized RPM, is 23.5 years, which is about twice the service life (11 years) of the Cell 77 with RPM base, and about three times the service life (7.5 years) of the Cell 78 with crushed aggregate base. The life cycle analysis indicated that the usage of the fly ash stabilized RPM as the base of the flexible pavement can significantly reduce the life cycle cost, the energy consumption, the greenhouse gases emission. Concentrations of many trace elements, particularly those with relatively low water quality standards, diminish over time as water flows through the pavement profile. For many elements, concentrations below US water drinking water quality standards are attained at the bottom of the pavement profile within 2-4 pore volumes of flow.

    We present the first measurement of the spatial clustering of mid-infrared-selected obscured and unobscured quasars, using a sample in the redshift range 0.7 < z < 1.8 selected from the 9 deg{sup 2} Booetes multiwavelength survey. Recently, the Spitzer Space Telescope and X-ray observations have revealed large populations of obscured quasars that have been inferred from models of the X-ray background and supermassive black hole evolution. To date, little is known about obscured quasar clustering, which allows us to measure the masses of their host dark matter halos and explore their role in the cosmic evolution of black holes and galaxies. In this study, we use a sample of 806 mid-infrared-selected quasars and {approx}250,000 galaxies to calculate the projected quasar-galaxy cross-correlation function w{sub p} (R). The observed clustering yields characteristic dark matter halo masses of log(M{sub halo} [h {sup -1} M{sub sun}]) = 12.7{sup +0.4}{sub -0.6} and 13.3{sup +0.3}{sub -0.4} for unobscured quasars (QSO-1s) and obscured quasars (Obs-QSOs), respectively. The results for QSO-1s are in excellent agreement with previous measurements for optically selected quasars, while we conclude that the Obs-QSOs are at least as strongly clustered as the QSO-1s. We test for the effects of photometric redshift errors on the optically faint Obs-QSOs, and find that our method yields a robust lower limit on the clustering; photo-z errors may cause us to underestimate the clustering amplitude of the Obs-QSOs by at most {approx}20%. We compare our results to previous studies, and speculate on physical implications of stronger clustering for obscured quasars.

  12. Looking For Value in All The Wrong Places. Toward Expanded Consideration of Green and High Performance Attributes in Non-residential Property Appraisals in the United States

    Large numbers of commercial buildings have sought to improve their energy and environmental performance, with half of all leasable U.S. offices now designated at some level of “green”. All proper/es fall somewhere on the green/high-­performance spectrum (above and below average) whether or not they bear a formal label or ra/ng.1 Variations in the level of performance can either positively or negatively influence value. This component of value can be shaped by many factors, from utility costs to tenant/owner preferences that translate into income (rent levels, vacancy rates, lease-­up /mes, etc.). Occupant perceptions of indoor environmental quality are another potential influence on value. While there has been little uptake of this thinking by practicing appraisers, the increased prevalence of green/HP practices combined with concerns about appraiser competency are compelling the industry to adapt their traditional techniques to this new driver of value. However, the overly narrow focus of policymakers on appraisal of labeled or rated exemplary buildings (e.g., LEED or ENERGY STAR Certified) represents a significant missed opportunity. Any level of green or energy performance can in fact influence value, including below-­average performance (a.k.a. “brown discount”), irrespec/ve of whether or not the building has been formally rated. Another surmountable challenge is the limitations to non-­appraisers’ understanding of the appraisal process (and constraints therein). A crucial byproduct of this is unrealistic expectations of what appraisers can and will do in the marketplace. This report identifies opportunities for catalyzing improvement of the green/HP appraisal process, which apply to all involved actors—from owner, report-­ordering client, the appraiser, and the appraisal reviewer—and fostering more demand for appraisals that recognize green/HP property attributes. The intended audience is primarily the public policy community and other stakeholders outside the formal appraisal community who can contribute to the broader effort to advance professional practces. The discussion begins with a descripton of the appraisal process and the points at which green/HP consideratons can enter the analysis. A series of major barriers to better practces are identfied along with approaches to reducing them.

    In 2010 life test of three LEU (19.7%) lead test assemblies (LTA) is expected in the existing WWR-K reactor core with regular WWR-C-type fuel assemblies and a smaller core with a beryllium insert. Preliminary analysis of test safety is to be carried out. It implies reconstruction of the reactor core history for last three years, including burnup calculation for each regular fuel assembly (FA), as well as calculation of characteristics of the test core. For the planned configuration of the test core a number of characteristics have been calculated. The obtained data will be used as input for calculations on LTA test core steady-state thermal hydraulics and on transient analysis.

    The Salt Lake City Area (SLCA) office of the Western Area Power Administration (Western) is responsible for marketing the capacity and energy generated by the Colorado Storage, Collbran, and Rio Grande hydropower projects. These federal resources are collectively called the Salt Lake City Area Integrated Projects (SLCA/IP). In recent years, stringent operational limitations have been placed on several of these hydropower plants including the Glen Canyon Dam, which accounts for approximately 80% of the SLCA/IP resources. Operational limitations on SLCA/IP hydropower plants continue to evolve as a result of decisions currently being made in the Glen Canyon Dam Environmental Impact Statement (EIS) and the Power Marketing EIS. To analyze a broad range of issues associated with many possible future operational restrictions, Argonne National Laboratory (ANL), with technical assistance from Western has developed the Hydro LP (Linear Program) Model. This model simulates hourly operations at SLCA/IP hydropower plants for weekly periods with the objective of maximizing Western`s net revenues. The model considers hydropower operations for the purpose of serving SLCA firm loads, loads for special projects, Inland Power Pool (IPP) spinning reserve requirements, and Western`s purchasing programs. The model estimates hourly SLCA/IP generation and spot market activities. For this paper, hourly SLCA/IP hydropower plant generation is simulated under three operational scenarios and three hydropower conditions. For each scenario an estimate of Western`s net revenue is computed.

    Environmental concerns have very much influenced operations at Riocell's pulp and paper mill in Guaiba, Brazil. Celso Foelkel, environmental and technical director, refers to it as a minimal environmental impact mill that's moving toward becoming a zero impact mill. In many cases, Riocell has developed simple methods to reduce or recycle 99.7% of the 15,000 tons/month of solid residue it generates. It uses composted mill waste to renourish the soil of its plantations, though most of the organic fertilizer produced is sold to local farmers for agricultural use. About half of the solid residue is converted to agricultural use, especially as organic fertilizers. Sawdust is used as fuel or as bedding for poultry. Another 40% goes to industrial uses such as cement manufacturing. The rest is used as fill for the recovery of mined areas. Event the garbage from the mill is sorted and 85% is recycled. A new concern for the Riocell mill is a move toward placing taxes on the use of natural resources such as water. That's prompted the mill to look into going a step beyond tertiary treatment.   11. Gasbuggy Site Assessment and Risk Evaluation

    This report describes the geologic and hydrologic conditions and evaluates potential health risks to workers in the natural gas industry in the vicinity of the Gasbuggy, New Mexico, site, where the U.S. Atomic Energy Commission detonated an underground nuclear device in 1967. The 29-kiloton detonation took place 4,240 feet below ground surface and was designed to evaluate the use of a nuclear detonation to enhance natural gas production from the Pictured Cliffs Formation in the San Juan Basin, Rio Arriba County, New Mexico, on land administered by Carson National Forest. A site-specific conceptual model was developed based on current understanding of the hydrologic and geologic environment. This conceptual model was used for establishing plausible contaminant exposure scenarios, which were then evaluated for human health risk potential. The most mobile and, therefore, the most probable contaminant that could result in human exposure is tritium. Natural gas production wells were identified as having the greatest potential for bringing detonation-derived contaminants (tritium) to the ground surface in the form of tritiated produced water. Three exposure scenarios addressing potential contamination from gas wells were considered in the risk evaluation: a gas well worker during gas-well-drilling operations, a gas well worker performing routine maintenance, and a residential exposure. The residential exposure scenario was evaluated only for comparison; permanent residences on national forest lands at the Gasbuggy site are prohibited
