    Theoretical work on effective action expansion on an effective low; energy theory of hadron, dynamical symmetry breaking, and lattice gauge theories is described. The high-energy experimental group at Louisiana State University has analyzed data on a neutrino oscillation experiment at LAMPF. Preparations for the LSND neutrino experiment have stated.     The nature of this project is to equip and support research in nanoengineered systems for biomedical, bioenvironmental, and bioenergy applications. Funds provided by the Department of Energy (DoE) under this Congressional Directive were used to support two ongoing research projects at Louisiana Tech University in biomedical, bioenvironmental, and bioenergy applications. Two major projects (Enzyme Immobilization for Large Scale Reactors to Reduce Cellulosic Ethanol Costs, and Nanocatalysts for Coal and Biomass Conversion to Diesel Fuel) and to fund three to five additional seed projects were funded using the project budget. The project funds also allowed the purchase and repair of sophisticated research equipment that will support continued research in these areas for many years to come. Project funds also supported faculty, graduate students, and undergraduate students, contributing to the development of a technically sophisticated work force in the region and the State. Descriptions of the technical accomplishments for each funded project are provided. Biofuels are an important part of the solution for sustainable transportation fuel and energy production for the future. Unfortunately, the country's appetite for fuel cannot be satisfied with traditional sugar crops such as sugar cane or corn. Emerging technologies are allowing cellulosic biomass (wood, grass, stalks, etc.) to also be converted into ethanol. Cellulosic ethanol does not compete with food production and it has the potential to decrease greenhouse gas (GHG) emissions by 86% versus current fossil fuels (current techniques for corn ethanol only reduce greenhouse gases by 19%). Because of these advantages, the federal government has made cellulosic ethanol a high priority. The Energy Independence and Security Act of 2007 (EISA) requires a minimum production of at least 16 billion gallons of cellulosic ethanol by 2022. Indeed, the Obama administration has signaled an ambitious commitment of achieving 2 billion gallons of cellulosic ethanol by 2013. Louisiana is well positioned to become a national contributor in cellulosic ethanol, with an excellent growing season, a strong pulp/paper industry, and one of the nation's first cellulosic ethanol demonstration plants. Dr. Palmer in Chemical Engineering at Louisiana Tech University is collaborating with Drs. Lvov and Snow in Chemistry and Dr. Hegab in Mechanical Engineering to capitalize on these advantages by applying nanotechnology to improve the cellulosic ethanol processes. In many of these processes, expensive enzymes are used to convert the cellulose to sugars. The nanotechnology processes developed at Louisiana Tech University can immobilize these enzymes and therefore significantly reduce the overall costs of the process. Estimates of savings range from approximately $32 million at each cellulosic ethanol plant, to $7.5 billion total if the 16 billion gallons of cellulosic ethanol is achieved. This process has the advantage of being easy to apply in a large-scale commercial environment and can immobilize a wide variety or mixture of enzymes for production. Two primary objectives with any immobilization technique are to demonstrate reusability and catalytic activity (both reuse of the immobilized enzyme and reuse of the polymer substrate). The scale-up of the layering-by-layering process has been a focus this past year as some interesting challenges in the surface chemistry have become evident. Catalytic activity of cellulase is highly dependent upon how the feed material is pretreated to enhance digestion. Therefore, efforts this year have been performed this year to characterize our process on a few of the more prevalent pretreatment methods.

    The purpose of this report is to develop an engineering design package to protect the federal Emergency Management Agency (FEMA) National Radio System (FNARS) facilities from the effects of high-altitude electromagnetic pulses (HEMP). This report refers to the Louisiana State Emergency Operating Center (EOC) in Baton Rouge, Louisiana. This report addresses electromagnetic pulse (EMP) effects only, and disregards any condition in which radiation effects may be a factor. It has been established that, except for the source region of a surface burst, EMP effects of high-altitude bursts are more severe than comparable detonations in either air or surface regions. Any system hardened to withstand the more extreme EMP environment will survive the less severe conditions. The threatening environment will therefore be limited to HEMP situations. 76 figs., 2 tabs.

    The Louisiana Board of Regents (BoR) was awarded a Department of Energy (DOE) Experimental Program to Stimulate Competitive Research (EPSCoR) Planning Grant in September, 1991. Through this grant, the BoR surveyed Louisiana's energy-related science and engineering research capabilities, and determined which research areas were best suited for development through the EPSCoR program. Louisiana's DOE/EPSCoR program supported three research clusters concentrating on the basic energy sciences, environmental restoration and waste management, and environmental health sciences. More specifically, the topics dealt with by the clusters were (1) inorganic synthesis and laser-induced photochemistry relevant to the fabrication of electronic materials, (2) using high-energy ion beams and synchrotron radiation for modification and analysis of corrosion and wear-inhibiting coating of metallic alloys, and (3) development of mammalian and non-mammalian toxicological indices of risk associated with energy-related wastes. Each of the clusters involved multiple universities using an interdisciplinary approach to energy-related research and human resource development. Reprints of significant publications are attached.

    The Department of Energy's (Department) Office of Energy Efficiency and Renewable Energy (EERE) provides grants to states, territories and the District of Columbia (states) to support their energy priorities through the State Energy Program (SEP). Federal funding is based on a grant formula that considers the population and energy consumption in each state, and amounted to $25 million for Fiscal Year (FY) 2009. The American Recovery and Reinvestment Act of 2009 (Recovery Act) expanded the SEP by authorizing an additional $3.1 billion to states using the existing grant formula. EERE made grant awards to states after reviewing plans that summarize the activities states will undertake to achieve SEP Recovery Act objectives, including preserving and creating jobs; saving energy; increasing renewable energy sources; and, reducing greenhouse gas emissions. EERE program guidance emphasizes that states are responsible for administering SEP within each state, and requires each state to implement internal controls over the use of Recovery Act funds. The State of Louisiana received $71.6 million in SEP Recovery Act funds; a 164-fold increase over its FY 2009 SEP grant of $437,000. As part of the Office of Inspector General's strategy for reviewing the Department's implementation of the Recovery Act, we initiated this review to determine whether the Louisiana State Energy Office had internal controls in place to efficiently and effectively administer Recovery Act funds provided for its SEP program. Louisiana developed a strategy for SEP Recovery Act funding that focused on improving energy efficiency in state buildings, housing and small businesses; increasing Energy Star appliance rebates; and, expanding the use of alternative fuels and renewable energy. Due to a statewide hiring freeze, Louisiana outsourced management of the majority of its projects ($63.3 million) to one general contractor. Louisiana plans to internally manage one project, Education and Outreach ($2.6 million). The remaining funds are allocated to program specific management expenses, including the contractor's fee, a monitoring contract, and Louisiana's payroll expenses ($5.7 million). Louisiana formally approved the general contractor in February 2010. State officials plan to initiate a separate consulting contract for monitoring, verifying and auditing expenditures, energy savings and other metrics as required by EERE for Recovery Act funding.

The Conference was held on the campus of Xavier University in New Orleans. Community leaders, government officials, minority professional and social organizations leaders, religious leaders, persons from the educational and academic community, and students were invited. Conference objectives included bringing HGP information and a focus in the minority community on the project, in clear and understandable terms, to spread the work in the minority community about the project; to explore the likely positive implications with respect to health care and related matters; to explore possible negative results and strategies to meet them; to discuss the social, legal, and ethical implications; and to facilitate minority input into the HGP as it develops.

    Studies on nuclei near Z=82 contributed to the establishment of a new region of nuclear deformation and a new class of nuclear structure at closed shells. A important aspect of this work is the establishment of the connection between low-lying 0[sup +] states in even[endash]even nuclei and the occurrence of shape coexistence in the odd-mass neighbors (E0 transitions in [sup 185]Pt, shape coexistence in [sup 184]Pt and [sup 187]Au). A new type of picosecond lifetime measurement system capable of measuring the lifetime of states that decay only by internal conversion was developed and applied to the [sup 186,188]Tl decay to determine the lifetime of the 0[sub 2][sup +] and 2[sub 2][sup +] deformed states in [sup 186,188]Hg. A search for the population of superdeformed states in [sup 192]Hg by the radioactive decay of [sup 192]Tl was accomplished by using a prototype internal pair formation spectrometer.

    High Performance Buildings Database

    Portland, OR Portland State's Shattuck hall was originally constructed as an elementary school in 1915. In 2007 the university undertook extensive renovations of the building to bring it up to current seismic requirements. In addition to structural improvements, the design team was able to upgraded the building's aging mechanical and electrical systems, upgrade plumbing, and restore the large light wells that bring daylight into the U-shaped building. The resulting building houses Portland State's Architecture department, where students are able to learn from the exposed building systems.

    The spin-3/2 Affleck-Kennedy-Lieb-Tasaki (AKLT) valence-bond state on the hexagonal lattice was shown to be a universal resource state for measurement-based quantum computation (MBQC). Can AKLT states of higher spin magnitude support universal MBQC? We demonstrate that several hybrid 2D AKLT states involving mixture of spin-2 and other lower-spin entities, such as spin-3/2 and spin-1, are also universal for MBQC. This significantly expands universal resource states in the AKLT family. Even though frustration may be a hinderance to quantum computational universality, lattices can be modified to yield AKLT states that are universal. The family of AKLT states thus provides a versatile playground for quantum computation.

    As we follow our Universe to early times, we find that matter was crushed to high densities, somewhat similar to the behavior at a black hole singularity. String theory has made progress in explaining the internal structure of black holes, so we would like to extrapolate the ideas learnt from black holes to the early Universe. If we assume that we want the most probable state of the Universe at early times, then we should look at the kind of state that describes a generic black hole. This suggests a definite equation of state for the matter in the early Universe. Quantum effects can stretch across macroscopic distances in black holes, and these might be important in understanding the early Universe as well.

    The overall objective of this proposal is to enable Iowa State University to establish a Center that enjoys world-class stature and eventually enhances the economy through the transfer of innovation from the laboratory to the marketplace. The funds have been used to support experimental proposals from interdisciplinary research teams in areas related to catalysis and green chemistry. Specific focus areas included: • Catalytic conversion of renewable natural resources to industrial materials • Development of new catalysts for the oxidation or reduction of commodity chemicals • Use of enzymes and microorganisms in biocatalysis • Development of new, environmentally friendly reactions of industrial importance These focus areas intersect with barriers from the MYTP draft document. Specifically, section 2.4.3.1 Processing and Conversion has a list of bulleted items under Improved Chemical Conversions that includes new hydrogenation catalysts, milder oxidation catalysts, new catalysts for dehydration and selective bond cleavage catalysts. Specifically, the four sections are: 1. Catalyst development (7.4.12.A) 2. Conversion of glycerol (7.4.12.B) 3. Conversion of biodiesel (7.4.12.C) 4. Glucose from starch (7.4.12.D) All funded projects are part of a soybean or corn biorefinery. Two funded projects that have made significant progress toward goals of the MYTP draft document are: Catalysts to convert feedstocks with high fatty acid content to biodiesel (Kraus, Lin, Verkade) and Conversion of Glycerol into 1,3-Propanediol (Lin, Kraus). Currently, biodiesel is prepared using homogeneous base catalysis. However, as producers look for feedstocks other than soybean oil, such as waste restaurant oils and rendered animal fats, they have observed a large amount of free fatty acids contained in the feedstocks. Free fatty acids cannot be converted into biodiesel using homogeneous base-mediated processes. The CCAT catalyst system offers an integrated and cooperative catalytic system that performs both esterification (of free fatty acids) and transesterification (of soybean oil) in a one-pot fashion. This will allow the biodiesel producers to use the aforementioned cheap feedstocks without any pretreatment. In addition, the catalyst system is heterogeneous and is highly recyclable and reusable. Although markets currently exist for glycerin, concern is mounting that the price of glycerin may plummet to $.05 - $.10 per pound if future production exceeds demand. Developing a system to make high value chemicals such as 1,3-propanediol from the glycerin stream will add value for biodiesel producers who implement the new technology. Given the fact that both DuPont and Shell chemicals have announced the commercialization of two new PDO-based polymers, a rapid increase of market demand for a cheaper PDO source is very likely. 4.     Deepwater exploration and production activity in the Gulf of Mexico has given new life to the natural gas business in South Louisiana. Natural gas liquids (NGL) supply is expected to dramatically increase in South Louisiana with these deepwater discoveries. The natural gas and natural gas liquids industry is responding to these forecasts of substantially higher volumes of liquids with expansions, new construction and speculation to the effects on the NGL market. Texaco`s solution for the forecasted changes in the NGL business is the TENDS project. This project expands Texaco`s Bridgeline NGL distribution system into a pipeline network to distribute natural gas liquids from supply sources to markets across South Louisiana.

Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).

    This report presents the design, construction highlights, and performance of the New Mexico State University Campus Geothermal Demonstration Project at Las Cruces, New Mexico. Construction started in July 1981, first system use was January 1982, and the system was dedicated on April 21, 1982. Included herein are summary observations after two years of use. The geothermal hot water from New Mexico State University wells is used to heat potable water, which in turn provides 83 percent of the domestic hot water on the New Mexico State University campus, as well as space heat to two buildings, and for two heated swimming pools. The original system is providing service to 30 total buildings, with two additional buildings (150,000 square feet) in process of geothermal conversion.) The system overall performance has been excellent, except for geothermal well pump problems. In terms of operating efficiency, the system has exceeded the design parameters. In spite of abnormally high costs for well and pump repairs, the system has shown a positive cost avoidance of more than $118,000 for the first year of operation. For the first two full years of operation, the system has produced a net positive cost avoidance of more than $200,000. Payback on the total investment of $1,670,000 is projected to be 6 to 10 years, depending on the future prices of natural gas and electricity.

    We study the dynamical decoupling of multiqubit states from environment. For a system of m qubits, the nested Uhrig dynamical decoupling (NUDD) sequence can efficiently suppress generic decoherence induced by system-environment interaction to order N using (N+1)^2m pulses. We prove that the NUDD sequence is universal, i.e., it can restore the coherence of m-qubit quantum system independent of the details of system-environment interaction. We also construct a general mapping between dynamical decoupling problems and discrete quantum walks in certain functional spaces.

    Light transport in a metal with hole arrays is considered.Analytical expressions for a normal incident lights transmission coefficient in a metallic system with periodic, isolated and disordered holes are obtained and analyzed. Special attention is paid to the phenomenon of an extraordinary transmittance. It was proven that a sufficient condition for such extraordinary behavior is a long-range order in the dielectric permittivity profile. Based on the extended Bloch states model a ladder structure and universal behavior for a transmission spectra is predicted. The resonance wavelength of a transmission spectra is found for the Kronig-Penney model. The role of surface plasmons is discussed.

    The time evolution of cosmological parameters in early Universe at the deconfinement transition is studied by an equation of state (EoS) which takes into account the finite baryon density and the background magnetic field. The non perturbative dynamics is described by the Field Correlator Method (FCM) which gives, with a small number of free parameters, a good fit of lattice data. The entire system has two components, i.e. the quark-gluon plasma and the electroweak sector, and the solutions of the Friedmann equation show that the scale factor, $a(t)$, and $H(t)= (1/a)da/dt$ are weakly dependent on the EoS, but the deceleration parameter, $q(t)$, and the jerk, $j(t)$, are strongly modified above the critical temperature $T_c$, corresponding to a critical time $t_c \\simeq 20-25 \\mu s$. The time evolution of the cosmological parameters suggest that above and around $T_c$ there is a transient state of acceleration typical of a matter dominated Universe; this is entailed by the QCD strong interaction driven by the presence of massive colored objects.

    Louisiana, now in a developmental stage of policy and planning, has completed a project aimed at reducing hazardous releases of air toxics in thee state. The state is also conducting a Comparative Risk Project and is using risk assessment practices to develop its waste quality standards. In developing an air toxic list, Louisiana incorporated four major criteria into the ranking: emission levels, human health effects, potential population exposure, and persistence or accumulation in the environment. For the human health effects criterion, data for each substance was gathered from numerous sources, although the Integrated Risk Information System (IRIS) database was used as a primary source for toxicological information. Following guidelines established by the Environmental Protection Agency (EPA), the Office of Water Resources, Water Pollution Control Division, has developed numerical criteria for human health protection based on risk assessment procedures in the 1989 Water Quality Standards Revision. Currently over 30 toxic substances have risk-based criteria for th protection of human health in the standards. Numerical criteria were calculated for carcinogenic substances having an EPA Classification of A, B1, B2, or C. Cancer class designations along with cancer potency slopes and reference doses were extracted from the IRIS database, with the exception of those chemicals that had not been assessed in IRIS as of December 1, 1988. The parameters necessary for calculating human health criteria for the missing chemicals were taken from 1980, 1984, and 1985 ambient water quality criteria documents: data on bioconcentration factors were included. Currently, Louisiana is working on a Comparative Risk Project, a ranking of the environmental issues in the state relative to potential risk to the public, which is the basis for a widespread 1991 public outreach effort.

    Oklahoma State University and the International Ground Source Heat Pump Association (IGSHPA) are active in providing technical support to government and industry through technology transfer, technology development, technical assistance, and business development support. Technology transfer includes geothermal heat pump (GHP) system training for installers and architects and engineers, national teleconferences, brochures, and other publications. Technology development encompasses design software development, GLHEPRO, in-situ thermal conductivity testing methods and verification of data reduction techniques, and specifications and standards for GHP systems. Examples of technical assistance projects are a Navy officers quarters and a NASA Visitors Center which required design assistance and supporting information in reducing the life cycle cost to make them viable projects.
