    The Department of Energy (DOE) has prepared an Environmental Assessment (EA) DOE/EA-0958, evaluating the construction and equipping of two components of the proposed Institute for Micro-manufacturing at Louisiana Tech University (LTU), a proposed R and D facility to be located in Ruston, LA. and, the proposed installation of a beamline for micro-machining applications at the Center for Advanced Microstructures and Devices (CAMD) facility at Louisiana State University in Baton Rouge, LA. The objective of the proposed project is to focus on the applied, rather than basic research emphasizing the design and development, metrology, inspection and testing, and the assembly and production of micron and submicron structures and devices. Also, the objective of the beamline at CAMD would be the fundamental study of processing and analysis technologies, including x-ray lithography, which are important to microstructures fabrication and electronic device development. Based on the analysis in the EA, the DOE has determined that the proposed action does not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA). Therefore, the preparation of an Environmental Impact Statement is not required.

    The nature of this project is to equip and support research in nanoengineered systems for biomedical, bioenvironmental, and bioenergy applications. Funds provided by the Department of Energy (DoE) under this Congressional Directive were used to support two ongoing research projects at Louisiana Tech University in biomedical, bioenvironmental, and bioenergy applications. Two major projects (Enzyme Immobilization for Large Scale Reactors to Reduce Cellulosic Ethanol Costs, and Nanocatalysts for Coal and Biomass Conversion to Diesel Fuel) and to fund three to five additional seed projects were funded using the project budget. The project funds also allowed the purchase and repair of sophisticated research equipment that will support continued research in these areas for many years to come. Project funds also supported faculty, graduate students, and undergraduate students, contributing to the development of a technically sophisticated work force in the region and the State. Descriptions of the technical accomplishments for each funded project are provided. Biofuels are an important part of the solution for sustainable transportation fuel and energy production for the future. Unfortunately, the country's appetite for fuel cannot be satisfied with traditional sugar crops such as sugar cane or corn. Emerging technologies are allowing cellulosic biomass (wood, grass, stalks, etc.) to also be converted into ethanol. Cellulosic ethanol does not compete with food production and it has the potential to decrease greenhouse gas (GHG) emissions by 86% versus current fossil fuels (current techniques for corn ethanol only reduce greenhouse gases by 19%). Because of these advantages, the federal government has made cellulosic ethanol a high priority. The Energy Independence and Security Act of 2007 (EISA) requires a minimum production of at least 16 billion gallons of cellulosic ethanol by 2022.     The Louisiana Board of Regents (BoR) was awarded a Department of Energy (DOE) Experimental Program to Stimulate Competitive Research (EPSCoR) Planning Grant in September, 1991. Through this grant, the BoR surveyed Louisiana's energy-related science and engineering research capabilities, and determined which research areas were best suited for development through the EPSCoR program. Louisiana's DOE/EPSCoR program supported three research clusters concentrating on the basic energy sciences, environmental restoration and waste management, and environmental health sciences. More specifically, the topics dealt with by the clusters were (1) inorganic synthesis and laser-induced photochemistry relevant to the fabrication of electronic materials, (2) using high-energy ion beams and synchrotron radiation for modification and analysis of corrosion and wear-inhibiting coating of metallic alloys, and (3) development of mammalian and non-mammalian toxicological indices of risk associated with energy-related wastes. Each of the clusters involved multiple universities using an interdisciplinary approach to energy-related research and human resource development. Reprints of significant publications are attached.

    Zeta Phi Beta Sorority National Educational Foundation, in cooperation with Xavier University of New Orleans, and the New Orleans District Office of the United States Equal Employment Opportunity Commission, held the Information and Dialogue Conference on the Human Genome Project for the Minority Communities in the State of Louisiana on April 16-17, 1999. The Conference was held on the campus of Xavier University in New Orleans. Community leaders, government officials, minority professional and social organizations leaders, religious leaders, persons from the educational and academic community, and students were invited. Conference objectives included bringing HGP information and a focus in the minority community on the project, in clear and understandable terms, to spread the work in the minority community about the project; to explore the likely positive implications with respect to health care and related matters; to explore possible negative results and strategies to meet them; to discuss the social, legal, and ethical implications; and to facilitate minority input into the HGP as it develops.

    The Department of Energy's (Department) Office of Energy Efficiency and Renewable Energy (EERE) provides grants to states, territories and the District of Columbia (states) to support their energy priorities through the State Energy Program (SEP). Federal funding is based on a grant formula that considers the population and energy consumption in each state, and amounted to $25 million for Fiscal Year (FY) 2009. The American Recovery and Reinvestment Act of 2009 (Recovery Act) expanded the SEP by authorizing an additional $3.1 billion to states using the existing grant formula. EERE made grant awards to states after reviewing plans that summarize the activities states will undertake to achieve SEP Recovery Act objectives, including preserving and creating jobs; saving energy; increasing renewable energy sources; and, reducing greenhouse gas emissions. EERE program guidance emphasizes that states are responsible for administering SEP within each state, and requires each state to implement internal controls over the use of Recovery Act funds. The State of Louisiana received $71.6 million in SEP Recovery Act funds; a 164-fold increase over its FY 2009 SEP grant of $437,000. As part of the Office of Inspector General's strategy for reviewing the Department's implementation of the Recovery Act, we initiated this review to determine whether the Louisiana State Energy Office had internal controls in place to efficiently and effectively administer Recovery Act funds provided for its SEP program. Louisiana developed a strategy for SEP Recovery Act funding that focused on improving energy efficiency in state buildings, housing and small businesses; increasing Energy Star appliance rebates; and, expanding the use of alternative fuels and renewable energy. Due to a statewide hiring freeze, Louisiana outsourced management of the majority of its projects ($63.3 million) to one general contractor.     Efimov states are a sequence of shallow three-body bound states that arise when the two-body scattering length is large. Efimov showed that the binding energies of these states can be calculated in terms of the scattering length and a three-body parameter by solving a transcendental equation involving a universal function of one variable. We calculate this universal function using effective field theory and use it to describe the three-body system of {sup 4}He atoms. We also extend Efimov's theory to include the effects of deep two-body bound states, which give widths to the Efimov states.

    Studies on nuclei near Z=82 contributed to the establishment of a new region of nuclear deformation and a new class of nuclear structure at closed shells. A important aspect of this work is the establishment of the connection between low-lying 0[sup +] states in even[endash]even nuclei and the occurrence of shape coexistence in the odd-mass neighbors (E0 transitions in [sup 185]Pt, shape coexistence in [sup 184]Pt and [sup 187]Au). A new type of picosecond lifetime measurement system capable of measuring the lifetime of states that decay only by internal conversion was developed and applied to the [sup 186,188]Tl decay to determine the lifetime of the 0[sub 2][sup +] and 2[sub 2][sup +] deformed states in [sup 186,188]Hg. A search for the population of superdeformed states in [sup 192]Hg by the radioactive decay of [sup 192]Tl was accomplished by using a prototype internal pair formation spectrometer.

    The new North Shongaloo/Red Rock/Haynesville/East Haynesville (herein called Shongaloo) field is a recent discovery (1988) with reserves of 20-30 MMBOE. The field has over 50 wells producing from the Smackover Formation at about 11,000 ft depth, and is the largest field discovered in the very mature Arkansas-Louisiana state-line Smackover play in the past 20 yr. More significantly, the field is locate within the state-line graben, an area considered by industry as barren of Smackover potential because Smackover reservoir rocks were assumed absent. Shongaloo field pay is from the Smackover. The [open quotes]C[close quotes] sand has average porosity of 5-7% and average permeability of less than 1 md (average initial flow rate is 1500 MCFGD with 430 BCPD). The [open quotes]B[close quotes] carbonate reservoirs consist of ooid grainstones with average porosity of 14% and average permeability of 60 md, ranging up to 1800 md (average initial flow rate is 550 BOPD and 950 MCFGD). Shongaloo field is an upthrown fault trap within the overall downthrown central graben. Shongaloo field was found by overcoming two technical hurdles. First, reservoir rock distribution was shown to follow paleoshorelines through the graben. Porous ooid grainstones facies within a mappable cycle of the Smackover [open quotes]B[close quotes] are parallel to, and immediately downdip (<1.5 mi) of paleoshorelines. Paleoshorelines are documented by the updip pinchout of [open quotes]B[close quotes] cycles into time-equivalent Buckner red beds. Second, the critical trapping fault was resolved by shooting and interpreting modern proprietary seismic data. The discovery of Shongaloo field proves that significant reserves can be found in mature domestic plays by applying new technology and stratigraphic concepts.

    Oregon State University will continue the development of a microchannel solar receiver, using supercritical carbon dioxide (sCO2) as the heat transfer fluid. The research will resolve key issues associated with the commercial viability of the technology, which allows for a radical reduction in the size of a solar central receiver. The project will culminate in a field test of a commercial scale receiver module with a surface area of approximately one square meter.

    Portland, OR Portland State's Shattuck hall was originally constructed as an elementary school in 1915. In 2007 the university undertook extensive renovations of the building to bring it up to current seismic requirements. In addition to structural improvements, the design team was able to upgraded the building's aging mechanical and electrical systems, upgrade plumbing, and restore the large light wells that bring daylight into the U-shaped building. The resulting building houses Portland State's Architecture department, where students are able to learn from the exposed building systems.

    The overall objective of this proposal is to enable Iowa State University to establish a Center that enjoys world-class stature and eventually enhances the economy through the transfer of innovation from the laboratory to the marketplace. The funds have been used to support experimental proposals from interdisciplinary research teams in areas related to catalysis and green chemistry. Specific focus areas included: Catalytic conversion of renewable natural resources to industrial materials Development of new catalysts for the oxidation or reduction of commodity chemicals Use of enzymes and microorganisms in biocatalysis Development of new, environmentally friendly reactions of industrial importance These focus areas intersect with barriers from the MYTP draft document. Specifically, section 2.4.3.1 Processing and Conversion has a list of bulleted items under Improved Chemical Conversions that includes new hydrogenation catalysts, milder oxidation catalysts, new catalysts for dehydration and selective bond cleavage catalysts. Specifically, the four sections are: 1. Catalyst development (7.4.12.A) 2. Conversion of glycerol (7.4.12.B) 3. Conversion of biodiesel (7.4.12.C) 4. Glucose from starch (7.4.12.D) All funded projects are part of a soybean or corn biorefinery. Two funded projects that have made significant progress toward goals of the MYTP draft document are: Catalysts to convert feedstocks with high fatty acid content to biodiesel (Kraus, Lin, Verkade) and Conversion of Glycerol into 1,3-Propanediol (Lin, Kraus). Currently, biodiesel is prepared using homogeneous base catalysis. However, as producers look for feedstocks other than soybean oil, such as waste restaurant oils and rendered animal fats, they have observed a large amount of free fatty acids contained in the feedstocks. Free fatty acids cannot be converted into biodiesel using homogeneous base-mediated processes. The CCAT catalyst system offers an integrated and cooperative catalytic system

    This report describes environmental monitoring activities carried out by Louisiana State University (LSU) under US Department of Energy Contract FC07-85NV10425 for the period 1 November 1984 through 31 December 1986. Other aspects of the LSU technical support program completed under prior contracts were covered in final form in reports preceding this one. During the contract period, the Louisiana Geological Survey, aided by subcontractors, monitored microseismic activity, land-surface subsidence, and surface and ground-water quality at three designed geopressured-geothermal test well sites in Louisiana and Texas. Don Stevenson supervised microseismic monitoring activities, and Drukell Trahan coordinated water quality and land-surface subsidence studies. This is a progress report in the sense that it discusses program components, provides raw data, and presents preliminary interpretations. The environmental monitoring program continues and will be the subject of subsequent annual reports.

    This report presents the design, construction highlights, and performance of the New Mexico State University Campus Geothermal Demonstration Project at Las Cruces, New Mexico. Construction started in July 1981, first system use was January 1982, and the system was dedicated on April 21, 1982. Included herein are summary observations after two years of use. The geothermal hot water from New Mexico State University wells is used to heat potable water, which in turn provides 83 percent of the domestic hot water on the New Mexico State University campus, as well as space heat to two buildings, and for two heated swimming pools. The original system is providing service to 30 total buildings, with two additional buildings (150,000 square feet) in process of geothermal conversion.) The system overall performance has been excellent, except for geothermal well pump problems. In terms of operating efficiency, the system has exceeded the design parameters. In spite of abnormally high costs for well and pump repairs, the system has shown a positive cost avoidance of more than $118,000 for the first year of operation. For the first two full years of operation, the system has produced a net positive cost avoidance of more than $200,000. Payback on the total investment of $1,670,000 is projected to be 6 to 10 years, depending on the future prices of natural gas and electricity.

    We study the dynamical decoupling of multiqubit states from environment. For a system of m qubits, the nested Uhrig dynamical decoupling (NUDD) sequence can efficiently suppress generic decoherence induced by the system-environment interaction to order N using (N+1){sup 2m} pulses. We prove that the NUDD sequence is universal, i.e., it can restore the coherence of an m-qubit quantum system independent of the details of the system-environment interaction. We also construct a general mapping between dynamical decoupling problems and discrete quantum walks in certain functional spaces.
