    The technical background briefing report is the first step in the preparation of a plan for engineering research oriented toward Arctic offshore oil and gas recovery. A five-year leasing schedule for the ice-prone waters of the Arctic offshore is presented, which also shows the projected dates of the lease sale for each area. The estimated peak production rates for these areas are given. There is considerable uncertainty for all these production estimates, since no exploratory drilling has yet taken place. A flow chart is presented which relates the special Arctic factors, such as ice and permafrost, to the normal petroleum production sequence. Some highlights from the chart and from the technical review are: (1) in many Arctic offshore locations the movement of sea ice causes major lateral forces on offshore structures, which are much greater than wave forces; (2) spray ice buildup on structures, ships and aircraft will be considerable, and must be prevented or accommodated with special designs; (3) the time available for summer exploratory drilling, and for deployment of permanent production structures, is limited by the return of the pack ice. This time may be extended by ice-breaking vessels in some cases; (4) during production, icebreaking workboats will service the offshore platforms in most areas throughout the year; (5) transportation of petroleum by icebreaking tankers from offshore tanker loading points is a highly probable situation, except in the Alaskan Beaufort; and (6) Arctic pipelines must contend with permafrost, making instrumentation necessary to detect subtle changes of the pipe before rupture occurs.

    The U.S. Department of Energy (DOE) proposes to treat gassy oil at four Strategic Petroleum Reserve (SPR) storage sites to lower the gas content of the stored crude oil and help ensure safe transfer of the oil during drawdown. The crude oil is stored underground in caverns created in salt domes. The degree of gassiness of the oil varies substantially among sites and among caverns within a site. This environmental assessment describes the proposed degasification operation, its alternatives, and potential environmental impacts. The need for degasification has arisen because over time, gases, principally methane and nitrogen, have migrated into and become dissolved in the stored crude oil. This influx of gas has raised the crude oil vapor pressure above limits required by safety and emission guidelines. When oil is drawn from the caverns, excess gases may come out of solution. Based on preliminary data from an ongoing sampling program, between 200 and 350 million of the 587 million barrels of crude oil stored at these four sites would require processing to remove excess gas. Degasification, a commonly used petroleum industry process, would be done at four crude oil storage facilities: Bryan Mound and Big Hill in Texas, and West Hackberry and Bayou Choctaw in Louisiana. DOE would use a turnkey services contract for engineering, procurement, fabrication, installation, operation and maintenance of two degasification plants. These would be installed initially at Bryan Mound and West Hackberry. Degasification would be complete in less than three years of continuous operations. This report summarizes the environmental impacts of this gasification process.

    A fiber optic penetrator arrangement is described for an undersea wall structure of offshore oil well production apparatus, comprising: a. a generally cylindrical housing; b. a cofferdam associated with the undersea production apparatus and defining a generally cylindrical entrance port into which the penetrator is designed to be inserted and mounted; c. a sealing means for sealing the penetrator relative to the entrance port after insertion of the penetrator therein; d. an external bulkhead; e. a second bulkhead positioned internally of the external bulkead; f. a compression spring normally retaining the second bulkhead in a sealed position with the penetrator, the compressing spring being compressed between the second bulkhead and the external bulkhead; g. a breakaway connection affixed to the external bulkhead for coupling an optical fiber transmission cable to the external bulkhead, such that if the transmission cable is snagged or pulled, the external bulkhead will sever along with the breakaway connection so that the penetrator is not pulled from the cofferdam entrance port, the second bulkhead being held in position by ambient water pressure to become the primary bulkhead after the external bulkhead is severed.

    The results of a study conducted to determine the feasibility of constructing and operating a 33 million gallon-per-year ethanol plant in Carville, Louisiana are presented. Under current market conditions the 33 million gallon per year ethanol plant under consideration by Apex at its Carville, Louisiana site does not appear to be attractive at this time. There are five major factors which contribute to this outcome: (1) the market for ethanol/gasohol is not developed to the point where there is sufficient demand to assure full plant utilization in the near future; (2) the price required to provide a reasonable rate of return is 80 cents per barrel above the current estimated market clearing price of $1.50 per gallon; (3) the capital costs to construct a plant of this size has increased from $30 million at the onset of the study to $86 million; (4) Louisiana gasohol blending incentives cannot be assured since there is insufficient local feedstock production to meet the minimum import requirements; and (5) lack of participation by major oil companies in the gasohol program limits both the distribution and potential retail outlets for the product. Apex plans to place the project on hold pending satisfactory resolution of these items.

    This paper presents a short history of offshore oil and gas production in Venezuela starting in Lake Maracaibo in 1923. The main emphasis has been the results of the recent R and D and the exploratory offshore programs in areas like Orinoco Delta located in the Atlantic Ocean, Northeast and Northwest Venezuela in the Caribbean sea. In the R and D offshore program the main objectives were: (1) To establish the local environmental, oceanographical, geotechnical and seismicity conditions for the Venezuelan Continental Platform. (2) To give a technical support to the PDVSA Operating Affiliates during the exploratory programs including: (a) to develop accurate drilling vessel positioning systems; (b) evaluation of sea bottom geotechnical conditions for safely operating the jack-ups and drilling vessels involved in the exploratory wells and (c) to identify those areas which because of their special nature require further investigation to establish preliminary type of platforms required for the areas to be developed or to evaluate other solutions proposed by Foreign Consultant Engineering Companies to the PDVSA Operating Affiliated Companies. The main objective of PDVSA for the coming future will be to develop the North of Paria Gas Field through the initially named Christopher Columbus Project now Sucre Gas, S.A., a consortium conformed by LaGoven, S.A. Shell, Exxon and Mitsubishi. objective of this paper is to give an idea of the history of the Venezuelan Oil and Gas Offshore development giving emphasis to the results of the INTEVEP S.A. Red offshore program and to show some results of the particular characteristics of oceanographical, environmental, geotechnical and seismic conditions in the main areas evaluated during the exploratory program: Orinoco Delta, Gulf of Paria and North of Paria.

    Abstract: Strategic environmental assessment (SEA) for offshore oil and gas planning and development is utilized in select international jurisdictions, but the sector has received limited attention in the SEA literature. While the potential benefits of and rationale for SEA are well argued, there have been few empirical studies of SEA processes for the offshore sector. Hence, little is known about the efficacy of SEA offshore, in particular its influence on planning and development decisions. This paper examines SEA practice and influence in three international offshore systems: Norway, Atlantic Canada and the United Kingdom, with the intent to identify the challenges, lessons and opportunities for advancing SEA in offshore planning and impact assessment.     The oil and gas sector is a key driver of the offshore economy. Yet, it is also associated with a number of unwanted environmental impacts which potentially threaten the long term economic and environmental viability of marine ecosystems. Environmental Impact Assessment (EIA) can potentially make a significant contribution to the identification and management of adverse impacts through the promotion of evidence based decision making. However, the extent to which EIA has been embraced by key stakeholders is poorly understood. On this basis, this paper provides an initial evaluation of EIA performance within the oil and gas sector. The methodology adopted for the paper consisted of the structured review of 35 Environmental Statements (ESs) along with interviews with regulators, operators, consultants and advisory bodies. The findings reveal a mixed picture of EIA performance with a significant number of ESs falling short of satisfactory quality and a tendency for the process to be driven by compliance rather than best practice. -- Highlights: • Concerns identified relating to impacts of offshore oil and gas industry. • Research assesses performance of EIA in addressing impacts. • Findings highlight weak quality standards and procedural deficiencies. • Institutional reforms identified in order to improve practice.

    The impacts of oil spills -- ranging from the large, widely publicized Exxon Valdez tanker incident to smaller pipeline and refinery spills -- have been costly to both the oil industry and the public. For example, the estimated costs to Exxon of the Valdez tanker spill are on the order of $4 billion, including $2.8 billion (in 1993 dollars) for direct cleanup costs and $1.125 billion (in 1992 dollars) for settlement of damages claims caused by the spill. Application of contingent valuation costs and civil lawsuits pending in the State of Alaska could raise these costs appreciably. Even the costs of the much smaller 1991 oil spill at Texaco`s refinery near Anacortes, Washington led to costs of $8 to 9 million. As a result, inexpensive waming, response and remediation technologies could lower oil spin costs, helping both the oil industry, the associated marine industries, and the environment. One means for reducing the impact and costs of oil spills is to undertake research and development on key aspects of the oil spill prevention, warming, and response and remediation systems. To target these funds to their best use, it is important to have sound data on the nature and size of spills, their likely occurrence and their unit costs. This information could then allow scarce R&D dollars to be spent on areas and activities having the largest impact. This report is intended to provide the ``unit cost`` portion of this crucial information. The report examines the three key components of the US oil supply system, namely, tankers and barges; pipelines and refineries; and offshore production facilities. The specific purpose of the study was to establish the unit costs of oil spills. By manipulating this key information into a larger matrix that includes the size and frequency of occurrence of oil spills, it will be possible` to estimate the likely future impacts, costs, and sources of oil spills.

    This paper presents the results of an assessment of the potential economic impact of proposed regulations. on the discharge of drilling fluids (muds) and cuttings on US offshore undiscovered crude oil resources. These regulations include proposed Best Available Technology economically achievable (BAT) and New Source Performance Standards (NSPS) effluent limitations under the Clean Water Act governing the discharge of drilling fluids and drill cuttings from offshore oil and gas drilling operations. The impact of the proposed RAT/NSPS regulations for the drilling fluids and drill cuttings disposal on the cost of funding, developing, and producing Lower-48 offshore undiscovered crude oil resources will depend significantly on operators perceptions on the chances of failing toxicity or static sheen tests. If operators, in economically justifying their projects, assume that the fluids fail one of these tests, thereby prohibiting them from being discharged, up to 11% of the economically recoverable offshore resource would be considered uneconomic to produce. This would amount to 845 million barrels of oil at an oil price around $25 per barrel. On the other hand, if operators are willing co take their chances and see if their fluids fail one of these tests, then, based on EPA`s assumptions concerning forecast fluid use and static sheen and toxicity test failure rates, up to 4% of the offshore undiscovered resource would be impacted, amounting to lost reserves of up to 270 million barrels.

    The ultimate objectives of the research were to provide a base of knowledge on the cyclic CO{sub 2} stimulation (or CO{sub 2} huff-n-puff) process for the enhanced recovery of Louisiana crude oil, and to demonstrate the utility of the process to the small independent producer. The project was divided into four subtasks: laboratory coreflood experiments, computer simulation, field testing, and technology transfer. Laboratory corefloods were performed to investigate important process parameters. Computer simulation was used to confirm and expand laboratory coreflood results. A field-test data base was constructed and analyzed to facilitate target reservoir screening and to identify successful operational practices. The laboratory coreflood results and data base evaluations were used in the design and implementation of a field test that was conducted in conjunction with the private sector. The results of laboratory and field studies were disseminated to the industry through presentations at technical conferences and publications in technical journals.

    The Minerals Management Service (MMS) of the US Department of the Interior prepares an environmental impact statement (EIS) for each proposal to lease a portion of the Outer Continental Shelf (OCS) for oil and gas exploration and development. The nature, magnitude, and timing of the activities that would ultimately result from leasing are subject to wide speculation, primarily because of uncertainties about the locations and amounts of petroleum hydrocarbons that exist on most potential leases. These uncertainties create challenges in preparing EIS's that meet National Environmental Policy Act requirements and provide information useful to decision-makers. This paper examines the constraints that uncertainty places on the detail and reliability of assessments of impacts from potential OCS development. It further describes how the MMS accounts for uncertainty in developing reasonable scenarios of future events that can be evaluated in the EIS. A process for incorporating the risk of accidental oil spills into assessments of expected impacts is also presented. Finally, the paper demonstrates through examination of case studies how a balance can be achieved between the need for an EIS to present impacts in sufficient detail to allow a meaningful comparison of alternatives and the tendency to push the analysis beyond credible limits.

    The US government leases large areas in the Outer Continental Shelf in the Gulf of Mexico for the development of oil resources and receives royalties on the oil produced. Conventional methods of oil recovery have recovered or are expected to recover about half of the 16 billion barrels of oil discovered in this area. Other oil recovery methods, collectively known as enhanced oil recovery (EOR), could potentially increase production by about 1 billion barrels of oil. EOR in the Gulf is expensive and does not appear to be economically justified in most cases. Under existing economic conditions and federal policies, GAO's review indicates that utilizing EOR methods will probably produce only about 10 percent of the additional recoverable oil. However, financial incentives in the form of royalty reductions could increase both oil production and federal government revenue if applied on a project-by-project basis. Universal applications of royalty reduction for EOR, however, while achieving increased oil production, would not increase federal government revenue. GAO recommends that the Department of the Interior's Minerals Management Service initiate action that would allow for selective royalty reductions for EOR projects in the Gulf in instances where both total oil production and federal government revenue will increase. 6 figs., 1 tab.

    Crude oils can be major contaminants of the marine ecosystem and microorganisms play a significant role in the degradation of the main constituents of crude oil. To increase our understanding of the microbial hydrocarbon degradation process in the marine ecosystem, we collected crude oil from an active seep area located in the Santa Barbara Channel (SBC) and generated a total of about 52 Gb of raw metagenomic sequence data. The assembled data comprised ~500 Mb, representing ~1.1 million genes derived primarily from chemolithoautotrophic bacteria. Members of Oceanospirillales, a bacterial order belonging to the Deltaproteobacteria, recruited less than 2% of the assembled genes within the SBC metagenome. In contrast, the microbial community associated with the oil plume that developed in the aftermath of the Deepwater Horizon (DWH) blowout in 2010, was dominated by Oceanospirillales, which comprised more than 60% of the metagenomic data generated from the DWH oil plume. This suggests that Oceanospirillales might play a less significant role in the microbially mediated hydrocarbon conversion within the SBC seep oil compared to the DWH plume oil. We hypothesize that this difference results from the SBC oil seep being mostly anaerobic, while the DWH oil plume is aerobic. Within the Archaea, the phylum Euryarchaeota, recruited more than 95% of the assembled archaeal sequences from the SBC oil seep metagenome, with more than 50% of the sequences assigned to members of the orders Methanomicrobiales and Methanosarcinales. These orders contain organisms capable of anaerobic methanogenesis and methane oxidation (AOM) and we hypothesize that these orders and their metabolic capabilities may be fundamental to the ecology of the SBC oil seep.

    Potential human health and environmental impacts from discharges of produced water to the Gulf of Mexico are of concern to regulators at the State and Federal levels, the public, environmental interest groups and industry. Current and proposed regulations require a zero discharge limit for coastal facilities, based primarily on studies in low energy, poorly flushed environments. However, produced water discharges in coastal Louisiana include a number of open bay sites, where potential human health and environmental impacts are likely to be smaller than those demonstrated for low energy canal environments, but greater than the minimal impacts associated with offshore discharges. Additional data and assessments are needed to support risk managers at the State and Federal levels in the development of regulations that protect human health and the environment without unnecessary cost to the economic welfare of the region and the nation. This project supports the Natural Gas and Oil Initiative objectives to: (1) improve coordination on environmental research; (2) streamline State and Federal regulation; (3) enhance State, and Federal regulatory decision making capability; (4) enhance dialogue through industry/government/public partnerships; and (5) work with States and Native American Tribes.

    An innovative concept for refrigerated LPG offshore loading has been developed by TOTAL and Enterprise D'Equipments Mecaniques at Hydrauliques. Known as CHAGAL, the system integrates with the catenary anchor leg mooring offshore loading system commonly used for crude oil. CHAGAL provides a suitable answer to short-term development schemes of LPG trade. It can be adapted for possible extrapolation to cryogenic temperatures of LNG and it opens a new way to the development of offshore liquefaction projects for which the offloading of production is still an unsolved key problem.

    Federal Offshore Statistics is a numerical record of what has happened since Congress gave authority to the Secretary of the Interior in 1953 to lease the Federal portion of the Continental Shelf for oil and gas. The publication updates and augments the first Federal Offshore Statistics, published in December 1983. It also extends a statistical series published annually from 1969 until 1981 by the US Geological Survey (USGS) under the title Outer Continental Shelf Statistics. The USGS collected royalties and supervised operation and production of minerals on the Outer Continental Shelf (OCS) until the Minerals Management Service (MMS) took over these functions in 1982. Statistics are presented under the following topics: (1) highlights, (2) leasing, (3) exploration and development, (4) production and revenue, (5) federal offshore production by ranking operator, 1983, (6) reserves and undiscovered recoverable resources, and (7) oil pollution in the world's oceans.

    Technology which allows pipelines to be installed in bundles is expediting pipelay operations in the North Sea. This paper reports how the piggyback system was recently used on 60 km of North Sea gas pipelines for three major projects. For 7 years the practice of installing two or more pipelines in one operation has become an established practice for North Sea offshore oil and gas projects. The technique, commonly referred to as a piggyback operation, reduces installation costs, improves operation reliability, and cuts maintenance time.

    During the process of finding and producing oil and gas in the offshore environment operators generate a variety of liquid and solid wastes. Some of these wastes are directly related to exploration and production activities (e.g., drilling wastes, produced water, treatment workover, and completion fluids) while other types of wastes are associated with human occupation of the offshore platforms (e.g., sanitary and domestic wastes, trash). Still other types of wastes can be considered generic industrial wastes (e.g., scrap metal and wood, wastes paints and chemicals, sand blasting residues). Finally, the offshore platforms themselves can be considered waste materials when their useful life span has been reached. Generally, offshore wastes are managed in one of three ways--onsite discharge, injection, or transportation to shore. This paper describes the regulatory requirements imposed by the government and the approaches used by offshore operators to manage and dispose of wastes in the US.

    This paper reports Ashland discovered additional oil reserves deeper than current production in Seme, Benin's only oil field. The field is on a steep decline, producing as little as 2,500 bopd, down from 7,671 bopd in 1984. In an effort to restart offshore exploration, three offshore blocks have been designated. Hardy Oil and Gas (UK) Ltd. has since acquired 20% interest in Blocks 1 and 2 from International Petroleum Ltd. (IPL). IPL completed seismic work during 1990 that identified two large channel prospects similar to those that produce offshore elsewhere in West Africa. The first well is expected in 1991.

    This publication is a numerical record of what has happened since Congress gave authority to the Secretary of the Interior in 1953 to lease the federal portion of the Continental Shelf for oil and gas. The publication updates and augments the first Federal Offshore Statistics, published in December 1983. It also extends a statistical series published annually from 1969 until 1981 by the US Geological Survey (USGS) under the title Outer Continental Shelf Statistics. The USGS collected royalties and supervised operation and production of minerals on the Outer Continental Shelf (OCS) until the Minerals Management Service (MMS) took over these functions in 1982. Some of the highlights are: of the 329.5 million acres offered for leasing, 37.1 million acres were actually leased; total revenues for the 1954 to 1983 period were $68,173,112,563 and for 1983 $9,161,435,540; a total of 22,095 wells were drilled in federal waters and 10,145 wells were drilled in state waters; from 1954 through 1983, federal offshore areas produced 6.4 billion barrels of oil and condensate, and 62.1 trillion cubic feet of natural gas; in 1983 alone production was 340.7 million barrels of oil and condensate, and 3.9 trillion cubic feet of gas; and for the second straight year, no oil was lost in 1983 as a result of blowouts in federal waters. 8 figures, 66 tables.

The main topics are sea ice, geotechnology, oceanography, meteorology, and Arctic engineering, as they relate to such offshore oil and gas activities as exploration, production, storage, and transportation. AORIS consists of a directory component that identifies 85 Arctic energy-related databases and tellsmorehow to access them; a bibliographic/management information system or bibliographic component containing over 8,000 references and abstracts on Arctic energy-related research; and a scientific and engineering information system, or data component, containing over 800 data sets, in both tabular and graphical formats, on sea ice characteristics taken from the bibliographic citations. AORIS also contains much of the so-called grey literature, i.e., data and/or locations of Arctic data collected, but never published. The three components are linked so the user may easily move from one component to another. A generic information system is provided to allow users to create their own information systems. The generic programs have the same query and updating features as AORIS, except that there is no directory component.less

    Continental Shelf Associates, Inc. (CSA) was contracted to conduct a three-year study of the environmental and health related impacts of produced water and sand discharges from oil and gas operations. Data on naturally occurring radioactive materials (NORM), heavy metals, and hydrocarbons in water, sediment, and biota will be collected and evaluated. Health related impacts will be studied through field collections and analyses of commercially- and recreationally-important fish and shellfish tissues. Additionally, information on seafood catch, consumption, and use patterns for the Gulf of Mexico will be gathered and analyzed. The facilities to be studied will include both offshore and coastal facilities in the Gulf of Mexico. Coastal sites will be additionally studied to determine ecological recovery of impacted wetland and open bay areas. The economic impact of existing and proposed effluent federal and state regulations will also be evaluated. The primary objectives of the project are to increase the base of scientific knowledge concerning (1) the fate and environmental effects of organics, trace metals, and NORM in water, sediment, and biota near several offshore oil and gas facilities; (2) the characteristics of produced water and produced sand discharges as they pertain to organics, trace metals, and NORM variably found in association with the discharges; (3) the recovery of four terminated produced water discharge sites located in wetland and high-energy open bay sites of coastal Louisiana and Texas; (4) the economic and energy supply impacts of existing and anticipated federal and state offshore and coastal discharge regulations; and (5) the catch, consumption and human use patterns of seafood species collected from coastal and offshore waters. Accomplishments for this period are described.

    The Louisiana industrial corridor along the Mississippi River is lined with 136 petro-chemical plants and serves oil refineries. This approximates nearly one plant or refinery for every half mile of the river. The air, ground, and water along this corridor are so full or carcinogens that it has been described as a massive human experiment. Poor blacks live in river towns near the brunt of this discharge. Total mortality rates and cancer mortality rates in counties along the Mississippi River are significantly higher than in the rest of the nation`s counties. Moreover, the areas of greatest toxic discharge. Findings of disproportionately high mortality rates along the Mississippi, especially in communities on the lower river where toxic discharge minority and poor communities along the Mississippi River chemical corridor.

    This 2-page fact sheet describes NREL's offshore wind research and development efforts and capabilities. The National Renewable Energy Laboratory is internationally recognized for offshore wind energy research and development (R&D). Its experience and capabilities cover a wide spectrum of wind energy disciplines. NREL's offshore wind R&D efforts focus on critical areas that address the long-term needs of the offshore wind energy industry and the Department of Energy (DOE). R&D efforts include: (1) Developing offshore design tools and methods; (2) Collaborating with international partners; (3) Testing offshore systems and developing standards; (4) Conducting economic analyses; (5) Characterizing offshore wind resources; and (6) Identifying and mitigating offshore wind grid integration challenges and barriers. NREL has developed and maintains a robust, open-source, modular computer-aided engineering (CAE) tool, known as FAST. FAST's state-of-the-art capabilities provide full dynamic system simulation for a range of offshore wind systems. It models the coupled aerodynamic, hydrodynamic, control system, and structural response of offshore wind systems to support the development of innovative wind technologies that are reliable and cost effective. FAST also provides dynamic models of wind turbines on offshore fixed-bottom systems for shallow and transitional depths and floating-platform systems in deep water, thus enabling design innovation and risk reduction and facilitating higher performance designs that will meet DOE's cost of energy, reliability, and deployment objectives.

    Pipeline systems in which conventional pigs cannot be run are common in such complex offshore installations as are found in Brazil`s Campos basin. These systems may contain changing pipe diameters or wet christmas trees and manifolds. A new concept for using low cost, low-density foam pigs for both liquid removal in wet-gas pipelines and paraffin removal in oil and multiphase pipelines has been successfully tested offshore Brazil. Although the present discussion focuses on condensate and paraffin removal in pipelines, the principles can be applied to several kinds of operations including general pipeline cleaning, product removal or separation in pipeline, corrosion evaluation, and chemical product application.

    The Strategic Petroleum Reserve (SPR) Weeks Island site is one of five underground salt dome crude oils storage facilities operated by the Department of Energy (DOE). It is located in Iberia Parish, Louisiana. The purpose of the proposed action is to decommission the Weeks Island crude oil storage after the oil inventory has been transferred to other SPR facilities. Water intrusion into the salt dome storage chambers and the development of two sinkholes located near the aboveground facilities has created uncertain geophysical conditions. This Environmental Assessment describes the proposed decommissioning operation, its alternatives, and potential environmental impacts. Based on this analyses, DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) and has issued the Finding of No Significant Impact (FONSI).

    The U.S. Environmental Protection Agency (EPA) is developing regulations that would establish requirements for discharging synthetic-based drill cuttings from offshore wells into the ocean. Justification for allowing discharges of these cuttings is that the environmental impacts from discharging drilling wastes into the ocean may be less harmful than the impacts from hauling them to shore for disposal. In the past, some onshore commercial facilities that disposed of these cuttings were improperly managed and operated and left behind environmental problems. This report provides background information on commercial waste disposal facilities in Texas, Louisiana, California, and Alaska that received or may have received offshore drilling wastes in the past and are now undergoing cleanup.

    The vast continent of Africa hosts over eight sedimentary basins, covering approximately half its total area. Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Examples of these plays are illustrated along with some of the more traditional oil plays. Where are the future oil plays likely to develop No doubt, the Saharan basins of Algeria and Libya will feature strongly, also the presalt of Equatorial West Africa, the Central African Rift System and, more speculatively, offshore Ethiopia and Namibia, and onshore Madagascar, Mozambique, and Tanzania.

    The measurement of local, man-induced subsidence is especially critical in areas with high rates of land loss. To measure this subsidence, absolute historical geodetic movements have been estimated by adjusting all movements along the first-order vertical control network from northeast to southwest Louisiana as related to the Monroe uplift. The adjustment will serve as a base line by which local subsidence or uplift can be measured. A generalized trend of increasing subsidence to the south in Louisiana probably reflects increasing sediment thickness and weight toward the axis of the Gulf Coast basin. Anomalous values as low as -17.6 mm/y (-0.7 in./y) occur in areas overlying Pleistocene and Holocene fluvial elements. Positive movement as high as +4.1 mm/y (+0.2 in./y), has been found to be associated with the Iberian structural axis in south-central Louisiana. Land subsidence due to natural causes may far outweigh subsidence resulting from fluid withdrawal or depressurization of geopressured aquifers. The effects of regional and local natural processes should not be underestimated in any systematic approach to measuring subsidence.

    The design of offshore floating wind turbines uses design codes that can simulate the entire coupled system behavior. At the present, most codes include only first-order hydrodynamics, which induce forces and motions varying with the same frequency as the incident waves. Effects due to second- and higher-order hydrodynamics are often ignored in the offshore industry, because the forces induced typically are smaller than the first-order forces. In this report, first- and second-order hydrodynamic analysis used in the offshore oil and gas industry is applied to two different wind turbine concepts--a spar and a tension leg platform.

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    A compliant offshore platform is described for use in hydrocarbon drilling and producing operations, comprising: a deck; a substantially rigid vertical tower adapted to support the deck above the ocean surface. The tower has a base and is adapted to pivot relative to the ocean floor about its base in response to the action of waves. The combination of the deck and tower have a net negative buoyancy and are free from guyline support; and means for applying a vertical couple to the tower in response to pivoting of the tower. The couple is applied at a position on the tower intermediate the tower base and the bottom of the wave zone of the ocean environment in which the tower is situated. The vertical couple tends to resist sway of the tower away from the vertical.

    Data were collected prior to termination of discharge at three sites (including two open bay sites at Delacroix Island and Bay De Chene) for the risk assessments. The Delacroix Island Oil and Gas Field has been in production since the first well drilling in 1940; the Bay De Chene Field, since 1942. Concentrations of 226Ra, 228Ra, 210Po, and 228Th were measured in discharges. Radium conc. were measured in fish and shellfish tissues. Sediment PAH and metal conc. were also available. Benthos sampling was conducted. A survey of fishermen was conducted. The tiered risk assessment showed that human health risks from radium in produced water appear to be small; ecological risk from radium and other radionuclides in produced water also appear small. Many of the chemical contaminants discharged to open Louisiana bays appear to present little human health or ecological risk. A conservative screening analysis suggested potential risks to human health from Hg and Pb and a potential risk to ecological receptors from total effluent, Sb, Cd, Cu, Pb, Ni, Ag, Zn, and phenol in the water column and PAHs in sediment; quantitiative risk assessments are being done for these contaminants.

    Pakistan, flanked by Iran, Afghanistan, China, and India, is the size of Texas and Louisiana combined. The Indus and Baluchistan basins cover 80% of Pakistan`s total area. The country also has 230,000 sq km of marine Exclusive Economic Zone. The law regarding E and P activity was promulgated in 1986, replacing the previous Petroleum (Production) Rules of 1949. As a result of the new Petroleum Policy implemented in March 1994 and streamlining of the bid review and award process, acreage leased including reconnaissance during 1994 was 355,541 sq km onshore and 120,640 sq km offshore, with the number of operating groups also a record high of 46. Although complex and disturbed as a result of collision tectonics, Pakistan`s geology is as fascinating as the surface geomorphology, from the complex compressional thrusted to the relatively simple extensional rifted, salt related to transform fault associated, the reefs, too, all impressive traps for petroleum, at times almost textbook examples. However, domestic oil production at yearend 1994 was about 53,251 b/d of oil and 1.7 bcfd of gas. Oil and gas have been found in the Potwar/Upper Indus basin and Lower Indus basin, and mainly gas with one gas/condensate discovery in the Sulaiman/Middle Indus basin. This article attempts to present brief case history outlines of typical, significant oil and gas discoveries of Pakistan 1915--94 with respect to the two main productive basins, their source and reservoir sequences, in order to determine the anatomy of success in exploration in Pakistan.

    Statoil, the Norwegian state oil company, and Marine Consulting Group (MCG), with support from Norwegian research institutes, are jointly developing a new offshore shuttle tanker loading concept called the Submerged Turret Loading (STL) system. The STL comprises a spread-moored buoy and export line riser configured such that, when not in use, the buoy remains submerged. For shuttle tanker loading, the vessel moves over the buoy and pulls it into a compartment in the bottom of its hull. Mooring loads are then transferred into the vessel's hull; and the export riser is connected to the shuttle's tankage within the chamber, below waterline. Principal features of the innovative new system that allows operations in seastates well beyond present-system limits, increases safety and reduces pollution potential are outlined here.

    An oil/gas collector/separator for recovery of oil leaking, for example, from an offshore or underwater oil well. The separator is floated over the point of the leak and tethered in place so as to receive oil/gas floating, or forced under pressure, toward the water surface from either a broken or leaking oil well casing, line, or sunken ship. The separator is provided with a downwardly extending skirt to contain the oil/gas which floats or is forced upward into a dome wherein the gas is separated from the oil/water, with the gas being flared (burned) at the top of the dome, and the oil is separated from water and pumped to a point of use. Since the density of oil is less than that of water it can be easily separated from any water entering the dome.

    Summer hypoxia (dissolved oxygen < 2 mg/L) in the bottom waters of the northern Gulf of Mexico has received considerable scientific and policy attention because of potential ecological and economic impacts. This hypoxic zone forms off the Louisiana coast each summer and has increased from an average of 8,300 km{sup 2} in 1985-1992 to over 16,000 km{sup 2} in 1993-2001, reaching a record 22,000 km{sup 2} in 2002. The almost threefold increase in nitrogen load from the Mississippi River Basin (MRB) to the Gulf since the middle of the last century is the primary external driver for hypoxia. A goal of the 2001 Federal Action Plan is to reduce the 5-year running average size of the hypoxic zone to below 5,000 km{sup 2} by 2015. After the Action Plan was developed, a new question arose as to whether sources other than the MRB may also contribute significant quantities of oxygen-demanding substances. One very visible potential source is the hundreds of offshore oil and gas platforms located within or near the hypoxic zone, many of which discharge varying volumes of produced water. The objectives of this study were to assess the incremental impacts of produced water discharges on dissolved oxygen in the northern Gulf of Mexico, and to evaluate the significance of these discharges relative to loadings from the MRB. Predictive simulations were conducted with three existing models of Gulf hypoxia using produced water loads from an industry study. Scenarios were designed that addressed loading uncertainties, settleability of suspended constituents, and different assumptions on delivery locations for the produced water loads. Model results correspond to the incremental impacts of produced water loads, relative to the original model results, which included only loads from the MRB. The predicted incremental impacts of produced water loads on dissolved oxygen in the northern Gulf of Mexico from all three models were small.     Relative to first-order, second-order wave-excitation loads are known to cause significant motions and additional loads in offshore oil and gas platforms. The design of floating offshore wind turbines was partially inherited from the offshore oil and gas industry. Floating offshore wind concepts have been studied with powerful aero-hydro-servo-elastic tools; however, most of the existing work on floating offshore wind turbines has neglected the contribution of second-order wave-excitation loads. As a result, this paper presents a computationally efficient methodology to consider these loads within FAST, a wind turbine computer-aided engineering tool developed by the National Renewable Energy Laboratory. The method implemented was verified against the commercial OrcaFlex tool, with good agreement, and low computational time. A reference floating offshore wind turbine was studied under several wind and wave load conditions, including the effects of second-order slow-drift and sum-frequency loads. Preliminary results revealed that these loads excite the turbine's natural frequencies, namely the surge and pitch natural frequencies.

  20. Numerical and experimental analysis of a retrievable offshore loading facility

    ROLF (Retrievable Offshore Loading Facility) has been proposed as an alternative offshore oil export tanker loading system for the North Sea. The system consists of a flexible riser ascending from the seabed in a lazy wave configuration to the bow of a dynamically positioned tanker. In order to supplant and support the numerical analyses performed to design the system, an extensive model test program was carried out in a 3D offshore basin at scale 1:50. A model riser with properties equivalent to the properties of the oil filled prototype riser installed in seawater was tested in several combinations of waves and current. During the tests the forces at the bow of the tanker and at the pipeline end manifold were measured together with the motions of the tanker and the riser. The riser motions were measured by means of a video based 3D motion monitoring system. Of special importance was accurate determination of the minimum bending radius for the riser. This was derived based on the measured riser motions. The results of the model tests were compared to numerical analyses by an MCS proprietary riser analysis program.

  20. Geopressured-geothermal well activities in Louisiana

    Since September 1978, microseismic networks have operated continuously around US Department of Energy (DOE) geopressured-geothermal well sites to monitor any microearthquake activity in the well vicinity. Microseismic monitoring is necessary before flow testing at a well site to establish the level of local background seismicity. Once flow testing has begun, well development may affect ground elevations and/or may activate growth faults, which are characteristic of the coastal region of southern Louisiana and southeastern Texas where these geopressured-geothermal wells are located. The microseismic networks are designed to detest small-scale local earthquakes indicative of such fault activation. Even after flow testing has ceased, monitoring continues to assess any microearthquake activity delayed by the time dependence of stress migration within the earth. Current monitoring shows no microseismicity in the geopressured-geothermal prospect areas before, during, or after flow testing.

    A sinkhole measuring 11 m (36 ft) across and 9 m (30 ft) deep was first observed in alluvium overlying the Weeks Island, Louisiana, salt dome in May 1992, but it was about a year old, based on initial surface appearance and subsequent reverse extrapolation of growth rates. A second and much smaller sinkhole was identified in early 1995, nearly three years later. Their position directly over the edges of the SPR oil storage chamber, a former room-and-pillar salt mine, caused apprehension. The association of sinkholes over mines is well established and this occurrence suggested that groundwater influx undoubtedly was causing salt dissolution at shallow depth, and associated collapse of soil at the surface. Leaks of groundwater into other salt mines in Louisiana and elsewhere led to flooding and eventual abandonment (Coates et al., 1981). Consequently, much attention has been and continues to be given to characterizing these sinkholes, and to mitigation. This paper summarizes current engineering geologic concepts, and briefly describes diagnostic and risk mitigation efforts being conducted by the US Department of Energy, operator of the Strategic Petroleum Reserve (Bauer et al., 1994).

    The National Offshore Wind Energy Grid Interconnection Study (NOWEGIS) considers the availability and potential impacts of interconnecting large amounts of offshore wind energy into the transmission system of the lower 48 contiguous United States. A total of 54GW of offshore wind was assumed to be the target for the analyses conducted. A variety of issues are considered including: the anticipated staging of offshore wind; the offshore wind resource availability; offshore wind energy power production profiles; offshore wind variability; present and potential technologies for collection and delivery of offshore wind energy to the onshore grid; potential impacts to existing utility systems most likely to receive large amounts of offshore wind; and regulatory influences on offshore wind development. The technologies considered the reliability of various high-voltage ac (HVAC) and high-voltage dc (HVDC) technology options and configurations. The utility system impacts of GW-scale integration of offshore wind are considered from an operational steady-state perspective and from a regional and national production cost perspective.

    In aerobic MEOR, the ability of oil-degrading bacteria to mobilize oil is used to increase oil recovery. In this process, oxygen and mineral nutrients are injected into the oil reservoir in order to stimulate growth of aerobic oil-degrading bacteria in the reservoir. Experiments carried out in a model sandstone with stock tank oil and bacteria isolated from offshore wells showed that residual oil saturation was lowered from 27% to 3%. The process was time dependent, not pore volume dependent. During MEOR flooding, the relative permeability of water was lowered. Oxygen and active bacteria were needed for the process to take place. Maximum efficiency was reached at low oxygen concentrations, approximately 1 mg O{sub 2}/liter.

    Turtle Bayou field, located in the middle Miocene trend in S. Louisiana, is nearing the end of a productive life which spans over 30 yr. Discovered by Shell Oil Co. in 1949 after unsuccessful attempts by 2 other majors, the field is a typical, low relief, moderately faulted Gulf Coast structure, probably associated with deep salt movement. The productive interval includes 22 separate gas-bearing sands in a regressive sequence of sands and shales from approx. 6500 to 12,000 ft. Now estimated to have contained ca 1.2 trillion scf of gas in place, cumulative production through 1982 was 702 billion scf. Cumulative condensate-gas ratio has been 20 bbl/million. Recovery mechanisms in individual reservoirs include strong bottom water drive, partial edgewater drive, and pressure depletion. Recovery efficiencies in major reservoirs range from 40 to 75% of original gas in place.

    This paper describes a new long-life Seafloor Earthquake Measurement System (SEMS) and presents earthquake data obtained from the seafloor near an offshore oil production field. The SEMS is a battery-powered (8 year life) digital data acquisition system which telemeters data via a sonar link. Seafloor earthquake data from SEMS indicate that the seafloor vertical acceleration is nearly an order of magnitude weaker than the corresponding on-shore vertical motions.     Stainless steels and nickel-based alloys are increasingly applied in the oil and gas industry for exploitation of sour crudes. Containing considerable quantities of H/sub 2/S, CO/sub 2/ and salted formation waters, these crudes show a high corrosivity with respect to general corrosion and stress corrosion cracking by sulfides (SSCC), by chlorides (CSCC) or by their combined action. Traditionally Monel, K-Monel and copper-nickel alloys have served the industry well for sucker rods, instrumentation, packers, valves for gas lift, pumpshafts, sea water piping, heat exchange tubing and many other critical components. In the new generation of offshore platforms, deep sour gas wells, CO/sub 2/ enhanced oil recovery projects and production in the Arctic, extensive use is now being made of the specialty Cr-Ni-Mo stainless steels and the Ni-Cr-Mo alloys for extremely severe corrosive applications. Examples of applications are cited, an economic analysis provided of using the corrosion resistant alloys (CRA) in downhole tubulars and several suggestions for reducing the weight of topside construction on offshore platforms. Further, guidelines are presented for the selection of alloys to reliably resist the very aggressive corrosive environments.

    Extreme wind load cases are one of the most important external conditions in the design of offshore wind turbines in hurricane prone regions. Furthermore, in these areas, the increase in load with storm return-period is higher than in extra-tropical regions. However, current standards have limited information on the appropriate models to simulate wind loads from hurricanes. This study investigates turbulent wind models for load analysis of offshore wind turbines subjected to hurricane conditions. Suggested extreme wind models in IEC 61400-3 and API/ABS (a widely-used standard in oil and gas industry) are investigated. The present study further examines the wind turbine response subjected to Hurricane wind loads. Three-dimensional wind simulator, TurbSim, is modified to include the API wind model. Wind fields simulated using IEC and API wind models are used for an offshore wind turbine model established in FAST to calculate turbine loads and response.

    A sinkhole discovered over the edge of the Strategic Petroleum Reserve storage facility at Weeks Island salt dome, Louisiana, led to decommissioning the site during 1995--1998, following extensive diagnostics in 1994. The sinkhole resulted from mine-induced fractures in the salt which took may years to develop, eventually causing fresh water to leak into the storage chamber and dissolve the overlying salt, thus causing overburden collapse into the void. Prior to initiating the oil removal, a freeze wall was constructed at depth around the sinkhole in 1995 to prevent water inflow; a freeze plug will remain in place until the mine is backfilled with brine in 1997--8, and stability is reached. Residual oil will be removed; environmental monitoring has been initiated and will continue until the facility is completely plugged and abandoned, and environmental surety is achieved.
